Some 30 years ago Stevenson (1940) underscored the fact that most of the world's molybdenite production came from the Cordillera that comprise the western part of North America, and that the northern extension of the Cordillera into British Columbia is not essentially dissimilar to the United States section. Therefore, in view of the successful development of molybdenite resources in the United States, he concluded that prospecting in the Canadian section f the Cordillera should be encouraged. However, as recently as seven years ago Schneider (1963) remarks that no large economic deposits have been brought into production in British Columbia, although one important property was being evaluated. World production f molybdenum ore was sporadic until 1900. Among the very early producing areas in North America were Arizona and New Mexico in the United States. World War I provided the stimulus that brought the Climax deposit into production, and in 1920 Questa, New Mexico followed, although the ore came from fissure vein deposits at that time. In the early part f this century high grade deposits in various parts f the world containing 5-20 percent MoS2 were exploited. In Canada most production during World War I came from Quebec and Ontario. With the build-up of world tension and the inception f hostilities in 1939, British demand was satisfied by United States producers (Schneider, 1963).

Mexico's mineral wealth has long been recognised and indeed has played a historically significant role on a world scale. The dynamics of the Mexican mineral industry have experienced a dramatic transformation especially over the last two decades. This transformation has mainly been instigated by the high growth rates and industrialisation of the Mexican economy since the 1960's. This paper focuses on the base metals sector of the industry which represents one of the major contributors to this transformation. The objective is to present a brief base metals review and to discuss some recent occurrences which pertain to this sector of the industry. This is followed by a discussion of mining's relevance in the current economic situation in Mexico. With this overview as background, the investment climate, primarily from a domestic investor's perspective and secondly in terms of foreign investment, is discussed. Finally, some recent government initiatives, including tax and accounting changes, are outlined. Any one of the sections of this paper can easily be developed into an extensive and indepth analysis; however, the intention of this paper is to provide the reader with a broad overview of the topics discussed.

INTRODUCTION The inelastic stress-strain behavior of rocks has urged engineers to seek for the possible application of plasticity to engineering pro¬jects such as tunnels, oil wells, dams, etc. for a long time. Early efforts in this direction have tentatively used the classical theories to solve some axisymmetric problems, in which the rocks were treated as perfectly plastic and nonfrictional materials (Talobre, J. A., 1957). Meanwhile, one of the fundamental assumptions is that the volume strain of elastoplastic material is purely elastic. Drucker and Prager (1952) developed a perfectly plastic and frictional model with a generalized form of Mohr-Coulomb law, which serves as both failure criterion and yield criterion. Although the associated flow rule gives unacceptably large dilatancy, this model is a very important step to deal with the frictional behavior of geological materials. As a further step, Roscoe et al (1963) and Schofield and Wroth (1968) proposed a Cam-clay model, which accounts for the yielding before the material reaches a failure envelope and reflects the plastic volume strain as a strain hardening factor, and the open end of the Drucker-Prager envelope is capped by a family of yield surfaces, the envelope is made conforming with crit¬ical void ratio line. The proposed shapes of the cap have been based on experimental data and on convenience of mathematical descrip¬tions. Drucker, Gibson and Henkel (1957) introduced a spherical cap for soils, while in Cam-clay model the cap is semi-logarithmic yield function derived from the result of triaxial tests. DiMaggio and Sandler (1971) proposed an elliptical model for sand, in which the hardening function depends exponentially on plastic strain. Sandler et al (1976) used a plane cap model to express the behavior of a wide range of geological materials of which the nonlinear hysteretic nature is significant. Mizuno and Chen (1982) illustrated the physical mean¬ing of cap models and their adaption to finite element calculation. In recent years, Carroll et al (1972, 1980) have studied the com¬paction of porous materials under hydrostatic pressure and discussed the mechanism of the nonlinear response thoroughly. Analytical and numerical analysis of the hollow sphere model by Curran and Carroll (1979) predicted an initial yielding surface, dependent on the initial porosity, and showed a strong coupling between hydrostatic and deviatoric effects. All these main features from the abovementioned theoretical research are visualized by the experimental data on Boise sandstone (1984). The combination of such previous work would be logically the construction of a plasticity model for porous rocks which, following the tradition of assigning the name of birthplace to a special model, is called Cal-Rock model (Carrol, M. M., 1984). The results of triaxial tests along different loading paths reveal the compaction characteristics for deviatoric and hydrostatic stress separately. the fitting of the nonlinear stress-strain curves leads to a construction of yield surfaces. Moreover, an uniaxial strain test gives the strength envelope which is the critical state line. The whole model is composed in the frame of elasticity theory. The concept and representation of plasticity used here are in the spirit of Naghdi¬Casey theory (Casey and Naghdi, 1984 and 1984, Naghdi and Trapp, 1975). In order to find the way of using such a plasticity model in engineering problems, the stress field in a thick-walled cylinder of porous material is calculated. This is an axisymmetrical problem with plane strain, which is an idealization of oil well in an infinite medium. Because the constitutive relation is highly nonlinear, a numerical method has been utilized to obtain the solution. CONSTRUCTION OF CAL-ROCK MODEL (1). A number autonomous operations is in place in several, mainly in fenced areas, where safety is assured by locking off the entire area for other traffic. However autonomy can be brought much further if functional safety is assured and a real mixed traffic of autonomous and manually operated vehicles is possible. MobileTronics has created a modular software and control framework for autonomous machines. The paper covers application examples in which the deterministic object recognition in combination with probabilistic algorithms and sensors is used as a basis for functional safe certification of mixed traffic autonomy.

Early identification of adverse geologic conditions and high stress concentrations during the high-speed extraction of coal using modern mechanized long wall systems is a major challenge facing the mining industry. Often, unexpected geologic anomalies that affect rock mass quality are encountered more rapidly, leaving the mine operator with insufficient time or information to deal with the changing ground conditions. The RockVision3DTM seismic tomographic system, developed by NSA Engineering, Inc., offers substantial benefits over conventional geologic/stress-detection methods and has been used successfully in coal mines worldwide. Tomographic images, produced economically and in near-real time, are easy to interpret, allowing mine operators to deal with potential hazards on a day-to-day basis. This paper focuses on the application of RockVision3DTM technology for delineating hazards caused by stress and geologic anomalies. Case studies for two bump-prone coal mines will be discussed. For example, (1) in a German deep (>1,130 m) mine, the drilling-yield method was used to verify the effectiveness of this technology in detecting stress anomalies ahead of longwalling; (2) in a Polish mine (-500 m deep), two longwall panels 4 km apart were monitored to assess structural and stress-related factors contributing to differences in mining conditions and magnitude of structural failures.

Risk analysis is used extensively in many engineering applications. Although its use in the field of dam safety has been limited in practice, it has received considerable attention in recent years in the dam safety literature. Thus far, it has been shown that risk analysis in the evaluation of existing dams has the potential for providing a more rational basis for decision- making because of its focus on the direct issues--likelihood of failure, likelihood of loss of life, and risk cost of damages. It provides for a logical balance between the risk a dam imposes and the degree to which rehabilitation is required, compared to traditional evaluations based on somewhat arbitrarily chosen design events applied to large classes of dams. Dam owners could benefit by optimizing the cost of remedial measures. Downstream landowners could benefit by minimizing the likelihood of flood damages. However, it is also clear that significant technical and policy issues remain to be resolved before risk analysis in dam safety is accepted and routinely implemented in engineering practice. An obvious and important potential application of risk analysis is its use by the state regulatory agency as an in-house evaluation tool, or even as part of regulatory policy, in the implementation of its state dam safety program. Adoption of such a policy would have an important impact on the mining industry. .Although no state dam safety programs are known by the writers to have officially incorporated risk analysis into their regulations, there appears to be considerable interest in the concept. In recent surveys 47 states agreed that the development and promotion of a risk assessment methodology for state dam safety programs should be encouraged (Tschantz, 1983; Tschantz, 1984). The issue has also received important attention within the Association of State Dam Safety Officials (1986). One state-Illinois-proposed regulations during 1986 to allow risk analysis to justify lower spillway requirements for existing dams (Illinois Department of Transportation, 1986). At the Federal level, the National Research Council has found risk analysis especially appropriate for assessing dam safety at high-hazard dams (National Research Council, 19851, the Bureau of Reclamation has published guidelines for incorporating risk analysis into their dam safety grogram (U.S. Department of the Interior, 1986), and the Federal Emergency Management Agency has recently sponsored workshops and supported research related to risk analysis in dam safety (Federal Emergency Management Agency, 1985a ; Federal Emergency Management Agency, 1985b; - - McCann, et. al., 1985a, 1985b).

Solar ponding to crystdlize sodium chloride has been used for thousands of years.1 The systems used were inefficient and usually small compared to the large 25,000 acre pond areas seen today. It has only been in the last 25 years that any real effort has been applied to develop solar ponding technology. Many large solar pond systems have been constructed without much thought to efficient and optimum production rates. The recent high costs of labor, of equipment and of energy have forced producers to take a closer look at their solar pond systems in an attempt to squeeze out the highest possible yields. Other companies such as the Arab Potash Company, the Dead Sea Works, Texas Gulf (Moab, Utah) and San Francisco Salt Companies have no more land area in which to expand and therefore efficient ponds are essential. This paper is written to show how the subdivision of solar ponds can result in production increases of up to 20% and beyond.

Carbon addition in the oxide pelletizing process is a big concern at the Sidbec-Normines pelletizing plant since 1976. Laboratory pot-grate testing carried out before the initial start-up of the Port-Cartier plant indicated that the nominal pelletizing grate capacity could be increased by fifteen percent with a suitable carbon addition. Also an improved induration cycle offered the possibility of a significant energy reduction within the process with no adverse effect on pellet quality. A one month plant scale program duplicated the lab test results and confirmed the anticipated cost saving by using these techniques. Since March '80, Sidbec-Normines use coke addition as a current operation. This paper reviews briefly earlier laboratory and in-plant test work carried out to investigate the effects of adding carbon materials to the Fire Lake hematite concentrate, and presents operation techniques and plant results of carbon addition in the Port-Cartier pellet plant.

The gas producer actually dates back far beyond the period from which we first find recorded data. A partial production of producer gas can take place in any type of solid fuel grate equipment, such as a boiler, or even a fireplace if a sufficiently deep fuel bed is provided. Those of us who have watched a coal fire burning in the hearth, have no doubt noticed at times, the gases liberated by the heat burning on or near the surface of the fuel bed. So far as we know, the first gas producer was built by Bischof in Germany in 1839, followed by Ebelman in France in 1840, and Ekman of Sweden in 1845. The first large industrial development in the use of gas producers was When the two Siemens brothers of Germany patented their first combined gas producer and regenerative furnace in 1861, thus opening up the field for the use of raw, crude producer gas in heavy furnace work. In the years 1879-1881 J, E, Dowson, of England developed a producer gas cooling and cleaning plant, which extended the scope of application of producer gas to make possible its use in small furnaces and gas engines.

This paper describes a Mixed Integer Linear Programming model that was developed for planning the coal operations at Mountain Coals, Inc., in Kentucky. The model incorporates the use of stockpiles as practiced and allows the operator to find the least cost combination of raw coal feeds, washing densities and blending to produce the different quality coals as required by the coal contracts.

Since coal has been designated as the short-term answer to the threatening world energy crisis, improved surface mining techniques, along with improved extraction and handling equipment, are needed to increase the amounts that can economically be mined by open pit methods. A dwindling supply of low cost oil and gas have dictated a major rethinking of our energy sources and their use. New methods for open pit coal mining have to be found to increase coal production and to meet more stringent reclamation laws. Modern twin-engine elevating scrapers can play a vital role in meeting these needs. They are readily available, with short delivery times, from several experienced manufacturers of earthmoving equipment. Recent developments of the elevator system have extended its working range to include many of the materials commonly encountered in open pit mining. The paper deals with the advantages of using twin-engine elevating scrapers in the performance of various mining tasks. These tasks range from utility work to the major task of using the scrapers as a primary stripping toot and, of even more importance, a stripping- reclamation tool for, with scrapers, the overburden can be moved and redeposited in the same strata sequence or soil horizon as in its natural state. A recap of current applications of the elevating scraper will be presented, along with proposed uses.

The consumption of grinding media forms a significant part of the operating cost of a mineral processing plant. An estimated half billion pounds of steel in the USA and over one billion pounds in the world are consumed each year in wet grinding alone. However, there is some conjecture as to the interacting roles of abrasion and corrosion. In order to provide a more complete picture of the conjoint action of abrasion and corrosion, marked ball tests were conducted on different grinding ball compositions in a laboratory ball mill and the metal losses were measured on varying the conditions, i.e., pH, PO2, in wet grinding a Cu-Ni gabbroic rock and compared with taconite grinding. Ball wear rates ere discussed with respect to ball composition and microstructure and the varying conditions used in the grinding tests.

It was shown previously that chalcopyrite could be floated without using a collector when the ore samples were treated with small amounts of sodium sulfide (Na2S). The role of this reducing agent was considered to be one of a cleaning agent to remove the hydrophilic surface oxidation products. It was later found, however, that the collectorless flotation could be obtained only under slightly oxidizing conditions. This might suggest that collectorless flotation is not due to the clean surface but to the elemental sulfur which may be present as an incipient oxidation product. Therefore, a search for the presence of elemental sulfur has been made by means of ESCA, mass spectrometry, and solvent extraction followed by W spectrophotometric analysis. On the basis of these results, the mechanisms of collectorless flotation are discussed.

GENERAL DESCRIPTION The Henderson mine utilizes a highly mechanized, continuous panel-caving system to extract ore from a deep, massive, molybdenum deposit. The mine site, lo¬cated 80.5 km (50 miles) west of Denver, is situated at 3170 m (10,400 ft) above sea level in a steep valley on the eastern side of the Continental Divide. The mill site, located on the western side of the divide, is linked to the mine via a 15.5-km (9.6-mile) railroad tunnel. Mine production is scheduled to reach 27 215 t/ d (30,000 stpd) from the uppermost production level. This pro¬duction rate will have been reached within the four years following an intensive ten-year preproduction development program. A second production level, due to come on stream in later years, will expand production capabilities to 31 751 t/d (35,000 stpd). The mine, which employs approximately 2000, has blocked-out ore reserves of 220 Mt (242 million st) at an average grade of 0.42% MoS2. Geology The Henderson deposit is composed of two partially overlapping ore bodies that lie 1080 m (3600 ft) beneath the peak of Red Mountain. The ore bodies are entirely within a Tertiary rhyolite porphyry intrusive complex that has intruded Precambrian granite. The de¬posit is elliptical in plan with overall dimensions of 670 x 910 m (2200 x 3000 ft). In section it is arcuate with an average thickness of 185 m (600 ft). The top of the deposit is at an elevation of 2610 m (8700 ft) while the lower limits range from 2340 m (7800 ft) on the west to below 2100 m (7000 ft) on the east. The mineralization is relatively continuous in the ore bodies and consists of molybdenite and quartz in random to subrandom, intersecting, closely spaced veinlets. Cavability RQD (rock quality designation) * values measured from Henderson drill core and compared with the RQD values from the Climax and Urad block-cave mines in¬dicated that the Henderson ore would cave but with difficulty and that a high percentage of the cave ma¬terial would be blocky. Initial caving experience shows the Henderson ore caves easier and with greater frag¬mentation than was indicated by the RQD values. Pos¬sible reasons for this are: 1) The greater lithostatic load at the Henderson has a greater effect on caving and fragmentation than anticipated. 2) The relief of confining pressure due to caving action and brittleness of the rock is enhancing breakage. Mine Layout The Henderson mine layout was designed from its inception for a large-scale, rubber-tired, continuous panel-caving mining system. The ore body is vertically divided into three major mine levels (Fig. 1). The top¬most level (8100 level), which is 2469 m (8100 ft) above sea level, is the current mine production level. The replacement of Boston’s elevated Highway I-93 running north to south through the heart of the city with 8-lane tunneled roadways, coupled with the underground extension of Highway I-90 eastward to Logan Airport, has earned the Central Artery/Tunnel (CA/T) Project the position of the largest infrastructure project in the U.S. today. The gigantic interchange featuring numerous ramps where these two main branches of the Artery intersect required the construction of three huge jacked tunnel boxes that were pushed beneath eight active Amtrak and commuter rail tracks that had to remain undisturbed in spite of poor geology and a minimum of cover between the track beds and the tunnel crowns. Ground freezing was chosen as the method of stabilizing the soil over the tunnels, and it was extended in one area to stabilize the ground at the intersection between the tunnels and an abutting deep cut-and-cover excavation. Because many standard geotechnical instruments consist basically of open standpipes filled with water, it was a major challenge to keep them de-iced and in a condition to provide data on vertical and lateral ground movements. The efforts to do so are herein described.

A blast furnace test of approximately 5,000 tons of PelleTech Corporation (PTC) cold bond pellets was successfully run at Kaiser Steel Corporation (Kaiser) Steel Manufacturing Division at Fontana, California. The pellets were produced from mill scale, BOF dust and blast furnace flue dust. A 15 day base period, during which time the metallic burden was 2/3 heat indurated pellets and 1/3 sinter, preceeded the test. During the test period the metallic bur- den was 10% cold bond pellets, 56.7% heat indurated pellets and 33.3% sinter. A 15 day post test base period followed during which the PTC pellets were replaced by conventional pellets. The pellets were produced in the 3.C Semi-works Facility located on Kaiser property. The facility incorporates the Michigan Technological University Hydro-Thermal Agglomerating Process.

Thunder Basin Coal Company received the 1987 Wyoming Excellence in Surface Mining Award for construction of the State's first major sediment control reservoir to be designed using the new settleable sol ids standard. Use of this standard resulted in construction cost savings of more than $250,000; reduced water quality monitoring; enhanced downstream channel stability because of more natural sediment loading; allowed simultaneous establishment of permanent waterfowl and fisheries habitat; and provided a quality recreational site. This article will address factors associated with the design and construction of that sediment reservoir and the benefits that were realized. Surface mining and reclamation has the potential to at least temporarily increase surface runoff and resultant erosion and gully development. This increase in erosion is due in part to compaction of the soil surface with heavy equipment, creation of large relatively unvegetated watersheds, and elimination of natural dendritic ephemeral drainage patterns. Methods for stabilizing gully channels which may develop prior to establishment of sufficient vegetation to control erosion are analyzed. Utilization of various sizes of riprap for channel lining, the use of riprap check dams, reinforcement of riprap check dams, and the relation- ship of type of control structure to area of watershed and resultant flow velocities are discussed.

Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2•H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can be treated further with NaOH solution to form REE hydroxides. This study focuses on metamodeling of a simulated flowsheet with design of experiments (DOE). Based on literature survey, a process flowsheet was developed using HSC Sim software. The created flowsheet focuses on circulation of solution containing Na+, K+, SO42- ions and impurities liberated in the NaOH treatment of double salt precipitate. The effect of seven parameters (P1-P7) on seven responses (R1-R7) were modeled using central composite design (CCD). INTRODUCTION Nickel metal hydride (NiMH) battery waste can be considered as an urban mineral due to the presence of valuable metals like: Ni, Co and rare earth elements (REE) (Larsson et al., 2013). In NiMH battery waste leaching experiments, sulfuric acid has often been employed as a lixiviant (Pietrelli et al., 2002,Zhang et al., 1999,Rodrigues and Mansur, 2010,Porvali et al., 2018). The key advantages of sulfuric acid are its stability and cost-effectiveness compared to other mineral acids such as HCl and HNO3. However, the usage of sulfuric acid in NiMH battery waste leaching poses simultaneous challenges and advantages. Limited REE solubility can be taken as benefit when recovering REEs double sulfates after solid-liquid separation. However, sodium and potassium hydroxide, present in electrolyte residues in the battery waste, can cause in-situ precipitation already during leaching due to limited solubility, thus decreasing the total REE recovery (Porvali et al., 2018). However, this problem can be circumvented by washing the electrolyte residues off the raw materials. Subsequently, the REEs may be precipitated in bulk as a mixed double salt out from the solution at very low pH with minimal co-precipitation of Ni and other metals. This relatively easy separation method can be extremely advantageous in the case of such a complex solution matrix with relatively high REE concentrations (conc.). Once REEs have been precipitated as double sulfates as per eq. (1) (Porvali et al., 2018), the resulting double salt precipitate lacks applications without further treatment. Direct thermal treatment would generate sulfur dioxide emissions and likely require high temperatures in order to transform double sulfates into REE oxides. Furthermore, the precipitate contains Na ions, which would need to be removed by chemical treatment from the calcined REE product. In the context of circularity of raw materials, it can be taken of a remarkable benefit if the sodium and sulfur present in the double salt could be reused instead of wasting them into the side streams. To that end, in this simulation study, the double salts are converted by dissolution and precipitation to hydroxides which are readily treatable, e.g. with total dissolution and solvent extraction, for further purification (Abreu and Morais, 2010):
