INTRODUCTION In the spring of 1988 the Joint Venture of Freeport-McMoran Resource Partners, Limited Partnership, IMC Fertilizer Inc, and Homestake Mining Co. was awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 9372. This was one of eleven leases awarded to the Joint Venturers. Following the initial discovery wells in December 1988, a program of delineation drilling confirmed proven sulphur reserves of 67 million long tons. Proven, recoverable oil and gas reserves are 39.4 million barrels and 7.2 billion cubic feet, respectively. Development of the sulphur mine was given approval as a fast-track project by the Joint Venturers in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and given fast- track status immediately. Fast-track for these projects meant design and engineering would not be complete before construction began JOINT VENTURE The Main Pass Joint Venture is one of thirteen joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corporation, a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has subsequently changed its name to Homestake Sulphur Co. and Texasgulf assigned their interests in the three leases they participated in to their parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This Joint Venture was the first of its kind; created to acquire offshore leases, explore, develop and mine sulphur. The Minerals Management Service announced a lease sale date of February 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the thirteen leases the Joint Ventures bid on, eleven were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Limited Partnership, and Resource Partners is the operator on all of the leases. The Main Pass joint venture percentage ownership is: 58.33 Freeport-McMoRan Resource Partners 25.00 IMC Fertilizer, Inc. 16.67 Homestake Sulphur Co. 100.00 The Main Pass Joint Venture paid $3,401,757 for the Main Pass lease and will pay a royalty of 12.5 percent of production value to the MMS . LOCATION The Main Pass mine complex is located in the Gulf of Mexico, in U. S. federal waters, about 27 kilometers (17 miles) east of Venice, Louisiana or 140 kilometers south east of New Orleans, Louisiana. It is situated in about 63 meters (210 feet) of water. HISTORY The Minerals Management Service (MMS) of the United States Department of the Interior administers the mineral properties of the United States located in federal waters. Periodically the MMS holds lease sales of blocks under its jurisdiction. Prior to the offshore discoveries of sulphur associated with salt domes leased for hydrocarbons, the MMS leased blocks with all minerals including hydrocarbons awarded to the successful bidder for the block. Mining engineers in charge of open pit mine planning very often face decision making situations dealing with the selection of the most economical method for the removal of overburden. Ripping versus conventional drilling and blasting are the options considered. The choice of a particular overburden removal method depends upon the physic-mechanical properties of the overburden material as well as the various cost factors involved in the process. The analysis of techno-economical factors involved in different methods of overburden removal needs detailed study and investigation by a technical expert. But the expert system "Fragmentation System Design" has been created in a way such that it will help and expedite the decision making process relating to overburden removal in surface mines. Furthermore, this expert system can be used for detailed design aspects of overburden removal in open pit mines.

Since the promulgation of the Mine Safety and Heath Administration?s (MSHA?s) Final Rule on mine seals (30 CFR § 75.335(b)), which became effective on October 20, 2008, many seal designs have been approved by MSHA and constructed by the mining industry. Since the effective date of the Final Rule, several issues on the design, construction, and/or inspection of seals have been brought to the attention of MSHA. Several such issues discussed in this paper include; the directional, design-load criteria required by MSHA for 50-psi seals, 120-psi seals, and greater-than-120-psi seals; the presence of fireclay in the surrounding strata where a mine seal is to be built; the measurement of convergence of the mine opening in which a seal has been constructed; where gob-isolation seals can be used; and the importance of periodic inspection of seals.

Mining operations of Freeport Indonesia (FI) are located approximately 4 degrees -6' south latitude, 137 -7' east longitude in Irian Jaya the eastern most state of Indonesia (Figure I). The mines are located approximately 96 km (60 miles) from coast in the Carstenz Mountain range. The ore bodies are between 2900 and 4000 meters (9500 and 13 000 ft) elevation.

This paper describes the emergency water control measures used at Pegasus Gold's Zortman Landusky mine during the September 1986 flood. The amount of solution stored increased by approximately 78 165 m3 due to receiving 0.2134 m of rain in a 24 hour period. Three methods of water disposal will be discussed including continuous chlorination, batch chlorination, and reverse osmosis. A water management program will also be discussed.

The rapid acceleration and sweeping consequences of what we have all come to characterize as "the ecology movement" has marked a period of serious trial and challenge for the mining industry. It has blossomed into a major factor in our daily business and added a significant new dimension to the problems we must meet and overcome as businessmen. It has become an important new consideration at a time when we must continue to cope with our traditional problems such as rising costs, competition at home and abroad, and the always vital necessity to continually develop new and better technology to produce more minerals more efficiently and more economically. The body of law embracing environmental quality control grows each day, becomes more complex and offers more contradictions. And there is little relief in sight. The requirement to comply with sound environmental regulations -- or challenge unrealistic legislation -- has placed a major burden on the private sector. The economic significance of enacted and proposed environmental regulation is pressing management in the mining industry to some hard decisions -- basic day-to-day business decisions and decisions which acknowledge the undoubted long-term effects of the new laws.

The methyl stretching vibrations for a series of normal and iso xanthates were determined using an infrared spectrophotometer, and the results were compared with the published information on the corresponding alcohols. The frequency shifts of methyl stretching vibrations may be attributed to the inductive effect of polar groups. The hydrogens in the shorter chain alkyl groups are somewhat polar and can be expected to interact with water molecules by hydrogen bonding. Contact angle, surface tension lowering, and solubility appear to be related to the induced polarity of the alkyl groups.

I consider it a distinct privilege to be afforded the opportunity of discussing the program of the Office of Coal Research. The principal activities I will be discussing are concerned with projects that fall in the utilization area. I will, to be sure, touch on other activities of the Office of Coal Research but am not equipped to discuss these activities in great detail. Research activities of the Office of Coal Research are conducted on a contract basis with commercial, academic, and non-profit institutions. We do not operate any laboratories of our own but we do maintain a very small staff for technical and administrative supervision of our contractors. We have consistently attempted to interest outstanding, creative, and practical research organizations in our program. We are constantly seeking the imaginative new idea that will materially reduce the cost of mining coal, transporting it, or will process it into a more convenient and useable form. In assessing proposals and in developing our program, we search for the improvements that will develop large-scale new uses for coal or coal products or those that support these new uses.

Of these, Transportation and Specifications are of particular importance to market evaluations in the field of industrial minerals. The market researcher, working closely with technical personnel in geology, mining and processing, can determine the technical and economic acceptability of the product to be produced from the prospective property and can often create areas of opportunity for marketing of industrial minerals.

Any discussion of barite mining is virtually impossible without considering, almost in the same breath, the many other variables, such as beneficiation, transportation, infrastructure and location that impact the economics of a particular barite orebody. My comments will be limited to just the mining aspects of barite orebodies and these observations must be considered in proper context with all other parameters affecting exploitation of a barite property prior to final decision on economic feasibility. In many instances low-cost mining situations are more than offset by high-cost beneficiation requirements. Likewise, there are cases of relatively high-cost mining associated with no or low-cost beneficiation requirements thus permitting economic exploitation. Barite orebodies and occurrences are almost as varied as the number of occurrences. As in most mining situations, the design of a mine plan and implementation of a proper exploitation program must be approached on a case by case basis. Proper and sufficient geologic control of a barite orebody must precede the development of a mine plan. Generally speaking, barite orebodies can and, at many times, do "strange" things; pinch with depth; almost never increase in size with depth, overturn, fault-off, change grade, etc. Due to the extreme variable nature of most barite orebodies, a mine plan and its implementation must be as flexible as possible. The ability to quickly adapt to variable conditions will greatly enhance the economics within a particular barite mining environment.

The electrochemical nature of mineral-grinding media interaction in the wet grinding of one and two sulfide mineral ores was investigated with regard to the flotation behaviors of the minerals. Two iron sulfides (pyrite and pyrrhotite) and mild steel were used to represent the sulfide minerals and the grinding media, respectively. Galvanic currents in two-and three-electrode combinations under abrasive and non-abrasive conditions were correlated with the floatabilities of these minerals under corresponding conditions.

Wetting agents used for heap leach gold applications would appear to have technical merit in aiding in recovering higher levels of precious metal. Many questions, however, remain as to whether they will function in practice, on what type of ore are they effective and if there are any negative affects associated with their use. A series of experiments are conducted at Bateman Labs, Sparks, Nevada, to determine under what conditions reagents of this type are useful. Carbon kinetics test work was also performed to determine if there are negative aspects associated with carbon loading with the use of these treatment chemicals. This paper outlines the results of these research evaluations, the general chemistry associated with action of wetting agents on leach ores and future work which is planned to further determine the viability of these products in the mining industry.

During the last 15 years, the North American Mining Industry has experienced increasing usage of cast high chromium white iron grinding media in wet grinding applications. First introduced into the cement industry (klinker grinding) where wear rate reductions of four or five times have been realized compared to steel balls, this same grinding media serve the iron, copper, and phosphate markets by resisting not only impacts and abrasion, but also corrosion which occurs in wet grinding. In these markets, single mills containing 250,000 kg of grinding balls are not un-common and hence the economic potential with respect to lower wear rates can be significant. Add to reduced wear rate the increased production efficiency that is possible and it is readily understood why much of the mining industry uses cast high chromium grinding media. Metallurgically, the alloys used consist of a martensitic matrix containing hard M7C3 eutectic carbides. Carbon (2.0 to 3.5%) and chromium (12 to 277.) are characteristically used to arrive at the desired properties.

The chemistry and structure-activity relationships for four new classes of sulfide mineral and precious metals collectors developed recently are discussed in this paper. These collector classes are alkoxycarbonyl alkyl thionocarbamates and thioureas, dialkyl (or diaryl) monothiophosphates and dialkyl monothiophosphinates. The main emphasis will be to highlight the differences between collectors and their affinities for various minerals on the basis of data on kinetics of adsorption on pure minerals, natural ore flotation and microscopy of flotation concentrates. The mechanism of interaction of these collectors with sulfide minerals is also discussed with the available data on the FTIR and solution chemistry studies.

INTRODUCTION Some of the most famous and graphic environmental incidents have arisen from mineral extraction, including oil spills, the Reserve Mining asbestos tailings case, Kaiparowitts surface mining and coal combustion, and other environmental causes celebre. The remote location of much of the mining industry to some extent reduces the human health hazards from pollution, but often times the pristine locale in which mining is conducted provides a sharp contrast to the impacting industry. This prompts questions as to what the research literature says about the true costs and benefits of environmental compliance. We survey the state of this knowledge. Where possible, we discuss studies focused on mining and related industries, such as primary metals production. In many cases, how- ever, the studies pertain to the economy as a whole. For present purposes, the mining industry is defined as companies engaged in the production and refinement of minerals, including metals, fuels, and nonmetallics (e.g., phosphate, sand and gravel). There are several stages in mining, with environmental effects occuring at every stage. The exploration stage comprises the period from initial prospecting to the point where the deposit has been located and delineated in sufficient detail to permit development decisions to be made. Geophysical and geochemical surveys, diamond drilling programs, and exploratory stripping and excavation are activities that may be employed during this stage. Some forms of prospecting are relatively benign, al- though even airborne surveys and motor vehicles generate noise pollution. Roads and the passage of vehicles and equipment affect land surfaces and vegetation, and attract heavier backcountry use. Clearings, stream crossings, and borrow pits can lead to increased erosion and sedimentation of streams. Geological survey grids disrupt vegetation and appearance. Moreover, prospecting can involve the excavation and stripping of overburden, resulting in soil and vegetation disruption as well as in- creased sedimentation of streams and lakes. The effects of exploration are often temporary, and frequently less severe than for other activities. Nevertheless, exploration-related impacts vary with the intensity and type of exploration effort, and can be significant. During the development stage of mining, shafts are sunk, pits excavated, buildings erected, and transportation facilities established. Dust, noise, and other socioeconomic and environmental impacts are generated by the relatively large and sudden influx of people, equipment, and activity. Surface disturbance and solid waste are generated by development, and liquid wastes form when mines are dewatered. The extraction phase is associated with a variety of environmental impacts. These impacts may differ for surface and underground mines. In surface mining, surface disturbance is obviously a major consequence. Piles of overburden and waste accumulation mar land surfaces.
