THE paramount subject of interest and concern at the present time is the readjustment in economic conditions following the cataclysmic disturbance produced by the war and the misconceptions leading to an orgy of extravagance that prevailed during two years following the armistice he, time is too short for me to undertake to review the nature and extent of the upheavals occurring between August, 1914, and October, 1920. Bulky volumes will be written about them. . But I shall have to refer to some of the results in order to outline a prognosis. It is the future, not the past;' that is of most interest to us. Let me be so bold as to say, without further preface, that I am not optimistic as to the near future. .We shall, indeed, have revivals in trade, but they will be delusive if their nature be not 'understood. We shall build hopes and expectations upon political maneuvers and events, only to find in the end that they were folly. In the meanwhile fundamental economic influences will continue to exert their steady and irresistible pressure. The new administratiow at Washington has no magic wand with which to kindle the fires in our idle steel furnaces, or create a million new houses for the people; nor can the premiers of Europe put into motion the spindles of the cotton and woolen mills, or by any incantations compel the people of the Orient to buy goods. The people of the Orient, and of, Europe, and of the two Americas are in the grip of the same economic forces. The readjustment has proceeded further in some parts of the world than in others. In the United States I do not think we, have gone more than over the threshold. I shall tell you why 1 think thus, but in telling you I shall be limited, in view of the immensity of the subject, to a series of bald statements, without much elucidation.

The primary purpose of this presentation is to analyze the strategies available to an operator using either stripping or stripping and subsequent punch mining on a given coal property. The initial concern is the formulation of a mathematical model, which allows an operator to determine and utilize the particular highwall height, which will maximize : (1) Total profit or (2) Profit per unit of operating time. The analysis centers on the relative costs and recoveries involved in a typical coal seam amenable to stripping, augering, and punch mining. The model defines the point to which the high-recovery stripping operation with increasing overburden removal and reclamation costs should proceed before the low-recovery augering and punch mining methods are employed so that the desired objective is achieved. Examples are presented, which exhibit the use of the model on typical operations. Present mining methods as practiced in the Eastern United States are examined in the light of the results. Recommendations for improving present strategies are made and the resulting economic ramifications are analyzed. Particular attention is given to the stripping ratios presently used and recommendations for improving present mining practice are presented. Implications of these recommendations to the design of strip mining equipment are discussed.

In any open pit, some slope instability can be expected, varying from bench sloughing to large-scale slope movement. Major slope displacements are preceded by small, but measurable, displacements and by other indicators of instability, such as tension cracks, rock noise, and changes in groundwater levels. A comprehensive monitoring pro- gram, capable of measuring and assimilating displacement related data, is essential for sound pit operation. The objectives of a pit slope monitoring program are 1) to maintain safe operational procedures for the protection of personnel and equipment; 2) to provide advance notice of instability so that mine plans can be modified to minimize the impact of slope displacement; and 3) to provide geotechnical information for analyzing the slope failure mechanism, for designing appropriate remedial measures, and for conducting future re-design of the slope. Surface displacement measurement using conventional survey equipment and extensometers has been the most widely used method, and it is still the most cost-effective. Tiltmeters and borehole inclinometers are also useful tools, and there are promising developments in micro- seismic monitoring. A monitoring system should have redundancy in both type and number of measurements, and be capable of rapid and effective dissemination of displacement information to those affected.

THE disastrous effect of two major wars on foreign economic health is giving American capital opportunities which might have not otherwise developed. At a time when discovery of major orebodies in the United States awaits fuller application of new geophysical tools and technical methods, U. S. investors must seek other fields where investment may be put to work. The unsettling effects of war have made it almost impossible for foreign nationals to develop mineral wealth, permitting Americans to enter at a time when U. S. mining, with a few exceptions, is in the process of expanding known orebodies and developing only a few new ones. Available capital, however, is not the only pre- requisite for entering the foreign mineral development field. The capital must be able to work in favorable economic atmosphere, a condition not easily satisfied in a world constantly in a state of political and social flux. In many countries, the political theory changes as often as the wind direction in March. Thus, the political stability of the form of government is of prime importance to the investor. In addition, a balanced budget and a moderate tax structure are important. Because in making foreign investment it is inevitable that one will have dealings with government officials, it is basic that they must be of high integrity. In countries filling the requirements, it will usually be found that the economic initiative of the individual is respected. The behavior of the rock mass during block caving affects the production of the mine and dictates the loads and deformations placed on required drifts. Traditionally, the drifts used are massively reinforced and buttressed against very high and erratic mining- induced abutment loads or swell muck loads, resulting from undercut- ting. Extensive field investigations in numerous block caving mines in the porphyry intrusive environment, coupled with models developed for tunneling and longwall coal mining, have allowed the development of a unified hypothesis for ore bodies of various degrees of competence. In general, the hypothesis incorporates several sequential steps in the driftlrock mass deformation history, each with characteristic magnitudes, duration, and areal extents depending on ore body competence. 1. Prior to initiating caving, but subsequent to drift development, the rock mass and drift are in a state of near-equilibrium. Zones of stress concentration have stabilized, as for a tunnel. 2. For a newly undercut panel, the rock mass and drifts directly beneath the undercut respond by dilating towards the void created, and undergo a release of compressive strain that manifests itself as tensile failures. 3. For adjacent areas, the rock mass is compressed as the load is shed from the undercut level.

INTRODUCTION IT is well known that ferric. oxide, Fe.-,03, is paramagnetic, while magnetite, Fe304, is classed among the highly ferromagnetic substances. But magnetic data on oxides intermediate in composition between Fe-03 and Fe304 have been almost completely lacking. Fe203 and Fe304 form a solid-solution series, according to present evidence.' In this series the properties change continuously from Fe203 toward Fe304, as the percentage of FeO increases from zero toward 31.03, which is the percentage in magnetite. It is possible that there is a break in the series near Fe304, but it has not yet been possible to establish the existence-of such a break experimentally. The occurrence of solid solution ill this series is shown by the dissociation pressure, or oxygen pressure in equilibrium with the oxides, which falls continuously over the range from Fe203 to Fe304. The oxygen-pressure curves at 1,100° and 1,200° are shown in Fig. 1. The existence of solid solution is also demonstrated by the continuous change in optical properties from Fe203 over to a composition containing about 18 per cent. FeO, at which point the opacity of the oxide becomes so great that it is im-possible to obtain measurements at higher percentages of ferrous iron. Natural oxides of iron intermediate in composition between Fe2O3 and Fe304 are much more common than is generally supposed. If a mineral oxide is not strongly attracted by a small hand magnet and if it gives a red streak, it is usually labeled "hematite." If it is strongly attracted by the hand magnet it is usually labeled "magnetite" without further tests. As we shall show later, oxides containing from 1 up to 31 per cent. FeO can be thus erroneously lumped together as "magnetite." It is a fact, nevertheless, that the great hulk of natural oxides of iron lie fairly near either Fe203 Or Fe304 in composition. New Mexico produced 38,882,342 bbl. of oil in 1943, and regained seventh place among the oil-producing states. This production was an increase of 6,968,526 bbl., or 21.8 per cent, over the figure for 1942. The maximum per-well allowable on Jan. I, 1943, was 38 bbl. daily and at the end of the year this figure had been increased to 48 bbl. Allocations as set by the New Mexico Oil Conservation Commission closely followed recommendations by the Petroleum Administrator for War and the average daily pipe-line runs were 106,476 bbl., being within 2.2 per cent of these allocations. Production for Lea County was 33,043,925 bbl.; Eddy County, 5,405,-967 bbl.; northwestern New Mexico, 432,070 bbl., and Chaves County, 380 barrels. Drilling activity for New Mexico in 1943 was only 75 per cent of that in 1942, with 255 completions. Of these completions 180 were oil wells, 10 gas wells and 65 dry holes. The ratio of dry holes to producers, more than I to 3, was the greatest in recent years. Of these dry holes, 46 were drilled within the boundaries of proven . areas while 19 were wildcats. Wildcat drilling during 1943 was responsible for the discovery of four new oil fields and one new gas field, as well as three extensions to existing proration areas. At the close of the year the New Mexico Oil Conservation Commission had designated 64 areas as proven for oil and/or gas. The Monument area was again New Mexico's largest producing oil field, with an annual production of 7,228,855 bbl. Next was Eunice, with 6,461,044 bbl., followed by Vacuum with 4,946,110 bbl. IIobbs, ranking fourth, with 3,799,114 bbl., was the leader in total recovery with an accumulated production of 104,180,53I bbl., or more than 10,000 bbl. per acre to date. Drilling activity in Lea County accounted for completion of 67 oil wells, 2 gas wells and 24 dry holes. One of these oil wells was the discovery well of a new area and three extended proven areas. The most active drilling campaign in the county was again in the Maljamar area, where 18 oil wells were completed. The Maljamar Cooperative Repressuring Agreement affected 141 producing wells, and operations were a decided success, more than 85 per cent of the gas produced being returned to formation. The new oil field for Lea County was designated as the San Simon area although boundaries have not been established to date. Discovery well for this area was the Skelly Oil Company's State U. No. I, in theNE. NE. K of sec. 5, T.22 S.,R.ssE. This well was drilled to a total depth of 4183 ft. and plugged back to 4138 ft. after encountering bottom-hole water. Initial production was 124 bbl. per day on the pump. This oil is 37.4' gravity and has a sulphur content of I per cent. Productian is from Yates sand of Permian age. CURTAILMENT of oil production in California began in 1922 and 1923 when certain of the major companies completely shut down some pumping properties. Efforts of this kind were generally carried on without coordination by individual companies until 1923. From May to August of 1923, oil production in the Los Angeles Basin was curtailed because of lack of pipe-line outlets. This work was handled by a small committee of executives and engineers of some of the pipeline companies without any established. Method such as obtains at present. Not all of the major companies participated in ibis curtailment and the effort was not well organized. The problem then was principally to move the oil. The crisis passed in September of 1923 from then on the major companies each on it own initiative, shut in additional production. At Domiuguez, in 1921, Shell, Union and Associated agreed to limit drilling to a 100-ft. zone for one Near. In the summer of 1925, operators at Ingde-wood agreed to limit developments to a 1300-ft. zone during the 1925 drilling campaign. In the summer of 1927, the Ventura operators cut back their production one-third and deft it thus for 90 day. Drilling in this field has always been at a slow and conservative rate.

EVERYONE engaged in the teaching of mining engineering will, I suppose, agree that the most difficult subject to teach is "Mining Methods." One primary difficulty is that the students taking the course have either had no previous experience in mining, or else they have had; either seeming to be somewhat of a drawback. The students who are unfamiliar with mines find it difficult to visualize underground conditions, as described and illustrated with sketches and maps, while those who have had underground experience seem to 'find it difficult to visualize anything much different from that which they have already seen. This reminds one of the remark about the Presbyterian doctrine of predestination, to the effect that "you are damned ,if you do; and damned if you don't."

In the uniform of his country for the second time, Harry Phillip Stolz. Chairman of the A.I.M.E. Petroleum Division, holds a commission as Lieutenant-Commander in the Naval Reserve and is attached to the office of Inspector of Naval Petroleum Reserves in California. During World War I he left his studies at Stanford University to join the Army and was granted a commission as Second Lieutenant of Infantry. He remained in the Army Reserve until 1938 when he resigned to accept a commission as a member of the Naval Petroleum Reserves Advisory Board. Born in San Francisco Jan. 29,1899, where his father had lived since 1880, he was in that city during the turbulent year of 1906 where the city was ravaged by fire and earthquake.

INTRODUCTION THE kinetics and mechanism of transfer of a constituent across a slag-metal interface are fundamentally important because many metallurgical processes involve the existence of a slag phase and a metal phase. Industrial processes seldom proceed to equilibrium, and information of the rates and modes of reactions are therefore often of greater practical importance than equilibrium data. A study of the kinetics of sulphur transfer across a slag-metal interface under reducing conditions will contribute a great deal toward a better understanding of desulphurization in the blast furnace process. The general principles existing in the transfer of a constituent, such as sulphur, across a slag-metal interface can be extended to similar transfer phenomena in other metallurgical processes. The present paper will demonstrate how such studies will lead to fruitful results from both the practical and theoretical standpoints. EXPERIMENTAL METHOD The apparatus used was simple. A graphite crucible 1 5/8-in. id, a wall 1/8-in. thick, and a depth of 4 in., was packed in an outer fused silica tube with powdered magnesia. The crucible assembly was rotated at a speed of 235 rpm inside an induction coil. A charge of 250 g of Armco ingot iron was introduced into the graphite crucible and melted by induction heating. The melt was held at a desired temperature [ ] for 3-5 min., after which 7.5 g of granular ferrous sulphide was added and the bath was held for another 3-5 min. A metal sample was then taken by means of a fused silica tube and a rubber suction bulb. Immediately after the metal sample was taken, 30 g of a prefused and crushed slag were introduced. THIS article presets a view of a problem encountered in petroleum refining in the deterioration of equipment used in condensation of vapors and cooling of liquids. Discussion is limited to the problems of shell- and tube-type exchangers and condensers. In this service shell- and .tube-type equipment is gradually displacing other types and, for this reason, its economic importance ill oil-refining practice is also increasing. Considering oil - refinery practice during the last two decades one can readily see many important improvements in the apparatus used. Briefly, the present equipment is safer, more efficient, and Ignore economical. Improvement in apparatus used for the condensation of distillates has, in my opinion, been less than that in other essential distilling apparatus. So it is hoped that this discussion will stimulate research among the producers as well as among the consumers of this equipment with a view to ameliorating this condition.

THE following discussion was suggested by an experiment of Mr. Krom, the manufacturer of air-jigs, to illustrate the superiority of air over water as a medium of concentration. The paper is written in the interest of no system of concentration, but simply to test the experiment, and, perchance, to add something to the general fund of information on the subject. To speak of testing an experiment by a theoretical discussion, may seem a misuse of terms, but the theories concerning falling bodies and the resistance of fluids are pretty well crystallized into laws, which may properly be used to show where experiments which seem to refute them were improperly performed, and that instead of refitting they only corroborate. It is well known that a sphere of galena 1/8 inch in diameter, and a sphere of quartz 1/2 inch in diameter, are equal falling in water ; that is, these two spheres, being placed together in a column of water at rest or in motion, will practically remain together, falling or rising together, or remaining in suspension. AN extensive recent trip throughout the mining districts of the Southwest, Central West, an Northwest,' reveals a numbes of interesting conditions that have influenced operators, in both large and small mills, to modify their flow sheets insofar as they pertain to crushing and grinding. The changes made and planned for the future should be of interest. It is interesting to note when traveling through the country, how ideas change and practice is modified, and it is rather amusing to see how milling methods seem to run, more or less, in cycles. New ideas and developments are brought about which run through the industry and are taken up by many of the best and most well informed operators. Some of them will change, sooner or later, back to their old practice; for, like everything .else, what will work well in one place will not necessarily be suited to another. On the other hand, it is often difficult to establish. other practices known to be of value, owing to the natural resistance to make a change, but on the whole, the western mill men seem to be more alive to possible benefits of various modifications than any other engineers with whom I have come in contact in all parts of the world. Mill men in other parts of the world always keep in con- tact with what is being done in the western part of the United States, but it does not necessarily follow that those in the western part of the United States are always right. Some of these changes that have been made and afterward abandoned will be referred to later.

An insight into the mechanism of electrocrystallization of copper in simulated commercial acid electrolytes has been surmised from scanning electron microscope analysis of laboratory prepared specimens. The growth takes place in three overlapping stages. In he first, lasting approximately one hour at 200 amps/sq m, a propensity to epitaxial growth is observed. During the second stage a preferred orientation developed. The crystallography of the deposit showed a strong preferred orientation with the [111] direction normal to the surface. Triangular pyramids with (111) faces and (111) texture is a common result. In the third stage, occuring at longer deposition times, side growth, dendrite-like branching is common. The obsermtions have some elements in common with published results for highly purified electrolytes. Several significant differences were observed. The truncated pyramidal and block type growth discussed in he literature is suppressed under the conditions studied. The results are briefly discussed in terms of the screw dislocation, fault, and layer type growth mechanisms of crystal growth.

COAL mining technique progressed slowly until the advent of mechanized mining. The cutting machine was a forward step, but had only a limited effect upon improving the percentage of coal recovery. Previously, the physical fitness of the loaders and the total output of the miners fixed mine production. The miner was an independent contractor and supervision over his working place was superficial. Rising costs and the inroads of substitute fuels demanded increased output per man to lower the unit production cost. Therefore, the amount of coal loaded mechanically in underground bituminous mines has risen from 0.3 per-cent in 1923 to 7.4 in 1929, to 20.2 in 1937, and to 48.9 percent in 1943. When loading devices were introduced it became necessary to adapt them to existing systems of mining, or to alter the mining system to fit the machine. An increased amount of supervision was required as output depended upon proper operation of the machine rather than on the physical fitness of the individual.

Brief Economic History of Quicksilver in the United States Quicksilver ore was first discovered in the United States at what was later the New Almaden mine in California, in the year 1824. Production also began here, but not until 1850, when it was stimulated by the active demand caused by gold-mining operations. Prospecting for quicksilver was active, high-grade ores were found and ample production lowered the price from $100 per flask in 1850 to about half that figure for the greater part of the next 10 years. During the succeeding decade, many new quicksilver mines were found; production increased at a time when the local demand diminished, so that most of the product was exported. The third decade of quicksilver mining in the United States witnessed the development of the pan amalgamation process, particularly in Com-stock silver-mining operations. A suddenly increased demand sent prices soaring, the all-time peak of quicksilver production followed, and the highest price was soon replaced by the lowest one on record. Huge quantities of quicksilver were exported between 1870 and 1880 and exports continued in decreasing measure for three decades to 1910. In

FLUORSPAR, a little known non-metallic mineral, referred to technically as fluorite, chemically as calcium fluoride, is a compound of calcium and fluorine in the ratio of one molecule of calcium to two of fluorine. By weight it is composed of 51.3 per cent of calcium and 48.7 per cent of fluorine. Its specific gravity is 3.2. It is brittle, has a hardness of four and can be easily scratched with a knife. It weighs about 200 Ib. per cubic foot and has a melting point of 1650" F. The color of fluorspar ranges from pure white and opaque white, according to its purity, to various hues of yellow, green, pink, lavender, blue and brown, to bluish black. Although the lumps have color, when ground the fluorspar becomes pure white. The reason for this is because the mineral usually carries no fixed pigment, the color being produced by the re- fraction of light rays within the crystal structure and small quantities of organic matter which readily oxidizes. It crystallizes in the isometric system with perfect octahedral cleavages.

These furnaces are of the ordinary Siemens type, and present no special peculiarities of construction. The bed of each is 8 feet by 20 feet clear inside of the walls and ports. The producers are placed at a distance of about 200 feet from the furnaces, and the gas is collected in an iron tube and led across the yard overhead. It then drops underground into the gas flue, and is distributed to the furnaces. A considerable weight of floor-plates over the valve-pits is included in account 39, but none of the general stock of floor-plates for the mill were charged to the furnaces. In Table No. 1 is shown the money cost of the furnaces as distributed to the several accounts named. In Table 2 is shown the proportion of each account due to each of the several items or classes of expenditure named.. It is thus rendered possible, almost at a glance, to determine the money value in this particular case of each of the items named. The regular work of three of these furnaces in heating steel blooms for the months of January and February, 1877, was 77 rounds per week of 60 blooms each, or 4620 30-foot rails per week. Each furnace will heat 8 14-inch ingots, for three rails each, at one time.
