A critical element of the Transbay Transit Center Program, the Caltrain Downtown Extension (DTX) will extend commuter rail service into downtown San Francisco and accommodate future statewide high-speed rail service. The DTX project includes 1.8 miles of underground construction, comprising significant sections of mined and cut-and-cover tunnel. At the request of stakeholders, an updated cost estimate was prepared early in the project?s preliminary engineering phase. Unsurprisingly, this yielded a cost substantially higher than the available budget. This paper provides a summary of the management processes and planning decisions taken to bring the project back to budget, resulting in a configuration which derives maximum value from available funding and retains maximum flexibility for future system expansion.

The two candidates in the upcoming presidential election in the United States each say that they have their own solution to the nation?s energy problems - solutions that will increase the amount of energy available, lessen the nation?s dependence on foreign sources and reduce the amount of pollution released to the atmosphere. Democratic nominee Sen. Barack Obama and Republican candidate Sen. John McCain both advocate research funding for coal-to-liquids and clean coal technologies. McCain also supports increased oil and gas drilling offshore. And Obama has even made some noises in that direction, although his plan leans heavily on the increased use of renewable energy sources. The energy debate is not new to this election. Congress and whichever party is in the White House has for years been trying to craft a comprehensive energy policy. One difference in this latest debate is that the increased use of nuclear energy has gained more attention. Current President George W. Bush has said he favors the increased use of nuclear power as part of the nation?s energy package. And McCain said he supports the building of more nuclear power plants. Obama has not said much about that. The American public is also showing signs of changing its stance on nuclear energy. To be sure, images of Three Mile Island and Chernobyl are still alive in some minds. However, the American public has said it wants cheaper energy and they want it produced more cleanly. With nuclear, the nation can have both. In the United States, nuclear accounts for slightly less than 20 percent of the electrical power used (see interview with Gary Steele of Energy Fuels on page 27). Globally, that figure is about 15 percent. And there are several nations that derive better than half of their power from nuclear sources. Add to that the world?s increasing need for more energy and the future of nuclear is bright.

The Florida Department of Transportation District 6 (FDOT D6) began a study in 1987 for a master plan to improve the traffic circulation and congestions between the Port of Miami (POM) and downtown Miami, FL. This study included a tunnel connection between two man-made islands, the Watson and the Dodge islands. Though a finding of no significant impact (FONSI) was completed in 1992, the project remained on hold for about 10 years. In 2002, Florida Turnpike took over this project, re-evaluated its benefits to the lo-cal communities, determined its feasibility (specifically the tunnel options) and established a probable cost. In 2005, the FDOT D6 regained its charge over the project and concluded that a bored tunnel under Biscayne Bay is feasible. Its primary components are: ? Widening of the MacArthur Causeway Bridge, to accommodate truck traffic to the Port of Miami. ? A tunnel connection between Watson Island and Dodge Island, where the POM is located. ? Connections to the POM roadway system, either for the traffic from the city of Miami or for the truck traffic from I-395 to the POM. The project will improve access to and from the POM and provide a dedicated roadway connector linking the POM with the MacArthur Causeway (State Route 41/1) and I-395, specifically for the trucks in and out of the POM without going through downtown Miami. As identified in the project information memorandum (PIM), its primary objectives are to: ? Improve access to the POM, helping to keep it competitive and ensuring its ability to handle projected growth in its cruise and cargo operations. [ ] ? Improve traffic safety in downtown Miami by removing POM traffic, trucks and buses from the congested downtown street network and, in doing so, facilitate ongoing and future development plans in and around downtown Miami.

Modern production equipment has been designed with greater productive capacity and higher reliability to meet the rigorous operating demands of the mining industry. These improvements have also made the equipment more complex and challenging to maintain. Whether these equipment enhancements contribute to more effective mining operations depends on the overall quality of maintenance. Maintenance is not a stand-alone activity. Although its quality depends primarily on maintenance, cooperation and support from other departments, coupled with the skillful guidance of mining managers, greatly influence maintenance success. Therefore, maintenance risk management must look beyond maintenance itself. Successful maintenance risk management begins with an assessment of the maintenance-related interactions of all mining departments within the mine’s stated operating strategy.

Fine-sized mineral wastes discarded by ore milling plants require stabilization to prevent air and water pollution. Methods devised for achieving this stabilization include physical, chemical vegetative, and combination procedures. Although vegetative reclamation is preferred to physical and chemical stabilization, it is difficult to achieve because the wastes are sterile, contain deleterious inorganic salts, and lack the essential nutrients and physical characteristics required for sustaining vegetative growth. Nevertheless, recent research has developed methods for producing vegetative growth on all but excessively acidic, basic, or saline tailings at costs ranging from $100 to $650 per acre. This report summarizes effective procedures developed for vegetating average tailings, the cost differential between the various methods, and suggests procedures that may be applicable for achieving stabilization of pyrite-containing wastes that may oxidize and become excessively acidic. The use of buried layers of sewage sludge to prevent this acidification is discussed.

Measurements of the quantity of entrained air within processes have challenged instrumentation developers for years. This is particularly true in the unique and demanding operating environment and applications seen in minerals processing. In minerals processing applications, entrained air plays a role in errors seen within nuclear density gauge measurements and in pumping efficiency. It is also the major component of flotation processes. The measurement of the quantity of entrained air, known as the gas void fraction, can now be performed from the outside of a process pipe through CiDRA?s patented passive sonar array-based technology. Within column cells, the need for a robust, no maintenance, accurate means of measuring the entrained air, known as gas holdup, has resulted in a submersible version of this technology. CiDRA?s meter technology calculates the gas void fraction by first measuring the speed at which naturally occurring sound in the process slurry propagates past an axial array of sensors. These sensors are incorporated in a band that is wrapped around the outside of the pipe, resulting in no process downtimes for installation and unprecedented reliability. A known relationship between this speed of sound and the entrained air captured in the form of bubbles within the slurry is then applied in CiDRA?s meter to calculate the gas void fraction. This paper will present the measurement technology, its operation, its calibration and its application in a variety of gas void fraction and gas holdup measurement situations such as pumping efficiencies, hydrocyclone operation, external sparging, and column cells.

Located on the Wabash River in the central portion of the state, the city of Lafayette, IN is relatively small compared to most cit-ies that incorporate tunnels into their combined sewer overflow (CSO) systems. The original CSO plan for the city was to replace two aging lift stations that were built in the 1950s. The original con-cept was to build a new sewer using conventional cut-and-cover construction to eliminate one of the lift stations ? the Parking Lot Lift Station ? and build a new regionalized one at the location of the Pearl River Lift Station. The initial sewer design was sized just to handle the flow that would eliminate the Parking Lot Lift Station. The planning for this project was being developed as part of the city?s CSO long-term control plan (LTCP) that focused on reducing the overflows from the city?s 14 overflow points. However, during the development of the CSO LTCP, a major industrial user indicated it would be increasing its flows to the system, which required additional conveyance capacity to meet the city?s CSO LTCP. After reviewing the design concepts with city representatives during the planning phase of the project, the mayor indicated that he wanted to minimize impacts to downtown businesses; therefore, trenchless alternatives were considered. The last piece of the puzzle that drove the project away from a small diameter pipeline was discovered during a flow monitoring program to collect flow data for the CSO LTCP project. This study revealed a major restriction in the 100-year-old Pearl River Trunk Sewer, located beneath four active railroad tracks. To eliminate this flow restriction, provide more overflow storage and reduce the impact to local businesses, a new 2.7- to 3.6-m- (9- to 12-ft-) diameter tunnel sewer became the most viable solution.

The amenability of carbonate separation from a sedimentary phosphate ore using a bioflotation process was studied. Two types of bacteria were chosen for this study. The experiments were performed using oleic acid as collector. The flotation experiments were carried out using statistical designs for optimizing the main operating parameters. A concentrate containing 0.78% MgO and 30.15% P2O5 with a recovery of 92.31% was obtained from a feed containing about 2.45% MgO and 27% P2O5. These specifications could not be obtained using conventional flotation experiments under similar conditions in the absence of bacteria. Measurements of zeta potential, adsorption of bacteria and collector, as well as froth power, were performed to explain the role of microorganisms in the surface modification of both dolomite and phosphate and in their interaction with the collector.

Introduction The porphyry copper deposit “Borska Reka” is the biggest undeveloped deposit in the Timok Magmatic Complex (TMC). Total reserve calculated manually is 611 Mt (cut-off grade 0.3% Cu) of 0.62% Cu, 0.21 g/t Au and 1.81 g/t Ag and 869 Mt of 0.58% Cu, 0.14 g/t Au and 1.11 g/t Ag using software. But since several deep drill holes are suspended in high grade (0.7% Cu) porphyry, total reserves could exceed 1Gt. The massive sulfide is also detected in the central (12 m at 4% Cu) and the bottom of porphyry style. Deposit was discovered during geologic exploration of deeper part of the Bor copper and gold deposit, i.e. area of high sulfidation with dominant massive sulfides. During exploitation of massive sulfide, constant explorations were carried out aimed at the expansion of reserve and discovery of new ore bodies. In that way, porphyry copper mineralization was discovered without knowing in the beginning that it was different mineralization type in regard to the ones that had been already identified and exploited. Vertical extension of porphyry is 0 m up to -1000 m sea level and not contoured along plunge. In the very beginning (1976), the exploration was focused on the shallow part of porphyry. That is because block caving method of massive underground mining was not developed at that time. Up to 1999, most of activity was related to underground exploration up to level -395 m. Geographic position The Bor deposit is located close to the industrial and University town Bor, which has over 50,000 inhabitants (census made in the year 2002). Apart from the Bor Mines, industrial complex of Mining & Smelting Basin Bor (RTB) comprises also a copper smelter (installed capacity up to 160,000 tons of blister copper) and tank house, copper wire factory, copper tube factory etc. Currently, RTB Bor is under privatization process that is going to be completed by the end of 2006. Up to date, over 20 companies have bought tender documentation.

Introduction Despite perennial economic turbulence, Argentina continues to push ahead with efforts to develop its fledgling hardrock mining industry. The country lacks the infrastructure and mining history of neighboring Chile, but contains vast areas of great resource potential. The eastern slope of the Andean Cordillera in west-northwest Argentina is a relatively little-explored region offering geology highly conducive to the occurrence of base and precious metals deposits. Past exploration has concentrated on locating and evaluating porphyry copper-molybdenum (Cu-Mo) type occurrences. Comparatively little attention has been given to precious metals potential. An interesting and important group of base and precious metals prospects in northwestern Argentina occurs within and adjacent to the Upper Miocene Farallon Negro volcanic complex in Catamarca province. The volcanic complex contains numerous base and precious metals vein occurrences, high gold porphyry copper prospects, and possible disseminated gold targets that have attracted relatively minor attention in the past. Various geologic aspects of the region have been reported by several workers (Llambias, 1970, 1972; Caelles et al, 1971; and Sillitoe, 1973). Regional geology The Farallon Negro volcanic complex is located within the Sierras Pampeanas morphostructural province about 200 km (125 miles) east of the main Andean Cordillera (Fig. 1). The Sierras Pampeanas is characterized by north-south-trending basin and range topography that developed during the Miocene and Pliocene. Uplifted blocks are composed mainly of lower Paleozoic metasediments and granitoid plutonic rocks unconformably overlain by Tertiary redbeds and minor carbonates. A consistent landward migration of volcanic and intrusive ac¬tivity occurred in this region of the Andes from the early Mesozoic through the mid-Tertiary. INTRODUCTION Traditionally, the purpose of mine ventilation has been defined as diluting, rendering harmless, and sweeping away hazardous gases which may accumulate in the mine workings. In addition, the ventilation sys- tem must keep the mine air as close as possible to the composition of the outside air in order to provide a healthy environment for mineworkers and to prolong the useful life of mine equipment. When plans are being developed for opening a new mine, sound engineering dictates that a calculated estimate be made of both the maximum air quantity requirement and the accept- able mine pressure (head) loss related to the under- ground layout and projections. For efficient mine ventilation, the two problem areas that demand constant attention are (1) the control of fugitive air (through short circuiting or leakage) and (2) the provision of ample airway capacity. Fugitive air is that quantity of air which enters the mine but short-circuits the mine ventilation system through improperly constructed stoppings, doors, overcasts, etc.; it represents an investment in power consumption (to move the air by the fan) while providing little, if any, return on the investment. Typically, efficient mines are those that can deliver 50% of the air handled by their fans to the working faces. Paying close attention to a new mine's ventilation system at the outset can provide numerous benefits during the later stages of mine development. It has often been noted that the main cause of trouble in many mine ventilation systems can be found within a radius of 2500 ft from the fan installation. Ample airway capacity is essential to maintain the mine's head loss within manageable limits. Similar to an industrial ventilation setting, the mine's headings are the ductwork for the handling of air. The difference between normal industrial ventilation and mine ventilation is apparent when more capacity is needed; a plant can install new or larger ductwork, but it is difficult for a mine to install new entries or enlarge existing entries. Air velocities are usually maintained under 800 fpm to limit the stirring up of dust in the intakes. With this in mind, it is usually simple to estimate the number of entries required in the ventilation system. The problem that often arises, though, is when the system's capacity is overestimated and the required head loss to achieve the desired quantity is excessive. Experience has shown that problems are often encountered when the mine's condition requires much more than three inches of water gage to ventilate the mine on a day-to-day basis. Thus, if proper attention is not paid to these parameters in the preplanning and initial development of a new mine, it may take an extremely high water gage to achieve the ultimate quantity. This chapter will not delve deeply into the theory of mine ventilation; many other books have been writ- ten on that subject. Instead, the following sections will point out the important considerations that should take place before the development of a mine ventilation system, as they relate to normal industry practice. FUNDAMENTALS OF AIRFLOW Volume Versus Water Gage The common method of measuring ventilation pressure is in terms of inches of water gage (wg); one inch of water corresponds to a pressure of 5.2 psf (pounds per square foot). Further, airflow follows a square-law relationship between volumes and pressures where, as shown in the previous section, a doubling of quantity requires a quadrupling of pressure. Table 1 shows how heads and quantities are related. Using Table 1, it is readily apparent that, for the same mining conditions, an increase in pressure from one inch wg to three inches wg results in only 34,640 cfm when the initial quantity is 20,000 cfm. Pressure Losses Pressure losses in mine ventilation systems are caused by friction between the heading walls and the air stream and by shock losses due to abrupt changes of the air stream caused by obstructions. The common pressure-loss formula for mine ventilation is: [ ] where H is the pressure loss in inches of water gage, K is the coefficient of friction, L is the length of the airway in feet, 0 is the airway perimeter in feet, V is the air velocity in feet per minute, and A is the cross-sectional area of the airway in square feet. Table 2 lists the US Bureau of Mines schedule of friction factors (K) for mine airways. Recent research indicates that the values of K are slightly less for coal mines than those presented in the USBM Schedule, and Table 3 should be consulted in this instance. It should be

For more than a decade the tunneling industry has explored the potential and benefits of macro synthetic fiber (MSF) reinforced concrete solutions for precast tunnel segments. Parallel to industry investigations, academic research is being undertaken to better understand this material when subjected to the typical loads expected during mechanized tunneling. This paper investigates the performance of MSF reinforced precast concrete tunnel segments by means of an experimental program comprising testing of full-scale tunnel segments. The presentation of the satisfactory results of the experimental testing regime will be complemented by a brief case history from a successfully executed project—an America’s First.

On August, 31, 2006, Tropical Storm Ernesto hit the City of Richmond, Virginia. The Battery Park area was hit particularly hard, as flooding forced an evacuation of the area. A large sinkhole collapsed a sewer line in the Battery Park area, blocking the pipe and causing more serious flooding. This case history describes the fast track design, bidding, and construction of an emergency tunnel to bypass the collapsed sewer. Innovative value engineering, tunneling and shaft sinking methods, and final lining design all contributed to the success of this project. The storm inundated Richmond, Virginia with up to twelve inches of rain in some areas causing widespread flooding and damage. One of the hardest hit areas of Richmond was Battery Park. A major trunk sewer in the Battery Park area collapsed causing local combined sewer and storm-water flooding. The collapsed sewer was an 8'-3" wide by 9'-6" high arch sewer that was constructed in the nineteen twenties and later filled over with municipal solid waste and a soil fill cap to current elevations. A sinkhole was created in the area of collapse approximately sixty feet deep and one hundred feet in diameter causing the existing arch sewer to become blocked. As a result of this blockage contaminated flood waters reached depths in low lying areas in excess of twenty five feet. [ ]

Rehabilitation challenges were met nearly two months ahead of contract schedule for the Design-Build, Fast Track Scituate Aqueduct & Tunnel project in Cranston, Rhode Island. The aqueduct and tunnel were built in the 1920s and consisted of three sections—a 2.3 m diameter reinforced concrete section that extends approximately305 m before it transitions to a horseshoe-shaped 2.3 m wide by 2.1 m high cast-in-place concrete tunnel that continues for approximately 5.3 km until it transitions back to a 2.3 m circular section that extends approximately 1.9 km to the end of this project. Major repairs were required to assure sustained operation of this water supply tunnel.

Newmont Gold's methods for deposit modeling vary, depending on geology, mining and processing methods, economic feasibility and availability of historical information. It is argued that successful modeling requires understanding these factors, knowing the strengths and weaknesses of the various modeling techniques and being flexible in selecting the appropriate methods. Newmont is one of the world's largest gold mining companies, with operations in the United States, Peru, Mexico, Indonesia and Uzbekistan. And it is active in exploration worldwide. At the end of 1996, Newmont declared a total reserve of 1.15 equity kt (37.1 million equity oz) of gold and 2.17 equity Mt (2.39 million st) of copper. The gold deposits managed by Newmont totaled 752 Mt (829 million st) of ore containing 1.28 kt (41.3 million oz) of gold averaging 1.71 g/t (0.05 oz/st). In addition, Newmont is developing a porphyry copper-gold deposit that totals 9.1 Gt (1 billion st) of ore containing 380 t (12.1 million oz) of gold and 4.82 Mt (5.32 million st) of copper. (In May 1997, Newmont Gold Co. merged with Santa Fe Pacific Gold Corp., thus increasing Newmont's reserves to 1.72 kt or 55.2 million oz of gold and 2.17 Mt or 2.39 million st of copper.)

INTRODUCTION It was not very many years ago that tunneling machine manufacturers spent considerable time trying to convince contractors and mine operators of the advantages of mechanical tunnel boring over conventional drill and blast methods. Today there are few doubters left. There is universal agreement that, not only are tunneling machines here to stay, but the ratio of bored rock tunnels to blasted rock tunnels is increasing at an accelerated pace, and within the next twenty years I predict almost all tunnels will be bored by machine. I believe we are today at a very important mile-post in the development of tunnel boring systems. Felix Gaye stated in his recent article (1) "It is important to disseminate between the efficiency of cutting tools and the overall efficiency of the boring operation". Mechanized tunnel boring in the past placed almost total emphasis on the rock cutting and boring ability of the tunneling machine. With advancements in technology and better solutions to the problems of rock fracture, steering control, and structural design, the emphasis today can be placed on the total-system concept. Tunneling machine design, as one of the key elements in the overall system, presents many problems that are not totally solved today. These design problems are, in the most part, not related with rock fracture, but rather with criteria associated with the over-all operation.

Tunnel Boring Machines (TBM) have gained worldwide acceptance in the construction field and are being employed in ever increasing numbers to drive underground transit lines, drainage systems, etc. However, TBM utilization in the mining industry, and more specifically coal mining, has been very limited. This paper reviews past and present applications of TBMs to coal mining and examines the needs of the industry in an attempt to offer some insight as to what a TBM system must provide if the excavation potential demonstrated in civil works projects is to be realized in coal operations. EUROPEAN EXPERIENCE Germany The Germans recognized long ago the potential of mechanized drivage for coal mine entry development. Early in the 1960's experimental runs were made with a full-face Wohlmyer roadheader at the Westerholt Mine and trials were conducted on a roller bit armed full-face Bade roadheader. But because of problems with penetrating the various carboniferous strata occurring in changing sequence and hardness, these first attempts were soon terminated. After viewing later successes in the construction industry with improved TBMs, new attempts were initiated by the German mining industry in 1971 to mechanize drivage of their development entries. Four TBMs of two different types were placed in operation.

The Earth Pressure Balanced (EPB) shields designed by Mitsubishi Heavy Industries, Ltd., are recently more enthusiastically accepted by tunnel boring specialists. This company having built 1,000 tunnel shields utilizes its vast experience to resolve the problem to excavate through big boulders scattered in rather soft alluvial soil. Several types of EPB shields which can cope with large size boulders are described. Such shields are equipped with both drag bits and rolling disc cutters on the cutterheads. Previously removal of boulders has presented safety problems for workers while in the muck chamber, or venturing in front of the shield. This report describes the problem and how the equipment was modified to deal with the problem.

Part I in this series of papers considered the chemistry of medium-temperature pressure leaching of copper sulfide concentrates and reviewed the metallurgical testing and initial process development for this technology. This initial work resulted in the development of a process flowsheet utilizing superfine grinding (to a P98 of 12 to 15 µm and P80 of 6 to 7 µm), pressure leaching at 160° to 170ºC, followed by conventional solution extraction (SX) and electrowinning (EW) for the recovery of copper. However, this process required a significant amount of concentrated acid to be fed to the pressure leach vessel to meet the reaction requirements, representing a cost of between $0.03 and 0.05/lb copper (2006 basis) produced by the process. It was immediately recognized that the development of a process that did not require such a large acid addition would be advantageous. This paper, which is Part II in the series, describes the development of a process that incorporates medium-temperature pressure leaching and direct electrowinning (DEW) in a novel and innovative process flowsheet. Phelps Dodge (a subsidiary of Freeport-McMoRan Copper & Gold Inc.) refers to this as the ?MT-DEW-SX? process. Part III in this series covers the large-scale demonstration of the MT-DEW-SX process at Bagdad, Arizona; and Part IV addresses the development and design of a full-scale commercial application at Morenci, Arizona.

Barrier pillars in underground coal mines could eventually be subjected to a hydraulic pressure head due to the build-up of mine water in the old workings. The pressure head could not only act as a force to destabilize the pillar but also cause seepage flow through the pillar and its surrounding strata. Excessive seepage flow could induce piping failure that in turn could accelerate the mechanical failure process of the barrier pillars. In this paper, finite element simulation approach has been employed in the evaluation of the barrier pillars. Both the stress distribution and the seepage flow pattern in and around a barrier pillar have been simulated numerically. The effects of ground stress on rock permeability to water seepage has been taken into consideration in these simulations.
