The overall supply of platinum is forecast to rise more than the demand, and market deficit will narrow somewhat, but is still substantial at about 480 000 ounces. Because of this deficit, the price of platinum is expected to remain high, not taking into account the impetus from funds and speculators. With this strong demand for platinum and the high price, platinum producers still need to initiate projects to not only sustain current production, but also expand output into the high demand. However, the rise in the platinum price does not entirely offset the drop in revenue due to the strong rand. Consequently, in the current economic environment, executives and managers are under extreme pressure to initiate only the highest yielding projects and implementing them successfully. During the initiation phase of a project, the cost of changing concepts is the least, and strategic project decisions are the most important. It is during this phase that the most value can be added to a project, therefore requiring inputs from highly skilled, creative and experienced people. This paper will discuss thought processes and paradigms during the initiation of projects that will assist project owners in the selection and initiation of successful and profitable projects. The project initiation process will also be discussed outlining selection models, risk analyses and funding considerations.

INTRODUCTION This paper was originally presented at the Platinum Adding Value Conference, held at Sun City from the 4th to 6th October 2004. Narrow reef mining may not be applicable to the base metal operations in Zambia, however, it is considered that the methodology used is equally appropriate to the development of technology and mining methods in mining environments other than narrow reef mining. The purpose of this paper is to explore the integration of technology and stoping systems. For the last hundred years the South African narrow reef mining industry has battled to control working costs in a labour intensive industry. It is only through the application of appropriate technology that change will occur. Stoping systems, because it is the stoping method and methodology that is at the heart of the mining system. Introduce a different technology that results in a more efficient stoping system and the mining system will look after itself. The technology applied to stoping in narrow reef mining, over the last 100 years, can be categorised as follows: ? The introduction of pneumatic rockdrills early this century. The cumbersome rig mounted units being replaced by smaller, lighter, hand held units that were then made easier to use with the addition of an air leg. (The so called Swedish method of mining.) As late as the early 1970s some drilling was still being carried out without the assistance of an air leg. ? Scraper winches to replace gravity and shovels to move rock both in the face and the gullies were first introduced in the late 1920s. ? Hydraulic props installed close to the face and capable of applying force against the hangingwall as well as yielding in a controlled manner under dynamic load arrived in the 1960s. In many instances these have now been replaced by yielding elongates fitted with water hydraulic tensioning devices. ? Some people argue that the introduction of tungsten carbide inserts, to improve drilling, was equally important.

Present day capital costs are analyzed for a 2,000 metric tonne per day (MTPD) pyrite burning plant and compared with a sulphur burning plant of the same capacity. Power, raw material and steam production rates are then compared for the two facility types. A sensitivity analysis is conducted to highlight the impact changing sulphur, pyrite, capital and operating costs have on the relative economics of these feeds. Technological improvement effects on capital cost and energy recovery are also discussed. Besides the steam produced from the burning of pure sulphur or pyrite, plants using an advanced form of heat recovery can produce up to 10 bar steam using heat from acid formation. The quantity depends on the overall water balance which is influenced by such factors as gas strength and product acid concentration. Modern materials and innovative process design also improve the ability to increase the high pressure steam from the roaster boiler in pyrite plants above the traditional 1.25 kg of superheated steam per kg of acid produced.

Inauguration of the new political dispensation in South Africa in 1994 initiated a dynamic shift in the ownership, management and development of the country’s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system, started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress’ Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since 1955 there have been important changes affecting the rules of mineral development. These are: •Firstly, a drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully •Secondly, the globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists; and •Thirdly, the introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its Regulations, the much-publicised Broad-Based Socio-Economic Empowerment Charter and its associated Scorecard.

Geotechnical tests were carried out within an area of the coastal sand dune cordon of northern KwaZulu-Natal which is currently being exploited through mining of heavy mineral sands. In situ and laboratory tests were carried out to assess the density, strength and stability of the dune sand material before and after mining. The most stable combination of sand (>63µm) and fines(<63µm) material was determined as well as the effects of compaction on the strength and permeability of the sand dune samples. In situ DCP and density tests showed that the sand dunes fall in density immediately after mining has taken place. However, settlement of the dunes occurs with time and the density increases within the top 2 metres, and particularly once the dunes become re-vegetated. Laboratory tests carried out showed that the dune sand with between 20% and 30% added fines had the highest shear strength and dry density, but the permeability was shown to decrease steadily with increasing fines up to 40% fines added. The addition of fines would result in steadily increasing water flow problems. Compaction of the dune sands was shown to significantly increase the density and the shear strength, but with a corresponding dramatic decrease in the permeability of the material. Slope stability analysis carried out on models of the dunes with increasing fines showed that the addition of fines increases the stability of the dune sands up to a peak of about 30% fines added, and compaction further increases the stability of the dune sands. Despite the benefits of compaction on the stability of the tailings dunes, the loss of permeability is thought to outweigh the benefits as well as the high costs involved. The stability of the tailings dunes greatly increases after re-vegetation. Compaction and densification of the tailings dunes may be necessary within the top 2 m interval if large-scale construction takes place on the sand dunes. Petrographic analysis was performed to understand the granular interactions of the sand and fines fractions, and the effect of the in situ weathering of the dune sands on the stability of the sand dunes. As the fines contents increase the gaps between the sand grains are filled, until a point where the percentage of fines begins to push the sand grains apart.

Background The CSIR Division of Mining Technology assumed responsibility for the operations of the Hoist Rope and Mechanical Test Laboratories at Cottesloe in April 1999. The laboratories were previously the responsibility of the CSIR’s Division of Manufacturing and Materials Technology, before which they fell under the National Mechanical Engineering Research Institute (also of CSIR). As the focus of this conference is on safety in mines research institutes, it was thought appropriate that this paper should review some of the activities at Cottesloe and its role in supporting mine safety strategies.

Almost all the ore deposits of ferrous, non-ferrous and rare metals of Kazakstan, are exploiting by the open-cast method, are the complex-structural, multi-component ones. Their rational working requires precise organization of extracting works. In this connection it is necessary to set up the best intercommunications between drilling-blasting, excavating-loading and transport works. This requires the stable functioning of the quarry for dispatch of ore raw material of required quality with minimum of corresponding expenses. For this purpose, proceeding from the quarry’s ore output and the assumed parameters of the exploitation system, the first problem about rational arrangement of excavating-loading equipment in extracting faces is solved. By solving the problem the model with dynamic, adapting properties had been used. It was solved numerically by the method of statistical tests. By setting up the necessary link between type-sizes of excavating-loading and transport equipment, the minimum prime cost of loading and transportation of 1 ton of mining mass from the face to the receiving station was adopted as the criterion of optimality. Depending on the type of excavating-loading equipment, the efficiency function may be different. By using wheel loaders, their displacement between the faces is possible, therefore, the efficiency function of the problem may include expenses for their displacement. By using excavators like power shovel, the problem’s restrictions must exclude its displacement between the faces. The efficiency function consists of minimum expenses for loading, proceeding from set of volumes of extraction from the faces, satisfying required quality. The volumes of extraction from the faces, satisfying required quality of ore in output stream, are determined by the method of statistical tests. Sample range is given, proceeding from the restrictions for maximum productivity of the excavating-loading equipment. Volumes of extraction, not satisfying required quality, are cut off. The efficiency function meaning is then determined and minimized. Discussion by P.J Lloydt Broekman and Penman describe (J.S. Afr. Inst. Min. Metal., vol. 91, Aug. 1991, p. 261) the addition of sodium cyanide and zinc sulphate to the flotation feed at Prieska. They note that for &apos;safety sake, lime was added to the rod mil to raise the pH to 9,5&apos;, and that &apos;personnel working in the vicinity of the rod mil were required to wear gas masks&apos;. Author reply to P.J. Lloyd We thank Dr Lloyd for his interesting contribution. As he correctly points out, the Prieska float had run with cyanide solutions at pH values of 6,4. In fact, it ran safely for extended period with the pH slightly below 6.

Bateman Engineering managed the establishment of a second diamond treatment plant at the Letseng Mine in the Mokhotlong District of northern Lesotho, about 100 km from the town of Buthe Buthe. Letseng Diamonds Proprietary Limited, is owned 70 % by Gem Diamonds and 30 % by the Government of the Kingdom of Lesotho. The second plant, which commenced construction in late 2006, doubled Letseng Mines&apos; hard rock processing capacity from 2.6 million t/yr to 5.2 million t/yr, making it the worlds&apos; seventh largest diamond mine by throughput. Bateman Engineering provided the engineering design, procurement and construction management of the new plant.

Witwatersrand, Limited, where he served as temporary Geological Assistant, Sampler, Surveyor, Shift Boss, and Mine Overseer. Mr A.M.P. Henderson was born in 1950, in Kiel, West Germany. Mr J.L. An industry research project has been established to examine the issue of rock mass failure in large open pit slopes. The approach began with numerically modelling failure at the laboratory scale with a displacement discontinuity program. The interim results from the program suggest the output failure mode is dependent upon the input parameter cohesion weakening. Es wurde ein Forschungsproject mit unterstützung von Bergbauindustrie bearbeitet. Die Zielsetzung der vorliegenden Arbeit war die Analysierung des Böschungsgefähr im größen Festgesteinstagebauen. Das Verfahren besteht aus der numerischer Modelierung mit Ansatz einen sonderen Rechnerprogram. Die erste Ergebnis zeigt, daß die Aufgabe am Angabendaten (cohesion) abhängig sein wird. Un project de recherche industriel fût conduit avec le but d’examiner les éboulements de roche dans les mines a ciel ouvert. La premiere étape a été de modelliser numériquement les éboulements dans un laboratoire en utilisant un programme de déplacement discontinu. Les resultants préliminaires du programme indiquent que la prédiction des ébouliements est directement reliée à la magnitude de la cohesion.

Fine powders normally exhibit, to a more or lesser extent, some ability to participate in dust explosions. Zinc dust as used in the extractive metallurgy of zinc, is not known to be a reactive powder in the industry. No evidence could be found in the literature where zinc dust was involved in an explosion or explosive type event. On 3 May 2002 an explosive type incident occurred at Zincor in Springs, South Africa, which led to a fatal accident. Given the history of relative benign behaviour of zinc powders under conditions conducive to dust explosions, it was decided to share the information of this incident with industry in an effort to prevent similar incidents. Therefore, the purpose of this paper is to describe the incident that occurred at Zincor, discuss the major findings, report on corrective actions, as well as publish the results of subsequent tests that were performed to determine the conditions under which zinc powder exhibits explosive characteristics.

E. H. D. Carman: The results achieved at Buffelsfontein Gold Mining Company Limited are very encouraging and it seems certain that as far as the conventional uranium recovery process is concerned solvent extraction must entirely supplant the old resin ion exchange process. The operational costs given by Mr Meyburgh indicate that the chief cost items in solvent extraction are reagents. In other words 38.4 per cent of the operational cost at Buffelsfontein is due to the replacement of the organics lost from the plant. It is reported from a wide field of experience that loss, particularly of amine, is a direct function both of the quantity and nature of finely divided suspended solids in the pregnant solution and the extent to which the design of the mixers causes the formation of secondary dispersions which do not easily separate in the settler. There is in addition the unavoidable loss of amine due to its solubility in the aqueous solution which is thought to be about 4 p.p.m. In order to minimise solvent losses therefore, efficient clarification at the head of the solvent extraction plant would appear to be a most important requirement. For this reason the newly erected plant at West Driefontein Gold Mining Company Limited has two Funda Pressure Filters each with a filtering area of 540 sq. ft. which are together designed to handle up to 440 g.p.m. of filtrate. This plant has not yet been commissioned but preliminary testing indicates that suspended solids in the sub micron size range which do not settle even on protracted standing of the solution, will rapidly blind the clarifiers. This should not affect solution clarity but frequent backwashing adds to the cost of precoating. The difficulty was countered in the laboratory with continuous additions of filter aid in addition to the precoat but, as Table 11shows, cost of filter aid is high and its use will have to be optimized against organic losses due to less efficient clarification. This will need much careful observation over a relatively long period of time. Costs shown in Table 11 are based on Mr Meyburgh&apos;s figures adjusted to probable conditions at West Driefontein Gold Mining Company Limited. The assumption based on small scale testing is that it will cost 5.2c/ton in filter aid to clarify filtrate to a level of about 5 p.p.m. of suspended solids, in order to restrict the amine loss to 10 p.p.m. which is likely to be equivalent to an entrained organic loss worth approximately only 2.6 cents per ton. Of course poor clarification as mentioned earlier is only one of two or even more causes of organic losses and it seems obvious on the above basis that the operation and economics of pressure clarification will need close investigation. A second important consideration at West Driefontein has been the design of the pump-mixers which must perform the dual function of phase mixing and providing the necessary hydraulic gradient for counter current flow of the two phases. The arrangement is shown in Fig. 1.

Obviously all mining operations require much analytical work to be carried out. This starts with exploration, becomes more stringent with the evaluation of a mineralised area and finally becomes on-going when mining operations are under way. All these phases are carried out by geologists, metallurgists and mining engineers. They require analyses to carry out their functions but usually have no involvement in the analyses themselves. Analyses are carried out at commercial laboratories or in-house analytical laboratories. In the past in South Africa the tendency was for the larger mining houses to have their own centralised laboratories for exploration samples with each mine having it?s own laboratory to meet only that mine?s requirements. The centralised laboratory maintains QC functions at the subsidiary laboratories. In other mining areas of the world there has been a strong tendency for all geological analytical requirements, especially for exploration and mining, to be carried out at commercial analytical laboratories. In recent years there has been a tendency for mines in South Africa to move in the same direction. This paper discusses the factors that need to be taken into consideration when a new laboratory is being planned and automation is an option. The planning of the laboratory at the new Langer Heinrich Uranium mine in Namibia is discussed considering these factors. 2.0 REQUIREMENTS OF A MINING ANALYTICAL LABORATORY The purpose and requirements of a mining analytical laboratory are fairly obvious and can be summarised as follows :- 1. All mining operations must have access to analytical facilities, either in-house or commercial 2. The laboratory must be able to handle all the sample types submitted by the mining operation These can be mining, exploration and/or plant samples. They can comprise solids (rocks, bore-cores), slurries and/or liquids.

Mr Colin M. Spence took office as President of The Federation of Societies of Professional Engineers on 1st July, 1984. Colin Maynard Spence was born in November 1921, and was educated at the Durban Preparatory and High Schools, in both of which he was a Dux Scholar. He graduated from the University of Natal in 1942 with a B.Sc. degree in civil engineering. In 1958 he received a Diploma in Town Planning from the same university. It is clearly proofed in all the research that the role of the human factor, and therefore human behaviour, is pivotal to companies striving to accomplish goals such as competitiveness, customer delight, high quality, growing productivity as well as a safety-committed work force. The challenge of leadership is to change the worker’s poor perception of safety to an excited, empowered, valued employee who is continuously committed to the achievement of high levels of health, safety and conformance – the challenge therefore is to transform from within. Any work force needs a set of behavioural rules which work for it – including safety rules and critical safety behaviours, which are accepted through involvement leadership, encouragement and support.

The reassessment of coal reserves has become a matter of urgency and has come as a result of the present situation of the industry, in the context of globalized coal economies, as well as new mining legislation and the advantages and difficulties of domestic coal suppliers. The de Jager report concerning coal reserves, released twenty years ago, can no longer be used as an estimate for accurately forecasting South Africa’s future coal production. The new reserve and resource study will promote the diversification of energy sources and provide a clearer view of the future of coal mining in the country. With plans to increase South Africa’s coal export capacity to approximately 84 million tons by 2005, it is uncertain whether the country really has sufficient reserves to meet this expansion, as well as satisfy the projected increase in inland demand. The face of South Africa’s coal industry and by association, the economy of our coal-dependent country, are both set to change. This is mainly due to factors such as the demise of most of the large collieries over the last approximately twenty years, growing numbers of economic empowerment producers, the emergence of strong competition in the export market, the dawn of Clean Coal Technologies (CCTs) and the Kyoto Protocol The paper will attempt to dispel some of the current myths about coalfields and reserves and highlight potential areas of high quality coal reserves, available mainly to new entrants in the industry. There are practical indications that flotation recovery of palladium bismuth tellurides is poor. This work tested whether this can be caused by a lack of interaction of the collector with the telluride. Impedance measurements, voltammetry and Raman spectroscopy were performed to determine the interaction of dithiocarbonate collectors (KEX) with Pd-Bi-Te. Impedance measurements showed lower capacitance values in solutions containing KEX indicating the formation of a continuous surface layer. Anodic and cathodic polarization diagrams show the mixed potential tobe higher than the reversible potential of the xanthate-dixanthogen equilibrium reaction; hence the formation of dixanthogen on the surface is possible. Electrochemically controlled in situ Raman spectroscopy did indicate the presence of bulk diethyl dixanthogen on the surface. Raman spectroscopy has confirmed the co-presence of xanthate with dixanthogen, indicating that xanthate retains its molecular integrity when it adsorbs on the surface of the Pd-Bi-Te. As a result, the mineral surface is expected to be hydrophobic and a lack of collector interaction with the mineral is not the reason for low PGM recoveries experienced. The paper aims at clarifying the up-to-now misappreciated role taken by pore water on the design of deep tunnels in saturated porous media. Numerical simulations with a non-dimensional FEM-model emphasise the influence of pore water characteristics (in situ pressure and compressibility) and boundary conditions (lining permeability) on the short and long term underground-structure equilibrium states. These results cannot be achieved by means of monophasic total stress analyses. Dieser Beitrag untersucht den Einfluss des Porenwassers auf die Dimensionierung von tiefen Tunnelbauwerken in wassergesättigtem Untergrund. Numerische Simulationen mittels eines dimensionslosen FEM-Modells betonen den Einfluss der Porenwassereigenschaften (in-situ Druck und Kompressibilität) und der hydraulischen Randbedingungen (Tunnelausbaudurchlässigkeit) auf Kurz- und Langzeitverhalten des Untergrund-Ausbau Gleichgewichts. Diese Ergebnisse können nicht ermittelt werden anhand von Einphasen- und Totalspannungsmodellen. L’article s’intéresse au rôle méconnu de l’eau interstitielle dans le dimensionnement de tunnels profonds creusés dans des milieux poreux saturés. Des calculs adimensionnels par éléments finis soulignent l’influence des caractéristiques de l’eau interstitielle (pression in situ et compressibilité) ainsi que des conditions aux frontières (perméabilité du revêtement) sur les équilibres court et long terme de l’ouvrage. Ces résultats ne peuvent pas être obtenus par des calculs en contraintes totales.
