Almost all the countries of the south-west Pacific and the Australian states have recently completed or have commissioned mineral royalty reviews. The prime reasons for this widespread and consistent action is the desire of the governments of these entities to redress perceived effi- ciency and equity imbalances and to ensure that the revenue raising motive does not override the necessity to maintain mineral exploration and development incentives. Governments are tending to adopt royalty systems comprising a com- bination of base royalty and a profit component. Resource rent royalty and royalty holidays have been introduced and anomalies, such as royalty free gold production, still exist but appear to have uncertain futures. Tasmania ranks as the Australian state with the lowest aggregate royalty levy/production value ratio whilst Papua New Guinea has the highest royalty objective achievement level in the south-west Pacific region.

Byproduct coking is practised in three of the major Australian ironmaking centres, the Newcastle and Whyalla works of the Broken Hill Proprietary Co. Ltd. and the Port Kembla works of Australian Iron & Steel Pty. Ltd. Coking first commenced at Newcastle in 1915 and at Port Kembla in 1938. The installations established at these centres include coal cleaning facilities and com- plete byproduct streams. The Whyalla plant, because of its location is somewhat less extensive, having no coal cleaning plant and a comparatively restricted byproduct section. As new batteries have been built every opportunity has been taken to incorporate modern design features and improved operat- ing techniques. This has included the provision of equipment to reduce atmospheric and water pollution. A marked reduction of markets for byproducts has had serious repercussions on the profitability of this section of the Industry.

Over the last decade computers have become an essential element in assessing the economic feasibility of mining new mineral deposits and in assisting a variety of related support functions. A broad overview is given of the many technical application areas where computers are contributing to the mining industry with reference to work being done on the evaluation of drill hole information, mineral inventory modelling, ore reserve estimation, financial analysis, process simulation, process control, workshop job scheduling, PERT applications, and com- puter aided drafting. In all these areas the computer has greatly reduced the manual effort involved in looking at alternatives. It has had a significant effect in eliminating delays in revising calculations, or rescheduling activities to incorporate new data or cater for changing conditions, while at the same time providing more accurate and prompt information for the management decision making Process.

The distribution of mineral deposits within northwestern North America (Alaska, Yukon, and northern British Columbia) allows for an in-depth examination of the metallogenic patterns of a growing continental margin. A more complete understanding of the tectonic evolution of this part of the Pacific Rim, achieved over the last 15 to 20 years, now allows for the placement of ore systems into a well-defined plate tectonic framework. Ore deposits older than about 185 Ma represent hydrothermal systems that were active in the platform/shelf environment of ancestral North AmericaÆs miogeocline or hydrothermal systems developed in oceanic arcs and continental fragments more distal to the craton. These include important SEDEX, VMS, and pre-accretionary porphyry deposits. In contrast, most mineral deposits younger than about 185 Ma were formed within the growing Cordilleran orogen, as terranes were accreted to the continental margin during interactions between the North America and Pacific/Farallon/Kula plates. Such syn- to post-accretionary mineralised systems include many large lode gold and porphyry/skarn systems.

Mine planning is the backbone of all mining enterprises and determines the profitability or otherwise of any mining investment. Providing high quality ore and tailings containment at the right time are the main drivers in oil sands mining. Recent environmental and regulatory requirements also makes waste management an integral part of mine planning in the oil sands industry (Directive 074). Due to the limitation of lease area, the pit phase advancement in oil sands mining is carried out simultaneously with the construction of tailings dykes in the mined out areas of the pit. These in-pit dykes are constructed to hold tailings that are produced during the processing of the oil sands ore after an initial external tailings facility. Most of the materials used in constructing these in-pit and ex-pit dykes come from the oil sands mining operation, making it necessary to have a plan for supplying the dyke material. The research problem here is categorised as: determining the order of extraction of ore, dyke material and waste to be removed from a predefined ultimate pit limit over the mine life that maximises the net present value of the operation û a strategic schedule; anddetermining the destination of dyke material that minimises construction cost depending on the construction requirements of the various dykes as per their designs û an operational schedule. There has been developed, implemented and verified a theoretical optimisation framework based on mixed integer goal programming (MIGP) to address the oil sands long-term production scheduling and waste management problem. The research introduced the development of multiple material types and multiple destination optimisation techniques using MIGP in the context of mine planning. This study presents an integration of mixed integer programming and goal programming in solving large-scale mine planning optimisation problems using clustering and pushback techniques.

The Nickel Rim Depth Cu-Ni-PGE deposit, discovered by Falconbridge Limited in 1993, illustrates several trends in exploration in the Sudbury area. Recent discoveries tend to be deep, high grade, footwall hosted, close to or straddle property boundaries and made using a multi-disciplinarian exploration approach that integrates economic considerations with geology, metal geochemistry and geophysics (borehole EM). The Nickel Rim deposit occurs down dip of Inco's Victor Deep deposit (4.2 million tonnes at 2.25 per cent Ni, 7.30 per cent Cu) in the eastern margin of the Sudbury Igneous Complex (SIC) at a depth of 2650 m. Before commencing drilling an economic evaluation was done to determine the minimum size needed to be economic at the expected depths and determine the expected value of an exploration venture. The subsequent surface exploration program discovered a drill indicated, undiluted mineral inventory of 1.6 million tonnes of 1.58 per cent Ni, 10.13 per cent Cu, 4.17g/t Pt and 3.50 g/t Pd including 519 000 tonnes of 4.13 per cent Ni, 25.53 per cent Cu, 9.76 g/t Pt and 8.42 g/t Pd. The deposit is hosted by gneiss, migmatite, gabbro and pseudotachylite (Sudbury Breccia) 100 m below the base of the SIC.

Mine closure is a legitimate element of the mining cycle and like mine development involves technical planning, permitting, and finally construction. Closure begins with the mine's operational footprint and transforms the site so that it meets the explicit requirements of the owners and regulators. Implicitly, the closure will increasingly need to meet the requirements of other interested parties such as the local community, workforce, and future land users. Golden Cross is the first modern mine closure in New Zealand. It operated for 6 + years as a mid-size gold and silver mine winning ore from both underground and open pit sources, and processing via a carbon in leach circuit including a cyanide recovery stage prior to tailings disposal. The mine is situated in a sensitive high rainfall environment, and is complicated by the existence of a large ancient landslide underlying most of the tailings dam and waste rock embankment. The regulatory process for mine closure in New Zealand is not clearly understood by operators or regulators alike. The Golden Cross mine was permitted under the Mining Act 1971 and closed primarily under the Resource Management Act. This switch of legislation, the parallel reorganisation of many government departments, and change in societal expectations with respect to long term environmental stewardship during the life of the mine resulted in the requirements of closure being significantly different to the expectations at permitting.

As a society, the retiring age of workers is increasing. Individuals are having to consider working to an older age (beyond 55 years), the reason being to æpay offÆ debt, maintain a quality of life or, as a bigger picture, because society simply cannot afford the aging population. The Government is encouraging and promoting those approaching retirement to work to an older age to alleviate the financial burden of an aging population. In a working context those aged 55 years and over accounted for ten per cent of the Australian workforce in 1998 with this age group expected to account for half of the growth in the workforce between now and 2016. For the 60 - 64 years which account for less than three per cent in 1998, this group is expected to account for 15 per cent of the growth in the same period. As a result of individuals who have worked all their lives and in some cases æphysically hardÆ, they do not fully enjoy their years of retirement as a time when they get to choose what they want to do rather than what they have to do. Of particular interest are the physical or health related conditions that individuals end up with and the restrictions that ensue resulting in an individual being incapacitated either physically or with respect to the state of their health.

As the awareness and concerns on subsidence issues increase, there are clear, challenging and credible community expectations for responsible mining, public safety, optimal resource recovery and effective land use and environmental management, coinciding with a changing and strengthening regulatory environment being implemented by the NSW Government. This paper discusses a number of areas where cultural changes in the mining industry will assist with improved subsidence management to meet the enhanced standard.

The theory of froth flotation developed slowly, in almost all cases lagging behind practical developments in the operation of flotation processes. This was largely the result of a lack of understanding of the required basic principles of chemistry and physics, many of which were being developed at the same time. A review of some of the early theories propounded is worthwhile, and should encourage those who are presently studying or practicing flotation to exercise some care in claiming a complete understanding of the underlying phenomena in the art. This paper considers theories presented up to and including those in Principles of Mineral Dressing by Antoine M Gaudin (1939). Of course, developments since that time are important, but they are beyond the scope of this discussion.

Until very recently the application of solvent extraction to. the recovery of metals has been considered only for ithose operations where no other process was available. In general, .these operations, have involved metals such as 'f uranium or the rare earths, where the value of metal recovered has been very high. As a result, the tendency has been to consider solvent extraction as a very specialised, high cost technique with minimal application in the base metal industry. Since the mid-1960's this attitude has had to be changed drastically with the development of solvents specifically designed for the selective extraction of individual metals such.ascopper. The result is that solvent extraction must now be regarded as a proven hydrometallurgical technique for the recovery of base metals, and in particular copper. The first significant event in the application of solvent extraction to base metals was the production by General M. Inc. of a compound, designated LIX-63 (R)(1), which was a specific extractant for copper from ammoniacal sns. This did not find a wide application, however, because copper solutions with a pH in the applicable range we more readily treated by conventional techniques.

EcoTechnology refers to a series of potential metallurgical processes for complex ores, concentrates, tailings and slags that are all based on an initial chlorination step at low to moderate temperatures probably in a fluid bed chlorinator (FBC). Examples of the research and development (R&D) results are provided in this paper for a high grade Au/Sb Leach Tailings (EcoGold<sub>®</sub> Process), a very refractory sulphide Au concentrate, a refractory gold calcine tailings, a Cu/Au tailings (EcoCopper<sub>®</sub> Process), bulk polymetallic sulphide concentrates and polymetallic sulphide/oxide complex ores (EcoZinc<sub>®</sub> Process and EcoLead<sub>®</sub> Process). R&D on over thirty different ore types has been conducted at a bench scale as discussed. Latterly a dedicated pilot plant was designed and constructed by EcoTech Mining Pty Ltd (EML) and several of the different feed stock results have been confirmed by pilot plant testing. It is planned to scale up to a commercial demonstration plant. To demonstrate the versatility of EcoTechnology, bench and pilot plant test results on five of the projects are used as case studies as follows: Fosterville ‘leach tailing’, VIC; Wiluna flotation concentrate – BIOX Feed, WA; Wiluna calcine facility tailings, WA; Mt Morgan Cu/Au tailings, QLD; Polymetallic sulphide concentrates from Pegmont Deposit, QLD and Polymetallic sulphide/oxide ores from Commonwealth Mine Project, NSW. The 50 million tonne Mount Morgan gold-copper deposit (4.99 g/t Au, 0.72 per cent Cu) was an irregular pipe-like body of quartz and pyrite, with subordinate chalcopyrite, magnetite and gold. Mineralisation was hosted by the Middle Devonian Mine Corridor Volcanics which occur as a roof pendant within the Late Devonian Mount Morgan Tonalite. On three sides, the deposit was enclosed by a series of normal, concave, listric faults and surrounded by outward-dipping Mine Corridor Volcanics. The tonalite which bounded the western side of the deposit transgresses the domal structure with no apparent interference. A pipe of intense, texturally-destructive, quartz-sericite-chlorite ¦ pyrite underlay and partly surrounded the deposit.The volcanic setting of the deposit, its shape, metal content and associated footwall alteration are consistent with a subsea-floor replacement origin for the gold-copper mineralisation. Mineralogical studies have confirmed the deposit has been recrystallised and annealed by a thermal metamorphic event, most likely the intrusion of the Mount Morgan Tonalite. Pyrrhotite Pipe mineralisation replaces annealed massive pyrite, suggesting that it formed during retrogressive metasomatism associated with tonalite emplacement. Telluride minerals have a close association with chalcopyrite, and no evidence for a late telluride paragenetic stage was observed. Telluride mineralisation is inferred to be genetically related to the massive sulphide mineralisation, and a separate magmatogenic origin for this mineralisation is discounted.

Stratigraphic correlations across the Mur- phy Tectonic Ridge are crucial to regional corr. elations between the Mount Isa and McArthur River areas. Recent work in the Westmoreland and surrounding areas has substantiated the earlier general correlations between the Mount Isa and McArthur River sequences. The Mount Isa and McArthur Groups, and their equivalents, remain prime prospecting targets for major lead-zinc deposits of the Mount Isa and R.Y.C. type. A prospective area for Redbank-type copper mineralization is suggested.

The measurement of error in assays collected as part of a mineral exploration program or mining operation, including errors introduced during sampling, sample preparation, or geochemical analysis, historically has been undertaken in a variety of ways. Different parameters have been used to describe the magnitude of relative error and each of these parameters is related to the standard measure of relative error, the coefficient of variation. Calculation of the coefficient of variation can be undertaken in a variety of ways; however, only one produces unbiased estimates of measurement error: the root mean square coefficient of variation calculated from the individual coefficients of variation. The Rivera Crystalline Island (RCI) is an erosional window of the intracontinental Parana Basin that outcrops in the Rivera Department, north of Uruguay. RCI is made up mainly by Precambrian granites, metasediments and granite-gneisses. This island is crosscut by a dextral transcurrent shear zone system, the Rivera Shear System (RSS). The bulk strain ellipsoid was defined by previous work and has allowed the evaluation of shear dynamics. The geometry of the shear system is made up of two shear directions: E-W (P-shear), which turn right to NW-SE direction (R-shear), leading to the development of extensional bends. The shear zone system was developed in brittle-ductile to brittle regimes, under temperature conditions compatible with greenschist facies metamorphism. The shear zones are marked by an intensive fracture cleavage development. Mylonites develop only in narrow, discontinuous higher strain zones. Internally, the shear zones are dominated by intrusive rocks, mainly granites, dacites and diorites. Hydrothermal alteration has been developed in several areas.The economic significance of RCI is given by several small gold deposits, which have been exploited since 1869. One major new gold mine is under development, the San Gregorio Gold Mine. This gold deposit is locally controlled by a dilatant site where R-shear turns right to P-shear. Mine lithologies were deeply altered by hydrothermal fluids in the dilatant structure. This work presents the lineament-structural analysis carried out to identify similar structural patterns in all RCI sites favourable to host other gold deposits. The exploration program also considered remote sensing, geology, geophysical and geochemical survey.

Every text book for blasting in Japan says that Hauser's law can be applied for practice. But recently it came true that there was no historical record about him and no actual datum of his own or other's to testify. According to his theory, the funnel ratio N = r/W in crater test is inversely proportional to the rock strength and proportional to the explosive amount: where r is the radius of crater and W is the burden. But experiment showed the opposite result, and revealed new information. Two kinds of experiment, crater test and boulder blasting of mortar, were carried out to investigate the effects of rock properties on blasting. The material used for test 1 and test 2 was a mortar block (60cm)3 cube, 4 vertical faces of which were used for crater test. The results from Test 1 and test 2 were summarized as follows. The funnel ratio ranges between 2.5 to 4.5 in proportion to rock strength and burden. The standard ratio of 1, reported by Hauser, was not observed in any instances. It was also noted that the funnel ratio is independent of the explosive amount. The material used for boulder blasting, test 3, was a mortar block (40cm)3 cube, in the middle of which was located a vertical borehole for the explosive charge. The results of test 3 were as follows. The necessary explosive amount for boulder blasting is in inverse proportion to the mortar strength. Fragmentation and throw are proportional to the mortar strength.

Excavator output rates given in Makers' catalogues are sometimes based on favourable operating conditions. Mine operators and planners are more interested in the Effective Hourly Output in normal operation (Qe) a plant system can give hour by hour and year after year in a particular application. The number of hours mining plant will be available for normal operation will be less than the annual total of 8760 h. The number of the available hours which can be utilised at Qe will depend largely on the number and types of units in the plant system, the manners in which they are applied and the nature of the deposit in which they work. The emphasis herein is on continuous systems for deep stripping with BWE's as the primary excavator. Examples and suggestions are given for the annual hours at Qe for some BWE systems.

In this paper, an analysis is made of the present situation in the Chinese steel industry and its demand for iron ores. It is shown that the demand for iron ores has been growing substantially with the rapid development of the steel industry all over the world, especially in China. However, the iron ore market is currently in the situation where supply exceeds demand due to the economic crisis, with more investment in mines and less output of steel for several years ahead all over the world. Gigantic pressure is confronting the Chinese steel mills due to the too high and irrational price of iron ores. It is time to return the price of iron ores to a normal position much closer to their value. More attention has therefore been paid to developing low-grade and complex iron ore resources in China due to the irrational price of imported iron ores. More innovative mineral processing processes have been developed to tackle these complex resources. A systematic introduction to the development of beneficiation processes for low-grade iron ores is provided, including upgrading low-grade siderite, limonite, micron sized haematite and magnetite resources.
