This report presents production and delivered costs for coal exports from the five major Western coal-exporting countries: Australia, Canada. Colombia, South Africa, and the United States. Cost data were compiled from visits to 43 mines by U.S. Bureau of Mines engineers between 1985 and 1990. All report costs are in January 1989 U.S. dollars per short ton. Production costs for raw coal are divided into mining and regulatory categories. Costs are broken down by type of cost, type of mine. and country. Scheduled operating and capital costs for raw coal were processed by the Bureau's MINSIM discounted cash flow program to determine total production costs calculated at 0% and 15% discounted cash flow rates of return (DCFROR). Delivered costs are for salable coal delivered to various markets. Costs are broken down by supply country, market, and type of cost. Scheduled operating and capital costs for salable coal were processed by the Bureau's MINSIM discounted cash-flow program to determine total salable coal costs at 0% DCFROR. Added to total salable coal costs were transportation and port costs to get delivered costs. Comparative overview information on the coal industries of the five study countries are appended. This appendix includes information on industry economics and exports, production and reserves, and coal industry issues.

This circular summarizes the history of company operations , describes physical features , labor and living conditions , and the geology . The method of exploration is outlined , and the section on mining methods contains descriptions of open - pit and underground systems , including loading and transportation methods . The crushing plant and tramway are described , as well as plaster-mill and board -plant practices . The boiler plant and organization are described , and wage scales are contained in the concluding section of the circular .

To determine in what part and to what extent creep or movement exists in an installed rock-bolt anchor and the effect of the creep or bleedoff on the tension load on a rock bolt, as well as the effect of normal mining activity on the rock-bolt load and anchor, the Bureau of Mines conducted tests in the laboratory and in two mines using four types of expansion-shell anchors, the wedge bolt, and in one mine, explosive-anchored rock bolts. Specially mounted heavy-duty springs, calibrated to obtain load readings from spring movement, were installed on the test bolts to prevent a drastic reduction in tension load caused by slipping or seating of the anchor. A dial gage, reading to 0.0001 inch, measured movement of the anchor shell against the rock and seating of the anchor wedge plug in the shell. While all bolts had electrical resistance strain gages for load reading, only readings from the laboratory tests were used because those from the field tests were erratic. The tests revealed that most load loss resulting from static loading is due to the slippage and seating of the serrations on the anchor shell into the drill-hole wall. Dynamic loading, primarily from sudden shocks from nearby blasting, and possibly from ground movement or mining activity, will cause the anchor wedge plug to seat in the anchor shell.

The Mining Law of 1910 , with amendments of 1914 and 1928 , is at present in force in the Dominican Republic . The first and basic mining law of the Republic was passed in 1876 , and although numerous changes and amendments have been made from time to time , the new laws and amendments thereto have not changed the original or basic law materially . However , these enactments have materially changed the legal methods governing the exploitation of the mineral resources of this country and have added new regulations and requirements to those concerning certain specific minerals , etc. The original or basic law still exists as it was first promulgated to protect the rights of the Dominican Republic itself , the rights of the landowner , and the rights of prospectors in general . The Mining Law of 1876 remained in force , without amendment , until it was superseded by the law of May 25 , 1904 , an enactment modeled after the Mexican mining law and designed especially to encourage the investment of

For a number of years the Bureau of Mines has been conducting an investigation of crude petroleum from producing fields in the United States and the Western Hemisphere and has published a series of reports on these fields. Analyses of crude-oil samples tom some oil fields of Louisiana are given in Bulletin 291.4/ Analyses of 26 representative crude oils from various producing formations of southern Louisiana are given in is report. These.samples are from 14 field's in 10 parishes in the southern part of the State, usually designated as the "Louisiana Gulf Coast area." ACKNOWLEDGMENTS Thanks are due the representatives of the various companies from whom samples were obtained for their cooperation and assistance in helping to secure representative samples. Early in 1912, from information received by the Bureau of Mines, it became evident that quantities of valuable radium-bearing ore from Colorado were being exported for manufacture in foreign countries and that at least part of the manufactured product was being returned to this country and sold at a price entirely incommensurate with that received by the miner and the prospector. Consequently, in line with its efforts to increase efficiency in the mining and treatment of mineral resources, the Bureau of Mines undertook an investigation of conditions. Results of this preliminary investigation were published, in the summer of 1913, as Bulletin 70,a which gave an outline of the radium deposits of the West, the conditions of mining, the wastes involved, and the status of the production of radium from its ores. At about this time newspapers and medical journals were publishing statements regarding the value of radium in cancer therapy. These reports, although many of them were exaggerated, brought out clearly the remarkable virtue of the gamma rays for the treatment of cancer and other malignant growths. In view of the fact that the largest known supplies of radium ore in the world are in the States of Colorado and Utah and on the public lands of the United States, it was deemed highly important for the Bureau of Mines to study the production of radium in detail. Such study, it was hoped, would enable the prospector and miner to obtain a fairer price for the ores and would furnish information necessary in case Congress appropriated funds to develop methods for extracting radium from ore on the public lands under Government supervision, to be supplied at cost to the hospitals of the Army, Navy, and Public Health Service.

"The emission of hydrocarbon gases from coal beds and contiguous strata causes many accidents in coal—mine workings, the number of fatalities so caused being second only to those due to falls of roof. Gases tend to increase in amount with depth of coal mining, hence the danger of explosion is increased with depth. The pressure of the gas in virgin—coal areas at a distance from mine workings likewise tends to increase with depth from the surface, probably due to corresponding increase in hydraulic head and possibly, when the gas is held in nonporous formations, to greater ground pressure. The rise in gas pressure with depth under usual conditions is shown in wells drilled from the surface and in some coal fields in drill holes into the face of workings; however, under normal conditions of coal formation gas does not issue into workings under high pressure because the coal and adjacent strata have many bedding and joint planes which allow the gas to escape freely at the face of the workings. The rare occurrence of instantaneous outbursts of gas, with violent effects referred to later, constitute the exception.Variations of volume and pressure of fire-damp or methane found in different coal beds by wells at a distance from mine workings, are analogous to variations in volume and pressure of natural gas found in different gas and oil sands, although in general the pressure tends to increase with the depth. Sometimes, however, in tight sands higher in the formation the pressure of gas therein is abnormally high, and on drilling the well deeper gas in the lower strata may be found at lower pressure."

"INTRODUCTION The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heat¬ing value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions./ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made.Analyses of the delivered coal and ""tipple"" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.The Government purchased approximately 5-1/2 million tons of coal in fiscal year 1951. In connection with these purchases, the Bureau analyzed 10,700 samples. These are published for the use of Government officials and the public. A series of publications s been completed on coal analyses by States, or, where production is small in any State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications contain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. In this Bureau of Mines evaluation of the domestic supply position of tungsten, certain tungsten resources in the United States are estimated as to quantity and grade and then are systematically costed in detail (excluding exploration costs). A supply curve is developed which depicts the quantity of tungsten (WO3) up to about 15.5 million short ton units that is producible at calculated price levels ranging from about $13 to $125 per short ton unit. About 10.4 million short ton units are available at a calculated price that is less than the present market price ($40). Total known resources amount to about 40.2 million short ton units. A very large portion of that quantity was not costed due to inadequate information on either resources or processing methods. Further exploration and research would have a significant effect on the availability of tungsten in the United States.

When the United States entered the World War governmental agencies found little definite knowledge available as to the exact capacity of each sulphuric acid plant in the United States to manufacture acid under the stress of a great emergency. It is true that on account of the demand for acid for the manufacture of munitions for the Allies, prior to the entrance of this country into the war, most of the acid plants near industrial centers in the Eastern and Northern States were running at or nearly their maximum capacity, but, . for various reasons, many plants in these States and plants in other districts were not. For a number of years statistics as to the production of acid by the plants of the country were compiled by the United States Geological Survey, but obviously such figures did not give information as to the maximum capacities that might be available for meeting the he.a vy war ·requirements, or as to the steps that would have to be taken to bt-ing these capacities into use. During the summer and early fall of 1917 various attempts were made to obtain the desired information, but no satisfactory or complete data were obtained. Late in 1917, under the authority granted to the Bureau of Mines by the explosives act, the Director of the Bureau of Mines directed A. E. Wells, metallurgist of the bureau, to uiake a complete survey of the situation. Mr. Wells personally conferred with officials of the acid companies and visited most of the acid plants in the North that are east of the Mississippi River. The information obtained through this personal survey, together with that obtained through the ready cooperation of the subcommittee on ncids, and the subcommittee on fertilizers of the Committee on Chemicals of the Council of National Defense, enabled the preparation of a report containing the desired data concerning the sulphuric acid industry. This report was made immediately available to the War Industries Board and to those offices in the War and Navy Depart- ments that were most directly concerned in planning the explosives program and in obtaining the necessary supplies to produce the explosives. Beginning with this survey and report, the sulphuric acid section of the war minerals investigations of the Bureau of Mines took an active part in all matters pertaining to the sulphuric acid industry during the remainder of the war. Mr. Wells, the chief of the section, was appointed an associate chief of the sulphur, pyrite, and sulphuric acid sections of the War Industries Board. .Also, by this direct contact with the War Industries Board, the data obtained by Messrs. R. R. Hornor, H. A. Buehler, a.nd 0. Lindstrom, who were in charge, for the bureau, of the investigations concerning the supplies of pyrite and sulphur, were constantly made available to all interested Government agencies. D. E. Fogg, of New York City, was appointed chemical engineer to the sulphuric acid section to make special investigations relating to the acid industry, especially the possible utilization, in an emergency, of those sources of raw material.not then being used. Mr. E. E. Corbett, of Brooklyn, N. Y., was appointed chemical engineer to make investigations concerned primarily ,vith the conservation of acid. Direct and intimate contact with the industry was had through the close cooperation with the committee on acids of the Chemical Alliance, this committee during the greater part of 1918 occupying rooms with the acid section of the bureau. With the ending of the war and the close o:f the active work of the acid section of the bureau, the suggestion was made by many interested parties that a bulletin be prepared giving some qf the fun. damental and most important facts regarding the sulphuric acid industry, including a discussion of the technical :features of the manufacture of acid. During the war the bureau received -a vast number of inquiries in regard to various phases of the industry, a.nd this fact also made such a bulletin seem desirable. Therefore, the present bulletin was prepared to cover the main facts in regard to the industry in this country, including a discussion of the supplies of sulphur-bearing raw materials, the situation of the acid plants, the principal points in regard to manufacturing processes, and the uses of the acid. No attempt has been ma.de to discuss at length the manufacturing processes, as details differ more or less at the different plants and in general are carefully guarded by the acid ·companies. A great deal of the data given in this bulletin may be found in various pub]ications, but this is the first publication in which such data have been assembled and made readily available. Most of the data were obtained directly from observation and from cooperating acid companies or from individuals who had been or are now engaged in acid manufacturing and were liberal and generous in making their information available for publication. Care has been exercised to publish no data that were obtained as confidential by the bureau's representatives. The average acid manufacturer may be already more or less acquainted with most of the information presented in this bulletin, yet it is believed that the bulletin will be of value to those who wish to obtain a. general review of the present condition, both the economic and technical, of the sulphuric acid industry in the United States.

The Bibliographic Data Base is the result of a literature search con-ducted as one task of the technology assessment of current and advanced logging techniques, sponsored by the United States Bureau of Mines. After compilation, the bibliography was converted to an automated form for ease of utilization, and to allow for maintaining and updating the data base. The data base covers articles, symposia, books, patents, corporate and government reports, and other literature concerned with some aspect of borehole logging from January 1969 through December 1975. Periodic up-dating will be necessary to keep the data base contents in step with developments in the rapidly advancing field of application of borehole logging to mining. Many bibliographic indexes were scanned for entries relating to the subject of interest, and those entries which were included in our data base contain a reference to the bibliographic index in which they were listed (see Section 2.4.7). With the aid of these indexes, a vast number of publications, including foreign reports and publications, have been scanned for works relevant to borehole logging technology.

"The House/Senate Joint Conference Committee has instructed the Bureau of Mines to have the Advisory Committee on Mining and Mineral Resources Research review on an annual and simultaneous basis each generic mineral technology research center (GMTC). In order to accomplish that review promptly and uniformly, committee members have revised and approved an in-depth questionnaire. That document formed the basis of their review. The information provided by that questionnaire was an important factor in their recommendations concerning the future direction of the program; a presentation was made at the last National Plan Update.The comprehensive nature of the questionnaire and the scope of the information contained therein make it an excellent retrospective of the Center. Having a clear vision of where the Center has been and knowing where it is now will help guide it into the future. It is felt that such a detailed view of the Center's facilities and research program will be of value to Center personnel and Advisory Committee members.Each aspect of the questionnaire has been examined, answered in detail, and documented throughly. With the completed questionnaire as a guide, this volume examines the research program, Center personnel presently active on GMTC projects, number of graduate degrees granted with GMTC support, GMTC publications, degree of individual interaction, technology transfer, the reference center, GMTC equipment and facilities, and any envisioned plans for future research. It is hoped that this volume will serve as a review of the years 1984-1988, the first four years of the Center's operation."

"INTRODUCTION The bottoming of the United Verde sulfide pipe has shortened the expected life of the United Verde mine to a matter of a few years. First located in 1876, this Arizona mine has had a long period of activity, having reached a peak production in 1929 of over 71,000 trans of copper. Through these many years of successful operation, a safety program has evolved in keeping with the proficiency developed in mining the ore body. "INTRODUCTION Coal is a compressed mass of heterogeneous, macerated, metamorphosed plant remains that have collected in the earth's crust. Probably no two beds of coal have identical properties, and different parts of the same bed may vary considerably when measured by some of the many empirical tests that have been developed to classify or differentiate the properties of coal. Because of this great variability in properties, the commercial processing of coal to produce coke and byproducts has developed largely as an art based on experience, rather than as a science. Much empirical chemical research, however, has been and is being conducted on coal carbonization, and this work is of practical value in obtaining larger yields of gas and byproducts and in the improvement of the physical properties of the coke.Both ultimate and proximate analyses have been used for correlating purposes. 3/ In the United States the proximate analysis is used for the classification of coal according to rank and grade. The proximate analysis can be employed usefully in the coal—carbonization industry because separation of the combustible matter of coal into volatile matter and fixed carbon is, in fact, a small carbonization test conducted on 1 gram of coal heated in a platinum crucible.Small—Scale Laboratory Coking Tests,Many empirical tests have been devised for determining the coking properties and measuring the yield and quality of gas and byproducts obtainable from various coals. These tests, made on samples ranging from 25 grams (about 1 ounce) to 5 kilograms (11 pounds), furnish information that is roughly proportional in practical value to the size of the sample carbonized. However, the cost of the carbonization test also increases with the amount of the sample, so that for preliminary surveys of a number of coals, samples of 25 to 1,000 grams usually are employed."

A portable calibrator to check tie trip setting of dc circuit breakers within an accuracy of +5% has been developed for the Bureau of Mines. It operates from a 300 volt dc trolley wire to provide controlled current pulses of 120 milliseconds duration and continuously adjustable from 1400 to 3600 A. These current pulses enable a breaker dc trip current to be determined and subject the contacts to full current rating. The equipment is simple to use and weighs 86 pounds. Connections are made with protected, clamp-on leads which are separately connected and weigh about 22 pounds. An accurate calibration procedure takes less than 5 minutes to complete.

Strauss, vice president of Metals Reserve Company, Washington, D.C., dated May 22, 1945, to the chief of the Metallurgical Branch, Bureau of Mines, in Washington; includes the following: Because of the present critical shortage that exists in the supply of corundum required by certain industries in war production, the Reconstruction Finance Corporation, Mr. W. C. Keeley, Vice Chairman for Metals and Minerals, War Production Board, has recommended that the Reconstruction Finance Corporation though Metals Reserve Company, proceed with preliminary mill testing of the corundum ore in Gallatin County, Montana, and that the results of that testing be transmitted to the War Production Board. If the results of the testing work are considered satisfactory, Metals Reserve Company will then provide for the actual mining and milling of the ore for the production of corundum concentrates.Pursuant to the above stated recommendation by the War Production Board, Metals Reserve Company desires to make -use of the facilities of the Bureau of Mines testing plant at Rolla, Missouri, for conducting sink and float and other concentration tests on representative samples of the Montana corundum ore. Two, and possibly three samples of ore are to be tested which will have an aggregate weight of approximately 50 tons."

This U.S. Bureau of Mines (USBM) report describes various fire-fighting resources available to the mining industry and examines the fire preparedness of four western coal mines. Information regarding fire-fighting equipment indicates that an inadequate maintenance program may cause component failure of fire extinguishers, damage to waterhoses is usually a result of improper care, and foam may be a convenient means of conveying water to the fire. Performance data relative to water nozzles (throw distance) and specific practices to improve the state of preparedness in many of these areas are discussed. Studies also indicated that a high-expansion foam plug, will travel down an entry, with a 1% rise in elevation, 207 m (680 ft) before a plywood stopping separating the generator and plug failed. The advance rate of the foam plug decreased when the entry is dry, requiring more foam concentrate and as the foam spread further down the entry. An examination of the mines showed state-of-the-art monitoring systems were common at the minesites. Fire safety was also stressed, including early detection and rapid response of the miners to evacuate the mine. However, the mines placed little emphasis on performance of water nozzles, or personal protective clothing for the underground firefighters.

The utilization of large diameter drilled holes for mine shafts seems to have had its beginning in Europe about 1850 (28) where the mining industries of Germany and The Netherlands first used drilled shafts. Recent shafts in softer formations of diameters as large as 25 feet and as deep as 1, 700 feet have been drilled in both The Netherlands and Germany. The first shaft drillers utilized cable tool or churn drilling techniques which limit both hole diameters and drilling speeds. Though some churn drilling of shafts is still performed, rotary drilling has been the dominant technique for many years.

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigations beginning with No. 4251, of which this is the fifteenth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by halt townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 halt-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The Descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each halt township is given with the discussion covering that area.
