"The Colorado School of Mines has used the Edgar Mine in Idaho Springs as an experimental mine to teach students since 1921. Since the school acquired the former gold, silver, lead and zinc mine, countless students have received hands-on engineering lessons on their way to earning mining engineering degrees. On Dec. 14, the House Subcommittee on Energy and Mineral Resources held a historic field hearing about the future of mining education in the United States in a classroom about 300 m (1,000 ft) inside the Edgar Mine. Representatives Doug Lamborn (R-CO), Rob Bishop (R-UT), Cresent Hardy (R-NV) and Ed Perlmutter (D-CO) were on hand for the first ever congressional hearing held in a mine where they heard testimony supporting the Mining School Enhancement Act, which was introduced to Congress by Hardy and Perlmutter on Oct. 9, 2015. The act, which is part of a larger mining development and reclamation reform package, seeks to address the absence of a viable pipeline necessary to replenish current faculty vacancies in United States Mining Schools. “What better place to hold a hearing to discuss the need for future mining engineering experts,” Subcommittee Chair Lamborn said in his opening statement. “It is a need felt by industry, states, the federal government as well as nonprofits.” The Mining School Enhancement Act would redirect millions of dollars in fees that are being collected from active mining operations to fund the research and educational programs at engineering schools with mining programs. Those fees now are being used in the form of grants awarded by the Surface Mining Control and Reclamation Act of 1977 (SMRCA)."

"Construction projects involve a great many risks. The risk that material prices will increase during construction or that the work under construction will be destroyed by fire, storm or some other act of God are just a few examples. In tunneling or other underground projects, one of the most significant risks is that the subsurface conditions encountered during construction will differ from what is expected. Each of these risks must be accounted for, managed and, ultimately, the duty of one party or the other to bear. The primary tool used to allocate the risks among the parties is the construction contract.How construction contracts allocate the risk that subsurface conditions will differ have changed substantially over the past century. Today, construction contracts typically allocate the risk through a series of provisions. The first is the differing site condition or changed condition clause. That clause, when included, typically provides that the owner bears the risk that the subsurface conditions will differ from what is indicated in the contract documents or what is reasonably expected. The second clause is one that provides that the contractor must conduct a reasonable site investigation and bear the risk of any conditions that such an investigation would reveal. The third provision includes disclaimers that are often included in geotechnical data provided by the owner (or the owner’s engineer) to the contractor which attempts to limit the information on which the contractor can rely. Because these risk-allocating devices seem to be somewhat conflicting, a brief discussion of each provides critical insight in understanding how the modern construction contract allocates the risk of differing site conditions.At the start of the 20th century, construction contracts looked substantially different than they do today. For example, one contract for the construction of a public water tunnel in Chicago, IL, drafted around 1895 contained the following clause:The contractor must take the work entirely at his own risk. No extra allowance will be made for quicksand, hardpan or boulders."

The remarks that follow are based substan¬tially on experience covering 45 years, 80% of which have been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more-difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1 ½ . The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present.

The Flotaire Flotation Cell is a simple, efficient hydraulic/pneumatic Flotation Cell that has no moving parts. It is normally used in conjunction with a surfactant (frother) in which case the combination is known as "The Flotaire System". On many ores, metallurgical efficiencies are substantially increased and operating costs reduce. For example, in floating phosphate rock, it is not unusual for BPL recovery to be increased more than 10%, the major increase being due to floating coarse phosphate, up to 14 mesh, and the difficult to float phosphate. Substantial improvements have also been made on coal, mica, vermiculite, kaolin, barite, copper, etc.

Stressmap is a program whereby the earth's stress field is charted in detail and utilized for design of mines and mine exploitation. This program is implemented by mapping the attitude (location, direction, dip, and extent) of induced rock ruptures during the process of hydrafracturing drill holes contiguous to mine interest. The program includes utilization of ancillary naturally occurring stress relief signals, They are precipitated because the earth is indeed dynamic and the strata of the crust are continually adjusting to load and/or strain differentials resulting in rock deformation and fracturing. These fracturing adjustments occur as small to tiny earthquakes comparable to Richter magnitudes of one, zero, minus one, and smaller events termed microearthquakes. Obviously, the earth's stress field changes due to continued differential loading and crustal movements; therefore it becomes conspicuously evident that resolving today's stress field as opposed to paleostresses is most important for efficient, economical, and safe mining operations.

Since the failure of a major coal refuse disposal embankment and impoundment in the Buffalo Creek watershed near Man, West Virginia in early 1972, there have been extensive changes in the design and construction requirements for coal refuse disposal facilities located throughout the United States. The primary emphasis has been on improving the safety of these facilities, particularly for impoundments which are capable of storing millions of gallons of process water and storm runoff. The Mine Safety and Health Administration (MSHA) of the U.S. Department of Labor (formerly the Mining Enforcement and Safety Administration, U.S. Department of interior) has been the lead federal agency in promulgating regulations pertaining to coal waste disposal. In 1974 and 1975, studies were undertaken by our firm under contract to the Mining Enforcement and Safety Administration to prepare a comprehensive engineering and design manual to be used by operators and engineers in the planning and design of coal refuse disposal facilities with the intent ion of avoiding any more Buffalo Creek failures. The resultant 800-page document addresses major subjects such as safety, environmental controls, and cost. Specific topics include characterization of coal refuse, classification of disposal facilities, project planning, geotechnical investigations, testing and design requirements, hydraulic and hydrologic design, environmental factors, operations, and monitoring, instrumentation, and maintenance.

Open pit blasting can be a low cost routine or a high cost bottleneck depending on geology, environment and the operator's ability to master site conditions. Because blasting is a repetitive operation, there should be ample opportunity to optimize the process; but ordinarily this optimization is rarely achieved and then only if conditions remain consistent and predictable. Often, however, and particularly with porphyry coppers, hidden differences in rock characteristics nullify the operator's best efforts. At a porphyry copper deposit being mined by Kennecott Copper Corporation, there are all of the following rock types: oxidized and fresh porphyry, altered and silicified limestone, explosion breccia, rhyolite, sandstone, shale and several others. The units can cover large areas or be limited to a few tens of feet in maximum dimension. They are rarely visible on the bench surface and often do not show up in the bench slope. Even though the blastability of these rocks varies substantially, a generally-uniform blasting pattern was formerly used with disappointing results. Secondary blasting was often required and high bottoms occurred frequently; overblasting wasted drilling time, and explosives caused excessive throw. Several possible methods for improving the blast design were considered and a geophysical method was chosen for testing. There had been reports in the journals that seismic methods were being used in Europe as aids for blasting design. A literature search turned up work by Haxby 1/ on use of a refraction seismograph for measuring pit bench rock strength. Using his work as a springboard, equipment was purchased and a program was planned and carried out for developing, evaluating and implementing the seismic method for routine mine use. Quantitative methods are, by now, a standard tool of the mining industry, and are commonly used by Research Departments in their evaluation of production methods and schedules, and their associated costs. Indeed, much sophisticated computer work has been devoted to such evaluation of controllable costs and capital requirements. These data are an important input into the project evaluation formula, which is probably the most important single calculation per formed by a mining company, since the result decides whether a particular project is viable. It is instructive to summarize the broad principles of project evaluation, since they are crucial to the remaining sections of this paper. PROJECT EVALUATION The most widely used method of appraising projects is known as Discounted Cash Flow (DCF) method. Two main variants are used; they are known as the 'not present value' (NPV) approach and the 'internal rate of return' (IRR) approach respectively. The difference between the two is that the former takes the firm's interest rate as given and uses this knowledge to calculate the present value of the project; whereas the latter calculates the highest interest rate the project could tolerate and still just breaks even. The technique is more simply discussed in terms of the first method (NPV).

By introducing the hydrochemical damage variable of coal gangue granular material, this paper analyzed the evolution law of gangue mechanical parameters with hydrochemical damage. By constructing a gangue damage model considering multifield coupling, the damage mechanism of gangue under multi-field coupling was revealed from the microscopical aspect, and the influence law of gangue damage mechanism on the dissolution of toxic substances under multi-field coupling was obtained: the conditions of Test 1 have the greatest influence on the porosity of coal gangue, and the damage of coal gangue is the greatest. Cu, Zn, Cd, and Pb are more easily leached under acidic conditions. The coupling effect of seepage, temperature, and chemical field can promote the formation of secondary voids, change the voids, and form migration paths in coal gangue. The kinetic model of toxic leaching of coal gangue under multi-field coupling can be well characterized by Elovich equation. The release mechanism of heavy metals is mainly manifested as delayed diffusion or dissolution in the early stage, diffusion and dissolution in the middle stage, and depletion in the late stage.

Economic pressures to increase production to profitable levels reduced the Homestake's gravity recovery and overall recovery to un-acceptable levels. The operation of the Home-stake gravity gold circuit has increased gravity gold recovery to over 50%, improved overall recovery and increased mill availability for increased tonnage. The gravity circuit consists of three gravity gold recovery stages. The Circuit has four (4) duplex jigs, four (4) belt concentrating strakes and four (4) concentrating tables.

Broadly conceived, the demand for electricity depends upon three sets of variables: (i) the growths of the many individual demands for energy services; (ii) the competitiveness of electrically driven technologies in meeting these demands; and (iii) the energy-conversion efficiencies of installed electrical technologies. The first set of variables establishes the size of the potential market; the second, the market penetration of electrical equipment; and the third, the quantity of electricity required to operate the equipment. All forecasts of electricity consumption ultimately depend upon inferred or assumed relationships to describe the future behavior of these variables. This partitioning of the demand-forecasting problem is conceptually useful and will guide the discussion presented in this paper. However, it is also something of an oversimplification. Examined in more detail, the electricity fore-casting problem is exceedingly complex. The variables mentioned above are, in turn, found to depend upon more fundamental sets of demographic technological, resource, and policy variables. The demand projections developed by the major forecasting services are usually developed in terms of these underlying variables, which themselves must be independently forecast.

"Formation of hydrogen peroxide (H2O2), an oxidizing agent stronger than oxygen, by chalcopyrite (CuFeS2), which is a copper iron sulfide mineral, during grinding, was investigated. It was observed that chalcopyrite generated H2O2 in pulp liquid during wet grinding and also in the solids when placed in water immediately after dry grinding. The generation of H2O2 during either wet or dry grinding was thought to be due to a reaction between chalcopyrite and water where the mineral surface is catalytically active in producing •OH free radicals by breaking down the water molecule. The effect of pH in the grinding medium or in the water in which solids are added immediately after dry grinding showed that the lower the pH value, the higher the H2O2 generation. When chalcopyrite and pyrite are mixed in different proportions, the formation of H2O2 was seen to increase with increasing pyrite fraction in the mixed composition. The results of H2O2 formation in pulp liquid of chalcopyrite and together with pyrite at different experimental conditions have been explained by Eh-pH diagrams of these minerals. This study highlights the necessity of revisiting the electrochemical and/or galvanic interaction mechanisms between the chalcopyrite and pyrite in terms of their flotation behavior.IntroductionHydrogen peroxide causes nonselective oxidation of sulfide minerals if present in pulp liquid. Oxidation of sulfide minerals takes place when they are exposed to atmosphere and during the grinding process when the particle size is reduced for flotation. The oxidation of chalcopyrite leads to iron dissolution from the particle surface and from a metal-deficient, sulfur-rich surface (Fairthorne et al., 1997). Other studies report the formation of iron hydroxide on the surface with the metal ion dislodged on the surface (Buckley and Woods, 1984; Chander, 1991). The chemical reactions for the oxidation of chalcopyrite in alkaline and in acidic solutions with the addition of oxidants, such as oxygen or hydrogen peroxide, are shown in Eqs. (1) and (2), respectively (Shi and Fornasiero, 2010)."

Under contract to the U. S. -Department of.-Interior, Office of Coal. Research, Hittman Associates recently completed a 16 month study of the environmental-factors associated with the siting, construction, and operation of large scale coal refineries. (1 2) The objective of this study was to identify the environmental effects and to define the magnitude of these effects and the approaches which can be used to mitigate adverse environmental consequences. In the study, the five major coal bearing regions of the country having reserves adequate to support a number of large scale coal refineries were considered. The regions considered were: Appalachian, Eastern Interior, Fort Union, Powder River, and Four Corners.

Similar to modern day petro-chemical processes, the flotation column is a complete break from the conventional manner of floating on a batch basis in cells. The column has a reputation of being only suited for cleaning applications, particularly that of molybdenum cleaning. The original column, invented and developed by Column Flotation Co. of Canada, Ltd., was developed as a Rougher-Scavenger. Only after proving its capability in this field was cleaning allowed. One rougher-scavenger column in closed circuit with a cleaner column produced better grade and recovery than a conventional cell plant consisting of one stage of roughing, two scavenging and four stages of cell cleaning. Three cleaner columns replaced 13 stages of conventional cell cleaning and resulted in higher grades and recoveries. The gentle countercurrent action of the column itself together with complete automatic control enable this machine to produce such results.

Back injuries arising from such activities as lifting and handling objects have been and continue to be constant and undiminishing hazards of the occupational environment. Back pain in one form or another is experienced by almost a1 1 individuals. During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, it has not produced any great change in the incidence of the injury. The human spine remains the most vulnerable area of the muscul o-skeleta1 system. Back injuries account for about 400,000, or 18 percent, of all disabling work related injuries each year according to the National Safety Council estimates. These serious back injuries are estimated to have cost more than 1.9 billion dollars in 1976 in medical and lost time pay. 1

This paper will describe the excavation of a 5.4 percent decline at the Montanore Project for Noranda Minerals Corporation. The 5.3 m by 4.9 m tunnel was driven to provide access for the exploration of a major copper-silver deposit. Soft ground and conventional drill-blast mining were used on the 4,270 m tunnel. Ground support consisted of steel sets and concrete in the soft ground and pattern rockbolts providing the majority of the rock support. A special feature of the project was the use of conveyor haulage in conjunction with the drill-blast excavation.

"To meet the growing need for CO2 capture and storage technology, Michigan Technological University is studying CO2 capture using alkali-based solvents. The objective of the present study was to find a way to increase the absorption rate of CO2 into an alkali solution without reducing the absorption capacity of the solution. One approach to increasing absorption rate is to use a surfactant to chemically alter the gas bubble size. The surfactant chosen for the study was a neutral-charge polypropylene glycol methyl ether (PPGME) with a molecular weight of 200. Experiments were conducted to study the absorption rate of CO2 at varying surfactant concentrations. Results showed that as the concentration of PPGME increased in solution, the absorption rate also increased. The CO2 absorption rate increased from 3.45 x 10-3 mol/min CO2 at 0g/L PPGME to 3.92 x 10-3 mol/min CO2 at 0.48 g/L PPGME. This amounted to a 14% increase in the CO2 absorption rate with no decrease in the absorption capacity of the solution. IntroductionChemical absorption using an amine solvent is currently the most mature carbon capture and storage technology available. Amines are advantageous in that they have a fast CO2 absorption rate, which leads to a high CO2 removal efficiency. However, amine absorption has some considerable drawbacks, such as high energy requirements, high equipment corrosion rates, amine degradation in the presence of oxygen, high waste generation and a large increase in plant footprint if new equipment is constructed (Herzog and Golomb, 2004; D’Alessandro et al., 2010). Due to these drawbacks, Michigan Technological University (MTU) is studying CO2 absorption using alkali-based solvents, which address the above disadvantages of amine solvents."

The Powderhorn complex as a source of perovskite (calcium titanate) containing about 1.5% rare earths has been examined in several recent feasibility studies. Much promising exploration and process research has been done in recent years. This paper is presented with cautious optimism and with the acknowledgment that there may be some technical and economic areas yet to be explored. The Powderhorn carbonatite and alkalic stock in Gunnison County, Colorado, lies about 203 airlines km southwest of Denver at an elevation of 2450 to 2750 m (see Figures land 2). All of the mineable ore bodies are owned by Buttes Resources Company of Houston, Texas.

INTRODUCTION The term, chelate, from the Greek for 'claw,' has its origin in the pincer-like representation of more than one atom of a single ligand bonded to the same metal atom, forming a ring-like structure. Depending on how many attachments exist on the sphere of coordination around the metal ion, ligands are referred to as bidentate, tridentate, tetradentate, pentadentate and hexadentate According to Calvin and Martell (1952) and Somasundaran and Nagaraj (1984), chelating agents must contain suitable functional groups, and their location within the ligand molecule must enable ring formation that is sterically possible. Typical structures that meet these requirements have been given by Fuerstenau and Herrera-Urbina (1988) and are listed in Figure 1. As noted, the functional groups of these reagents contain electron donor atoms such as oxygen, nitrogen and sulfur. Basic groups, such as amino (-NH,), are those that contain an atom with a lone pair of electrons. Acid groups are those, such as carboxylic (-COOH) which lose a hydrogen ion and coordinate with the metal atom. Examples of each of these types chelating reagents are given in Tables 1-4. The specificity of chelating agents for various metal ions has long been known and was utilized early in the search for new flotation collectors. In 1927, Vivian used ammonium nitrosophenylhydroxylamine as a collector for cassiterite. Holman (1929) tested dimethylglyoxime as a collector for nickel oxide. He also suggested taurin as a collector for oxidized lead ores. DeWitt and von Batchelder (1939) suggested the use of oximes as flotation collectors. Gutzeit (1946) conducted an extensive investigation on the use of chelating agents as collectors and as depressants for gangue minerals. I have been asked to discuss the "Development of the Twin Buttes Mine for Production." This property, which is a large low-grade open pit copper mine about 25 miles south of Tucson, Arizona, was recently brought into production by The Anaconda Company under a long-term lease agreement with the Banner Mining Company. Since the scope of this paper is limited to the subject broadly indicated by its title I will confine discussion of historical, environmental and other general matters to a brief summary sufficient, I hope, to establish a background of those conditions which influenced our approach to the technical and economic problems that faced us at Twin Buttes. The paper deals primarily with our studies and activities related to the solution of these problems and with the resulting engineering and business decisions that were taken - decisions which culminated last September in the initial commercial operation of another major open pit copper producer unique and interesting in several respects.
