THE published work of Lacombe and Beaujard' has demonstrated the interesting application of etch figures to the determination of crystal orientations in aluminum by a purely micrographic method. The geometry of these figures leaves no ambiguity and the method has the added advantage of being applicable to very small crystal units. Production of crude petroleum in Mexico during 1936 totaled approximately 40,309,000 bbl., showing a negligible increase over the previous year. While only four producing wells were completed in the Poza Rica area in 1936, its production increased from 9,468,000 bbl. in 1935 to 13,417,000, making it the ranking producing field in Mexico. This gain in output, however, was offset by abnormal losses due to artificial curtailment mainly the result of strikes and other disturbances in the heavy-oil district of the Northern fields, which declined 2,500,000 bbl., and in the South fields (Golden Lane), where output decreased 1,500,-000 bbl., while production in the Isthmus of Tehuantepec fields remained practically stationary. Production of natural gasoline for 1936 is estimated at 800,000 bbl., or 200,000 bbl. greater than in 1935. Crude run to stills in local refineries increased about 1,000,000 bbl., totaling 31,000,000 bbl. for 1936. Exports of crude and refined products were approximately 24,400,000 bbl., or over 2,000,000 bbl. greater than in 1935, the increase representing withdrawals from storage in Mexico. Exclusive of ships' bunkers, domestic consumption increased about 1,000,000 bbl. during the year, reaching an estimated total of 15,200,000 bbl. The Mexican domestic demand for gasoline is estimated at 2,540,000 bbl. for the year, an increase of 310,000 bbl. over 1935. In all, 70 wells were completed in Mexico during 1936, as compared to 74 in 1935 and 148 in 1934. In proven areas 59 completions resulted in 31 producers and 28 failures. Unusual results were obtained during the year over a scattered area in northeastern Mexico near the United States border, where out of eight completions six were fair-sized gas wells. A wildcat dry hole was completed in Chocoy in an attempt to extend the Northern fields to the northeast, and another in Quebrache, to the southeast of the heavy-oil district. A deep test (10,168 ft.) through the Cretaceous lime into the Jurassic was completed as a dry hole in Metlal-toyuca, 9 miles southwest of the Old Alamo field on the Golden Lane.

In all the books that treat of this mattes, there are given analyses of slags, their chemical formulae, the loss of iron, etc. ; but few, if any, give the character of the iron made at the time ; none give analyses and physical characteristics of the ores and limestones used, and they present merely isolated examples from various furnaces, and consequently one is more frequently puzzled than enlightened after reading them. During two years I have had occasion to analyze the slags and many of the pig-irons from two furnaces, and for this article I have made analyses of all the different grades of pig made by them. A

The technical and engineering problems in the manufacture of coke are today the problems of the byproduct oven. Except in a few special localitics, practically no beehive ovens have been built in the United States for the last 5 or 6 years except as renewals of old plants, and during these years the total number of beehive ovens in existence has been steadily falling. On the other hand, the number of byproduct ovens has increased from 4624 in 1911 to a total of about 7660 in operation at the end of 1917; with 2800 building, this makes a total of about 10,460 which will be in operation in 1918, or shortly thereafter. Preliminary Government estimates place the total production of coke for 1917 at 56,600,000 tons, the largest tonnage in the history of the industry. Of this 34,000,000 tons, or 60 per cent., was beehive, and 22,-600,000 tons, or 40 per cent., was byproduct coke. Some time in 1918 the production of byproduct coke should pass the beehive output, and when the byproduct ovens now building are completed the total byproduct capacity will be about 40,000,000 tons of coke per annum, which is over 70 per cent. of the record-breaking total coke production of 1917. The reasons for these changes in the coking industry are familiar to all of us, and need not be discussed here. Improvement in Oven Design Since the byproduct oven was brought to this country from Europe, in 1892, it has been radically improved, and from the point of view of American metallurgical practice it is safe to say that the American ovens arc superior to those of Europe. The points of superiority are mainly those of larger units and larger output per unit, and the greater extent to which labor-saving machinery has been introduced. The increased output is largely due to the use of silica refractory material, which permits higher heats and shorter coking time than are employed in Europe. WHAT are known as insulating firebrick are lightweight firebrick with low thermal conductivity designed primarily for use in direct contact with furnace gases. These are a recent development in the refractories industry, and are really an outgrowth of the type of insulating brick suitable for use behind refractory walls developed by the insulation manufacturers. To differentiate between these two types of brick, the manufacturers have recently agreed upon the use of the term "Insulating Firebrick" to apply to the type of brick suited for use in direct contact with furnace gases, and the term "Insulating Brick" for the type suitable for use behind refractory walls. Insulation was applied to steam pipes as far back as 1900. This was a low-temperature insulation, the most common type being magnesia blocks. The next development was applying insulation to the outside of furnace walls, a service which necessitated an insulating material of higher temperature resistance. Natural diatomaceous earth, both in the powdered and brick form, was used; this was efficient and is still used extensively for backing up refractory walls where the inner surface temperature of the insulation does not exceed 1600° F.

Cazier has resigned as general superintendent of Bagdad Copper Corp., Bagdad, Ariz., to devote full time with E. A. Scholz to the operation of the Copper King, Phillips and Black Pearl Mines near Bagdad. They have operated the Copper King zinc mine for more than two years.. Production started from the Black Pearl and Phillips tungsten mines during the past year. Robert T. Chapman has resigned from Reynolds Mining Corp. to join Westmoreland Manganese Corp. as general superintendent. Annan Cook, with Kennecott Copper Corp.'s exploration dept. for the past three years, has been appointed district geologist for the eastern states.

HAULAGE was one of the many problems to be solved in the successful handling of the Miami Copper Company's low-grade orebody. The ore extracted had to be increased from 1000 to 18,000 tons per 24 hours over the existing track-age and haulage way. This called for increased speed, longer trains, in¬creased car capacity, and a block signal system so as to maintain a fixed schedule and headway. The motive power in service at the time of this transition consisted of Baldwin-Westinghouse 6-ton trolley locomotives. (See Fig. 3.) These locomotives were purchased to handle twenty inverted-V-bottom side-dump cars of 60 cu. ft. capacity. Dimensions were limited as to height on account of ore chutes, width on account of short radius curves, and length of 12 ft. from bumper to bumper- so that the locomotives could be handled on the man and material hoist which has a cage length of 121/ ft. The limited length made it possible to bring the locomotives to the surface for periodic overhauling and major repairs such as changing wheel tires, gears, and

When it became apparent early in 1941 that the United States might be drawn into the war, studies were made of the bauxite situation in Arkansas, principally because 9.5 pct of the known bauxite reserves of the country were located in that State. Bauxite mining was then geared for maximum production to supply ore to meet this country's war requirements and, if necessary, to supply the needs of Canada as well. In view of the comparatively small bauxite reserves, Congress appropriated funds for an extensive exploratory drilling program to be carried out by the Bureau of Mines in cooperation with the Geological Survey. An alumina plant was erected near Bauxite and an aluminum plant near Hot Springs, Ark., by the Defence Plant Corp. The Metals Reserve Co. established a schedule of prices, arranged for stockpile sites and a buying agency. Operators cooperated to step up production and new ones came into the field. Production Record Prior to 1941, the greatest annual production in Arkansas was 562,892 long tons, dry basis in 1918. During the single month of August 1943, 693,596 long tons were mined—130,704 tons more than for the entire year of 1918. In general the Arkansas bauxite deposits are relatively small, irregular in thickness, somewhat scattered and, compared to coal, iron or open-pit copper deposits, are ill-adapted to an expansion in output. Commercial deposits range in horizontal extent from less than an acre to about 40 acres and are usually very irregular in outline. The average thickness of all known workable deposits is between 12 and 15 ft. with a maximum of about 60 ft. The ore bodies are usually somewhat undulating and nearly horizontal although locally some deposits dip as much as IS°. Types of Bauxite Three physical types of bauxite may be recognized: pisolitic, granitic and amorphous. Pisolitic ore is the most common type. It consists of small pebble-like nodules, ranging from the size of a pin head up to several inches in diameter, all set in a fine grained matrix. Transported bauxite is usually- pisolitic. Most residual bauxite is granitic. It is believed not to have moved appreciably from the location where it originally was formed. This is indicated by the fact that it appears to grade into unaltered nephelite syenite, which it overlies. Amorphous ore is the least abundant. It is nonpisolitic and resembles clay, has no characteristic texture, and can be identified definitely only by chemical analysis. INTRODUCTION Studies relating to the Oakville aquifer as presented in this report and by Henry et al. (this volume), are part of a larger , comprehensive examination of regional and local stratigraphic, hydro- geologic, and geochemical parameters within the Oakville Formation recently completed by the Bureau of Economic Geology. The Oakville serves both as a major Gulf Coast aquifer and an important uranium host (Fig. 1). Regional and local controls on hydrodynamics and hydrochemistry have important implications for hydrochemical exploration, the establishment of premining baseline parameters, and the design of post mining restoration procedures. Investigations of the Oakville Formation were de- signed for the purpose of determining the response of the aquifer to uranium extraction and were funded by the U.S. Environmental Protection Agency under grant numbers R-805357-01 and R-805357-02. Physical Stratigraphy Physical stratigraphic analysis shows that the Oakville Sandstone, a lithostratigraphic unit deposited by a major coastal-plain f luvial system, consists of five mappable, component depositional elements (Figs. 2 and 3). Each major component element is the product of one or more rivers traversing the Miocene coastal plain. In turn, each river possessed a unique sediment load, discharge characteristics, and source terrane. Consequently, each element exhibits distinguishing geometric and compositional parameters that potentially influence the flux and hydrochemical evolution of contained ground waters (Galloway, Henry, and Smith, in preparation). The Oakvil le Sandstone, as mapped and interpreted as a lithostratigraphic unit in the study area, corresponds closely to the Jasper aquifer system, an equally well-defined Gulf Coastal Plain hydrogeologic unit (Baker, 1978). Principal surrounding hydrogeologic units include the underlying Catahoula confining system, the Jasper aquifer system itself, and the overlying Burkeville confining system (lower Fleming mudstones). The Evangeline aquifer system includes much of the Fleming Formation. The Jasper aquifer system is bounded above and below by relatively less transmissive, finer grained confining systems, although absolute transmissivity varies greatly within both the Jasper and confining units. Lithostratigraphic and hydrogeologic boundaries coincide almost exactly within the Hebbronville flu- vial axis (Fig. 3). Correspondence of geologic and hydrostratigraphic boundaries is good within the George West axis; farther to the northeast the correlation of the Jasper aquifer with units mapped as Oakville Formation diverges to varying degrees. A complete analysis of these trends and a study of the depositional facies comprising the Oakvillle are included in Galloway, Henry, and Smith (in preparation). REGIONAL HYDROGEOLOGY The stratigraphic, compositional, and structural framework of the Oakville Formation and the mosaic of interrelated depositional facies that are combined in this framework play a key role in defining the hydrogeology of the Oakville. Furthermore, a combination of climate and hydrogeology, as well as past and present socioeconomic conditions, has determined water and land use patterns within the region of Oakville outcrop. Utilization of Oakville Ground Water Stratigraphic control for determining which wells produce ground water from the Oakville aquifer was established by preparing structural and isopach maps of the Oakville Formation using regional electric log cross sections. Surface elevation and screened interval data (or total well depth, if open-hole completion techniques were used) from each water well, combined with the stratigraphic data, allowed accurate assessment of the producing aquifer for individual wells. Instrumentation is not a stranger to the minerals processing industry. In fact, very few plants now exist that haven't to one extent or another adapted operations to instrumentation. But with the rapid growth of such controls has come the need for effective departments composed of men trained to maintain and repair the instruments; here is where many firms fall short. The importance of the role an instrument department should play is underscored by the omnipotent effects which instruments often exert over an operation. Reserve Mining Co. is an example: while instrumentation at this taconite plant represents approximately 2% of the process equipment cost, a breakdown of instruments may result in the ineffective use (or complete shut-down) of the other 98% of plant investment.

Solvent floods using slugs of solvent have been found to show continuity in behavior from the vapor pressure of the solvent to the critical pressure for the two-component driving gas-solvent system. In the pressure region between the solvent vapor pressure and the critical pressure for the gas-solvent system, the gar and solvent are only partially miscible. Although complete miscibility cannot be obtained at these pressures, complete oil recovery is possible in principle. In two-phase solvent floods the solvent is propagated tllrough the reservoir, primarily, in the vapor phase. The carrier gas requirements constitute a significant factor in the economics of the process. A qualitative theory is proposed for estimating the amount of dry gas required to move the solvent through the reservoir. The theory shows that for two-phase solvent floods the total gas needed is a minimum at the vapor pressure of the solvent and at the critical pressure for the gas-solvent system, and is a maximum at some intermediate pressure. The predictions of the theory are supported by experimental studies using methane, butane and decane or methane, propane and decane in a natural sandstone core. INTRODUCTION Previously, solvent slug processes have been found effective for oil recovery in two pressure ranges. First, conventional miscible displacements are possible at pressures greater than the critical pressure for the gas-solvent system. Second, Jenks, et al,' have shown that, at pressures slightly in excess of the vapor pressure of the solvent, a solvent slug can be propagated through a reservoir by a gas essentially insoluble in the liquid solvent. The solvent bank displaces the oil ahead of it. Both of these processes, at least ideally, are capable of recovering all of the oil in the swept regions. Slug processes for which the gas and solvent are partially miscible have not been considered; that is, those systems for which the solvent and driving gas form two equilibrium phases in which the vapor phase contains a significant amount of solvent and the liquid phase an appreciable amount of the driving gas. Welge and Johnson' have shown that the gas needed to movc a solvent slug through the reservoir increases with increasing pressure above the vapor pressure of the solvent. It will be shown that solvent slug processes can, theoretically, recover all of the oil at any pressure greater than the vapor pressure of the solvent. But the amount of gas required to move the solvent through the reservoir depends very much on the pressure and temperature. In the present study a maximum in the gas requirements was both predicted theoretically and observed experimentally. This result has not been reported previously, and would not have been predicted from the Welge and Johnson model. The gas requirements are a minimum at the pressures corresponding to the vapor pressure of the solvent and again at the critical pressure for the gas-solvent system, and are a maximum at some intermediate pressure. AN APPROXIMATE THEORY FOR TWO-PHASE SOLVENT FLOODING The differences and similarities between conventional solvent floods and two-phase solvent floods are best understood by referring to concepts developed for miscible displacement in which miscibility is generated in the reservoir. In Fig. 1(A), a ternary diagram is shown for a hypothetical gas-solvent-oil system. To be rigorous the three components should each consist of a single molecular species. The pressure for Fig. 1(A) is greater than the critical pressure for the binary gas-solvent system at the specified temperature. Diagrams of this type are the ones most frequently referred to in discussions of enriched-gas drive and miscible displacement. A limiting tie line is shown tangent to the two-phase envelope and intersecting the gas-solvent line at Point A. To obtain generated miscibility with this type system, others have shown that, for an oil of Composition D, a mixture of gas and solvent must be injected which is richer in solvent than that composition indicated by A. An oil repeatedly contacted with a gas phase richer than A changes toward a composition which would be at equilibrium with the injected mixture, that is, a composition lying on a tie line which passes through the injected-gas composition. Since no such tie line exists, the oil is enriched to the point at which it becomes directly miscible with the injected mixture. At pressures lower than the critical pressure for the gas-solvent system, other types of phase diagrams are observed. The ones of interest in this paper are for pressures greater than the vapor pressure of the solvent, but less than the critical pressure of the gas-solvent system. Such a ternary diagram is shown on Fig. 1(B). In this case, two-phase behavior is observed not only for gas-oil mixtures, but also for certain compositions in the gas-solvent system. The correlation of the high temperature chemical properties of slag-metal systems with some easily measured property of either slag or metal at room temperature has been the goal of both process metallurgists and melting operators for many years. There are several rapid methods for estimating various constituents in steel in addition to the conventional chemical methods which are quite fast, but these do not reveal the nature of the slag as a refining agent, which is of primary interest to the steelmaker. Furthermore, there are several methods for examining slag, the three principal ones being slag pancake, petrographic examination, and the previously mentioned chemical analysis. The main objection to the last two is the lime required to make a satisfactory estimate of the mineralogical or chemical components. The objection to the first is the inadequacy of the information obtained. A new technique has been developed by Philbrook, Jolly and Henry1 whereby the properties of slags are evaluated from an aqueous solution leached from a finely divided sample of slag. It is known that the pH or hydrogen ion concentration (of saturated solutions that have dissolved certain basic oxides, notably calcium oxide) will indicate a pronounced basicity. Philbrook, Jolly and Henry devised the pH measurement technique in order to supply open hearth operators with a fast, reasonably accurate method of estimating slag basicity. They offered the method as an empirical observation and made no claims as to its theoretical justification. The results were presented as an experi-metally observed relationship which applied over an important range of basic open hearth slags. They found that, in plotting the measured pH against the basicity, the best relationship existed between the pH and the log of the simple V ratio, CaO/SiO2. Extensive investigation also showed that there were several variables in the experimental technique that influenced the results and necessitated following a standard procedure to obtain reproducible pH readings. These variables were: 1. Particle size of the slag powder used. 2. Weight of sample used per given volume of water. 3. Time of shaking and standing allowed before the pH was measured. 4. Exclusion of free access of atmospheric carbon dioxide to the suspension. 5. Temperature of the extract at the time the pH was measured. In subsequent investigations of the pH method by Tenenbaum and Brown2 and by Smith, Monaghan and Hay3 the general conclusions of Philbrook's work were reaffirmed. It was the object of the present investigation to extend the technique to a point where it could be used to evaluate slags of all types. Experimental Results PARTICLE SIZK OF SLAG POWDER A large sample of commercial blast furnace slag of intermediate basicity (V-ratio 1.15) was selected for the study. The slag had been put through a jaw crusher until all of it passed through a 20 mesh screen. Five fractions of this crushed material were separated, -20 to +40, -40 to +60, -60 to +100, -100 to +200, and -200 mesh. A representative sample of 0.5 g was removed from each fraction and the pH determined using the method of Philbrook. Check pH analyses on the sample fractions varied due to the different amounts of shaking. To eliminate this variable, a mechanical shaker was employed. In order to know the exact time of contact between the slag and water, it was found necessary to filter the extract at the end of the shaking period. Using the mechanical shaker and a filtering apparatus, similar runs were made on the five fractions for contact times of 5, 10, 20, and 40 min. Random checks gave reproducible results within 0.02 pH. The data are plotted in Fig 1. It can be seen from the plot that each slag fraction is hydrolyzed to an extent that is roughly proportional to the surface area exposed to the water. The (—100 to +200) mesh material changed very little in pH after 10 min. shaking time. The curves are symmetrical and lie in proper relation to one another. The —200 mesh curve appears to be somewhat flatter than the others, but this can be attributed to the portion of very fine material that is not present in the other fractions. The closeness of the (-100 to +200) mesh curve to the —200 mesh curve and the fact that a —100 mesh sample would contain amounts of slag down to 1 or 2 microns in diam were considered sufficient reasons for selecting a —100 mesh sample as representative of the whole sample of slag for the purposes of this investigation.

Different forms of optical pyrometers are discussed and the advantages and disadvantages of the different types for measuring high temperatures are pointed out. These advantages and disadvantages lead to the selection of the disappearing-filament type of optical pyrometer for most work. Attention is directed to the necessity for the use of a monochromatic screen with a pyrometer, which leads to a discussion of the meaning and use of the effective wave length of the screen. Methods of calibrating the optical pyrometer are outlined and it is shown that an optical pyrometer can be calibrated just as definitely as any other temperature-measuring device. Accuracy tests are included, in which it is shown that excellent results can be obtained by even untrained or slightly trained observers with this form of optical pyrometer. The various corrections that are necessary in this kind of work are indicated, including corrections for stray light, for absorption of windows, of smoke, and so forth. The troublesome problem of measuring the temperature of bodies that do not radiate like a black body is discussed and the corrections for reducing such readings to the true temperature are given for a number of different materials. The Department of the Interior used to be a quiet, noncontroversial, almost boring agency. It, after all is the fifth oldest of the Departments, and as an old line Federal agency it has studiously performed its preservation and resource management functions in a caretaker mode--though some would say more "undertaker" than "caretaker"--locking up the body and soul of America piece-by-piece. Yes, quiet, serene. That is until Jim Watt showed up. And we have all seen that version of Mt. Vesuvius which resulted--only it was the environmentalists who blew their tops. Ronald Reagan chose Jim Watt as Secretary of this fine old agency to prove that one-third of our Nation's land and over a billion acres on the Outer Continental Shelf can work for this Nation. At the foundation of President Reagan's charge to Secretary Watt is a belief in the tenets of the free enterprise system, and in the individual freedoms upon which this country was founded. There are those who don't share this belief in democracy and free enterprise, and those who believe this 205 year experiment called the United States of America will fail. Nikita Krushchev said "we will bury you"--obviously he didn't agree with our system. An Italian sociologist, Franco Ferrorotti, said bureaucratic stagnation will kill capitalism. Certainly we have all felt the ravages of bloated bureaucracies. Perhaps one indicator in the United States is the Federal Register, that daily compilation of Government's largesse. In 1970, 20,000 pages of the Federal Register were published. A decade later, in 1980, that volume had quadrupled to 80,000 pages. The Federal bureaucracy can stagnate from excessive budgets as well. The Interior Department spent $60 million on administering Federal coal leasing in 1981. That's nearly two bits a ton for every ton of coal leased in 1981. You wouldn't stay in business very long if your administrative overhead on inventory was that outrageous. But the pessimism of our critics is apparent from more than red tape and bloated budgets. For decades America has been fasting--consuming too little of America's wealth of minerals, subsisting instead on a diet heavily reliant upon mid-east oil, with little emphasis or concern for inventorying and developing domestic energy and mineral resources. Economics--yes. But short-term, short-sighted economics. Excessively dependent upon foreign imports, of oil, cobalt, chrome and other strategic minerals, the U.S. measures its time before another embargo--or fallen Shah, or Soviet manipulation, or Saudi shift, or, as we witnessed in Egypt, assassination--an untimely loss to mankind and efforts to bring peace to the troubled mid-east. These disruptions, in addition to their tragic human tolls, impair the free world's security. Huge chunks of the United States have been locked away in dozens of single land use categories in the name of conservation, with only the foggiest idea of what resources might be denied the American people-and this at a time of unacceptable levels of energy and strategic mineral imports. More than half and perhaps two-thirds of all Government-owned lands are totally withdrawn from or severely restricted to development under the mining and leasing laws. We must continue to rid Government of the overly zealous restraints which have been keeping us from drawing upon that which can help restore our economy and national security. When we assumed responsibility, the United States was dependent on foreign sources for about 40 percent of its oil. In 1981, our oil import bill was approximately $83 billion--nearly 17 times what it was in 1972. Our reliance on foreign sources for essential minerals is even more disturbing. We must look to other countries--some unfriendly, some unstable--for 22 of 36 strategically critical minerals. Yet the energy resources on federal lands which are owned by the American people could meet our needs for centuries if properly managed. Eighty-five percent of the crude oil yet to be discovered in America is likely to come from public lands, as will 40 percent of the natural gas, 35 percent of the coal, 80 percent of the oil shale, nearly all of the tar sands, and substantial portions of uranium and geothermal energy. Our vast hardrock-mineral wealth includes untapped deposits of essential elements we now import, such as chromium, copper, platinum, and cobalt. The obvious question is, if these abundant resources can help to revitalize our economic strength and to preserve our national security, why aren't we using them to better advantage? To a large extent, the answer can be found in past decisions to restrict public access to the federal estate, thus deferring to us or our successors the tough decisions that flow from Congress' mandate to provide for environmentally responsible development of America's energy and mineral treasures. Here is the legacy this Administration inherited: In January 1981, 7 years after the onset of the Mideast oil embargo: ---Less than 15 percent of federal onshore lands were under lease for oil and gas development; ---No oil and gas leases had been issued in Alaska for 15 years;

INTRODUCTION The composition of water used in the flotation process has always been of primary interest to the flotation metallurgist. It is by alteration of the chemistry of the water introduced to the process that flotation separation is effected. In only a few cases has it been necessary to treat available water prior to use in the process. In the past, flotation tailings were treated for the removal of solids via the tailings dam and water decanted from the dam was either recirculated to the process or discharged to the surface water system. The choice of recirculation or discharge was based upon water availability, effect of recycle water on the process, and economic considerations. The Federal Water Pollution Control Act Amendments of 1972 have charged the United States Environmental Protection Agency with establishing effluent limitations from point sources of discharge into the navigable water of the United States. A detailed study, sponsored by EPA, of the water of ore processing plants took place in 1974 and 1975 and guidelines for these plants will presumably have been published by the time this paper has been presented(1). The action of many of the individual states preceded the EPA in this attempt to regulate the quality of the water discharged from industrial point sources. Even with recycle of tailings water, some water is discharged from tailings dams into the substrata and at least one state is currently preparing guidelines for the quality of water discharged into the substrata.
