WITH the exception of the deposits of the Milburn Cement Co near Dunedin, Wilson's Portland Cement Co., on the Mahurangi River (a short distance north of Auckland), and those of the New Zealand Portland Cement Co., at Limestone Island, the cement. Tesources of New Zealand remain practically undeveloped. The Milburn Company utilizes a mixture of limestone and mud for the manufacture of cement, while Wilson's and the New Zealand Portland Cement companies both have the advantage of a natural cement stock which requires but small additions of highgrade limestone to give the mixture required. The plant and deposits of the New Zealand Portland Cement Co are located in Whangarei Harbour, some six miles from thetownship of Whangarei. The works and dwelling-houses are situated on Limestone Island, which, with an area of 92 acres, and rising to a height of 212 ft., supplies the bulk of the raw material required. In addition to the island, the company possesses a high-grade limestone area of, roughly, four acres, situated on the mainland, 11 miles to the south. Safety is paramount in the underground mining environment. The mining industry has for many years focused on injury prevention in the workplace through procedures and training. In the area of control of major accident events that could result in single or multiple fatalities, and serious injuries, the mining industry approach has concentrated mainly on past experiences and lessons learnt. However, in the last 20 years, other high hazard industries, such as the chemical process industry and oil and gas industry have developed the Safety Case approach, using systems safety techniques and risk assessment as a means of identification and control of major accident events. The Safety Case approach is now being introduced into Australian underground mining. This paper describes the Safety Case approach and how this can be adapted to underground mining. This is a holistic approach and assists in ranking significant risk contributors and prioritising risk management efforts. The discussion includes how the Safety Management System interfaces with the Formal Safety Assessment in effectively controlling the hazards. It provides examples from actual case studies conducted by KBR, and suggests ways forward for the industry.

A process control strategy has been developed for the lead circuit of the lead- zinc concentrator at The Zinc Corporation, Limited (ZC), Broken Hill, Australia. The general aims of the control system were to produce a final concentrate with a zinc content below a certain limit and, at the same time, obtain the highest lead recovery possible. As presently arranged the system involves control of the cleaner feed mass flaw by cleaner diverter tray manipulation and control of xanthate addition based on per cent lead in feed. Generally this approach works well but for abnormal conditions such as very high or law pH the system requires further improvement.

As remaining gold deposits tend to become more refractory, some form of oxidative pre-treatment involving hydro or pyrometallurgy is necessary to maintain high metal recoveries. These pre-treatments include pressure oxidation, bio-leaching or roasting. In the past, the primary criterion for selection of oxidative pre-treatment relied mainly on the extent of gold recovery and relative economics. In this study, a different approach has been adopted, ie the quantitative determination of environmental performance of the oxidative pre-treatment processes bio-leaching, roasting and pressure oxidation to assess which had the least impact on the environment. By establishing the environmental performance of processes, waste minimisation can be addressed early in process selection. Using mass balances, the environmental theme method was applied to determine the performance, on the basis of gold treated, of the oxidative pre-treatment processes of selected plants. No clear trend was observed in the overall impacts of each of seven plants, with all but one of the environmental evaluation indices being of the same order of magnitude; this was probably due to masking effects arising from the large variations in feed composition, tonnage, and gold levels. Within each type of pre-oxidation plant however, certain trends were detectable. For instance, irrespective of plant size, ore composition or mineralogy, for the bio-leaching and pressure oxidation units, the general order of environmental impact from greatest to least was sequentially toxicity, acidification potential, depletion of resources, solid waste generation and greenhouse enhancement. For the roasters the acidification potential was the most significant. Determination of the environmental performance of the oxidative pre-treatment of a hypothetical ore in a plant of fixed tonnage was undertaken to remove the possible masking effects of variables associated with feeds of different mineralogy, gold tenor and tonnage. The bio-leaching process gave a marginally better performance than pressure oxidation, the roasting process the worst, although there was not a great difference between them. The decreasing order of contribution to the environmental index was acidification potential, toxicity, resource depletion, solid waste generation and greenhouse enhancement for bio-leaching and pressure oxidation; whereas it was acidification potential, solid waste generation, toxicity, resource depletion and greenhouse enhancement for roasting. Since the major contributor to the environmental index was the acidification potential, the environmental performance of treatment processes for the acidic effluents was calculated. After neutralisation of the net acid resulting from bio-oxidation and pressure oxidation, and the application of various scrubbing and product formation processes for the sulphur dioxide from the roasting process, it was shown that pressure oxidation gave a marginally better performance than bio-leaching, ahead of roasting. This study demonstrated the potential for the development of a predictive tool which could be used in determining the environmental performance, and thus the selection, optimisation, and improvement of pre-oxidation processes for least impact on the environment. These would allow operation of these processes within defined environmental performance limits and decisions regarding the desirability of processing various parts of a heterogeneous orebody to be made on environmental grounds.

There is a link between the requirements of society and the determination of curricula in tertiary educational institutions. Mineral resources exploration provides a strong example of this link. The resources exploration business engages in scientific, engineering, commercial and management activities in an endeavour to discover economically extractable commodities. Most geoscience and geotechnical graduates are employed by the mineral industry for resource exploration and development. This industry comprises a wide range of employer groups which include the Bureau of Mineral Resources, CSIRO, energy authorities, State geological surveys, State water commissions and private companies. Such employers are variously charged with the task of understanding and utilising earth resources to the benefit of society. It follows therefore, that undergraduate education and post-graduate specialization should be directed towards meeting the needs of employer groups in the geoscientific and geotechnical fields. In the past the training of most Australian geologists has emphasised classical science. This type of training remains of primary importance in the early undergraduate years but there is a need for modern educators to recognise the increased desirability for the inclusion of geotechnical subjects in the curriculum. The producers of mineral sands on the East Coast of Australia might be regarded as having a simple task of selling Rutile and Zircon. Such is not the case. Differing quality and grain size requirements plus the dramatic increase in the percentage of mineral sold in a processed form have meant a large increase in the number of different end products handled. The resulting sales control problems are compounded by the need to be able to deliver against a large number of separate contracts which may relate to spot or long term sales in small quantities or in bulk shipments. Methods of helping management control this situation have been devised and incorporated into a suite of computer programs. Experience with the approach has been very satisfactory. The effect of changes to shipping schedules, commitment to new or changed orders, or proposed changes to production can be evaluated as and when necessary with little bother. Pasminco Century MineÆs slurry pipeline was commissioned in November 1999. It currently transports zinc and lead concentrate slurries in batch form to the Port facility, 304 km away in the Gulf of Carpentaria. The Pipeline and the Port have gone through several stages of continuous improvement to match the successful ramp-up of the concentrator. Improvements in the Pipeline and Port Operations have included: commissioning of the first slurry pipeline that delivers two products in the same pipeline in batch mode; management of batches throughout the pipeline and port system to minimise cross contamination of both concentrates; operation of the slurry pipeline to achieve high availability of the system; operation of the pump station interfaced with preventive maintenance to minimise unplanned shutdowns; continuous monitoring of pressures throughout the single-station, 304 km slurry pipeline; redesign of the Rotary screw feeder; redesign of the Dryer Control System; installation of a larger Induced Draft Fan; optimisation of the dryer internals to achieve a product of narrow size distribution and pellet integrity; redesign of the stockpile ventilation system; and the development of a surface sealant. This paper describes the early commissioning of both the Port and the Pipeline and the continuous learning and Quality Improvement Project initiated at the Port to focus on concentrate quality given the propensity of the fine concentrate to self-heat during storage.

It is argued that the capture of par- ticles by bubbles is primarily caused by hydrophobic ("structural") attraction forces. Neither dispersion forces nor double-layer forces can account for hydro- phobicity, though the latter are known to influence the kinetics of capture. The recent experiments of Israelachvili and Pashley (Nature, 300: 341-342, 1982) with hydrophobic mica plates provide the first measurements of the range and magni- tude of hydrophobic interaction forces.

The Company's main current activities are the exploration and evaluation of the Pajingo Gold Property situated some 50 kilometres south-east of Charters Towers and in the northern Drummond Basin.The discovery of the Pajingo gold mineralisation by the Company was the indirect result of a regional program established to evaluate Carboniferous age volcanic plugs in north Queensland for gold mineralisation.

Investment decisions in the Australian mining industry are often made without awareness of the impact of risk on project outcomes. A fundamental change in thinking is required to move away from the traditional attitude of æcushioning the blowÆ towards a measured approach to project risk. Such an approach involves quantifying and understanding project uncertainty so that investments may be shielded from downside risk while at the same time exposed to upside potential. Communication and collaboration between study teams and corporate financial managers must be improved before the industry can improve its project investment record. Monte-Carlo simulation provides a way to quantify and understand investment risk, but its accuracy depends on how well the variability of input parameters is estimated. Research in this area is currently centred on quantifying uncertainty in mineral resource estimation using new conditional simulation techniques, but a less-rigorous method can be applied in practice to begin the education process and develop the required awareness at board level.

The Greens are asking the question: what do our mining towns look like in 2050 and how can we be better prepared? The resources boom brought enormous profits to the main players and was partly responsible for insulating Australia through the worst of last year's global economic turmoil. However, with indicators of a resurgent mining boom, it is essential we learn from the recent past. The last boom saw housing stress at levels unseen in the big cities, health services strained to breaking point, and Aboriginal poverty side by side with some of the most lucrative industrial precincts in the country. Much of the wealth still flies right over the heads of regional communities as fly-in, fly-out operations proliferate.   Behind these local stresses, resources booms rely on the stripping of non-renewable resources which will eventually run out, and the unique environment of the north-west is taking a battering.    Communities of the north-west have a perilously narrow economic base which must be broadened if townships of the Pilbara and Goldfields are to avoid the fate of places such as Goldsworthy and Wittenoom. Unless this is informed by local communities, decisions will be made in capital cities thousands of kilometres away by people largely ignorant of the unique conditions prevailing in regional Western Australia.   Global climate change negotiations and oil depletion will heavily penalise emissions-intensive economies like Australia which fail to keep up as the world moves to a low-carbon environment. Just as Australia is part of the Pacific Rim, so the Pacific Rim should be viewed as part of the whole world. That applies in particular to that scarce commodity û money. There are five main factors of production in any mining development û mineralisation, materials, manpower, management and money. LetÆs focus on the upstream input û mineralisation, and the downstream input û money, especially in the area of communications. Unknown to many, the Competent Person reporting on Mineral Resources and Mineral Reserves has a direct and unavoidable impact on the companyÆs financial statements û the profit and loss account and balance sheet. With respect to reporting of the major asset of most mining companies û the resources/reserves û investors are getting a better deal now than at any time in memory as regards flow and adequacy of information. Australia has been a world leader in this regard. The outlook is for even more informative and useful reporting. The more rigorous reporting requirements for Exploration Results and Mineral Resources/Reserves, which have become a worldwide phenomenon over the last five years, will continue. This will be positive for the mining industry as a whole and for Australia in particular. However competition for the scarce investment dollar will also increase. Put simply, mining has many competitors, unconnected with mining, for the capture of the investment dollar. It behoves all participants to recognise that there are three investment factors which influence strongly the willingness of investors to put money into mining. These are Confidence, Credibility and Consistency. AustraliaÆs investment image stands high in these three respects, but the competition will continue to grow. AustraliaÆs lead must be maintained. However, some investment decisions should not necessarily be based on fundamental, quantifiable facors. Some of these are outlined.

The results presented here show quite definitely that in the system investigated the intensity of dispersion is enhanced by switching the flow entry from bottom to sides of the packed trough. Since there is no reason to suppose that this would not be true generally then it is not surprising that the blast furnace dispersion data of Standish and Polthier lie above the data for packed columns with bottom fluid entry. In fact, on the basis of the present results, blast furnace dispersion results can never equal standard packed column behaviour but must always be above these. The result that the intensity of dispersion in the trough model is higher closer to the side ports than away from them is at variance with that of Standish and Polthier blast furnace results. Aside from the obvious structural differences between these two systems, it is thought that the presence of raceways and the tortuous path of the gas flow in the furnace may provide an answer. Clearly this is an important difference in the behaviour of the two systems and further investigations designed to clarify the position would have significant practical value. This would also give an indication of how the furnace D/ud values may be decreased along the whole height - assuming of course that this result gives the best overall performance of the furnace. However, there is to date no knowledge whatsoever about this aspect of blast furnace Technology.

It is a well known fact that the best method of rock reinforcement is to avoid physical ground support. This goal can be achieved by means of: - Increasing the rock structural strength - Geological definition and forecasting. - Sequencing the excavation - Smooth blasting In many cases however, extra ground support is needed in order to maintain safe working conditions. In an open pit, the structural strength of rock cannot be increased by lowering the pit walls due to economical reasons. Economy demands steeper walls and less waste to be hauled to the dump. The geological conditions can also often be extremely poor and unpredictable. For excavation sequencing and smooth blasting there are good possi- bilities, such as cleaning of the pit walls after the main excavation, arul- ing of long small diameter straight inclined holes, use of smooth blasting techniques and lightened explosives.

An alternative development drilling strategy to the one currently in use at an open pit mine was investigated using geostatistics for a portion of the pit. The massive orebody, the 3-D nature of the problem, and the location of ultimate pit limit in the study area all created some unique problems in devising the development drilling strategy. Rather than using confidence interval of the global reserve estimate as the main criterion for development drilling, the confidence interval of short and medium range mine planning blocks was used as the objective. Based on somewhat arbitrarily selected level of confidence, the results from the study showed that a total of 50 diamond drillholes (DDHs) rather than the planned 62 DDHs is sufficient in the study area, if the selected confidence levels are acceptable to the management. The paper also emphasizes the importance of particular objectives being used in development drilling and how they influence the "optimal" placement of the development drillholes.

This paper focuses on the significant impact that geological information has in relation to the valuation, both equity market and accounting records, of mining companies. There are many different measures adopted by investors and analysts in valuing mining companies. In particular, focus is primarily on calculation of profit as it is the authors primary expertise. The importance of geological information to the calculation of profit (and to many other measures of a mining company performance) is not always understood by the geologist. The aim of this paper is to raise the awareness of geologists (particularly those who are competent persons under the JORC code) of the impact that reserve statements û and changes to û have on profits. This is the first time that this subject has been presented directly to geologists. Similar versions of this paper have been presented at other forums where other important users (directors, auditors, accountants, analysts, investors) or preparers of financial statements have been made aware of the importance of the geological information. In essence, all mining companies prepare annual financial statements, which are adopted by directors and audited. The major items that require judgement generally revolve around two areas û commodity price outlook and the accuracy of reserves and resources. Reserves and resources are important, and that there is undoubtedly a lack of understanding about the assumptions and accuracy of reserves and resources by accountants, directors and auditors, and a general lack of understanding by geologists as to how the information that they prepare is used. Across the globe the majority of mining companies are listed on stock exchanges (with the main exception being nationally controlled mining companies û eg Codelco). In a very simplistic manner, I have divided all mining companies into three types: exploration plays û these companies are still in the finding or proving modeÆ and typically the stock market and investors rely on geological information and remaining cash in determining their assessment of the company; single mine companies û the major items that investors and the stock market look for are reserves, inferred resources, commodity price outlook and discounted cashflow calculations; and multiple mine companies û the investment community and stock market are looking at reserves, inferred resources (generally to a lesser extent at this stage), commodity price outlook, discounted cashflow calculations and profit and loss accounts. Regardless of the type of company, the equity markets, including analysts, try to determine appropriate valuations for mining companies. In doing this the major two areas that require judgemental consideration are the commodity price outlook and the level of reserves and resources. Generally speaking, most mining companies have a strong understanding of their cost structures û in particular their cash costs as distinct from their accounting costs of production û and therefore this area generally gets less consideration than the other two matters mentioned above.

A cry that is often heard from front-line employees, particularly as a mine grows or circumstances change is "We used to be one big team but now they have set up teams for different functions - we don't know what's going on and we don't share resources any more. We used to just get in and do what had to be done, now we can't.". It usually occurs after management decides that, with the increasing mine complexity, functions and accountabilities of a manageable size need to be identified and defined for individuals and teams to facilitate optimum performance. However, as the statement indicates, these changes have often not delivered all the intended benefits. This paper will explore the reasons why the full benefits have not been realised and will identify actions which can be taken to improve the likelihood of optimal outcomes.

There have been many developments in recent years in pipeline transport to enable them to be more widely used in industry. Substantial tonnages of materials that are not affected by water, such as coal and other minerals, aggregates and wastes, can be moved over considerable distances in quite small diameter pipes. Where there are no existing road or rail facilities, long-distance pipelines are usually cheaper to install, and this advantage increases in difficult terrain. Pipeline operators all over the world assert that hydraulic lines pay for themselves in a relatively short time, in spite of the heavy capital outlay, and this is equally true for lines convey-ing slurries or pastes within a plant complex.'This paper reviews some of the more important investigations in the hydraulic transport field. Although reference to systems carrying a wide range of materials is made, the majority of recent published data centres on coal transport.The paper looks at the application to a wide range of particle sizes, the development of non-aqueous slurrying media and coal/water fuels. The review also looks at some of the equipment being proposed to provide more reliable operation and in particular the range of solids-handling pumps now available.-The paper goes on to identify areas where further research and development is required and some of the many organisations undertaking this work.

The Early Proterozoic metamorphic rocks of the Broken Hill (BH) Block have been recently subdivided into sixteen formations and four groups (Willis et al., 1983b, Stevens et al., 1983). This stratigraphic subdivision has relied upon recognition of distinctive mapped rock units and "associations" of mapped rock units, which characterize particular lithostratigraphic units. The rock units and rock unit associations define local ordered sequences which can be compared and correlated, thereby establishing the stratigraphic succession. In the Clevedale homestead, Thackaringa, BH City, Bores Mine-Freyers mine, Silver King mine, and Brewery Well areas, coherent stratigraphic successions have been interpreted. These areas illustrate the regional variability of the stratigraphic succession and facies changes within individual stratigraphic units. Stratigraphic type sections are located in the Thackaringa, Bores Mine-Freyers mine, Silver King mine, and Brewery Well areas. The principles of stratigraphic interpretation applied in the BH Block can be used in other areas of Willyama Supergroup outcrop such as the Euriowie, Olary and Mount Painter Blocks. The general technique may also have applicability to other highly deformed and metamorphosed terrains.

Ore Reserves are key mining company assets and their reliable estimation is crucial for both feasibility studies and the day to day operation of a mine. The reserve is based on the Mineral Resource after the application of certain technical and economic parameters. Engineering aspects of reserve estimation can be accurately determined to ¦10 per cent, however the majority of project risk will revolve around the resource. A final Ore Reserve generally contains a set of figures quoted without reference to its potential errors. Rarely are overall confidence limits quoted and, if they are, they often do not take into account many of the factors that cause uncertainty in the grade and tonnage estimates. There is thus an unquantifiable risk, which the operator should be aware of. This paper presents a review of the possible sources of error that might occur during the various phases of an exploration and estimation programme which are carried through into the Ore Reserve and hence mine design.
