Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

For gold recovery, a Chinese refractory, high-sulfur gold concentrate was subjected to biooxidation with high pulp density in a single stirred-tank reactor. The flotation concentrate contained 36.9 percent sulfur (S) and 33.9 percent iron (Fe). Different experimental regimes for biooxidation were applied. With a mixed culture and by controlling the amount of addition of the gold ores and the pH of the biooxidation system, maximum iron oxidation of 82.6 percent and sulfur oxidation of 79.3 percent were achieved. The experimental results indicate that the pH control was beneficial to the biooxidation of this concentrate. Approximately 28.4 percent of elemental sulfur (S8) was found in the oxidizing slags. Two dissolution mechanisms of elemental sulfur are proposed: (1) FeS2 → S80 → S2O32− → SO42− and (2) FeS2 → S80 → SO42−. The high pH had a positive effect on the reduction of the S8. The results of thermodynamic analysis indicate that as an oxidant the dissolved oxygen can effectively reduce the Gibbs free energy of the pyrite oxidation process and, compared with the reaction of ferric iron as the single oxidant, the oxidation of pyrite is easier. The efficiency of the gold recovery was related to the iron oxidation as well as the sulfur oxidation. Gold and silver recoveries of 92.4 percent and 66.4 percent, respectively, were achieved.

Simulation of coal preparation circuits is becoming a widely practiced technique used for the design of coal preparation plants. On a much more limited basis, simulators are finding application in off-line process control. A typical application in the latter category involves inputting projected coal washability data for a shift into the simulator and using the software to optimize product quality and recovery within a range of predefined specifications. The plant is then operated at SG?s of separation determined from the simulation exercise for the one shift time period. This procedure is useful in that it incorporates some form of advanced planning into preparation plant operations. There is an attempt made to reflect changes in feed coal quality on a shift by shift basis rather than continually running the plant near design specifications with changes in SG?s of separation being made in response to an inadequate sampling program which only provides a spot measurement of material that has already passed through the plant. Instead of instituting changes on a shift by shift basis, NHI has proposed a method whereby monitoring three major operating parameters, * Feedrate to jig * Flowrate from hydrocyclone overflow * Density from cyclone overflow the ongoing plant operating performance can be accurately predicted on a continual basis, i.e., updated hourly. Using a distribution curve to predict the split between the clean coal and refuse from a given separator does not account for variations in efficiency that occur as a result of variations in operating parameters. NHI and Arch have studied the effect of both jig loading and solids content in the recirculating load to the jig on product quality. As a result, relatively simple measurements can be made on-line in a preparation plant which will provide input data to the simulation program that enables the prediction of jig/hydrocyclone circuit performance on a real time basis.

A site characterization strategy formulated for the probabilistic design of underground structures is presented, which takes into account the variability of rock properties and the stochastic nature of the rock failure process. It entails determining probability distributions of rock properties by utilizing the theory of extremes and Monte Carlo simulation. Laboratory and field test data are analyzed and presented to illustrate the methodology. The results indicate that the distributive characteristics of rock mass properties can be estimated using empirical relationships currently available. This results of analyses can be incorporated into the design of underground structures, and then, the relative uncertainties of the failure probability of the structures can be assessed.

The study investigates the segregation of iron and titanium in iron sand concentrate pellets reduced using coal under an isothermal-temperature gradient profile. The results show that metallic iron migrates to the surface while titanium and other oxides move to the center of the pellet. The study provides insights into the reduction process and the behavior of iron and titanium during heat treatment.

RJB Mining is the largest coal producer in the UK. In January 1995 the Company acquired the Central North and Central South Regions of British Coal consisting of: ? 15 operating collieries -including capital equipment ? 2 care and maintenance mines ? 16 operating Opencast sites ? Interest in 26 prospective and 46 potential Opencast sites ? Approximately 417 million tonnes of proven and probable reserves and considerable mineral resource ? 9 million tonnes of coal stocks ? Long term contracts to supply approximately 90 million tonnes of coal to National Power and PowerGen to the period of 3 March 1998 ?Approximately 7,600 employees and 4,500 mining contractual labour. Up to the acquisition RJB Mining had the capacity to produce 14 million tonnes of saleable output with an approximate 1,500 strong workforce.

As part of a larger study to identify factors influencing the practical operating life of wire rope used on large draglines in surface coal mining, field trips to operating surface coal mines were made during late 1975. Wire rope performance information was obtained from personnel at thirteen mine sites west of the Appalachians. Seventeen pieces of equipment, utilizing buckets ranging from 30-to 220-cubic-yard capacity, were documented. We have judged that U.S. surface coal mining draglines, 30 yards and larger, can be represented as 120 machines having 60-cubic-yard buckets, moving 1.8 x 10 yards of overburden during 6,650 hours of productive availability per year. Based on our limited field study, we have calculated that downtime resulting from rope-related causes averages 105.6 hours per year for each (typical 60-yard) dragline. The total lost production from this source alone is thereby estimated at about 25 x 10 yards annually. Although study findings did not reveal anything about dragline rope life that wasn't known or practiced by one operator or another, most operators could expect improved rope life by periodic review of their practices and by adopting or adapting one or more life-improvement measures employed at other sites. Since rope productivity was found to vary by about five to one, among the sites studied, we believe considerably improved average performance is possible. As little as ten percent overall improvement would mean increased national productivity exceeding two million yards of solid overburden removal, and associated savings in rope costs alone of some two million dollars annually, not to mention any reduction of labor-related expenses. This report outlines preliminary findings which may prove useful to many operators in extending wire rope life, thereby lowering expenses and increasing surface coal mining productivity. Lamco Joint Venture is operating a Dravo Pelletizing machine to produce pellets from the natural slimes of an earthy hematite ore. The grate area of the machine 3.3 x 106 m equal to 350 m2 (3800 sq. ft.) and the installed fan capacity is 8200 HP. The limiting factor for production is normally fan capacity. This means that the processing fans can not pull the additional air (i.e the additional calories or BTUs) through the bed which would be required for increased production. A way to increase production without major modifications is to supply the additional calories needed for increase production by adding coal to the pellet feed. After successful laboratory tests following method of coal addition has been chosen and the following results have been obtained. 1. The ground coal is added to the slurry prior to the filters and the rotary dryer. 2. By adding 0.6% coal, an increase of about 15% in production rate has been obtained. 3. No significant changes of metallurgical properties have been observed (i.e. tumbler index, compressive strength, ferrous iron content, reducibility, Linder degradation and swelling). 4. No unexpected operation problems have been experienced. The pellet discharge temperature increases and is the limit for how much production can be increased by coal addition without making plant modifications.

The Grasberg porphyry copper-gold deposit of Freeport Indonesia Inc., an 81% owned subsidiary of Freeport-McMoRan Inc., lies within the Ertsberg Mineral District in central Irian Jaya, Indonesia. The Grasberg deposit was discovered during a drilling campaign initiated in early 1988. Production at the open pit Grasberg deposit commenced in December 1989. The Grasberg copper-gold orebody is contained with a young igneous complex of dioritic composition which intrudes limestones of the Tertiary New Guinea Group. Alteration is typical of porphyry copper deposits worldwide except that higher grade primary chalcopyrite with significant gold values is associated with a centrally located zone of strong quartz stockwork.

Industrial minerals have always enjoyed an important share in the technological growth of any country in the world. Today, extraction and trading of industrial minerals has expanded, but is also subject to stricter environmental guidelines. This paper presents the current status as well as the growth potential in the exploitation of industrial minerals in the countries of the south eastern European region, i.e. Albania, Bosnia-Herzegovina, Bulgaria, Croatia, F.Y.R.O.M., Greece, Italy, Serbia and Montenegro, Slovenia and Turkey. More specifically, annual production figures per country are presented for1992-1998. These figures are compared to each other and, where applicable, to world production figures. Trading of industrial minerals from these countries to Europe and the world and its effect to the local economies is also evaluated were such data is available.

INTRODUCTION This chapter outlines some general principles and procedures that a rock mechanics engineer can use to arrive at a logical design for the size, shape, and spacings of underground openings in various types of com¬petent rock formations. Rock formations can be clas¬sified into six major categories which are useful for design purposes, provided the necessary input data are available regarding the geology of the site, the physical properties of the rock, the in-situ stress field in the rock, and the general geometry of the underground openings. The US Bureau of Mines (USBM) developed a rock classification system based upon these concepts and found it to be useful for design purposes (Obert, et al., 1960; Obert and Duvall, 1967). This classification sys¬tem is given in Table 1; however, an extra column has been added to the original classification to indicate the appropriate design techniques for each rock class. In this classification system, two main classes of rock are considered: competent rock and incompetent rock. Competent Rock Competent rock is any rock which, because of its mechanical and geological characteristics, is capable of sustaining underground openings without the aid of any structural support except that provided by unmined rock in the form of pillars and side walls, etc. Roof bolts and small random props which support only local loose rock are not considered structural supports. Competent rock is further subdivided into three ad¬ditional categories-massive, laminated, and jointed¬ which are defined as follows: Massive Rock: Massive rock is a rock formation where the spacing between mechanical defects such as joints, partings, or faults is equal to or greater than the critical dimensions of openings, or where the strength of the bond across these mechanical defects is com¬parable to the rock strength. Laminated Rock: Laminated rock is a rock forma¬tion divided by approximately parallel planes of weak¬ness into lamina whose thicknesses are small compared to critical dimensions of openings and where the bond between the lamina is weak compared to the rock strength. Elastic Rock-This is rock whose physical proper¬ties will permit the use of elastic theory to predict strains and displacements from applied stresses. Inelastic Rock-This is rock whose physical proper¬ties are such that strains and displacements are a strong function of time as well as applied stress. Incompetent Rock Incompetent rock is any rock which, because of its mechanical and geologic characteristics, is not capable of sustaining underground openings without the aid of additional structural support in the form of linings, steel sets, or systems of props. This classification system for rock depends not only on the mechanical and geologic characteristics of the rock but on the size of openings and their depth be¬low the surface. For example, many competent rocks at shallow depths for small stress fields could become inelastic rock at greater depths and larger stress fields, or competent massive rock for small openings could be¬come laminated or jointed rock for larger openings. Thus, to classify rock for design purposes requires a knowledge of the geologic properties of the rock mass, the physical properties of the rock, the general size of the openings to be mined, and the average range of the in-situ stress field to be encountered. To design underground openings and structures in rock, it is necessary to use criteria of failure for rock under various stress conditions, and to use safety factors to allow for differences between laboratory and in-situ strength properties of rock and to account for errors in¬troduced by the various assumptions made in the design process. Criteria of failure based on maximum stresses have been found to give reliable results in practice. Thus, it is assumed that rock will fail in tension when the tensile stress exceeds the tensile strength of the rock as determined by a standard modulus of rupture test on samples of rock core. If the tensile stresses in rock are small, then it is assumed that the rock will fail at a value of compressive stress equal to the compressive strength of the rock as determined by standard uniaxial compres¬sive strength tests on samples of rock core. Introduction An integrated oil company has two options in approaching strategic planning. It has to decide whether it is in business for the long-term. I state this in all seriousness. Those who help manage public companies have the responsibility of good stewardship of other people's money. We must decide whether continued investment in our basic business will generate a reasonable rate of return. With a world surplus of petroleum production capacity, and continuing downward pressure on prices, this question should be addressed by all oil companies. And a positive answer is not necessarily a foregone conclusion in all cases. The decision should be made based on proven competence in finding and developing petroleum reserves on a cost-competitive basis with other producers, and on a frank analysis of future prospects. This should include a realistic assessment of the projected rate of return on specific investment projects. If a company did not pass these tests, its strategy could take one of four paths. Diversification First, it could diversify. But recent history suggests that oil companies are not good at managing other businesses. Second, it could seek a buyer for its business at the optimum return for its owners. Third, it could sell its assets on a piecemeal basis. And, fourth, it could adopt a longer-range plan of self-liquidation by living off current recoverable reserves. In other words, by not investing in exploration and development, it could maximize short-term profit and pass the money back to shareholders in the form of dividends. The Conoco component of DuPont has a below-average cost of finding petroleum, a good track record of efficient production, and a full plate of projects that pass the test of return-on-investment. In short, Conoco is in business for the long-term. That fact, in itself, determines at least one key element in strategy. This is to extend the life of the petroleum reserve base while at the same time maintaining maximum efficient rates of production to provide a strong cash flow. A company that is able to maintain a strong reserve base will ultimately see the value of those reserves escalate as world oil supplies tighten. Our planners expect this tightening to occur within the next decade as demand grows and production in non-OPEC areas of the world begins to decline. An exploration program tailored to meet the requirements of reserve replacement and current production should have two basic parts. The Coteau Properties Company's Freedom Mine is a surface lignite mining operation located near Beulah, North Dakota. As part of the mining process, Coteau removes and replaces thin layers of suitable plant growth material (SPGM) generally ranging in thickness between one and five feet. Historically, tractor-scrapers completed this work; however, rising tractor-scraper costs and increasing haulage distances sent Coteau in search of a lower cost method resulting in the acquisition of a backhoe/truck fleet in 1995.

The electric arc furnace has characteristics which make it attractive for a number of metallurgical applications. Some of these characteristics are: high thermal efficiency, the possibility of attaining very high temperatures, low off-gas volume compared to fuel-fired furnaces, no impurities are introduced by the heat source, and impurities in only minor amounts are introduced by the electrodes. It also has disadvantages, the chief ones being the relatively high cost of electrical energy compared to fossil-fuel energy and the fact that, when oxide ores are smelted using carbon as reductant, the off-gases emitted are rich in carbon monoxide. As in many other pyrometallurgical processes, fumes and dust are emitted from melting or smelting operations. In many installations, some or all of the off-gases are flared, thereby wasting their energy and contributing to atmospheric pollution. During the last eight years, a shaft-electric furnace has been under development at the Mines Branch, Department of Energy, Mines and Resources, Ottawa, Canada. This project was initiated to try to overcome, or at least minimize, the disadvantages of the electric furnace. Experience on other projects, prior to the beginning of this program, had indicated that preparation of the charge materials, for example by sizing raw ore, sintering concentrates and crushing and sizing the sinter, or agglomerating concentrates into uniform-sized pellets, could make a substantial contribution towards achieving success in arc-furnace smelting projects; This entire

INTRODUCTION The wet shotcreting system utilizing steelfiber microsilica shotcrete with remote controlled equipment (The Robocon System) was developed in Norway 7-8 years ago. Norway was the natural origin for this system due to several factors. Almost 30% of all underground hydro-power stations in the world are located here. These projects created a need for high productivity shotcreting rigs for the rock support work in the caverns and in the connecting tunnels. During the period of 1976-1980, more than 1000 miles of tunnels were completed in Norway. Secondly, the utilization of microsilica in concrete was also developed in Norway due to a concentration of the world's ferroalloy p ants there. Robocon has presently placed approximately 110,000 m (150,000 cu. yds.) of this superior shotcrete, and has consequently an extensive experience in the shotcreting method. During a relatively short period of time (1975-1980), Robocon had a change from hand-operated, dry-process shotcrete to remote-controlled, wet-process shotcreting, because of improved productivity, reduced rebound, safer and cleaner working conditions. The introduction of microsilica and water-reducing admixture made it possible to produce wet-process shotcrete of high strength.

Most people, when Borates are mentioned, mentally visualize the famous twenty mule team (really eighteen mules and two horses), trudging across the Mojave Desert or "she burns green Rosie, we are rich." Actually, however, the first use of borax was prior to Babylonian times. Their emissaries had orders to bring borax Iron the Gobi desert for use as a flux by the Babylonian goldsmiths. The borate mineral imported for this is not known but probably was borax. The ancient Persians and Arabians knew about borax and the Arabic word "Baurach" appears in a two thousand year old manuscript. The Sanscrit word for borax was tincana which has been corrupted to tincal. The Chinese were using borax as a glaze in three-hundred B.C. Marco Polo brought the first borax, along with gunpowder and spaghetti, from Mongolia to Europe in the late 1300's. Borax from Tibet was imported to Europe for nearly 500 years. In 1772 boric acid (sassolite) was discovered around Tuscany, Italy as a precipitant from volcanic steam vents. Production of boric acid started there about 1815 and provided the sole competition to the borax from Tibet. Borate deposits in Turkey have been known and exploited on a small scale since the 13th century. It is only recently that the operations are being modernized and production increased. About 1836, borax minerals were found in Chile and Argentina with borax production starting in 1852 in Chile and in Argentina in 1886. During the latter half of the 19th Century, Chile was the principle world producer of borax.

"Heap leaching is responsible for approximately 21 percent — 3.9 million metric tonnes — of copper production and 9 percent — 270 metric tonnes or 8.7 million ounces — of gold production worldwide. Given metal price assumptions of $2.25/lb for copper and $1,250/oz for gold, these portions of global production generate revenues of $19 billion and $11 billion, respectively. For heap leaching operations, small changes in metal extraction efficiency drive substantial changes in operating cash flow margins and affect project viability. Variances in actual metal production from budgetary forecast estimates can mean the difference between success (value creation) and failure (value destruction) for a heap leach project. Despite the importance of heap leaching for copper, gold and silver production worldwide, there are no clear standards or guidelines for developing heap leach metal production forecasts. There is considerable variation among copper and gold producers that apply heap leaching technology as to how such modeling and forecasting is applied at the operational level. There are a variety of different modeling approaches that can be utilized for this purpose. However, these vary in cost, complexity, time to implement, accuracy and credibility. This paper explores the options available for heap leach modeling, discusses the advantages and disadvantages of each approach, and provides guidelines/recommendations for an effective approach to modeling metal production at existing or planned heap leach operations. The paper also provides expected ranges of variation between actual and modeled production.Introduction and backgroundHeap leaching is fundamentally different from other methods used in the processing and extraction of gold, silver, and copper and other base metals. Considered globally, the technique represents a relatively modest portion of production compared with the primary technologies applied for copper and gold recovery. Approximately 21 percent of copper production is attributable to heap leaching techniques, as opposed to 79 percent by conventional crushing, milling, flotation, smelting and refining. For gold, about 9 percent of global production is obtained from heap leaching, compared with over 90 percent by various combinations of crushing, milling, gravity concentration, flotation and/or agitated cyanide leaching processes or, in the case of placer deposits, by direct gravity concentration and/or amalgamation. In cases where heap leaching is the primary source of metal production, the ability to accurately forecast metal production may be the difference between commercial success and failure for a project or operation. Heap leaching — of crushed or run-of-mine ore — is also commonly applied as a secondary process to treat lower-grade ores from a given deposit, such as at Chuquicamata in Chile, Cerro Verde in Peru and Bagdad in Arizona for copper extraction and at Twin Creeks and Carlin, both in Nevada, for gold. In such cases, heap leaching provides incremental revenue to supplement the primary process. Variances between actual and forecast metal production from heap leaching as a secondary process are typically tolerated and absorbed within the overall site metallurgical balance. In either case, accurate production modeling and forecasting creates significant value for heap leaching projects, is essential for managing production expectations — timing and volumes — and is likely to be a critical success factor for most heap leach projects."

While Russia continues to be a worldwide leader in asbestos production, the environmental and health status around Russian asbestos mines is not well known and understood, internationally. A literature review was performed to evaluate the potential impact of Russian mining operations on mesothelioma incidence rates in the Ural region where the majority of the asbestos deposits are located. Asbestos that has been mined in this region includes chrysotile, crocidolite, and anthophyllite forms. The Nicholson-Peto (1986) model was applied to published exposure data and mesothelioma mortality statistics in different cities and villages of the Ural region to estimate mesothelioma potency factors (KM) for the various associated fiber types. It was demonstrated that mesothelioma potency factors, as determined by Berman and Crump (2008), could be used to predict mesothelioma risks of non-occupationally exposed individuals in locations where either pure chrysotile, or both crocidolite and chrysotile, are mined and milled. A mesothelioma potency factor was calculated for anthophyllite that appeared to be higher than expected based on previously published studies. The highest incidence of mesothelioma was identified in a community close to a crocidolite mine. The study confirms the validity of utilizing current risk models for non-occupationally exposed populations near asbestos mining activities where asbestos exposures are relatively low and provides methods of characterizing mesothelioma risk in the former Soviet republics (FSRs).
