In Cleveland County, North Carolina, one and one-half miles south of Kings Mountain, Foote Mineral Company operates an open pit for the production of spodumene, feldspar, mica, and commercial stone. Spodumene concentrate is sent to Footers Sunbright, Virginia plant and to other customers. Exton, Pennsylvania and New Johnsonville, Tennessee plants produce lithium compounds sold to the oil industry for multipurpose lithium-base greases, to the metal industry as welding flux, to the air conditioning market, and to the glass industry. Ceramic grade spodumene, feldspar, and mica concentrates go to other processing companies from the Kings Mountain plant. Waste amphibolite is delivered to a neighboring quarry operation.

ON the northern part of the globe, almost since the earliest days of mankind's history. ironmaking has been practiced in one form or another. Some investigators question the generally accepted belief that copper and bronze were in earlier general use than iron, explaining the greater age and abundance of copper relics by their greater resistance to natural oxidation. However, the occurrence of copper in its natural state and its greater ease of reduction from the simpler copper minerals is a strong argument that the making and use of copper came first. Nevertheless, good evidence exists that ironmaking was practiced in ancient India and China, as well as in ancient European countries. Some interesting vestiges of those early operations still survive and have a place, in the background at least, of a discussion of modern blast-furnace practice.

The work covered in this report was done to meet the requests from many Government agencies for information on alleviating sludge difficulties in No. 6 (Bunker C) fuel-oil storage tanks. Accumulated sludge at times caused serious loss in tank capacities; pumps became overloaded or lost suction; strainers often required very frequent cleaning; fuel-oil heaters in some instances became fouled and inefficient; and gobs of sludge that passed the strainers interfered with good combustion. The requests also included questions regarding the usefulness in general of oil "additives" for preventing sludge and the relative merits of the many trade-named additives being marketed. Realizing that preventing such difficulties would result in substantial savings to the Government, an investigation was begun with the limited funds avail-able. Although various claims are made for No. 6 fuel-oil additives other than preventing sludge, only an investigation as regards the storage tank-sludge problem has been possible.

This publication contains four papers presented at a seminar on mine subsidence control held in Pittsburgh, PA, on September 19, 1985. The seminar was designed to keep the mineral industry informed of new technology developed by the Bureau of Mines that permits reliable and accurate prediction of mine subsidence. The papers describe actual field studies undertaken by the Bureau to monitor surface subsidence over longwall panels. Topics discussed include the efects of subsidence on water table levels, the development of subsidence pre calculation methodology suitable for use with the specific lithological conditions of the Pittsburgh coalbed, an engineering comparison of technologies used in surveying for longwall mine subsidence, and a comparison of the process of subsidence over two different longwall panels.

NOTHING in this paper is to be understood as even suggesting a moment's suspension of the splendid work now going forward on the Isthmus of Panama, except so far as it is related to the proposed locks. All the work already done, and all material purchased or ordered, would be available for the plan herein proposed. The situation and the problem concerned may be summarized as. follows : The scheme of a lock-canal through the Isthmus of Panama was adopted, as is well known, on two principal grounds-namely, the greater expense of a sea-level canal, and the longer time required for its construction. Of these, the latter is believed to have been the more influential. But further developments have diminished the weight of both, so that a reconsideration of the question is warranted. It is the purpose of this paper to advocate such a reconsideration-emphasizing the importance of certain objections to the lock-canal not mentioned or not duly appreciated in the report of those members of the International Board of Consulting Engineers who favored this form; showing the nature and bearing of the new facts developed; and, finally, proposing a combination of well-known methods and apparatus, which would, in my judgment, effect the construction of a sea-level canal in less time, and perhaps at no greater cost, than will be required for the remaining work on the lock-canal. The gold that is not recovered by a particular process is refractory to that process. A study to determine how the refractory gold is associated in the ore constituents usually indicates the needed improvement in the process or additional methods for bettering recovery. In preliminary work, segregation of the various minerals, gangue or impurities, and data showing the reactions of each in the recovery method readily confines the refractory gold to a certain part on which extensive research can be directed. In this dissecting plan, the microscope is an important aid in locating the refractory gold but should be supplemented by chemical tests. Each ore is an individual problem until the association of the gold has been determined. Knowing the problem through the interfering minerals or elements, the solution often is only the application of part of a former known practice as an auxiliary or additional feature. In the treatment plan for most gold ores, it has been the custom to try each of the usual recovery methods or combinations thereof, accepting the best results on a basis of the lowest cost. A better plan includes knowledge of the association of the gold and the various minerals from which it is to be recovered. This presents reasonable foresight into the problems that should be expected and permits some provision for avoiding probable difficulties. The preliminary work should include: Determination of the percentage of free gold with classification showing size of gold particles to be expected; determination of the percentage of gold associated with each mineral and whether it be freed from the mineral by crushing; and an analysis of representative samples of the ore to include other valuable minerals and the form in which they occur.

Consumption of Diesel fuel oil in the United States has increased very rapidly during recent years. At the present time approximately 5 percent of the crude oil refined in this country is said to be processed for this purpose. This figure represents approximately 20 percent of the total distillate-type fuel oils now being produced in the United States. One factor contributing greatly to the recent increase in consumption of Diesel fuel oil has been the conversion from steam locomotives to Diesel engines by a number of railroads. Other contributing factors are greFl.ter use of Diesel engine8 in buses, trucks, tractors, water craft, and stationary power plants. The growing importance of Diesel fuel oil has resulted in a need by the petroleum industry, engine manufacturers, and consumers for more information regarding the types and quality of Diesel fuels currently being marketed. To supply this information, the American Petroleum Institute and the Bureau of Mines, United states Department of the Interior, under a cooperative agreement, have conducted a survey of Diesel fuel all produced in refineries in this country during 1950. Under the agreements, samples of Diesel fuel oil, representative of actual shipments, were analyzed by the manufacturers in accordance with instructions issued by the Fuel Survey Panel of the Automotive Research Committee of the American Petroleum Institute. Results of the analyses were transmitted to the Bureau of Mines, and that agency has studied the data and compiled them by groups in comparable form as shown in the tables of this report.

In recent years, economies of scale have continued to drive copper projects to larger throughputs to offset depleting lower grade resources. A decade ago, there were only a small number of projects that stretched beyond 100 kt/d (110,000 stpd) throughput rates. Today, and moving forward, virtually all the major copper projects are sized beyond this, with throughput rates up to 250 kt/d (275,000 stpd) now under evaluation for a number of key projects in Chile and Peru. This paper explores the development from the 160 m3 (5,650 cu ft) flotation cells, through to the 257 m3 (9,076 cu ft) cells and to the current 660 m3 (23,380 cu ft) machines. The contributions of specific copper concentrators to this growth phase are reviewed in this article. The historical basis of flotation machine scale-up is also briefly discussed. Metallurgical results as well as layout, maintenance and operational aspects are highlighted.

I. INTRODUCTION. THE results embodied in this paper are based on a careful field- and laboratory-study of the lead- and zinc-deposits of the Virginia-Tennessee district, begun in the latter part of the summer of 1904 and completed in the spring of 1905, preparatory to the publishing of a State report .on them. A separate description of the individual deposits in Virginia is purposely omitted, since I have already described them in considerable detail in a State report. The Tennessee deposits are described here in some detail for the reason that no detailed record of them has yet been published. Practically, this paper summarizes the results obtained from a study of the geology of the ore-deposits of the district as, a whole. (I had the pleasure of visiting the deposits of Virginia and Tennessee with Dr. H. Foster Bain of the U. S. Geological Survey, in April, 1905. Figs. 21 and 22 are from photographs taken by Dr., Bail.) II. HISTORICAL. . The first authentic records of lead-mining .in Virginia date hack more than 150 years; and the old lead-mines at Austinville, on New river in Wythe county, V a., were the first to be worked. Colonel Chiswell, a native of Wales, and one of the earlier adventurers in southwestern Virginia, was one of the first operators of the Austinville mines. Chiswell's operations at Austinville commenced in the year 1750, and closed shortly after the beginning of the Revolutionary War, in the' year 1776, covering a period of about 25 years. From that time to the present, mining has been carried on almost continuously in the Virginia area. A gold sampling optimization study was carried out in support of open pit gold mining operations for the Newmont Gold Company Bootstrap-Capstone deposits in Northeastern Nevada. Six bulk samples were tested using fire refining techniques at field particle size, to determine coarse particle heterogeneity of the ores, and by gravity .concentration methods at 10 mesh particle size, to observe any particulate gold liberation. An overall sampling model is presented for the deposit based on the pooled test information, to reconcile the results of coarse particle heterogeneity testing and the fine particle 'liberation testing. The sampling model is used to recommend procedures to control the variability of gold grade estimation due to the fundamental error (nugget effect) during sampling, sample preparation and assaying of the ores and other fundamental variances. The technique of simplified quantitative risk analysis (SQRA) is used to provide an economic justification for implementation of. recommended improvements to field sampling practices.

This effect makes subsequent machine sorting of ore from waste rocks or overburden possible using infrared sensing. This paper reports on the 2450 MHz microwave response of a variety of sulphide minerals by mesh size and spatial distribution, as they might occur in ore rocks. The implications for infrared ore sorting are discussed.

"The global underground construction and tunneling industry is in pretty good shape. Billions are being spent in shoring up aging infrastructure in the United States and other places, and new underground projects are being put out for bid.With each new project, comes new equipment, technology and tunneling methods. So it is incumbent on tunneling professionals to constantly improve their knowledge of the profession. This is where spending a few days with other underground construction professionals can assist the tunneler in keeping up.Every two years, tunnelers and underground construction engineers, contractors, suppliers, designers and owners from around the world gather for the Rapid Excavation Tunneling Congress (RETC). The 2017 conference was held in June in San Diego, CA. The UCA of SME puts on the conference.This years’ RETC attracted 1,400 attendees. The accompanying sold-out exhibit totaled 188 service and equipment suppliers. In addition, the conference had the UCA of SME bookstore, where the new History of Tunneling in the United States book was introduced. And a short course on tunnel rehabilitation was featured.Technical programmingRETC 2017 featured nearly 100 technical presentations. Topics covered the breadth of the global underground construction industry. Here is a sampling of a few. The proceedings from the conference is available from SME, 303-948-4200, www.smenet.org.Accomplishing extraordinary tasks as a machine supplier for Metro Doha: The construction of the Metro Doha in the State of Qatar established a modern, safe, efficient and integrated public transportation network. Upon final completion of multiple phases, the network will comprise four metro lines with a length of 216 km (83 miles) and 100 stations. Phase one comprises 112 km (43 miles of underground tunnels (56 km or 22 miles of twin-tube tunnels). Twenty-one earth pressure balance tunnel boring machines (TBM) were deployed by the four different joint ventures. The project was initiated, managed and supervised by the owner, Transport Authority Qatar Rail.Phase two of the Doha Metro will start upon the completion of Phase One in 2019 (Qatar Vision 2030). The owner placed full faith in the manufacturer’s abilities to deliver equipment of high quality, state of the art standards within the given time frame. This paper focused on the manufacturer’s scope of delivery and on the supplier’s high standards of quality in production, logistics and services."

Abstract. This paper puts forward the concept of 'radial' plant layout where all crushing, milling and treatment operations are preferably concentrated in one central area and these separate stages are connected by radiating conveyors to and from outside storage areas. This system is contrasted to the more customary system of 'linear' plant layout where the crushing, milling and often the treatment operations follow one after the other in separate buildings. The radial system simplifies and improves contral and supervision to a very considerable extent and can lead to a form of continuous plant operation with the separate sectors shutting down in succession for necessary maintenance while maintaining the overall plant operation. The paper is illustrated with example: from past and recent diamond treatment plant practice in South Africa which demonstrate the reduction in plant labour achieved by this system. Previous objection to this type of layout on the grounds that it inhibited plant expansion are shown to be unwarranted. Radial Layout for Increased Treatment Plant Productivity A great deal of time and trouble is spent by highly qualified and experience( metallurgists in developing the right treatment process for a given ore. This process is then often expressed in a treatment flowsheet of the type shown in Fig. 1 which shows a typical diamond plant. This flowsheet, when completed, is commonly handed over to the mechanical engineers who then design the layout of the equipment indicated on the flowsheet and produce the working drawings upon which the detailed construction of the treatment plant will be based. It is an unfortunate fact that the tedious and time-consuming juggling of equipment and inter-plant transportation is often left to hard-working draughtsmen who, however capable' in their field, lack practical experience in the day-to-day operation and maintenance of the treatment plants they design. As a result many plants have been produced which, while they satisfy the requirements of the flowsheet with minimum capital requirements, cost far more than should be necessary to op¬erate and maintain. It is often possible to change individual items of equipment which do not achieve the performance required of them, but it is usually extremely expensive to change the basic layout of the plant if this should be found to be unsatisfactory. It should therefore be recognised that great care and attention should be spent on consideration of the basic layout of any treatment plant and that the views of both designers and operators should be fully regarded before settling upon the inevitable compromise dictated by the varying requirements of process-engineering and economics. It is unfortunate that this important subject receives such scant regard in the standard ore dressing text books and hand-books, being usually dismissed in a few paragraphs.

THE Bureau of Mines has received many requests for Information concerning the methods its laboratories use for analyzing coal and coke and determining their heating value. The fuel investigations now conducted by the Bureau of Mines are an outgrowth of the work undertaken at the Government coal-testing plant erected in 1904 at the Louisiana Purchase Exposition in St. Louis, and the methods for proximate and ultimate analysis of coal used by the Bureau of Mines are based on those originally adopted by the chemists of the coal-testing plant and followed in the subsequent chemical work of the Government fuel-testing plants at St. Louis, Mo., Norfolk, Va., and Pittsburgh, Pa. The many valuable suggestions and criticisms received from N. W. Lord, director of the School of Mines, and from E. E. Somermeier, professor of metallurgy, of Ohio State University, at that time, are greatly appreciated; development of many of the methods for the proximate and ultimate analysis of coal now used by the Bureau of Mines is chiefly clue to these men.

At present, discounted cash flow analysis is generally accepted as the preferred method of valuation of mine projects in surface coal mining. One of the major reasons for that is its ability to take into account the time effect of money over the life-of-mine. As a looking-forward method, it requires forecasts be made with regard to economic, technological, technical, geological, and environmental conditions that will prevail in the future. All forecasts are inherently uncertain as they are a function of the uncertainty of all variables of the discounted cash flows analysis. This indicates that the only alternative for modeling the uncertainty in the project evaluation is the development of adequate risk models to serve the decision-making process. The paper offers a model of project cash flows at risk in strip coal mining, which is an integrated corporate risk management solution. The model is based on a stochastic approach that provides the answer to the question about how large is the deviation between stochastic cash flows and the planned value (or that used in the budget) at each time step of the discounted cash flows analysis, that is due to the uncertainty in the model variables. A solution is worked out for the allowable range of the stochastic cash flows variation that determines the probability of achieving the planned value of a mine project. The Monte Carlo simulation technique is used to model the stochastic behavior of the project variables. A case study of an opencast coal mine project is provided to illustrate the applicability of the risk model. The results obtained provide a new understanding of the mine project risk as a component of the project discount rate.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. DURING the past few years a radically new process for the magnetic roasting of iron ores has been investigated and developed by Pickands Mather & Co. and the Erie Mining Co. in the Erie laboratory at Hibbing, Minn. This process, originally devised by Dr. P. H. Royster of Washington, D. C., involves the use of a roasting technique quite different from older methods. It has now been demonstrated that iron-bearing materials can be roasted as effectively as by any previously known method, and at a much lower cost. The increasing shortage of highgrade iron ores in this country has accelerated the search for new methods that would permit low grade materials to be utilized. The concept of magnetically roasting low grade nonmagnetic ores such as the oxidized taconites and then separating such material magnetically has always had considerable appeal. The magnetic concentration idea is attractive because of the sharpness of the separations and cheapness of the method. Heretofore, however, the equipment and the processes available for the magnetizing-roasting -step have left much to be desired. The customary equipment available for reduction roasting has been: 1-multiple hearth furnaces, 2-rotary kilns, and 3-shaft type kilns. In addition, it is understood that some work has been done in magnetically roasting fine ores by a process using the FluoSolids principle, but little information on this process is available. The multiple hearth kiln has been used the most but first costs and operating costs have been high because of low capacity, high maintenance, and poor gas utilization. Magnetic roasting can be done in a rotary kiln, but the radiation losses are high and the conversion to magnetite is usually unsatisfactory because of poor contact between the gases and the solids. Of the shaft-type furnaces, probably the most efficient yet developed is that designed by E. W. Davis of the Minnesota Mines Experiment Station. This furnace was operated at Cooley, Minn., during 1934-1937 but was abandoned in 1937 because the operation was uneconomic. Heretofore the basic concept behind most magnetic roasting processes has been the idea of heating iron ore to a temperature of 800° to 1100 °F in a strong reducing atmosphere, preferably either carbon monoxide or hydrogen. Temperatures under 800°F were undesirable since excessive roasting time was required. Temperatures over 1100°F were avoided because of the danger of converting part of the iron to ferrous oxide which is nonmagnetic. In the new roasting process, the operation is carried on in a shaft furnace using a controlled atmosphere containing a low percentage of reducing gas. The temperature in the roasting zone is considerably higher than with the usual reducing gas and this speeds up the reduction time. Portions of the spent furnace gases are cooled and recirculated and this together with the good contact between ore and gas makes for high reducing gas utilization. High heat economy is secured by recuperating heat from the roasted ore by passing the cold reducing gases countercurrent to flow of ore. The heat transfer principle is similar to that employed in a pebble stove and to that used in the Erie Mining Co. furnace at Aurora, Minn., for pelletizing fine magnetite concentrates derived from taconite. The theory of controlled atmosphere during the roasting operation can best be appreciated by inspecting the equilibrium diagram of the Fe-C-O system shown in Fig. 1. An inspection of this diagram shows that in certain areas magnetite, Fe3O4, is the only stable form of iron. A further inspection of this table shows that if the proper ratio is maintained between carbon dioxide to carbon monoxide, such a gas will be reducing with respect to hematite, Fe2O3, and will be oxidizing with respect to both ferrous oxide, FeO, and iron, Fe. It should be kept in mind that the formation of ferrous oxide in a roasting operation is harmful, since this oxide is nonmagnetic; if it forms in any quantity, it will cause substantial loss of iron in the ensuing magnetic separation step. If a ratio of approximately three parts carbon dioxide to one of carbon monoxide is maintained, the resulting operation can be carried on at a relatively high temperature without fear of over-reduction. Specifically, most of the tests in the Erie furnace have been made at a temperature of 1500° to 1600°F, with an entrant gas containing approximately 5 pct carbon monoxide and 15 pct carbon dioxide, with the remainder largely nitrogen. It should be remembered that the ratios of carbon monoxide to carbon dioxide shown in Fig. 1 hold even though the bulk of the gas is an inert gas such as nitrogen. It may surprise many to learn that a gas containing as low as 3 pct carbon monoxide, and 12 pct carbon dioxide with the remainder nitrogen is an extremely effective reducing gas in the 1000° to 1600°F temperature range. The reducing gas is not limited to carbon monoxide, and mixtures of hydrogen and carbon monoxide may be used effectively, provided that a similar ratio is maintained between the reducing gases and carbon dioxide and water vapor. For a more detailed explanation of the theory involved, the reader is referred to U. S. patents 2,528,552 and 2,528,553. From a safety standpoint, the weak reducing gas used in the furnace offers an advantage. Its composition is such that it is well below the limits of explosion should air enter a hot furnace. This condition is not true with the usual reducing furnace, in which a gas rich in carbon monoxide or hydrogen is used.
