This skills gap usually exists in a new operation because although you may hire qualified maintenance personnel, they more often than not have little if any experience with the specific equipment at the facility. The authors describe novel aspects of ground reinforcement and treatment as related to soft ground excavation for tunnels throughout the world. Insitu reinforcement for cut slopes (soil nailing), as underpinning (reticulated micropiles), and as direct tunnel support (infilaggi) is introduced. Ground treatment focuses on new aspects of permeation grouting (by the tube'a manchette system), and on jet grouting-a very powerful and positive new technique. Recent developments in equipment, materials, methods and instrumentation are reviewed, with special reference to major tunnelling projects in Italy and Singapore.

Fighting the challenge of diminishing ore grades, low base metal prices and a changing pattern of ore supply, Boliden has now taken the second generation of the fully­autogenous grinding concept on stream, Using new design and a highly-developed process control system the benefits of conventional two stage autogenous grinding technology are obtained with a wide range of ore types. The APC grinding system has been developed further. A new design of the Boliden Pebble Extractor together with an advanced control strategy make the performance of the APC concept superior to all other grinding systems with any ore quality. The capacity and simplicity of the autogenous grinding concept is equivalent to the best SAG installations but the operational costs are up to 25 % lower than for SAG or other primary ball or rod mill systems. The concept is as flexible as conventional crushing and rod mill installations but investment and operating costs are of the order of 25 % lower. Also, from the metallurgical point of view, the different types of autogenous grinding system outperform all other comminution systems including SAG. From 1989 to 1991 four fully autogenous grinding sections have been installed at various concentrators at the Boliden company. Old crushing plants and rod and pebble grinding circuits have finally been replaced by highly productive and cost-efficient autogenous grinding equipment. Significant savings in operational costs have already been reported. Power consumption and maintenance costs have been reduced significantly. Productivity expressed as milled tonnes per operator has been improved. Metallurgical results have developed favourably.

The Pegasus Gold/Montana Tunnels Mine is a high­tonnage, low-grade, base and precious metal operation in Jefferson City, Montana. Gold heads are typically 0.02 opt with the dominant gold mineral being a native metal electrum quite rich in silver. Early research and development indicated the ore to be amenable to gravity concentration at a 10 to 14 mesh grind. Although full flow gravity preconcentration was considered as a flowsheet alternative, flotation was chosen as the main recovery process due to its apparent lower cost for capital and operating. At this early juncture, the option or concept of recovering coarse free gold by gravity was deemed unnecessary or irrelevant. The intermittent loss of free gold has been observed in the flotation tailing since mill start up. A comprehensive research program was initiated in 1990 to identify the magnitude of this loss and investigate alternatives for its recovery. Batch and pilot plant testing has ultimately led to a permanent gravity circuit being installed at the cyclone underflow. The circuit is designed to scalp out the liberated coarse gold contained in the ball mill circulating load. The final flowsheet consists of: a pinched sluice to upgrade cyclone underflow; a Tyler doubledeck screen to remove over­size from sluice concentrate; Knelson concentrators for roughing and cleaning of screen undersize; an Eriez wet drum separator to remove tramp metal from Knelson concentrate; a Sweco screen to size Knelson cleaner concentrate for tabling; and a Wilfley table to produce final concentrate for direct melting.

Lead is used in CIP/CIL circuit to increase the leaching rate of gold from ores. At least four mechanisms have been proposed for the action of lead in gold leaching circuits: (I) precipitation of sulphides as highly insoluble lead sulphides preventing consumption of cyanide and oxygen; (2) su,face reaction on sulphide particles forming an insoluble lead sulphide layer peventing dissolution of those sulphides; ( 3) precipitation of lead sulphide, which undergoes further oxidation to soluble lead sulphate recycling the lead to solution,· ( 4) contact reduction of lead onto the gold szaface which then acts as a secondary oxidising agent. Rotating disc studies using a pure gold disc show that small amounts (5ppm) of sulphide ions are sufficient to significantly reduce the leaching rate of gold. Lead increased the leaching rate at small concentrations but at higher levels decreased the rate of leaching. The detrimental effects of lead were only found for a pure solution when leaching the gold disc. Ores mediate the amount of lead available by ads01ption/reaction, thus, reduced leaching rates from excess lead are not serious even when 500ppm of lead ions are added to the sluny. The detrimental effects of sulphide ions could be countered by lead addition during the leaching process. A penalty, in the form of reduced leaching rate, will occur the longer lead addition is delayed. A time lag was noted between the addition of lead and the increased leaching rate when a large concentration of sulphide ions was present.

The United States has long been recognized for its ability to marshall the many tools of its scientists and engineers to meet national threats or crises. Two major World Wars, the Dust Bowl, the Soviet Missile threat, Sputnik, and more recently the Energy Crisis have stimulated military weapons development, massive land reclamation and water management programs, NASA, and the Space Program, Project Independence, and soon a new agency, the Energy Research and Development Administration. While our record of successful responses to these major national concerns lends support to the expectation that we will succeed in dealing with the current energy problem and potential future crises as well, the crisis mode of response is becoming increasingly wasteful of funds and human and natural resources. This waste, while always of a concern, is a more important factor than previously because of the accelerating pace at which the world has been shrinking, relatively, in comparison to its human population and that population's increasing demand for resources, both renewable and nonrenewable. If present growth patterns continue, in the year 2000 there will be two people to feed, clothe, house, and satisfy for every one person that existed in 1970. On a finite planet, with finite land areas, limited resources, and only partial understanding of the means by which future problems can be addressed, one of the major threats to mankind will be scarcity and one of our major challenges will be better management of our resources. Gravity separation techniques were used in the early years to extract native metal nuggets and flakes from placer gold deposits. This was relatively easy for visible metal grains. As the size of the grain becomes smaller traditional gravity separation techniques become inadequate to recover native gold. Cyanidation was invented as a solution to the problem. According to it, gold and other precious metals are dissolved in water by sodium cyanide. The result was a drastic increase of world gold production but at the same time environmental issues were raised. In Greece gold mining has become equivalent with the absolute destruction of the environment and is under extinction. In the last years a new type of gravity equipment have been produced which create a gravitational field up to 200 G and can separate gold from gangue minerals at sizes below 50 µm. The strong gravitational field is created by centrifugal forces and the separation occurs in a fluidized bed, formed by water flow. Accumulations of finely disseminated native gold are found in the sedimentary sequence of the Flysch of the Ionian Zone. The main gold minerals are gold and electrum present as free metal flakes and micro nuggets in the size range between 5-250 µm. Test work, using the Falcon SB40 centrifugal concentrator, at the Department of Mineral Resources Engineering at the Technical University of Crete, has shown that this particular type of gold ore can be processed by gravitational methods that require no reagents and are environmentally safe.

Background Results of the above study in the August 1991 issue of Mining Engineering offer valuable lessons in the solution of cutter-roof problems. The original study plan was initiated by the discussion authors to solve the problems using the "stress control method" of mining (Serata 1976,1982; Serata, Carr and Martin, 1984; Serata and Gardner, 1986; Serata, Gardner and Preston, 1986; Serata, Gardner and Shrinivasan,1986; Serata and Kikuchi, 1986; Serata, Preston and Galagoda, 1987) However, the plan and the planner were changed to the arrangement reported in the paper. The change was considered reasonable at the time due to the mine engineers' uncertainties about the stress control method. Consequently, the basic principle of the study was shifted from the original stress control method to the method described in the paper, which will be called the "yield pillar method" for the purposes of this discussion. The paper convinces the reader that the yield pillar method fails to solve the cutter-roof problems. This doesn't mean that the stress control method also fails. Actually the contrary is true, as discussed below. Limitation of the yield pillar method The paper illustrates clearly how poorly the yield pillar method performs in solving the problem. The reason for this failure is the lack of the protective stress envelope needed to stabilize the cutter roof. Unfortunately, the protective envelope cannot be formed properly without utilizing the stress control method of mining. Changing the pillar size does not make much difference in the roof stability.

Welcome to Chicago and to the first North American Rapid Excavation and Tunneling Conference. It is a great privilege for me to serve as the Chairman of the Executive Committee of such a Conference. We are here because of the rapidly mounting interest of technicians the world over in turning the potential use of underground space into sensible and economical benefits to people. This Conference certainly provides a major forum of international importance and scope for the exchange and dissemination of up-to-date knowledge on the technology of underground excavation and tunneling. The discussions will also surely delineate the immediate and longterm challenges we must approach in multidisciplinary force. We must exercise leadership in the problems we are trying to solve. Your program shows the breadth of the technical discussions which are going to be underway here during the three days of this Conference. I am not going into technical aspects or detailed discussions of the many uses to which underground space may be devoted. I also will leave to the technical meetings the outline of the state of the art. But I do want to tell you of the progress being made in channeling the expertise of many of the world's foremost authorities on rapid excavation and tunneling to consider the problems, laying the ground work for needed research, and provide the leadership in converting unused subsurface potentials to improve the quality of life. Since the report of the 1972 Rapid Excavation Conference in the city of Chicago, speculation has continued concerning the estimates of tunneling demand. Little has been published that would persuade me to modify substantially the rather tentative estimates that originated with the National Academy of Sciences-National Academy of Engineering (NAS-NAE) study of 1968 which were recomputed by the United States in the survey of the Organization for Economic Cooperation and Development (OECD) in 1970. The OECD estimates, of course, hedged the really difficult question of forecasting civil construction tunneling demands. In the United States contribution, this was done by predicting both an upper and lower bound for important categories of demand. A discounting procedure was then applied to each of the major sectors of expenditures, permitting a forecast that reflected the current subjective assessment of how extensively and how likely cities were to adopt plans that required tunneling. This was done for water, utilities, transportation and other novel underground facilities. The purpose of this paper is a modest one. In it I wish to describe the efforts made since 1972 to generate more thoughtful and more robust estimates of urban sector demands, and to apply what has been learned to the most difficult category of predictions: those for urban mass transit systems. In 1988, the US Department of Energy's (DOE) Pittsburgh Energy Technology Center identified three coal cleaning options for achieving flexible environmental control strategies aimed at reducing energy-related SO2 emissions. These are selective agglomeration, advanced froth flotation and advanced cycloning. Each relies on maximum liberation of pyrite and other mineral matter through feed coal comminution to fine and ultrafine sizes. The National Energy Strategy (NES) and the Clean Air Act Amendments (CAA) of 1990 are examples of the nation's commitment to a clean environment. The need to use the nation's energy resources in an environmentally sound manner presents critical challenges and opportunities for coal preparation during the next decade, particularly regarding the control of SO2 emissions. The principal challenge is the development of cost-effective coal preparation approaches for sulfur removal beyond currently achievable levels. Opportunities are provided in the form of incentives associated with a novel system of SO, allowances and a policy environment based on the proper functioning of familiar market forces. An allowance, as defined in Section 402(3) of the Amendments, is "an authorization ... to emit ... one ton of sulfur dioxide." To achieve the objective of the Clean Air Act Amendments, SO, emissions will be eventually capped at 8.12 Mt (8.95 million st) annually by controlling the number of allowances issued nationally. By permitting allowances to be bought and sold once issued, the law encourages "overcompliance" as a source of profit for owners of excess allowances. Many details concerning the administration of allowance trading are not yet written.

The mine plan for an underground longwall mine plan usually requires a longwall panel conveyor that begins operation at its maximum length and gradually shortens over the life of the panel. Current mine plans around the United States require initial panel conveyor lengths of up to 4500 m (15,000 ft) and capacities of up to 3.2 kt/h (3500 stph). Because these conveyors are constantly being moved from panel to panel, their components must be as compact and light as possible, and the design must be flexible enough to be modified as new terrain and conditions are met. In the past, when drive horsepowers or belt tensions were exceeded due to conveyor length, a new flight would be added, including additional belt storage units. In some cases, this led to as many as three flights installed in a single longwall panel. As the longwall retreated through each flight, mining was required to stop during removal of the drives and storage units. This sometimes meant several days of lost production. Intermediate drive technology was developed to eliminate this excessive downtime and still keep conveyor belts, motors, pulleys and other components as small as possible. With intermediate drives placed along the carrying side of the conveyor, belt and motor sizes are kept as small as possible, and only one storage unit is needed. Most importantly, as the longwall retreats through a booster drive station, it can generally be removed in a regular downtime slot and no additional production time is lost.

In 1991, environmental issues related to coal mining continued to be an integral part of managing a cost-effective operation. Environmental regulations and their implementation can create considerable cost burdens on operating mines. Environmental responsibilities require management decisions to be made on a whole systems approach that is comprehensive in costs and consequences. Most of the regulatory activity in 1991 that affected coal was related to reauthorization or revision of several pieces of legislation. Issues related to the reauthorization of the Clean Water Act, the Resource Recovery and Conservation Act (RCRA) and Abandoned Mine Land. Clear Water Act considerations will encompass discharge standards, wetlands issues and proposals to regulate ground water quality at the federal level. Discussion regarding RCRA includes efforts to expand regulatory authority into the area of coal mine waste. That is currently regulated by the Office of Surface Mining (OSM). Another RCRA consideration will be the disposal of coal combustion byproducts. Abandoned Mine Land reauthorization continues the Abandoned Mine Land tax on coal operators. This tax has been in effect since 1977. Regulatory revisions were also proposed by the Department of Interior on valid existing rights, subsidence, federal coal leasing programs and OSM's troubled Applicant Violator System. Industry officials have been critical of the revisions. A federal appeals court found that evidence supported claims by Whitney Benefits, Inc. that the passage of the Surface Mining Control and Reclamation Act (SMCRA) deprived the owner of full economic use of its property. Before SMCRA's passage, Whitney established an operating agreement with Peter Kiewit Sons Co. to mine coal.

INTRODUCTION Design and development of new products generally proceeds through a phase of initial development and discovery based on the evolution of existing arts, followed by technical innovation and development based on both pure and applied research. The development of the mechanical tunnel boring machine (TBM) has followed a similar pattern, with the first machines closely resembling continuous coal miners. In general, however, the design of TBM's to date has been more a result of evolution and discovery than of new technical innovation, even though large sums of money have been spent on research and development. In particular, the results of experimental laboratory and field investigations have had little effect on tunnel boring machine design, and the better performance of TBM's today over those of 10 or 15 years ago, is due more to increased mechanical reliability and greater operating experience, than to improvements in penetration rates and rock fracture capability. The improvements made, have been mainly by the machine and cutter manufacturers who recognize the greater efficiency and economic advantage of utilizing large single row cutters with high load capacity along with large edge spacing. Are there any improvements to be made, therefore, in TBM performance without new and dramatic technological breakthroughs? Can TBM manufacturers design greater performance into their machines by a logical extension of the present art, and by applying what has been learned in the laboratory and field? Some, for example, believe that the kerf cutting system of boring rock is at, or close to, its opti¬mum and little improvement can be made in the present TBM concept.

Many hard rock tunneling projects, where the majority of excavation can be accomplished with TBMs, will still require considerable specialized excavation which can not be done with a TBM. This secondary excavation, involving cross cuts, galleries, flattening of the invert, increases in bore diameter, et cetera, may be accomplished with conventional drill and blast, applied on a small scale and usually with fracture control techniques, or with mechanical splitters. The problems of using explosives in many of these cases and the high cost of mechanical splitting excavation make the consideration of other approaches attractive. The PCF rock excavation method, which has recently been reduced to commercial practice for mine-development excavation, offers an attractive alternative to drill and blast and mechanical splitters. With the PCF method the rock is excavated utilizing a small-charge, propellant-driven, controlled, penetrating-cone fracture process. Excavation is carried out continuously by combining the PCF hardware with integrated mucking capabilities on a carrier which remains at the excavation point. In addition to the benefit of providing for complicated excavation geometry, the PCF method also causes minimal damage to the remaining rock which will significantly reduce ground support requirements. In very bad ground, the continuous nature of PCF excavation allows ground support to be applied as limited sections are exposed thus reducing both the duration and extent that the ground would be free to move. Data on PCF excavation parameters, as measured in actual mining operations, indicate that crosscuts, galleries and the like could be excavated at considerable cost savings compared to drill and blast or mechanical splitters.

Southern Oklahoma (including the Arbuckle Mountains) has outcrops of rocks representing Precambrian, Paleozoic, and Cretaceous ages. Thus, rocks of every geologic age in the Paleozoic and Mesozoic Eras, except the Jurassic and Triassic Periods, are present in south-central Oklahoma. With rocks of such an enormous age range present in a relatively small geographic area, it is little wonder that a wide variety of economic rock and mineral resources are locally present. This report will describe the occurrence, mining, processing, and end-uses (dictated by chemical and physical properties) of the Precambrian Troy Granite, the Cambrian Royer Dolomite and Fort Sill Limestone, Ordovician silica sands of the Simpson Group, Ordovician limestones of the Viola Springs and Welling Formations, and Ordovician Sylvan Shale. In general, the more the end-use depends upon chemical composition and purity, the greater the price that can be demanded for such-minerals. The not-so-successful attempts to mine zinc, manganese, copper, and iron from the Arbuckle Mountains also will be discussed briefly, and I will provide a sermonette on analytical chemistry and its usefulness to corporate CEOs. I may be one of the few persons at this Forum on the Geology of Industrial Minerals who is not a professional geologist. I am an analytical chemist specializing in geochemistry. In particular, I investigate trace elements in rocks and their consequences in industrial processes. As such, I have consulted to the mining industry (and their clients) for two decades, always with the intent of improving service and product quality.

2001, the New Jersey Transit Authority commissioned the JV Merco-Obayashi with the rehabilitation contract of the approximately 130-year-old, 4,200 ft long, partially brick- lined Bergen North Tunnel. The contract entailed the tunnel enlargement, shotcrete and rock dowels initial support according to the NATM, a waterproofing system, tunnel drainage and a cast-in-place concrete lining. The rock conditions encountered required design adaptations and significant modifications of the initial tunnel support. Flexibility, skill and extensive experience on the Authority’s and Contractor’s side finally lead to a success. This paper describes the operations and design modifications carried out.

Gold deposits of the Carlin Trend occur within sedimentary rocks deposited across the Paleozoic continental margin. Lithologically dissimilar units, juxtaposed along the Roberts Mountains Thrust Fault system, constitute three distinct stratigraphic packages: autochthonous miogeoclinal carbonates, allochthonous eugeoclinal siliciclastic rocks, and an overlying coarse clastic overlap assemblage. Gold deposits occur within all three stratigraphic packages, with economic concentrations localized at structural and stratigraphic settings similar to those which host petroleum traps. Along structural breaks, gold is selectively concentrated within favorable stratigraphic units. Host stratigraphy controls the character of the ore, including average grade, grade variability, physical properties and metallurgical response.

The use of surfactants as wetting agents to suppress sulfide ore dust has been investigated. Numerous surfactants were examined to determine their characteristics and to investigate their ability to improve the wetting of the sulfide ore dust. However, the surfactants selected as suitable dust suppressors proved to have a negative effect on the flotation of ore contaminated with such reagents. A method was developed to eliminate the detrimental influence of dust-suppressing surfactants. It consisted of surfactant adsorption on activated carbon and separation of loaded carbon prior to flotation. The technique is simple and requires minimal changes in the plant flowsheet.

Cortez Gold Mines is located about 75 miles southwest of Elko, NV. Activity in the mining district dates from 1862. The current operation developed from a 1963 joint venture of Webb Resources, The Bunker Hill Company, Vernon F. Taylor, Jr., and American Exploration & Mining Co. Three years later, the USGS discovered gold on the property following a regional geochemical survey. Drilling in 1966 and 1967 identified 3.4 million st of oxide ore grading 0.28 oz Au/st, and a 1700 st/day countercurrent decantation mill was commissioned in 1969. Heap leaching started in 1971 on low grade ore and continues to the present. The mill was shut down in 1976 following exhaustion of known oxide reserves. Mobile equipment was sold and the proceeds committed to local exploration. In 1980, a new plan of operations was developed starting with existing low grade and newly discovered mill ore. The mill resumed operations in 1981 and has been operating to date. A series of metallurgical innovations, culminating in the commissioning of a new fluid bed roaster in the summer of 1990, has enabled treatment of a series of increasingly refractory ores. Current partners in the venture are Kennecott Corporation, Vernon F. Taylor, Jr., and Placer Dome U.S. Inc., manager of the operation. Idaho Mining Corp. holds a 7.5% carried interest.
