Column flotation testing was conducted on the flotation feed slurry obtained from a preparation plant located in the Southern Illinois coal basin. The column flotation tests were conducted using three different bubble generating devices: a static sparger, a gas saver and a foam jet. Each of these devices was tested with three different types of frother and various column operating variables to provide maximum combustible recovery, minimum product ash and maximum pyrite rejection. The results show that column flotation provided improved flotation performance, in terms of combustible recovery as well as ash and pyrite rejection, for each of the bubble generating devices. However, the effectiveness of each bubble generating device was dependent on the type of frother used. Alcohol frothers were most effective for use with the static sparger, somewhat less effective for the foam jet and ineffective for the gas saver. Glycol frothers were effective for all three bubble generating systems, providing high combustible recovery (>90%); low clean-coal ash (4-6% ash) and high pyrite rejection (70-80%).

The U.S. Bureau of Mines has thoroughly investigated the flocculation of phosphatic clay waste with polyethylene oxide (PEO). The studies included both theoretical and applied aspects of the flocculation sequence. The screen dewatering technique developed by the Bureau was field tested at four different Florida phosphate mines. The results of these field studies are presented. Also, to determine the mechanisms of the interaction of PEO with montmorillonite clays common to the phosphatic clay waste, a number of theoretical studies were conducted. An empirical equation was developed to describe the amount of PEO needed for flocculation. Infrared, ion exchange, and rheology techniques were used to study the interaction of PEO with Florida clays. The results of these studies are also presented.

Natural stones are extensively used for construction purposes since the dawn of human civilization, due to their unique aesthetical and technical characteristics. Their production and consumption has been continuously increasing over the past twenty years worldwide at an annual rate of 8.8%. European countries lead the race of per capita consumption, with Switzerland being in the first place with a consumption of 144.7 m2 per hundred inhabitants followed by Greece, Spain, Portugal, Belgium and Italy. On the other hand, during the period 2001-2002 the generated stone wastes were 110 million tones according to EU data, from which only about 5 million tones were recycled or re-used mainly in the construction industry. These stone wastes the non-natural wastes such as oils or chemicals coming from the equipment and machinery employed for stone extraction and processing, are disposed in the environment, posing serious environmental threat. To achieve sustainable development of the stone sector appropriate methods that will prevent or reduce waste generation and disposal have to be identified and applied. In this work an extensive study of the stone waste management techniques applied in Europe is carried out, in order to identify the Best Available Techniques (BAT) that can be used according to the type of generated wastes and the waste management hierarchy: Waste minimisation, Re-use, Recycling and Disposal. The identification of BAT was performed based on 14 Sustainable Development Indicators (SDI), which were grouped into three categories: environmental, economic and social. The developed final list of BAT includes waste minimisation techniques, eco-management schemes, in-situ treatment and appropriate storage and selection.

PT Kaltim Prima Coal's 13.1 km overland conveyor was commissioned in 1991. It is of conventional 3 roller 350 troughed belt type. Cost and performance optimisation during initial design ended up with 5.4m/s belt speed, 1,000mm belt width to convey 1,350tph, and 7mtpa of coal. Despite high initial figure, the belt speed was lifted to 6.5 mps in 1996 to accommodate mine throughput increase. In 2002, new low loss ST2100 1,100mm wide belt replaced the old ST2250 due for change-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to 8.5 mps, hence to increase the OLC capacity to 30mtpa. Performance data, experience of site personnel, site observation and tests, benchmarking, and information from equipment manufacturers were major inputs to the design review. The project fast track was another challenge in addition to executing modifications on a production lifeline. The project was completed within fifteen months and the OLC was successfully commissioned at 8.5 mps belt speed in February 2005. The OLC has been to date conveying 4200tph satisfactorily.

The wear behaviors of grinding media with different chemical composition and microstructures in wet grinding of a quartz-pyrrhotite mixture were investigated under various environments. The marked ball wear tests showed that the wear rate could be minimized by a suitable combination of martensite and ferrite within the same ball. A ball composed solely of hard martensite exhibited increased wear under an oxygen environment, while balls composed of both soft ferrite together with hard martensite exhibited decreased wear due presumably to the difference in their passivation behaviors. The galvanic interaction between the two phases as well as among these phases and an electroactive mineral were investigated through electrochemical measurements under abrasive condition in a slurry. The rates of formation of passive film controlled the corrosion currents of the high chromium steel media. Corrosive wear and its effect on flotation are discussed using the passivation kinetics model thereby developed.

A model has been developed to relate the velocities of seismic waves in unconsolidated permafrost to the porosity and the extent of freezing. The permafrost is idealized as an assemblage of spherical quartz grains imbedded in a matrix which itself is composed of spherical water inclusions in ice. The theory of Kuster and Toksöaz, based on wave-scattering considerations, is used to determine the effective elastic moduli, and hence the wave speeds. The model predicts Vp and Vs to be decreasing functions of both the porosity and the water/ice ratio, and Vp/Vs to be an increasing function of these two parameters. The theory has been applied to laboratory measurements of shear and compressional wave velocities in thirty-three permafrost samples from different sites in the North American Arctic. Although no direct measurements were made of the extents of freezing in these samples, the data are consistent with the predictions of the model. The theory can be used to infer the extent of freezing of the water in the pore spaces, based on knowledge of the porosity and either of the two wave speeds.

The price of copper has gone into the tank. So has gold. Environmental regulations are more restrictive. Global warming has world leaders and environmental groups seeking international regulations to keep the planet from heating up - mostly by restricting the use of fossil fuels. And the US Secretary of the Interior wants to make it more costly -prohibitively so for smaller companies - to mine hard rock metals in the United States. By rights, miners should be carrying around a pessimistic attitude about their industry. But miners are an optimistic lot, always believing that things will improve. That optimism was in evidence in Tucson, AZ in early December, when about 620 miners met at the Double- tree Hotel for the Annual Meeting of the Arizona Conference, put on by SME. Attendees listened as a United States congressman commented on the recent tax cut bill, mining regulations and the continuing need for the mining industry to improve its image in the eyes of the general public. Session speakers discussed how improved technology has made their processing operations at Sierrita and Morenci more efficient and cost-effective.

In reasonably dry rock, long-wave radar can theoretically explore to distances approaching 75 meters (250 ft). High-resolution radar reflections have already been demonstrated through 13 m of hard limestone, through 9 to 18 m of coal in place and through 225 m of rock salt, using only low-power experimental radar equipment. Radar reflections have been received through the rock from rough pillar walls, from faults, and from a slim, uncased, vertical drill hole. In three years of intermittent experimentation, the feasibility of rapid radar exploration of large volumes of rock, with portable equipment, in deep, wet workings has been demonstrated. With future, improved equipment the theoretical working range, of the order of 75m, is expected to be attained in most hard rocks. THE TECHNIQUE Fig. 1 illustrates an early "monocycle" radar system (1) set up in a coal mine. This radar equipment is entirely different from that employed for detecting distant objects through the atmosphere. However, the basic principle is the same: a pulse of electromagnetic energy is radiated by the transmitter, a portion is reflected by some "target" object embedded in the surrounding medium and some of this energy is collected by the receiving antenna. In the receiver, the pulse is amplified, is "stretched out in time" by a sampling process, and is displayed on the screen of a cathode-ray oscilloscope. Use has been made of several theoretical models to predict radiation levels in underground uranium mines. The models used are the Evans model, the Thomas-Epps mine model, the isolated mine model, the mine tunnel with no air flow and the mine tunnel with air flow (Beckman and Holub). Calculations based on the above models have been extended to include thoron gas and its progeny, a common occurrence in some Canadian uranium mines. Theoretical predictions include radon and thoron progenies WLs and concentrations, and some ratios of great practical interest. The main differences between the models are pointed out and comparison is made with experimental data gathered during the last three years in several Canadian underground uranium mines.

Three studies conducted at the University of Utah relating to the effect of scrubbers on face airflow patterns, the resulting dust exposure of operators and the development of a throat scrubber for continuous miners are summarized in this paper. The first study involved full-scale laboratory tests to determine the potential dispersion patterns and transport of dust at a continuous miner face, using different ventilation configurations and a scrubber. Concentration maps were developed and potential exposures at operator positions were examined. The second study involved the development of a 3-D numerical model to predict airflow patterns generated by a scrubber at a continuous miner face. The model was designed to evaluate the role of various face parameters on airflow patterns at a miner face and to complement the full-scale testing. The third study involved the design and fabrication of a low profile hydraulically powered continuous miner throat scrubber. The scrubber uses three hydraulic motors and small diameter fans to draw about 3000 cfm (1.42 m3/s) of air and uses a flooded bed scrubber to filter dust particles.

Following closure of an old asbestos mine in Zidani, Kozani Prefecture, Greece, the geotechnical and environmental restoration of the tailings slopes was required. The geotechnical aspects of the restoration included the formation of gentler slopes to increase stability, in combination with drainage works for the same purpose. The environmental aspects of the restoration included covering the slopes with successive layers of soil in order to minimize infiltration of rainwater, and hence the potential for further transport of asbestos fibers, and to provide a suitable layer for revegetation of the slope. The paper presents results of slope stability evaluation using both limit equilibrium and finite element analyses and raises some issues related to reducing impacts to the geoenvironment when designing such restoration projects.

Belt feeders are commonly used to meter the flow of bulk solids from bins and hoppers. If the interface between the hopper outlet and belt feeder is not designed correctly, flow from the bin may be severely compromised, resulting in problems of no-flow, segregation, flooding, etc. By knowing the flow characteristics of the bulk solid being handled and applying proven design techniques, such problems can be avoided. Relevant bulk solids flow characteristics are identified, along with measurement techniques. Design procedures for correcting problems with existing feeders as well as proper design of new feeders are presented, along with case histories of successful application of these procedures.

INTRODUCTION The Empire Mine is an iron ore mining, concentrating and pelletizing facility operated by The Cleveland-Cliffs Iron Company in the Upper Peninsula of Michigan. Owners of the mine are Inland Steel, LTV Steel, Wheeling-Pittsburgh Steel and Cleveland-Cliff s. The orebody is a fine-grained, low grade iron formation with magnetite as the primary constituent. Also present are iron carbonates, iron silicates, chert, hematite, goethite and quartz. The original six concentrating lines were started in late 1963. Successive expansions of ten lines in 1967, five lines in 1974 and 3 lines in 1979 have resulted in Empire reaching a present annual capacity of 8.0 million long tons of pellets. The Empire flowsheet was developed over several years of laboratory bench testing, pilot plant testing and testing of a full-scale primary autogenous grinding circuit. Since the original flowsheet was established, modifications have been made based on pilot plant and full-scale plant tests. The present flowsheet for three sections of the concentrator consists of one stage of crushing, two stages of closed circuit autogenous grinding, two stages of magnetic separation, one stage of hydraulic concentration and two stages of flotation (rougher and scavenger). The flowsheet for the fourth section of the concentrator (Empire 4) is the same as the first three sections, except a crusher has been added to crush excess pebbles. The Empire 4 flowsheet appears in the at- tached figure. PRIMARY GRINDING CIRCUIT FLOWSHEET Empire has a total of 24 individual grinding lines. However, at the present time, Line 1 is not being used for processing crude ore. The primary mill on Line 1 is now grinding flux stone for fluxed pellet production and the secondary mill is being used as a ball mill to grind rougher flotation tailings prior to a scavenger flotation circuit.

INTRODUCTION In May 1984, The Canadian Pacific Railway awarded to the Joint Venture of Foundation of Canada, Ltd. of Toronto, Atlas Construction Co. of Montreal, and S. A. Healy Co. of Chicago the contract for the construction of 27,000 ft of tunnel starting from the east portal. Selkirk contractors, the Joint Venture of Foundation, Atlas and Healy, which had successfully completed for CPR in 1983 the construction of both portal structures for this tunnel, studied several different alternative proposals before presenting its bid pooling each individual company's technical resources and experiences. (Foundation had just completed in association with other companies a similar tunnel project in British Columbia, and the S. A. Healy Co. could provide its experience of more than 40 miles of tunnels excavated by full face boring machines.) Among the alternatives investigated there was a fully circular tunnel to be excavated by a 30 ft diameter TBM, a full section drill and shoot proposal, and a mixed alternative, the "key hole" proposal, consisting of a TBM driven circular top heading followed by benching to design size. Technical, geological and economical considerations determined the alternative that was eventually proposed to CPR. HISTORICAL NOTES The tunnel construction parallels an existing tunnel through the Selkirk mountains that was excavated in 1885. In order to reduce the grade to 1% on the heavily loaded west bound trains, the new tunnel was at a lower elevation and lengthened to almost 9 miles. During the last 30 years, at least ten authors have dealt with startup ("ramp-up') times for minerals beneficiation, hydrometallurgical, and/or pyrometallurgical plants. Most have attempted to identity the reasons for delays and some have suggested attributes common to successful startups, as well as those shared by unsuccessful ones. The most recent has advanced a project characterization matrix as a predictive tool for qualified users. This paper will summarize past work, will review cause and effect, will outline an approach for refining our ability to avoid costly delays, and will seek guidance from professionals most likely to use such a tool. INTRODUCTION During the last few decades, many billions of dollars have been lost by investors in mineral industry projects that did not perform as well as their developers had hoped. The most common form of failure has been the inability to generate a profit quickly, and delayed achievement of planned production rate has been the chief cause. Minerals processing projects are by no means the only kind of plant to suffer from startup delays, as some authors cited in this paper considered inorganic chemical plants and other types of facilities. Furthermore, mines are not without fault and there have been many that were closed after years of disappointing performance. However, our interests as a group are most sharply focused on mineral processing and our database for such projects is relatively extensive. It is sufficient to say that the conclusions made or repeated in the following text can be readily extended to most types of projects.

Rock mass classification systems are core elements of tunneling and empirical mine design worldwide. The Bauxite division of S&B Industrial Minerals S.A. decided to implement a rock mass classification system in order to provide mining engineers and supervisors of the underground mines, with guidelines of stability performance and with a complementary tool for the selection of the appropriate tunnel support. The back analysis system employed is based on visual observation of especially selected underground mine sites, representative of all rock types. This fact combined with the failure or success of the already existing support system, constitute the fundamental part of the work undertaken. The paper is divided into three main parts. In the first part the classification methods of Q, RMR89 and GSI are presented and the advantages and disadvantages of each method in connection with underground mining are indicated. RMR89 and GSI are conclusively selected for use, the main criteria for the selection being, the simplicity in use and the competency of the support system suggested for each rock mass category. The second part points out the methodology for measurements, the practical difficulties encountered during this process and the guiding principles followed, in order to avoid these problems. In the third part, the final conclusion of this project is demonstrated and the different rock mass categories are presented with their relative support recommendations, as they were applied and tested in all phases of the bauxite mines? exploitation. The generated methodology is being implemented by the site mining engineers, for validation and potential improvement.

The known high grade mineral re- sources in the United States are fast becoming exhausted; viable new deposits are more difficult to find and more expensive to develop; operating and capital costs have increased to meet more stringent regulatory standards. By contrast, international producers enjoy a cost advantage as a result of higher mining grades, improving technological competence, and more favorable government support. The domestic base minerals industry is finding it more and more difficult to compete in world markets. It has become essentially a marginal industry today. The current philosophy of taxation in the United States has evolved over the past century. The structure of the taxing system is based on the assumption that a firm must be able to pay its tax imposts out of profits. In principle, firms incapable of supporting the tax load should be replaced by others that can do so. This philosophy applies equally well to the mining industry, so long as it remains economically healthy. However, mineral resources are finite. The situation in the domestic base mineral industry has changed fundamentally in recent times. For the reasons given above, much of the industry now cannot continue to compete profitably in the open world market; and there are no known alternative domes- tic mineral resources more capable of doing so. Under these circumstances it is important to consider the effect of taxation not only on profitability, but also on survivability.

The US economy grew steadily in 1989, reaching an annual rate of $5.3 trillion in the last quarter (US trillion=1012 ). The value of domestically processed, mineral-based materials rose 5% to $315 billion (US billion=109). The value of metals produced from US ores rose 14% to $11.6 billion, while industrial minerals rose 2% to $20.2 billion. Recycled scrap was valued at $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were $2.31 and $3.56/kg ($1.05 and $1.62 per lb) for copper, $1.58 and $2.57/kg (72 and $1.17 per lb) for aluminum, 77 and 97 cents/kg (35 cents and 44 cents per lb) for lead, and $1.58 and $2.09/kg (72 cents and 95 cents per lb) for zinc. Many mining and metal companies reported reasonable profits. Consumer demand strongly affects mining because the US economy is saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. 250 million US citizens already possess 172 million licensed motor vehicles and 100 million dwelling units. New car production fell 4% to 6.8 million units, while truck and bus production fell 1 % to four million units. New housing starts fell 9% to 1.4 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. Imports of crude and refined petroleum costing $50 billion exceeded domestic crude oil production. President Bush expressed "strong concerns about this country becoming further dependent on foreign oil." And the Department of Energy held a series of hearings around the country to develop ideas for a "national energy strategy."

Discussion by N. Standish and P.N. Standish Leonard and Newman (1989) describe concepts and plans of their forthcoming project designed to increase the bulk density of broken coal at various stages of its production and handling. This is an excellent idea and something that will certainly be useful to the coal mining industry worldwide. The authors seek to achieve bulk density increase by "reducing oreliminating, through chemical additives and engineering design, particle voidage and enhance particle consolidation trickling between the point of breakage (at the face) and loading (in the shuttle car) to increase coal bulk density and productivity." In the paper, they present some supporting results of bulk density versus moisture, with or without oil addition, from the steel industry research. Unfortunately, the paper contains many misconceptions and half-truths that detract from an otherwise excellent objective of the project of increasing bulk density by reducing particle voidage-"the bottom line evaluator." Correct. Theory Definitions Coal bulk density is the ratio of the mass of a collection of discrete particles to the volume that it occupies (ASA, 1980). There can be no possible argument about this definition. Mass and volume are readily measured both in laboratory and large scale installations. So, to obtain the bulk density, one simply divides the measured mass by the measured volume. It is here that we come unstuck as everybody who has ever had to reconcile book values with the measured stock tonnages knows. Where does the problem originate? Almost invariably in a too casual a reading of the above definition and the words "a collection of discrete particles." The word collection means "a number of objects collected or gathered together, viewed as a whole" (The Oxford English Dictionary, 1989). Abundant beach and offshore resources of gold deposits are demonstrated along the coast of Alaska, and Nome is one of the richest places. Considerable amounts of mineral resources data were collected and stored in geodatabase of ArcGIS. In searching for the best model for the interpretation of the Nome offshore gold placer deposit and accurate estimation of the reserve, the data were processed and visualized using ArcGIS. The gold concentration data collected from the Nome offshore deposit are of characteristics such that: (1) near lognormal distribution of data, (2) high positive skewed distribution, (3) a small number of extreme values dominating the reserve estimation, and (4) apparent anisotropy of the variogram. These characteristics make the development of an interpolation model for the gold deposit a challenging task. In this study, it is determined that five geostatistical methods provided by ArcGIS with visualization capability, i.e., Inverse Distance Weighted (IDW), Ordinary Kriging (OK), Ordinary Kriging with lognormal transformation (OK-log), Simple Kriging (SK) and Indicator Kriging (IK) are suitable candidates for the development of an interpolation model. The five algorithms are evaluated and compared with each other in the study. Cross-validation technique is employed to examine the accuracy of the five approaches. It is determined that the OK and SK algorithms are not suitable for this dataset because of the difficulty of fitting the semivariogram model despite their lower RMSE (Root-mean-square error) and the higher RMSS (Root-mean-square Standardized). The OK-log algorithm does not provide satisfactory prediction either, because it places too much weight on the role of extreme values resulting in overestimation and extremely high RMSE. Reserve estimation of each blocks is conducted using each of the interpolation methods and compared with the reserve calculated using the conventional polygon method. The IWD and IK algorithm seem to provide estimations more agreeable with the conventional polygon method.
