THIS paper deals with only one step in the treatment of ore at the West End mill; not because the other steps are repetitions of practice in other mills, but because in this particular step there is in use the Trent agitator. This device, although it has apparently failed in many mills, is here giving excellent service and has proved to be well adapted for making a thorough replacement of pregnant solution with a minimum amount of barren solution. The strong and weak points of this agitator, its present simple construction, and its use as a thickener for agitator or battery pulp are features of interest; but perhaps the point of greatest interest to the metallurgist in this day of continuous decantation is its use in a series of tanks for slime treatment by the replacement method. The agitating department of the West End mill consists of six redwood tanks, 24 ft. in diameter, 18 ft. high, each equipped with aTrent agitator, a centrifugal pump, and a motor. The pulp is transferred by a pump from the top of a flat-bottomed tank to a set of arms and nozzles in the bottom of the tank, at just sufficient pressure to cause the arms to revolve. The streams from the many nozzles keep the bottom of the tank clean, and these streams, coupled with the effect of the revolving mechanism and the ascending current, keep the pulp in constant motion and of constant gravity. .These agitating tanks hold 90 tons of dry slime and 202 tons of solution with a 1.24 pulp, our ore having a specific gravity of 2.7. This capacity is about 10 per cent. in excess of the standard 15 by 45 ft. Pachuca tank. The tanks are connected in one series for continuous agitation, the pulp for each agitator being drawn by its pump through a branch suction from near the top of the preceding tank and. delivered to the bottom of the tank by the agitator arms along with the regular pulp of that agitator. This method works automatically, since the flow through the branch suction varies directly with the difference in head of the two tanks. The chance for new pulp to pass out quickly is, therefore, much less than in many other systems of continuous agitation, since the new

There is a wide difference of opinion among rifle experts in the matter of barrel steel, and the relative importance to the life of the barrel of the steel's composition, heat treatment, structure, and physical properties. In order to promote discussion, which it is hoped may' lead to the discovery of the source of some of the traditional beliefs on the subject, the results of some tests are presented here, with data on heat treating, physical tests, and erosion. The detailed metallographic study of this steel is given in another paper.l The conclusions from these tests should be capable of wider application than their direct bearing on the barrel-steel problem. The Government specifications for barrel steel for model 1903 rifle (Springfield) call for carbon 0.50 to 0.60 per cent., manganese 1.00 to 1.29 per cent., silicon under 0.25 per cent., sulfur under 0.06 per cent., phosphorus under 0.08 per cent. The minimum physical requirements are: Tensile strength, 110,000 lb. per sq. in. (7733 kg. per sq. cm.); yield point, 75,000 lb. per sq. in (5472 kg. per sq. cm.); elongation, 20 per cent.; reduction of area, 45 per cent. Material fulfilling these requirements gives practically no failures when proof-fired, with charge of 70,000 lb. per sq. in. pressure, which is 40 per cent. in excess of the service charge. The turning and drilling operations show up any seams or laps such as accidentally occur even in the best heats of open-hearth steel, so that faulty stock is practically all eliminated before proof-firing. These physical requirements are met either by rolling billets at a proper temperature down to the form of tapered barrel blanks or by heat treating bars that have been upset to cnlarge the breech section. The transformation temperature of this steel, on heating, is around 1350" F. (732' C.), varying somewhat with the composition and the rate of heating. The actual treatment of the barrel blanks, as carried out by different manufacturers, gives four kinds of barrels, which will be called A, B, C, and D, for convenience. The Whale Lode occurs in the main range of the Rocky Mountains, Park County, Colorado Territory, at Hall Valley. It has been opened up and worked to some extent by the Whale Mine, situated some 11,300 feet above the level of the sea. The mine, with 700 feet of the lode on either side of the discovery shaft, is the property of the Hall Valley Silver-Lead Mining and Smelting Company. The adjacent country rock is a compact, fine-grained gneiss; its general strike is about north and south, dipping steeply to the west. In the immediate vicinity of the mine, the strata are very nearly vertical. The gneiss incloses numberless veins of a reddish granite, in which the feldspar largely predominates over the quartz and mica, the latter oftentimes being scarcely perceptible. As a general rule these granitic veins seem to more frequently follow the lines of stratification of the gneiss than otherwise. They are of varying width, some large, some small; the larger are from 5 to 6 feet wide. Gash veins of feldspar and quartz are also of very frequent occurrence. The general trend of the lode is about northeast. and southwest, intersecting the country rock at about an angle of 45 to its stratification. It dips to the northwest at an angle of 65. I am unable to state accurately how far this lode has been traced upon the surface, but it is at least well known to extend entirely through the mountain upon which the mine is situated, and is traceable over the ridge by a hollow extending for some distance along the surface, in which the lode crops out. This hollow in the surface rock has probably been formed through decomposition of the vein matter by atmospherical influences. The width of the crevice is variable, generally between 5 and 10 feet; the pay vein varies from an inch, or less, to 36 inches. The vein is generally accompanied both on foot and hanging walls by a whitish, semi-decomposed fock, composed of quartz and decomposed feldspar, and in some places—where the process of decomposition has not reached as advanced a stage—a lightgreenish or black mica. This rock, therefore, is in places composed of all the constituents of gneiss, and is undoubtedly nothing more or less than the same in a decomposed condition. It is often very strongly impregnated with iron pyrites, generally crystallized in minute cubes, and it is probably owing to the presence of this min-

September 20, 1917. As this meeting terminates the year's agreement under which the Engineering Foundation has appropriated its income to the National Research Council, a brief summary of what has been accomplished seems called for. The Research Council was organized Sept. 19, 1916. The Executive Committee was appointed at that meeting; since that date two other meetings of the Council have been held, one in Boston, on Nov. 13 and 14, the other in Washington on April 19. During the intervals between the meetings of the Research Council, the Executive Committee has conducted all of the business of the Council. There have been 29 meetings of the Executive Committee, 13 in New York up to the first of May, 15 in Washington subsequently, and one in Boston. The meetings in New York were devoted to the organization of the Research Council and especially to appointment of committees. At the outset, the Council had no very clear idea of the way in which it was to organize; there were several other groups of scientific men at work, among them, the Research Committee of the American Association for the Advancement of Science and the Engineering Committee of the Advisory Commission to the Council of National Defense. Time was spent in straightening out these two principal complications, both of which were satisfactorily adjusted. The upshot of these negotiations is to leave the Research Council as the only representative, national body of research men, assisting the Government. During the period up to May, the Executive Committee in New York selected carefully the personnel of some 25 principal committees, and of a large number of sub-committees; so carefully were these chosen that of the entire number, several hundred, there have been only one or two declinations. Some of the important steps in the development of the Research Council are the establishment of the Military Section, composed. of the members of the Council connected with the Government and resident in Washington. This Section put the Research Council into close contact with the most important officials of the Army and Navy. From it has grown the Washington office of the Council, and the recognition of the Research Council as the "Department of Science and Research of the Council of National Defense; " and the establishment of the Washington office after the Council of National Defense had officially recognized the Research Council. About this time Dr. Hale, Chairman of the Council, appointed Dr. Millikan to be Vice-Chairman to represent the Council in Washington, and Dr. Millikan has since then been in charge of the work of the Council. At the request of the Secretary, Dr. Millikan has prepared a brief report of some of the work of the Research Council during its first year, which is appended to this report. It shows that the Research Council has been active in much of the important work. under way in our preparations for war, and that it has rendered effective services to the Government.

Twenty-nine laboratory steels were studied to determine the effects of composition and ferrite grain size on drop-weight and Charpy V-notch transition temperatures. The experimental steels covered the following ranges in composition.. 0.10 to 0.32 pct C, 0.30 to 1.31 pct Mn, 0.02 to 0.43 pct Si, md nil to 0.136 pct acid-soluble Al. Although most of the data were obtained on hot-rolled samples, some plates were heat-treated in order to cover a wider range in ferrite grain size. The experimental data were used for a multiple-correlation analysis conducted with the aid of an electronic computer. The study showed that carbon raises and that manganese, silicon, aluminum, and finer ferrite grains lower both drop-weight and Charpy transition temperatures. Quantitatively, variations in composition and grain size have a more marked effect on V15 Charpy transition temperatures than on the drop-weight transition temperature. Useful correlations were found between transition temperatures in drop-weight tests and those defined by seven different criteria for Charpy tests. Evidence was accumulated that the conditions ordinarily used for drop-weight tests are more severe for 1-1/4-in. -thick plate than for 5/8- to 1-in. -thickplate. PROJECT SR-151, to study quantitatively the effects of metallurgical variables on performance in the drop-weight test, was established by the Ship Structure Committee late in 1958 on recommendation of the National Academy of Sciences, National Research Council. This project was initiated as a result of the increasing use of the drop-weight (nil-ductility) test in predicting the ductile-to-brittle behavior of steel. Qualitative data indicated the drop-weight was not as sensitive to metallurgical variables as the Charpy V-notch test. Furthermore, the available information indicated that the drop-weight test did not show the superiority of killed steels over semikilled steels reflected by Charpy tests. This difference in sensitivity to brittle fracture is considered important because the drop-weight transition temperature has been reported1 to correlate better with service-temperature failures than the V-notch test does at a constant energy level. Therefore, this project was concerned with establishing quantitatively the effects of metallurgical variables in the drop-weight test. For comparison, Charpy V-notch data were obtained for the steels investigated. This paper summarizes the results of the investigation. Most of the steels used for the study were made and processed in the laboratory. However, some tests were also made on commercial killed steels available from Project SR-139 (SSC-141). During the course of the investigation, data were obtained on the effects of carbon, silicon, manganese, and aluminum on transition temperatures of drop-weight and Charpy specimens. In addition, the effects of heat treatment which changed the ferrite grain size and the transition temperatures were also investigated. Finally a few exploratory studies were made on commercial killed steels to evaluate the effects of plate thickness, grain size, and heat treatment on the performance of drop-weight specimens. EXPERIMENTAL PROCEDURES Preparation of Materials. A total of twenty-nine 500-lb induction-furnace heats were made and processed in the laboratory for the investigation. Carbon, manganese, silicon, and aluminum contents were systematically varied. Melting and rolling techniques proven satisfactory in a previous project2 were used as a guide for the current investigation. Composition. The composition of the twenty-nine laboratory heats made for this project are given in Table I. The steels are divided into three groups. The first group consists of ten aluminum-killed steels similar in composition to Class C ship-plate steel. The second group consists of ten semikilled or Class B type steels. In both of these groups the carbon and manganese contents were intentionally varied over a wide range. This wide range in composition was helpful in obtaining quantitative data from a limited number of steels. The primary purposes of these two groups of steels was to determine the effects of carbon, manganese, and deoxidation practice. In addition, one steel in each group (Steels 2-2 and 9-2) were made about 1 year after the start of the program in order to check consistency of melting practice. The third group of nine steels listed in Table I was intended for studies on the effects of silicon and aluminum. POWER is furnished to the Climax Molybdenum Co. by the Public Service Co. of Colorado over two 100,000-volt line to a bank of three 3333-kva. Transformers 100/13.8 kv. These transformers arc so designed that with the addition of forced cooling their capacity may be increased 33 1/3 per cent at 12,000-ft. altitude. Under present conditions, these transformers are operated at 140 per cent of their rating with forced air cooling. On the secondary side of this bank there is a 15-kv., 1200- amp. Westinghouse oil circuit breaker provided with automatic reclosing relays allowing three successive short circuits before lockout. From this breaker 13.8-kv. power is transmitted to a central switching station (Fig. I) where all circuits radiate to the different operations of the property. Each circuit is protected by a 23-kv., 600-amp. oil circuit breaker with by-pass and isolating disconnecting switches. MINE Power at 13.8 kv. enters the mine through a ventilation raise over a three-conductor, size 1-0 varnished cambric insulated, leaded, steel-wire armored cable, insulated from 17 kv. This power is received and distributed through one switching station and four underground substations, shown in Fig. 2. No. 370 substation (Fig. 3) contains three 250-kva, 13,800/440-volt, single-phase Pyranol transformers protected on the high-voltage side by a 600-amp. manually operated oil circuit breaker. This station serves 20 slusher-hoist motors, a 45-kw., three-phase, 220-volt electric furnace, a Massco hot miller for tempering and milling Timken detachable bits and a hoist with 175-hp. motor on the No. 3 development shaft. Also at this shaft are three pumps. One two-stage pump, 1200 gal, per min., 100-ft. head, 3600 r.p.m., driven by a 150-hp. motor, is at the bottom of the shaft. Two deep-well pumps, 500 gal. per min., 500-ft. head, are at the collar of the shaft. Under normal operation the one pumping 1200 gal. per min. is controlled by a float switch to take care of the water. If this pump fails, or if its capacity is insufficient, the first 500-gal. pump is automatically started, and if still more capacity is needed the second 500-gal. pump automatically starts. Time delay relays are provided on the deep-well pumps, so that if power fails the column will have time to drain before the pumps restart. On failure of any of these, an alarm is sounded in the train dispatcher's office, so that mechanics can be sent to ascertain the cause of failure and make repairs. The cable from No. 370 substation is run to the switching station, in which are four15-kv., 600-amp. direct-current solenoid-operated oil circuit breakers. The current for operating and tripping is furnished by a 125-volt storage battery. All breakers are operated from the switchboard in the compressor room. The following notes may serve to bring before your Institute an idea of the iron-ore resources of Pictou County. Enough work has been done to permit an estimate to be formed of their quality and probable extent. As yet the systematic mining and smelting of ironore in Nora Scotia is confined to the operations of the Steel Company of Canada, in Colchester County. Although the locality I am about to describe appears, in many respects, well adapted to iron smelting, etc., no attempts have yet been made to begin work. Nora Scotian capital is more readily turned to lumbering, fishing, and shipping ventures; and such an investment appears equally foreign to the rest of the Dominion. I need not, however, go further into this part of the subject, and can only hope that my notes may prove serviceable as indicating a probable field for future development. The accompanying map shows the position of the harbor of Pictou relative to the coal and iron-ore fields, and to the railways which intersect them. The branch of the Intercolonial Railway, running from Truro to Pictou, forms the western boundary of the iron-ore district, which extends beyond the point where the New Glasgow and Cape Breton Railway crosses the French River. The iron-ore district may be roughly described as a triangle formed by the ore-outcrops and the two railways, the former making the base, and the latter the sides of the triangle, the apex resting on the coal-field at New Glasgow. The drainage of the country is toward the Gulf of St. Lawrence, through the Middle, East, Sutherland's, and French rivers; and the surface is undulatory, seldom exceeding two hundred feet above the sea-level, except in the district lying between Glengarry and the upper waters of the French and Sutherland's rivers, where a maximum height of about five hundred feet is reached at several points. Geologically speaking, the district embraces two divisions, the Carboniferous and the Silurian, the latter resting on strata provisionally considered to be of pre-Cambrian age. As no geological

This report is the accumulation of eight years of experience on only one small phase in the business of oil production. It is not intended as a final report but rather as a progress report dealing with the internal corrosion of oil field dehydrating tanks. The corrosion of dehydrating tanks continues to be a problem in the production of crude oil. The deterioration hy corrosion of these tanks falls into three general classifications: (1) Atmospheric corrosion of exterior areas, (2) corrosion of the underside of deck and the rafters and top area of the upper row of staves in that part of the tank which is known as the vapor space, and (3) corrosion of the bottom and shell areas, and the steam coils which are normally immersed in water and thus exposed to the corrosive action of the water. Atmospheric corrosion is primarily a paint problem, and has been omitted in this discussion. The corrosion in the vapor space, in this company's experience, which has been of great concern only in one area. has also been omitted in this discussion. The third, and most troublesome type of corrosion, and the one with which this report deals, is that which occurs in the water-exposed areas of dehydrating tanks, and, to a lesser degree. in some stock tanks. The operating temperature of these waters varies from 80°F to 160°F and the salt counts run from a few thousand to as high as 25.000 parts per million. Corrosion in these tanks occurs in three forms: (1) pits, (2) ringworm type of attack along the vertical and horizontal bolt seams, and (3) as a general attack, spread over a wide area. Steam Coils In dehydrating tanks, our experience has been that the steam coils are the first to show signs of corrosion, and then the shell and bottom areas. This action is not uniform throughout this company's operations. Some installations have coil troubles with very little tank trouble, and some show just the opposite. But in the majority of cases the coils are the more seriously corroded areas. This may be partly due to the fact that we have tried by periodic application to keep a protective coating on the interior areas of the tanks, and some protection has been afforded by these coatings. Through the years several types of hot and cold coatings have been tried with many various methods of cleaning the steel, ranging from use of cleaning solvents to hot and cold Oakite washes, as well as sandblasting. Although experience has shown that a longer life expectancy of a coating is possible after a very thorough steel cleaning job, it has still been necessary to recoat these tanks at least every two or three years. Until a few years ago, vertical spiral steam coil bundles were installed when the tanks were originally erected. When these coils needed replacement, in some cases within 18 months, it was necessary to remove a couple of shell staves to accomplish this task. This required a down time period of several days and was often very inconvenient to the production operations of the leases. This problem was considered on the basis that the coils were expendable, and thus. to eliminate any unnecessary down time when changing coils, the vertical spiral coils were discarded in favor of horizontal flat coils which could be taken in and out of the tanks by way of the cleanout openings, and put together with unions. This made a fairly easily replaceable and repairable coil. But it was still very much of a nuisance when repairs were necessary. Efforts to increase the useful life of the dehydrating tanks led to the adoption of galvanized tanks at an increased initial cost. The zinc coating was depended upon for protection and no other protective coatings were applied. In July, 1944. during the development of a new lease, a 3-ring 1,500 bbl, black iron water tank was converted into a dehydrating tank with steam coils to handle the new production. This tank was coated inside with a cold, brushed-on coating, for protection against corrosion. After approximately 18 months of service, holes developed in the tank and the steam coils. The tank was emptied and cleaned for repairs. The coils were so badly pitted that it was felt advisable to replace them. Coating Becomes Loose Inspection of the tank showed the protective coating to be still in place but loose, and numerous blisters were in evidence. A closer inspection showed that the interior of this tank was so badly pitted under the coating that any further attempt to use the tank was inadvisable. This tank was therefore discarded and a new galvanized tank ordered and set up at considerable expense and inconvenience. In April, 1946, another dehydrating tank installation was made on an adjoining lease. This installation consisted of a 1,500 bbl. 3-ring galvanized tank with two sets of flat steam coils 12 in. and 24 in. up from the bottom. In September, 1947. seventeen months after installation. salt showed up in the boiler feed water. When the dehydrating tank was opened and cleaned, the steam coils were found to be badly pitted — several holes having penetrated through the wall of the pipe. New coils were installed.

IN the vertical contact Soederberg electrode for aluminum furnaces more or less serious cracks are sometimes formed in the electrode, with harmful effect on furnace operation. The problem of crack formation has been studied on a laboratory scale to obtain a better understanding of this phenomenon. The primary cause of crack formation is the shrinkage of the electrode carbon, which is opposed by the normal thermal expansion of the steel contact studs. The forces thus set up are active in the temperature interval from which the electrode obtains a rigid structure (450" to 500°C) to furnace operational temperature (950°C). A visualization of our reasoning is given in Fig. 1, which shows the different behavior of mild steel and electrode carbon during baking. Research work performed to determine relationships between crack formation and shrinkage will be described. A brief description of the method developed for measurement of shrinkage will be given, as well as a critical analysis of this method. Also, raw material quality and paste composition variables will be related to shrinkage phenomena. Laboratory Test of Crack. Formation To test the tendency toward crack formations of Soederberg electrodes from different pastes, experiments were performed to simulate conditions of actual commercial electrodes, and are described as follows. A cylindrical test electrode is prepared by tamping the electrode paste to be examined in a sheet iron casing, 350 mm diam by 700 mm height. The casing is perforated, with the holes (2 mm diam) 50 mm apart, to facilitate the escape of volatile matter during baking. A cylindrical steel stud of actual service size, 100 mm diam, is welded eccentrically to the bottom steel plate, and protrudes up through the paste. During baking, a crack may thus occur in the weaker part of the test electrode. The electrode is baked by lowering the assembly slowly into an electric furnace, the temperature of which is kept constant at 900°C. After baking of the electrode, the sheet iron casing is removed and the electrode inspected for cracks. The pictures in Fig. 2 are of three different pastes baked according to the present method. Electrode 1 has a large crack; electrode 2, a somewhat smaller one; and electrode 3, only a minor crack. As will be seen from the simplified sieve analysis diagram of Fig. 2, the compositions of the pastes in question are very different. This subject will be discussed later in greater detail. PAULY, Schenectady, N. Y.-I have seen this installation and I wish all those interested in the question of electricity as a mine pumping agent could see it. It is not only a model for mine installation, but might well serve as a model for any electrically driven pumping plant. I think I am correct in saying that the pumps are the largest electrically operated centrifugal pumps in mine service in America. I talked with Mr. Rumsey in Duluth just before coming here, and he told me that the actual tests of the equipment as installed checked very closely with the shop tests; that the water delivered by the pumps was slightly in excess of the guarantee, something like 3 or 4 per cent., and that no troubles except of a very minor nature had been experienced with the installation from the start. One point which has been brought out by Mr. Rumsey, and by others who have looked into this question, is the marked saving which' can be made by the application of electricity to pumps, especially to the main sump pumps. The pumps are always located a long distance from the boiler plant and the losses in the steam mains are large. While many of the steam pumps are of a very high grade, yet the tests seemed to indicate that the steam consumption is extremely large. The reduction in operating cost of one small installation which I. have in mind pumping against a head of approximately 2,000 ft.-which by the way was a reciprocating pump-reduced the pumping cost to the neighborhood of one-fifth of the previous steam cost. . The high steam cost was probably due to leakage in the engine and the loss in transmission in the mine, the pumps being located almost half a, mile from the boiler plant.

This paper discusses the characteristics of the velocity logs now available to the petroleum industry, and some of their advantages and limitations. The velocity log was designed as an aid to the geophysicist to determine velocity layering in the earth and to provide fast, accurate and economical vertical travel time data. After a number of logs had been made, studies were carried out on their use ia correlating strata in adjacent wells. It was found that adjacent strata usually show sufficient velocity contrast to make it possible to correlate these from well to well, even in areas where electric or radioactive logs fail.' In addition, velocity logs have been useful in the determination of porosity and thickness of reservoir rock.' These uses for velocity logs require an understanding of the characteristics of the log in response to the changes in velocity and in borehole conditions encountered normally in logging. GENERAL DISCUSSION OF INSTRUMENTATION The measurement made in velocity logging is more accurately described as a measurement of time rather than velocity. Ideally the log is obtained by measuring the length of time required for compressional sound waves to travel through a fixed distance in the formation. In practice, the time measurement may be made accurately but the distance through which the waves have traveled may vary slightly. Changes in borehole diameter are responsible largely for the difficulty in maintaining a fixed distance, especially if the diameter variations are so abrupt and frequent that the borehole instrument cannot follow contours of the hole. Several service companies have velocity logging equipment available or under development which have different transmitters, receivers, and measuring systems. While these differences are important, there are actually only two systems in use at the present time (Fig. I)."' The first system initiates a pulse at a trans-mitter and detects it at a single receiver. The transmitter and receiver are separated by a fixed distance, called the spacing. The time measured is that between the initiation of the pulse and the first arrival of acoustical energy at the receiver. The second system uses two receivers and a transmitter. The receivers are separated by a fixed distance and the time between arrivals of energy at the two receivers is measured. Here, the spacing is the distance between receivers. SulphuR has long been one of the banes of the steel manufacturer and often no effort and expense have been spared in order to reduce it to a small per cent. in the finished product. This condition is due to a general conviction that in many cases where steels have failed in service, sulphur has been the cause. But there has been a growing feeling in recent years that the verdict against sulphur has been unnecessarily severe. In cases of segregation it was present in. augmented amounts along with other impurities, but it had not caused the segregation. High sulphur in pig iron is caused by poor furnace conditions and the sulphur is merely one indication of an iron that has not been properly reduced. No amount of subsequent treatment under oxidizing conditions in the open-hearth furnace can remedy the defects, although the per cent. of sulphur may be considerably reduced. In other words, the causes of bad steel can frequently be traced back to bad pig iron, and sulphur is merely one indication that the pig iron is bad. The writer recently visited a steel plant where a mass of evidence had been accumulated which substantiated this fact, and the superintendent was emphatic in stating that high sulphur was not harmful provided the steel was not otherwise poor due to insufficient reduction in the blast furnace. The presence of a moderate amount of sulphur is desirable from the standpoint of the man who machines the steel. The low-sulphur material drags and the production of a smooth surface is very difficult. A slight increase in sulphur enables the machinist to produce a smooth surface without difficulty. Since, therefore, such large quantities of steel are subjected to machining, it becomes highly important that the sulphur controversy should be settled, and if its presence is proved to be harmless the ban on it should be lifted. DETERMINATIONS of circulating load in a classifier operating in closed circuit with a grinding mill are usually made from screen analyses of the mill feed and classifier products. The percentage remaining on someone selected screen size must be used in the calculation, and, because of the wide variation in average particle size between the mill feed and classifier overflow, an accurate and representative result at the selected mesh is often difficult to obtain. To overcome this difficulty and reduce the time required in making the determination, I have devised a method which uses the liquid-solid relationship in the circuit rather than screen analyses. The quantities required for the calculation include only the usual dilution and feed tonnage measurements, which should be made regularly in the course of ordinary mill operation and, in addition, the amount of new water added to the classifier, or to the head of the mill with the new feed. If measurements are obtained on both of these quantities it is possible to check the calculated circulating load, and to calculate the percentage of moisture in the new feed to the mill; or, if the latter is known, to check the feed tonnage.

BEFORE an audience which included many notable members of the engineering profession, the John Fritz Medal was presented to Senator Guglielmo Marconi on July 6, 1922, in the auditorium of the Engineering Societies Building, in New York. The medal was awarded for achievements in the development of wireless telegraphy, but all of the speakers emphasized the inventor's service to mankind, in saving life at sea, especially, as well as his remarkable scientific attainments. SIGNIFICANCE OF THE JOHN FRITZ MEDAL The John Fritz Medal is presented from time to time for notable achievements in applied science, as a memorial to the engineer and metallurgist whose name it bears, one of the charter members of the American Institute of Mining and Metallurgical Engineers. The medal fund, contributed by friends of Mr. Fritz, is administered by representatives of the four national engineering societies. Seventeen awards have been made to men of eminent distinction in the various branches of the profession of engineering, whose names are more familiar to the civilized world than are the names of most of the presidents of the United States. Four of the medallists were present on the evening of July 6: Dr. Elihu Thomson, the dean of the electrical engineers, General Goethals, Orville Wright, and J: Waldo Smith, who developed the New York City water supply, system. In opening the meeting, Dr. Comfort A. Adams, president of the Board of Award, said in part: The profession of engineering knows no national boundaries. That the engineers of this country sense this fact deeply is evi-denced by the absence of any limitations as to nationality in the award of the John Fritz Medal. The engineer is seeking for the truth wherever it may be found, and it frequently happens that the most helpful sugges-tions for the solution of a particular problem are the results of the work of men of other nationalities on the other side of the world, whom we have never seen. Thus through this long range interchange of information and of ideas, there has grown up a feeling of real kinship among the engineers of the civilized world, a sense of interdependence and of the need and value of cooperation, in wide contrast with the all too prevalent sense of conflicting interests, of racial and national antagonisms of bitterness and misunderstanding. We often think of the nations of the earth as separated by walls or barriers, of various kinds and of various heights. Some of these are the natural results of evolution, for example, differences of language, customs and traditions; while others are more artificial, being maintained by law and dictated by fear, greed, and shortsightedness or ignorance. There is deep conviction that the degree in which we can abolish these barriers is a true measure of our progress towards real civilization, and that the destruction of these barriers is the only method of attaining that world-wide peace for which every

INTRODUCTION At the end of the day, the decision by the sponsor to proceed with a project and to seek financing, or the decision by the financier to grant financing are made on a judgmental basis. Cash flow projections, sensitivity and risk analysis, the innumerable ratios applied by the financier, the so-called feasibility study, etc. are all only tools, and the degree to which they affect decisions is as highly varied as are the personality differences and business conduct and outlooks of the persons who render the decision of "go or no-go". The independent consultant, then, is expected to provide an additional increment of credulity and/or reliability to the "tools" which others will use in reaching a decision; the consultant is really not in a position to directly recommend a "go or no-go". PROJECT FINANCE INGREDIENTS The project finance situation has basically three ingredients: - The project; - The inherent risks attendant with project failure; - The parties. The project, to be viable for financing, will have certain essential characteristics, namely: 1. Clear title or rights to the mineral; 2. Proven definition/establishment of mineral quantity; 3. Financial viability; 4. Physical access consistent with financial viability; 5. A market for the product at a price and for the quantity consistent with financial viability; 6. Transportation/shipping from the project facility to the market at a cost consistent with financial viability; 7. Availability and demonstrated expertise of the developer of the facility; 8. Demonstrated expertise of the operator of the facility; 9. Production processes do not involve unproven new technology; 10. Availability of management personnel; 11. The property and the facilities have value (and thus can be used as collateral); 12. Government approvals/support, as required, will have been obtained; 13. The political environment is essentially friendly and stable; 14. The owner(s) of the project have the financial, strength to make equity contributions consistent with total required investment capital and project risk; 15. Backing by credit support other than that of the financier (i.e. guarantees); The inherent risks of failure are (Nevitt, 2nd Edition); 1. Completion delays with consequent delays in the generation of revenue 2. Cost overruns 3. Technical failure 4. Financial failure of contractors 5. Government interference 6. Uninsured losses 7. Increased price or shortages of raw materials, supplies 8. Technical obsolescence 9. Loss of competitive position in the market place 10. Expropriation 11. In 1939 the production of crude oil in New York totaled 5,105,000 bbl. This marks the third consecutive year production of crude oil has exceeded 5,000,000 bbl. and only once has this total been surpassed—in the year 1882, three years after the discovery of oil in Allegany County, when the annual production was more than 6,000,000 barrels. The most gratifying feature of the industry was the increased demand for lubricants, which resulted in advanced prices for crude. From a price at the beginning of the year of $1.68 per barrel, six advances totaling 82c brought the year's closing to $2.50 per barrel. A further increase in price on Jan. 1, 1940, to $2.75 per barrel places the local industry in a strong position for the year's operations. Most of the oil production of the state is now obtained by water-flooding, and the industry is practically stabilized. No new pools have been discovered in over 25 years, and border drilling indicates little prospect of extending the boundaries of the fields beyond their present limits. Deep drilling to the Oriskany sandstone in and close to the present oil fields hay failed to find oil in substantial amounts. Altogether, the oil pools of New York have produced during the 60 years that they have been exploited approximately 125,000,000 bbl. of oil. Following the flush production of 1882, the annual production gradually dccrcased and the year 1912 marked an all-time low of only 782,000 bbl. In 1919, as a result of flooding operations, a definite upward trend in oil production was recorded. During that year also the production of oil by water-flooding methods as approved by Legislative action. In the 21-yr. period beginning with 1919, oil production in the state ha.: totaled 60,338,000 bbl. Thus it will be seen that by the aid of flooding methods nearly as much oil has been produced in the last 21 yr. as in the preceding 40 yr., although the Iatter period included the flush production in 1882. As there is little hope of extending the area of the present producing oil fields of the state, producers and refiners are concerned regarding the future life of the fields. Horner1 and van Everdingen8 ave shown that the pressure drop within the wellbore, as a result of having produced the well at a constant rate q for time t, where t is sufficiently large, is: van Everdingen observed that better agreement between theory and well performance can be obtained if, instead of assuming the permeability is kc everywhere about the well, it is assumed the permeability near the well-bore is substantially reduced as a result of drilling, completion and/or production practices. In order to account for the additional pressure drop he introduced the dimensionless quantity S, the skin effect factor, so that Eq. 1 becomes: Eq. 2 might have also been obtained as follows.
