The Drainage Services Department (DSD) of the Hong Kong SAR Government commissioned the design and construction of the West Kowloon Drainage Improvement, Stage 2, Phase 2, Kai Tak Transfer Scheme (KTTS) project in 2000 to relieve potential flooding in Mong Kok caused by the insufficient capacity of the existing storm water drainage system. The KTTS involves construction of a 1.5km,4.4m drainage tunnel and a 450m long box culvert, running from Waterloo Road near Hereford Road to the existing Kai Tak Nullah in San Po Kong. This paper describes the design and construction of; the bored tunnel through both hard rock and soft ground using a slurry Tunnel Boring Machine (TBM), six associated access shafts, a connection structure at Waterloo Road and the box culvert connecting the bored tunnel to the outfall at Kai Tak nullah. Details will be provided on the contractor’s alternative designs adopted during the contract including the use of fibre reinforced shotcrete as one-pass temporary and permanent support for three of the shafts and modifications to the Engineer’s design for the box culvert structure.

The cable shovel excavator is used for primary production in many surface mining operations. A major problem in shovel excavation is the variability of material diggability, resulting in varying mechanical energy input and stress loading of shovel dipper-and-tooth assembly across the working bench. This variability has a huge impact on the shovel dipper and tooth assembly in hard formations. In addition, the geometrical constraints within the working environment impose production limitations resulting in low production efficiency and high operating costs. A potential solution to the above problems is the application of an intelligent cable shovel excavation(ICSE) technology. In this paper, dynamic models of the cable shovel excavator are developed with numerical examples. These models form the basis for developing dynamic shovel simulators for an intelligent shovel excavation technology. The dynamic equations are developed using the Newton-Euler techniques. The path trajectories for efficient excavation, dynamic velocity and acceleration profiles, and dimensioned parameters for optimum feed force, torques and momentum of shovel boom-bucket assembly are modeled and used for efficient excavation. The optimum digging forces and resistances for the cable shovel excavator are modeled and used to predict optimum excavation performance.

Groundwater inflows during construction pose one of the greatest risks to the successful completion of tunnel projects. Inflows can result in safety concerns, difficulty in mining and ground support, impact sensitive environmental habitats, create surface settlement and increase costs. Adequately planned pre-excavation grouting programs benefit both the Owner and Contractor in reducing risks and controlling project costs and potential schedule delays. This paper outlines strategic guidelines for assessment of site conditions for pre-excavation grouting hard rock tunnels. It also describes the design of pre-excavation grouting programs with respect to project requirements.

Iron Mountain Mine Rehabilitation Project Brief History The Iron Mountain Mine is located in Northern California approximately 12 miles northwest of Redding. The ore body is a large, very dense pyritic intrusion, discovered in 1860, and initially minded for silver. The silver played out quickly and 34 years later the ore body was mined for copper. Copper mining was scheduled to cease in 1939, but WWII prolonged the closure. After WWII, the pyrite ore was mined to produce sulfuric acid. In 1949 when large amounts of cheaper sulfuric acid were being generated by the oil industry the underground mine shut down. Little was done with the site conditions until 1970 when the U.S. Bureau of Mines began monitoring the pH of the effluent. The initial pH readings were around 2.0. This was lower than anyone expected. Laboratory tests showed that when the ore from the mine was submerged in water, the pH of the water would stabilize above 4.0. However, the pH got steadily lower. In 1989 with the ph around 0.7, the U.S. Environmental Protection Agency (EPA) required the owner to build a capture and treatment facility. During this initial period, the majority of the effort was spent on the treatment plant. The relationship between the mine owner and the EPA was basically an adversarial relationship from the very beginning. In 2001, North Pacific Research was hired to upgrade the capture and control facility. The general layout of the Iron Mountain Mine is shown in Figure 1.

Longwall management, regular shield maintenance, and evaluation of ground control problems can be performed using real-time shield monitoring program. Based on real-time shield pressure data, evaluation of intensity and interval of periodic weighting, estimation of time-dependent pressure increase and the effects of geologic anomalies can be obtained. In this study, full-face shield pressure data of over 457 m (1,500 feet) of face advancement is analyzed to evaluate shield response in the presence of surface lineaments, floor undulations, and multiple main roofs. Shield pressure increase due to web cutting is also correlated with setting pressure during periodic weighting and normal time. In addition, time-dependent pressure increase rate on Sundays and holidays is also correlated with time average pressure and the location of previous periodic weighting.

Asbestos first became an issue to Minnesota?s iron industry when it was revealed that mineral fibers similar to those in Reserve Mining?s tailings were being found in drinking water for several communities that used Lake Superior as their primary water source. This discovery turned what had largely been an environmental court battle into a case concerning public health. The courts listened to much conflicting and uncertain scientific testimony on the size and distribution of the mineral fibers and on the potential health effects imposed by them. In April 1974, the plant was ordered to shut down by a federal judge but the company quickly appealed the decision. The appeals court granted a stay and ultimately ruled that the plant?s closure could not be justified based on the unknown health effects of the mineral fibers since the consequences of such an action would have immediate and severe social and economic impacts. The plant was allowed to continue operation, but ordered to abate emissions to air around the plant and to switch to a land-based tailings disposal system. Much of the scientific uncertainty and public concern over mineral fibers in Minnesota?s taconite industry remain today. ©2007 Elsevier Inc. All rights reserved. The Yung-Chung-Tunnel in Taiwan, constructed for the Taiwan-East Railway Bureau, collapsed during construction when a water bearing, fractured marble zone was intersected. The inflow was approximately 4,000 liters/second. In spite of 30 relief holes the total inflow into the tunnel remained constant. The pre-excavation grouting through the re-aligned tunnel had to be conducted under extreme flow-conditions. A hot bitumen grouting program was selected for technical and economical reasons out of 13 international proposals. The technical challenges were: grouting under severe flow conditions high formation water pressures to be injected with hot bitumen at high temperatures and pressures The hot bitumen grouting program resulted in a dramatic reduction in the hydraulic conductivity and stabilization of the formation and facilitated a problem-free excavation.

In April 1997, Kiewit/Parsons Brinckerhoff (K/PB) completed the 7,600-m (25,000-ft) primary access tunnel for the Yucca Mountain, NV proposed high-level nuclear waste site. K/PB then began boring an exploratory east-west cross drift tunnel at the site. The 2,681-m (8,796-linear ft)East-West Cross Drift Tunnel was excavated through volcanic tuffs having zones of incompetent rock using a rebuilt Robbins 5-m (16.4-ft)hard-rock tunnel boring machine(TBM) with a special arrangement of supporting equipment. This portion of the Yucca Mountain project was completed in eight months.

In the extractive industry the term ‘continuous improvement’ (CI) usually means procurement of the latest state of the art equipment. This is generally perceived as the only way to add further value to the supply chain, with the driving philosophy of increased tonnage to dilute operational costs. However, not all market places can facilitate this approach. RJB lives in a fiercely competitive market and has targeted the standard efficiency drivers of rationalisation and stock management with a vengeance; and also operate CMMS (Computer Maintenance Management System), RCM (Routine Condition Monitoring)and CBM (Condition Based Maintenance) methodologies. Ultimately though, these systems are only as good as the people who operate and manage them and to add further value without procurement, people must be re-introduced back into the operation. Through TPM (Total Productive Mining), that is what RJB have set out to do.

Photogrammetry and laser scanning has been employed at a number of Newmont mine sites to mitigate risks associated with conventional structural mapping, determining the geometry of voids from old underground workings, and generating topography in areas of slope instability. Laser scanning has also been used to evaluate as-built pit slope configurations with respect to design assumptions, operational practices, and rock fall potential. Recently, remote sensing applications carried on an unmanned aerial vehicle (UAV) were used to generate base topography at some Newmont sites. UAV are generally more convenient and less expensive and can be utilized in areas where cloud cover prevents manned aerial photography missions. This paper discusses these applications, and provides commentary on their benefits and limitations based on recent experience.

NIOSH and the Illinois Clean Coal Institute are funding studies on characterization of coal and quartz dust in Interior Basin mines since 2009. Coal dust characteristics vary significantly and, are vital for the development of the engineering controls. This paper presents wettability characteristics of coal dust with respect to its chemical and physical properties, since wettability is considered to be a primary dust control technique. Particle size distribution, inter-particle interactions during wetting and quartz associations with organic and inorganic matter in coal seams is critical for understanding wetting phenomena. Silica content in the un-wetted fractions was found to be very high during wetting tests. Wetting of quartz may be limited by its association to hydrophobic materials as well as buoyancy forces resulting from particle size characteristics and particle-particle interaction in the wetting agent. Temperature of the wetting solution and effective contact time between dust particles and water droplets are found to be two important variables affecting the wettability. The characterization data obtained from this study can be utilized to develop engineering controls.

The block cutting machine is one of the most important noise sources in the stone processing factories. In this study, the assessability of the noise from the block cutting machines in the stone processing factories using the P-wave velocity was investigated. The noise levels of some block cutting machines were firstly measured during the cutting of the three different rocks. Then, core samples of the same rocks were cut by an automatic cutting machine in the laboratory and noise levels were measured. A conversion factor was obtained by dividing the site noise levels by the laboratory noise levels. Then, thirty seven different rocks were cut by an automatic cutting machine in the laboratory and noise levels were measured. The P-wave velocity of rock samples were also measured in the laboratory. A strong relation between the laboratory noise levels and the P-wave velocity was found. The noise level from the block cutting machines can be assessed using the derived relation and the conversion factor.

The currently known and used plastics and rubber recycling or sorting processes cannot be applied efficiently and economically due to large amounts of fine bulky materials (<3 mm). These wastes are mostly given to specialized landfill sites. Starting out from classical and traditional beneficiation processes a new research project was initiated to work on certain new ways to efficiently separate plastic material mixes. First basic results show that the use of new and improved thermal beneficiation methods is a great implementation in the field of plastics separation. The results can be further increased by a suitable combination with other methods as well. This leads to high-quality and almost pure separated plastics and rubber products, easy to sell on recycling product markets.

The contract for the construction of the Inline Pump Station for the Milwaukee Metropolitan Sewerage District involves the sinking of three shafts and the excavation of a pump chamber. The shafts are being sunk to a depth of 104 meters and pass through 52m of sediments before encountering dolomitic bedrock. The pump chamber is constructed in dolomite. The sediments are alluvial, estuarine and lacustrine in origin, with some ice margin deposits. They comprise loosely consolidated fine to coarse grained sand, silts, clays and gravels, and they are heavily saturated with a water content often above 60%. The water table is at a depth of 3m. The dolomite is silurian, generally dense, with some clay-filled vugs and shale partings. Until 1983, underground construction in the Milwaukee area had been limited to depths of 26m in the sediments and 20m in the dolomites. Water control methods had included caissons, compressed air, extensive internal and external dewatering, and grouting. Flows of 20 liters per second were commonplace with as much as 80 liters per second being encountered in the rock. However, in 1984 work was commenced on the deep sections of the Milwaukee sewerage scheme with the letting of three major contracts including the Inline Pump Station. With excavation taking place at greater depths, it become obvious that previous methods of water control would be inappropriate. To protect against major inrushes of high pressure water in the rock, an extensive program of pre-grouting from the surface was specified. Water control in the sediments was left to the discretion of the contractor and in each case freezing was choosen. This paper describes in detail the grouting and freezing procedures.

In the last few years major industrial companies have begun to realize the importance of Reliability as an enterprise strategy that, properly implemented, will improve financial performance. Typical results of an effective Enterprise Reliability Strategy include a 20% -50% reduction in maintenance cost accompanied by a 5% - 10%increase in real production capacity, with no capital investment in production equipment. One factor fueling the race to acquire and implement enterprise reliability is the pressure for companies to be increasingly cost-effective and competitive in global markets. In a recent study, Asset Productivity: The Next Wave, the Boston Consulting Group (BCG)stated that, “In order to compete for funds, companies must offer investor returns that are competitive with other opportunities. Alternative investments such as dot-com and others with non-traditional business models have raised the bar.” (APDF version of the study can be downloaded at www.bcg.com). BCG views asset productivity as the most powerful mechanism for increasing shareholder return. The author believes that the most effective way to increase Fixed Asset Productivity is to maximize asset utilization by increasing the Reliability of the Assets and the associated processes. Developing and implementing an ERS requires significant effort and knowledge. Most companies have difficulty finding a sufficient supply of these valuable commodities to implement an ERS Program internally. Many companies also struggle with figuring out how to get started and what direction to proceed.

An assessment of U.S. western hard-rock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed, and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hard-rock mining machines. Ninety-six percent of the operators had daily noise doses that exceeded the Mine Safety and Health Administration?s permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214%, and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jack-leg drill. These results will be used to help prioritize noise control development by NIOSH and other partners. G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation&apos;s mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming&apos;s desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.

The effectiveness of anaerobic in-situ biological treatment for the immobilization of selenium, molybdenum, and uranium in an alluvial aquifer was examined using long-term column tests. A series of organic substrate and nutrient combinations were tested to determine removal effectiveness, optimum supplement concentrations and ratios. Final column testing was conducted to determine the chemical stability of the treatment by-products/treatment compounds by dosing the columns continuously with elevated redox untreated alluvial groundwater.

The 73rd Street Tunnel Project is part of “The Tunnel and Reservoir Plan” (TARP)also known as the Deep Tunnel Project, and is located in the Village of Bedford Park, County of McCook, State of Illinois. The project consists of a ø 4.42 meter × 2,060 meter long (14´-6? bore, 6,760 foot)tunnel. The completed tunnel is used as a bypass tunnel for the McCook Cup Reservoir Project. The project was awarded to Affholder Inc. of St. Louis, in 2000. The paper describes the project in which a new, high-powered open gripper type main beam machine was used in which high advance rates have been achieved using conventional muck haulage techniques. Features of the project include the installation of rock support consisting of counter-sunk rock bolts that are required to be pull-tested for strength per project specifications. Installation and testing of the bolts are done during the boring cycle. Muck haulage was done by conventional muck car train and hoisting at the construction shaft. As the site layout did not include a tail tunnel, the trains needed to be shuttled at the shaft bottom. Even with the bolting requirements and the muck haulage without a tail tunnel, the Affholder site personnel still achieved high advance rates on the 73rd Street Project.
