To date, human space exploration has been almost completely dependent on the use of resources carried with astronauts and cosmonauts from the surface of the Earth. The only exception to this has been the harvesting of solar energy to power space stations like Skylab, Salyut and Mir for long-duration missions. This dependence on materials which must be transported into orbit at costs in excess of $5000 per pound is the fundamental limiting factor in space exploration and operations. It is likely that launch costs can eventually be greatly reduced by means of such innovations as true single stage to orbit vehicles, aerospace planes, or serial electromagnetic or laser launch systems. However, the Earth will always remain an expensive source of materials for space construction and for basic commodities such as propellant and life support liquids and gasses. Fortunately, abundant sources of materials exist which are already in space, outside of the Earth's deep gravity well.

The principles of quality management are well developed and, from a practical stand- point, thoroughly implemented in the process industries of Japan. Although these principles are now applied to the U.S. manufacturing industry, and as a result, the steel industry, they have been largely ignored in the non-ferrous and precious metals industries. This paper presents the concepts and practical approaches to implement a total quality management program. Contrary to the beliefs of many managers, such a program increases yields, recoveries and output while it decreases unit costs. In fact, quality management incorporating statistical process control will be an essential ingredient for metallurgical plants to effectively compete in the '90's.

MICHAEL J. CRUICKSHANK SENIOR AUTHOR Marine mining is a very broad field. It encompasses every facet of terrestrial mining but with the unique addition of a superimposed liquid overburden, which is itself mineralized. It is the unique aspects of marine mining that are discussed in this section. In keeping with the times, a systems approach is taken in the presentation of the material. The environment is first described, and this is followed in logical sequence by the common requirements for working there, then the mineral exploration phase, the exploitation and, finally, the operational restraints imposed by man and nature. Free use is made of tables and figures from original and published works and extensive listings of reference material round out each section. The title "Marine Mining" was chosen in preference to ocean or underwater mining because it is broad enough to include oceans, beaches and inland seas. The selection of terms sometimes may seem odd but they have not been chosen arbitrarily. All things are reduced, where possible, to basics and defined. Applying systems terminology, the word "platforms" is used in the functional sense and includes not only airborne, waterborne and fixed platforms, but man himself in his capacity as a working diver. If there is confusion it is often because of familiarity with a word in a context personal to the reader. For example, what does extraction mean to you-or mining or exploitation? Cost data have been interspersed throughout the section whenever they could be obtained. The use of these data should be tempered with understanding because no two situations are alike and improvements in marine technology are constantly being made. The names of individual authors are listed with each subsection. Where no name is given, the responsibility has been that of the senior author. Acknowledgment is sincerely made to the U.S. Bureau of Mines, and latterly the National Oceanic and Atmospheric Administration, for encouraging and supporting the preparation of the work ; to the secretarial staff at the Marine Minerals Technology Center and to Donald Eisman for editing. To the many other contributors who may not be listed by name, grateful acknowledgment is also due. It is hoped that the chapter will be useful to the practicing mining engineer who suddenly is assigned to marine work or to the experienced marine engineer who is equally suddenly assigned to mining work. It is not possible to put "everything-you -need-to¬-know" into one section, but. the very full bibliographies at the end of the text should adequately fill in for those who wish to know more. 20.1-THE MARINE ENVIRONMENT Marine mining is set apart as a separate discipline by the marine environment. The following subsections describe the environment from the point of view of the physicist, the chemist and the geologist. The interrelationship of these disciplines with the economic mineral potential of the oceans and seas is apparent from the description of the marine mineral resources. The marine environment is an extremely complex natural phenomenon with which the marine mining engineer must learn to live. It can be the source of his wealth or his frustrations and sometimes both. It can never be ignored.

With computerized balance techniques gaining prominence in recent years, it is essential that engineers understand the basic principles that underlie the new methods, as well as the various applications for design of new plants and analysis of existing operations. This chapter discusses two important types of metallurgical balance: (1) steady-state design (2) operating data adjustment Application of computerized steady- state design balancing is demonstrated through the example of a typical copper concentrator flowsheet. Operating data adjustment to achieve a consistent balance is demonstrated for a typical concentrator operation.

Injection of alkaline waste-lime slurry was performed at a West Virginia surface coal mine site, to attempt neutralization of acid springs by an alkaline recharge method. Deep trenching (>5 m) using an excavator yielded the most effective injection into the aquifer. Water from two springs, 90 m from the deep trench, showed 70%-80% reduction in acidity in response to injection. Neutralization persisted >170 days after treatment, with pH between 5.1-5.7 and metal acidity from 25-60 mg/L. A minor fraction of lime introduced was consumed. The sustained neutralization is attributed to reaction of acid water with subsurface lime, entrained below the wafer table by macropore infiltration. Characteristics of groundwater transport are critical in determining recharge structure location.

Investigations of long-time grinding of fine quartz (to about 80% passing 0.35 pm) in a 0.6 liter stirred-media mill are described. Breakage rates and primary breakage distributions have been determined based on extensive characterization of the ground products by laser scattering/diffraction and gas adsorption. The results indicate that, while there is qualitative similarity between the breakage parameters for ultrafine and conventional (coarse) grinding, there are important, quantitative differences. In particular, it is found that primary breakage distributions become significantly narrower in the submicron sizes. The trend can be described using double-truncated log-normal distributions in which both a maximum (breaking) size and a grind limit are specified. The breakage distributions become progressively narrower as the size being broken becomes finer. Breakage rates follow a typical, consistent pattern in which the rate decreases with size according to a simple power law. Further decrease in the rates seems to occur after very long grinding times when the entire mill contents become finer than about 1µm. The effect is explained as a result of changes in the rate/size relationship in the submicron range.

This research took the roasted products obtained by leaching copper (Cu) refining slag using waste acids and roasting leaching residues with calcium oxide (CaO) as raw materials and used oxidative leaching to extract Cu from roasted products using waste acids. Influences of the leaching temperature, liquid–solid ratio, and sulfuric acid ( H2SO4) concentration in waste acids on the leaching rate of Cu in the oxidative leaching process of roasted products using waste acids were investigated. The unreacted-core shrinking model of heterogeneous reactions was adopted to reveal the leaching kinetics of Cu in the oxidative leaching process of roasted products using waste acids. Results show that the leaching rate of Cu reaches 91.68% when the leaching temperature, liquid–solid ratio, H2SO4 concentration in waste acids, and injected airflow are 80 ℃, 8:1, 1.5 mol/L, and 200 mL/min, respectively. If the leaching temperature is below 80 ℃, the leaching process of Cu is controlled by the solid-film diffusion, and the apparent activation energy Ea is 11.0835 kJ/mol; at a leaching temperature above 80 ℃, the leaching process of Cu is governed by the interfacial chemical reaction, with an apparent activation energy Ea of 42.3183 kJ/mol. The liquid–solid ratio can positively influence the reaction rate constant. The apparent order of the leaching reaction of Cu is 0.632.

Often geometallurgical models are prepared at various project stages from very few data and are assumed to be representative of very large tonnages. These may include recovery models; crushing and grinding parameters and models; models of concentrate grades; models of acid consumption; etc. These models commonly do not carry a measure of uncertainty or variability, and are taken at face value at the time of design and planning. This paper proposes a proactive approach to modelling variability, providing uncertainty estimates and thus allowing for risk analysis and mitigation of geometallurgical models. The variability model is built up by understanding the limitations of the pillars of a geometallurgical model: data uncertainty; geologic model uncertainty; domain definition uncertainty; and parameter estimation uncertainty. Of these factors, typically domain definition is the most significant contributor to geometallurgical model variability. First, the fundamental supports for these models are briefly discussed, with domain definition emphasized. Second, two methods for uncertainty modelling are proposed. The first, more applicable to conceptual or early-stage projects, is a simpler and more expedient alternative that provides initial assessments of variability. This is intended to aid management in decision-making related to budgeting, including further sampling and testing. The second, a block-by-block approach that allows a detailed assessment of risk for specific designs and mine plans, thus providing further opportunities for mitigation. In the example provided, emphasis is placed in communicating this variability to both management and technical personnel in the form of “measured-indicated-inferred” indicators and also block-by-block confidence intervals.

The justification for a "ligand- selective' approach to fine mineral beneficiation via flocculation is established initially. Special emphasis is placed upon the need to identify non-selective, interfering and complicating adsorption effects. Specific strategies directed towards the design and synthesis of complementary selective flocculants are detailed using a number of different polymers and chelating agents as examples. In this regard, the affinity of polymer-bound ligands for metallic cations, ligand concentration, possible modes of attachment, the application of spaced-out ligands and other considerations in the preparation of selective flocculants are highlighted.

The paper discusses design and construction of a 1.8 meter (6 ft.) diameter tunnel installed under complex geology of Staten Island, New York. Contract T-13 is a section of the Oakwood Beach Water Pollution Control Project constructed for New York City Department of Environmental Protection. A knowledge of the subsurface conditions and difficulties experienced on the adjacent contracts called for an innovative approach to handle tunneling under 12 to 17 meters (40-55 ft.) of water in the variable subsurface conditions. This paper describes tunnel design and construction utilizing continuous grouting during advancement of tunnel boring machine and installation of liner plates.

Outlined is a review of the application of new selective chelating reagents as flotation collectors; calculation methods for the selection of chelating structures, limitation of the function of commercial chelating agents as collectors, and the synthesis of two new classes of chelating collectors with mixed aliphatic-aromatic structure for oxidized lead-zinc ores. Given are: examples of substituted mercaptobenzothiazole and aminothiophenol structures, flotation and adsorption study of an alcoxyl-mercaptobenzothiazole on cerussite, comparison of adsorption of conventional and chelating collectors, study of the influence of the aliphatic structure1 component on the collecting power of chelating type reagent and the design of chelating collectors with optimal structure.

Research on roof bolting has developed significant information with respect to the functions that can be performed by properly installed bolts and the methods that can be used to ensure that effective installation has been achieved. The present paper brings together results that are pertinent to the design of a bolting system for reinforcing horizontally stratified mine roof with vertical bolts. The design approach is based on the use of bolts to decrease the maximum bending stress within an arbitrary sequence of roof strata (such as shown by figure 1) in which the only loads are the weights of the individual beds. The use of rock bolts to achieve other objectives, such as to stabilize a fractured rock mass on the periphery of a mine opening (3), is excluded from consideration herein.

INTRODUCTION Square-set timbering of stopes developed from stull support methods because veins too wide for stulling were being mined. In general, the void caused by the stoping of the ore is filled with a system of interlocking timbers. Timber framework supports the wall rock, the mining operations, and provides access. A timbered stoping method can be used in all widths of veins at any dip. The timbering can be normal and parallel to the planes of the walls or at angles to these planes. Irregularly shaped ore bodies can be worked by timbered methods. Pinching or swelling of the vein will not adversely affect the method. Timbered stoping is especially advanta¬geous where weak ground is encountered in the vein or the wall rock. The ground is unsupported only until timber sets are stood. These stopes can be filled with sand or waste when desirable. The customary method of developing a square-set timbered stope with haulage drifts above and below and timbered raises on each endline is shown in Fig. 1. The drifts are timbered the full stoping length. The raises have two compartments with the manway and timber slide in one compartment and the chute in the other. The drifts and the raises cannot be widely spaced as handling timbers is an important consideration. Stoping can begin immediately above the drift timber and continue in both directions and upward from the raise. Breasting down each blast round for only one timber set laterally is the common practice. The blasted ore falls to a lower floor where it is slushed or trammed to the chute. Drilling can proceed on the upper floor while broken ore is being removed from the stope. As shown in Fig. 2, square-set timbering may be used in cut-and-fill stopes to support the back and walls until fill is added. There are various ways of developing an ore block for timbered stoping. Fig. 3 depicts the situation for the main haulage in the vein with an intermediate drift separated from it by a sill pillar. The ore is slushed into the chute connecting the two drifts. The situation in Fig. 4 is identical to that in Fig. 3 except that no sill pillar is used. In Fig. 5, the haulage drift development is done in the footwall with crosscuts driven to intersect the ore body. The intermediate drift development is above the crosscuts with a minimal sill pillar. The main bottleneck in timbered stoping is in the timbering process. Drilling in the stope is generally held up while timbering is done. Two or three men are re¬quired to do the timbering and an additional one or two men are needed to transport and raise or lower the tim¬ber. Good organization is essential to timbering. Skill must be exercised in standing the timber to support the ground and still maintain good production. The main objective of the present investigation is to demonstrate the potential of ERT (Electrical Resistivity Tomography) and HVSR (Horizontal to Vertical Spectral Ratio) methods as geophysical tools for the monitoring of subsurface cavities. The survey sites are located in Akrotirion Peninsula, almost 7 km east of Hania town in Crete Island, Greece. At this site, the surface expression of a known cavity with a diameter of about 25 m is visible. The true geometrical characteristics of the cavity were unknown since there are no boreholes in the area. The focus of this survey was primarily of a qualitative nature and the objective was to determine if ERT and HVSR could be used to identify and map near surface cavities (less than 30 meter in depth) in a limestones kartsic area such as Akrotirion Peninsula. A 2D/3D model of the resistivity distribution is given for the area under investigation. Furthermore, analysis of microtremors data provides a profile of the seismic response of the tectono-karstic voids.

The Pittsburg & Midway Coal Mining Co. (P&M) is expanding a combination of surface and underground coal mining operation in Northeastern New Mexico. The York Canyon Complex, located 35 miles west of Raton, New Mexico, is aggressively pre-paring for increased production while meeting present requirements. Surface mining activities in four separate mining areas are preparing the complex for additional markets. Drag-line, truck/shovel, highwall miner and contour stripping are surface mining methods currently planned. In addition, P&M will move a Marion 8200 dragline from Kansas to the York Canyon site, finish constructing a $20 million coal preparation plant, and complete conveyor upgrades to the existing underground mine. This paper will describe the diverse York Canyon Complex.

Traditionally within the mining industry, the main functional process flow for resource and reserve evaluation proceeds from geologists who build the geological model, to resource estimation geologists (modelers) who estimate the grades, to mining engineers who develop the mine design and schedule. The interface between these three disciplines is not always seamless. Assumptions made during one stage of the process are not always communicated down the line, even though most mining companies have procedures in place to encourage communication across the various disciplines. These procedures do not always achieve their aim due to a variety of reasons including time constraints, appropriate people not being available, or a lack of understanding of what other disciplines require, and the handover process can degenerate into one of sending computer files on to the next discipline in the process flow. This paper focuses on the interface between the resource estimation and mine engineering disciplines, and outlines some of the common assumptions made when generating a resource model and the risks that engineers may be taking when elevating cutoff grades, optimizing schedules or generating forecasts. The case studies presented focus on openpit gold deposits, but the concepts should be applicable throughout the industry. A summary of key questions and recommendations is provided.

Two hundred years ago next April, our forebears embarked upon the difficult path to national independence. They succeeded, and shook off the yoke of foreign domination. In the ensuing two centuries, the country was mobilized several times to protect that political and economic independence from foreign domination. These efforts were also successful. Thus, as we stand here on the threshold of our third century of political independence, we can thank previous generations and congratulate ourselves for establishing and maintaining the world's oldest republic. Now -- once again -- the United States faces the challenge of foreign intervention into our economy. This time the battleground is resource avail- ability. America has been blessed with enormous resources. Whether we speak of minerals or timber or water or "amber waves of grain," this nation has benefitted from a resource base that is the envy of the world. This asset, coupled with a political system that permitted us to develop it, has been the physical backbone of our independence. Without the economic independence that this resource base has given us, the political independence we fought for would have been tenuous, at best.

Process development is one of the principal tasks required in the course of turning an exploration discovery into a mine. Exploration geologists should have an understanding of the more important metallurgical processes and the test work required for each process. The paper discusses the important metallurgical processes, the test work and sample requirements for each, and the costs and time requirements to accomplish the testing. The limitations of reverse circulation drill samples for metallurgical testing are discussed. The level of process definition required to support engineering studies: scoping, pre-feasibility and feasibility studies are also described.

Alaska is in competition with the rest of the world for exploration dollars. Providing a "seed package" of airborne geophysical data for the state's numerous mining districts encourages companies to begin more detailed exploration in more areas than they could have afforded on their own. When data are already available, the initial risk decreases for people involved in exploration. Airborne magnetic and electromagnetic data help ge¬ologists and geophysicists determine what rocks and structures are present under overburden and vegetation. These data form a fundamental package that exploration companies want before intensively exploring most regions. Individual mining companies have conducted their own geophysical surveys during the past several decades. However, these data are not available to other companies. The companies able to afford geophysical surveys have less money for ground exploration after purchasing expensive, private geophysical data. Therefore, they are not able to explore as many places as they might. Additionally, since data are not shared with other exploration companies, the proprietary surveys do not foster intercompany competition to move projects forward. Individual prospectors and small companies can not afford their own geophysical surveys. "It is more often than not the grassroots exploration efforts of the smaller operator that leads to significant discoveries," said Klaus M.
