Access to land for exploration, development and mining purposes is extremely critical to the viability of the mining industry and subsequently the well being of society.The mining industry has been subject to environmental controls and considerations for the past 20 years. Today there is greater land use competition and more debate as to its use. To retain reasonable access the mining industry must comply with the rules and regulations by which it is governed.A new set of rules and regulations have been approved for use in Queensland, known as the Mineral Resources Act 1989. This Act clearly outlines the titles available and the requirements to obtain access.There are three main titles of interest to mining companies. These are an Exploration Permit, Mineral Development Licence and a Mining Lease.The Exploration Permit (EP) is for exploration purposes. Applications for EP's are assessed on their content and past performances. An EP is granted subject to a security deposit and conditions. Prior to entry the EP holder is required to inform the land owner of the proposed activities and times of entry.

Financial theory often takes some time to penetrate industry and when it does it can result in a paradigm shift in valuations and mental models. The Black Scholes option valuation was first published in 1973, although the authors were only awarded a Nobel Prize in 1997. The valuation of real options has been applied to the oil and gas industry for some time, however it has only recently been more widely applied to the non-oil, mineral resource sector. The use of real option valuation (ROV) for the valuation of marginal and short mine life resource projects is a more useful valuation tool than the conventional DCF, NPV valuation tool. The application of ROV has major implications for corporate strategy. It generally favours equity over debt funding and non-hedging over hedging. A retrospective assessment of the successful development of the Lennard Shelf Operations demonstrates the concepts of implementing real options and the value destruction of limiting operational flexibility through debt and hedging activities.

Both innovation and excellence are desirable attributes of education, as they are also markers in the progression of the human race, but how attainable are they? The interaction of minerals and humanity provides a special insight into the development of both criteria, from the discovery that chert cuts, through the Bronze Age and the first use of metal alloys for implements, to using coal, oil and uranium as sources of fuel. However, there have been many hiccups along the way, where excellence in one respect has meant disaster in another. Examples are in the exploitation of asbestos, and in traditionally poor work practices in mining, both contributing to the widespread public belief that minerals and mining are ecologically undesirable. Yet is this perception based on the unrealistic expectation of innovation and excellence being simultaneous qualities of any given process? Common sense born of experience indicates that the journey from one, to the other, is usually a long and often tedious process, with much trial and error before excellence is attained. In our time, the partnership between academia and industry is the usual pathway to achieve it. Even so, we should take care that innovation does not become overwhelmed by the pursuit of excellence: as history clearly demonstrates, humanity depends upon both.

New Zealand's Land and Income Tax Act 1954 contains unique incentives for companies engaged in mining certain specified minerals or petroleum. Sections 152 and 153 provide for the taxable income of such companies to be based not on profits made but on dividends paid to shareholders. A significant saving in tax results, particularly where profits are not distributed: but the Act attempts to ensure that undistributed profits are used for further mineral exploration and development. To encourage investment in the mining industry, persons taking up shares in a company mining for the specified minerals or petroleum are entitled to a one-third deduction in respect of monies paid on the shares and used by the company for its purposes; and company shareholders may make loans to the company and write-off such loans for tax purposes to an amount of up to half their taxable income. Maximum utilisation of the tax incentives calls for careful consideration as to whether a mining or petroleum company should be financed by way of loan capital or share capital.

This subject of paramount importance in many modern plants employed in the extraction of gold from ores by cyanidation, involves several considerations.With the old-type "slimes decantation" process, using several tanks of large dimension, installed at high capital cost, it was frequently possible to obtain good settlement over a protracted period, but the disability of indifferent response to subsequent filtration and washing of the residual pulp, after decantation of the supernatant pregnant solution, was often present.In modern cyanidation practice, the tendency is to reduce capital expenditure by continuous processing of the ore pulp in a plant of less volume, but capable of handling more tonnage through-put and yielding, coincidently, less residual dissolved gold in the final pulp residues.INHIBITORY FACTORS.These involve a study of the effect of the circuit water or solution employed in milling and treatment, the amount of "primary" slime occurring in the ore broken underground, the constitution of the "walls" underground, the inherent occurrence of colloidal slime in partially decomposed ore, and the presence of kaolinised and ferruginous clayey structures carrying payable infiltrations of gold values, to mention some of the troubles encountered in practice. The Curragh mine has complex operating conditions. The mine operates in four seams to produce two coal qualities and is divided into five pits which have different qualities and coal preparation characteristics. The combination of all of the necessary controls to achieve maximum resource utilisation has necessitated the development of suitable software to assist the quality control engineering function. The required software had to be able to plan the optimum yield of coking coal whilst achieving the quality parameters for the coking coal and co-produced steam coal. The program has been designed to evaluate all of the mine faces available for coking coal production. The optimisation of coking coal production is planned and co-produced middlings steam coal determined. The optimum steam coal product is determined using the middlings in combination with bypass production.The computer software to carry out these functions has been designed by using an exploration data base as the raw data source. The program accesses this data and uses a coal preparation prediction program to determine the yield vs. ash relationship for each coal face. A linear program selects the optimum -combination based upon equal incremental ash values. The final output lists feed tonnages, coal preparation conditions, product tonnages and full coal quality data.

The implementation of the Mining Further Amendment) Act, 1970, and later the Coal Mining Act, 1973, placed a requirement on the Department of Mines to accept an initiative in relation to coal exploration and coal mine development which does not apply in the case of other minerals. It is necessary to consider the exploration of the total coal resources of the State when considering exploration rather than one individual basin or deposit. If the level of knowledge of the coal resources in these basins is considered in relation to their potential for development it is possible to allocate broad scale priorities to their assessment. Due to the enormity of the task which involves a conservative estimate of in excess of 400 000 m of drilling to reach a broad reconnaissance level of understanding the involvement of industry with the Department in the exploration programme is necessary. Mining of sill pillars is more difficult than the ordinary mining. The sill pillar mining is performed under more difficult conditions and the mining of the sill pillar itself produces more problems; failure of the rock due to high stresses, difficulties in controlling the fill above, overall stability of the stope and special requirements on the technique for backfilling. Altogether this makes sill pillar mining technically difficult and often not profitable. A project was therefore initiated with the aim to increase the mineable ore reserve by making sill pillars mineable, both technically and economically. The project aimed at developing technique for already existing sill pillars as well as planned sill pillars. For the existing sill pillars a technique would have to be developed for mining beneath unstabilised fill. For sill pillars that would be created in the future, the most suitable mining method and methods of supporting or stabilising the fill in the stope above was to be chosen within the project.

The use of ammonium nitrate/fuel oil explosives is.now well established in most open cut mining operations. Its use. is extending to underground mining. This has been due in a large measure to improvements in the nature of the ammonium nitrate made available from various sources. The addition of surface active agents and water in controlled amounts to the fuel oil has been found to increase the sensitivity of the ANJFO mixture with consequent better explosive properties. It is considered that the surface active agent increases the bond between the ammonium nitrate and fuel oil giving a more, intimate physical and chemical mixing of the oxidising and reducing agent. This results in increased sensitivity and a faster rate of reaction. The increase in sensitivity has been accomplished without any diminution of safety. Tests which demonstrate the safety of this type of explosive are given in the appenuix.

Traditionally, the term ætotal systemÆ design applied to comminution conjures images of a design that addresses the usual business and operational drivers, including health, safety and environment (HSE), capital cost, operating cost, throughput and product size. In terms of the physical process, the mine to customer type studies also exemplifies an approach that satisfies a normal ætotal systemsÆ approach. As an industry there are drivers that are forcing a re-consideration of what we regard as our total system. This modification of drivers will require changes in approach and implementation to provide the best solutions. Some of the major changes that impact the drivers are shortage of skilled personnel, changing social attitudes to remote mine site work, greenhouse gas emissions (GHGE), quality of available orebodies and geographical location of new mine sites. One approach to the challenges presented by the changing business environment is to expand the system envelope around comminution to ensure that comminution, in its widest sense, helps to meet the new realities. Background to the new drivers and constraints is provided and some of the appropriate responses are examined in relation to the impact on the total system.

The medical evaluation of the health effects of dust exposure in the mining industry should be based on the premise that the results of the medical examinations will be considered in relation to the previous history of exposure to dust.(l) To this end the Mines Regulation Act and the Regulations under that Act in West- ern Australia provide for: the prime responsibility for dust sampling to rest with the mining companies; the appointment of a Ventilation officer by each mine and the sampling and record- ing by him of dust and toxic gases in work places at three monthly intervals, or more frequently as required; the appointment of a Mines Medical Officer who shall make provision for the medical examination of persons and the prevention of occupational diseases; the appointment of a Ventilation Board, consisting of the State Mining Engineer, the Senior Inspector of Mines for the State, an Inspector of Mines having specialised training in ventilation tech- nology, a medical practitioner having specialised experience in occupational health problems relevant to the mining industry, and a Scientific Officer having duties under the provisions of the Clean Air Act, 1964;

Hamersley Iron Pty. Limited mines and pro cesses iron ore from two orebodies at Tom Price and Paraburdoo, situated in the North West of Western Australia. Conventional open pit mining methods are used at both sites in that material is drilled and blasted in benches, loaded by shovels and hauled to the Primary Crushers or dumped on waste or low grade material stockpiles. The present drilling fleet, consisting of eight high capacity Bucyrus Erie Rotary drills has evolved from an initial fleet of a large number of small percussion rigs. There are significant physical differences between the ore types encountered at both mines which nec- essitate the drilling of smaller diameter blast holes at Paraburdoo than those at Tom Price. The drilling practice at each site is dis- cussed, with examples of performance achieve- ments under varying drilling conditions.

With the proclamation of the Environmental Protection Act, 1971-80, the Environmental Protection Authority and Department of Conser- vation and Environment were established to enhance the quality of the environment. Proposed gold developments of all scales can be referred to the Authority in the form of a Notice of Intent. Environmentally significant projects might then require preparation of an Environmental Review and Management Programme. Current environmental issues include the'effects of clearing by prospectors,, mine dewatering and tailings disposal. INTRODUCTION In the past, the environmental aspects of gold industry related activities have received little attention. However, with the proclamation of the Environmental Protection Act, 1971-80, mechanisms were instituted which allowed both for referral of projects to the Environmental Protection Authority (EPA) and establishment of the Department of Conservation and Environment. As well as providing assistance to the EPA on referred projects, the Department is concerned about a number of environmental issues associated with the gold mining industry.

Rock mass classification systems for stable excavation design have been studied. The parameters which are important in such a classification system and those which should be included in a classification system formulated to predict explosive fragmentation behaviour are briefly reviewed and compared. There is significant overlap in the data requirements for excavation design and explosive blast de- sign. Recently there has been a trend to ob- tain some of the data required for excavation design by the use of both field and laboratory seismic investigations. The theory of seismic techniques is summarised and the results of seismic investigations carried out for excava- tion design are reviewed. On this basis it is considered that seismic techniques have the potential to be used for data collection prior to blast design. A programme designed to de- velop such techniques and which includes both field and laboratory experimentation is Presented.

A real Dorothy Dix title has been selec- ted for this paper. It has the advantage, however, of being capable of being interpreted in many different ways and hence I can select my own approach. You probably are thinking that this topic would be more appropriately handled by an Accountant. I wish to make it clear at the outset that I am not skilled in the sometimes mysterious ways of Accountants - likewise that profession frequently has difficulty in pinning down economists. We have our own strange ideas about profits, marginal efficiencies, cost/benefit analysis etc. What follows is in the main a mixture of two disciplines, probably in a form that few of the purists from either side would accept. Nor do I expect the reader to accept my own prejudices. The paper is designed to stimulate thought and discussion'on the subject. Emotive words such as "profit" and "loss" make for wide differences of opinion. At the time of writing there is a surprising degree of acceptance of the viewpoint that profits in Australia are too low and one is tempted to make this point of near agreement a starting Point.

The Wambo Rail Spur located near Singleton, New South Wales, Australia, runs for approximately 14 km linking the Mt Thorley rail loop and the Wambo Coal Mine. The project involves a 260 m long tunnel in weathered sedimentary and intrusive materials. The tunnel has a low cover and runs under a main highway. This second paper on the project looks into one aspect of the tunnel in detail: the use of shotcrete arch as the primary support for part of the tunnel excavation. The use of shotcrete instead of steel arch, formulation of the material specification, construction sequencing, installation at the excavated face and material testing for verification related to this facet of the project will be discussed in this paper. The tunnel opened in April 2006, and two years on, we briefly reflect on the impact of this design decision on the overall project.

This paper discusses basic practices of operation applied to raise drilling. It draws attention to critical areas that tend to be neglected. A brief history covers development of raise drills. The elements of the equipment, derrick assembly, drill string and reamers are ex- amined. Particular emphasis is on the drill string. It is concluded that manufacturer and operator can benefit each other by closer interchange of ideas.

In recent years a number of explosive blends including ANFO, emulsion and watergel products have been used in a variety of ground types and applications. These `standard' explosives' technologies are not new, but out of the uses and applications, have sprung a new generation of tailored explosives that match the ground type and the operating environment. This is in stark contrast to the norm, where various patterns and loading configurations have traditionally been designed to accommodate the explosive. This paper discusses these tailored explosives and the explosives' technology behind why they work. Active tailoring of explosive formulations can save mining dollars while essentially leaving the explosive price unchanged. Tailoring explosives may lead to increased rock breakage, heave, digging rates; lower digging maintenance costs and in some cases replacing earth moving machinery altogether. Tailored explosives may have other benefits such as reduced over pressure compared with standard alternatives. The tailoring of explosive performance generally involves three major methods (other than changing the bulk density and sensitivity): (i) replacing fast burning reactants with slower burning reactants or vice versa; or (ii) leaving the explosive intact and diluting the entire explosive with slow burning or `inert' material; or (iii) changing the concentration of the fuel/oxidiser mix. When tailoring explosives for particular applications, authorising, testing, costing, manufacturing, and delivery systems must also be taken into account.

Proper technical appraisal of a coal deposit and the determination of optimum open- pit mine design can only be made after detailed examination of a number of interrelated geographical and geological factors. Initial evaluation of the geography and the overall attitude of the coal measures can often determine the most likely coal mining technique. Conclusions reached in the early stage of the investigations frequently dictate the quality and quantity of particular types of data required from further drilling of the deposit. In many cases, insufficient information relating to the overall engineering aspects of a coal deposit is derived from drilling. Little or no attention is paid in the exploratory phase to such things as the specific gravity of selected overburden samples, floor conditions, clay content of the overburden and selected strength tests on cores. This is a direct result of geologists treating coal deposits purely in geological terms without sufficient consideration being given to the engineering parameters required for a proper evaluation of the deposit.

Different conventional and non-conventional flowsheet configurations were examined for the treatment of a number of refractory lead-zinc and copper-lead-zinc ores containing carbonaceous pyrite, flotable non sulphide gangue and pre-activated zinc. The flowsheet configuration for the processing of complex massive sulphide ores has a remarkable effect on the overall metallurgical results. Conventional sequential flowsheets, with circulation of intermediate products for both lead-zinc and copper-lead-zinc ores, gave poor metallurgical results and often saleable concentrates were difficult to produce. The concept of semi-bulk flotation and double bulk flotation with coarser grinding of the ore, followed by single or double-stage regrinding and sequential flotation was established to be most effective in achieving optimum metallurgical results. This flowsheet design gave superior results as compared to the conventional sequential flowsheet, and resulted in a lower reagent consumption, a significant reduction in the circulation load of intermediate products, and improvement in the rate of flotation of valuable minerals. Thus, optimum flotation conditions were provided for different products within the flowsheet.
