Currently, there are several methodologies to assess ground vibrations from blasting. Of all available methodologies, one that is becoming more important is the waveform superposition or signature hole technique. This technique is based on a signature waveform assigned to each hole to build the complete waveform for the whole production blast, using the convolution between the time initiation sequence and the signature hole waveform. In the basic methodology of the signature hole technique, the waveform hole-to-hole is assumed to be the same. Several studies and field tests have proven that the waveform hole-to-hole, even in ideal rock mass conditions (rock mass with little or no joint system), changes. In addition to distance or confinement, other factors that could change the waveform hole-to-hole include different geologic paths from the source to the monitoring point and a different energy output of each hole, due to hole loading, explosive composition and/or contamination, priming, etc. These factors result in varying waveforms generated for each hole, making the waveform produced by each hole a somewhat random process. There is available in the literature some proposals to include variability in the waveform hole-to-hole, but the parameters involved are complex and difficult to estimate. In this paper, the variability in the signature waveform hole-to-hole in a blast event was recorded through a field test, and a proposal to include signature waveform variability to develop an equation based on the Fourier series is presented. This methodology is the basis for a future signature hole analysis using a Monte Carlo scheme, taking into account the variation of the amplitude and the frequency content of the waveform hole-to-hole in a production blast event.

Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. Simulation modeling of portions of two platinum mines using General Purpose Simulation Software (GPSS/H™) is presented in this paper. Both mines, located in the Bushveld Igneous Complex PIC) of South Africa, exploit Merensky and UG2 reef horizons, which are processed separately and therefore handled individually from the stope face to surface, requiring duplication of storage arrangements and batch operation of transport facilities. The first simulation assignment concerns the upgrading of a shaft system operating exclusively on Merensky ore, to hoist UG2 ore and increase production. The second assignment comprises a simulation of rock flow from the stope face to surface by way of tramming, inclined conveying and vertical hoisting. Development ends and stope boxholes were modeled down to individual hoppers (cars) demonstrating the versatility of the GPSS/H™ language.

Remote control for mining machines ordinarily means the operator is not seated on the machine, but is located within direct view of the machine and work area Thus, remote control operators are exposed to the hazards of roof/rib falls and dust/methane explosions. The U.S. Bureau of Mines has developed a method to disassociate remote operators from these hazards. Off-board, computer-based "tele-operational" systems are utilized that station the operators one-hundred meters or more distant from the working faces. Details are provided for tele-operated systems for thin-seam extraction and haulage equipment in highwall and deep, room-and-pillar coal mines.

In 1995, Congress abolished the Bureau of Mines in the Department of Interior but preserved the safety and health research functions being performed at the Pittsburgh and Spokane Research Centers. These functions were transitionally housed in the Department of Energy before permanently merging with the National Institute for Occupational Safety and Health (NIOSH), Department of Health and Human Services, in October 1996. Since the merger of the former Bureau with NIOSH, there has been an active evaluation of ongoing research activities, significant interaction with stakeholders, and the development of a process leading to "data informed" priority setting. This presentation will review current surveillance information concerning the level of injury and disease from mining work and will discuss how research priorities are evolving to improve the contribution of research to the prevention of injury and disease.

Subsidence movements have damaged houses, schools, streets, and public utility lines in some undermined sections of Belleville and Maryville, Ill. In cooperation with local officials and the State of Illinois, the Interior Department's Bureau of Mines is sharing experience in backfilling abandoned coal mines to demonstrate that bituminous coal mine workings in south-western Illinois can be successfully backfilled and subsidence-prone areas stabilized. Subsurface investigations revealed that mine workings are dry and underlain by underclay deposits susceptible to instability upon wetting. Backfilling will therefore be accomplished by pneumatic injection instead of the hydraulic methods used in previous subsidence-control projects.

Shotcrete is a highly adaptable and widely used underground construction material at infrastructure and mining projects around the world. In fact, many projects could not have been completed without its utilization. As underground projects became larger the use of mechanized wet-mix spraying gradually replaced manual dry-mix shotcrete applications. This paper details some of the reasons for that and provides information on the equipment and operational factors including safety and productivity required to successfully complete underground shotcrete projects.

The mine ventilation system of the Henderson Mine provides a case study of designing and maintaining high-quality respirable air in a large underground mine with over 200 units of diesel-powered equipment. This system was designed with concern for minimizing exposure to personnel of siliceous dust, diesel exhaust, smoke, and potential fire hazards while optimizing general environmental air quality throughout the multilevel/multiheading operation. As a relatively new operation, the Henderson Mine incorporates a modern ventilating plant and mine de- sign as well as state-of-the-art technology where appropriate. Two main ventilation shafts approximately 2,300 ft (701 m) in depth (one intake, one exhaust) will handle 1.8 million cfm (850 m3/s) of air circulated throughout 60 miles (97 km) of drifting, providing the ventilation requirements for more than 25,000 diesel horsepower (18,642 kw) underground.

Particle shape characterization is a complex task made more difficult because of the human eye's sophisticated recognition of shapes, giving rise to the assumption that shape analysis is considered a simple problem. Further exacerbating the problem is the question of whether particles have a general shape. Old and new shape measuring techniques are discussed, particularly the new image analysis methods techniques such as Fourier, Haar, Walsh and Delta. Problems with the current image analysis equipment and future research equipment needs are presented.

Sulphur dioxide is a versatile gas which has many uses throughout Pulp & Paper, Chemical, specialty Chemical, Mining and other industries. During recent years, S0 2 consumption and distribution patterns have resulted in renewed interests for liquid S0 2 and on site gaseous S02 manufacturing facilities. one relatively new use for S0 2 in the Mining Industry is its use for cyanide detoxification. In late 1993, Inco Ltd. completed a $600-million environmental improvement project at its Sudbury, Ontario operations -the largest single environmental project ever undertaken by a Canadian corporation. Efficient new facilities and innovative technologies installed during the course of the project have also significantly improved Inco's productivity and competitiveness. In early May 1994, a panel of 18 Inco authors contributed to a Technical Forum, "Environmental Programs at Sudbury," presented at the 96th Annual General Meeting of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) in Toronto. Their papers have been published in CIM's Toronto `94 Proceedings Volume, pp. 62-77. The following report draws primarily on discussions of Inco's milling and smelting operations published in the Proceedings Volume. The Proceedings Volume also includes papers on the acid and oxygen plants and on engineering, construction and commissioning of the project. Discussion by F.W. DeVries Comments on natural cyanide attenuation. The paper by Botz and Mudder in the November 2000 issue of Minerals and Metallurgical Processing had one disappointing aspect. Table 1 (p. 229) failed to include a significant species - neutral copper cyanide (CuCN). This compound has been most trouble-some in many plant-scale cyanide cleanup processes, includ- ing acidification-volatilization- reneutralization (AVR), hy- drogen peroxide cleanup and air/SO2 cleanup. It has also plagued many pilot efforts to use ion-exchange (IX) resin technology. This author elucidated the concept that, under some conditions, copper cyanide failed to precipitate out of treated effluents and appeared to exist as a filterable colloid that reported as copper and cyanide, with the latter measured as WAD (weak-acid-dissociable) cyanide in that analytical method. The concentrations measured were very near the levels of 0.2 ppm, often the regulatory limit for WAD cyanide. The copper concentration, using the 1 : 1 ratio for this com- pound, would then be more than 0.4 ppm, which could also be unacceptable. We discovered that it was unsafe to assume that the Cu(CN),- would surrender both cyanide ions simultaneously and allow cupric copper to be removed subsequently as, say, cupric ferrocyanide (Hatchett's Brown). This compound could be ignored as safely as the "iron blues," as essentially an inert solid, stable in geologic time if not exposed to sunlight. Under poorly controlled oxidation of the cyanocuprite ions (copper with four, three or two cyanides complexed to the copper), CuCN could well be formed and could not be assumed to precipitate out as a solid. The authors of the paper, by failing to include the CuCN species in their model, may have left users of the model prone to ignore the possible occurrence of the colloidal(?) form in the discharge, thus finding an effluent that failed to meet regulatory limits. (See addendum below.) This somewhat ephemeral material may well have been responsible for some large-scale failures of cyanide destruction technology to succeed at sites in North America and elsewhere. Two specific references alluding to this occurrence may be found: Griffiths et al., 1987, "The detoxification of gold-mill tailings with hydrogen peroxide," Journal of the South African Institute of Mining and Metallurgy, September, p. 282. DeVries, 1989, "Improved understanding in detoxification of cyanide leach liquors using peroxide" Rand01 Gold Conference, Sacramento CA, p. 15 1. It is advisable for workers in this area of cyanide removal or recycle to avoid assuming that CuCN will, with certainty, precipitate out of solution, or that the dicyanocuprite ion will part simultaneously with both cyanide ions and allow cupric copper to be dealt with by other reactions. One further piece of work may be incomplete. That is, a definitive study of the long-term behavior of CuCN that does precipitate when exposed to other compounds present in neutralized tailings. Addendum. The extremely complex reaction of cupric ion on cyanide- which, of course, results in oxidation of cyanide to cyanate, probably through the intermediate stage of forming cyanogen [(CN)2] from oxidation of HCN with its hydrolysis to cyanate and cyanide ion - involves two cyanide moieties and the reduction of the cupric ion back again to the cuprous state. This, then, can form the CuCN potential "solid" that was already the undesirable species. In cyanide cleanup, with either air/SO2 or hydrogen peroxide, copper is generally employed as the catalyst, so it is unclear what happens when the CU(CN)2-1 is ultimately exhausted. A metallurgical complex to recover gold from highly refractory arsenical ore was recently commissioned by Sao Bento Mineraco. The plant, with a nominal capacity of 20 000 tonnes per month, is situated in the Minas Gerais province of Brazil. The process consists of run-of-mine milling, flotation, pressure oxidation of the concentrate, carbon-in-leach, elution and electrowinning, and effluent disposal. The paper provides an account of the investigations that resulted in the decision to install the pressure oxidation circuit, process and engineering design and plant start up. A comparison is made between the results achieved during the first two years of production and the design parameters.

A proactive design and construct approach was used to remediate the Warm Springs Ponds Complex near Anaconda, Montana under "Superfund". The pond complex is used for treatment/settlement of heavy metals and is a repository for 19,000,000 cubic yards of tailings, precipitates and associated sediments. Remediation has resulted in treatment/settling capacity for flows up to the 100-year flood (3,300 cfs); expansion from 5 to 11 ponds in series requiring 12.5 miles of new or improved embankments with associated hydraulic structures; flood protection for the 0.5 Probable Maximum -Flood (PMF) (70,000 cfs); and closure of exposed tailings along with aquatic and terrestrial habitat enhancement.

During the winter months of late 1985 and early 1986, residents along Dry Fork near Grundy, Virginia (United States) experienced seismic events that they attributed to longwall mining at Island Creek Corporation’s (Island Creek) Virginia Pocahontas Mine No. 3 (VP-3 mine). Island Creek contacted STS D’Appolonia Ltd. (STSDL) on March 7, 1986, to investigate these events. An STSDL representative, Vincent Scovazzo, interviewed residents of Dry Fork on March 10, 1986. It was noted that only people within a residential structure felt the events they described as house shaking, vibrating walls, and ceramics falling from shelves. STSDL representative installed a blast monitor at a residence. Within 2 days, various events were recorded. Some could be attributed to truck and heavy equipment movement. Eight events had no obvious cause but appeared on resident’s written logs as earthquakes caused by mining. STSDL contacted Utah Geophysical, Inc. who had developed a technique to determine the mode of rock failure using the seismic record. Utah Geophysical was engaged to install and monitor a microseismic network, locate the epicenter of the events, and work with STSDL in determining modes of failure. The network was comprised of six geophones located at five stations. Data was recorded for 24 days from May 20 through June 13, 1986. The data was filtered to eliminate events determined to have an origin other than the longwall panels’ overburden and under-burden. The larger events from this filtered data set were selected and analyzed to determine their hypocenter locations, time of occurrence, magnitudes, and failure mode. Processed data was interpreted, tabulated, and plotted by STSDL to provide information relative to the sources of the seismic vibrations and their possible relationship to the mining operation.

As man's need for minerals continues to grow and as the known mineral deposits become depleted, it may be expected that these increased demands will result in greater exploration for additional deposits and at continually increasing depths below the earth's surface. As labor and material costs continue to rise, the need for more economic material handling will be emphasized. The quest for heavier payloads, safely moved at faster speeds from deeper mines, will be vigorously pursued. Strenuous efforts are, therefore, being made in the wire rope industry to develop ropes with greater strength-to-weight ratios than presently available while maintaining the dependability and long life being received from the conventional rope manufactured today. For many years, high quality rope wire has been manufactured from rods of selected steel compositions. Carefully-controlled wire drawing combined with proper heat treatment has resulted in high quality wire and wire rope throughout this period. Refinements in the rod produced from specially-selected high carbon steels combined with the latest improvements in wire drawing and heat treatments have made it possible to manufacture higher strength rope wire of uniform composition and structure that is suitable for use in Special High Strength wire rope.

"The Safety Pays in Mining web application, developed by the National Institute for Occupational Safety and Health (NIOSH) Mining Program, helps mines determine the potential costs associated with mining injuries. This web app groups injuries by type, either by the cause of the injury or by the nature of the injury. When the user selects one of over 30 common types of mining injuries, the app provides information on the distribution of costs of workers’ compensation claims for that type of injury. Based on other user inputs, Safety Pays in Mining will estimate the total costs of the selected injuries, including an estimate of additional indirect costs, the estimated impact of total injury costs on mining company profits, and provide some examples of other items (services, equipment) on which companies could spend the savings that result from the prevention of injuries. This paper reviews the Safety Pays in Mining web application by discussing the development of the app, how it is used to show the true costs of mining injuries, and how mines can benefit from using this app. INTRODUCTION Injuries on the job cause pain and suffering. They can also profoundly affect profits and daily operations. In addition to paying direct costs or increased premiums for workers’ compensation insurance, a company might need to pay overtime for other workers to fill an injured worker’s job role, cover training costs for a replacement worker, or divert administrative resources in the wake of an injury. Safety Pays in Mining is a web app that estimates the distribution of these injury costs and assesses the impact that occupational injuries have on a company’s profits. The costs of specific types of occupational injuries in mining are not readily available as mining and insurance companies don’t usually share this information. As a consequence, companies only have cost information based on previous experience with their own employees. Therefore, if a mine never experienced a finger amputation for one of its miners, it would not be aware of the possible costs associated with this type of injury. In addition, injury costs are unique in that the cost distribution is so wide — with half of the injuries in our dataset having mean costs higher than 90th percentile costs — just using the average cost of a specific injury type does not provide adequate information. Some injuries involve immensely high costs, and even though the risk of these high-cost injuries occurring is low, mines need to be aware of their potential impact on their company’s financial health."

Historically, geologic data has not been adequately considered in resource estimation. More recently, with the use of computers and sophisticated estimation algorithms and geostatistical justifications, geology has been downplayed further. Many reasons are given for not using geology including cost, time and irrelevance. None are valid. Boundaries defining mineral domains should be used in computer-generated resource estimates. Selected case histories show how the failure to honor geology has caused discrepancies in resource estimates of actual in-place resources. After-the-fact differences have included decreases in tonnage of up to 50% and increases up to 300%; partial to complete recategorization of material; and 50% decreases in grade. The costs of gathering and using geology are trivial compared to the potential consequences.

Predicting equipment failure behavior plays a critical role in providing a safe operation. Although various reliability evaluation methods are available for estimating failure behavior profiles, these approaches are based on mathematical formulation, leading to actual operation simplification and improper estimation of failure trends. This study proposes a discrete-event simulation (DES) approach to model fleet failure behavior. This approach can model the maintenance strategies in multi-component systems with minimum simplifications. In this regard, the first step was to collect a historical failure time dataset (e.g., the time between failures). Then, the DES model is established to predict the severity of failure events and design maintenance strategy considering actual operation circumstances. Afterward, the maintainability analysis was performed to estimate equipment downtime and availability. The achieved results showed that the system availability was about 85%. Also, the findings demonstrated that the DES could efficiently predict the equipment failure behavior using various stochastic events.
