Diatomite or diatomaceous earth is composed of innumerable microscopic opaline skeletons of single-celled aquatic plants called diatoms. The unique properties of this material enable it to be used as an important filtration medium and filler. The Circumpacific contains several economic deposits of diatomite. The largest of these is located in Lompoc, Ca. This deposit is the world's largest, purest, and most uniform marine deposit currently being mined. The other Circumpacific deposits are of fresh water origin. These deposits and Lompoc's unique marine deposit are significant sources of the world's diatomite supply.

Pursuant to the Federal Surface Mining Act of 1977 and the Illinois Surface Mining Act of 1980, Illinois has adopted revegetation success standard regulations that include the Agricultural Land Productivity Formula. The Formula establishes yield goals and standards to measure the success of meeting yield goals for reclaimed prime farmlands. The formula compares the quality of the pre-mining soils in the permit area and the county, to the crop production achieved on the reclaimed permit area and the county crop yield in a given crop year. The regulations also specify acceptable crops, erosion control requirements and time frames for demonstrating success.

Broadly conceived, the demand for electricity depends upon three sets of variables: (i) the growths of the many individual demands for energy services; (ii) the competitiveness of electrically driven technologies in meeting these demands; and (iii) the energy-conversion efficiencies of installed electrical technologies. The first set of variables establishes the size of the potential market; the second, the market penetration of electrical equipment; and the third, the quantity of electricity required to operate the equipment. All forecasts of electricity consumption ultimately depend upon inferred or assumed relationships to describe the future behavior of these variables. This partitioning of the demand-forecasting problem is conceptually useful and will guide the discussion presented in this paper. However, it is also something of an oversimplification. Examined in more detail, the electricity fore-casting problem is exceedingly complex. The variables mentioned above are, in turn, found to depend upon more fundamental sets of demographic technological, resource, and policy variables. The demand projections developed by the major forecasting services are usually developed in terms of these underlying variables, which themselves must be independently forecast.

The today status of air pollution control legislation and regulations can best be described as an exaggerated state of environmental limbo. The '70's began but one and one-half months ago yet it already has been very appropriately named "the decade of the environment." This certainly will be the decade for new legislation - new regulations and hopefully "Clean Air." Already Washington is faced with legislators playing "pollution politics" to the crowds. Students have redirected their efforts from Vietnam to the cleansing of the environment and everyone including the man on the street has become an environ¬mental expert. This is the decade we all face, but where are we today? Pollution is not a new problem. It has been with us for centuries and while much is left to be done, much has already been accomplished. I will try to make some comparisons of what I believe to be the good and bad points in the national air pollution control picture and hopefully will generate within each of you sufficient concern as to which comparisons are sound.

Chemical and physical properties of surface soils and overburden materials must be evaluated prior to strip mining activities. This information can be used to assess whether subsurface overburden can be equal in quality to the existing surface soils, especially when these soils are classed as prime farm lands. In Texas, materials from the Carrizo, Calvert Bluff, Simsboro, and Hooper Formations overlie the lignite. The Carrizo Formation consists of thick clean sands with poor water and nutrient retention capabilities. These materials are least suited for placement of the surface of reclaimed land. The oxidized, medium textured overburden from the Calvert Bluff and Simsboro Formations possess adequate water and nutrient properties and are better suited for sustained plant growth. Non-oxidized Calvert Bluff and Hooper sediments generally have acceptable properties for reclamation. However, caution must be exercised in vegetating these materials since they may contain acid forming sulfide minerals.

California's Surface Mining and Reclamation Act (SMARA) was passed in 1975 to identify and protect mineral resources in areas of high land-use conflict and ensure reclamation of mined lands. Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 20,000 square miles and contain 50 billion tons of high-quality aggregate resources which have been legally designated as ?regionally significant?, providing a measure of protection previously unavailable. SMARA reports and State testimony at local hearings have supplied objective information and helped reduce conflict in mine-permitting decisions.

Research at the Albany Metallurgy Research Center has shown that high-purity rutile can be produced from relatively low-grade ilmenite obtained from a massive rock deposit. Ilmenite is first smelted in an electric-arc furnace to separate the iron and produce a slag enriched in titanium dioxide. Titania slag mixed with a phosphate flux is then oxidized to synthesize rutile and form a phosphate-glass matrix which contains the impurities. Attrition scrubbing the treated slag in dilute solutions of phosphoric or sulfuric acid liberates the rutile, which is concentrated by physical methods. Tests show that synthesized rutile containing 95 to 97 pct titania responds to chlorination at the same rate as natural rutile.

"Tumbling mills using balls as grinding media are used extensively in the mining and cement industries to produce fine powders; however, it is well known that the process of size reduction is highly energy-intensive. For this reason, much of today’s comminution research is aimed at understanding grinding mechanisms, by estimating power draft and modeling milling circuits using the discrete element method (DEM). DEM predicts individual particle trajectories, the distribution of energy and contact forces at each collision, lifter wear and power draw. This paper presents a prediction of the discharge particle size distribution using three components, mass balance model (sometimes referred to as a population balance model, PBM), impact energy distribution of the mill obtained from the simulation of the charge motion using DEM and breakage characteristics of particles determined from drop-ball tests. DEM simulation of the charge of a tumbling mill was done using the code MinProSim 1.0 to obtain impact spectra at different operative conditions. Then, the population balance model (PBM), based on impact energy distribution, was used to predict the final particle size distribution in a batch mill and compared with experimental data. It is demonstrated that the DEM-PBM approach allows a reliable solution to predict particle size distribution for tumbling mills. Ideally, the model has to predict size distribution for any operational condition and feed characteristic; however, it has been shown that predictions include some degree of error.IntroductionThe discrete element method (DEM) has recently become a powerful numerical tool that can be used to investigate internal mill charge in ball mills. The early work of Cundall and Strack (1979) used DEM to analyze soil as a discrete medium. Later, the method was improved to simulate the operation of tumbling mills and optimize the design in order to increase the efficiency of energy utilization. Also, it is of great interest to relate ore breakage based on impact energy spectra obtained by DEM simulations and the breakage distribution function used in the PBM to predict particle size distribution in tumbling mills.King and Borgeous (1993) broke single particles in an ultra fast impact load cell to compute the phenomenological parameters in a microscopically more detailed population balance model. Kapur et al. (1997) simulated the size spectra of progeny particles produced by impact grinding as a function of the impact energy. Narayanan (1987), Narayanan and Whiten (1988) and Lira and Kavetsky (1990) estimated the energy-dependent breakage distribution function for scaleup and modeling of industrial ball mills."

Utilization of true in situ technologies for mining copper in Arizona will involve a complex environmental permitting process. This process is a key factor in determining the feasibility, costs, and implementing time frames required for development of this innovative mining method. The regulatory structure in Arizona is presently changing due to enactment of the Environmental Quality Act (EQA) of 1986 and development of new aquifer protection rules and regulations. The Bureau of Mines has reviewed the comprehensive hydrogeologic characterization, ground water monitoring, mechanical integrity testing, well construction, contingency planning, and other regulatory elements that will serve as mechanisms to assure protection of ground water resources. The purpose of this paper is to inform the domestic copper industry of the significance of the new Arizona regulatory structure and its implications for prospective in situ operators.

Geological interpretations generally require projections from direct observations at the earth's surface. Crustal projections include mineral deposits as well as the geochemistry of the crust and its fluids, structure and tectonics. Drilling offers opportunities for verification of the required projections, and is thus a required step in furthering crustal understanding. Like any new science, the direct observations that drilling provides commonly generate major surprises and stimulate totally new ideas. Drilling is costly. There are many critically important scientific problems with societal and potential economic benefits in mineral deposits which have not been drilled because the holes are difficult to justify as economically sound risks for private capital. Such holes, however, are highly justifiable research goals for government because of the significant new opportunity for ore deposit insight and exploration that they afford. The earth science community is prepared with excellent drilling projects for research in mineral deposits.

This paper presents the findings of a study on roof bolters' hazard exposure. A "micro-analysis" of accident data was combined with ergonomic observations of roof bolter operators to categorize bolting-related injuries and a checklist was constructed. Bolting-related problems were identified as situations that could expose bolter operators to hazards. Approaches to avoid these situations were applied at six mining operations to evaluate specific problems in roof bolting operations. The re-search emphasized the importance of analyzing worker behaviors in the context of mining situations and equipment design problems that lead to human error accidents.

Selective-reductive leaching of manganese from low-grade manganese ore using tannic acid as a reductant in acidic media was demonstrated by XRD, SEM-EDX characterization, and batch leaching studies at room temperature. The pH change in the liquid phase before and after leaching revealed that selectivity of manganese over iron was due to the hydrolysis of iron. The acidity in the liquid phase during leaching was dictated by two mechanisms: proton-consuming reaction (manganese oxide reduction by tannic acid) and proton-producing reaction (ferric ion reduction by tannic acid to produce ferrous ion). Based on the leaching studies, the more prevalent reaction between these two was determined by initial leaching conditions: tannic acid concentration, sulfuric acid concentration, liquid-solid ratio, temperatures, and agitation time. Kinetic studies revealed that maximum recovery was attained within 6-h agitation, which indicated a product layer diffusion process.

A financial-economic model incorporating physical, market, and policy variables is developed for mining investment in Bolivia. Additional risk criteria emanating from political instability. new mining legislation, recent environmental regulations, and a new minerals taxation system are accounted for and are integrated into the investment decision model. Results of the model indicate that geologic and market variables have the dominant effect on the investment-worth function. Among policy variables, exchange rate and taxation policies have the most significant influence. Depreciation allowance for infrastructure development has negligible weight in the investment-worth function. The business structure of the firm considering investing in the Bolivian Polymetallic Project is found to be an instrumental factor in the investment-worth outcome. Specifically, undiversified mining companies whose operations exclude zinc production as the primary source of revenue would benefit most from adoption of this project.

Potash is Canada's leading industrial mineral in terms of value of production, with 11.1 M tonnes of muriate of potash produced in 1992 for a value in excess of $1 billion U.S. Each tonne of potash produced generates about 2 tonnes of waste salt, together with slimes and brine. The disposal of these waste products, particularly the salt and slimes which are discharged on the surface, has recently become an environmental concern. This concern is forcing companies and regulatory authorities to review disposal practices. In New Brunswick, on Canada's east coast, Potash Company of America operates a mine at which 2 M tonnes of potash ore and 0.5 M tonnes of rock salt are mined each year. The mine is situated in an environmentally sensitive area, noted for its dairy farming and salmon angling. In such an area it was recognized that the storage of waste on surface would be unacceptable, and the mine was designed around this principle. Three main waste streams - salt, slimes, and brine - must be managed as an integral part of the mining system. Around 1.5 M tonnes of fine salt tailings from the milling process and the rock salt screening operation, are sent directly to the active cut-and-fill potash stopes to be used as backfill. Slimes and excess brine from the mill are piped underground as a slurry to be discharged into one of the basin shaped stopes created by mining of the rock salt. While the slimes settle out, the clarified brine is withdrawn from part of the stope to be pumped to surface as a feedstock for the evaporator - a process which recovers the contained potash values in the brine. By designing a system which integrates the mining, processing and disposal of all product streams, and by careful production planning, it has been shown that zero effluent potash mining is possible and points the way for the industry in the future.

Introduction Ventilation engineers have always felt somewhat uneasy when, in the normal course of their work, they are forced to consider the flow in any mine entry as "wholly rough." Under such conditions in pipes, friction factor is no longer a function of Reynolds' number. This assumption serves to simplify the problem and overcome an evident lack of information concerning the variability of K-factors. During the summer of 1985, a unique opportunity to investigate the reaction of friction factor to changing flow rates presented itself. A Utah coal mine was temporarily directing a substantial airflow through a single entry. By regulating the quantity, it would be possible to obtain a wide range of Reynolds' numbers in an entry composed of two distinct coal thicknesses. This paper describes the conducted study. The theory covering basic fluid flows in pipes that led to the questioning of constant K-factor is presented first. Experimental procedures are then described, including the use of a view camera in determining entry area and perimeter. Finally, a discussion of the observed variations in friction factor versus Reynolds' number is given. Changes of 34% and 45% in K-factor were seen in this study for the two entry heights. The implications of ignoring the relationship in this case and a call for an expanded research effort are also presented. Theory Since a gas is a fluid, the general principles of fluid mechanics are equally applicable to airflow in a mine entry as they are to the flow of water in a pipe. The Darcy equation is, therefore, equally applicable to pressure drop calculations in both situations. This famous formula was originally derived for use in circular cross sections and may be modified for any other shape by the use of hydraulic radius (defined as the area divided by the "wetted" perimeter). The Darcy equation relates the physical parameters of the pipe (diameter, length, and resistance to flow) and fluid velocity to the energy needed to create the flow. A study by Nikuradse (1933) brought to light the suspected dependency of the friction factor term in the Darcy equation upon Reynolds' number. By performing a large number of laboratory experiments, he established some basic concepts upon which other researchers built. Chief among these contributors was Colebrook (1939). Using commercial-grade pipe, he established an empirical relationship between Darcy's friction factor and Reynolds' number that is still in use today. If Colebrook's system of equations is plotted on log-log paper (as was done by Moody, 1944), the curves have some very distinct features. Of importance to the subject at hand is the relative response of friction factor to Reynolds' number at a given relative roughness. Simply stated, a pipe can appear to be either smooth or rough, depending on the flow conditions. As the Reynolds' number increases, the friction factor decreases at a decreasing rate until it becomes nearly a constant value. At this point, the flow is said to be "wholly rough." It is upon this condition that many traditional ventilation solution methods depend. For calculating pressure drops in a mine entry, Atkinson's equation is much more popular than the Darcy equation. Both of these formulas describe the same phenomenon and so have similar forms and functions. The K-factor in the Atkinson equation is equivalent to the Darcy friction factor and can be related by simply changing units, equating the pressure drops, and canceling like terms. A generalized form of this relationship is presented below as equation 1. K = yf/28,800g = [q]f/28,800 (1) where K is Atkinson's friction factor in kg/m3 (lb - min2/ft4), Y is the specific volume in Nt/m3 (lb per cu ft), p is the fluid density in kg/m3 (slugs per cu ft), g is the acceleration due to gravity (9.8 m/s2 or 32.2 fpsz), and f is Darcy's friction factor, which is unitless. The objective behind Eq. 1 is to show the strong correlation between K and f. Since these two quantities differ only by a constant (q]/28,000), the assumed independence of K-factor and Reynolds' number is suspect in light of the known response of f. Unfortunately, the formulation does not provide information concerning the actual relationship, as entry geometry likely plays a major role in the response curve. Only an indirect indication that such a relationship might exist is provided. Previous work on this subject was performed by Thomas Falkie (1958). The study involved a laboratory model composed of sections of straight, steel duct and a range of Reynolds' numbers from 15,610 to 137,200. Results from this work show a variation in friction factor with Reynolds' number in much the same way as it was found to vary in pipes. Over the range of velocities examined, a decrease of approximately 38% in K-factor was observed. This previous experience provides additional incentives to investigate the phenomenon under field conditions. Past model studies done at the University of Utah by Ozukurt (1945), Biron (1944), and Greenhalgh (1942) present similar evidence of this variability. In 2003, MSHA initiated a survey of the 11 Coal Mine Safety and Health Districts to develop a database for the implementation of Atmospheric Monitoring Systems (AMS) in underground coal mines. Mine operators continue to realize the benefits of improved fire detection capabilities, as the number of mines using the systems, as well as the percentage of mines, continues to increase. Fire detection data and new technology implemented in underground coal mines is discussed as well as regulatory compliance, diesel exhaust considerations and hydrogen interference in carbon monoxide detection.

The single most unique design feature of the Centralia Coal Mine is the public information program. Just what the heck does public information have to do with the development of a coal mine? The utilities of today have had to build larger and larger plants to keep down the costs of power to the consumer. The large plants require huge amounts of capital, take up large areas of real estate, consume unprecedented amounts of coal, and generate large quantities of waste products which have to be reckoned with. Coal mines supplying these plants have also increased in size and production to meet the power plants' unending appetite for coal. This means the disturbance of great areas of land and significant alterations to the landscape. Today's public is greatly concerned about the environment in which he is living. The great size of a power plant with its large stacks, coal piles, and the coal mine with its large earth movers, disturbed acreages and the resulting waste products of both operations appears to present a threat to his environment. Because of this,' many power plants and coal mines are having public acceptance problems. This has resulted in the passage of stringent legislation and in some cases brought upon construction delays for major power plants.

In the process of quartz purification by calcination water quenching, the different expansion rates of gangue minerals and quartz were used to produce cracks or remove fluid inclusions, which is conducive to subsequent purification. However, the role and mechanism of calcination-water quenching are still lacking in research. In this paper, the position of calcinationwater quenching in gangue quartz purification process was adjusted and the removal effect of calcination-water quenching process at different nodes in the process was explored. The results show that the purification effects of grinding-calcinationwater quenching-classification-acid leaching process and grinding-classification-acid leaching-calcination-water quenching process were relatively good. The main reason is that calcined water quenching can make quartz produce cracks, which are more rough. At the same time, calcined water quenching is located after grinding, which has a larger specific surface area, pore volume and pore diameter, and has a strong adsorption capacity for acid solutions.
