Sustainability will become a more stringent issue in mine planning over the next 40 years. The evidence of this is apparent in State and Commonwealth government policies now emerging in respect to water, green house gases, waste and other process emissions. The mining industry has developed policies such as æEnduring ValueÆ, which go some way towards establishing a framework within which mining can continue to be an underpinning strength within the Australian economy. However, the demands of new policies are directed at extending sustainability in ways that will change the way in which projects are implemented. This paper examines the nature of new policies aimed at water, energy and emissions, considering examples of where mining practices have or may change in order to meet new objectives in resource efficiency. Important issues will, as always, be the international price competitiveness of the mineral resources being produced but, where this is now devolved around mining and processing costs, these costs may in the future be strongly correlated to the nature and cost of local energy resources compared with those in Australia, the ability to mitigate and minimise water resource use and environmental impacts deriving from emissions and the veracity of competitor nations in meeting the same standards of performance in resource efficiency usage and in emissions control. As these systems bed down internationally mining in Australia will need to concentrate, amongst other things, on finding higher grade orebodies and on better technologies to release the value of lower grade ores. For our mining industry to remain strong, greater expenditure will need to be focused on these objectives. Finally, it will be important for the industry to remain vigilant and proactive in directing government policy development to ensure that practical objectives in mining are not curtailed unnecessarily through ignorance of mining market precepts developed over the centuries of mining operations.

The process selection and design aspects to treat primary ore in a new carbon-in-pulp (C.I.P.) plant while utilizing, where possible, existing equipment and infra- structure are discussed. The existing crushing plant, water supply, reagents, laboratory and infrastructure facilities from the heap leach have been upgraded and expanded to meet the C.I.P. plant requirements. The new power supply is from the North Queensland grid system. A series of metallurgical tests was carried out and a review of the data showed that the primary ore was amenable to conventional cyanide leaching. Following feasibility studies, a new process plant which included grinding mills, leaching, and adsorption tanks, thickener, desorption and gold roam facilities was constructed.

In 1974 a preliminary study of the refractories industry in theRepublic of Indonesia was completed by Crown Lynn Consultants, a subsidiary of Cerarnco Ltd., on behalf of the Indonesian and New Zealand Governments. As a result of recommendations arising from that study the two Governments commissioned, in 1976, as a Bilateral Assistance project, an investigation into the potential of the refractories industry in Indonesia. Ceramco Ltd., was retained to carry out the study on behalf of the New Zealand Government. The Directorate-General of Chemical Industries, Directorate of Silicate Industries administered the project on behalf of the Indonesian Government. Indonesian counterparts to the New Zealand study team were provided by the Directorate of Silicate Industries.

After multiple tailings dam failures in recent times, the owner organisations have made increased efforts to step up the governance systems to industry best practise in the design, construction and operational management areas. The measures include but are not limited to, site investigation, rigorous peer review (both internal and external), certification through appropriately qualified personnel and improvement in operational management practises. While a lot of focus is on design and operational practices, the construction stage requires adaptation (both in terms of materials and approved design) and immediate decision making on site. Work undertaken in these areas is mostly irreversible and sometimes poses serious threat to the future TSF raise/ expansion planning and may lead to reduced life of the TSF and additional risk to the Owner.This technical paper will discuss some challenges and highlight the importance of appropriate processes to achieve a successful construction regime. The process will include a robust quality control/ quality assurance process, a team of designer-constructor-owner with suitable skills and technical understandings and robust documentation of the entire construction process from day 1 to the completion of construction.CITATION:Kundu, A and Laxman, M, 2018. The properties of tailings that emanate from laterite nickel processing plants are significantly different to most other mine tailings. They typically comprise a mixture of fine materials that are made up of altered clays, chemical residues and salts. Neutralisation processes that are undertaken prior to tailings discharge result in a high proportion of gypsum in the tailings. The salinity of the pore fluid is commonly higher than 140 g/L of salts, dominated by magnesium sulfate. Hydraulically-placed tailings that undergo solar evaporation typically reach dry densities of less than 1 t/m3 of insoluble solids. In situ water contents after many months of drying may be as high as 80 per cent, and peak undrained shear strengths are unlikely to be greater than 20 kPa.This type of material is not conducive to upstream raising, from both a practicality and overall slope stability perspective. Even at rates of rise of less than 1 m/a, it is difficult to effect upstream raising on unaltered laterite nickel tailings. However, the authors have successfully designed and implemented upstream-raised laterite nickel tailings storage facilities. The upstream raises have been formed from both imported natural materials and air-dried and compacted tailings borrowed from the tailings beaches.Drying and associated strength gain has been achieved through various means of mechanical intervention, repeatedly exposing a zone of tailings to the atmosphere for evaporation. Field trials have been undertaken to optimise the approach, and the findings from the trials have been implemented in practice to allow stable upstream raises to be constructed. Boliden's Aitik open pit mine located in northern Sweden, will expand yearly production from 18 to 36 Mt of copper ore during 2010. The expansion includes a new concentrator located 3 km off the pit, two new apron feeder crushers connected to the ore storages and concentrator with conveyors at a total length of 7 km. The concentrator has two lines with autogenous grinding mills and flotation each with a capacity of 18 Mt. Consequently the mine operation has to be expanded. To achieve this, there was several parallel processes ongoing; investments in new equipment, reorganisations, improvement projects in maintenance and productivity. The Aitik 72 project was started to coordinate productivity and mine planning activities. Initially the long-term strategic mine plan called for a total movement of ore and waste to increase from 40 to 72 Mt but has today increased to 89 Mt. Productivity projects have been focused on load and haul activities such as fuel economics (Renstr÷m, 2007), effective utilisation of trucks partly by increasing manning levels, improved dispatch and shovel utilisation focusing on optimal use of loader/truck fleets. The eco-driving projects previously reported have reduced fuel consumption significantly. This project is also a productivity project, as part of the fuel savings comes from minimising idle engine hours due to queues, break-downs, operator shift changes, etc but also from under and overloading. Effective use of truck fleets, ie transport of material, loading and dumping, thus excluding non-productive engine hours has been an essential motivator when deciding the size and number of new trucks required. This has resulted in a reduction of the investment with at least one but maybe two trucks. A third major project was to optimise shovels together with truck fleet by improving short-term, up to two weeks, detailed planning of drilling and shovel activities. Daily scheduled breaks for maintenance as well as planning of shovel utilisation, down to shift level are included in the production plans. KPIs and online production reports, based on real-time monitoring of drill rigs, shovels and trucks, have been an essential tool used regularly to engage and motivate mine production personal and information reporting to management. Several projects have already reached their goals. The projects will continue throughout 2010 to ensure that productivity targets are met.

The Per Geijer iron oxide apatite deposits (IOA) display significant potential mineral resources for Luossavaara-Kiirunavaara AB (publ), known as LKAB. LKAB continuously mines magnetite/hematite ores in northern Sweden for almost 130 years. The Per Geijer deposits reveal a high phosphorus content and vary from magnetite-dominated to hematite-dominated ores, respectively. Furthermore, they show a large variation in texture, mineral composition, and relation to wall rocks. The high phosphorus concentration of these ores results from highly elevated content of apatite as gangue mineral. Reliable, robust, and qualitative characterisation of the mineralisation is required as these ores inherit complex mineralogical and textural features. For this purpose, comminution tests at laboratory scale in combination with scanning electron microscopy-mineral liberation analysis (SEMMLA) were carried out. Based on this work, significant information on the modal mineralogy and degree of liberation of minerals of economic interest (eg magnetite, hematite, and apatite) were obtained. Results show that there is a difference in the degree of liberation of magnetite and hematite between ore types. This seems to be dependent both on the size fractions and the dominance of each iron oxide in the individual ore type. The amount of gangue minerals seems to have no significant impact on the degree of liberation after comminution. Apatite is generally best liberated in ore types associated with silicates, regardless of magnetite or hematite dominance. Based on the results of this study it can be inferred that a high degree of liberation of the minerals of economic interest can be achieved. However, results need to be verified with further beneficiation steps such magnetic separation, apatite flotation and possibly reverse silicate flotation.

Recent work has shown that, in at least some instances of regional metamorphism, metamorphic diffusion has been restricted to such relatively minute distances (of the order of 1.0 mm and much less), that there is no clear, direct evidence of prograde metamorphic mineral reactions, and that metamorphic equilibrium does not appear to have been attained through even very small domains.A number of stratiform orebodies and their immediate metapelitic environments exhibit very large, seemingly "disequilibrium", assemblages of regional metamorphic index materials. One such, in north-eastern Australia, includes laumontite, prehnite, chamosite, stilpnomelane and related hydrous iron silicates, primary chlorite, sericite-muscovite, epidote, actinolite, biotite, almandine, andradite, metamorphic hornblende and clinopyroxene, scapolite, staurolite and sillimanite, all within a 20 metres length of a single diamond drill core. In this and several related occurrences it appears that metamorphism has involved very small scale in situ transformation of pre-existing materials rather than large-scale diffusion and reaction, and hence that the observed metamorphic minerals have probably been derived directly from precursor materials of sedimentary/diagenetic origin.It is concluded that the fluctuating seafloor interplay between warm, acid, concentrated hydrothermal waters with cold, alkaline, dilute seawater during stratiform ore formation, together with diagenetic processes, leads to the formation of a wide range of clay, chlorite, mixed-layer clay and clay/chlorite, and zeolite precursor materials and hence, later, to the complex assemblages of metamorphic minerals closely associated with some stratiform ores. Commonly included in highly localized assemblages of this kind are various minerals which, in conventional regional metamorphic studies, are generally regarded as indicating widely different grades of metamorphism.

Obtaining a representative sample of bulk materials in process industries is critical to providing valid data for process control and custody transfer (valuation). The accuracy of a sample, that is to say how well the sample represents the material in the process, is directly related to how well the process can be controlled and to how much a product may be worth. Sampling accuracy then is in fact related to bottom line profitability.Sampling theory offers information and equations on how to take a representative sample from a process, however, the actual practice of extracting a sample from the process can be more of an art.Key sampling variables include product specifications such as bulk density, particle distribution, material conveyance, practical sampler location, sampler type and sample frequency and volume/mass.This paper discusses basic sampling theory, sampling methods, types of samplers, how to develop a ‘real world’ sampling system and current manual and automated samplers.Key points include ‘practical precision and variance’, material properties, flow properties, direct sampling versus indirect sampling, sampler types and applications.CITATION:Powalisz, J E, 2014. Global steel companies are actively combating climate change by reducing carbon emissions. Traditional steel production, using the blast furnace (BF) – basic oxygen furnace (BOF) process, heavily depends on coal and emits substantial CO2. To mitigate this, companies are transitioning to the more eco-friendly DRP (direct reduction plant) – EAF (electric arc furnace) process, which lowers CO2 emissions. This study quantitatively evaluates the impact of increased hydrogen consumption on the carbon footprint of product (CFP) through an analysis of direct reduction process heat and mass balances. The study prioritises a comprehensive material balance based on mass conservation principles. The heat balance is calculated using differences in enthalpy through state energy properties, avoiding heat consumption. Validation using operational data from Hyundai Steel Dangjin works’ blast furnaces shows close alignment between calculated results and actual data, with less than 1 per cent error. This methodology facilitates a detailed analysis of the direct reduction process, offering insights into its feasibility and efficiency. Analysis of the operational impact by increasing the hydrogen ratio demonstrates reduced CO2 emissions and increased heat requirements due to the endothermic nature of hydrogen reduction, in contrast to the exothermic CO reduction. Possible solutions include raising reducing gas temperature or enhancing flow rate. The study effectively utilises designed heat and mass balances to assess material quantities and thermal balance under different operational conditions. It lays the foundation for the initial direct reduction process design, aiding in deriving and optimising operational parameters. Additionally, it provides valuable insights into the challenges of increased hydrogen, contributing to the production of greener steel by addressing these issues.

"The requirement for environmental approvals and associated environmental impact assessments (EIAs) is now commonly regarded as a key milestone and body of work during project development. EIAs can be undertaken at various phases during project development, generally either:\ during the scoping or prefeasibility studies, where limited project information is available and the mitigation and management measures of the EIA become a set of criteria and commitments that control project design during the feasibility study, as an iterative approach whereby mitigation and management measures are developed through an integrated process with the engineering team, and measures are included in the feasibility study cost model following the feasibility study, where detailed project design information is available, the cost model is complete, and the EIA is an assessment of a fixed project with limited opportunities for mitigation and management measures to be integrated into engineering design. This paper investigates the advantages of integrating EIA into life-of-mine planning during the feasibility study phase, using the Tampakan Copper-Gold Project (the Project) as a case study. The Tampakan Project is located in the Philippines on the southern island of Mindanao. The Project involves the proposed development of three main areas of infrastructure:a large-scale, open pit copper-gold mine and associated mine site infrastructure (including tailings and mine waste storages, fresh water dam, concentrator, etc) a power station, port and filter plant (PPFP), located approximately 60 km from the mine a pipeline and transmission line linking the mine and PPFP sites.Examples of engineering measures developed through an iterative process to mitigate and manage predicted environmental and social impacts include design of water management infrastructure, modification of the disturbance footprint (eg roads realigned to avoid critical habitat) and realignment of project infrastructure to minimise impacted water catchments.CITATION:Blunt, J and Jones, J, 2012. There have been significant changes in the Australian mineral sands industry in recent years due to changing supply and demand conditions, new product opportunities and opportunities for rationalisation of operations. Earnings within the industry have typically been volatile and this has been reflected in the share prices of listed mineral sands companies. Apart from the effects of variations in the state of the economy on the industry, share prices have also reflected the extent to which a company's earnings volatility is due to capital structure, the relative proportion of fixed costs to total costs and the nature of th'- sales mechanism. At the time of writing, the high prevailing share prices for industry participants and the current outlook for the industry would suggest that the time is opportune for raising equity capital. The immediate outlook for the industry and its various product segments appears favourable but beyond this the usual uncertainties remain. The new tax environment will cause most companies in the industry to have to rethink their dividend and capital structure policies. Most shareholders will now be concerned to maximize dividend receipts and minimise exposure to capital gains tax. Companies in the industry that have relied fairly strongly on earnings retention to help finance growth in the past will- need to look to increased equity raisings in the Future.

The traditional form of project financing for resource related projects has involved project financings structured with either recourse to the project sponsor(s) or commercial banks accepting the project's risks, usually after project completion, subject to, inter alia, the nature of the project, geographical location, quality of the projected cash flows and commodity price outlook. However, the concept of commodity-linked borrowings hasadded a new dimension for borrowing opportunities for resource-oriented projects and or companies.

It is a great privilege to be invited to give this address at this centenary conference. A centenary is a time for recollection, for celebration and for looking ahead. The AusIMM has much to celebrate and many things to recall. I hope in this address to make some useful comments about Australia's future (and mindful of but not forgetting New Zealand), looking ahead for 25 years or so, and the mining industry's role in that future.

Current regional geoscientific studies across the McArthur Basin as part of the National Geoscience Mapping Accord by the Northern Territory Geological Survey and Australian Geological Survey Organisation have provided a significant amount of new data which has enabled revision of the stratigraphic and chronologic framework of the basin. This paper provides an overview of these results, with particular emphasis on new results from Arnhem Land.

The paper will review the fundamental policy issues and options that have been considered in the determination of the proposed allocation and pricing (ie royalty) regime for minerals under the Crown Minerals Act 1991. It will consider such influences on the new disposal, allocation, pricing and management arrangements for the Crown's mineral estate as the existence of prior ownership claims, exclusivity in access, the requirement for cost recovery and the treatment of contingent liabilities.

Over the past 5 years, Bougainville Copper Limited has undertaken a number of major plant expansions to the copper concen- trate production plant at Bougainville in the North Solomons Province of Papua New Guinea. These projects have scheduled three additional ball mills, three new banks of Outokumpu flotation cells, four additional tertiary screens, two additional tertiary crushers, and more recently four high capacity 24.5m dia. tailing thickeners. The value of the five separate projects totalled more than A$100 million. A requirement of commissioning and bringing on line of each of these projects has been to minimise both operational losses and copper concentrate production. The commissioning has been successfully implemented by detailed planning of the commissioning work in conjunction with the plant operation. Planning has been detailed for each man involved on an hourly basis, highlighting the work required on each commissioning task that is to be undertaken and the time expected to achieve activity Completion.

My paper presents a discussion of the legislative and departmental requirements in connection with the acquisition of exploration rights for minerals (other than petroleum and coal) in the Independant State of Papua New Guinea, the Solomon Islands and Queensland and he practical problems associated with land entry and land ownership associated therewith. In general there are many similarities in the methodology and philosophy behind the legislation in each country and the contractual requirements established thereby between the exploration company (the explorer) and the government and the mines department or equivalent in each place. There are also a number of differences. I have prepared the paper on the basis that my audience will largely consist of -experienced explorers and the paper is intended to act as a brief refresher and a guide to the philosophy and the practicalities behind the legislation and practices in ground entry in each case. I will deal in turn with New Guinea, the Solomon Islands and then Queensland.
