Gentlemen, today I would like to talk to you about metal and nonmetal mine health and safety--past, present and future. Briefly, I will comment on the past because it is important to an understanding of our present activity and our plans for the future. Federal inspection of noncoal mines was not authorized until 1966, when congress passed the federal metal and nonmetal mine health and safety act; public law 89-577, with the passage of this act, the federal inspector, for the first time, had the delegated authority and responsibility to enforce health and safety regulations designed to prevent personal injuries and occupational diseases, the new law also provided for the education and training of our miners; assistance to the operator through the transmission of technical and scientific information and assistance and equally important, the law made provision for state participation in the congressional mandate to prevent injuries and save lives in the mineral industry, Before I tell you about our program and our future plans, I want you to know that I am here to listen as well as to talk! In my view, the only kind of communication that is meaningful is two-way communication. Our nationwide progress in metal and nonmetal mine health and safety during 1972 cannot be measured in reduced fatalities or injuries. The unforeseen tragedy that took pace in Kellogg, Idaho, in may of last year mode that almost a certainty.

Adrian Fleming is Executive Vice President of Exploration for Golden Star Resources Ltd., Denver. Adrian is an Australian who graduated in 1973 with an honors degree in geology from Newcastle University, New South Wales. His extensive international experience has spanned exploration, project development, and operations for both large and small companies in Australasia, Southeast Asia, North and South America, and Africa. Adrian has been with the Golden Star group of companies for four years and he is responsible for all exploration activity. ABSTRACT Golden Star acquired the rights to the Omai prospect in 1985 at a time when the country of Guyana was out of favor with the exploration fraternity. Subsequently in the late 1980s and early 1990s, Golden Star acquired exploration properties in Suriname and French Guiana well ahead of its competitors. Golden Star's strategy entailed identifying windows of opportunity and aggressively pursuing them. We also recognized that the Guiana Shield hosted a significant area of highly prospective greenstones which were comparable in metallogenic potential to similar terrains in eastern Canada, western Australia and west Africa. The geological skills Golden Star developed and the exploration techniques employed to explore deeply weathered rocks are described. The paper highlights the key elements of Golden Star's strategy and illustrates how some of the milestones reached by the company led Golden Star to establish an enviable portfolio of gold and diamond properties in the Guiana Shield.

A prototype expert system for planning and designing an underground coal mine has been developed in a doctoral study at the University of Kentucky. This prototype expert system for underground coal mine planning and designing consists of a number of knowledge bases concerning different elements of design (e.g., ground control, excavation and bulk materials handling, ventilation, etc.). The objective of this paper is to present the development process of the ventilation design knowledge base for this prototype. This expert system prototype is intended for building an instructional expert system for underground coal mine design. Therefore, the undergraduate course on mine design has been used as the basis, for its development. Because of the availability of knowledge and expertise, this research study has been limited to development of a knowledge model for the Appalachian coal mining region.

Hanford Reservation, in the State of Washington, with its deep basalt formations, is one of the three sites recommended by the Department of Energy for detailed investigations in order to select the first nuclear waste repository in the United States. Information obtained from several deep bore-holes drilled at Hanford indicates that the underground facility can be developed in one of the major basalt flows belonging to the Grande Ronde Formation in the Columbia Plateau, at depths greater than 3200 ft. One of the main concerns in the underground repository design is the achievement of acceptable environmental conditions during the development and the operation of the repository. For this, ventilation and air-conditioning are of prime importance and should be fully addressed. Besides the factors that determine the airflow requirements to meet the personnel and equipment operation needs, there are two major concerns that impact on the ventilation system design: the temperature of the in situ virgin basalt rock and the influx of groundwater. These two factors are related by the fact that the groundwater has the same temperature as the rock itself and they both constitute main sources of heat underground. Current information indicates that the temperature of the virgin rock at a depth of around 990 m (3250 ft) is 52°C (12S°F). However, there are some indications that the rock temperature at the selected horizon might be higher. This paper addresses the impact of the virgin rock temperature on the ventilation system and air-cooling requirements. Graphs with heat loads and cooling required for different rock temperatures have been prepared for a given model and network, using computer techniques for simulating the climatic parameters.

The rapid decay and disfiguring of stone monuments in urban and desert rural areas has challenged conservators to protect stone surfaces from premature decay. They attempt to halt the natural process of stone decay and possibly to restore the original strength lost mostly by chemical weathering and the loss of binding cement. Ageneral solution is not possible because the physical and chemical characteristics must be considered for different stone types. The failures of stone preservation and restoration are greater in number than the cures. The need for repair of stone decay goes back to evidence of Roman replacement of decaying stone. The presence of excess water in buildings has long been recognized. Moisture tends to enter masonry from air in humid climates, a most important but often underrated factor (Fig. 1) suggesting that sealing should be the answer. Undesirable staining and efflorescence result in accelerated scaling. Today, the great variety of chemicals available to the modem conservator for sealing. consolidating, or hardening stone fall into two very different categories: surface sealers and penetrating stone consolidants, or a combination of both. SEALERS Sealers develop a tight, impervious skin which prevents access of moisture. Surface sealing has saved monuments from decay by eliminating the access of atmospheric humidity. Pressure tends to develop behind the stone surface by moisture escape. Efflorescence, crystal growth action, and freezing can cause considerable spalling (Anderegg, 1949). Flaking results when moisture is trapped behind the sealed surface. Yellowing and blotchiness are also frequently observed. The following sealants are in common use today: linseed oil, paraffin, silicone, urethane, acrylate, and animal blood on stone and adobe. Extensive cracking and yellowing has resulted soon after application. In the past many such treatments have created more problems than cures: 1. Linseed oil and paraffin have been in use for centuries. Embrittlement and yellowing occur rapidly because these are readily attacked by solar ultraviolet radiation. 2. Animal blood as paint has temporarily waterproofed adobe mud and stone masonry. The origin of blood paint has a religious background rooted in the Phoenician and Hebrew cultures. Instant water soluble dried blood can substitute for fresh blood. Winkler (1956) described the history and technique of the use of blood. 3. Silicones have proven very effective and are long lasting. In contrast, acrylates, urethane, and styrene are generally rapidly attacked by UV radiation (Clark et al., 1975). Sealing of Different Rock Types Granitic rocks have a natural porosity traced to 4.5% contraction of quartz, during cooling of the parent magma, compared with only 2% contraction of all other minerals; protection against the hygric forces may require waterproofing of granite in some in- stances. The Egyptian granite obelisk in London is an example. Soon after its relocation from Egypt to London, Cleopatra's Needle was treated, in 1879, with a mixture of Damar resin and wax dissolved in clear petroleum spirit; surface scaling became evident after half a year of exposure to the humid London atmosphere. The treatment of the ancient granite monument from Egypt has denied access of high relative humidity (RH) in London to the trapped salts inherited from the Egyptian desert and has protected the monument from decay (Burgess and Schaffer, 1952). The sister obelisk set up in Central Park, New York City, has fared less favorably because similar treatment was done too late, only after the salts hydrated and hundreds of kilograms of scalings disfigured the obelisk surface (Winkler, 1980). Surface coating of other common stones may be needed. Crystalline marble absorbs moisture from high RH atmospheres: dilation may ensue when curtain panels bow as the moisture starts to expand during daily heating-cooling cycles. A good sealer may prevent the moisture influx provided that no moisture can enter from the inside of the building. Limestones, dolomites and all carbonate rocks are subject to dissolution attack by rainwater, especially in areas where acid rain prevails (Fig. 2). The interaction of sulfates in the atmosphere with the stone can be halted by waterproofing to avoid the formation of soft and more soluble gypsum. The stone surface attack can be diminished if nearly insoluble Ca-sulfite crusts can form, instead of Ca-sulfate. Replacement of fluorite or barium compounds at the stone surface acts as a hardener, rather than a sealant. Sandstones have generally high porosity and rapid water travel can occur along unexpected routes and from any direction. Any surface sealing may do more damage by scaling and bursting than if the stone is left without treatment. Sealing of sandstones is therefore not advised at any time. Testing the efficiency of sealants: Several authors discuss waterproofing materials, silicones, urethanes, acrylates and stearates, as to their water absorption, spreading rates of water on the treated surface, water vapor transmission, resistance to efflorescence, and general appearance (Clark et al., 1975). De Castro (1983) measured the angle of contact of a microdrop (0.004 cm3) on a stone surface as characteristic of the wettability. An important tool for use in the geochemical assessment of abandoned mine-waste piles is a leach procedure that can easily be done in the field and used for on-site screening of historic mine-waste material. We have developed a simple field leach test that is an effective indicator of waste pile geochemistry and can be used in order to establish the relative geochemical fingerprint for a given pile. This simple procedure also provides indication of the potential chemical composition of run-off from the weathered surface of these piles. As part of developing the technique, a comparative study was carried out on eight mine-waste composite samples from different deposit types. Splits of all eight composites were leached using the field leach test procedure and a modified version of EPA Method 1312 (SPLP). We found that the field leach test consistently provides relative indication of leachate geochemical trends comparable to leachate data derived from the more regulated, time consuming and laborious EPA Method 13 12 (SPLP).

LaModel is a displacement-discontinuity variation of the boundary element method, which is utilized to analyze the displacement and stress in flat-lying, tabular orebodies. In coal mining, the accuracy and reliability of LaModel are proven with the utilization of the Mark- Bieniawski coal pillar strength and the stress gradient formula with proposed methodologies. However, the application of LaModel is limited to coal mines due to the default coal pillar strength properties. Recently, the stress gradient functions have been established and used to derive concentric rings of zones to simulate stone mine pillar yielding in LaModel. Also, to gain a robust understanding of the brittle failure mechanism and its effect on pillar strength, an S-Shaped failure envelope, where rock mass' cohesive and frictional strength components mobilize as a function of confinement (e.g., minimum principal stress), has been implemented into FLAC3D software. Therefore, by employing brittle failure criteria, the pillar strength stages at various width-to-height ratios and different pillar dimensions are estimated for four benching stages. The estimated pillar strengths and stress gradients for benching conditions are then used to calibrate LaModel in-seam material properties and compare stresses computed by LaModel and FLAC3D. Consequently, this study aims to increase the safety measures in the stone mining industry by implementing the practical use of LaModel for underground stone mines' initial development to various stages of bench mining.

"INTRODUCTION Strategies to improve performance in mining production, maintenance and mineral processing operations has evolved over time from straightforward time studies of individual machine performance in the 1960’s-1970’s to more sophisticated and better focused statistical and financial tools that have emerged in the 1980’s-1990’s . These newer strategies fall under the broad descriptive category of “Operational Excellence”. Operational Excellence is the term that embodies a number of performance evaluating strategies, the most popular and relevant to mining includes the following: • Six sigma for addressing errors within mining or milling process and work standards • Lean manufacturing to optimize organizational and operational performance through continuous improvement. There are other strategies that can be applied as well and this paper is not focused on a review of the pros and cons of any one strategy. However, the common threads in these strategies embody the expectation that expected results from these efforts can be quantified and that value will positively benefit the targeted work process, organizational unit, equipment deployment or time schedule when applied to it as part of continuous improvement efforts. The priority for proceeding with any one or more of these efforts is based on the calculated net value of the required resources to affect the change versus the estimated value gained. The practice is identified as the value mapping process. This discussion summarizes the value mapping process methodology used at a mature uranium mine and mill in northern Canada to work through the myriad of potential improvement efforts available through the operational excellence process for continuous improvement.THE RABBIT LAKE MINE AND MILL The Rabbit Lake Mine and Mill are located in northern Saskatchewan, Canada on the shores of Wollaston Lake (Figure 1).The mine was discovered in the mid-1960s and was built by Gulf Minerals, Ltd. The mill began processing uranium ore into yellowcake in 1975 from an adjacent open pit mine. A whole ore acid leaching followed by solvent extraction and precipitation forms the basic milling processes. The operation continued to produce yellowcake through a succession of open pits and finally opened an underground mine in the early 1990s. Since beginning production, over 200 million pounds of yellowcake has been packaged from the site, making it the sixth highest producing uranium mine of all time."

Accurate toughness determinations are difficult to achieve in the case of soft or heterogeneous rocks. The existence of a large process zone ahead of the crack tip makes the determination of the apparent toughness crack length dependent, in the case of subsized specimens. In order to use practical size specimens, the authors propose a new toughness test, the Modified Ring Test, which pre- vents a largely developed process zone to form ahead of the crack tip. This test has also the advantage that its geometry is core-based. Numerical and experimental results are discussed.

The paper "Weld Notch Affects on Pulley and Belt Conveyor Reliability" has done an excellent job of describing theoretical fatigue and fracture mechanics methods used in modern weld design. From this foundation, we intend to further detail areas previously discussed and present new research in the application of these principles to pulley weldment life prediction. Affects of changes in alternating stress range, mean stress, and residual stress have been investigated using controlled laboratory fatigue tests on a pulley weldment. Comparisons between these results, weld codes, and theoretical fatigue predictions will be made and discussed.

The molybdenum industry has been in a depression since the beginning of the decade. Real molybdenum prices are significantly reduced from 1979-1980 levels when there was a perceived capacity shortage and continued expectations of burgeoning demand. Primary capacity brought on stream since then has been unable to operate profitably and indeed, in light of high inventories and reduced demand, has been largely unnecessary. Structural changes in the molybdenum industry will be needed in the future to weed out superfluous capacity and to expand demand through new product applications.

The kinetics of leaching of galena in hydrochloric acid solutions with sulfur dioxide gas have been investigated experimentally. The leaching method is then applied to complex sulfide concentrates to evaluate its selective leaching capability and to develop a new hydrometallurgical lead extraction process based upon the method. The leaching reaction follows a linear rate with an activation energy of 61.9,KJ/mole. The rate Is of first order with respect to the product [H+] [Cl-] . Excel lent selective leaching capability f s demonstrated and an attractive hydrometallurgical process flow sheet is proposed.

INTRODUCTION The Milwaukee Metropolitan Sewerage District (MMSD), is a special purpose sub-regional agency that provides collection and treatment services for sanitary wastewater for an area of 420 square miles (1088 km2) in 27 municipalities in the Milwaukee, Wisconsin metropolitan area. During its almost 75 years of existence, it has constructed 464 km of intercepting sewers, the majority in tunnel, and two sub-regional secondary wastewater treatment plants. The present program, the $1.7 billion Milwaukee Water Pollution Abatement Program, was started in 1977 and developed from ongoing internal planning, the Federal Clean Water Act and court judgments. Elements of the Program include improvement and expansion of the two treatment plants; rehabilitation of older in-place sewers; building new interceptors and relief sewers and providing capacity for high volume storage in approximately 32 km of deep, large diameter rock tunnels; reducing combined sewer overflow; and disposal/utilization of the solids that remain after the treatment process. The construction phase of the Program accounts for $1,105,900,000 within 335 separate construction contracts, 211 let to date, and covers a span of 15 years, starting in 1979 and running through 1994. Conveyance System construction cost is estimated to be $650,000,000 or about 60 percent of the total. Through December 1986, in terms of dollars, the total construction program is about 38 percent complete with Conveyance at 34 percent complete.

The results of using a simple analytical solution and a relatively complex numerical model to estimate ground-water inflow to an open pit mine are compared. The analytical solution assumes lateral, radial flow to a fully penetrating pit in an idealized confined aquifer, whereas the numerical model simulates fully three-dimensional flow to a partially penetrating pit from a water table aquifer. The latter is obviously a more realistic simulation of the problem, but the former method is significantly easier to use, Comparison of the results obtained with the two methods for some typical hydrogeologic conditions encountered in mining yields ratios between them in the range of 0.15 to 0.60. These values can be used as a coefficient in the Pit Flow analytical solution to produce reasonable estimates of in-flow even when there are significant differences from the idealized conditions implicit in its application.

This paper will discuss the Final Tunnel Linings which were placed in 6700m of a 2.32m inside diameter precast concrete lined interceptor sewer tunnel in Staten Island, New York. Two methods were employed to install the final tunnel linings. One method involved forming and placing a polypropylene fiber reinforced concrete cunnette invert, followed by an arch pour. The second method involved the jacking of reinforced concrete pipe into the tunnel, followed by a low density cellular concrete backfill grout. These two methods will be described and compared.

The metallurgical performance of column flotation is determined by the concentrate grade and recovery. Although the former can be continuously measured using an on-stream analyzer, the latter must be estimated by a material balance calculation based on seldom verified steady-state assumptions. Consequently, the automatic control and optimization of flotation columns should be performed using secondary variables having a strong influence on the metallurgical performance, such as froth depth, gas hold-up or bubble surface area flux and bias. The aim of this paper is to present a method to get froth depth and bias measurements using virtual sensors. Fractional factorial experiment design for the neural network calibration of the bias sensor, pilot plant results, and eventual industrial applications – including the possibility of achieving effective real-time optimization from bias and froth depth measurements – will also be discussed.

This paper presents the results of a laboratory investigation aiming to verify the concept of co-mingling of waste rock with layers of compacted tailings. Overall, co-mingling is expected to delay the onset and reduce the magnitude of acid mine drainage (AMD) production in waste rock. To denionstrate the efficiency of the method proposed, five different column tests have been set-up. Columns were fed with deionized water at the top and drainage waters were collected and analyzed. Bacteria counts were done on the tailings and waste rock after the column tests. Permeability in saturated conditions and capillary parameters were measured for the tailings. The results obtained show that the co-mingling method would be effective in mitigating AMD by maintaining nearly water-saturated conditions in compacted tailings, thus reducing oxygen supply in waste rock by preventing thermal air convection and minimizing oxygen advection and diffusion.

The Surface Mining Control & Reclamation Act is a complex piece of legislation signed into law on August 3, 1977. It is the culmination of more than six years of debate by the Congress over the need for a national regulation of surface mining as opposed to the prior concept of regulation by each concerned state. It departs from the more normal type of law in that it includes very specific requirements, limitations and performance standards. In its procedural aspects, it is somewhat similar to the Clean Air Act and the Water Pollution Control Act in that it places primary responsibility at the state level, provided the state meets minimum national requirements. At the time of writing this paper, in late December 1978, the Interim Regulatory Program has been in effect for seven months. The proposed regulations for the Permanent Program, the draft Environmental Impact Statement, and the draft Regulatory (Economic) Analysis ware available for eight weeks before the close of the comment period on November 27. We are now awaiting issuance of the final versions of these documents. The states in which coal is mined, for the most part, have made sere revision to their state laws and are in the process of revising their regulations, or have just completed the revision, to comply with the Initial Regulatory Procedures. They are now faced with another new major effort to analyze and plan for compliance with the Permanent Regulatory Program, which is expected to be promulgated by the Office of Surface Mining of the Department of Interior by the time this paper is presented.

Gold, like no other metal, has a fascinating and special place in the world. It is used in a range of every day applications essential to modern life. Gold has long been considered the most precious metal in the world. Gold is used mainly for making jewellery as well as for dentistry, adornments on building and artistic expression. For thousands of years it has been used as an ornament of kings, a currency and standard for global currencies, and more recently, in a wide range of electronic devices and medical applications. Gold?s many unique properties have secured in a central role in history and human development. Today, more often than not, gold is extracted from ores. It occurs in vein and alluvial deposits and is often separated from rocks and other minerals by mining and processing operations. Some of these processes cause environmental concern (cyanidation, amalgamation, roasting). Besides primary gold ore resources, a series of secondary resources can be taken into account and processed for gold and silver recovery. There are two main types of waste produced. The first type is process waste, which includes tailing consisting of processing residues and waste rock. The other type is refuse from other different processes and recyclable materials. Among other secondary resources and/or by-products containing precious metals, which have been studied some processes and technologies with low ecological impact are presented in this paper. Heaps and tailing ponds resulted from gold-bearing ore exploitation and processing, refractory gold-bearing pyrite concentrates, slag resulted from electrolytic slime melting, gold-bearing chlorous slime are taken into account. In order to establish environmental friendly technologies for precious metals recovery from these secondary resources, laboratory experiments have been carried out on a pilot scale and in some cases on semi-industrial scale by applying specific technological processes, namely hydro-gravitational concentration, bio-oxidation, non-ionizing electromagnetic radiation (microwaves), solubilization without utilizing cyanide and gold recovery by ion-exchange resin. This paper presents the research results, technological principles as well as the possibilities of applying combined processes in order to treat different secondary gold-bearing resources.

Many minerals float best with fatty acids in the intermediate pH range. For example, fluorite, a semi soluble salt mineral, exhibits a maximum contact angle and a maximum flotation recovery in the pH range of 6-8 after conditioning in a palmitate solution (fig. 1). The maximum in flotation coincides roughly, as many researchers have observed, with the boundary of bulk precipitation of the fatty acid. According to fig. Z this boundary is in the above case of 5xl0-7 M palmitate approximately at pH 6.3. For assessing the phenomena occurring at the bulk precipitation boundary of fatty acids, the surface tensions of carboxylate solutions have been measured under various conditions. Fig. 3 shows the surface tension development of palmitate and myristate solutions of increasing concentration at pH 12. Also shown are the bulk precipitation edges (BPE) of the respective solid species that is stable under these conditions, that is the potassium acid soap, HKAZ. Both curves display a similar behavior. As the concentration of carboxylat,e increases, the surface tension decreases, until a minimum is reached at which the curves level off. The decrease of surface tension with increasing carboxylate concentration is generally taken to indicate the surface excess of the carboxylate ion. The point where the curve suddenly levels off has not yet been explained. While it is well known that the onset of micellization (CMC) may cause such an inflexion of the surface tension curve, this cannot be the case here because the position of this point depends, as shown in fig. 4 for palmitate, on pH (the CMC is generally independent of pH). We believe that this point indicates the precipitation of a colloidal acid soap (colloidal precipitation edge, CPE) before the bulk precipitation of this species sets in (BPE).
