The West Seattle Tunnel is part of a regional sewer conveyance system located in Seattle Washington. The tunnel was constructed for the Waste Water Treatment Division of the King County Department Of Natural Resources, from June of 1995 through the first quarter of 1997. The Geologic setting for this soft-ground tunnel consists of glacial, interglacial, glacio-lacustrine, and alluvial soils. This paper, prepared jointly by the owner and con-tractor, will describe project-related site geology, engineering considerations, construction, and dispute resolution/avoidance practices.

In 1990, the Chino Smelter completed the construction of a plant designed to recover metal values and water from smelter scrubber effluent. Equipment was installed to maximize effluent recycling and minimize costs. The process utilizes magnesium hydroxide as a neutralizing agent which has the advantage of precipitating copper from solution with minimum generation of solid reaction products. The neutralized stream is clarified, with solids recycled to the smelter for metal recovery while the clarified effluent is recycled to the concentrator for use as process water.

The basic ventilation equation of power equal a constant times quantity to the power three (P=constant x quantity3) makes it an extremely costly palliative as a long term measure. Provision of increased airflow is also limited by maximum tolerable levels of air velocity, the effect upon respirable dust and, in case of coal mines, spontaneous combustion. The paper high lights amelioration measures for climatic improvements at a lower cost. The paper has also shown a method for monitoring air pollution using laser technology.

INTRODUCTION In the past decade, the international coal trade has been undergoing a period of gradual change. This change will continue through the remainder of this century until by the year 2000 the international coal industry will look very different from the industry which existed in the early 1970's. The industry which will emerge from the thirty year period of change (1970-2000) will be different in many ways. -The volumes of coal transported will be much larger. - The primary type of coal traded will be steam coal rather than metallurgical coal. - A much broader group of countries will be participating in the trade both as suppliers and as consumers. - The trade will be dominated by a relatively small number of large producing and trading companies. - The coal mined for international shipment will be primarily surface- mined. – The United States will play a decreasingly important role in international coal trade. In the course of this paper I propose to address three questions which are crucial to the formulation of an understanding of the changes outlined above : (1) Which supplier nations will be most successful in the international metallurgical and steam coal trade in the next decade and a half? (2) What emerging trends will shape the international coal trade in the 1980's and 19901s? (3) Where are U.S. producers likely to fit in this scheme of things? As a background to my remarks, I should note that what follows is based on five years of work in a consulting capacity on coal supply and demand issues worldwide. Although in the course of this work I have had occasion to develop mining and transportation cost figures for all of the countries discussed below--both my own and those obtained from coal producers--it is apparent that success in the marketplace can be determined in some instances by considerations other than costs. Nevertheless, my comments today about international competitiveness will be dominated by cost considerations; there are, after all, not many markets that reward the high-cost producer with success. Let us begin by establishing some criteria for success in the international coal market and then compare some of the producer nations to some of these criteria. The criteria are: - Low delivered cost, - Good quality coal, - The producer's partnership in a joint mining venture with an importer or a consumer of coal, - The producer's international business orientation and commitment to penetrating the market, - The producer's reliability as a supplier, and - Political pressure exerted by the producing country on consumers.

Welcome to Chicago and to the first North American Rapid Excavation and Tunneling Conference. It is a great privilege for me to serve as the Chairman of the Executive Committee of such a Conference. We are here because of the rapidly mounting interest of technicians the world over in turning the potential use of underground space into sensible and economical benefits to people. This Conference certainly provides a major forum of international importance and scope for the exchange and dissemination of up-to-date knowledge on the technology of underground excavation and tunneling. The discussions will also surely delineate the immediate and longterm challenges we must approach in multidisciplinary force. We must exercise leadership in the problems we are trying to solve. Your program shows the breadth of the technical discussions which are going to be underway here during the three days of this Conference. I am not going into technical aspects or detailed discussions of the many uses to which underground space may be devoted. I also will leave to the technical meetings the outline of the state of the art. But I do want to tell you of the progress being made in channeling the expertise of many of the world's foremost authorities on rapid excavation and tunneling to consider the problems, laying the ground work for needed research, and provide the leadership in converting unused subsurface potentials to improve the quality of life. Since the report of the 1972 Rapid Excavation Conference in the city of Chicago, speculation has continued concerning the estimates of tunneling demand. Little has been published that would persuade me to modify substantially the rather tentative estimates that originated with the National Academy of Sciences-National Academy of Engineering (NAS-NAE) study of 1968 which were recomputed by the United States in the survey of the Organization for Economic Cooperation and Development (OECD) in 1970. The OECD estimates, of course, hedged the really difficult question of forecasting civil construction tunneling demands. In the United States contribution, this was done by predicting both an upper and lower bound for important categories of demand. A discounting procedure was then applied to each of the major sectors of expenditures, permitting a forecast that reflected the current subjective assessment of how extensively and how likely cities were to adopt plans that required tunneling. This was done for water, utilities, transportation and other novel underground facilities. The purpose of this paper is a modest one. In it I wish to describe the efforts made since 1972 to generate more thoughtful and more robust estimates of urban sector demands, and to apply what has been learned to the most difficult category of predictions: those for urban mass transit systems. In 1988, the US Department of Energy's (DOE) Pittsburgh Energy Technology Center identified three coal cleaning options for achieving flexible environmental control strategies aimed at reducing energy-related SO2 emissions. These are selective agglomeration, advanced froth flotation and advanced cycloning. Each relies on maximum liberation of pyrite and other mineral matter through feed coal comminution to fine and ultrafine sizes. The National Energy Strategy (NES) and the Clean Air Act Amendments (CAA) of 1990 are examples of the nation's commitment to a clean environment. The need to use the nation's energy resources in an environmentally sound manner presents critical challenges and opportunities for coal preparation during the next decade, particularly regarding the control of SO2 emissions. The principal challenge is the development of cost-effective coal preparation approaches for sulfur removal beyond currently achievable levels. Opportunities are provided in the form of incentives associated with a novel system of SO, allowances and a policy environment based on the proper functioning of familiar market forces. An allowance, as defined in Section 402(3) of the Amendments, is "an authorization ... to emit ... one ton of sulfur dioxide." To achieve the objective of the Clean Air Act Amendments, SO, emissions will be eventually capped at 8.12 Mt (8.95 million st) annually by controlling the number of allowances issued nationally. By permitting allowances to be bought and sold once issued, the law encourages "overcompliance" as a source of profit for owners of excess allowances. Many details concerning the administration of allowance trading are not yet written.

Systematic planning of underground work is increasingly important in this era of advancement of rapid underground excavation techniques. The day when planning consisted of deciding which men would shovel and which would push wheelbarrows - and the answer to any problem was more men - has faded into the past. The modern underground constructor faces economic and competitive conditions which demand exacting planning, logistics and scheduling; the most efficient operating methods and equipment known; and realistic, comprehensive, analytical risk evaluation with adequate contingencies or other protection. Proper planning to cover all these elements - plus one other element: old fashioned "good luck" - will insure a successful underground project. Underground work, because of its inherent characteristics, is among the most risky types of construction. The forecasting of underground conditions is at this time only educated predictions based on sometimes faulty data, insufficient data, or no data at all. The predicted conditions of numerous operations have deviated far from the actual conditions encountered. Opportunities for error exist in profusion seldom present for surface operations. Other than this unusual risk factor, the planning for underground work does not differ greatly from planning for surface work. In planning and starting an operation there is seldom available the information or time to thoroughly analyze all unknowns. It then becomes necessary to develop a plan predicated on assumptions and trade-offs that appear to be safe and economical and to add time and cost contingencies that will provide some degree of protection. On reflection of certain overall circumstances which have pervaded the gold mining industry, it appears useful to point out some specifics which the writer hopes will improve the potential for success in the application of hydraulic dredges to gold mining activity. I will, prior to entering into that discussion, comment briefly on rule of thumb for the application of the three types of equipment. The three are bucket line, bucket wheel and drag line dredges. From a standpoint of high volume movement over a short distance, between 50 and 300 feet, the drag line dredge is historically the most cost effective type of machine to be utilized if bulk excavation is the single driving consideration. It is typical for this sort of equipment to operate in the 10 to 30 cents per cubic yard range, however, cost of operation is not the sole consideration. Typically the drag line mixes and remixes the material which it excavates. In the event that gold recovery is the object of the exercise, a strong potential for loss of the valued mineral exists. Additionally, drag lines do a poor job of bottom cleaning, particularly if there is a ridged or creviced bottom which must be cleaned and in some cases partially removed to assure recovery of the highest percent of valuable ore. The bucket line dredge has, until recently, been considered an extremely cost effective device. INTRODUCTION Underground structures are generally regarded to be safer than surface structures during strong seismic motion, except when crossing a causative fault. Recent studies of observed earthquake damage to tunnels generally support this view, although instances of severe damage and, occasionally, collapse are reported. For proposed underground construction of sensitive structures such as nuclear power plants, liquefied natural gas facilities, and nuclear waste repositories, a verification of the seismic response of underground structures will be required.. This paper discusses the stabilization recommendations used in a study of additional costs required to protect tunnels against ground motion caused by earthquakes and underground nuclear explosions (1). The study is a part of the site investigations for possible construction of a nuclear waste repository. The additional costs estimated in the study are not presented here; only the stabilization measures are presented in the present paper. The tunnels, which would constitute the underground facilities of a possible repository, are assumed to be 5.5 m (18 ft) in diameter and to be located at a depth of 600 m (2,000 ft). Three candidate geological materials are considered: argillite (shale), granite, and tuff. Several peak ground accelerations are used: 0.3g, 0.5g, and 0.7g for earthquakes, and 0.5g, 0.7g, and 1.0g for underground nuclear explosions. Potential damage due only to shaking is considered here. This paper does not discuss problems that result from creep or sudden rupture of intersected faults or from ground failures at portals.

INTRODUCTION The phrase "subsidence control planning" can refer to the use of specific mining methods and-specialized techniques to control subsidence events or it can refer to planning for subsidence by predicting its magnitude and timing and further planning mitigation strategies. In the first case the objective is actually subsidence prevention while in the second it is a design procedure that seeks to maximize the use of both surface and subsurface resources. Neither technology is well developed at this point. The purpose of this presentation is to briefly outline the Department of Energy's Subsidence Program. This program is, in general, bases on the premise that subsidence control technology, by any definition, can be accomplished only through a thorough and rigorous understanding of subsidence phenomena. This understanding must come from many well planned and executed studies of stress redistribution and strata deformation as they occur during mining activities. There is presently considerable incentive to improve our subsidence engineering capabilities due to the desire for increased coal utilization with acceptable environmental impact. Considerable research in this area is being sponsored by federal and state governmental agencies, universities, and the coal industry. Federal sponsorship has been borne by the Department of Energy, the Bureau of Mines, the Office of Surface Mining and the U.S. Geological Survey for the most part. These agencies have carried out basic research in their laboratories and have contracted with other organizations for additional work. At this time most of the available resources are directed toward contract research, especially in DOE. It is the DOE research plan which will be addressed here.

INTRODUCTION Some of the most famous and graphic environmental incidents have arisen from mineral extraction, including oil spills, the Reserve Mining asbestos tailings case, Kaiparowitts surface mining and coal combustion, and other environmental causes celebre. The remote location of much of the mining industry to some extent reduces the human health hazards from pollution, but often times the pristine locale in which mining is conducted provides a sharp contrast to the impacting industry. This prompts questions as to what the research literature says about the true costs and benefits of environmental compliance. We survey the state of this knowledge. Where possible, we discuss studies focused on mining and related industries, such as primary metals production. In many cases, how- ever, the studies pertain to the economy as a whole. For present purposes, the mining industry is defined as companies engaged in the production and refinement of minerals, including metals, fuels, and nonmetallics (e.g., phosphate, sand and gravel). There are several stages in mining, with environmental effects occuring at every stage. The exploration stage comprises the period from initial prospecting to the point where the deposit has been located and delineated in sufficient detail to permit development decisions to be made. Geophysical and geochemical surveys, diamond drilling programs, and exploratory stripping and excavation are activities that may be employed during this stage. Some forms of prospecting are relatively benign, al- though even airborne surveys and motor vehicles generate noise pollution. Roads and the passage of vehicles and equipment affect land surfaces and vegetation, and attract heavier backcountry use. Clearings, stream crossings, and borrow pits can lead to increased erosion and sedimentation of streams. Geological survey grids disrupt vegetation and appearance. Moreover, prospecting can involve the excavation and stripping of overburden, resulting in soil and vegetation disruption as well as in- creased sedimentation of streams and lakes. The effects of exploration are often temporary, and frequently less severe than for other activities. Nevertheless, exploration-related impacts vary with the intensity and type of exploration effort, and can be significant. During the development stage of mining, shafts are sunk, pits excavated, buildings erected, and transportation facilities established. Dust, noise, and other socioeconomic and environmental impacts are generated by the relatively large and sudden influx of people, equipment, and activity. Surface disturbance and solid waste are generated by development, and liquid wastes form when mines are dewatered. The extraction phase is associated with a variety of environmental impacts. These impacts may differ for surface and underground mines. In surface mining, surface disturbance is obviously a major consequence. Piles of overburden and waste accumulation mar land surfaces. Extensive deposits of high-calcium limestone occur in the Upper Mississippian Warsaw and Ste. Genevieve Limestones in the region of the lower Cumberland, Tennessee, and Ohio Rivers in western Kentucky. Analyses of foot-by-foot samples from 20 quarries and cores in 8 counties show variations between the chemical composition of high-calcium deposits in the 2 formations. Knowledge of probable variations in composition should aid in prospecting for high-calcium stone for a specific use and in evaluating potential deposits. High-calcium strata in the Warsaw consist of bryozoan- and crinoid-rich bioclastic limestones, and in the Ste. Genevieve, predominantly oolitic limestones. Values used for comparison were obtained by averaging the foot-by-foot analyses of each high-calcium deposit, 10 in the Warsaw and 15 in the Ste. Genevieve. Average MgCO3 and Fe2O3 contents are generally lower in the Warsaw than in the Ste. Genevieve. Average SO2, S, and P contents are- generally higher in the Warsaw. No characteristic differences are apparent between the average CaCO3 and A1203 contents of the two formations. The higher S and P contents of the Warsaw are believed attributable to the predominance of biogenic material in these limestones. Within the Warsaw Limestone, higher average S and A1203 contents and lower average Fe2O3 contents were found in deposits in the northern half of the region. In the Ste. Genevieve, vertical variations in composition occur within individual high-calcium deposits containing oolitic and nonoolitic limestones. Lower average CaCO3 contents and higher average contents for the other constituents were found in the nonoolitic intervals.

One of the major problems with deep Polish hard coal mines are deformations of close-to-wall galleries since they are necessary and must he kept open for emergency situations and are largely responsible for work disturbances. In order to ensure safe and effective working operations, it is necessary to often rebuild galleries which, apart from the inevitable stoppage of operations, is greatly disadvantageous for the operation of a mine. The largest problems with maintaining the galleries open occur in Lower Silesian Coal Field mines where sometimes it is necessary to reconstruct the galleries several times [(Fig. 1)]. In light of what has been said above, the aim of this article is to present the reader with methods and ways of determining deformations occurring in close-to-wall galleries. Squeezing or convergence of headings is only a portion of the entire process of ground movement caused by ground disturbance due to workings. The term "squeezing of headings" is to be understood as a shortening of the distance between a point set on the roof of a heading and the corresponding one on the floor. It is very important to know the rules governing the process of squeezing in a particular mining system since it affords possibilities to define changes of the process and its parameters at any moment for a given system. This is of utmost importance because convergence of a heading is one of the most significant manifestations of ground pressure which has already been proved by studies performed by Everling (1). On the basis of those studies it has been observed that there exists an almost linear relation between the rate of convergence and loading [(Fig. 2)]. This, in turn, means that the deformations of the already exploited portion of heading are proportional to the pressure changes.

Discussion by G. Le Bel The paper proposes three methods to determine optimum lifetime of a mining project 1. The conclusion is that the three methods arrive at the same optimum production rate (by coincidence). It is also stated that: "The stochastic and option pricing models, in addition to providing a more realistic optimum mine life than the traditional NPV (net present value) calculation, showed that the example project has the potential for substantially higher return. By explicitly considering a project's potential risks, the stochastic or option pricing techniques can more accurately describe its probable investment performance." This discussion is intended to demonstrate that: •It is no coincidence that the three methods arrive at the same optimum production rate. • The stochastic and option pricing models do not provide a more realistic optimum mine life than the traditional NPV calculation. •The potential for a substantially higher return is misrepresented. First, a review of investment decision theory in mining is needed. Net present value is the preferred performance measure because of the flexibility offered when comparing various alternatives. However, it presents the following disadvantages: • The discount rate selection is not straightforward. • The NPV obtained represents a deterministic characterization of the variables included in the cash flow calculations, i.e. a single-point estimate. Discount rate selection The opportunity cost of capital represents the rate of return that would be obtained if the capital was instead invested in other opportunities considered to exist. Such opportunities must be bypassed if the available capital is invested in the project studied 2. If these other opportunities carry risk similar to the project under analysis (for example, if they are other mining projects), there is no need to add incremental [ ] risk factors. On the other hand, if these opportunities are represented by the acquisition of government bonds yielding 7%, a risk premium factor must be included. The types of risks associated with a mining venture are shown in Table 1. Together they represent the "business risk" of being a mining company. The individual project risk is important to investors if it differs substantially from the business risk of the company and that of the other investments in mining ventures that we must pass up to invest in this particular project. A risk premium or discount would then be required. This can be illustrated by the following example. Consider that a company has two investment alternatives: one is the Cavender hypothetical project located in Nevada, and the other is the same project located in a civil war zone of central Europe. The second project requires a risk premium factor on the discount rate. Conversely, a project showing highly uncertain returns that are negatively correlated with the returns of the firm's other assets may decrease the company's corporate risk. Deterministic character of NPV calculation The cash flows used in NPV calculations are obtained from a set of variables. These variables are estimated using one parameter obtained from the engineering studies. Each parameter is thus a single value that is often termed a "realistic" or "best estimate" as opposed to "optimistic" or "pessimistic." US Borax began exploration in southeast Alaska in the summer of 1971 with a staff of two, Barry Watson and Jackie Stephens, based in Spokane, WA. After several years of prospect examinations in the islands west of Ketchikan, AK, and with the able assistance of prospector-pilot Kenny Eichner, Jackie Stephens proposed and organized a boat-based, helicopter-supported, stream sediment sampling program to explore the western contact of the Coast Range intrusive complex on the mainland. The rationale for this included: the extension of known mineral trends from Canada into southeastern Alaska along favorable geologic zones; the western contact area of the Coast Range intrusives with metasediments and metavolcanics was a favorable target for metals exploration as shown by numerous small prospects. Knowledge gained from mineral exploration of the island areas indicated that they were well mineralized, but already well explored, and that the known mineral potential was probably present in subeconomic quantities (Brooks, et al.). Publications of the US Bureau of Mines and other scientific agencies were gathered and every prospect within the southem southeastern Alaska area was plotted. This in itself lent a tremendous amount of knowledge to the total exploration program. US Borax's McLean Arm copper property on Prince of Wales Island was drilled and dropped while this compilation of data was proceeding. We found that many companies had followed one another around the island areas, but little or no exploration had been done on the west side of the Coast Range, and that many explorationists flatly stated that the west side of the Coast Range was barren of mineralization. In summary, although some of the shoreline and near shoreline areas of the mainland had been explored, no organized boat-helicopter exploration program had been done along the favorable western zone of the Coast Range Intrusive complex. We decided to use a boat as a floating hotel for the crews that were to be helicoptered into the back country from tidewater for our initial stream-sediment sampling program.

Two modes of collector addition techniques are applied in the column flotation for cleaning ultra fine coal. The collector can be: 1) added directly into the coal slurry through the feed system; and 2) gasified collector and transported in the gas phase through the bubbles. Operating parameters of the column flotation were investigated through three phases of work plans for Pittsburgh No.8 seam coal. In present study, the column flotation using two modes of collector addition techniques were tested and compared. Ninety percent or higher combustible recovery can be achieved by using both methods. However, utilizing the gasified collector addition technique in column flotation has more potential than direct liquid addition technique to obtain the higher recovery at same collector dosage.

The well-known method of C. Schlumberger, Mise a la masse, has become a popular method again in ore exploration in Norway after many years of dominance by EM methods. The principle of the method is to place a current electrode within a conducting ore body and remove the other electrode to a great distance. (Figure 1). Often it is convenient to place a return electrode on each side of the area explored. The method is best suited for ores that have a conductivity contrast, relative to the host rock, of several orders of magnitude. The potential drop within the ore itself may then be neglected and the ore contact against the rock may be regarded as an equipotential surface. One may say that the ore body is electrically charged. Therefore, in Norway the method is now most often called the Charged Potential Method (abbreviated CP). The most usual way to present data obtained by CP, is to draw equipotential lines based on potential values measured in profiles on the surface. Such a potential map gives an immediate picture of the outcrop of the ore and also indicates disturbing conductors in the neighborhood. It may also be useful to look at the potential profile and its horizontal gradient along the strike axis of the potential map. These profiles may give information about the strike length of the conductor. Figure 2 shows the theoretical profiles of potential and gradient along the axis of the potential picture on the surface over a charged line plunging 15 degrees. It may be seen that the maximum of the gradient curve clearly indicates the lower end of the conductor. Figure 3 shows the corresponding pro- files over a charged line plunging 45 degrees. In this case, it is not possible to see an indication on the curve of the lower end. Only curve fitting could help interpretation in this case.

The handling of fine coal is an important issue for both the coal and utility industries. Reconstitution of fine coal in the form of pellets or briquettes would be desirable if it could be done economically. This paper evaluates the effectiveness of three binders, asphalt-emulsion, corn starch and Brewex, informing pellets of ultrafine clean coal. It was found that asphalt-emulsion and corn starch were not effective binders. However, the use of Brewex resulted in pellets that exceeded all of the minimum quality requirements for coal pellets.

Little knowledge is available that considers the effects of continuous miner position on the possible respirable dust exposure of the remote mining-machine operator. Such information could be very useful for increasing the awareness of the remote operator as to those parts of an extended cut that generate higher levels of respirable dust. This data could be used to develop guidelines for positioning the remote operator to reduce his potential exposure. This work details the effects of continuous miner position on dust levels measured on the machine and at the remote continuous miner operator location.
