The Honourable Neil Pickard has been in Parliament for something like sixteen years. He was Minister for Education in 1976, served as Shadow Minister in a number of portfolio areas while his party was in opposition, and since their return to power in 1988, he has been the Minister for Minerals and Energy. Dr Eric Bumstead is to be commended for his recent paper on gold analysis, published in the March 1984 Proceedings. It is not often that someone in industry, rather than academia, takes the time to collect and report on such a volume of data, data which is of interest to everyone involved in gold exploration and development.After reading the paper I felt, as a geochemist and as ayer, that there was another side to this whole question of analysis that few people are aware of, i.e. the problem facing a laboratory and how the laboratory can try to give the customer maximum value for money spent.Analyses for gold are carried out for different reasons, depending on the aims of the geologist or metallurgist who presents the samples. These can broadly be separated into three classes, to answer the following questions.1. "Is there any gold in this sample?"2. "Approximately how much gold is there in this sample?"3. "How much gold is there in this sample?"In every case there is a different balance between accuracy and precision, cost and avoiding chemical problems. By "chemical problems", I mean such possibilities as samples containing high levels of sulphides, gold present as tellurides, cyanide being present, contamination with mercury, and other mineralogical oddities, plus problems such as samples containing grease.There is no such thing as one assay to cover all possibilities.Samples in category I come mostly from early stages of exploration.There are often large numbers of samples, their mineralogy is not well known and hence chemical problems could exist, but the explorer wants assays at a minimum level of precision and expects minimum cost. These characteristics do not easily come together, for although the precision required is low, the accuracy required is high at low levels. A small positive result when the true answer is nil could lead to a fruitless search and a waste of money. Conversely, a nil result, when the true answer is a small but significant level of gold, could lead to the passing over of an area that may warrant further work.Because there are conflicting requirements for this type of assay, the methods chosen must be a compromise and different assayers will balance these requirements differently and come to different conclusions. The methods cover sample preparation, assay sample size and variations in assay techniques.

The Hauraki Volcanic Region of the North Island developed between 18 and 1.9 Ma. Initial andesitic volcanism from 18 to 12 Ma was followed by 12 to 1.9 Ma volcanic activity that included rhyolitic, dacitic, andesitic, and basaltic compositions, with a gradual migration of activity to the SSE. Early andesitic volcanism evolved over the course of 8 m.y. to more silicic compositions; this trend was reset and repeated by post-10 Ma andesitic volcanism. Early and later andesites are otherwise remarkably similar in trace element composition. Rhyolites have the most diverse compositions, suggesting a major role for crustal input in their formation.

Rock mechanics involves characterizing the mechanical properties and behaviour of rock material and the natural discontinuities of the rock mass, while rock engineering is concerned with specific engineering circumstances, for example, how much load will the rock support and whether reinforcement is necessary. Rock engineering models developed depend considerably on the input data such as boundary conditions, the properties of rock material and rock mass. Correct evaluation of these properties frequently requires laboratory and in-situ tests, supplemented with a high degree of experience and judgment. Accordingly, since 1974, the ISRM Commission on Testing Methods has spent considerable effort in developing a succession of the ISRM Suggested Methods (SMs) for different aspects of rock mechanics and rock engineering with the contribution of a number of working groups and cooperation of some other ISRM Commissions. This paper emphasizes the need and importance of standardization of rock testing methods within the context of the ISRM SMs, gives a guideline for developing ISRM SMs and finally discusses on some implementation and contractual issues associated with rock testing and experienced in practice, and briefly introduces main future trends in rock characterization, testing and monitoring. Any engineering firm hoping to do business in the modern world must understand-and take into account-the social and economic realities of client, country, culture, and community. If these considerations are ignored, any large-scale international development project is doomed to failure even before it begins. In this changing world, the distinctions between `developed', `developing', and `less developed' nations are more and more blurred. The so-called `less-developed' and `developing' nations are rapidly acquiring technology, an educated man- agerial and technical class, manufacturing capa- bilities, a growing spectrum of developed financial and raw materials resources, and a broad range of labour skills. These nations are establishing themselves as an integral part of the modern world, on an equal footing with other nations and with justifiable expectations for an ever higher standard of living and an ever better quality of Life.

Recent mapping (1989-1992) by the Northern Territory Geological Survey in the Tennant Creek 1:250 000 map sheet area has resulted in substantial revision of the lithostratigraphy of the Tennant Creek Block (Donnellan, Hussey, and Morrison, in press). Briefly, the former Warramunga Group (Dunnet and Harding, 1967; Dodson and Gardener, 1978) is divided into the Warramunga Formation, and an overlying less deformed volcano-sedimentary succession, the Flynn Subgroup. The latter is conformably overlain by the Tomkinson Creek Subgroup of the Tomkinson Creek province in the north of the Tennant Creek Inlier. These two Subgroups constitute the Churchills Head Group which is essentially equivalent to the Hatches Creek Group of the Davenport province to the south of the Inlier.

Deep hydrothermal fluids adjacent to the Alpine Fault move through the brittle-ductile transition to mix with convecting fluids from near surface environments. These tectonically driven fluids evolve mainly from prograde metamorphism at mid crustal depth (ten kilometres) within the ductile regime which has been elevated due to advection and drag on the fault plane. Through the onset of brittle failure and cataclasis within Alpine Fault mylonites, fluid overpressuring results in hydrofracturing and localized implosion. Along the length of the Alpine Fault, hydrothermal alteration varies on most levels (Table 1). There is an observable increase in Fe-Mg carbonate between the Waitaha and Taramakau Rivers (between Ross and Aurthur's Pass, respectively). Field studies concentrate to the north east of the Arahura River, noted for historical mineral wealth. Late meteoric fluids move through cataclasite, brecciated mylonite, and other open fractures. Chloritisation is the major retrogressive phase. Dolomitic hydrofracture veins (Figure 1) within coherent mylonites contain iron and copper sulphides. Notably, the enrichment in Fe-Mg carbonate towards the Alpine-Hope Fault intersection seems to represent a region of enhanced permeability possibly related to shallow seismicity, increased regional faulting, footwall variation, strike-slip dip-slip distribution, and/or topographical anomalies (ie saddles). Isotope studies identifying an 'Inboard Fault Gouge Calcite Zone' correlate to values from the Main Divide region at the headwaters of the Arahura River (Browning Pass-Wilberforce Valley) (Becker et aI, 2000). These correlations are supported by rare arsenic anomalies (avg l06 ppm n = 5, Figure 2) found in both regions which suggest that fluids may be interconnected at depth.

Safety First and zero accidents are the targets most mines in Australia are aiming for, but manual processes and procedures limit the capabilities and response time in emergency situations. Even with a high safety focus, accidents and incidents still happen, too often with tragic outcomes. Dangerous areas, narrow roads and winding curves are all daily obstacles that threaten workforce safety. Every unforeseen event, such as traffic collisions and other accidents, puts lives in danger and weakens production. Safety must be guaranteed.

Environmental legislation is changing rapidly throughout Australia at the present time, and with that change comes additional responsibilities for the mining and petroleum industries. Among the many changes that are being made are increased penalties for both criminal and accidental environmental impairment. The defences for criminal offences are limited and for other offences the laws may impose strict liability - in effect the offender is guilty until proven innocent. Mines may be included under contaminated land legislation, creating additional liabilities for clean-up, rehabilitation and long-term management. It is not unknown in Australia for the value of a mortgaged property to be less than the amount of the environmental liability acquired by a mortgagor in possession due to contamination of the site. An essential part of the management program for resource projects is now the regular conduct of an environmental audit, the results of which assist in the management of the legal and financial liabilities facing company directors and managers. The audit can also assist with negotiations with government agencies, staff, unions, insurers, Aboriginal and other community groups. An environmental audit may also help to ensure that companies are claiming the maximum allowable deductions for environmental works under the tax laws, and provide evidence in support of such claims. Environmental legislation affecting resource industries Environmental legislation in Australia is changing rapidly and can impose massive constraints, substantial administrative costs, and considerable liability on directors, managers and the corporation. Pollution control legislation Every State and Territory of Australia has a range of pollution control legislation contained in either individual acts relating to air, water, noise and land, or embodied in a single environment protection act. Pollution control legislation provides a critical management baseline for resource industries throughout Australia, often requiring the full-time attention of an environmental manager or an environmental department. In general, it is an offence to discharge effluents into water, or emit gases into the atmosphere above prescribed limits, cause noise above a regulated level, or contaminate land without a licence. A licence determines how much of a substance can be discharged, the location, the receiving environment, the quality, and the time at which discharges can be made or noise can be caused. Planning legislation Planning legislation controls where a project is located, how it will be constructed and operated, how large it is allowed to be, and what will happen once the project is completed. Development consents or approvals will generally contain a range of conditions controlling the preparation of the site, the construction of the facility and the way it is operated throughout its expected life time. Resource projects may be regarded under legislation as scheduled or designated developments requiring special treatment during the decision-making process. Under planning legislation, it is usual for resource projects to be subject to an environmental impact assessment process. Resource legislation Resource legislation specifically covering mining and petroleum in Australia, also contains requirements regarding protection of the environment during exploration for and extraction of minerals and oil. A mining or petroleum production lease usually contains numerous conditions regarding protection of the environment and rehabilitation of the site during and after the life of the extractive process.

The care necessary to ensure a reliable estimate of average value from the individual values of a series of bore holes sunk in any alluvial deposit containing coarse gold was well exemplified in checking over the mining returns from a previously bored deposit in Central Otago, N.Z. While the working returns are always liable to vary considerably from bore values in any particular sub-section of an area, still, over any considerable area, the two must check within small limits, if profits are to be calculated and capital raised on the average value given by boring.The present figures have probably more value than those from, dredge returns since accurate measurements are difficult to obtain in irregular water-filled dredge paddocks, whereas in the case under review the paddock walls stood almost perpendicular, and, as the measurements were taken and checked in the empty rectangular excavation, the yardage estimate may be taken as substantially exact.NATURE OF DEPOSITThe area consists of a narrow valley deposit of fluvio-glacial origin, the original deposit having been eroded and the gold reconcentrated by post glacial rivers. The wash is between 80 and 90 ft. deep, and is formed in two distinct layers:(i.) The top layer from surface to 70 ft. or 80 ft. consists of about equal quantities of gravel mixed with glacial drift, and a small amount of clay. The gravel is typical discoid glacial stone of a maximum size of about 4 in. diam. by 1 in. thick, and consists of soft micaceous schist and laminated slate. This upper layer of wash contains no coarse gold whatever, and very little fine; indeed, in mining, the top 30 ft. is discarded without being passed over the boxes.(ii.) The lower layer of wash to bedrock is similar to the upper, except iihat it contains about 10% of larger discoid stone up to 12 in. diam. by It in. thick; 90% of the gold is concentrated in this bottom layer.

A background characterisation study was carried out in the Sangre de Cristo mountains, New Mexico, to: quantify naturally occurring contaminant loads from mineralised areas; define site-specific background concentrations; and to determine key factors controlling spatial and temporal variations in contaminant concentrations. The study included a comprehensive sampling and testing program (paste pH/EC, ABA, leach extraction tests) of soil/bedrock from mineralised areas (including erosional scars), and a ground water and surface water quality monitoring program in selected mineralised watersheds. Results demonstrate that high concentrations of contaminants occur naturally in ground and surface water draining the mineralised area of the Red River basin. The erosional scars were found to represent the major source of acid rock drainage (ARD) (~66 per cent) in this area due to: high rates of weathering and erosion, which continually exposes sulfide-bearing outcrops; and high rates of run-off as a result of high elevation and lack of vegetation. The scar material is generally very acidic (paste pH ranges from 8.5 to 1.5; average = 3.6) with highly elevated concentrations of sulfate and leachable metals. The composition and concentration of leachable metals vary significantly, not only between scars but also within a given scar. While all streams draining the various scar watersheds are highly acidic, each has a characteristic æfingerprintÆ of sulfate and metal concentrations. Most of the run-off from the scars infiltrates into alluvial debris flow aprons and reaches the Red River via groundwater flow.

The Banda arc, a U-shaped orogenic belt which separates oceanic crust of the Banda Sea from continental crust underlying the Australian- New Guinea shelf, has been interpreted to mark the convergent boundary between the northward-moving Indian Ocean- Australian plate and the Southeast Asian plate (Hamilton, 1979; von der Borch, 1979; Bowin et al., 1980). East of the island of Sumba (Fig. 1), the oceanic crust of the Indian Ocean has been completely subducted and Australian crust is now thrust under the Banda arc. Controversy has centered over the interpretation of the Timor trough as the surface location of subduction and the significance of the Savu Sea between Timor and Flores as either a forearc basin or the continuation of the Java trench (Karig et al., 1987). Two concentric island ridges, called the inner and outer Banda arcs (Hamilton, 1979), separate Australian continental crust from the oceanic crust of the Banda Sea (von der Borch, 1979) (Fig. 1). The inner arc is a typical volcanic island arc composed of calc-alkalic volcanic rocks of Neogene age, while older (Permian and younger) complexly deformed sedimentary and metamorphic rocks make up the outer arc. Timor is the largest and most extensively studied island of the outer arc and is separated from the inner arc by the Savu Sea. The triangular-shaped Savu Sea appears to be a complex forearc basin divided by a series of buried basement ridges (Karig et al., 1987). The approach to valuations at the Normandy Poseidon Group is a measured and methodical process that utilises skills sourced from a number of different disciplines. Whilst being subject to a strict set of guidelines, it is also sufficiently flexible to be able to cope with the considerable variety across the resources industry. The group uses Discounted Cash-Flow (DCF) techniques extensively in order to develop a base valuation. Other external factors (eg the market) are, however, also taken into account when forming a view on value. Other methods of valuation are used in tandem or as alternatives depending on the task. DCF techniques are an important tool but would never be used in isolation. Considerable care must be given to developing the DCF analysis as its components (eg discount rate) are prone to misuse. Whilst the valuation process is quite detailed and scientific, it is really only as good as the inputs or assumptions (technical, financial, etc) that are used. The methodology used remains consistent whether the group is undertaking the corporate planning process or making an acquisition.

The Copper Concentrator at Mount Isa Mines Limited treats on average 18 000 tonnes/day of chalcopyrite ore containing typically three per cent copper. The main gangue minerals are iron sulphides (-13 per cent) and non sulphide gangue (-78 per cent). In August, 1991, the comminution flowsheet was changed from a conventional circuit (crusher/rod mill/two stage ball milling) to a modem circuit (fully autogenous grinding/one stage ball milling). The 80 per cent passing size of the flotation feed with the conventional circuit was 125 microns. The Copper Concentrator has two parallel grinding lines, two roughing and scavenging flotation lines, and common cleaning, recleaning and retreatment sections. During the first six weeks of the installation phase, one of the two flotation lines was fed by the conventional grinding circuit and the other by the autogenous grinding circuit. Data from parallel surveys and historical data are used to analyse the rougher/scavenger flotation performance before and after the change. The solid and mineral distributions of the flotation feed, the pulp chemistry and the reagent requirements are compared. The mineral liberation before and after the installation of autogenous grinding is compared on a sized basis using data from the 14 consecutive months before, and the seven months after the change. Liberation was measured using the QEM*SEM(*) instrument. The overall effect of the new grinding circuit on the plant metallurgy is also assessed using the copper recovery values, the dilution of the final concentrate and the distribution of copper losses in the final tailings. This presentation opens with a definition of technology and how it is implemented. The expenditure and progress on R&D in the mining industry is then investigated and found to be difficult to quantify. The needs and interests of that industry including contribution to this Congress are examined and it is concluded that short-term rather than long-term goals seem to be prevalent. The presentation concludes with the opinion that the answer to the question in the title is both affirmative and negative but overall there is a need for the mining industry to become more innovative.

This paper uses the results of research trials by Landcare Research and Forest Research Institute and assessments of reclamation plantings at mines and other drastically disturbed sites to describe methods of enhancing restoration of native forests. The characteristics of mine and forest environments are compared to highlight the difficulties facing restoration and techniques which result in successful restoration are described. Selection of the most appropriate technique is illustrated by describing restoration of lowland beech-podocarp forest at a West Coast coal mine. The key to successful reclamation is to understand the factors controlling and limiting plant establishment and growth, then to design rooting media, surfaces and management regimes to create a favourable environment. This paper concludes with a summary of the planning and technical factors which are critical for successful restoration of native forest.

Comprehensive occupational health and safety legislation in Australia is comparatively recent. It follows the examples set in U.S.A. and U.K. a decade or more ago. In Western Australia the Occupational Health, Safety and Welfare Act was proclaimed in April 1985. It still has a long way to go before it achieves all its objectives. The mining industry has developed a substantial body of health and safety regulations under the Mines Regulation Act. Considerable practical expertise in such matters already exists, much of it developed from hard won experience. As a result it would prefer not to become engulfed in the new legislation. It would prefer to build upon the cooperatively developed policies and workable practices in the field of occupational health and safety with which it is familiar. Associated Minerals Consolidated Ltd. is a leading mineral sands producer in Western Australia and has continuously developed its occupational health and safety policy and practices. Under the banner of "Resource Control", AMC seeks to provide a safe and healthy working environment at all times. This is being achieved through a strategy of a policy, a defined organisational structure and a detailed programme, which together comprise the "Resource Control System". Some of the activities and achievements of AMC in the field of occupational health and safety are compared with the objectives of contemporary legislation, and details of some of the specialised areas of the Resource Control Programme are discussed. The paper will also highlight and discuss impractical areas of potential legislation.

The Graham Farmer Freeway Project in Perth, Western Australia, is the largest urban infrastructure project ever carried out in the State. At a project cost of over $360 million, it also ranks as one of the largest in Australia and is even large by world class standards. The project provides a much needed east-west freeway bypass around the CBD of Perth, linking the Great Eastern Highway in the east with the Kwinana and Mitchell Freeway system in the west. The Bypass will have 6.5 kilometres of freeway, a major bridge over the Swan River, several pedestrian overpasses and underpasses, dual use paths, interchanges and flyover bridges and a rail tunnel. The whole project is being carried out over a four-year time frame, due to be complete and open to traffic in June 2000. The project has been divided into two stages, with Stage 1 including the 1.63 kilometre long Northbridge Tunnel, the subject of this paper.

Flash flotation is a process that is included in many new mineral processing plants as part of the grinding circuit. Some of the valuable minerals can often be liberated at coarse sizes and will remain in the recirculating loads of the mill until they are reground small enough to report to the cyclone overflow. In addition, minerals of high density report to the cyclone underflow despite being fine in size. This can lead to overgrinding and makes the recovery of valuable fines by flotation difficult. Flash flotation is used to remove the readily floated coarse particles as early as possible and can therefore prevent overgrinding. It thus has the added potential to improve materials handling of the concentrates in such processes as filtration. The merits of including flash flotation within an integrated comminution-conventional flotation circuit is not easy to determine experimentally. Simple batch flotation tests are unable to provide any measure of the possible or probable improvements that are likely to occur from this circuit configuration. As a consequence expensive pilot plant programs are resorted to, to provide the information that will justify the inclusion of flash flotation into a comminution-flotation circuit. Those who have been involved in such pilot plant programs will know of the difficulty in stabilising the circuit as well as selecting the appropriate operating parameters (eg amount of concentrate to be removed in both the flash flotation and conventional flotation circuits). The interactive nature of this circuit (grinding, classification and flotation) is the root cause of these difficulties. Computer simulation, based on information derived from laboratory batch test work or plant and laboratory data, offers an alternative means by which an initial assessment of the merits of a flash flotation circuit can be determined. It can also provide the basis and focus for pilot plant testwork. Recently MacKinnon, Yan and Dunne (2003) developed a model that allows the performance of a flash flotation to be obtained within a closed circuit grinding operation. This paper provides details of an extension of this model to incorporate the interaction of flash flotation on the downstream conventional flotation circuit and allows æwhat ifÆ scenarios to be explored. Details of the laboratory batch test work methodology and the pertinent data derived from these tests that are used in the models and simulation are provided.

The traditional trading of iron ores is based on chemical specifications and particle size distribution. However, recent characterisation studies, that bring additional information like mineralogical composition and microstructural (textural) aspects, have become important. They contribute to determination of the iron ores downstream beneficiation operations and subsequent steelmaking processing, allowing improvements on both new and existing processes. Despite progress in commercial scanning electron microscope/energy dispersive spectrometer (SEM/EDS) automatic instruments in the last decade, these systems are not capable of performing the identification and discrimination of major iron ore minerals (haematite and magnetite) and the consequent description of its microstructure. On the other hand, reflected light microscopy (RLM) can easily distinguish the iron oxides by their reflectancies, but it cannot discriminate quartz and epoxy resin, which present similar colour on images. The present work proposes an innovative method to perform a quantitative mineralogy characterisation of iron ore based on RLM-SEM co-site microscopy. This technique combines images obtained by RLM and SEM through an automatic registration procedure that accurately aligns the two kinds of images of each field. In fact, it creates multi-dimensional images, which are then analysed using image processing and pattern recognition techniques. The case study is an itabiritic iron ore from Quadrilßtero Ferrffero (Brazil) which contains mainly quartz, goethite, magnetite and haematite. The discrimination of phases that are not distinguishable with either RLM (epoxy resin and quartz) or SEM (haematite and magnetite) can be performed through this multimodal approach, allowing the subsequent mineralogical quantification. The mineralogical quantification computed by image analysis was consistent with independently obtained results based on the Rietveld technique.
