"Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. This progress report summarizes operating results on the gasification of natural lignite from five runs of the commercial-scale pilot plant at Grand Forks, N. Dak., during December 1946 and calendar years 1947 and 1948, when the plant was operated for 1,996 hours. A primary specific objective was to determine the useful life of the outer metal retort tube as it is influenced by corrosion and other factors under a wide range of operating conditions. A secondary objective was to develop the technology of production when generating gas with a high ratio of hydrogen to carbon monoxide in both the divided and continuous annuli. Results are summarized in graphs and tables that show hydrogen-carbon monoxide ratios from 2.3 to 9 at gas-production rates from 6 to 12 M cu. St. per hr. (thousand cubic feet per hour), or approximately 30 to 60 cu, ft. per square foot of heated retort-wall surface per hour. Gas yields ranged from 36 to 54 M cu, ft. per ton of natural lignite or 63 to 91 M cu. ft. per ton of moisture- and ash-free lignite, Production rates were higher in the divided annulus, but these represent the maximum capacity of the plant only at high hydrogen-carbon monoxide ratios when the high concentration of excess steam and low furnace temperature limit gas production. A ratio of 6 was the highest produced in the continuous annulus because mechanical Limitations of the auxiliary equipment prevented attainment of higher ratios. The lignite feed rate appears to influence the production rate more than any other individual operating variable. Heat balances for four periods when gas with ratios from 2.3 to 7.2 was produced with a lignite feed rate of about 325 pounds per hour suggest that the potential heat in the gas is lower at higher ratios, owing to increased heat losses in the excess steam. Heat-transfer rates through the retort tube in these four tests were between 1,500 and 3,000 B.t.u. per square foot per hour. These rates are much lower than those reached in many earlier tests, but no attempt was made to achieve maximum rates of heat transfer.

"Sphalerite flotation in the absence of copper activation at moderately alkaline pH has been observed in laboratory studies. An in-plant test of this observation was conducted at Kidd Creek Mine LTD. using a portable minicell flotation circuit. The results confirm that raising the pH causes sphalerite flotation.The testwork with the minicell circuit is described. The circuit, built around 2, 51 cells donated by the Noranda Technology Centre, was funded by Air Liquide and NSERC. It includes a data acquisition system to monitor continuously dissolved oxygen, pH and Pulp potential.INTRODUCTIONFlotation of sphalerite is normally practised by adding CuSO4 as an activator under alkaline pH. Recently there have been a number of laboratory and plant examples of sphalerite flotation without deliberate addition of cu++ ions (Girczys, 1972; Mukherjee, 1976; McTavish, 1980; Marouf et al., 1986; Mielczarski, 1986; Leroux et al., 1987; Palsson and Forssberg, 1989; Sandoval-Caballero et al., 1990; Zhang et al., 1991).In batch tests, with a sample of Pb/Zn ore from Polaris, Leroux et al. (1987) found that sphalerite became floatable after adjusting pH to 9. 5-11: they ruled out natural floatability or the formation of elemental sulphur on the surface but suspected iron hydroxy compounds were responsible. Sandoval-Caballero (1990) conducted a continuous minicell test at Brunswick Mining and obtained a 44 % Zn recovery and 40.5 % Zn grade concentrate without deliberately adding CuS04 at pH= 10.5. With single mineral studies, Zhang et al. (1991) revealed good sphalerite floatability (over 80% recovery) in pH range 8 to 11 and found that this floatability was related to pH, dissolved oxygen (DO) level and Fe++ species present in the system.To explore further the conditions under which sphalerite can float without addition of CuSO4 , a continuous pilot test using minicells was performed at Falconbridge Ltd., Kidd Creek division. The set-up is briefly described (a more detailed description is given elsewhere in these proceedings) with emphasis on the data acquisition system - dissolved oxygen, pulp potential and pH were monitored continuously. Results of testwork investigating pH, CuS04 addition and gas composition are presented."

Over the last decade more than 62 miles (100 km) of civil transport tunnels were constructed in Sydney, Australia, using the sequential excavation method (SEM). The WestConnex motorway tunnels, each stage of which used over 20 roadheaders to excavate up to 40 tunnel headings, had numerous caverns up to 100 feet (30 m) wide and 82 feet (25 m) high. SEM tunnels in North America typically have far fewer active headings. This paper examines the differences in scope and risk allocation for construction phase services, including comparison of the Permit to Tunnel (PTT) process in Australia and the Required Excavation and Support process in North America.

Predicting the future is a task that should always be delegated. If that is not possible, then stating your views confidently, but retrospectively, is preferable. Hindsight encourages clarity of thought and sharpens perception. When all else fails one can look back into history and see the trends, evaluate the current situation and project it a little way into the future - in this case 10 years. In exploration the rate of change has been increasing over the past 20 years. With expected developments in technology, legislation, and their sociological impacts, we will see such rapid change over the next decade as to make us uncomfortable, unless we are prepared for it.   The social obligations of our industry also have changed enormously over the past 20 years and are still changing. This will lead to further changes in the way we conduct our business if we wish to stay in business. As exploration technology improves, a further dimension is added by the expectations of the communities in which we operate. This extra dimension needs to be quantified so that we not only keep up with current developments but also get ahead of the game. This paper is based on the New Zealand experience, some of which will be familiar to mineral explorers in other countries.

The analysis of equipment trends in The AusIMMÆs revision of Monograph 19 - Australasian Mining and Metallurgical Operating Practices (AMMOP) (in prep) in the paper by Graham Lumley raised some interesting, and in parts disturbing, trends in the Australian open cut mining industry. According to the Australian Bureau of Statistics (2011) the productivity of the whole mining industry is down by 34 per cent since 2001. In terms of open cut equipment, median output for draglines is down by 15 per cent since 2003, electric rope shovels are down by 41 per cent since 2003, hydraulic excavators are down by 39 per cent since 2008, front-end loaders are down by 39 per cent since 2007 and trucks are down by 41 per cent since 2006. Clearly e boom has not been good for the efficiency of the mines. During this same time, best practice (defined as the average of the top ten per cent by annual output per unit of input) has declined, but not by as much as the median (eg shovels down by eight per cent, excavators down by 19 per cent and FELs down by five per cent). This paper will build on the analysis of AMMOP to understand the differences occurring between median and best practice and identify the factors contributing to the decline in performance. As the industry enters a period of potentially lower prices for commodities and reduced margins, pressure will be brought to bear on mine sites to start moving more with the equipment they have. An understanding of where efficiency has been lost will be a key component in that. The information contained in AMMOP, and the subsequent analysis of that information in papers such as this one, will be crucial to reversing the decline in open cut equipment performance.CITATION:Lumley, G, Trott, T and Lewis, M, 2012. Neste trabalho foram obtidos nanocompósitos híbridos constituídos por nanotubos de carbono de paredes múltiplas (MWCNT) e por nanofibras eletrofiadas de nylon 6 em uma matriz epoxídica. Os MWCNT foram funcionalizados com grupamentos carboxílicos e dispersos através de ultrassom na resina epoxídica. A composição resultante foi disposta de maneira alternada com mantas de nanofibras de nylon 6 para formar estruturas compósitas na forma de sanduiches, as quais foram termicamente curadas. Medidas de resistividade elétrica das estruturas obtidas mostraram que uma percolação elétrica entre 0,05% e 0,5% (v/v) de MWCNT foi alcançada. Do ponto de vista mecânico, a incorporação de MWCNT na matriz epoxídica resultou em aumentos de módulo de elasticidade (26%) e na resistência a ruptura (19%), porém, devido a presença de aglomerados de nanocargas, a deformação na ruptura e a resistência ao impacto foram severamente reduzidas para 71% e 33%, respectivamente. Por outro lado, a adição de nanofibras de nylon 6 para formar um híbrido, mostrou-se, bastante promissora ao levar a aumentos de 8% na resistência ao impacto sem ocasionar perdas de módulo elástico, na resistência à ruptura e na deformação na ruptura.

The operation of electric face equipment in underground coal mines has proven to be extremely hazardous to mining personnel, including equipment operators and others working in the vicinity of active equipment. Recent industrial engineering studies* of accidents and fatalities indicate that a major contributor to this hazardous situation is noncompliance with modern principles of human engineering, particularly lack of standardization of control configurations. Control configurations differ not only among different machine types, but also among the same machine types produced by different manufacturers. This lack of standardization can produce a high incidence of error in the operation of electric face equipment, thus creating a potential source of accidents. Other examples of non-compliance with human engineering principles are the widespread use of identical black, round control knobs (regardless of the function being performed), and the inappropriate location, spacing, and labeling of controls. Any or all of these factors may place the operator in a "negative transfer" situation, which means that control manipulations appropriate for one type of machine are different from (or even the reverse of) the control movements required to produce the same effect on other machine types. This situation increases the accident potential to the operator, as well as to others in the vicinity. Accident potential is further increased by circumstances which do not allow for large error tolerance-specifically, emergency procedures. Reports of accident statistics cite operator inexperience as a primary cause of most accidents involving underground electric face equipment. Several factors contribute to operator inexperience, including: 1. High personnel turnover 2. Employee absenteeism 3. Current union practice of bidding for jobs.

The following report is a summary of the commercial results which 'Were obtained from 2,000 tests conducted by the technologic branch of the United States Geological Survey at St. Louis, Mo., and Norfolk, Va., in 1907 and 1908, under the technical supervision of R. H. Fernald, engineer in charge of the producer-gas section. The tests dealt primarily with gasoline, forming part of the investigation of mineral fuels provided for by acts of Congress. To determine the relative economy and efficiency of gasoline it was compared with denatured alcohol. The tests, many of which were undertaken in connection with work for the Navy Department, supplemented, to a certain extent, the work of previous investigations, but only so far as was necessary to emphasize some of the more important points and to lead up to the defining of conditions required for the economical use of gasoline and alcohol. In order to determine and eliminate the affecting engine conditions as far as possible, the investigation was commenced by making comparative gasoline and alcohol tests on the same engines. These tests were repeated on other engines of approxiElately the same size and speed, having different degrees of comFression, different methods of governing, and different carburetors. The final report will include much material that may be of use in engine design, but that side of the investigation was not pursued any further than was necessary to obtain the best possible results, for alcohol and for gasoline with the engines at hand, and to prove that the minimum fu·el-consumption rate for each could be obtained in approximately the same manner. The effects of engine and of operating conditions both have a bearing on the commercial deductions but will be discussed only in a general way at this time.

Geologically simple deposits can be modeled quickly and easily with inexpensive gridding and mapping software. Hundreds of mines around the world use RockWorks99 and Surfer 7 for generating contour maps, producing log plots and cross sections, and performing other useful geological calculations. These programs are used by many mining operations as their only modeling and graphical software or they are used in conjunction with larger systems. The investment in learning time is low and the programs produce reasonable quality results with standard computing equipment. RockWorks99 and Surfer 7 provide a good level of capability while maintaining high quality technical integrity. Both programs are used for many applications in mining, oil and gas, environmental and other fields that require analysis of spatial data.

O estudo do comportamento de membranas trocadoras de íons em um sistema específico permite verificar a interação de um eletrólito com suas propriedades. No presente trabalho, foram utilizadas soluções de cobre à base de HEDP, proveniente de um banho galvânico isento de cianeto. A membrana utilizada foi a HDX 200 (aniônica) fornecida pela empresa Hidrodex. Amostras da membrana foram submetidas a um ensaio de envelhecimento durante 13, 26, 60 e 90 dias, imersas em uma solução a 5% v/v do banho de cobre. Após o envelhecimento essas foram preparadas para a realização de análises estruturais por FTIR, MEV e TGA. Os resultados obtidos pelo MEV e FTIR mostram que a membrana possui morfologia heterogênea. Além disso, verificou-se pelos resultados da análise térmica que o complexo presente no banho eletrolítico influi no comportamento térmico da membrana.

A review was made of two Russian books and a chapter from a third book dealing with pipeline transport of coal. Emphasis was placed on hydrotransport of coarse coal in underground mines or surface pipelines. The books reviewed were: "Means of Increasing the Effectiveness of Hydrotransport," by V. N. Pokrovskaya (1972), "Parameters and Modes of Hydraulic Transport of Coal" by V. V. Traynis (1970), and the chapter "Calculations of Hydrotransport of Useful Minerals and Waste Rock" from the book "Hydromechanization of Opencast Workings" by G. A. Nurok (1970). All three are unique and useful additions to the world literature on hydrotransport. The Traynis book reveals the development and results of circular wheel stand tests to simulate hydrotransport in horizontal pipes, which is a potentially outstanding contribution to slurry pipeline technology. Graphical data and equations are presented which suggest that headlosses for coarse coal can be predicted with good accuracy for pipe sizes up to 14 inches in diameter. Wheel stands permit tests for pipe wear and lump degradation without recycling coal through pumps. Recommendations are made for wheel stand tests and for correlation of existing data.

Concentrated hydrogen peroxide (H202) is a highly reactive oxidizing agent that liberates heat when it decomposes. The heat liberated may be sufficient to ignite combustibles with which the peroxide comes in contact. For this reason, concentrated hydrogen peroxide should be handled only by personnel familiar with its many unique properties.6 Hydrogen peroxide is used as a bleaching agent in the manufacture of textiles; this is its major single use in the United States. It is also employed as a reagent in chemical synthesis, as a source of free radicals to start polymerization, as a foaming agent in the manufacture of porous substances, and for its effect on biological processes. Moreover, highly concentrated hydrogen peroxide is a compact source of energy that can be utilized both as a monopropellant and as the oxidizer in a bipropellant system, During World War II, large quantities of highly concentrated hydro- gen peroxide were used as propellants, particularly in Germany. Since then, production of the peroxide has increased rapidly; in the United States alone it has more than doubled since 1950.7 Because of its widespread use, increasing interest has been shown in the hazards of handling the high- strength peroxide.

The Bureau of Mines investigated the tin deposits of the Cape Mountain area during July and August 1962 to test the effectiveness of detrital-cover sampling in permafrost areas as a relatively cheap and simple means of guiding mine development and exploration. Results indicate that systematic detrita1-cover sampling can be used effectively to delineate obscure deposits with sufficient accuracy to permit sampling with a minimum of trenching or drilling. Extensions of known outcroppings were traced in sufficient detail to guide lode sampling and several previously unknown tin-bearing lodes were found and sampled. Lode sampling was limited to the minimum needed to establish the reliability of detrital-cover sampling results. The results of previous lode and placer investigations are summarized and detrital-cover sampling methods and results are described in detail.

This report describes in detail the work done on the development of the Time Domain Reflectometry Microcomputer (TDRM). Modifications to the FMC-Model 302A Cable Fault Locator is described in Appendix D. The TDRM unit uses an 8080 microcomputer to accurately locate major faults in low capacitance cables to within ± 1 foot when properly calibrated. Major faults in high capacitance cables are usually located within ± 5 feet. The upper limits of fault detection are <1 kilohm shunt fault and >7 ohm series fault. In practice fault detection limits are reduced to <300 ohms shunt fault and >30 ohms series fault because of discontinuities caused by cable repair.

As placas de circuito impresso (PCI) são materiais heterogêneos e sua composição pode variar em função do ano de fabricação, tecnologia empregada, propósito de utilização, legislações vigentes e país de origem, entre outros. Essas características interferem diretamente no valor econômico agregado a estes resíduos, pois dependem da composição dos mesmos, de tal maneira que as empresas recicladoras tomam como base essas informações no momento da aquisição da sucata. Assim, a classificação e caracterização de PCIs é de suma importância para o mercado de reciclagem de resíduos eletroeletrônicos. A fim de alcançar este objetivo foi realizada cominuição em moinho de facas utilizando grelhas com abertura de 9, 6 e 3mm. A etapa de caracterização incluiu ensaios de digestão em água régia, perda ao fogo, análises química quantitativa por ICP-OES e MEV/EDS. Verificou-se que o lote de PCI estudado possui 39,5% de material cerâmico, 34,5% polimérico e 26 % metálico. A porcentagem em massa de cobre na placa é de 14,28%, de ferro 3,73%, de ouro 0,012% e de estanho 1,29%. O lote não é lead free e é multilayer com quatro camadas de cobre.

Comprehensive field tests were made by the Federal Bureau of Hines at the Conda open pit mine near Soda Springs, Idaho, to determine whether surface geophysical techniques could be used to detect and delineate faults in phosphate deposits. The tests included seismic refraction, magnetometry, electrical resistivity, and airborne photography. Of the several geophysical techniques tested in the field, horizontal resistivity profiling was the most effective method for diagnosing faults. The method is quick, inexpensive, accurate, and can be easily used by mining company personnel to detect and delineate faults.
