An experimental test program being conducted at Colorado State University and involves the study of the behavior of water saturated sands under shock and explosive loadings. The study is being conducted to evaluate potential blast induced changes in dynamic soil properties, soil shear strength loss (liquefaction) and densification of water saturated sands under single and multishock loadings. This paper presents testing and measurement objectives, and the equipment and instrumentation developed to load, measure, record and analyze the transient and long term soil behavior. The laboratory shock facility is capable of generating multi-shock pulses with milli-second rise time, peak stress amplitudes of up to 35,000 KPa (5000 psi), peak particle velocity of 5000 cm/set and peak acceleration of 10,000 g. The field explosive facility subjects saturated soil to controlled explosive loadings. Of major interest is the soil strain and water pressure, both during and after the passage of the stress wave, as a function of peak particle velocity, peak strain, loading rate, soil density, initial confining stress and the number of loadings. Based on data obtained to date, soil densification is due to consolidation following liquefaction.

The author?s paper at RETC 2007, ?Alternative Contracting Methods? addressed strengths and weaknesses of DBB+DB and introduced Construction Manager/General Contractor (Portland model) and Alliancing (Australian model). Considerable interest in these was expressed by several public agencies at that Conference and at the presentation. The author is assisting the Washington State Department of Transportation (WSDOT) and the Toronto Waterfront Revitalization Corporation (TWRC) with possible implementation of Alliancing. WSDOT is evaluating ways to do this and is considering a delivery methodology, under existing Legislation, based on the CMGC Portland model with incentives and disincentives, moving towards Alliancing. This paper will build on the 2007 paper and update implementation considerations.

Business Process Improvement (“BPI”) Change to Survive “It is not the strongest of species that survive, nor the most intelligent, but the one most responsive to change.” [Charles Darwin] “If you want to understand something, try to change it.” [Kurt Lewin, social scientist] Many companies have tried one or more process management initiatives. Each effort may help develop a culture that is more receptive to change. Executive Management needs to be unwavering in support of change with systems and structures, staffing, development of people, measures, with incentives and rewards. General Electric developed principles for quality change management that are necessary for effective, continuing Business Process Improvement (BPI). Change Acceleration Process (“CAP”) One of the tools General Electric developed has been used successfully by companies around the world in a wide variety of industries. This tool, named Change Acceleration Process (“CAP”), is designed to improve acceptance of change. Acceptance is the method by which the creative energies of the workforce can be fully tapped. Over time, every employee receives CAP training at least once, and in many instances three (3) or four (4) times, and will work on one or more High Performance Teams. Thus, BPI can achieve and maintain its goals. A Paradigm Shift As market economists, mine managers are interested in "staying in business" and even "prospering." Bottom-line results are the "order of the day." Concern for bottom-line results invokes questions such as: How much was produced? At what cost? And, was anyone injured? While these questions will always carry everyday emphasis at the mine, they are fundamentally lacking in that they often appear, especially to lower levels of management and to the production worker, as preeminent concerns. Driven by market economics, many organizations have decentralized, outsourced, downsized, restructured, and formed new coalitions. Investments in new technology and concentration on productivity have been part and parcel with these changes, contributing to improvements in both safety and efficiency. A reason for (and, perhaps a result of) these improvements has been the development of a highly experienced and flexible work force. These changes in mining present an interesting opportunity to modify a few paradigms about work life in general, and perhaps a few paradigms about how we invest in the miner, in particular. Studying these issues now might offer some interesting opportunities for the future, as the foundations for the next generation of mine workers are laid. With the average "experienced" U.S. miner five to fifteen years from retirement, perhaps a key determinant of future success in the world market might be how well we make the transition from today's work force to the work force of tomorrow. We can ill afford to wait a few more years to tap into the special knowledge residing within a veteran mining work force. The WCPM work Crew Performance Model, see pp. ) is one approach to defining, capturing, and transferring this expertise.

"Over the last four years, an international initiative, championed by Vehicle Projects LLC, the Fuelcell Propulsion Institute and Natural Resources Canada, has been active in carrying out research projects to prove out the concept of applying fuel cell technology to underground mining vehicles. These have been carried out by a consortium consisting of mining companies, equipment manufacturers, technology developers, national laboratories and consultants, with the participation of Canadian and U.S. mine regulatory agencies.This clean technology, which produces only water and electricity, would allow several advantages to be obtained, in the health area (by eliminating diesel emissions and reducing noise generation), in lowering production costs (such as reducing ventilation required) and lowering greenhouse gas emissions.This paper outlines the results obtained in several key areas, such as, the operation of fuel cells in underground conditions, risk issues related to underground and surface operation of hydrogen vehicles and hydrogen production and delivery systems, and the design and mining performance of the world’s first hydrogen mining vehicle, a mine production locomotive. The work to date on the fuel cell loader, designing the power plant and power transmission systems, operational requirements, and operating cost reductions is also presented."

During the last few years a large number of pillars in different mines were investigated. Pillar conditions were evaluated using subjective, empirical, geophysical and numerical methods. A critical comparison of the different methods showed some interesting coherence. This paper concentrates on experiences using the p-wave velocities as an indicator of pillar conditions. Während den letzten Jahren wurde eine große Anzahl von Bergfesten in verschiedenen Bergwerken auf ihren Zustand hin untersucht. Hierzu wurden subjektive, empirische, geophysikalische sowie numerische Methoden angewandt. Dieser Vortrag beschäftigt sich mit den Erfahrungen beim Einsatz der p-Wellengeschwindigkeit zur Beschreibung des Festenzustandes. Le condition géotechnique d’une grand nombre des piliers des mines souterraines différentes sont examinées ces dernières années. On a appliqué des méthodes subjectives, empiriques, géophysiques et numériques. Ce rapport occupe aux expériences avec l’application de la vélocité des ondes de compression pour tracer le condition des piliers.

W.H. Moyer In reference to the section “Excess pyrite, ” the author discusses difficulties in separating chalcopyrite from pyrite. A technique does exist, and has been used commercially, for the flotation, separation, and recovery, if desired, of both chalcopyrite and pyrite. The method was described in Mining Engineering, March 1966, “An Improved Flotation Method for Cornwall Sulfides. ” While it was not used on a porphyry copper ore, it was used on a chalcopyrite - pyrite-containing ore and might well have application. Both sulfides, chalcopyrite and pyrite, were floated simultaneously using xanthate as a collector and MIBC frother to produce a cleaned sulfide product. This concentrate was then thickened and conditioned at high solids with aeration and lime to a pH above 12.0 for a period of 1.5 to 2 hr. A supplemental suppressant, such as cyanide, could be used if necessary to sharpen the subsequent separation; however, it was not required at Cornwall. The conditioned sulfides were floated with two stages of cleaning to produce a highgrade chalcopyrite froth product and a pyrite sink product barren in copper. The separation at Cornwall gave a 28.6q. Cu grade chalcopyrite product and a pyrite analyzing 0.0670 Cu. A desliming step on the raw ore initially used at Cornwall for a period of time was later discontinued. Advantages to be found in using a strong sulfide collector, such as a xanthate, is the rapid flotation it induces and, generally, an ability to float at a coarser grind. A following regrind circuit could be used to give maximum liberation and produce a clean sulfide concentration. The “differential” separation is concerned primarily with grade and with assuring a barren pyrite for maximum recovery.

The prevention of fatal risks is a key objective for the global resources industry, especially considering poor performance with regard to fatality rate reduction and the continued occurrence of mine disasters globally. However, the industry has a credible history, over several decades, of the development and deployment management systems to control potential Serious Injury, Fatal and Catastrophic (P-SIFC) risks. While these systems have had a significant impact on the thinking and approaches to the prevention of fatal risks, fatal accident rates have not shown the desired reduction. Recent fatal and serious injury events in Australia have led to the establishment of several enquiries to further identify improvements that could be considered. Globally, fatal accident rates remain stubbornly high or plateaued in many jurisdictions, and several catastrophic events have occurred, such as tailing dams disasters in Brazil and South Africa, and the recent coalmine disaster in Turkey. Apart from the apparent lack of progress, it is evident that the deployment of critical risk systems has introduced more bureaucracy, slower response systems and additional burdens on already overloaded middle and supervisory levels of management. Organisations are rarely able to effectively tap into the risk source of risk knowledge of the frontline worker and supervisor, for various reasons discussed in this paper. To establish a valid and valuable channel of critical risk information flow from the frontline employee, Debmarine Namibia instigated the development and deployment of a system called SafeSENTRY, where the focus is on the ‘dynamic identification of dynamic risks’. This paper outlines the system, the principles of the design, the range of risk metrics that can be derived from the observations of the frontline operators, and demonstrates how a range of posited shortcomings in critical risk management is addressed how features of the High Reliability Organization (HRO) have been developed.

Operation and maintenance of California?s water tunnels is an important factor and vital link in California?s infrastructure. These tunnels are owned and operated by a variety of large and small private and public water and power utility companies, municipal agencies, and irrigation districts. Visionary pioneers such as Michael O?Shaughnessy (San Francisco Hetch Hetchy Water Supply System), William Mulholland (Los Angeles Department of Water and Power and Metropolitan Water District of Southern California?s Colorado River Aqueduct), and John Eastwood (Southern California Edison Big Creek Hydroelectric Project) built large and small water supply, irrigation and hydroelectric tunnels, which have supplied environmentally friendly-water supply, renewable electricity, and uninterrupted service to a burgeoning population and economy. This paper introduces these pioneers and describes several case histories and lessons learned during condition assessment and rehabilitation of tunnels providing enlightenment of California?s vital water projects.

The cycle time between adjacent stopes is critical to achieving the required production rate from 3500 Orebody; one of the Enterprise Mine orebodies. Current Mt Isa cemented fills require a 90-day cure period which had to be cut to 30 days while maintaining the required strength criteria. The Enterprise Mine Feasibility Study recommended that this be achieved by Cemented Slurry Rock Fill (CSRF), but that on-going research into paste fill be continued. The continuation of the research, in conjunction with overseas visits has recommended that the 3500 Orebody be filled with paste fill, with the potential to fill other orebodies. The paste fill will comprise cyclone and thickener dewatered copper tailings to which Portland Cement (PC) is added before vertical borehole delivery and undergound pipeline reticulation to individual stopes. The benefit is not only re-use of copper tailings but also much reduced binder usage.

INTRODUCTION In recent years several cities in the Eastern United States have constructed subway systems in deeply weathered igneous and metamorphic rocks. Portions of these transit tunnels and shafts have penetrated zones of saprolite. The purpose of this paper is to define saprolite and discuss saprolite behavior in terms of construction and design of tunnels and shafts. Saprolites are products of in situ weathering of rock, with properties intermediate between those of soil and rock. A well-developed weathering profile can be divided into zones of residual soil, saprolite, transition zone materials, weathered rock, and fresh rock. Saprolites are distinguished by a high degree of weathering and by retention of parent rock textures and discontinuities. These structures persist as relict features because of iso-volumetric weathering (Cleaves, 1974) and formation of intergranular bonds that give cohesion to the saprolitic material. As saprolite continues to weather, the bonds are broken, causing the saprolite to decompose and disintegrate into a true residual soil mass without relict structure. Saprolites may form from igneous, metamorphic or sedimentary rocks, but are most easily recognized when derived from igneous and metamorphic rocks because of their inherent structures. The physical characteristics and properties of residual material vary as a function of mineralogic composition, structure, and discontinuities of its parent rock.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. The purpose of this program was threefold: (1) to identify the symptoms of poor or inadequate performance of trolley carrier phone systems; (2) to assess the root causes of performance difficulties and classify them on the basis of equipment, coupling, or transmission; (3) to propose, analyze, test, evaluate and verify means of overcoming performance difficulties. Based on interviews and discussions with knowledgeable persons, laboratory experiments, and in-mine measurements, it was determined that the major impediment to good carrier phone system performance is the extreme signal attenuation found on the trolley wire/rail largely due to the many bridging loads. Three means are identified to help overcome the performance difficulties: the low impedance trolley wire, a method of improving performance by capacitively loading the transmission line; the dedicated wire, a low-loss means of extending trolley signal coverage; the use of isolators to remove the offending bridging loads at the carrier frequency. Other subjects treated in the report are design reviews of hardware, guidelines for the use of information in the report, recommendations, and a description of a probe for measuring trolley wire current.

Witwatersrand, Limited, where he served as temporary Geological Assistant, Sampler, Surveyor, Shift Boss, and Mine Overseer. Mr A.M.P. Henderson was born in 1950, in Kiel, West Germany. Mr J.L. Nel matriculated in 1957. This was folowed by his atainment ofthe folowing degrees: B.Sc. (Chemistry, Physics) in 1961, B.Sc. Hons. (Metalurgy) in 1965, M.Sc. SRC rockmass classification have been applied to 25 tunnels in Spain and Italy, for which it was found that much heavier supports than those estimated by the RMR index were required. SRC and RMR indices and other relevant geomechanical data were obtained during the site investigation and construction stages. Data corresponding to in situ stress measurements, analysis of tectonic structures, and instability problems arising during construction were used to asses the state of stress. The relationship between tunnel section convergence and the SRC and RMR indices was also analysed. Support measurements based on SRC and RMR classification were compared with those actually used during construction. These analyses indicate that for most of the tunnels examined, supports estimated using the SRC were much closer to those actually installed than those predicted by the RMR index. Bei der Verwendung des SRC-Systems zur Klassifizierung des Gesteins als Baugrund für 25 Tunnel in Spanien und Italien wurde festgestellt, dass viel schwerere Abstützungen benötigt wurden, als wenn die Beurteilung anhand des RMR-Systems angefertigt würde. Die Klassifizierung anhand des SRC- und des RMR-Systems, sowohl als auch andere wichtige geomechanische Daten wurden während des Ablaufs der Erkundungen und der Bauausführung gewonnen. Die Resultate der Messungen der Spannungen vor Ort, die Analyse der tektonischen Struktur und die Stabilitätsprobleme während der Bauausführung wurden dazu verwendet, um den im Felsgrund vorherrschenden Spannungszustand zu definieren. Das Verhältnis der Messungen der Tunnelkonvergenz zu dem SRC- und RMR-Index wurde auch analysiert. Die durch das SRC- und RMR-System vorhergesagte Grösse der Abstützung wurde mit der Grösse der Abstützungen verglichen, die am Bau letztlich verwandt wurden. Diese Vergleiche zeigen, dass für die meisten der studierten Tunnel die Vorhersage der Abstützungen, die anhand des SRC-Systems angefertigt wurden, viel näher der wirklich verwendeten waren als die Vorhersage anhand des RMR-Systems. RECORD production of portland cement, crushed limestone, marble, lime, and clays highlighted the mineral industry of Alabama in 1959. Among the States, Alabama ranked second in production of bauxite, and third in output of iron ore, scrap mica, and native asphalt. Alabama's mineral industry was dominated by the mining and processing of coal and iron ore, which accounted for 51 percent of the total value of production in 1958 and 1959. Other important industries were cement manufacturing, petroleum, and stone quarrying. Leading companies were Tennessee Coal & Iron Division of United States Steel Corp. (coal;. iron ore, limestone, lime, and magnesium compounds), Southern Cement Co. Division of American-Marietta Co. (cement, lime, limestone, and miscellaneous clay) , Woodward Iron Co. (coal and iron ore), Alabama Power Co. (coal), and Ideal Cement Co. (cement lime, and miscellaneous clay) .
