Day-to-day operating practices at existing operations need provide high quality data for decisions that will impact directly on the potential value of the available resource, in addition to meeting standards of quality expected of data used in feasibility studies that will be completed to obtain additional capital required to finance operational improvements. Drill hole location, down hole survey and assay data standards of accuracy and precision have received considerable attention in recent years. The authors propose that geological descriptions of both cored and non-cored drilling warrant at least equal attention, considering their fundamental role in establishing the framework used for geological modeling and resource estimation. The iron ore deposits of the Middleback Ranges have been a major source of iron ore for almost a century. High-grade hematite-dominant ore is currently mined by OneSteel from three open pit operations supplying ore to the companyÆs integrated steelworks at Whyalla. A review of OneSteelÆs future iron ore resources, commenced in 2002, highlighted the need for more flexible and comprehensive management of all forms of geological data used in resource evaluation. Driving this program was the information needs of feasibility studies of the Iron Magnet deposit, located beneath the existing Iron Duke and Iron Duchess mines. Prior to the beginning of 2003, resource evaluation drilling data collected by OneSteel was managed using an in-house system based on industry standard relational database software. The system was demonstrably effective in ensuring the fundamental integrity of basic drilling data, but lacked necessary capabilities for the acquisition and management of geological descriptions, geotechnical and geophysical data obtained by down-hole logging. OneSteelÆs existing system for the management and interpretation of geological descriptions was restricted to storage of a single three digit code for each lithological description interval. The original logs for a large number of older drill holes could not be located, having been either poorly archived or culled from the database in the belief that they did not contribute to the understanding of the resources currently being mined. The three digit codes represented a combination of lithological and stratigraphic descriptions, including many subtle variations in iron ore colour and texture believed to be associated with variations in geochemistry, but subsequently demonstrated to be either incorrect or inconsistently applied. This resulted in the establishment of a plethora of codes for a relatively small number of distinct lithologies. Improvements implemented by OneSteel geologists addressed these shortcomings by ensuring the new data management system: facilitated the objective description of lithological characteristics; distinguished between obsevations and interpretations (eg lithology versus stratigraphy); promoted consistency between descriptions provided by different geologists; and helped to ensure data integrity by developing an audit trail for alterations made to data subsequent to its acquisition. The data used to develop interpretations of mineralisation distribution and characteristics are fundamental to the effective utilisation of a mineral resource: any mineÆs most important asset. Resource related risk is widely recognised as the principal source of technical risks affecting resource development projects, whether they are new mines or expansions of existing operations. A key lesson from this work is that most commercial or æin-houseÆ developed geological data management systems are able to handle basic data validation tasks effectively. Geologists, however, need to ensure that the data management system is appropriately structured to help promote the acquisition of objective and consistent data for interpretation.

Consulting Engineers have been used in the mining and metallurgical industries for many years. The traditional role of the consultant overseas has been one of assisting with conceptual design right through to con- struction and commissioning as well as on occasion acting solely in specialist fields. This role developed because mining companies wished to concentrate on building up the permanent organisation they require to operate their mines and treatment plants without the traumas of increasing staff for the design and construction period and reducing it on completion. In Australia where there have been few individual minerals projects of magnitude (until recently) companies have looked after their own detailed engineering and construct- ion management employing consultants mainly in specialised fields.

There are presently no suitable underground mine production scheduling optimisation models available for application to sublevel stope mining. Scheduling underground production for maximum return is therefore still a manual process, which generally involves scheduling production from the next available highest cash flow stope within the operational constraints of the project. In most mining operations, the scheduling problem is too large and complex to guarantee truly optimal results through manual scheduling. This paper reviews some general optimisation studies that have been proposed for underground hard rock mining. Furthermore, an example of a mixed integer programming model is presented for a small conceptual sublevel stoping operation. Comparative results of a schedule generated by a mixed integer programming (MIP) production scheduling model and a manually generated model on a nine stope example is presented. Results indicate that the potential benefits of the MIP production scheduling model for the purpose of maximising NPV are significant. Finally, a new constraint was formulated to limit multiple exposures of fill masses for use in an existing MIP production scheduling model. Testing of the formulation took place on the central stope of the nine stope example, which showed that the formulation performed its task without breaking other operational constraints.

Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (Pacrim) region.

In recent years the heavy mineral mining industry has started to look more closely at the feasibility of mining moderate to high slimes deposits. During the initial stages of orebody evaluation the primary purpose of the pilot plant is to produce heavy mineral concentrate for metallurgical evaluation. Hence, generally little consideration is given to the disposal of the waste material (slimes and tailings). This paper suggests additional, simple, low-cost, tests that can easily be incorporated into an initial pilot plant operation. With this data a more definitive evaluation of available waste disposal options can be made during the early stages of the project. Thus, permitting better project focus and utilisation of resources. These tests include free settling of slimes, natural slimes drying and consolidation (undrained and drained), tailings stacking angles, and particle size distributions of input and waste streams, etc. The objective and method of each test is summarised, together with its relevance to possible waste disposal options. The results of this preliminary testwork can later be used to expand upon and define further tests for the second phase of pilot plant operations, which will enable a more definitive evaluation of a proposed waste disposal solution.

Ore in pillars constitutes a significant proportion of the ore reserve at PasmincoÆs Broken Hill Mine. Many of these pillars are narrow (5 -6 m) and high (16 û 35 m) vertical blocks. High-grade ore has been left between primary horizontal cut and fill stopes. These stopes were mined from the late-1960s until the early-1980s. Fill material is a variety of hydraulically stowed sand, sand-cement, and remnant timber support. Many pillar cut-throughs were made between the old stopes. In order to gain access for the current pillar recovery operations, it has been necessary to develop pillar drill drives through, and adjacent to, the hydraulic filled stopes. Whilst long hole recovery of vertical pillars is not new, some notable successes using innovative ideas have been achieved during 1997. These innovations include:The use of steel mesh reinforcing in shotcrete when mining through, or adjacent to, hydraulic fill. Construction of steel sets to support vent rises and haulage ways encountered in the cut-throughs. The use of ground movement monitoring equipment. Survey lasers with chain droppers and convergence monitors were installed in the 18 Pillar to detect any movement of the pillar block and decrease risk to personnel. The development of a three-dimensional computer model of primary stoping, using Vulcan software, to assist in the design of pillars. Maximisation of recovery using different drilling and firing practices.

Acid generating sulfidic tailings covering a surface area of approximately ten hectares have been deposited in the historic mining area of Lavrion in Greece. For the development of a remediation strategy, the performance of three alternative acid generation control techniques was assessed under actual field conditions. The techniques involved the application of dry covers, including a synthetic HDPE liner and a compacted clay layer with capillary barriers. Furthermore, the potential formation of a low permeability hardpan layer at the sulfidic tailings surface by limestone addition was investigated. The field tests covered an area of 2500 m2, which was divided in equal quadrants, corresponding to the control plot and the three alternative remedial options. To monitor the amount and quality of percolated water, lysimeters were installed beneath the four plot areas. Based on the monitoring results over a period of six years, due to the dry climate encountered in the Lavrion area, a low amount of water percolates through the pyrites if no action is taken (control area), corresponding to 20 - 25 mm per year. This water is highly acidic, pH = 1.2, and contains a heavy load of contaminants, eg Fe 40 g/L, Zn 15 g/L, and As 1.5 g/L. The HDPE cover eliminated the percolation of water into the material for a period of five years, whereas thereafter the volume of leachates increased to values similar to those recorded in the control plot. The water collected in the lysimeter of the clay cover has been minimal corresponding to approximately five per cent of the drainage volume produced in the control area. In the fourth plot, which involved limestone addition to sulfidic tailings, the volume of drainage initially collected was almost double compared to the control area. After three years of monitoring, significant reduction in the amount of percolated water was observed, attributed to the formation of a cemented layer (hardpan), at a depth of 40-80 cm from the testpad surface.

The Northern Cape Province of South Africa is host to the Kalahari Manganese Field (KMF). The northern portion of the KMF hosts high-grade manganese referred to as Wessels’ type ore and is mined mostly from underground operations. WorleyParsons TWP is currently involved with the development of a ventilation shaft for one of these mines. The main challenge is to develop through the unconsolidated Kalahari material and weathered portion of the Karoo formation. These formations are preserved very erratically over short distances. A lack of understanding of the unique challenges presented for developing shafts in this area has resulted in the failed development of a shaft on an adjacent property and over-expended budgets on others.The renowned red sand of the Kalahari forms the top several tens of metres and overlies a horizon of gravels and calcrete that pose seasonally variable water ingress problems. A very stiff red clay horizon is then intersected. The Red Clay is prone to swellling during excavation and has been the main stumbling block on previous constructions. The standard approach has been to develop non-stop through this layer. The red clay is underlain by another horizon of calcrete, gravel and conglomerate that marks the bottom of the formation. The top of the Dwyka Tillite (Karoo Formation) is usually highly weathered and has a distinctive yellow colour. The weathered tillite is highly susceptible to drying and becomes friable. At reef-intersection, the combination of subhorizontal bedding and joints with the dominant subvertical faulting results in potential wedge failures in the manganese and ironstone units.This paper describes the geotechnical issues identified during the planning of the ventilation shaft and the risks associated with development through the Kalahari and weathered Karoo Formations. Considerable quantities of dissolved nickel are lost in the waste liquors from the QNPL nickel treatment plant. Cementation, precipitation and ion exchange techniques were investigated to reduce this loss. Ion exchange was the most successful of the procedures studied and a process for recovering nickel from stripped ammoniacal process liquors was developed in the laboratory and scaled up to plant flow volumes. The system developed uses a carboxylic ion exchange resin operated in a completely ammoniacal cycle. The regenerant is itself regenerable using existing plant, thus the only loss is the stoichiometric value of NH4+ required to displace the exchanged cations from the resin. Existing plant sand/anthracite filter beds have been adapted for use as resin columns containing 3 cubic metres of resin capable of treating effluent at a flow rate of 6000 litres/min.

Two unknown iron ore samples were found by a geologist from Ok Tedi Mining Limited copper, gold and silver mine at an old wharf site dedicated to a 1970s drilling program in Lake Murray in Papua New Guinea (PNG). These iron ore samples could not come from a PNG mine and it was decided that a study should be undertaken to understand their origin. Lake Murray is the largest lake in PNG with a total surface area of 647 km2. It has a high-water 2038 km long convoluted shoreline with seasonal water level changes (Osborne, Kyle and Abramski, 1987) and it is located around 200 km south of the Ok Tedi mine (5°13’25”S, 141°09’37”E). The petrology, mineralogy and chemistry of two Fe samples (Ok Tedi 1 and Ok Tedi 2) included optical microscopy, X-ray fluorescence (XRF) analysis and a comparison with worldwide iron ore deposits. The two rock samples were cut to produce two subsamples: (1) a polished thin section; and (2) a pulp that was used for XRF analysis including major, minor and trace elements. Ok Tedi 1 and Ok Tedi 2 were petrologically and chemically compared to a range of known iron ore samples from Australia, Brazil and South Africa. The petrological study of Ok Tedi 1 indicates that it is composed of granoblastic recrystallised hematite and the overall texture is uniform without any obvious original ‘sedimentary’ texture. Ok Tedi 2 is a ‘specular’ or platy hematite with recrystallised and fused grains. Using both petrological and chemical clues, the two Ok Tedi samples likely originated from the Iron Quadrangle in Brazil.

Accident control has been a pre occupation of progressive industrial and mining companies for many years but few have attempted more than direct injury control. In recent years, particularly in North America, analyses of accident costs have shown that material damage resulting from accidents is usually of greater economic significance than injuries and this has led to the concept of loss control. Loss control is an attempt to take the emphasis off injury prevention and to concentrate on the basic factors which affect both the health of the individual and of the company. The deterrent to greater acceptance of this philosophy has been the apparent diffi- culties of implementing a loss control programme but Associated Minerals Consolidated Limited has adopted a simple approach. It has had a minimum disturbing effect on normal operations because existing systems have been modified to provide the new information required. It is suggested that the programme outlined is applicable to other mining ventures and is a practical method of providing benefits for both the company and its employees.

In order to achieve optimum results for money spent in construction of new projects there is a need for mining developers to pay greater attention to cost control. Control is achieved by establishing a frame of reference, a method of checking and a means of remedial action. The frame of reference is a well coded set of budget estimates which graduate into definitive estimates as design is completed, backed up by drawings, specifications and bills of quantities. The method of checking is provided by cost engineering and quantity surveying input, at both feasibility study and design and documentation stages. Remedial action follows if the checking process reveals a need. In large complex projects where construction completion time is often of prime importance, control of costs can sometimes be relegated to second place. To avoid this it may be necessary to include specialists in cost control in project management teams. Quantity surveyors are trained specifically in construction economics and can provide develop- ers and project engineers with valuable support at all stages of construction.

A Presidential Commission of Enquiry into the conservation of South Africa's coal resources was appointed in 1970. This Commission, in co-operation with the Chamber of Mines of South Africa, established a national inventory of South Africa's in situ and extractable resources and reserves of coal of various types and grades by several mining methods. South Africa's future demand for coal by all market sectors and the specifications of coal required, were also established by means of econometric models. A comparison of potential supply and anticipated demand indicated serious defi- ciencies of certain types of coal and the need for the conservation of others. This paper describes recommendations for alternate strategies for the optimum utilization of available resources. Con- sideration was given to various policies relating to pricing, exports, taxation and incentives, and to the possibility of the substitution of higher grades of coal by lower grades. The steps so far taken to develop a national coal policy in South Africa are described.

In Japan, shield tunneling method is generally used to drive a tunnel in sand layers around the urban area. In this report, appli- cability of NATM (New Austrian Tunnelling Method), which uses rock bolts and shotcrete as support, to water-bearing sand layers is studied aiming at establishing more economical tunnel driving technique. After the geological exploration, the conditions (i.e. pitch of steel supports, water content, cohesion, and fine content of ground,)necessary to ensure the face stability were investigated by using centrifuge loading tests. Concerning measures to manage ground water, an air permiability test was carried out to investigate the effect of the compressed air to cut-off inflow, and pumping test to study the applicability of dewatering. Furthermore, two dimensional elastic FEM analysis consider- ing progress of the excavation face was perform- ed to analyze stresses in the support system and deformation of the ground, and to investi- gate safety of the support and the ground. From these prior investigations, possibility of the applicability of NATM to the present pro- ject was predicted. Finally, based on these results, a real scale field application test was put into practice to confirm the prediction, and to pursue construction efficiency and phenomena which could not have been predicted Beforehand.

The process of optimisation should apply to all aspects, that is the financing, management, revenue, reporting and, of course, the development of the project. Unfortunately, too much emphasis has been placed on the optimisation of the financing or reporting aspects and too little on the project itself. This paper addresses the latter.

In tunnel construction or other underground construction, a detailed knowledge of the rock mass ahead of the face is essential for both safety and efficiency of work. Many tunnel collapses have been reported to occur because of lack of appropriate information, such as the geological conditions ahead of the tunnel face. One of the methods which can identify rock mass conditions is the application of drill monitoring data obtained from blasting drill holes, which can detect abrupt and unexpected changes in ground conditions, geological structure and the mechanical and physical properties of rock mass. This paper presents a new approach to how drill performance parameters can be used for prediction of geological conditions ahead of tunnel face. The predictions are based on monitoring the drill parameters of instantaneous advance speed, torque and tool pressure. In order to assess conditions ahead of tunnel face, tunnel seismic profiling (TSP) and a horizontal boring investigation were undertaken and the obtained data compared to the drilling data. The predicted results using drilling performance parameters correlated well with geological conditions ahead of tunnel face.

This paper will examine some of the significant developments in the training field in Australia in the past decade and the application of these changes to the mining industry generally, and the coal sector specifically. Three major aspects will be examined:1. Competency - the use of Industry Competency Standards and how these can be used for achieving enterprise performance requirements2. Assessment - making judgements about an individual's competence, and using a rigorous assessment system as the basis for the "authorisation" system at a mine3. Evaluation - ways to evaluate the return on investment in training, and convincing CEO's/shareholders that your training dollar is being spent wisely.Before examining these issues, it is important to understand the drivers of change in the training systems in Australia, and the functions that Industry Training Advisory Bodies (ITABs) perform.

In mining industries, materials handling costs represent a significant component of the operational cost. A variety of methods have been applied in surface mine equipment selection in order to select the suitable loading system with the lowest loading operation cost. These are queuing theory, bunching theory, linear programming and genetic algorithm. Among them, genetic algorithm is a simple method and applied for preliminary selection of the loading system. In this study, gathering information from anomaly No 2 of Gol-e-Gohar iron mine of Iran, loading system (number and its capacity) has been optimised by genetic algorithm. The study results showed that two shovels 8.25 m3 are required for the removal of 60 million tonnes of overburden. After removal overburden, these two shovels contribute to the extraction of 42 million tonnes of ore with a stripping ratio of 1:1.

Improving the understanding of the processes governing ground movements in and around brown coal open cuts is of significant interest for both operating stability and rehabilitation. Brown coal, lignite, is a low-rank coal that is best described as a soft rock, with geotechnical characteristics that derive from its organic origin. It is well-known that low-rank coals exhibit creep behaviour; however, little has been reported on the impacts of chemical processes on brown coal creep behaviour even though organic substances are susceptible to chemical alterations and mining processes will contribute to changes to the geochemical environment; around most mines, groundwater flow patterns are altered leading to enhanced surface water infiltration. Here we study the deformation behaviour of brown coal in response to ion exchange reaction. Our experimental results show that for different ion exchange conditions different characteristics of secondary compression are observed. With the addition of Ca2+, the ratio between coefficients of secondary and primary compression (Ca /Cc) initially decreased, presenting a minimum value at the concentration of 0.005?M, then increased significantly. This implies the importance of ion exchange process for the long-term deformation of brown coal. On the other hand, increasing Na+ concentration did not affect Ca /Cc values significantly over all tested concentrations. The suppression of diffuse double layer was still observed for Na+-treated samples as increasing Na+ concentration decreases Ca values. The Great Artesian Basin (the Basin) is a large aquifer system underlying more than 20 per cent of continental Australia and most of Queensland. The aquifers of the Basin are an important water source for many industries, including the mining sector. The Queensland Great Artesian Basin Water Resource Plan (the Plan) was released in March 2006. The Plan provides a framework for the long- term holistic management of the aquifers in the Queensland Section of the Basin, in a manner that is consistent with the strategic management plan for the Basin as a whole. The paper describes the Basin and summarises trends in the demand for water in the Queensland section of the Basin. It describes the broad framework for management of the Basin by the individual Australian states, as well as the planning entitlement framework for water resource management in Queensland. The paper discusses the content of the Plan. This includes: the division of the aquifers into management areas and management units for management purposes, provision for protection of the flow of water to springs, limits on further allocating water, provision for a competitive process for access to new water and provision for water trading. Under the Queensland planning and entitlement system a resource operations plan is prepared to specify operational arrangements to implement a water resource plan. A resource operation plan for the basin is expected to be finalised before the end of 2006. The paper summarises the likely content of the plan.
