When selecting a solution for improving resiliency at facilities, such as airports, utility and transit sites, there are many options to protect structures and equipment against potential flooding. Each case involves an evaluation of the several key factors such as: design flood parameters, the geography and geological conditions below the site, the facility, and the layout of buildings and equipment to be protected. Upon reviewing these conditions and conducting a cost analysis of various options, the most suitable approach to protecting a facility can be determined. This paper will compare the conditions at various New York City sites, and give detail to the solutions utilized at these sites to improve resiliency and protect each facility. Flood wall types varied as did the strategies for raising critical equipment, to meet the Federal Emergency Management Agency (FEMA) and American Society of Civil Engineers (ASCE) 7 guidelines. Due to granular soil conditions, some sites may experience soil seepage below the flood wall resulting in the need for underground cut off systems. The authors will also present detail regarding the solutions used to control seepage. Various cut off systems will be discussed such as grouting and sheeting, explaining the factors that may impact the choice of systems. Another consideration in flood resiliency is the potential for a buoyancy condition on basement slabs when localized flood barriers are employed on first floor doors and windows. The authors will discuss the potential impacts of this condition on facilities and methods to mitigate this issue. 1. INTRODUCTION New York City is an urban coastal Metropolis with varied geology and low land areas. This includes but is not limited to sandy soils at Coney Island and the John F. Kennedy Airport. Soft marshes are found near Flushing Queens and LaGuardia Airport. Heavy rains and coastal storms caused disruption to daily life and heavily affected the economy of this vibrant City. For instance, in lower Manhattan business was interrupted in the Financial District. Power outage was widespread; commuter trains and subways were stopped and put out of service. Additionally, numerous residential homes were damaged in Coastal Neighborhoods such as the Far Rockaways and Staten Island. 1.1. Superstorm Sandy Flood Statistics On October 29, 2012 Superstorm Sandy impacted numerous facilities in the New York City Metro area. The resulting damage cost New York City more than $42 billion in repair costs. $33 billion was allocated to repair housing and infrastructure, and $9 billion was allocated to protect transit systems1. One of the major issues that impacted the city in terms of its preparedness was the high flood surge. The surge surpassed the former base flood elevation and reached as high as 13.88 feet (above mean lower low water - MLLW) in Battery Park at 9:24pm that evening. Tottenville, Staten Island experienced more damage where the water was recorded at +16 (North America Vertical Datum of 1988 - NAVD88), which is equivalent to 18.7 feet above MLLW (see Fig. 1). Not only was the surge at record levels, the waves in New York Harbor were also at record level where some buoy stations recorded waves of up to 32.5 feet. The City released “A Stronger, More Resilient New York” in June 2013, a plan laid out to rebuild communities impacted by Sandy and improve the resiliency of the infrastructure and buildings in New York City. Figures below help to illustrate the extent of the inundation relative to the projects being discussed.

Keywords: co-generation, furnace CO-gas cleaning, disintegrator scrubber, Theisen In a closed, electric, reduction furnace, no oxygen enters the furnace from the surrounding environment. The off-gases are thus not ?burnt? and therefore contain a considerable amount of CO and H2. Traditionally these gases have been captured and burnt in a flare stack. Recent developments have led operators of such furnaces to revise this strategy and to consider utilising these gases as a fuel for gas-fired generator sets to produce electricity, thus becoming more energy efficient. On 31 March 2010 the new emission standards, in accordance with the Air Quality Act, Act 39 of 2004, were promulgated. The minimum emission standards according to the act require that the particulate matter emissions from the primary fume-capture systems on closed furnaces for ?new plants? in ferroalloy and calcium carbide production not exceed 50 mg/Nm³ and 25 mg/Nm³, respectively. By implementing co-generation, the producer automatically complies with the new environmental emission standards for an off-gas. As much as 30% of the electrical power cost, which is set to double in the near future, can be saved by partly generating one?s own electrical power. In December 2010, the National Treasury published a discussion paper for public comment, one entitled ?Reducing greenhouse gas emissions: The carbon tax option?. Irrespective of how the tax is finally implemented, it will result in an increase of production costs in affected industries. This paper focuses on the characteristics of a furnace-off-gas cleaning system for closed ferroalloy smelters, characteristics that meet the requirements of both reducing solid-matter emissions and operating a safe and reliable gas plant.

"The successful introduction of new high intensity stirred milling technologies (e.g. IsaMill, SMDetritor) to the mining industry in recent years prompted Noranda-Falconbridge to initiate a study comparing these technologies to the conventional technologies of ball milling and existing vertical stirred mills (e.g. VertiMill). The study was unique in that it utilized the same material (Brunswick Mine zinc cleaner regrind mill feed), the same sizing instrument (a Malvern laser difractometer) and sampling protocol, and media size and type (for the high intensity stirred mills). The paper compares the net energy efficiency (kWh/t) of the various technologies, their power intensity (kW/m3) and product size distribution spread (P80/P20). A key finding is that media size is critical to achieving optimal performance. As part of the performance comparison, an analysis of the four methods of power measurement was made (Prony brake, shaft torque, grinding chamber reaction torque, “no-load” correction) and followed-up with an experimental test procedure using three of these methods. The findings include divergent results for power measurements and some explanations based on the observations are proposed. The direct shaft torque and Prony brake calibration methods are shown to be the methods most suitable for stirred mills.INTRODUCTIONThe motivation for the investigation reported here was the lack of a suitable comparison within the available literature of relative grinding efficiency for the emerging crop of new industrial fine grinding technologies. Such comparisons are potentially fraught with inconsistency, from ore samples and grinding media used, to testing methodology, to size measurement techniques, to the power measurements themselves. The collaboration of the industrial suppliers (at the time MIM Technologies and Svedala, now Xstrada Technologies and Metso Minerals) and McGill University (P. Radsiszewski) were sought in order to ensure as valid a comparison as possible. The work was performed between October 2000 and November 2002, led by the mineral processing group at the Noranda Technology Centre (NTC) in Pointe-Claire, Quebec. The paper is presented in two sections; Part A considers the different power measurement methods and a comparison of the results for the SMDetritor (SMD) technology, while Part B reviews the grinding performance of the 5 technologies investigated using the selected performance criteria."

This paper describes a type of ammonium nitrate (AN) produced in a patented experimental atomization/aerodynamic process. This AN exhibits outstanding properties for use as a main ingredient to a new family of AN-based commercial explosives. Micro-particle ammonium nitrate (MP-AN) is produced by atomizing either an 83% or 85% AN solution which has been doped with a two component surfactant NSol 1000 (NSol). NSol imparts some water-resistance as well as provides a means of increasing density and bulk strength. Increased detonation velocities, well in the range of emulsion explosives, can be achieved. The maximum manufacturing temperature is less than 100°C. The methodology has the potential of being environmentally friendly since any effluent can be recycled back into a make-up tank to be re-used by the closed loop method. The process has a small footprint.

"Accurate on-line assays of mineral slurries are the basis for effective operation of flotation circuits. Typically the elemental content measurements are obtained by an X-ray fluorescence (XRF) analyzer, which samples the process lines and performs the analysis concurrently line-by-line. For a more frequent measurement of each slurry line the XRF measurements can be complemented with reflectance spectrum information. In reflectance spectroscopy the absorbance properties of the slurry in the visible and near-infrared wavelength range are analyzed. The advantage of reflectance spectroscopy is that measurements can be obtained quickly and simultaneously from several slurry lines. However, since the shape of the spectrum is only indirectly affected by the slurry elemental contents, frequent calibration of the measurement against the XRF analyzer is necessary. This study elaborates the combination of reflectance spectrum analysis with XRF. Results of laboratory tests for different slurries are presented and the operation of the system in a copper-zinc flotation plant is demonstrated.IntroductionElemental analysis of mineral flotation slurries is the most important factor in evaluating the performance of concentration processes. Timely on-line assays are also used as the basis for controlling the circuits and ensuring that the grade and recovery targets are reached. X-ray fluorescence (XRF) is the dominant technology in on-line elemental slurry analysis, and typically centralized XRF analyzers are used. The advantage of a centralized analyzer is that one measurement probe can be used to acquire the data from several slurry lines. This reduces the overall operating cost of the system when compared to distributed analyzer system design with several measurement probes requiring maintenance and spare parts. Slurry samplers are installed in the interesting process flows and representative sample flows are brought to the analyzer, where the slurry is further sampled and measured consecutively by the XRF analyzer. Due to the centralized structure of the analyzers and consecutively measurement of the sampling lines the sampling interval per slurry line can be relatively long. In larger concentration plants with several sampling lines a typical assay interval is in the range of 10-20 minutes."

Mine seals are used extensively in underground coal mines to segregate mined-out areas and to isolate fire zones or underground areas that are susceptible to spontaneous combustion. Over the years, 30,000 mine seals have been erected in underground coal mines in the United States. Mine seals, along with rock dusting and ventilation, represent the fundamental means of preventing underground coal mine explosions. In this study the National Institute for Occupational Safety and Health (NIOSH) used ground penetrating radar (GPR) technology to determine if each of three test mine seals were uniformly constructed. Three mine seals representing different construction methods and materials (cast-in-place foamed cement; solid block, polyurethane foam and gravel; and wire mesh, rebar and gunite) were erected at the NIOSH Lake Lynn Laboratory’s underground mine as part of an on-going research program. The seals were imaged using GPR with 400-, 500-, 900-, and 1,000-MHz antennas. We found that variations in uniformity existed in the material for the cast-in-place foamed cement seal. Variations in uniformity also existed in the seal made from solid block, polyurethane foam and gravel. The post-processed radar records correlated closely with recovered core samples (areas of gravel and polyurethane foam, and areas containing only polyurethane foam). Finally, the radar records of the seal made of wire mesh, rebar and gunite showed the various components. The results of this work suggest that GPR could be used as a tool to evaluate mine seal characteristics and construction uniformity.

During investigations of the treatment methods for ore from the Bird-in-Hand gold mine carried out at Kalgoorlie and at these laboratories, it was found that excess alkali caused a lowering of extraction by cyanide, the cause of this being attrIbuted to the presence of a small amount of oxidised lead compounds in the ore. The subject has been discussed by various writers,3 but no satisfactory explanation of existing facts has been put forward. Over 60,000 multiple anchors have been used internationally since their introduction in the early 1990s, including 1000 in the United States. The multiple anchor system comprises a "multiple" of "unit" anchors installed within a single borehole - each unit anchor being staggered within the borehole length to mobilize its own capacity independently of the other unit anchors. These systems offer higher capacity than conventional anchors with identical bond lengths due to superior load transfer efficiency. The use of higher capacity anchors may allow reduction in the number of anchors required on a project, which results in time and cost benefits to the anchor installer, contractor, and the owner. Fully removable temporary multiple anchors are available, and have been used with consistent success. Three case histories are discussed highlighting the use of these systems

"Taseko Mines Limited recommenced operation of the Gibraltar copper-molybdenum mine in 2004 and embarked on series of development projects to modernize the mine and increase throughput capacity. The Gibraltar Development Plan 3 (GDP3) project included a second stand-alone copper-molybdenum concentrator, a stand-alone molybdenum separation plant and associated services. Ausenco was contracted to commence the detailed design in 2Q2011, commissioning commenced in 4Q2012 and first ore was processed in 1Q2013. This paper discusses the design, implementation and commissioning of the GDP3 Concentrator.INTRODUCTION The Gibraltar Mine (Gibraltar) property is located in the Cariboo Region of south central British Columbia, approximately 360 kilometers northeast of Vancouver. The site is accessed via an 18 kilometer paved road from the town of McLeese Lake, which is located on the province’s main north-south highway between the cities of Williams Lake and Quesnel. Gibraltar was originally developed by Placer Development and commenced production in 1972. Gibraltar was acquired, while on care and maintenance, by Taseko Mines Limited (Taseko) in 1999 during a period of unusually low metal prices. Taseko recommenced operations at Gibraltar in 2004, and embarked on series of development projects to modernize the mine and increase throughput capacity. The 1972 Gibraltar process flowsheet incorporated two-stage crushing followed by rod and ball milling and flotation. In 2008 Gibraltar completed their first development stage that included the installation of a SAG mill, converting the existing rod mills to ball mills and adding additional flotation capacity. Gibraltar continued development with the installation of an in-pit primary crusher, expansion of the bulk regrind circuit, expansion of the cleaner flotation circuit, replacement of the tailings pumping system and replacement of the concentrate filters and dryer."

The Bureau of Mines made a study of mines and prospects of the Benton Range RARE II area (No. 5056), Mono County, California in October and November 1980. The study area is west of Owens Valley and 30 mi (40 km) north of Bishop, California. The mineral deposits were evaluated by examination of mines, prospects, and mining claims by the Bureau of Mines. Geological, geochemical, and geophysical studies were conducted by the Geological Survey. The principal mineral commodities of the Benton Range RARE II area are gold and silver but tungsten deposits may also extend into the area. Properties with resources are listed in table 1; their locations are shown on figure 1.

"PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. The utilization of silica particles originated in rice husks as reinforcements of magnesium composites was discussed. By using the solid state reaction of rice husk silica particles with magnesium powder, P/M magnesium based composites dispersed with the magnesium silicide (Mg2Si) and magnesium oxide (MgO) were fabricated. High-purity silica particles were originated from rice husks, one of the major agricultural wastes, via the citric acid leaching treatment and combustion in air. The effects of the silica particle characteristics such as size, crystalline and porous structures, on the reactivity of silica and magnesium to synthesize Mg2Si intermetallic were discussed. Amorphous silica was more useful for this reaction than crystalline one. The reactivity of rice husk silica was superior to that of the conventional mineral silica particles because of not only its amorphous structure but the larger specific surface area due to their pore structures. In the case of the green compact of the mixture of the rice husk silica and Mg powder, the silica particle size was not effective on the reactivity because the coarse particles were fractured into fine ones by cold compaction. The distribution of Mg2Si intermetallics of magnesium powder composites consolidated by SPS process was investigated by XRD and SEM-EDS analysis. Their mechanical and physical properties were also evaluated in detail.

Keywords: Pyrometallurgy, top submerged lance (TSL), nickel, PGM, calcium ferrite, lime ferrite The ISASMELT? top submerged lance (TSL) bath smelting process was developed in Mount Isa, Australia by Mount Isa Mines Limited (now a subsidiary of Xstrata plc) during the 1980s. By the end of 2011, the total installed capacity of the ISASMELT? technology will exceed 9 000 000 metric tons per year of feed materials in copper and lead smelters around the world. Commercial plants, operating in Belgium and Germany, are also batch converting copper materials in ISASMELT? furnaces. This TSL technology is equally effective for continuous converting processes, whereupon it is called ISACONVERT?. This paper presents the recently patented ISACONVERT? process for the continuous converting of nickel and Platinum Group Metal (PGM) containing mattes using the calcium ferrite slag system. The paper focuses on the potential application of the ISACONVERT? technology to existing nickel and PGM smelting complexes.

O objetivo principal deste trabalho foi incorporar o resíduo de mármore no desenvolvimento de formulações de massas cerâmicas para obtenção de grês porcelanato. Foram preparadas quatro formulações da massa cerâmica variando-se as proporções de caulim, talco, feldspato, argila de queima clara e do resíduo de mármore nas misturas. Essas matérias-primas foram peneiradas na malha 200 mesh e as porcentagens para cada formulação foi misturada em moinho de bolas por 30 min. Os corpos de prova foram preparados em uma prensa uniaxial com pressão de 25 MPa e sinterizados em forno convencional nas temperaturas de 800°C, 900°C e 1.000°C, com patamar de 60 minutos e taxa de aquecimento de 10°C por minuto, verificando as propriedades das peças. Para obtenção de resultados foram realizados ensaios de absorção de água, retração linear nas peças sinterizadas, massa específica aparente e porosidade aparente, com o propósito de avaliar a variação de retração linear em determinada temperatura de acordo com a porcentagem de absorção de água. Foram realizados também os ensaios de flexão e microscopia eletrônica de varredura - (MEV). As composições estudadas apresentaram resultados satisfatórios dentro dos valores aceitáveis para o devido uso na indústria cerâmica.

The immediate roof at the test site consisted of laminated clay shale that is likely to be susceptible to weathering. With seasonal dry-wet cycles in the mine ventilation air, the roof in the intake air would deteriorate and lose integrity over time. In many instances, the weathering-prone roof would gradually scale off piece by piece between bolts and over the entry corners. In some long-term entries, roof weathering could develop up to 2-3 ft deep with columns of bolted roof hanging under the upper intact roof. If wire mesh is used, the roof bags down and reduces the entry height, and the weight of the bagged roof tends to pull the bolts out and poses a safety hazard. An effective measure is always sought to support this type of weak roof that is sensitive to moisture degradation. One solution is to seal the roof shortly after entry development to prevent moisture penetration so that roof integrity can be maintained for the long term. In this application, a polymer-based sealing material was tested in the Rockspring mine for weathering protection and reinforcement. The material is a one-component polymer powder for spray application onto the roof and rib. The sealant material is mixed with water in the spraying nozzle to apply to the roof and rib as a paste. The product sets within 5-10 minutes and forms a membrane as thin as about 1/8-in. The membrane will quickly develop tensile and bonding strength within minutes and completely cure within a few days. Through sealing, bonding and lateral reinforcement, the integrity of the weak roof can be maintained. The material has been tried in a long-term evaluation over several months in a set of main entries in the Rockspring mine owned and operated by Rockspring Development, Inc., affiliate of Foundation Coal. Preliminary evaluation has shown that the material is an effective and economical solution to ensuring the long-term stability of weathering-prone roof.

Highwall stability is a major consideration in optimising opencast mine geometry. It involves assessing the risk of those slope failures that are large enough to have significant cost, safety and/or operational implications. These risks are then balanced against the value of the resource to arrive at an acceptable slope design. Load-deformation models (commonly referred to as ænumericalÆ models) of slopes provide a powerful tool in this decision-making process since they can be verified well before slope failure occurs. This gives the slope designer increased confidence in reviewing designs during excavation, potentially allowing early revision of pit geometry to either increase or decrease safety margins as appropriate. However, these models are not always adopted as they depend heavily on an appropriate choice of constitutive model and material parameters.   A preliminary load-deformation model of a 170m highwall in Solid Energy North (SEN) OperationsÆ Awaroa 4 opencast coal mine in the Rotowaro Coalfield has been prepared. This uses a strain-dependent constitutive model based on laboratory test results, strength parameters developed by SEN and excavation monitoring data. The laboratory testing has included triaxial compression tests on large-diameter fractured samples to characterise the stress-strain response of the closely-jointed soft rock masses that exist in many parts of the mine. Data from the monitoring of a 25m cut made during excavation of a haul road has been used to refine and verify the constitutive model. The resulting highwall model has predicted highwall crest movements corresponding to the excavation of each bench, for comparison with monitored values. Key model outputs are total horizontal movements of about 0.5m near the highwall crest and shear strains of 0.5-0.7% at the locations of potential bedding-parallel shear planes underlying the highwall. Most of the movement is expected to occur as creep rather than as an immediate response to excavation.

This paper describing the mining methods of the Inspiration Consolidated Copper Co. is one of a series being prepared by the Bureau of Mines on mining methods and costs in various mining districts of the United States. The story of mining at Inspiration is of particular interest because, after 127,812,000 tons of low-grade copper ore were successfully mined, the mining method was changed from block caving to open-pit. As the open pit became deeper, many features of the former block-caving operation that were exposed elucidated concepts of the mechanics of caving that previously had been assumed but not observed. The conversion to open-pit mining was accomplished by unique combinations of equipment and the introduction of ingenious engineering and operating practices that have extended the expected life of the mine for many years.

"Une recherche debutee en 1987 tente de cerner divers éléments ayant un impact sur la productivite miniére, de facon à améliorer la planification des operations souterraines. II a été possible de recueillir jusqu'à trente variables dans sept opérations minières differentes du Nord-Ouest québécois. Cette présentation rend compte de quelques résultats préliminaires obtenus à l’une d'entre elle. Entre autres, elle montre comment une association entre une analyse de régression multiple et un logiciel d'optimisation (OPTIMUL) peut servir à une application particulière de la planification d'une opération minière du Québec. Plus spécifiquement, la présentation montre comment une quantité appropriée de ANFO et de TOVEX peut maximiser la quantilé de minerai cassé, minimiser les couts de sautage ou encore minimiser les coûts d'explosifs par tonne de roche cassée, en se basant sur une série de contraintes réalistes provenant de la mine.ABSTRACTA study, underway since 1987, tries to evaluate factors affecting mines' productivity. Information has been collected from seven underground mines in Quebec and this paper shows preliminary results from one. In particular, it shows how a combination of multiple regression analysis, mathematical programming and a set of realistic mine constraints can be used for a particular application of mine planning. More specifically, the paper shows a parallel between maximizing production of tons of broken are, minimizing explosives costs or minimizing the costs of explosives per ton of broken are by an appropriate selection of ANFO and TOVEX quantity of explosives. The proposed Caldecott fourth bore will consist of a two lane highway tunnel along California State Route 24 near the City of Oakland. The proposed design and construction sequence for the 15-m-diameter tunnel are based on the New Austrian Tunneling Method (NATM). The initial support system incorporates combinations of shotcrete, rock dowels, lattice girders, spiles, and grouted steel pipe canopies. The final lining is cast-in-place reinforced concrete. A waterproofing membrane and drainage system are placed between the initial and final linings. State Route 24 is a lifeline route, required to be open to emergency vehicles within 72 hours after a major earthquake, defined as having a return period of 1,500 years and a peak ground acceleration of 1.2 g. Although the seismic design criteria are stringent, the design of the tunnel lining system is ultimately controlled by static ground loads in the weak rock along the alignment.
