Introduction Historically, the presence of methane has been a problem, mainly in and around the working areas of active coal mines, and only in these areas has drainage been considered. Drainage, where practical, has been achieved through the drilling of holes forward into the coal and the surrounding strata from the working area. These holes generaly have been short in length, although where methane drainage operations around a longwall face have been undertaken, the holes have had to be longer in order to adequately drain from the center of the face into the access gate roads. In recent years, attempts have been made to degasify the coal seams in advance of mining, without disruption of the mining cycle. This is done by drilling much longer horizontal holes through the coal in advance of the working area. Under the aegis of the federal government, methods have also been developed for draining coal seams of their methane content in advance of mining, but from shafts sunk from the surface, without using the active area of the mine as the location for the drill holes. Development of methane drainage has recently been encouraged by the potential use of the drained methane as a commercial energy source, with a need, therefore, to adequately organize a collection system, separate from mining the seam for coal. This has already been successfully accomplished, for example, in the Federal No. 2 mine of Eastern Associated Coal Corp. starting in 1975 (Johns). However, whether the system gains access to the coal through horizontal drilling from a pre- existing mine or via access through a separate shaft from the surface, long horizontal holes are required to adequately tap the methane reserve. It is to this regard-the actual drilling of the horizontal holes-that this paper is directed. It will examine potential benefits that may accrue, both in conventional horizontal hole drilling from a mine site underground, and also in drilling from the surface if a high pressure water jet drill is used to drill the degasification holes. Long Hole Drilling from an Underground Site Personnel from the Bureau of Mines have recently examined methods for conventional drilling of long horizontal holes to gain access for methane drainage. They have shown that it is possible (Cervik, Fields, and Aul) to drill out some 610 m using a conventional drilling system. Three types of bit were used in the program and by alternating between a drag bit, tricone bit, and plug bit, advance rates of between 0.6-3.6 m/min were achieved. Hole diameters varied from 7.6-9.2 cm in surface tests at bit thrusts of 1360 kg. A hole was then drilled and maintained in relative alignment within the coal seam for a distance of 640 m. Thrust levels had to be lowered to between 363-680 kg across the bit. Because the loads were smaller than those used in the surface trial, advance rates in the hole were of the order of 10-38 cm/min. The thrust level was lowered since it was found that the level of the thrust controlled the inclination of the drill so that, for example, a thrust of 363 kg caused the hole to incline downward, while at greater than 544 kg the hole inclined upward with the 9-cm-diam bit. Thrust levels increased 227 kg when the hole diameter was raised to 9.2 cm, although in such a case penetration rates in excess of 56 cm/min could be achieved. Horizontal Water Jet Drilling of Coal The University of Missouri-Rolla has recently undertaken research for Sandia Laboratories on the use of high pressure water jets as a means of drilling through coal. The initial experiment in this program called for drilling a hole horizontally into a coal seam from the side of a strip pit using water jets as the cutting mechanism. A very simple setup [(Fig. 1)] was used in this program and a 15-m hole was drilled at an approximate drilling speed of 1.2 m/min. The nozzle was designed so that the hole dimension was approximately 15 cm across [(Fig 2)] and the thrust was maintained at levels below 91 kg in moving the drill into the coal face. The system used was very crude and comprised a high pressure water jet drill enclosed within a 5.7-cm outer diameter galvanized water pipe to provide rigidity to the drilling system. This pipe sufficed to maintain hole alignment over the 15-m increment. While it is premature to make long-term predictions on ultimate applicability of this sytem to long hole drilling, certain inherent advantages of water jets can be delineated from research results and suggest considerable advantage to further research in development of this application. High pressure water was supplied at approximately 62 046 kPa from a 112-kW high pressure pump, with a 83 L/m flow through the supply line to the nozzle. The drilling system consisted of a nozzle rigidly attached to the front end of the galvanized piping. THAT veterans are crowding the colleges is no longer news; 78 per cent of the 1916-47 enrollment in mineral industries curricula in the United States were veterans, but the rapid comeback from an estimated 1262 total mineral industries students in 1944-45 to 11,422 in 1946-47 is almost astonishing. The figure, which includes 1008 graduate students, is a substantial increase over the previous top record of 9619 in 1938-39. A small part of the increase is caused by the larger number of women entering the field, of whom there were c 9 in 1916-47. Petroleum leads the curricula with 34.5 % of the enrollment, metallurgy is second with 28%, and mining is third with 18%. Table 1. shows all curricula offered and those accredited by ECPD. Using the Mississippi River as a dividing line, 31 colleges in the East and 27 in the West offer curricula in the mineral industries.

TOWARD the close of 1925, a British geologist, T. Landell Mills, brought to the notice of .A. Chester Beatty and selection Trust Ltd. certain mineral areas in southern Yugoslavia. Mills' data, which included rough maps and preliminary reports by' a Yugoslav engineer, Jules Draskocy, appeared interesting to Reatty, and early in 1926, I, with three British assistants, proceeded to Serbiaand commenced the investigation of several groups of ancient mine workings. They were found to be extensive and the geological conditions-schists, limestones, and andesitic intrusive-favorable for mineral deposits. At Stan Trg, on the Trepca Concession, five rniles east of Kosovska Mitrovica, an ancient filled adit was found, a shelter-hut erected, and work started in reopening this adit.

MUCH has been said and written about deep mine shafts and deep drill holes as man in his search for mineral wealth digs deeper into the earth's crust. Each year some new extra depth is heralded as a record, but with unlimited possibilities of going still deeper. In contrast to "digging deep," "mining high" is limited by the height of the mountains (Mt. Everest being the maximum with its 29,000-ft. elevation) and also by the extent of human endurance. An ex- ample of what might be called near- stratosphere mining in what is probably the highest mine worked by compressed air in the world is seen in a recent project in the Andes mountains of southwestern Bolivia.

IN analyzing the relation between the orientation of new grains and that of the deformed matrix of axially extended and recrystallized single crystals of face-centered cubic metals, a two-stage rotation process" is generally used where the first rotation is made in order to account for an "adjustment of orientation to the environment of strain."&apos; It has been argued that in spite of the difference of orientation, which may amount to as much as 12" (in a brass),&apos; between the octahedral plane as observed in the parent lattice and in the recrystallized grain, it is believed to be a common plane in the sense that it constituted the nucleus in the parent strained crystal from which the new grain grew.&apos; A possible source of the deviation in orientations of a common pole in the new grain and that of the deformed single crystal matrix from which it has grown may be found in the distribution of strain resulting from the plastic deformation. It might be expected in view of the incongruent nature of shear&apos; that the perfection of the octahedral plane along which glide has occurred is disrupted and that this disruption constitutes the strain from which nuclei of new grains can grow during recrystallization. Evidence for the existence of strain along glide planes was first detected by Taylor" in 1927 and substantiated by Collins and Mathewson&apos; in 1940. In their investigations, however, the deformed single crystalline specimens (aluminum) were cut mechanically along the glide planes followed by mechanical polishing. X-ray exposures (glancing angle) of only 8 min with filtered radiation were used. It was later shown&apos; that this type of surface preparation did not remove with all certainty the mechanically disturbed surface. It was felt that a re-investigation of this phenomenon using more refined techniques might reveal a more correct extent of the strain resulting from the deformation which might correlate the deviation of the common pole of the recrystallized grain with the acting slip plane of the matrix crystal. In accordance with these thoughts, a single crystal of a brass (70/30 nominal composition) M in. in diam x 5 in. long, tapered as in previous experiments,&apos; was extended and carefully documented with respect to elongation and shear. Disks about % in. thick paralle&apos;l to the primary slip planes were cut from the specimen by means of an etch cutter." These disks represented volumes of the specimen which had been extended 0, 5, 10, 15, and 20 pct. Copper Ka monochromatic radiation was obtained by reflecting 35,000 v copper radiation from the c-cleavage face of a pentaerythritol crystal. The monochromatic radiation was collimated and led on to the disk set at the proper 0 angle for reflection from the primary (111) planes. The monochromatic beam was aligned in a plane containing the active slip direction. Following a 10 hr exposure at the theoretical Bragg angle, the disk was reset at 0 + 1°, 0 — 1", 0 + 2", 0 — 2", etc., until no Bragg reflection was obtained. The disk was then rotated 90" about its polar axis, and the same X-ray procedure was used. The results are shown in Table I. It may be seen from the results in Table I that the plastic deformation (20 pct elongation) produces fragments of the glide plane which are rotated or tilted as much as 25 " from the normal position on a purely block slip model. In addition to the large variation in 0 angle in the slip direction, there is a variation in 0 as much as 20" in the direction at right angles to the direction of slip, i.e., <110>. In view of the results shown, it may now be argued that the strain distribution finds its origin in the incongruent nature of the slip process.&apos; The use of the two-stage rotation process seems valid in attempting to explain the relation between the orientation of recrystallized grains and the matrix from which they have grown. Cylindrical specimens of natural dense hematite were reduced to magnetite at atmospheric pressure in H2-H2O mixtures of known composition over the temperature range 1084° to 1284°K. The rate of reduction was measured by the rate of movement of the interface between hematite and magnetite. The diffusion of gases through the gaseous boundary layer, the magnetite layer, and the interfacial chemical reaction were all considered in the interpretation of experimental data. The mass transfer coefficient through the boundary layer was calculated using accepted correlations. Values of the chemical reaction rate constant and the diffusivity of hydrogen in the magnetite phase were determined. THE present investigation is concerned with the reduction kinetics of natural hematite to magnetite by H2-H2O mixtures in the temperature range 1084" to 1284°K at atmospheric pressure. This reaction is the first step in the series of topochemical reactions in the process of reducing hematite to iron. Kinetic information of the simple steps such as hematite-magnetite transformation is necessary in order to have a better understanding of the complex processes of hematite reduction in iron-making. It also has direct industrial significance because magnetic roasting is one of the most important methods in benefication of lean ore.&apos; Although many technical papers have been published on the process of magnetic roasting and iron oxide reduction, very little information is available in the literature concerning the fundamental nature of hematite reduction to magnetite by reducing gases. Hansen et al.2 reduced the dense synthetic pellets of high-purity oxide in CO-CO2 mixtures and determined the reaction rate by weight-loss method. They were able to interpret most of their results by applying the interfacial area control theory developed by Mckewan.3 In contrast, Wilhelm and St. Pierre,4 who studied reduction of hematite to magnetite in H2-H2O mixtures by weight-loss method, stressed that the resistance of the porous magnetite layer to the diffusion of gases cannot be neglected in consideration of the overall reaction rate. In the present study the contributions of interfacial chemical reaction, diffusion of gases through the magnetite phase, and the gaseous boundary layer to the overall reaction rate will be considered. APPARATUS AND PROCEDURE Hematite Specimens Preparation. Natural hematite ore from Vermillon range of Northern Minnesota was selected for the present investigation because of its high purity and thermal stability. Chemical analysis of five samples gave the following average values: 67.52 pct total iron (96.62 pct Fe2O3, 0.28 pct FeO, 0.03 pct metallic iron), 2.53 pct SiO2, <0.07 pct MgO, 0.03 pct CaO, 0.05 pct combined mixture, 0.07 pct loss on ignition, and 0.34 pct other. Cylindrical specimens of 0.93 cm in diam and 2.7 cm in length were drilled from slabs of ore with a water-cooled diamond core drill. These specimens were heated to 1000°C and furnace-cooled. Specimens with silica pockets developed large cracks. The uncracked specimens were heated a second time, and their surfaces were carefully examined with a microscope. Those with hairline cracks or surface inhomoaenitv-- were rejected. Preparation of H2-H2O Mixtures. H2-H2O mixtures were prepared by the combustion of H2-O2, mixtures in a pyrex glass chamber in the presence of a catalyst. Alumina pellets coated with palladium, supplied by Englehard Industries, were used as the catalyst. Purified grades of hydrogen and oxygen were used which were repurified by usual techniques. Hydrogen before entering the combustion chamber was passed through an activated alumina H2O absorption bulb, with copper turning at the top. The cover of this bulb was not made pressure-tight so that any pressure development in the hydrogen line would cause the cover to blow off and also the copper turnings would act as a flame arrester in the case of a flashback from the combustion flame. Oxygen flow rates were measured with a bubble flow meter after purification with 1 pct accuracy. Hydrogen flow rates were measured by "precision wet test meter" and the amount of unburnt hydrogen was accurately measured by a bubble flow meter, after condensing water vapor in the gaseous stream. The Pyrex glass bulb contained concentric Vycor glass tubes as shown in Fig. 1. Oxygen was prevented from diffusing into the hydrogen line by threading platinum wire through pores at the combustion end of gas inlet tube. The glass bulb was heated with a Kanthal heating wire pasted in asbestos paper. The surface temperature of the bulb was measured with a thermocouple and adjusted to remain at approximately 350°C. The gaseous reaction chamber also served as a preheater for gases to avoid thermal segregation. The following sequence of operation was adopted. 1) Nitrogen was passed through the outer concentric tube to purge the catalyst bulb of oxygen. 2) Hydrogen was introduced through the inner tube until a steady flow was obtained. 3) Oxygen was then introduced into the nitrogen stream passing through the outer tube. 4) When combustion had commenced and a flame was visible over the platinum wire, the N2 was turned off.

A diffusion measurement technique based on a shear cell comprised of only two segments is described. The diffusion boundary value problem for the finite capillary geometry is solved in general for any arbitrary initial concentration profile and is subsequently specialized for the modified shear cell problem. Effects of convection and mixing at the shear interface were found to be negligible. Mercury self-diffusion coefficients were determined from -25° to 252°C. These data are in good agreement with those found by Meyer. ALTHOUGH diffusion in liquid metals has been of interest for over two centuries, the need for measurement techniques of improved accuracy and precision has become increasingly apparent as additional data have been obtained and theory has become more refined. These conditions reflect the experimental difficulties inherent in liquid diffusion measurements, in which transport by other processes, such as convection, tends to mask the diffusive transport. Frequently the disagreement between several theoretical predictions is less than that found between different sets of data obtained for a system. Moreover, as has been shown by Nachtrieb,1 diffusion data are needed over much larger temperature ranges if the functional dependence on temperature is to be known. Thus, improved techniques must be devised if experimental data are to augment fundamental understanding of the liquid state and to meet technological needs. The available techniques have been discussed elsewhere.&apos; Of these, only the capillary-reservoir, long capillary, and shear cell techniques will be discussed briefly in terms of experimental advantages and disadvantages. These methods served to establish design criteria for the modified shear cell described here. The capillary-reservoir technique of Anderson and saddington3 has been the most widely used method in recent years. The method offers experimental simplicity relative to other methods and has been employed for high-temperature measurements. Moreover, the mathematical relationship between the measured concentration ratio and the diffusion coefficient is such that smaller values of the ratio are achieved for a specified diffusion time relative to other methods. The amplified errors between the concentration ratio and the calculated diffusion coefficient are diminished at lower values of the ratio.&apos; The method also permits multiple determination by the simultaneous use of several capillaries. Disadvantages of the capillary-reservoir method are primarily associated with the hydrodynamic ef- fects of convection and of placing the capillary in the reservoir. These effects are most pronounced in the region near the open end of the capillary and produce an ill-defined boundary condition between the capillary and the reservoir. Such effects are not amenable to experimental or mathematical correction2 (although this has been suggested4). The long-capillary method of Careri, Paoletti, et al.5-10 involves filling one half of a small capillary tube of 150 to 200 mm total length with material of one composition or radioactivity and the other half with the second part of the diffusion couple. This arrangement eliminates the adverse hydrodynamic effects associated with the capillary-reservoir technique; however, certain other experimental difficulties are encountered in this method. The more significant of these difficulties involve the melting, expansion, contraction, and solidification of the diffusion system. The dependence in some cases of the diffusion coefficient on the capillary diameter noted by Careri et a1.7 (termed the "wall effect") has been alternatively explained by Nachtriebl as a convection effect during solidification. In mutual diffusion measurements, the convection problems associated with melting and solidification are increased because of the differences in melting points and in expansion coefficients between the halves of the diffusion couple. However, the errors caused by convection effects within this method are usually less than those in the capillary-reservoir method. Furthermore, the concentration profile needed to determine concentration-dependent diffusion coefficients by the Boltzmann-Matano analysis can be obtained from this method. Of the previous attempts to use shear cells, only the cell used by Nachtrieb and Petit11,12 appears to have yielded good data. They reduced the mechanical complexity of the conventional shear cell by using a cell comprised of only four segments. Three of these segments were filled with ordinary mercury and the fourth with radioisotopic mercury in their determination of mercury self-diffusion coefficients. The average concentration (radioactivity) was determined in each segment following a period of isothermal diffusion. These concentration values were fitted to concentration profiles obtained from the Stefan-Kawalki tables, and the diffusion coefficients were evaluated. Thus, although the number of cell segments is reduced in their method, some information about the concentration profile can be obtained in terms of the Stefan-Kawalki analysis. Moreover, their cell is suitable for measurement of diffusion coefficients at elevated pressure, as they successfully demonstrated with mercury. Consideration of the design and experimental features of the methods discussed above suggested several criteria for the new cell: 1) a &apos;&apos;total" capillary system, as opposed to a capillary-reservoir system, should reduce adverse convection effects; 2) such a capillary system should avoid the problems en-

Historically, rock deposits and sand deposits of titanium minerals came into production about the same time, although there may be some argument as to what is meant by production. Beach deposits of heavy minerals in India (Figs. 1-4) and Brazil (Figs. 5) were worked for monazite about the turn of century, but as there was then no market for titanium minerals, these were thrown away. The rock rutile deposits at Roseland, Va., Fig. 6, were worked to supply rutile for titanium chemicals and for coloring ceramics long before there was a titanium pigment business. The pigment industry started about the middle twenties, both in Europe and the U. S., and almost simultaneously the rock deposits at Ponte Vedra Beach near Jacksonville, Fla., were worked for titanium content. Since those days, production from both types of deposits has continued to grow at a rapid rate; many deposits of both types have been found, and reserves have grown to very large figures. In total tonnage of reserves, there is no doubt that the rock deposits are far ahead of the sand deposits; nevertheless there is a very large tonnage of commercial sands available. It is the quality of titanium mineral in the sand and the relatively lower costs of operating sand deposits that have kept them abreast, at least in annual tonnage produced, with the rock deposits. The principal titanium mineral used is ilmenite, but as soon as that mineral began to be sought as a titanium ore, it was obvious that there are ilmenites and ilmenites. Textbook ilmenite should have the composition FeOTiO2 and should analyze 52.6 pct TiO2 and 36.8 pct iron as Fe. The Indian ilmenite, for almost a generation the standard ore for manufacturing pigment in the U. S., was found to analyze about 60 pct TiO, and only 24 pct. Fe, and most of the iron is in the ferric condition. The whole process of pigment manufacture in the U. S. was built up on the use of a raw material of that grade, and the American chemical engineers who operate the pigment plants shuddered at the thought of using a rock ilmenite with 45 pct or so of TiO, and nearly 40 pct Fe. Intensive search was made around the world to find other deposits of rich black sand, like the Indian beaches, but although a few were found, there was some objectionable feature about each. A deposit in Senegal, south of Dakar (Fig. 7), was worked for a while, but an organic coating on the grains made attack by acid difficult. Modern practice would have included a scrubbing operation, in a caustic soda bath, to eliminate the organic coating. Brazilian deposits were numerous, but individually small, and shipping from them difficult. Deposits on the east coast of Ceylon had many attractive features, but the ilmenite analyzed only 54 pct TiO2 and could have been used only with a penalty. Sand deposits with 2 pct ilmenite, like those now worked in Florida, would not have been considered commercial ore, even if they had been known at that time. Most rock ilmenites are associated or mixed with hematite or magnetite, which accounts for the lower titanium and higher iron values than in the sand ilmenites. The Norwegians, English, and Germans, with cheap Norwegian rock ore at hand, learned to install in their pigment plants adequate capacity on the black side, as it is calltd, and counterbalanced the extra cost of plant, and larger amount of acid used, by the lower cost of ore. When World War II arrived, two of the largest pigment manufacturers in the U. S. had to learn how to use the Adirondack ilmenite, but one of them very gladly went back to sand ores when the Florida deposits came into large-scale production after the war. The other continues to use Adirondack ilmenite and finds it commercially attractive to do so. Rutile is not a raw material for titanium pigment manufacture by the sulfate process, since it is insoluble in sulfuric acid. In addition to its small consumption in chemicals and ceramics it began to be used in quantity in welding rod coatings. With the outbreak of World War 11, and the tremendous need for welding rods in shipbuilding and other structural steel construction, rutile suddenly became in heavy demand. The sand deposits on the eastern shore of Australia (Fig. 8A) which had been worked in a small way since 1934 were brought into production, and some stream placers in Brazil were worked and rutile concentrates shipped to American

M.S. Azun I have many objections to the content of the author&apos;s paper. Before discussing it, however, I would like to repeat the property of semivariogram function. Second order stationary properties of regionalized variables (ReV&apos;s) such as semivariogram function ?(h) are perfectly known in geostatistics. Also, the kriging equations in the language of mathematical statistics using second order stationary properties are well understood. However, the way to use the sample (estimated) semivariogram function in any one of the kriging procedures is vague. The sample semivariogram function is given as follows: [1 N-hy*(h) = 2(N h) i21 {Xi-Xi+h}Z, h=0, 1, N-1] where N is the total number of samples, Xi is the sample value at the i - th location, X i+h is the sample value at the i +h - th location, and h is the distance among the samples. An estimation variance of sample semivariogram function of first lag is smaller than that of higher order lag. The theoretical semivariogram function reaches the variance of samples asymptotically. But this is not easily observable because of the larger variation involved in the estimate of semivariogram function. In general, an estimation procedure is done for h = 0, 1, 2,…., up to the greatest integer less than N/2, even though sample semivariogram function can be computable through N-1. After estimating semivariogram function, the critical question of how to model sample semivariogram function arises. As seen in the above equation, sample semivariogram function is discrete and can be smoothed by the model being selected. Therefore, modeling of sample semivariogram function is the most important step in geostatistics. It not only smoothes a discrete function but also affects the results of the kriging procedure. When the only aim is to model the semivariogram function, which is the basic point of the author&apos;s paper, one can employ any fitting techniques, such as curve fitting, or any ar¬bitrary functions, which are called submodels in the paper. The term "arbitrary function" is used rather than "submodel" because there is no basic understanding of developing them. The author suggests that the sum of those submodels can also be used for the modeling of sample semivariogram function. The combination of any arbitrary functions brings many problems instead of giving an insight of the domain structure considered. The author used two arbitrary functions and the nugget effect in response to sample semivariogram function (Fig. 10). For the same example, he stated that the parameters involved in the mixed arbitrary function model can be accepted when the discrepancy between sample semivariogram function and the model is small visually. For verifying the fitting behavior of any selected model, one should not be contented with the visual satisfactory. Some statistical measure such as goodness of fit has to be used. The author&apos;s practice is no more than an exercise in curve fitting without any fundamental understanding or conceptualization of the underlying physical mechanism. Furthermore, the selection of any model is not an easy task if the purpose is the search for the "best" response to the observed second order properties of ReV&apos;s. I suggest that the Markovian model (Azun, 1983), on the basis of a theoretical understanding of underlying mechanism, which gives more information about the occurrence of regionalized variables, is used to respond all properties of ReV&apos;s. There are a lot of problems for modeling of onedimensional sample semivariogram function. Thus, it is not appropriate to go to higher order dimensional sample semivariogram function modeling. In the meantime, I would recommend that one can connect the values of standardized sample semivariogram function rather than simple values of semivariogram function in the two-dimensional estimation. The standardized values can be computed in dividing the semivariogram function value by the number of sample pairs involved in each lag regardless of the directions. In conclusion, geostatistics is an interdisciplinary area in mining that uses the principles of mathematical statistics. Thus, it should not violate any probabilistic and statistical rules. When Matheron was developing the theory of geostatistical study in the early years of geostatistics, many mining people had a reservation accepting the geostatistical tools. However, this does not mean that we, the geostatisticians, might try to convince those people using some "strange" tools or rules as some authors implied (Baafi and Kim, 1984). Instead, we have to develop and explain the geostatistical tools staying only in the framework of statistical concepts and properties. ? Rendu The interactive method proposed by Rendu allows practitioners to develop semivariogram models that take into account not only the numerical information obtained by sampling, but also highly significant additional information that often cannot be quantified. The geology of the deposit - including hypotheses concerning its genesis, sampling methods, assaying methods, and mathematical methods used to calculate the semivariograms - all have an influence on the numerical results obtained and on how these results should be interpreted. If all the information concerning the spatial distribution of values in a mineral deposit was contained in the sample values, it could be argued that statistical techniques alone would produce optimum models. However, this is rarely, if ever, the case. Methods that allow the user to take into account his experience and his geologic understanding of the deposit should not be rejected for the sake of theoretical statistical purity. ?

FEDERAL regulation of the petroleum resources of the nation has long been an interesting topic for discussion. A plan to accomplish Federal control has now taken definite form. At the request of the President of the United States, a bill to be known as the Petroleum Conservation Act of 1939 has been presented to Congress-H. R. 7372, offered by Representative Wm. P. Cole, Jr., and more usually known as the Cole bill. It is an act ostensibly designed to conserve our petroleum resources, through regulation of production practices. Hearings are being held currently by a subcommittee of the Interstate and Foreign Commerce Committee, in compliance with the request of the President to report the bill early in the next session of Congress.

Some of the basic problems in understanding elec-tromigration in metals are discussed, along with the attempts that are being made to handle them. One such problem is the effect of the electrostatic forces. It is now acknowledged that the momentum exchange with charge carriers plays generally a dominant role in the driving force but the question remains to what extent the electrostatic force may still be effective. The electromigration of interstitial impurities is also an area which presents some intriguing questions. For the substitutional impurity, moving by the vacancy mechanism under the influence of an electric field, the correlation considerations are somewhat more complex than have been previously recognized. Another problem of basic importance in the calculution from first principles is the strength of the "electron friction" force, say for a simple one-band metal. A related problem growing out of the preceding is the prediction of the direction of the "electron wind" force for metals with band structure involving both holes and electrons. THE term electromigration has come to be used to describe the flow of matter in condensed phases carrying high electronic currents such as metals and alloys, whereas one usually reserves the term electrolysis for situations where the current is largely ionic, particularly in the liquid state such as molten salts. It follows that the mass transport number in electromigration is always very small, of the order of 10-7. Studies of electromigration date back some 30 years but the modern period would appear to date from the work of Seith and Wever1 who in the mid 1950&apos;s first incorporated markers to display mass motion relative to the lattice and first suggested that the direction of the mass flow was primarily determined by the sign of the charge carriers. Since that time interest in the field has grown steadily and more rapidly recently as certain technological applications became apparent. Chief of these is certainly the deleterious effects that electromigration can cause, even at relatively low temperature, to current-carrying elements in integrated circuitry.2 These phenomena have been the subject of intense study and considerable ingenuity. On the constructive side electromigration has proved a useful tool in the purification of certain metals.3 The interest of this paper is, however, centered more on the basic aspects of the subject than on its technological applications. That high electric currents should give rise to mass flow in metals and that the driving force should be more directly associated with momentum exchange with the charge carriers than with the electrostatic field are ideas that no longer cause surprise or particular interest. The field has matured to the point where the general concepts are widely accepted and continued progress in basic understanding rests on more detailed and quantitative exploration. It is the purpose of this paper to point out what are some of the current problems. As a result, we expect to raise more questions than we answer. The first of these will be the role of electrostatic forces, if any, in electromigration. A second section will deal with the electromigration of interstitials. A third and final section treats with electromigration of substitutional impurities or of the matrix atoms themselves. ELECTROSTATIC DRIVING FORCE In the conceptual treatments of electromigration it has been customary to write the driving force in terms of an effective charge number Z* and to divide it into two terms F = e£Z* = e£[Zel- z(pd/Nd)(N/p)(m*\m*\)] [1] The first of these represents the electrostatic force under immediate consideration in this section and the second and usually dominating term for metals arises from momentum exchange with charge carriers, commonly called the "electron drag" term. As can be seen it is set proportional to the electrons per atom, z, and the ratio of the specific resistivity of the moving entity to the corresponding resistivity per matrix atom. The (m*/Im*I) factor takes into account the fact that the sign of the charge carrier determines the sign of the driving force. The specific resistivity of the moving entity is averaged over its path. In the case of motion of the matrix atoms by vacancies this gives rise to approximately one-half the resistivity at the saddle point since the scattering power of the atom at its equilibrium position bordering the vacancy differs only slightly from that of a normal matrix atom. Although the formulation of the "electron drag" term in Eq. [I] is based on a highly simplified model for electron defect scattering, the essential features implicit in the expression are common to all the theoretical approaches that have so far appeared in the literature.4-6 As for Zel, most treatments of electromigration have included the quantity as the parameter which measures the direct interaction of the electrostatic field with the ion and equated it to the nominal valence of the latter. However, there has been considerable discussion whether this interaction may not be 0 in many cases.6 If the moving ion is always enveloped by the same distribution of shielding charge, then clearly its motion will not involve any work done by the electric field and one can expect there will be no electrostatic force exerted on such a neutral composite. From this point of view the shielding charge around the ion would be said to be complete and hence the entity within the Debye shielding sphere would be unaffected by the electrostatic field per se. There is, however, the prospect that, as the moving ion progresses, new charge comes in to participate in the shielding action

UNDER the title, Labor-Saving Appliances in the Works-Laboratory, I published a paper1 in which was described how multi-manipulations, in a works-laboratory, and in the furnace-room of an assay-laboratory, can be condensed into single manipulations by applying the proper mechanical devices. For example, I now deposit in, or withdraw from, a muffle a set of 48 cupels as one unit. The front row. (8) of these. are blanks or heaters; the other 40, when they have attained the proper temperature in the muffle, are charged simultaneously with the 40 lead-buttons. Three manipulations here accomplish an operation which by the generally customary method requires 136, and this number is only limited by the size of muffle and cupels. This operation is an enlargement of what I have already described in my former paper, and Fig. I shows the improved implements. In the paper referred to I described a gold-silver bead parting-bath, which is the last of the devices used in regular sequence in practice. This bath was designated as being convenient, but was not a labor-saver properly. Fig. 2 of the present paper shows a new device. Instead of the original tray, there are now sectional holders for the test-tubes, each having a wooden handle on either end, so that the holders may be removed from the boiling bath, and the acid or water poured off from each set of tubes (in this case, 7) without waiting to cool. The tubes, held in place by clutches, as shown in Fig. 3, rest in holes in the base-strip, having a smaller diameter than the tubes. Each holder is stamped at either end with a number, so that the bath becomes further useful by permitting several men to use it at the same time without interference. Methods employed to beneficiate ores utilize relatively few fundamental principles to effect size reduction and concentration. In crushing and grinding only impact and compressive forces with a minor amount of shear are employed. In concentration, gravity, magnetic, electrostatic and flotation constitute the major methods of concentration with minor use of sizing, hand picking and adhesion. This industry, as all others, can expect in the near future to see the development of new techniques for improved efficiency, cost reduction, and exploitation of raw materials hitherto considered unmanageable. NATURAL AND INDUCED RADIOACTIVITY At the Canadian Department of Mines in Ottawa in 1946, C. M. Lapointe developed a picker belt system whereby radioactive ores could be concentrated by electromechanical means. This invention ultimately led to development of what is now refer- red to as the Lapointe Picker and which has been used commercially at Port Radium and Port Hope for the upgrading of jig concentrates. Basically, the system consisted of conveying sized uranium ore on a belt under a radioactivity detection device which in turn electronically operated a kicker or plunger that separated the ore from the gangue constituents. Thus, a new principle for mineral concentration, radioactivity, was introduced commercially.

This was announced at a meeting of the Executive Board of the Council held at the Cosmos Club in Washington on Sept. 30. Dean Cooley assumes office at once. The new head of organized engineering is a past president of the American Society of Mechanical Engineers and has a long record of distinguished service in education, under the government and in private capacities. He was born in Canandaigua, N. Y., March 28, 1855, and was graduated from the United States Naval Academy in 1878. With his classmate, Dr. Ira N. Hollis, he was ordered to the U.S.S. "Quinnebaug," then fitting out at the Norfolk Navy Yard preparatory to a cruise in the Mediterranean.

AT the request of the Council of the Institute, I have the honor to submit the following remarks upon the Program of Tests under which the current work of the Watertown Arsenal Testing Laboratory is carried on, which comprises, among other items, the tests of steel ingot metal and derivative shapes. The intended scope of the tests may be illustrated by extracts from the descriptive part of the program as submitted by the Laboratory under date of April 17, 1907, and subsequently approved by the Chief of Ordnance, U. S. A. Under Item 1, Ingot Metal-Open hearth, acid and basic; Bessemer, acid and basic; crucible; fluid compressed and uncompressed-descriptive remarks were made as follows ; " A thorough, fundamental inquiry into the physical properties of steel necessarily begins with the ingot metal. Investigations, having for their object the improvement of steels, should also begin with the ingot. A knowledge of the ingot structure is essential for judging of the subsequent behavior or appearance of the metal. Under ordinary conditions, so little information is obtained from the ingot in individual cases that practically none of importance is acquired. These remarks have particular reference to the state of physical and structural soundness of the steel. Questions of chemical composition, segregation, piping and the grosser cavities have frequently been given attention. Defects of continuity of structure, which manifest themselves in the working; of the metal, and at the final stages cause distrust in the finished forging, have generally been neglected. ? WITH the large amount of metallurgical re- search work now being done and the constant effort of the engineer to effect economies of operation, I think it is a safe prediction that the next few years will see a great change in the handling of mine products. The well-managed mine, with sufficient ore reserves to warrant the necessary plants, will increasingly call upon the metallurgist and chemist for the solution of its problems. Shipping sorted ore or concentrate to the nearest smelter will not be the course followed. From ore to metal, or at least to a product directly salable to the consumer, will be the practice followed. As a consequence, mine managers will be increasingly interested in metal trade problems. By metal trade I mean the buying, selling, shipping, handling, and all the practices, forms and customs that go to make up the trade.

THERE is a constant reiteration in some quarters that technical societies are autocratic and that democracy is utterly lacking and that members would welcome democratic societies in which they had full, control of affairs. While we may not speak for other societies, than our own, in so far as th&apos;s Institute is concerned such charges- can only come from people uninformed as to the circumstances. It. is no curtailment of the democratic privileges of the members that a -slate is prepared by the Nominating Committee to be voted on at the annual meeting. The Constitution of the, institute stipulates how the nominating committee shall; be chosen and who shall compose it, which prevents anything like- a- clique controlling- the situation. The Constitution further provides how the nominees shall be distributed geographically and the by-laws specify geographical boundaries: for-these nomination districts. Further more, any man or complete ticket can be placed in nomination by means of a petition signed-by only; twenty-five members,- and three or four times such an independent slate has been so nominated and elected.

GERMANY&apos;S recent collapse and the occupation by the Allies of the coal fields of the Ruhr, the Saar, Silesia, Poland, and Czechoslovakia have focused attention on the postwar coal problems of Europe. American coal operators are interested deeply in what is happening in Britain, particularly in the discussion of plans to rehabilitate and reorganize the entire British coal mining industry, as such reorganization will probably determine the place Britain will occupy in the European coal markets for the next few decades. The continuing decline of British out-ut per man-shift, particularly during wartime, has resulted in a most serious effort to determine whether this unfortunate trend is due to the physical condition of the coal seams, poor management, poor engineering and planning, inadequate use of power and machinery, or failure of labor to co-operate with management.
