The flotation behavior of a -28 mesh Pittsburgh No. 8 coal sample is investigated through the use of Scanning Electron Microscopy in conjunction with Image Analysis. Release analysis is used to generate the flotation products, which are then characterized to provide the particulate composition in terms of pyrite, mineral matter and carbonaceous material. The results of this investigation indicate that the material recovered in the first stage of release analysis tends to be well-liberated carbonaceous material. This is followed by an increase in the recovery of middlings and fines in the later stages of the process. Any free carbonaceous material remaining in the tailings from the release analysis test tends to be associated with the very fine sizes (-400 mesh). Pyrite recovery is attributed to the hydrophobicity provided by small inclusions of carbonaceous material, since the amount of truly liberated pyrite particles (i.e., 100% pyrite) present in the sample is found to be negligible.

The U.S. Bureau of Mines is researching the application of solvent extraction technology to highly acidic (pH < 1) copper leach liquors. As increasingly complex copper ores are mined for leaching, use of highly acidic leach solutions maybe necessary to effectively recover the contained metal values. A mixture of two commercially available extractants, based on aldoximes and substituted 8-hydroxyquinoline, which has a high transfer efficiency has been identified. A synthetic leach liquor, containing 5 g/L Cu at pH 0.9 was processed utilizing the mixed extractant and a laboratory SX circuit. The loaded organic was stripped with a synthetic barren electrolyte compatible with electrowinning technology.

The Y2K or "Millenium" bug is a tiny critter, comprising no more than two digits in a date field. This bug, like its' more lethal cousins of biological and computer virus fame, has the potential to derail the economy of the U.S. and the rest of world. Whatever the reader's perception, rest assured that you will be affected by Y2K along with every person in the civilized world. How did we get to this position? It is really quite simple. The Y2K problem is a creation of computer programmers who, in an effort to conserve valuable memory in the early days of computer development, used two digits as shorthand- to define the year in date sensitive applications. Instead of typing in "1982," our experts employed "82." They believed-correctly­that the problem of limited memory would be solved by technology and assumed (nasty word) that software would be modified to take care of any problems associated with a date rollover in the year 2000. Their assumption resulted in the problem facing us today.

For the year 1985, the U.S. coal industry produced 881 million tons of bituminous coal and lignite. Domestic consumption amounted to 814 million tons. The electric utilities consumed 689 million tons, almost 85 percent of total consumption, over 78 percent of production. In May, 1986, the NCA forecast that with moderate growth rate averaging 1.9% per year from 1985 through the year 2000, production could reach 1,176 billion tons and domestic consumption 1079 billion. The estimate for electric utilities indicate 924 million tons for the year of 2000, about the same percentage of production and consumption as now experienced. Before we consider the main topic of this paper, the cost of using high sulfur coal, let us examine the coal use patterns of the last 25 years, the changes in those patterns and consider the reasons for those changes. Table I shows those changes.

With new lightweight designs, spirals have become standard equipment in coal preparation plants worldwide. To their credit, spirals typically show very low coal losses to the refuse stream under most operating conditions. However, spirals do tend to separate at cut points in excess of 1.80 S.G. Attempts to obtain lower cut points have typically resulted in coal losses to middlings. Middlings retreatment with secondary spirals is therefore becoming common place. Other forms of retreatment with water-only cyclones, hydrosizers and recirculation have been attempted with some success. This paper reports on a novel (patent applied for) approach to retreating spiral middlings in a heavymedia cyclone circuit.

INTRODUCTION Passive dust control systems are quickly gaining acceptance in the bulk solids handling industries. The number of applications is increasing due to proven performance, especially in US power plants burning Powder River Basin coal. Air Control Sciences ®, Inc., of Boulder, Colorado, has over forty (40) patented Dustless Transfer ® systems in operation. All of the installations control workspace dust levels to less than 2.0 mg/m3, and in some applications reduced conveyor dusting by over ninety-eight percent (98%). Passive systems control fugitive dust emissions by minimizing the induced airflow in bulk material transfer and slowing its velocity. Traditionally, fugitive dust control in the mining industry was accomplished using either dust collection systems or dust suppression systems. The term passive dust control, indicates these methods don&apos;t use any active dust collection or suppression. Passive dust control systems are best suited to transfer from one conveyor to another. They can also be applied to transfers from feeder to conveyors.

An instrumentation program was developed based on the results of an analytical study of the geomechanical effects of longer longwall face lengths. Boundary element simulations showed that longer face lengths can cause in- creased face convergence and an increase in the shear stresses in the immediate roof. Empirical design methods predict that longer faces will cause little effect on abutment stresses as long as the roof caving is well behaved. On this basis, a longwall face instrumentation program was designed with emphasis on the interaction between face support and ground response for optimizing face conditions. At a 600-foot (183 m) face, five midface shields and two headgate shields were monitored with vary- ing hydraulic pump pressure. The instrumentation included six convergence rods with linear potentiometers to measure canopy-to-toe convergence; fourteen pressure transducers to monitor leg pressures; and two portable data loggers. Similar instrumentation will be in- stalled on a 750-foot (229 m) face for comparison. The results from the 600-foot (183 m) face indicate that a ground reaction curve, as determined from the relationship between the sup- port set pressure and the roof convergence, can be used to optimize the support pressure to control convergence, the key element to ground stability in the face area.

GeoBiotics, LLC and Kumba Resources (Pty) Ltd are jointly developing the GEOCOAT® heap bioleaching technology and downstream processing technology for recovery of zinc from tailings at the Rosh Pinah Mine in Namibia. This paper outlines the development of a computer simulation for the bioleaching of sphalerite and the downstream processing. Computer modeling has shortened the product development cycle by allowing many flowsheet scenarios to be analyzed negating much of the expensive and time consuming laboratory testing. A model was developed using the Limn® system which is an Excel® Add-In flowsheet drawing and solution engine. Given that most engineers are familiar with Excel® this software is extremely easy to use and has less hidden calculations making model verification much easier.

Utah statute defines sovereign lands as "those lands lying below the ordinary high water mark of navigable bodies of water at the date of statehood, and owned by the state by virtue of its sovereignty." The lands within the bed of Great Salt Lake (GSL) are, by this definition, sovereign lands, acquired at statehood in 1896 in accordance with the "equal footing" doctrine, granting each state control and ownership of navigable waters and the lands underneath those waters within its borders. Under public trust doctrine, the state, as trustee for the people, bears responsibility for preserving and protecting the right of the public to use of the waters for navigation, commerce, fishing, recreation, and wildlife habitat. Also by statute, sovereign lands are defined as "state lands," to be managed by "multiple use sustained-yield principles." The Division of Forestry, Fire and State Lands is given management authority for sovereign lands and, as manager, has responsibility to prepare comprehensive plans, initiate studies of the lake and its resources, implement comprehensive plans through state and local entities, and coordinate the activities of various divisions within the Department of Natural Resources (DNR). The Division of Forestry, Fire and State Lands also has responsibility for management of mineral leasing on sovereign lands. The many resources on the lake--water, minerals, wildlife, recreation, archeological and historical values--are managed by as many state agencies which occasionally creates conflicts. The brines of GSL contain several ions that crystalize into valuable minerals during evaporation. The major ions in the lake are, in order of relative abundance, chloride, sodium, sulfate, magnesium, and potassium. Mineral products which are currently extracted from lake brines are sodium chloride, magnesium chloride brine which can be sold as flake magnesium chloride or further processed into magnesium and chlorine gas, and potassium sulfate. Mineral products which have potential for extraction include gypsum, sodium sulfate, and trace amounts of lithium, boron, and bromine. The GSL contained an estimated 4.3 billion short tons (st) (3.9 billion metric tons [mt]) of dissolved salts in 1998. Utah Geological Survey (UGS) estimates of the dissolved salt content in GSL have fluctuated from 4.0 to 5.5 billion st (3.6 to 5.0 billion mt) due to the dynamic conditions in the lake as salts are precipitated and redissolved, and due to the diversion of brines from GSL, such as the West Desert Pumping Project. The lake has four areas of varying salinity, separated by dikes or other man-made structures: north arm and Stansbury Bay brines at near saturation (25 to 27 percent total dissolved solids [TDS]); the main body of the south arm with concentrations ranging from 7 to 15 percent TDS as lake elevations fluctuate; the waters in Farmington Bay at approximately 3 to 5 percent TDS; and Bear River Bay at <1 to 7 percent TDS. The percent TDS in Bear River Bay fluctuates with lake level, and changes in Bear River inflow. The transfer of salts from the south arm to the north arm has raised questions about the viability of the mineral and brine shrimp industries. The UGS and the U.S. Geological Survey (USGS) continue to monitor salinities at designated sites on the lake to document changing lake salinity. A recurrent theme is that placement of dikes and diversions can have significant and rapid impacts on various conditions in the lake. Hydrocarbon resources on the lake are significant, but presently undeveloped. The hydrocarbons are low gravity (4 to 9 degree API) and tar-like, contain high nitrogen concentrations, and up to 12 percent sulfur. The unusual characteristics of the oil have been the subject of studies by chemists at Weber State University and University Louis Pasteur de Strasbourg. However, these resources are difficult, and at present, uneconomic to extract using current technology because of the nature of the hydrocarbons, and production in "an offshore, highly saline environment." Oolitic sand deposits make up many of the beaches and shorelines around the lake. Because of their high calcium carbonate content, oolites have been used by Magnesium Corporation of America (MagCorp) and its predecessors for acid neutralization and dike construction. Oolites are also used in very minor amounts in flower drying. The Utah Division of Oil, Gas and Mining reports up to 130,000 st (118,000 mt) mined annually by MagCorp from U.S. Bureau of Land Management (BLM) lands adjacent to GSL. Currently, there are twelve producing mineral leases which generated slightly more than $1,000,000 in royalties during calendar year 1998. IMC Kalium Ogden Corp. (IMC Kalium) produces potassium sulfate and magnesium chloride from brines concentrated through solar evaporation in Bear River Bay and Clyman Bay. By-product sodium chloride is transferred to IMC Salt, which packages and sells the salt. MagCorp produces magnesium metal from brines concentrated in Stansbury Bay. Cargill Salt produces sodium chloride from brines provided by MagCorp under a lease agreement. Morton Salt produces salt at the southeast end of Stansbury Island. Lastly, North Shore Limited produces cocentrated brines for use in dietary and mineral/vitamin supplements near Spring Bay in the north arm of the lake. Producers of magnesium, potash, and salt from GSL contribute significantly to the value of metals and industrial minerals in Utah. Together these companies contribute approximately $240 million in gross value, or 18 percent of the value of the state&apos;s nonfuel mineral production. Most of this production is exported.

This paper addresses the valuation and development timing of an undeveloped mineral project. Traditional analysis has us developing the project immediately if its net present value (NPV) is positive. Option pricing theory finds that it is better to wait until the NPV of the property is significantly greater than zero before developing. Alternatively, when evaluating the development timing decision, we must calculate NPV using a higher "timing-adjusted" discount rate, and develop the property only if its NPV using this timing-adjusted discount rate is greater than zero. This paper uses option pricing ideas to convert this development timing advice into a more concrete and user-friendly decision rule: develop the project when its "development-timing NPV" is positive, this development-timing NPV being calculated using the normal discount rate.

In Europe and Canada mine roadways are driven mainly by roadheaders. The application of tunnel boring machines to coal mining is somewhat recent. Such machines are however being used on major projects driving main mine entries.

This paper discusses general principles of underground opening design based on the concept that with the necessary input data regarding the geology of a site, the physical properties of the rocks, the in situ stress field in the rock and the general geometry of the underground openings, the rock formation can be classified into six major categories which are useful for design purposes. Using simple theories for the criteria of failure for rock In compression and tension, general elastic theory for stress concentration around openings and In structures, beam theory for stability of roof rock, and elementary inelastic theory for creep phenomena, basic design techniques are outlined for the various rock classifications. The need for field evaluation of the theoretical design is stressed and some general techniques that should be used in these field evaluations are discussed. Where appropriate, the need for additional studies and research is noted.

We define a specialized mineral market as follows: Specialized markets occur where a low volume of a given mineral is used to convey a large benefit to a specific product. Sales of these value added minerals to small markets generally require a different marketing approach than bulk or commodity markets for traditional minerals. Specialized markets are differentiated by several characteristics as listed in Table 1. [Table 1-Characteristics of Specialized Markets 1. Long-term sample evaluation 2. Small volume markets 3. Highly controlled properties 4. Customized specifications 5. Technical selling effort] Many of the specialized markets require long term evaluations before sales can be made. This can vary greatly depending on the type of industry and ultimate end-use of the final product. In some cases, complete evaluations may take from several weeks to years. Length of sample evaluation has no relationship to size of market. That is, the total market may be quite small or fairly large (e.g. from a few hundred pounds to a few million pounds). Uniformity of value added minerals from lot to lot is an extremely important characteristic for these markets. Variations that are of no consequence to one industry (or application) cannot be tolerated in another. This has led to customized specifications and test procedures for specific markets and applications. Because of the greater uniformity and customized specifications, the need for greater technical selling effort is required. This is particularly true in the initial developmental phases and contacts as well as in maintaining the account after the initial order. A small entrepreneurial organization can be used to advantage to achieve goals of sales and profit to these types of markets. The large commodity or bulk producer&apos;s sales and marketing organizations are not ordinarily equipped to give the necessary service or technical assistance to the specialized markets. The organization usually required for this type of marketing is given in Table 2. [Table 2- Specialized Marketing Organization Requirements 1. Flexible approach to technical and marketing problems 2. Versatile background in a broad range of industries 3. Laboratory backup when necessary 4. Marketing expertise 5. Technically competent management] In developing specialized markets, a flexible approach to both technical and marketing problems is necessary in understanding the needs and requirements of the industry and the applications involved. This flexibility is also helpful in adapting existing products to new market areas. Having knowledge of a range of industries as broad as possible can be very helpful. It often happens that a product developed in one area or industry can lead to its application in a different area with excellent results. Laboratory assistance for a wide range of tests and test procedures is an important asset in any development program for specialized markets. Laboratories can also assist in competitive evaluations. Marketing expertise and a management with some degree of technical understanding are necessary in to assign proper cost/ benefit ratios to a proposed new product or application of existing products. This is important since the total market volume can be small and the time required for initial contact to first sale can often be lengthy. Also, management&apos;s technical and marketing expertise is required in evaluating all possible options that can be considered viable when an application is presented. Once an organization of this type is in place, it is then possible to determine the needs of the marketplace, including when various minerals might have to be customized to fill those needs. There are generally two methods of marketing, as noted in Table 3. [Table 3- Method of Marketing 1. Product Driven -Develop a product with certain desirable properties and try to find a market to utilize those properties. 2. Market Driven -Know market well enough that when a need arises, it is possible to identify a product that will satisfy the need.] These approaches are not mutually exclusive and can be used at the same time. Marketing a value added mineral generally requires the "market driven" approach. Hence, the importance of a knowledgeable management as outlined above. To determine where needs and opportunities exist, several approaches can be used. Table4 lists some of the methods employed.

Research and experience have demonstrated that the operating conditions of the flotation process are reflected in the froth?s appearance. Despite recent advances in image analysis and several algorithms developed for froth flotation, there still is not a comprehensive algorithm to accurately determine bubble features from actual froth images. Being able to accurately and automatically measure bubble size distribution is an important requirement for optimization and control of the flotation process. Segmentation is one of the most effective approaches for accurately determining the bubble size distribution. In the present study, a new bubble segmentation algorithm, which utilizes an adaptive marker-based watershed transform, is proposed to measure the bubble size distribution from froth images. The developed algorithm is validated using some industrial scale froth images from flotation cells at different duties.

In 1994 Western Mine Engineering, Inc., (WME), which is now InfoMine USA, Inc., set out to build a suite of stand-alone software programs that would provide their clients the means to estimate the costs of developing and operating mineral exploitation projects. After the first program (Sherpa for Surface Mines) was completed and launched, the developer (me) left WME to form Aventurine Engineering, Inc., in order to complete the series of applications. In the years since, four programs have either been developed or upgraded and enhanced. Applications were produced that estimate the costs of underground mining, placer mining, and project site reclamation. In addition, an application specifically designed to evaluate the economics of these projects, which was based upon a program previously developed for WME by Bill Willoughby of Willoughby & Associates, was redesigned and the code updated to a MicroSoft compatible platform. All these programs follow an engineering-based approach to cost estimating. Instead of relying on rules-of-thumb and statistical averages, they calculate all of the engineering and operational parameters needed to estimate costs. The premise is that the uncertainty associated with cost estimates should lie with the data available for the resource, not the approaches used to design and estimate the associated design parameters. In other words, it is acceptable that items such as the resource grades, deposit dimensions, ore and wall rock characteristics, and mill recovery rates carry with them some uncertainty, but parameters such as loader bucket capacities, truck speeds, pump horsepowers, hoist velocities, and grinding mill diameters can be calculated (although uncertain data might be used in those calculations). No additional uncertainties should be introduced because the cost-estimating procedure relied upon statistical manipulation or anecdotal inaccuracies. To that end, the programs rely upon calculation-based approaches to selecting and sizing machinery, assigning the required workforce, and determining the extent of the consumables needed to recover mineralized material at a rate defined by the client. And while calculation-based software is not unusual, more modern approaches work toward the development, accumulation, and manipulation of data. INITIAL CONDITIONS AND PROJECT GOALS In 2016 we had five separate programs completely disconnected from one another. Each was written in VisualBasic, a language that was falling from favor. In essence, the status in 2016 was a series of stand-alone programs (Figure 1) in which results from one needed to be manually entered as input into another.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation&apos;s uranium. I&apos;ve been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I&apos;ll discuss some of each type. I&apos;ll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won&apos;t take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson&apos;s Laws, Murphy&apos;s Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner&apos;s offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I&apos;ll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn&apos;t being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950&apos;s they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors&apos; conference in December 1960, state mine inspection agencies, in the early 1960&apos;s, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. Today&apos;s increasing needs for rapid excavation have stimulated efforts to break rocks without explosives. The application of electric energy for this purpose has been studied by a number of investigators. Following principles have been used in electrical rock breaking: 1. induction heating5 2. high frequency heating4, 14 3. microwave heating6 4. contact resistance heating9,12 5. resistance heating11,13 6. electron beam heating1, 3 7. plasma jet heating2, 8 8. arc heating7 9. condensor discharge energy14 In this paper the presentation of the principles of electrical fragmentation is limited to a process called "electrofracing". This technique uses electrical heating of rock by electrode contact resistance9 and resistance heating" phenomena. The electrically induced stresses inside of rock generate forces which break up the material. The fracturing of ore takes place by tensile stresses instead of compressive forces. The electric energy merely creates fractures in the rock and the separation of fractured material takes place by subsequent mechanical handling. Energy requirements in secondary breaking of iron ores have been about one to two kilowatt-hours per ton of ore. Power requirement is a function of the degree of fragmentation.

Mechanization and automation of logistic equipment has become one of the main key factors in raising productivity and competitiveness especially for complex and larger mining or tunneling projects. The Lake Mead Intake Tunnel #3 shaft mucking installation is a good example to demonstrate the potential that is found in an overall optimized logistic. It starts with the planning and results in using customized installations which fulfill the specifically defined requirements for the project. Rowa developed a solution and supplied a shaft mucking system using a discontinuous double drum hoisting concept with shaft buckets, loading, and unloading devices. With this fully automated system a continuous muck flow of 437t/h can be achieved.

AMAX&apos;s Sleeper Mine uses conventional cyanidation milling and heap leaching techniques to produce gold. Since milling operations commenced in March 1986, average ore processing rates have improved from the design rate of 455 tonnes per day to more than 720 tonnes per day. Heap leaching was added to the process facilities in September 1986 at a design rate of 1,500 tonnes per day, and current heap leaching rates exceed 2,680 tonnes per day. Presented are descriptions of the Sleeper processing facilities with emphasis on the crushing and grinding circuits, a review of the selection of crushing and grinding equipment, and a summary of operating performance during the first 16 months of operations.
