Coal producers and utilities depend on automated coal blending systems to reduce costs and meet stringent environmental regulations. Over 30 systems installed in the United States since 1987 use on-line PGNAA (Prompt Gamma Neutron Activation Analysis) analyzers to accurately control the blending process. Experience and detailed engineering are required to integrate real-time data produced by the coal analyzer with a control system to meet demanding performance specifications. This article reviews successful installations and lists important features including interfacing analyzers with plant control systems, specifying feeders and weigh scales, and managing data.

The authors outline the development and application of blasting methods put into use 11 years ago at the Berkeley Open-Pit Mine, Butte, Montana. The blast design uses a very short delay (5 milliseconds) between detonation of explosives charges, a feature challenged several times in principle despite its success for Anaconda. Concern is expressed over the categorical rejection of very short delay blasting which can make the difference between success and failure of major mining operations. There is ample evidence to show that the method can be used successfully and not violate the concerns of the public.

The new process consists of the selective coalescence of fine hematite particles by fine magnetite. The gangue minerals are dispersed by some dispersant; thus it can be separated by desliming. This process is particularly suitable for fine-grained hematite/magnetite-type deposits.

The adsorption of O-isopropyl-N-ethylthionocarbamate (IPETC) and O-isobutyl-N-ethoxycarbonylthionocarbamate (IBECTC) on chalcocite, chalcopyrite and pyrite has been studied using UV and in-situ FTIR~ATR spectroscopy. Thionocarbamates were found -to adsorb strongly on chalcocite at pH 4-10, but consider-ably less on chalcopyrite and pyrite. The FTIR spectra show that the surface species of thiono-carbamates are bonded to metal atoms on the mineral surfaces. However, at high concentrations, IBECTC also forms physically-adsorbed species. Adsorption of these thionocarbamates cannot remove or prevent the formation of sulfoxy oxidation products on pyrite, unlike the case with the xanthate-pyrite system. This finding may account for the observed flotation selectivity of these reagents against pyrite. The spectroscopic information is compared with flotation test results.

This paper exposes the reasons that led the Empresa Nacional Minera del Sahara, S.A. (ENMINSA) to the selection of a conveyor belt system for the transport of phosphate rock over a distance of 100 kilometers. ENMINSA was created in 1962, with the main objetive of the exploitation of phosphate rock deposits in the Spanish province of Sahara, in North West Africa. Poor grade outcrops were known previously. A detailed geological research carried over the province led ENMINSA to the discovery of deposits not exposed, and of much higher grade. The sector known as Bu-Craa was chosen as the most promising, and was explored by means of drill holing and shafting. The important amount of information obtained permitted a detailed evaluation of the capacity and grade of the rich ore contained in the Bu-Craa area. Simultaneously with the systematic reconnaissance of the Bu-Craa deposits, ENMINSA developped the study of the technical and economical problems required for the beneficiation of the rock, which comprised five main groups of projects: rock exploitation; beneficiation plant; rock transport from the mine site to the Atlantic coast; storage, handling and loading facilities by the sea- side, and power plant. Once determined the location of the marine loading facilities, which to date are in an advanced stage of construction (figs. 1 and 2), the studies conductive to the selection of the best transport system from the mine to the ocean, along 100 kms. distance were undertaken.

After the merger of Newmont and Santa Fe Pacific Gold, Newmont created significant synergies of over $50million per year in Nevada, primarily through optimal ore movements and consolidation of various functions. During the current period of low gold and copper prices, Newmont has refocused its efforts on efficient operations worldwide. This paper will describe the methods and programs that continue to be implemented at Newmont's many mine facilities in Nevada. Newmont has used a combination of computer technology, optimal use of infrastructures, procurement strategies, functional consolidation, enhanced mine planning and a variety of available metallurgical processing options to decrease the cost of operations and increase profitability.

Recent advances in personal computer technology allow movies of various types to be made and displayed on PC and Macintosh computers. An interesting application of this movie technology is animation of computerized geological models. These movies, which can be most easily constructed along rows, columns, and benches of block models, allow an ore body to be more easily and quickly visualized than the traditional method of flipping back and forth through various sections.

The mechanisms of chalcopyrite oxidation in alkaline solutions have been studied using cyclic voltammetry and AC impedance spectroscopy techniques. Analysis of the impedance spectra using equivalent circuit models has made it possible to suggest layerwise growth of surface films. From the value of equivalent circuit parameters, properties of the surface layers are inferred. These properties change substantially with the change in oxygen and/or collector concentration in solution and give rise to changes In contact angle and flotation response. In agreement with prior investigations, the present study shows that flotation recoveries alone cannot be used to determine the effect of collector on flotation of chalcopyrite. The rate of flotation is a more sensitive parameter to determine the role of collector on floatability of chalcopyrite.

The DeLamar Silver Mine is a Joint Venture between Earth Resources Company, the Canadian Superior Mining Company and the Superior Oil Company. The property is a consolidation of several old operations in the district. The more widely known are the DeLamar and Sommercamp Mines. The location is 20 miles northeast of Jordan Valley, Oregon and 55 miles southwest of Boise, Idaho. The mine is on the south slope of DeLamar Mountain in the Owyhee Mountains of southwest Idaho Initial interest started in 1969 with serious exploration beginning in 1970. The feasibility study was completed in 1974, and in 1975 Mountain States Engineers were retained to design and build the plant. Processing of ore began in March of 1977 with the first bullion poured in April of that year. The plant is currently processing some 2200 TPD of ore with a grade of four ounces of silver and 0.03 oz. of gold per ton of ore. Cyanide consumption is 2.5 lb/ton, zinc consumption of 0.3 lb/ton and flocculent consumption of 0.5 lb/ton. A flowsheet is shown as Figure I. The grinding circuit is of two stage design. The primary mill is an 18 ft. dia. by 9 ft. long semi-autogenous unit. The secondary mill is a 9 1/2 ft. dia. by 15 ft. long overflow ball mill. The mill discharges are combined and sent to 15 in. cyclones for classification. Cyclone overflow reports to leaching with the underflows reporting to the ball mill. The cyclone feed pump is an 8X6 metal case pump. The primary mill has 1000 installed horsepower and rotates at 68% of critical speed. The ball mill has 700 installed horsepower and rotates at 72% of critical speed. Because the primary mill is horsepower limited the ball charge is varied to maintain the desired throughput. The mill power is held at 980-990 HP by modifying the feed rate. Four inch forged steel balls are added any time the ore feed fails to reach 100 tons per hour for four hours. During periods of extremely hard ore, the ball charge has been as high as 14 v/o and at other times the mill has operated fully autogenous for weeks.

"The global mining industry is facing increasing challenges in terms of geological, technological and social aspects. Potential exploi-tation of deposits shows a tendency to increasing depth with complex ores and decreasing grades. A promising approach to deal with these constrains is by applying alternative extraction methods like (bio-)hydrometallurgy as in-situ leaching (ISL) technology. The Bergakademie Freiberg University of Mining and Technology established the “Biohydrometallurgical Center for strategic Elements” (BHMZ) to foster the interdisciplinary research along the entire biohy-drometallurgical process chain to extract indium from sulfide ores. The involved Department of Underground Mining Methods deals with the design and implementation of a pilot-scale underground testing facility for microbial in-situ stope leaching in its “Research and Educational Mine”. This paper discusses the potential of in-situ bioleaching under technological aspects. In addition, different conditioning approaches based on hydraulic and explosive methods for enhanced permeability in the formation are introduced and the gathered data will be presened. INTRODUCTION A reliable, substantial and sustainable supply of raw materials is of crucial importance for any industrialized country. This dependency applies to “strategic elements” including rare earth elements (REEs), platinum group metals (PGMs) as well as a variety of other metals like indium and germanium which are needed for high-tech industry and products such as electric and electronic devices, fibre optics and laser technology (Barakos et al., 2016; European Commission, 2010). Due to the economic growth of the BRIC-countries (Brazil, Russia, India, China), the resource policy of China as well as the volatile world mar-ket prices of different metals the availability of these critical raw materi-als and therefore the dependency of the high-tech producing countries has become increasingly important (Barakos et al, 2016). Adequate supply is often affected by the increasing depth of de-posits, lower metal concentrations and more complex ore mineralogy. In addition, mining activities are increasingly restricted by their envi-ronmental and social impact and footprints. As a consequence, con-ventional mining and processing methods are limited by high energy consumption and technical constraints."

In spite of distractions from glam-our areas (ground control, computers, etc.), excavating and bulk handling in mining remains paramount but is now undergoing dramatic advances. The massive intervention of mining and civil engineers as "engineer-users" into the tight, exclusive, and specialized bond between the equipment operator ("operator-users") and the manufacturer (mechanical engineers "and sales "reps") has now occurred. Three developments have accelerated this: 1) larger, more costly, complex, specialized, and innovative equipment; 2) a more profound understanding of the equipment, operations, and working conditions (encumbered space); and 3) a concurrent thrust into "high-tech," (automatic and remote controls, sensors, automation, artificial intelligence, and even robotics) and human factors (workload intensity, work-station design). This has produced a well-defined professional discipline, including construction and even military engineering. The mine plant, and to a lesser extent, the mine face, is now being monitored. Equipment conferences, journals, and centers at universities and agencies have multi-plied. The discipline's impact on future mining now becomes more apparent.

Emissions of particulates, unburned hydrocarbons, nitrogen oxides (NO[ ]) and carbon monoxide (CO) from diesel engines are of concern in mines, particularly underground mines. All these undesirable products except NOx are the result of incomplete combustion in the cylinders. Various approaches to achieving more complete combustion in diesel engines have included different fuel compositions, use of catalysts, fuel additives, engine modifications, and oxygen-enriched intake air. The present study shows that injecting minute quantities of primarily platinum group metal catalysts into the intake air of a Deutz/MWM D916-6 mine diesel engine substantially reduces emissions in the exhaust. The catalyst injection system, which was developed by National Fuelsaver Corporation (Robin. 1981), transfers catalyst compounds in solution to a stream of air bubbles by a process called Bubble Fractionation (Lemlich et al.. 1966, 1968. 1970). The amounts are so minute that concentrations in the engine exhaust should be well below OSHA/NIOSH Time Weighted Average (TWA) exposure limits at steady state, a fact that was confirmed by analysis of collected particulates in the exhaust. When the catalyst injection was used along with a pleated paper filter to remove exhaust particulates, the filter operating life was shortened greatly. Therefore, this system is not recommended for use on diesel engines equipped with a water scrubber and a filter. It does offer a practical and relatively economical way of reducing exhaust emissions from other diesel engines, such as those in outby mine service

Today the longwall is getting increasing attention in the United States as an excellent way to mine coal. This is not to say it is the best way in every mine because conditions, capital costs, and markets may well dictate another method. However, operators with working longwalls are often showing preference by phasing out room-and-pillar sections and replacing them with longwall. In the United States there are about 90 longwalls in operating coal mines and the number is increasing. In Europe, 95% of underground coal mining is by longwall compared with only 5% in the United States. In the Western States about 25% of the underground coal mines use longwall mining. There is logic behind the increase in longwalling. Compared to room-and-pillar mining, straight single-pass longwall has important advantages that show up in underground coal mining in any part of the country.

Perhaps the hottest item on the agendas of most state legislators this year is the state budget. The main question: Where will all the dollars come from to finance health care programs, state jobs, unemployment compensation programs, and on and on? This is especially so since people are out of work, business bankruptcies are up, sales are down, and incoming revenues from some sources have decreased or dried up. A sure bet is that state taxes will be increased in some form or another. The mining industry could face increased income taxes, property taxes, severance taxes, or even a host of new taxes (if the state does not already have them) like a gross receipts tax, investment tax, or tax on revenues made outside state borders. That's bad news for an already depressed industry, even though increased taxes may be the least of the industry's worries in the current economic climate. While reopening existing mines and developing most new mineral projects depends primarily on higher commodity prices, new taxes still could pose long term concerns for mine project development. Just how mineral tax law impacts a project is not easy to figure. It involves a complex set of calculations based on interpretations of numerous federal, state, and local tax laws that change almost annually. At best, projections of tax effects for the life of a mine are educated guesses. At the same time, projections are necessary to evaluate the economic feasibility of a mineral project. At a recent Technology Transfer Seminar, the US Bureau of Mines introduced a computer software program designed to evaluate the feasibility of a mineral project and to determine the tax effects on the project's discounted cash flow rate of return (DCFROR). The program, called MINSIM, began in 1967 as a 200-statement FORTRAN II program for evaluating a hypothetical large-scale open-pit gold mine. This single-commodity oriented program employed discrete simulation techniques and a continuous DCFROR was used to measure the effect of changes in revenues and costs. Over the past 15 years, MINSIM has developed into a program 70 to 100 times larger than the original. Basically, it will analyze costs and parameters specific to an identified deposit, then determine the DCFROR. Or by using a specified DCFROR, it will determine the primary commodity price required to attain that specified rate of return. MINSIM, which is explained in detail in this article, is available from the Division of Minerals Availability, USBM free of charge. Written in FORTRAN IV, it comes on punch cards or magnetic tape and is compatible with most major computer systems. The MINSIM Program The main objective of any freeenterprise mining venture is to make a profit. To determine profitability of a given project, alternate methods of operating and financing must be evaluated. That is the purpose of MINSIM. While there are a number of methods of evaluating the economic profitability of a mining project, MINSIM uses the Discounted Cash Flow Rate of Return (DCFROR) method as its major criterion because DCFROR considers the time value of money and gives the truest measure of profitability. One disadvantage is that the calculations are deposit oriented. In other words, MINSIM analyzes only those costs and parameters specific to the deposit. It cannot be used to evaluate the overall corporate picture. The program is designed to simultaneously handle five different commodities and a leach operation for any type of mining project. For example, analysis of a coal project would include only one commodity-coal at the mine mouth. Analysis of a copper operation might include numerous commodities-from the raw material to the refined product. Input MINSIM considers capital investment-recoverable exploration, acquisition, and development costs; depreciable capital investments such as mine plant and equipment, mill plant and equipment, and infrastructure costs; all general and commodity specific operating costs; and the cost of alternate financing methods. The program has the capacity to incorporate different types of depletion allowances, numerous commodity-dependent severance taxes, variations of property taxes, and many methods for calculating state or provincial taxes. There are even many different ways to calculate federal and national taxes. The capacity to handle tax variations is generated from an internal subroutine in the program called the "open file." At Gold Fields' Chimney Creek Mine, major reviews of the reclamation and closure plans are done concurrently with the annual mine planning required for budget preparation. This review includes identifying and scheduling reclamation work that can be done within the next few years and development of associated costs. Longer term mine, leach pad and waste dump development are examined to take advantage of any design changes that can reduce ongoing reclamation or closure requirements and reduce costs. The success and cost effectiveness of past efforts are continually evaluated to determine the best methods for reclamation.

Based on the classical definition of optimization, flotation plants of today are far from being perfect, effective, or functional as possible. Though considerable efforts have been expanded in the optimization endeavor during the last decade, much more needs to be done in the future to optimize our flotation plants and operations. The major problem in designing an optimum flotation circuit is that the flotation process depends on the interaction of several physical and chemical parameters. In the past, there has been a tendency to only consider the effects of chemical factors such as flotation reagents: collectors, frothers, conditioning reagents, pH, etc. On the physical side, the emphasis has been limited to the liberation characteristics, grinding time, percent, solids in the pulp and flotation time. Its only recently that we are employing particle size analyses, on-stream analysis, oxidation reduction potential and the like, as operating controls. The design, operation and control of a mineral processing plant depends on costs incurred at all stages, from inception (testing for flowsheet development) through plant closure and beyond. To ensure that micro- and macro- engineering technology is transferred to operational levels, the academia, testing engineers, designers, operators, consultants and management must all get involved in the transformation process. Historically, in the 1950’s engineering empiricism was strengthened through micro-engineering based on fundamental and mechanism. Unique scientific apparatus such as zeta meter and infrasizer were used to test new hypotheses. With the advent of computers in the 60s and 70s, complex differential equations were solved to study and understand unit processes and to assess mechanism assumptions. Such efforts contributed to improved understanding of the unit operations such as comminution, flotation, thickening, filtration and the like. In the 80s and 90s with the availability of more sophisticated computer technology involving modeling procedures, advanced numerical methods, image analysis, nonlinear-curve-fitting and data adjustments, it was possible to test newly developed models under the production environments. These innovations are now available to develop simulator and sensors (such as particle size analyses) for macro-engineering purposes including plant design, automatic controls and optimization. Accordingly, it behooves the mining companies and plant operators to take advantage of these new developments to control a large number of physical and chemical parameters involved in the plant operation and optimization. This is especially important in light of declining head grades and increasing operating costs in the U.S. minerals industry if it wishes to maintain a competitive edge in the international marketplace. In regard to the future R & D activities in the field, in order to arrive at useful correlations in micro- engineering research, it is essential to consider a plant operation as an interactive engineering system representing the combined effects of physics and chemistry, equipment and operation. The failure of coal ribs is a major hazard in underground coal mines. Researchers from the National Institute for Occupational Safety and Health (NIOSH) have been working on the development of an engineering-based rib control method. A user-friendly standalone application, called Design of Rib Support (DORS), is being developed to ease the calculations of rib support. DORS can estimate the Primary Rib Support Density (PRSD, ton/ft2) for development loading. However, it still needs to take account of another key factor, bolt length, in rib support design. The bolt length can be estimated from the rib fracture depth, and this study focuses on the coal rib fracture depth analysis with numerical modeling and artificial neural network. A total of 331 FLAC3D simulations with different mining scenarios and rib conditions were conducted for this study. Machine learning was then used to predict coal rib fracture depth under different conditions. Based on the numerical simulations, the parameters for mining scenarios and rib conditions were collected as features for machine learning, and coal rib fracture depths were collected as the target to predict. Good data correlation (r-square) was obtained with the use of an artificial neural network. The

"Construction of the largest desalinization plant in the Americas has commenced in northern Chile. It is part of a several billion dollar expansion at a copper mine whose operations nearly stopped due to the challenge of securing a reliable source of water from the Pacific Ocean in a safe and environmentally sound manner. This paper discusses the risk management, design and construction of a quadruple chamber intake and outfall shaft, high capacity pump station, three 7m diameter vertically drilled marine shafts and three subsea tunnels constructed through challenging Andean hard-rock geology. The three 2.5m diameter subsea microtunnels are being mined with vertical curves through variable quality rock 30 meters beneath the ocean and retrieved in the wet from the 7m diameter marine shafts. INTRODUCTION AND BACKGROUND The battle for securing the rights to a constant water supply is a worldwide issue and nowhere is that more evident than the Atacama Desert of Chile, the world’s driest place with areas of the desert that have not seen rainfall in recorded history. The Atacama Desert also happens to be home to some of the world’s largest ore deposits which require huge amounts of water to extract and process. What available water there is comes from three main sources: deep seated wells, glacial water from the Andes Mountains, and desalinated water. Vying for water from wells and glacial streams and lakes are numerous agricultural and domestic facilities in the valleys surrounding the Atacama Desert. Environmental regulations and legal rulings have limited the amount of “natural” source water which can be used for mining purposes. Desalination plants are a known solution for combating water scarcity, albeit a costly one. The total estimated cost of constructing this desalination plant is over $3B USD, which will include a 2500lps capacity and an approximately 118km pipeline from the coast up to the mine located in the Andes. The overall scope of the project includes design, procurement, and construction packages for the 2500lps desalination plant including the seawater reverse osmosis plant, water conveyance to the mine, power transmission, the reservoir and the marine works package which forms the basis of this paper. Many solids processes that look feasible on paper or even in pilot studies become disasters in full scale. Changes in solids flow characteristics from pilot scale to full scale because of larger so lids contact pressures, thermal shocks or unforeseen temperature excursions often cause full scale solids flow problems not encountered in the laboratory or pilot studies. Fortunately, proper applications of solids flow principals and solids flow property measurement at full scale conditions can anticipate the problems and thus provide an accurate basis for full scale design or existing plant modifications.

Although Disputes Review Boards have been used for some time, they had not received wide publicity at the time Monroe County first used one. Public owners frequently resist adopting new contracting practices. This paper discusses an owner's experience with Dispute Review Boards, from learning about them to their use on two (2) projects. The experiences of potential and actual contractor claims are compared to a claim on an earlier contract and the ensuing litigation. Suggestions for possible use for Owner-Engineer disputes and recommendations for use are provided.
