The authors of this paper have a combined construction experience of 70 years. They have served as engineers and managers on projects throughout the United States and Canada. Approximately 50 shafts have been sunk under their direct and daily participation. Several shafts have been selected from each of their experiences and have been briefly summarized here. SHALLOW SHAFT SINKING Sinking shallow shafts in highly urbanized areas adds an additional set of problems to those encountered in normal sinking operations. During the time between July, 1975 and early 1981, a series of shafts were sunk for The Washington Metropolitan Transit Authority. All of these were located along the "A" line, starting soon after the route departed from its path along Connecticut Avenue, proceeding to Wisconsin Avenue and then along Wisconsin Avenue to the city line at Western Avenue. (See WMATA System Map, Figure 1) The first three shafts were subcontracted from Morrison-Knudsen & Associates, Contract A9a, in July, 1975. In many parts of the world, rockbursts have become a major problem of mining at depth. As orebodies are being mined deeper, rockburst phenomena have become familiar to deep hard rock mines. Rockbursts are generally characterised by sudden release of energy in a volume of highly stressed rock, which can cause local violent failure of the rock mass around the opening. One method of controlling these failures is to precondition the rock mass by detonating fully confined explosive charges at the appropriate locations. This method known as destress blasting, was first tried in the deep South African gold mines (Roux et al., 1957), and was widely used later in Canada, United States, France, Poland and Japan.

The Surface Mining Control and Reclamation Act (SMCRA, or the Act) was enacted on August 3, 1977. The Act was written, in part, to put an end to uneven environmental standards and to establish minimum national standards. Certainly, one of the motivating factors for passage of the Act was the success of the Federal Coal Mining Health and Safety Act of 1969 in reducing deaths and injuries in the coal industry nationwide. Section 516 (b) (1) of the Act requires *that subsidence be prevented from causing material damage to the extent technologically and economically feasible except in those instances where the mining technology requires planned subsidence in a predictable and controlled manner. Section 516 (c) of the Act authorizes the regulatory authority to suspend underground mining if there is imminent danger to inhabitants of urbanized areas, cities, towns, and communities. On December 13, 1977, the interim program, which applies a portion of the performance standards of the Act, was promulgated. Then on September 18, 1978, the proposed permanent program was published for public comment. Finally, on March 13, 1979, the final permanent program was promulgated and the States were given a period of time to submit their programs for approval.

ntroduction As the gold mining industry continues to develop in the Dominican Republic and Haiti, more deposits will undoubtedly be discovered that will be amenable to development. The Pueblo Viejo gold mine is currently in operation in the Dominican Republic. It has become an important component of that country's economy. Pueblo Viejo output is important to the government as a foreign currency earner. It is also said to be among the world's more successful gold mines. But, while Pueblo Viejo is successful, no other major gold discoveries have been made in recent years. Therefore, alluvial deposits of gold have caught the attention of geologists on the Island of Hispaniola. In the past four years, exploration and investigation of alluvial deposits have been initiated in both the Dominican Republic and Haiti. This type of activity is expected to continue over the next few years. Alluvial gold mining is rudimentary gold washing, done mostly by farmers. It is an old tradition, dating back at least 100 years, and is done by small, independent, or community farming villages in the mountains and plains of the Dominican Republic. Investigations in the DR Recently, alluvial gold investigations have been undertaken in well known locations of the Dominican Republic. One is in the Villa Altagracia area. Here, the terraces and gravels of the Haina River basin were examined, test-pitted, and assayed by Minera Altagracia, a local Dominican mining group. Results led to a new investigation by the state-owned Rosario Dominicana (RD), the company that mines the gold at Pueblo Viejo. Rosario tested areas previously investigated by Minera Altagracia. RD could not define the type of concentration that could justify an industrial-scale type of exploitation. The Haina River placers are located in the flats and valleys of Central Dominican Republic. They are classified as small-scale type of operations where local cooperatives can do the traditional gold washing. It is not now considered a dredgable project for a mining company. The next alluvial gold investigation was undertaken by the Dominican Department of Mines and others in an area of some 700 km2 (270 sq miles) in the northeast near Miches. Farmers have been washing gold in streams and excavating pits in various areas, particularly La Mina and have made a living. Government geologists panned several hundred streams and river tributaries. They also washed material from deep excavations. The results, however, were negative insofar as locating alluvial gold concentrations suitable for large-scale or industrial-scale exploitation. The most favorable locations were the terraces along the Jayán and Cuarón Rivers in the area of Miches. But the grade od concentration is poor. Actually, only traces of gold were found in these

Past successes of low impact mineral exploration and rehabilitation of mined areas in developed land of subdued contour provide little guidance for similar activity in more sensitive high country or mountain environments. Land management agencies and environmental pressure groups have expressed considerable concern about mineral development in these areas by land especially where the land involved has high environmental or productive values. Mineral explorers are responding with detailed proposals for integration of environmental assessment and mineral exploration at an early stage. A model programme for Fiordland National Park presented in this paper illustrates this approach.

The Barrick Zaldivar mine is an openpit, heap-leach copper mine in Region II of northern Chile at an elevation of 3,300 m (10,826 ft), approximately 1,400 km (870 miles) north of Santiago and 175 km (109 miles) southeast of the port city of Antofagasta. In 2006, Zaldívar produced 307 million lbs of copper, with reserves estimated at 5.7 billion lbs. The mine uses conventional methods of openpit mining: Pure cathode copper is produced by three stages of crushing and stacking the ore, followed by heap leaching and bacterial activity to extract copper from the ore into solution. A solvent extraction and electrowinning process then removes the copper from solution and produces the cathode copper. A flotation plant also recovers copper contained in the fine fraction of the crushed ore. In 2006, an existing A-frame structure that covered copper ore from the mine?s secondary crushing operation was damaged beyond repair. The material delivery configuration of this original structure had the conveyor carrying incoming ore directly over the low roof to drop ore into the building at its peak, and ore trickling from the sides of the conveyor had accumulated on the roof, overloading it. A better solution had to be found, and fast: First, the Chilean Commission does not permit uncovered piles of this type since the extremely fine material leads to serious pollution problems. Second, Barrick Zaldivar is very concerned about worker safety, and the amount of dust created by the uncovered pile was not acceptable. When a collapse in its services shaft caused rapid gas build up and its premature closure in. 1951, the Blackwater Mine at Wiauta was in full production with significant ore reserves yet to be mined. A total of nearly 23 tonnes of gold was produced from the mine during its 44 year life. It was New ZealandÆs deepest underground mine, producing gold from an extensive sub-vertical mineralised quartz reef that averaged 0.6 m in width. Mining was by stoping between adits and short shafts, latterly with the main mine access through the 840 m deep Prohibition shaft. Macraes Mining Company Ltd are presently investigating the possibility of reopening the mine. This paper outlines a preliminary assessment of the main geotechnical factors for achieving the reopening, using recent exploration and old mine information. The greywacke host rock mass in the vicinity of the quartz reef has been evaluated using both these sources, and the paper discusses how the geological structure, intact and rock mass strengths, the rock mass defects, in situ stresses, and groundwater inflows may effect the reopening and support of the prohibition shaft, the excavation methods and support for a new supplementary shaft, and the likely excavation and support requirements for working adits and stopes in the rejuvenated mine.

It is self-evident that economic pressure demands that today?s mines stay ahead and stay competitive. The challenge, however, isto find fresh approaches to the pursuit of efficiency and operational effectiveness. Rather than focusing on individual activities in isolation, a process that can lead to poor investment decisions affecting other critical areas of operation, a key concept is optimization of the whole value-adding process of mining. This concept is often called ?mine to mill?. Whereas it is never easy to establish optimal conditions across a whole mining operation, the quality and consistency of the blasted rock strongly affects all operations. In many instances an inability to control rock breaking has been unchallenged, leading to significant investment in time and money to manage the consequences of poor and/or inconsistent rock breaking. This paper discusses how electronic initiation systems can play a major role in optimizing the whole mining operation. Electronically programmed detonators provide not only the ability to tightly control a key parameter, namely timing, but also the opportunity to extract blast data for a continuous improvement process. The ability to alter predictably, using feedback from the downstream processes, blasting variables such as fragmentation, throw, wall stability, and vibration, is a huge advantage. The current understanding of the effect of timing, accuracy, and scatter on rock fragmentation is reviewed and offers reasons why there is significant progress in controlling blast results. Two case studies are examined, which demonstrate the benefits of the technology on the economics of the operations under review.

Nickel laterite deposits are typically formed from tropically weathered mafic-ultramafic complexes. The resulting nickel concentration is found within soil horizons and is mineable with regular dozer units. At the time of mining, digging elevations are needed at selective mining units (SMUs). Moreover, for mine planning, the costs due to dilution and lost ore require mining elevations to be specified. A conditional simulation approach is used to calculate ?optimum? SMU mining elevations. Multiple realizations of the ore base surface are simulated. For a single bottom surface realization, dilution and lost ore costs are calculated over the entire vertical extent of each SMU. The optimum mining elevation is the elevation where the lowest summed cost of ?accepting dilution? and ?wasting ore? occurs. The reported SMU dilution is the cost of mining the volume of waste located below the bottom surface and above the optimum mining elevation and the reported SMU lost ore is the cost of not mining the volume of ore above the bottom surface and below the optimum mining elevation. For all ore bottom surface realizations, optimum SMU mining elevations and their associated dilution and lost ore costs are calculated and compiled to represent production uncertainty.

Extensive deposits of brown coal exist in the Gippsland Basin, primarily in the Latrobe Valley. The total quantities of economically winnable coal in this region of Victoria and in other smaller fields are large enough to adequately assure Victoria's future electricity needs and to also provide large quantities for alternative applications, including liquefaction. As a result of the recent conflict in the Middle East attention has again been focussed on the production of synthetic fuels from coal. There have been many investigations over the years into the production of oil from Victorian brown coal. The purpose of this paper is to summarise the scope, objectives and major findings of these studies, with the emphasis on the direct hydrogenation route for converting brown coal to oil. The principal alternative processes are carboniastion and hydrotreatment of the product tar, or gasification and Fischer Tropsch synthesis of liquids from the product gas. The attractions of Victorian brown coal which have encouraged these studies include: ò the vast reserves of Victorian brown coal and the favourable conditions for low cost mining, ò the high quality of the coal (low ash, sulphur and nitrogen contents), ò the high reactivity of the coal giving high yields of product in hydrogenation to liquid fuels, ò the extensive data base available on the resource and its characteristics, and ò the availability of a skilled workforce and extensive infrastructure in the Latrobe Region to support a major resource development project. These advantages have been partially offset by: ò the high moisture content of the brown coal and the cost of drying, and ò the priority previously given to electricity generation in the allocation of the brown coal resource.

Native asphalt was produced by three companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by one firm, R. L. White Co., Uvalde County, TX. Gilsonite, a solidified hydrocarbon found only in Colorado and Utah, was mined by two firms, American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), and Ziegler Chemical and Mineral Corp. Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) closed its mining operation during the year.

A recently developed technique for use in collieries is described in which samples of gas of relatively high vitiation value are obtained from points deep within a developing goaf by means of pipes. This technique prevents dilution of small quantities of carbon monoxide by large quantities of fresh ventilation air and eliminates interference from shotfiring gases. By using the technique it should be possible to assign a characteristic ratio of carbon monoxide to oxygen consumed to any district and to predict the onset of heatings.INTRODUCTIONGas analysis has played a vital role in detecting heatings in collieries all over the world. By analysing return air from a district and by calculating the percentage ratio of volume of carbon monoxide found to oxygen consumed (known simply as the "carbon monoxide ratio") it has been found possible, in many cases, to assign a characteristic ratio to a district under consideration. This characteristic ratio serves as an index of the spontan~ous combustion tendency of a goaf area. Any definite and consistent increase in the ratioabove the normal figure· indicates that a heating is developing and hence adequate preparations may be made to deal with the trouble.This ratio technique was developed by Graham (1920-21) who found (Table 1) that the temperature of oxidizing coal was directly related to the ratio obtained from analyses of the effluent gas.Until recently, most attempts to employ a similar technique in collieries working the Greta Seam (N.S.W.) were not successful. A new method for the design of longwall pillars, called "Analysis of Longwall Pillar Stability" (ALPS), is described. The method is the final result of a research program that included two major field studies, extensive reanalysis of data from other in situ measurements, and detailed evaluations of available pillar design methods. The key problem addressed by ALPS is estimation of the abutment loads applied to longwall pillars. Based on underground stress measurements made in mines in three states, equations for predicting the magnitude, distribution, and time-of-arrival of abutment loads are proposed. Stress measurements are also used to evaluate empirical pillar strength formulas for use in longwall pillar design. ALPS has been verified by application to case histories from several mining areas, and examples taken from the Pittsburgh and the Blue Creek seams are presented. Step-by-step guidelines for using this design method are also given.

These proceedings consist of papers presented at two Bureau of Mines Technology Transfer Seminars for the purpose of disseminating recent advances in mining technology related to coal mine fire and explosion prevention. Primary, although not exclusive, emphasis is placed on underground coal mining. The papers address research accomplishments ranging from methods for detecting mine fires to remote sealing systems for extinguishing coal mine fires. Each paper represents the current state-of-the-art in the respective research categories. Presentations include research occurring from both Bureau in-house and contract efforts.

Scope for Thermal Recovery in Shell's Heavy Oil Fields in Venezuela The main heavy oil reservoirs on the East coast of Lake Maracaibo (Fig. I), known as "Bolivar Coast", initially contained some 20 billion bbl of oil in place with gravities in the range of 10 to 15° API. The current total production rate is about 400,000 B/D. Since the recovery to date is on an average only 12.5 percent of the initial oil in place, these fields offer a vast potential for secondary recovery methods. The reservoirs are characterized by moderate depth (generally 1,000 to 3,000 ft; maximum 5,000 ft), good formation properties such as net oil sand thickness (50 to 300 ft), high porosity (30 to 40 percent) permeability (1 to 3 darcies) and oil saturation (initially about 80 percent) and high oil viscosity (100 to 10,000 cp in situ), all of which are favorable for the application of thermal recovery processes. Since 1957, steam drive, steam "soak" and underground combustion have been tested or are being tested in this area.1-3 This paper deals with a major steam drive test in the Tia Juana field. The test was commenced in Sept., 1961, on the basis of encouraging results of laboratory experiments and pilot field tests, which will be discussed briefly. Early Laboratory Investigation of the Steam Drive Process In 1956 a series of model experiments was carried out in the Koninklijke/Shell Laboratorium, Amster- dam, to investigate the displacement of heavy oil by steam.' The prototype studied was a horizontal, un-consolidated heavy oil reservoir, subjected to a linear steam drive. The model, representing a slab from this reservoir along the main flow direction, consisted of a steel tube filled with oil-saturated sand, provided with layers of rock at the top and bottom to simulate conductive heat losses to cap and base rock. Lateral heat losses, perpendicular to the main flow direction, were minimized by insulating the sides of the model. Heat flow and viscosity and gravity forces were scaled by taking the steam injection rate and sand permeability inversely proportional to the geometric reduction factor of the model, and using materials (oil, steam, cap rock, etc.) identical with those of the prototype. The main feature of the process was a frontal displacement mechanism that was observed within wide ranges of injection pressure and rate, oil viscosity, initial oil saturation and sand permeability. The high stability of this front can be attributed to the high volumetric steam flow rates, combined with the reduction in oil viscosity. High recoveries were obtained due to the low residual oil saturation of about 15 percent in the zone swept by steam. The latter value pertains to the specific test conditions (heavy oil, uncon-solidated sand) and may be lower for light oil, due to the effects of steam distillation. The introduction of extra low profile (XLP) mechanized equipment within Anglo Platinum is aligned with the overall New Mining Technologies strategy to focus on continuing modernization of our mining operations` incorporating injury-free production and cost-effective mining technologies. The method allows for the introduction of a suite of ultra-low profile equipment in narrow reef (1.2 m) stoping operations. For the first time it is now possible to achieve total trackless mechanization at these widths and indications are that XLP mining has the potential to add more value when benchmarked with conventional mining and low profile (1.8 m) room and pillar methods. Various mine layouts were tested at different sites within Anglo Platinum and the XLP breast mining layout proved to be the most effective. This paper describes the results of the trials at Waterval Shaft and concludes with recommendations on our future strategy on implementation of XLP technology within Anglo Platinum.

Crosstown Interceptor Phase IA is the first deep tunnel element of the Milwaukee Inline Project. The tunnel contract includes 6,492 meters (m) of 9.1-m-diameter tunnel, two access shafts, and partial lining for structural purposes. The work also includes grouting to be performed as directed by the engineer to provide groundwater infiltration control in lined and unlined reaches of the tunnel. This paper summarizes infiltration observations, progress of the grouting work, and its potential application to the remainder of the Milwaukee project.

Mechanized mining can be experienced as a symphony by substituting the instruments for the different machines that each perform their own function and thus have different sounds. The drill-rig is the soloist around which all the other machines must play their part in harmony. Each machine can function on its own, but productivity is achieved only when all of the machines function in a holistic manner, as the different sounds of instruments form a symphony when playing together. To produce a symphony is to have the ability to put together all the pieces. It is the capacity to synthesize rather than to analyse. Today?s managers have to apply this harmonic way of thinking to make the system of mechanized mining work. In other words each of these people must have the ability of a conductor, whose job involves corralling a diverse group of notes, instruments and performers, and producing a unified and pleasing sound. At Modikwa Mine the introduction of the MAPS (Mine Activity Performance System) has allowed management to obtain a clear view of all the activities associated with the equipment. Through synthesis the issues that hampered productivity were identified and addressed to improve production and reduce costs.

The Hishikari gold deposit, discovered by the Metal Mining Agency of Japan, has become a giant class epithermal gold deposit with the highest grade of gold yet recorded in the world through detailed exploration and development by the Sumitomo Metal Mining Co Ltd. The exploration strategy involved a regional approach combining geological and gravity surveys over a 900 km2 area which had historically produced over 120 t of gold. These surveys were carried out to grasp the common geologic features of epithermal gold deposits in the survey area. A genetic model for epithermal gold deposits in the area under regional survey was also considered based on detailed research of the Kushikino epithermal gold deposit which was in operation at that time. This model was applied to the targeted areas, and important relationships between mineralisation, host lithology, intensive propylitic alteration and gravity highs became apparent. The Hishikari block was selected in this way and bonanza gold was discovered during drilling. Since the development of the Hishikari mine, information useful for further exploration for the same type of deposit has been accumulated.

Through the series of 18 presentations compiled herein, Bureau personnel covered a wide range of topics including U.S. chromite and chromium trends and usage patterns; foreign and domestic resources; and research activities on mineral characterization and beneficiation, chemical and pryometallurgical processing of chromite and chromium-bearing wastes, new low-chromium alloy and coating substitutes, corrosion- and oxidation-resistant stainless steels, and chromium-containing refractories.
