When this country went into the war, but two concerns, The Bethlehem Steel Co. and The Midvale Steel and Ordnance Co., knew how to make steel fit for great cannons and at these concerns there were relatively few men who knew the whole art. Fortunately, certain of these men put their knowledge at the service of the Government, and proceeded to instruct the metallurgists at the arsenals and at various steel works. Doctor Howe, then chairman of the Engineering Division of the National Research Council, suggested that this work might be facilitated, and the number of effective gun-steel makers thereby increased, if a detailed description of the best practice could be written, giving the reasons for the various steps, and issued with the endorsement of a committee composed of those who were evidently the most competent authorities. It was thought that something would be gained by clarification of the subject, and something by the eminent authority of the members of the committee. To that end, the Engineering Division appointed a committee, consisting of the gentlemen whose names follow, to mention on1y those who retained their connection with it. At this time there were serious difficulties in the manufacture, for the Government. of aircraft and high-speed engine crankshafts, of certain ordnance forgings, and of shells for both the Army and Navy. This Committee was asked to study and report upon these, with a view to betterment of practice. There were indications that the source of some of the difficulties went back to the melting of the steel and the production of the ingot. Hence, the committee first studied steel melting and ingot production, in order to guide the wartime manufacturers to an even larger percentage of useful production from the steel initially melted. It is impracticable to prepare for the present number of the Bi-Monthly Bulletin a detailed account of the memorable Joint Meeting of the Iron and Steel Institute and our Institute, held in London, the last week in July, and of the, innumerable festivities, entertainments and excursions which accompanied and followed it, in England, Scotland, Wales and Germany. This preliminary sketch, from which all " useful particulars "' have been carefully omitted, is published unofficially, as a convenient answer to the manifold inquiries of members who did not go, and who are now trying to alleviate their unavailing regret by indulging their curiosity. Perhaps they secretly hope to hear that they did not lose so very much, after all-that the affair was not all that could have been desired or dreamed; that there were serious drawbacks, shortcomings and disappointments; and that it is just as well to have stayed it home, and now to hear about it. Let them lay no such flattering unction to their souls. The month they have missed would have been the time of their lives. They will never, never know how good a time it was, or adequately repent of their folly, if they could have gone with us, and voluntarily did not go of course, those who would but could not, have our immeasurable pity, without blame. I shall present here no consecutive and minute story, but only a series of general paragraphs concerning different aspects and stages of our experience. THE WEATHER. The proverbial good fortune of the Institute attended its visiting members and guests at every stage of the late London meeting and the numerous excursions which accompanied or followed it. Even the process of crossing the Atlantic was made delightful by smooth seas, through which the great modern transatlantic liners made their way without disagreeable

DURING my trip around the world last year, covering a total of 45,000 miles, I saw many things of especial interest from an engineering viewpoint. Sailing from New York, I went through the Panama Canal, down along the west coast of South America, then over the Peruvian and Bolivian Uplands; thence to the celebrated copper mines of Chile; across the Andes, to Buenos Aires, then to Rio Janeiro; across the Atlantic to Lisbon, Portugal; through Spain to the Rio Tinto mines; across southern Europe to Italy; thence to Alexandria and Cairo; up the Nile to Assouan, to Palestine through the Suez Canal, Red Sea and across to Bombay; up to the country of the Moghul Emperors; then to Calcutta, from which point I shipped to Singapore, as having crossed the Equator twice, I wished to shake hands with it again; thence to Shanghai and Pekin; up to the Great Wall of China, back to Nanking and up the Yangtse to Hankow; then back and eastward across the Pacific Ocean. The climatic changes were sudden and severe; there was winter where, for me, it should have been summer and vice versa. The weather man was very kind, however, and until I was near the Aleutian Islands there were only three rainy days in a total of 220.

Exploration targets and results in the mining industry are commonly summarized in terms of tonnage and grade. Business appraisals require, as additional information, the expected profit or loss implied by the physical summay. The early incorporation of knowledge gained through financial analysis computations can provide a means for economically resolving many common exploration and development problems. Examples of such applications from the activities of exploration planning, reconnaissance, land acquisition, and development planning are presented. While prospecting for mineral deposits, geologists are frequently asked what they hope to find or have found. The response is usually descriptive, such as "50 million tons of 1% copper," and the economic implications are deferred until a capital investment decision is required. At that time, a financial analysis integrating the four analysis components is completed. These components are: 1) Tonnage and Average grade above cutoff grade 2) Capital and operating costs 3) Product value 4) Appropriate profit or loss accounting Close examination of these components reveals that there is no intrinsic reason for avoiding financial analyses at earlier stages in exploration, as long as the uncertainty of the estimate is realized. Tonnage and average grades are commonly estimated at early stages in exploration. For this component, the appropriate cutoff is the major uncertainty. Capital and operating costs are difficult to estimate before detailed quantitative information is available, but estimates useful for the types of applications pertinent to earlier exploration stages are possible. Product value estimates may or may not be difficult, depending on the pricing structure of the particular commodity. A simplified accounting procedure usually may be adopted without introducing any significant loss of validity. This paper describe some of the financial analysis applications which are pertinent during mineral exploration and deposit development. These applications lend additional insight during exploration planning, land acquisition, physical exploration, and development. The examples are oriented toward a hypothetical management investment policy which is based on a single criterion, a minimum 15% discounted cash flow rate of return. In reality, managements use multiple criteria. This simplification is convenient for purposes of presentation and does not invalidate the examples. Computers are useful, but not a requirement, for the applications described. The use of computers provides the results on a more timely basis at costs lower than equivalent manual computations. UNDERLYING PRINCIPLES AND ANALYSIS METHODS Data estimates are subject to uncertainty. The analyst may choose to assess this uncertainty by using one of two principles. Each principle has some advantages. The principle most commonly employed is "assumed certainty." Each financial analysis is based on one set of selected data, which may represent the average estimates, minimum expected conditions, etc. The critical data is identified by making successive calculations, varying the values used. Such studies, called sensitivity analyses, isolate the economic effect of various uncertainties, and guide the allocation of future efforts toward improving the overall accuracy of the analysis. A second principle, "assumed risk," examines the interactive effect of the current uncertainties by qualitatively assigning probability distributions to each data element. These probability distributions indicate the currently appraised chance that a given numerical value will prove to be true. The corresponding procedure, risk analysis, consists of processing many individual financial analyses, each analysis being based on randomly selected numerical values from the probabilistic distributions. The result is a numerical presentation of the uncertainty, but care must be exercised in the interpretation of results. The advantage of this procedure is the direct measurement of economic uncertainty caused by the interaction of uncertain estimates. Kennecott Copper Corp. has developed computer systems for accomplishing sensitivity and risk analyses.

Fluid flow properties of porous media have long been of interest in such varied disciplines as geology, geophysics, soil mechanics, and chemical, civil, and mechanical engineering. This interest has resulted in numerous models of porous media that have been proposed, tested, and found to be useful under, at best, only special circumstances. A critical review of most of these models is given by Scheidegger. 1 The application of each new tool to the study of porous media has helped to test some of the existing theories and to form new ideas based on the new parameters being measured. In the application of nuclear magnetic resonance (NMR) techniques to the study of the properties of fluids in porous media, the theoretical studies of Korringa et al.2 resulted in a model for the relaxation of spin polarization of protons in a hydrogenous fluid in a pore of a solid. Seevers3,4 verified this model, established a method for measuring the surface-to-volume-ratio distribution in a porous medium, and proposed a technique for determining specific permeability in sandstones. In the present investigation, the uses of NMR methods are extended and a simple model of porous media is developed from an analysis of pulsed NMR measurements. In this model, the pore spaces of a porous medium are divided into three groups on the basis of their surface-to-volume ratios. To evaluate predictions of the NMR model, laboratory measurements of spin-lattice relaxation time, porosity, permeability, and residual (irreducible) water saturation were conducted on more than 150 sandstone samples obtained from four oil fields in North America. Applications are discussed for estimating the volume of movable fluid, ?p, and the specific permeability, k, of sandstone samples. The former parameter, which can be considered as producible porosity, is expressed by ?p = [1 -- (Swr/100)]? , .... (1) where + is porosity in percent of bulk volume and Swr is the residual (irreducible) water saturation in percent of pore volume at a capillary pressure of 50 Psi. Fast, nondestructive laboratory methods are described for determining porosity, movable fluid, and permeability of sandstone samples from measurements with a pulsed NMR (spin-echo) apparatus. Procedures are given for adapting these methods to samples of irregular shape and small size. Theory General In the Korringa, Seevers, and Torrey2 (KST) model the observed decrease in the spin-lattice relaxation time, T1, of protons of a hydrogenous liquid contained in the pore spaces of a porous solid is attributed to an increase in the correlation time for the random motion of the water molecules and to the presence of paramagnetic centers at the liquid-solid interface. INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. Getting spodumene to float quickly and cleanly can be a problem. The author has presented an excellent account of a valid and useful approach to the scale-up of such problem floats. This indicated advantages for doubling retention time, i.e., buying another set of flotation cells. The author states that 21 pct of the spodumene floated in 2 min in the laboratory cell, that the grade of the rougher was about 75 pct spodumene, and that the final tailing contained 4 to 12 pct spodumene in different sizes with the present cells and 1 to 9 pct spodumene with twice as many cells.

Several drum-type, low-intensity dry magnetic separators have recently been described 1,2,3,4 all of which share at least two generic similarities. The magnet consists of a multiplicity of poles of alternating polarity and, the speed of the drum shell, relatiw to the magnet, is such that the magnetics are agitated through rotation of the magnetic particles around their individual axes. The speed of the drum relative to the magnet (differential speed) determines the frequency of the field reversals. For effective agitation this frequency generally has to be above a specific value, which varies according to the mean particle size of the magnetics. With separators of small diameter, say less than 11/2 ft., a sufficient differential speed for treatment of fine magnetite can be attained only by rotating both the magnet and the drum separately; separators of large diameter may attain sufficiently high differential speeds with stationary magnets. Separators of large diameter thus have the advantage of simplicity of design. The capacity of a separator of this type is directly proportional to the speed of the shell. As the centrifugal force opposing the magnetic force increases at a slower rate than the peripheral speed of the shell when drum diameter is increased, large drums can be operated with higher peripheral speeds. Thus they have a higher capacity than smaller drums. Separation is also a statistical phenomenon, i.e. the grade of concentrate improves as the number of agitations or rotations of the magnetic particles per separation increases. As separators of large diameter have space for a large number of magnets they are best suited for production of optimum grade concentrate. The statements above are general clues For separator design. In the following an expression IS derived showing a more exact relationship between the pertinent separator variables. As both magnetic attraction and centrifugal forces are directly proportional to the volume of the affected bodies, complications in mathematical analysis, arising from variable particle size, are avoided by considering the force per unit volume of affected material. For the magnetic force per unit volume Runolinna (3) gives the following equation: V " 1 + N(ur, - 1) uo dr (1) where ur and uo stand for the relative permeability and the permeability of vacuum, respectively, N is the demagnetization factor, B the intensity of the magnetic field, and r the distance from the face of the magnetic pole. The permeability of a specific magnetite ore can generally be considered as a constant. For ground, liberated material N can also be treated as a constant, and the first simplification can be made by writing ur-1 1=k1. 1 + N(ur - 1) uD k1. The alternating direction explicit procedure (ADEP) makes use of the boundary conditions to reduce multi-dimensional problems to a series of one-dimensional problems. The method, previously applied to reservoirs containing only an under-saturated oil, has now been extended to cover the case of natural gas reservoirs. l his involves solving a non-linear partial differential equation, application of the procedure is straightforward and no calcuIational problems were encountered. INTRODUCTION There has been a growing interest in formulating mathematical models of petroleum and natural gas reservoirs — models which permit the engineer to examine and evaluate the physical and economic consequences of various alternative production policies. The tremendous reduction in the cost of solving such models in recent years has made possible their use as an almost routine management tool. This reduction is the result not only of improved computer hardware but also of the development of more efficient mathematical techniques. The present paper is concerned with the application of a recently proposed numerical method (ADEP) to two-dimensional gas reservoirs. STATEMENT OF THE PROBLEM Given a two-dimensional Region R, bounded by a closed Curve C (Fig. 1) such that the behavior on Curve C is known, the differential mass balance for each fluid phase in R, neglecting gravitational effects and assuming Darcy's law for fluid transport, can be written as:

First, a definition of a small scale miner is in order. The US Bureau of Mines classifies him as one who produces 360 t/d (400 stpd) of ore or less. In Canada, he would be refered to as a "junior company." Mexico identifies the small scale miner as one whose gross income from operations is less than $880,000 per year. A small surface mine in India employs less than 400 people, and a small underground mine employs less than 150. Peru considers a small scale miner one who produces less than 54 000 t/y (60,000 stpy) of ore. Obviously, the term is relative. What may be a small mine in one country is a medium or large mine in another. This lack of agreement is understandable since small scale mining does not often cross national boundaries. Rather, its effects are felt at the regional and local levels within each nation. Its importance doesn't lie with any huge contribution to the GNP or balance of trade. Instead, its value is as a local employer and as a frontrunner in geologic exploration.

A FALL meeting that should have repercussions both in the "Transactions" and MINING AND METALLURGY was that of the Industrial Minerals Division (Nonmetallics) at Wilmington, Oct. 21-23; headquarters, Du Pont Hotel. The sixteen technical papers and two addresses were substantial and interesting. Moreover, in every instance but one, the author made the presentation, and the one exception must have been next of kin because the ensuing discussion indicated his command of the subject. The meeting schedule clicked at every turn, thanks to Dr. Gillson, chairman of the local committee, and even the four field trips adhered to the time table. The program pre-empted morning, noon, afternoon and night two general luncheons, two dinners, and an evening technical session reminding one of the Annual Meeting. Only the registration was disappointing - about 80.

Uranium mining and milling are rather new industries in Wyoming and South Dakota, but, in the past 15 years, ore valued at more than $400,000,000 has been mined and milled in the region. The major uranium deposits are in structural and/ or erosional basins or on the flanks of uplifts. The principal host rocks are medium- to coarse-grained sandstones that were deposited in continental or brackish-water environments and were derived in large part from the granitic cores of the uplifts and the sedimentary rocks that flank the cores. The ages of the host rocks range from Cretaceous to Miocene, but more than 95 per cent of the known reserves in the region are in rocks of early Eocene age. The bulk of the ore in the region is unoxidized and lies below the water table; some oxidized ore has been mined in the Powder River Basin and Black Hills districts. The unoxidized ore comprises pyrite, uraninite and/ or coffinite, marcasite, hematite, jordisite(?), and selenium. Minerals in the oxidized ore include hydrous uranium carbonates, phosphates, and sulfates and hydrous uranium and/ or vanadium silicates. The deposits are in the form of ore rolls that contain from a few hundred to a few hundred thousand tons of ore, ranging in grade from 0.1 per cent to 1.0 per cent U3O8. The rolls are at the margins of large tabular bodies of sandstone that has been altered by the orebearing solutions. The deposits are believed to have resulted from the interaction of an alkaline; oxidizing, ore-bearing ground water and a reducing environment. Exploration guides include the spatial relations of ore to altered sandstone, favorable lithology in the host rock, the content of certain elements and/ or compounds in ground water, and the relation of deposits to major paleodrainages.

Analysis and example applications have been performed to compare the accuracy and computing speed of alternating-direction explicit and implicit procedures (ADEP and ADIP) in numerical solution of reservoir fluid flow problems. ADIP yields significantly greater accuracy and requires about 60 per cent more computing time than ADEP, not 300 or 500 per cent more as reported elsewhere. l,2 INTRODUCTION Several recent papers 1-3 discuss an alternating-direction explicit difference approximation (ADEP) to the diffusion equation. Example applications of ADEP and ADIP4 were reported to support conclusions that ADEP is comparable in accuracy to ADIP and requires one-fifth to one-third the computing time of ADIP. Applications of ADEP in calculation of two-phase flow in reservoirs was also proposed. 3 This study was performed to compare further the relative merits of ADEP and ADIP in simulation of two-dimensional flow of one and two fluid phases in reservoirs. Since two-phase flow equations are often essentially elliptic rather than parabolic, the efficiency of ADEP in solving the elliptic equation was also examined.

WHEN this Government was founded, the framers of the Constitution wrote into that instrument a provision that Congress should "coin money and fix the value thereof;" and the Constitution prohibits making anything but "gold and silver" lawful money. So silver is written into our basic law. Shortly after President Washington took office in 1789 the Congress passed the first Mint Act, setting up the U. S. Mint. In that Act, signed by President Washington on April 2, 1792, the weight of the American dollar was fixed, and it was provided how much silver should be contained in a silver dollar and how much gold should be contained in a gold dollar. It was decided that 371 1/4 grains of pure silver was to be the standard dollar of America. That standard with respect to the pure silver content of the dollar has never changed.

In the summer of 1917 it was decided to fireproof the main tramway hoisting shaft of the Anaconda Copper Mining Co. at Butte, Mont. The shaft has three hoisting compartments and one pump compartment; it is timbered with 12 by 12-in. (30.5 by 30.5-cm.) fir timber, and is 2475 ft. (754 m.) deep. Subsidence and displacement of the surrounding country rock had produced exceedingly heavy ground, and had carried the shaft out of line, in several places, by as much as 2 ft. (0.6 m.) displacement. Constant repairing and realigning of the timbers had been necessary in order to maintain clearance for the cages. The most feasible method of fireproofing, therefore, seemed to be to cover the timbers with a coat of concrete applied with the cement gun. The cement gun, which is operated by compressed air at ordinary mine pressures, feeds a mixture of sand and cement through a hose to a nozzle having a water connection. The mortar in fluid form is thus sprayed upon the prepared surface in thin layers, which can be built up to any desired thickness. The cement gun can be set up at any convenient point; satisfactory results have been obtained with the nozzle a distance of 500 ft. (152 m.) from the gun. The shaft was thoroughly overhauled and the timbers put in the best possible state of repair. Between the 1000 and the 1400 levels, much loose ground lay against the shaft timbers on the north side; this was breast-boarded back and a 30-in. (76-cm.) reinforced-concrete retaining wall was erected, leaving a space of 12 in. (30.5 cm.) outside the shaft timbers to allow for future movements of the ground. For convenience in handling men and materials; it was arranged to concrete the auxiliary hoisting-cage compartment and the pump compartment first, using the cages of the main hoist to serve the cementing crews. The auxiliary cage was then available while the remainder of the shaft was being concreted.

OUTCROPS of coal have bees discovered is many localities is the Philippine archipelago, and practically all of the larger islands contain deposits of this mineral. Very little prospecting has been done to determine the value of the various coal-bearing areas, but so far as known, the largest and most promising fields are found : (1) is northern Cebu; (2) is the small island of Batan, a part of the province of Albay is southeasten Luzon; (3) is the somewhat larger island of Polillo, off the east coast of Luzon, and (4) is southern Mindoro, sear the small coast tows of Bulalacao. Northern Panay, south-central Cebu, and various localities is southern Luzon, Masbate, Negros, and Mindanao also afford evidences of the existence of coal-beds, the extent and value of which have not yet bees proved. The general position of these islands and districts is shows on the map of a portion of the Philippine Islands, Fig. 1. Some of these coal-fields have been known for many years (coal was discovered is Cebu 1827 and is Batas is 1842),1 and several futile attempts were made by the Spaniards to operate mines is these districts. But owing to many circumstances, chief among which were indifferent management, the political unrest of the islands, natural difficulties of transportation, and those inherent in the mining of steeply-inclined and somewhat irregular seams, no considerable output was ever obtained from any of these mines, and the fuel required is the many departments of industrial and political life has continued to be drawn largely from Australia and Japan. These conditions exist to a great degree at present, and though much interest is the coal-deposits of the Philippines
