Pure tin and Sn-0.5pct Pb ingots have been frozen unidirectionally from the base. For quiescent melts that were initially undercooled, a transition from lower eqlciaxed structure to an upper columnar structure is found in the alloy ingots. Columnar to equi-axed back to columnar transitions are observed in superheated alloy ingots, but no such equiaxed band is observed impure tin. The reproducible equiaxed band is associated with a thermal undercooling followed by a recalescence. This undercooling is <5"C, whereas the critical (maximum obtainable) under-cooling for both the pure tin and the alloys used is -20°C. A similar undercooling is observed at the same position in the pure tin ingots, although in this case no clear transition in structure can be seen. The structure of the pure tin ingots is either entirely columnar or mixed columnar-equiaxed. A consideration of the detailed thermal history of the ingots indicates that the ingot macrostructures are determined by the occurrence of a local therlnal undercooling in conjunction with nuclei multiplication and transport mechanisrris. GENERALLY it is found that a pure metal ingot solidifies so as to produce an entirely columnar structure. Frequently an alloy ingot is found to have a columnar outer zone and an equiaxed central portion. Early systematic work to examine the factors controlling the formation of the equiaxed structure was reported by Northcott&apos; who showed that, for copper alloys frozen unidirectionally with a given ingot practice, the alloying element influenced the length of columnar crystals and the extent of the equiaxed structure. Northcott showed that alloys with a wider freezing range more readily produced the equiaxed structure. The nucleation process can be important in producing equiaxed structures; frequently an alloy which readily solidifies with an entirely columnar structure will produce an entirely equiaxed structure when a nucleating agent is added to the melt.&apos; The formation of the equiaxed structure was attributed by Winegard and chalmers3 to the presence of constitutional supercooling; that is, a region of liquid in front of the growing solid could have a temperature below its equilibrium liquidus temperature. Thus, with a small enough temperature gradient in the liquid, it was suggested that the presence of constitutional supercooling may be sufficient to bring about the nuclea-tion necessary for the formation of an equiaxed structure. Although this explanation is plausible, and may be relevant in many ingots, Walker has described an experiment&apos; for which constitutional supercooling seems to be an unlikely cause of nucleation. A Ni-20 pct Cu alloy, repeatedly undercooled more than 50"C, was crystallized and found to show the typical colum-nar-equiaxed structure. The separation between the liquidus and the solidus for the alloy is 40°C. Thus, in this experiment the nucleation required for the formation of the equiaxed structure must have come about in some other way than by the nucleation catalysis constitutional supercooling hypothesis. Chalmers has suggested more recently5 that nuclei (in a typical ingot) are present immediately after pouring and are prevented from redissolving by the constitutional supercooling effect. More recently Uhlman, Seward, Jackson, and ~unt&apos; have shown direct evidence using ice and organic materials that freeze dendritically that the "remelt mechanism" may be an extremely effective crystal multiplication process during the freezing of ingots under conditions involving dendritic growth. JSlia" experimentally demonstrated the detachment of dendrite arms. chernov14 has analyzed the dendrite arm detachment process as a coarsening phenomena driven by the minimization of interphase area. Katta-mis and ~lemings" working with undercooled steel melts give evidence supporting this mechanism. Mechanisms of dendrite arm detachment such as those assisted by convection are believed to be the origin of the macrostructures obtained in this study. This study makes no attempt to distinguish the relative contributions of these mechanisms. The object of the present work was to obtain accurate temperature measurements during the solidification of an ingot and to correlate these measurements with the formation of equiaxed grains in the resulting ingot structures. Similar previous work is very limited. The measurements carried out by Northcott are neither sufficiently extensive nor sufficiently accurate for any interpretation. Plaskett and winegard7 carried out experiments on A1-Mg alloys in which they observed values of the temperature gradient, G, in the liquid and rate of freezing, R (for a given alloy solute content Co), at the transition from a columnar to an equiaxed structure. They reported that equiaxed crystals were produced at values of G/G approximately proportional to the solidus composition. Similar experiments using Pb-Sn alloys carried out by £111011" showed a linear relation between G/R and the solidus composition. However, the thermocouples were in the mold wall rather than in the melt and, in one case, ingot surfaces were examined. There is ambiguity in the meaning of the values of G and R measured in all these experiments. APPARATUS AND EXPERIMENTAL PROCEDURE Alloys were prepared by induction melting 99.999 pct Sn and 99.999 pct Pb to form a Sn-0.5 wt pct Pb alloy in air in a graphite crucible and casting into a cylindrical graphite mold 6 in. long, 1 in. in diarn , and with a & in. wall thickness. The theory of reliability is a powerful mathematical tool for determining optimum selection of components and application of electrical power to coal mines. In order to make this tool useful, statistical material on equipment life must be gathered and all failures carefully recorded. Statistical data can be applied to new apparatus design and can be used to determine optimum configuration of network and maintenance to reduce costs. Reference is made to underground power systems in the USSR. Technical progress in the last few years has occurred in the design and application of highly productive coal mining and transporting machinery. One of the most important problems facing mining engineers is to increase the availability of the machine to obtain higher productivity. However, machine failures and breakdowns of electrical power supply components cause serious delays in the coal-winning processes. In spite of the fact that electrical equipment and the power supply contribute only a small percentage of direct mine costs, electrical failures as well as power supply delays can result in severe indirect losses. It is necessary, therefore, to consider reliability and safety in the application of electrical equipment underground. To obtain the best results, it is necessary to investigate and evaluate the reliability of the electrical mining components (starters, breakers, motors, cables, etc.) and optimal methods for minimizing maintenance, the desired result being equipment which is efficient and safe. Electrical equipment reliability directly influences economics: the lower the reliability the more frequently failures occur, causing serious working delays and possibly huge economic losses. By the same token, while increasing the number of preventive maintenance calls per unit time might result in fewer failures, thus reducing delays, the cost of making more frequent maintenance inspections will increase; this is one aspect to be discussed in detail. Obviously, failures of identical types of electrical equipment (starters with the same current and voltage, etc.) are influenced variably by different working conditions, environments, quality of the apparatus, maintenance procedures (personnel, frequency, quality), load, and other factors. Hence, the lifetime of identical types of equipment will vary depending upon usage in terms of the foregoing factors. Thus for a given type of electrical component, these factors must be considered quantitatively; the interaction of all these factors are evaluated quantitatively by a statistical method using probability theory. Equipment reliability must be quantitatively determined from a study of equipment life, since no one laboratory test can reproduce all working conditions and environmental effects. Nevertheless, reliability theory applied to electrical mining equipment is a very powerful mathematical tool for selecting as well as evaluating certain parameters. It is necessary to select several reliability parameters so that one can obtain an expression for the total overall economic situation in terms of cost, taking into consideration damage caused by electrical equipment failure and cost of maintenance. To accomplish this result, such characteristics as apparatus lifetime, breakdown idle time, and losses (damages) can be determined quantitatively on a statistical basis. For identical electrical equipment working under similar conditions, the previously mentioned reliability factors are random variables and therefore can be characterized readily by a probability density function. Investigations carried out by the authors in the Kuznetsk Basin (Kuzbas) in West Siberia, USSR, show that the reliability factors of electrical mining equipment are well described by the exponential, normal, or Erlang&apos;s distribution in most cases. Increasing urbanization and industrial activity require increased supplies of sand and gravel. This means expanded surface mining and despoiled land near population centers. Highly competitive land use demands justify serious consideration of premining planning for multiple land use and reclamation concurrent with mining. 1-5 Formulating solutions to environmentally and economically sound uses requires a comprehensive approach based on properties of the natural resource base--geology, soils, and water. A study of sand and gravel mining within Pleistocene-Holocene fluvial deposits in Colorado County. Texas [(Fig. 1)] illustrates how physical limitations imposed by the resource base are determined.6,7 Data from drillers, logs of water wells, test boreholes, field observations, and laboratory analyses are used to evaluate these physical controls. Knowledge of the thickness and composition of overburden aids in developing optimum reclamation and revegetation plans. Most of the overburden in the study area [(Fig. 2, 3)] is a clayey mud with variable amounts of silt and fine sand. A comparative textural analysis of overburden and native soil is used to assess changes incurred by mining and for evaluating other physical characteristics, e.g., ability to support crops, permeability. and shrink-swell potential. Textures are correlated with soil types found in the area [(Table 1)] to get an approximation of probable surface properties expected from these mined materials. Results of textural analyses [(Table 2)] indicate that separating topsoils from overburden during mining is not necessary because the range of overburden textures is about that of native soils. However, more data is needed on nutrient deficiencies to evaluate fertilizer requirements for successful revegetation.*6

Prior to this time, ample supplies of high grade mineral fillers, such as clay, have been available close to consuming centers. Now depletion of these accessible deposits, coupled with other factors such as increasing demand due to population expansion and standard of living rise, has made development of upgrading techniques attractive to producers. Various investigations being carried out by the U.S. Bureau of Mines are described. Factors making the development of improved methods for upgrading clays attractive to producers include: depletion of accessible deposits of high-grade clays, rising transportation and labor costs, more exacting specifications, and increased demand resulting from an expanding population and a constantly rising standard of living. Industry recognizes the need for upgrading presently unusable materials and has cooperated with the U.S. Bureau of Mines by providing samples from submarginal deposits and by evaluating the products that USBM upgrades. Following are some examples of recent clay beneficiation work by the Bureau. FIRE CLAY BENEFICIATION At the Rolla Metallurgical Center, Rolla, Mo., the Bureau is conducting research to develop technically and economically feasible mineral-dressing methods to remove quartz, pyrite, and other impurities from submarginal fire clays. The research has been spurred by the growing shortage of high-grade bur-ley, flint, and plastic clays in the Missouri fire-clay district resulting from increased consumption and the low rate of discovery of new deposits of adequate quality. There apparently is ample tonnage of submarginal flint and plastic clays to maintain the industry for many years if such material can be upgraded to commercial quality. Samples have been submitted to USBM by several major producers of refractories, including A. P. Green Fire Brick Co.; Harbison-Walker Refractories Co.; Mexico Refractories Div., Kaiser Aluminum and Chemical Corp.; and Wellsville Fire Brick Co. Research on some samples has been completed and still is in progress on others. The Bureau has found that specimens containing quartz or pyrite in grains coarser than the accompanying clay generally can be upgraded either with a gravity table or hydraulic cyclone. The improvement in quality is notable not only in chemical analysis but in an increase in pyrometric cone equivalent (PCE) of one or more cones. As an example, consider the results attained on a sandy flint—a fine-grained mixture of kaolin and halloysite with quartz and minor quantities of iron and manganese oxides. Chemical analysis was: 35.4 pct alumina (A12O3) and 47.8 pct silica (SiO2). The sample contained 9.2 pct free silica as quartz. The PCE was 33. The sample was crushed to -10-mesh, blunged with water, and then stage-ground to -48-mesh. The ground sample was tabled to yield a clay fraction containing 37.6 pct A12O3, and 45.3 pct SiO2 of which 2.4 pct was free silica. The PCE was 34. Recovery of alumina by this process was 73.6 pct. Concentration of the same clay in the hydraulic cyclone was even more effective in respect to quartz removal. The clay fraction analyzed 38.6 pct A12O3, 45.0 pct SiO2 of which 0.5 pct was free silica as quartz, and had a PCE of 34. Recovery of alumina was 71.9 pct. The hydraulic cyclone was also effective in reducing the pyrite content of a plastic clay which likewise was a mixture of kaolin and halloysite, plus some pyrite, quartz, and carbonaceous material. It analyzed 30.6 pct Al2O3, 52.3 pct SiO2, 2.3 pct Fe2O3, and 0.76 pct S. The sample was blunged and screened through 10-mesh to remove some coarse pyrite, then ground to -65-mesh and cycloned to remove most of the remainder. The final product recovered 81.8 pct of the alumina at a grade of 32.3 pct A12O3, 50.9 pct SiO2, 1.4 pct Fe2O3, and 0.1 pct S. The PCE was 32-1/2, compared with a PCE of 31-1/2 for the crude clay. The fine beneficiated clays, of course, must be pelletized and dried or fired to meet commercial acceptance. This operation has already been solved by industry. Little progress has been made on two remaining problems. One is that of fine-grained impurities, not separable by table or cyclone. Flotation is being investigated to solve this. Although fine pyrite is readily rejected, a satisfactory quartz-clay separation has not been attained. The second problem, a stubborn one, is that of alkali. This paper discusses the practical problem of estimating a single equivalent permeability for an oil reservoir, or a portion thereof, whose actual permeability varies in an irregular manner. Limiting averages for general types of permeability variation are developed, and illustrated by examples involving important, specific types of variation. Introduction The theory of the flow of fluids through porous media1"4 is becoming increasingly important in predictions of oil-reservoir behavior. In practical applications, however, reservoirs are seldom found to which simple theory strictly applies. Actual reservoirs have complicated shapes and nonuniform permeabilities and porosities. This paper discusses the problem of estimating a single equivalent permeability for an oil reservoir, or a segment of an oil reservoir, whose actual permeability varies in an irregular manner. The equivalent permeability of a reservoir segment is defined as the permeability of a homogeneous segment of the same dimensions that would pass the same flux under the same pressure drop- It is the permeability value that can be used in simple theoretical formulas to calculate the reservoir behavior. To the authors&apos; knowledge, previous theoretical calculationst on systems of nonuniform permeability have been carried out only by Muskat&apos;"; and he has not dealt with irregular variations, except in writing down the general differential equation for the pressure in variably permeable systems.lb In practical work, many calculations necessarily have been made to estimate equivalent permeabilities from the permeabiiity profiles obtained by core analyses. Regarding such calculations, Johnston and Sherborne6 say: Simple arithmetic and weighted averages have been tried on many wells and it has been found that, where frequent sampling has occurred, the arithmetic average is as satis- factory as a weighted average. It is possible that the application of statistical methods to the analysis of permeability data as recently presented by Law8 may prove fruitful. L,, has made a valuable contribution in showing how statistical analyses may aid in picturing the characteristics of a reservoir from those of a necessarily limited number of core samples. It is believed however that the particular problem of the estimation of equivalent permeabilities can be most directly approached from a fluid dynamical viewpoint as given in the present paper. An example is presented of the use of the conclusions herein in conjunction with Law&apos;s method. THE Tennessee Coal, Iron & Railroad Co.&apos;s ore mines began experimental tests with trackless mining units early in 1947. The units had many weaknesses to overcome, but are now well beyond the experimental stage and are becoming a necessity to ore seams that are amenable to this type of equipment. The development of this type of mining with the problems of increased underground supervision, maintenance, and training personnel, along with the benefits derived, are discussed.

Selective flocculation studies carried out with iron ore tailings generated at Kudremukh iron ore plant indicate that a concentrate containing 63% iron can be obtained from the tailings containing 34% iron with around 60% recovery. This opens up the possibility of recovering most of the iron lost in the tailings generated at 2 kt/h (2200 stph) while processing 22 Mt (24 million st) ore per year. This would mean that the productivity could increase by around 50%. In these studies, it has been established that caustic degraded tapioca starch is a most effective agent for selective flocculation. While potato starch after caustic degradation can also be used, neither the parent starch nor the amylopectin compound is as effective.

THE orientation of metal crystals and grains, both large and small,. can be determined conveniently and accurately without the use of X-ray apparatus. This seems to be appreciated by so few metallurgists that it may be useful to explain in detail the method we have found most satis-factory in the laboratory the reflection of light from crystallographic etch pits. This note includes a description of a suitable inexpensive instrument and instructions for etching various metals and for plotting the data. As the stereographic projection is used to facilitate handling the data, this note may be considered as an appendix to an earlier review of the metallurgical uses of the stereographic projection.1 Various methods involving etch pits have been used by other investi-gators, Bridgman&apos;s method2 consists of attaching the specimen to a sphere (a transparent sphere is convenient4), holding it at arm&apos;s length, and marking a spot on it when it has been turned so that the etch pits reflect light into the eye of the observer from a lamp standing behind him. It has an accuracy of about 2° and is extremely rapid. A greater accuracy can be obtained by having the reflected light fall on a screen, as has been done by Czoehralski, 5 Chalmers,6 and Schubnikov.7 All of these methods have been intended for undeformed single crystals. Tammann and his coworkers"&apos; developed a method for estimating the number of grains in a polycrystalline aggregate having orientations in a given region of the stereographic triangle and thus obtained statistical information about deformation and recrystallization textures. While the method has had some use in recent years,9 it is not applicable to the majority of problems in physical metallurgy. (communication to the Secretary*).-The paper by Mr. Haas will no doubt be followed with considerable interest, as it covers the power-plant problem in quite a comprehensive way, including not only the usual operating costs but also the fixed charges on the investment, and for load factors ranging all the way from 25 to 100 per cent. and fuel oil ranging from $1.25 to $2 per barrel. The very fact, however, that his paper does cover such a wide range of conditions, makes it the more imperative that any conclusion drawn from his analysis be very carefully considered for any specific case, for in making such analysis the type of prime mover and size must be selected for some one condition which might not be the proper selection had some other condition been assumed as the basic one, resulting in an unfavorable comparison under all conditions except that condition assumed. From the theories of flow and fracture it is shown that the difference in reciprocals of the transition temperatures (OK) is a quantitative measure of temper ernbrittlement. Experimental data are given which support this conclusion. STUDIES of temper embrittlement have been made with various viewpoints; some involved a study of the kinetics of the reaction,&apos;,2&apos;" others were concerned with changes in the mechanical properties," . and still others investigated the structural differences between the embrittled and unembrittled states by means of the microscope," -ray ,&apos; measurements of electrode potential," and electrical resistivity." In all these studies, the difference in impact properties was the criterion for distinguishing between the embrittled and unembrittled states. By common agreement the difference in transition temperatures is now taken as a measure of the degree of embrittlement, and this measure is used as the quantitative measure upon which studies of the phenomenon are based. Vidal and Jolivet"&apos; suggested that the degree of embrittlement was the same whether measured by impact or by a slow bend test. Their conclusion was based on tests at constant temperature. Jaffe and Buffum" using the impact and slow bend test showed that, for a given degree of embrittlement, the difference in transition temperatures varied with the method of testing. Hultgren and Chang" showed that the difference in transition temperature produced by the V-notched Charpy impact test was not the same as the value produced by the keyhole-notched impact test. This is a very fundamental point because there can be no true measure of temper embrittlement unless it is invariant with respect to the test method. Theory The purpose of this analysis is to show how the transition temperature depends on the stress distribution and the state of the material. The criterion for fracture may be stated as follws: where iF is some function of the principle stresses and F is a critical condition depending on the state of the metal. Similarly yielding occurs when Where is another function of the prin-ciple stresses and Y is a critical value depending on the state of the material. There is some controversy as to the exact form of the function f,.(u,, u,, us) but most experimental data give the following criterion:= where 8, and 6, = 21 or 0. Combinations of 6, and 8, give the various criteria such as the normal stress, the hydrostatic tension, and the maximum shear stress laws. Kansas continued holding, for its seventh year, the fourth position in the list of oil-producing states. The crude-oil production, according to purchaser&apos;s reports to the State Corporation Commission, was 40,008,940 bbl.; as assembled by the Oil and Gas Journal, 41,305,768, and by the U. S. Bureau of Mines, 41,942,000 barrels. Increase of production from 1932 was largely due to greater stability of the industry, and increased return of demand for Kansas oil, caused by the addition of Federal assistance in national production regulation which reduced illegal production, of some areas out of Kansas, that had been destructively competing with Kansas crude or its refined products, at less than cost of production. Prices continued to advance from the lowest level of 25c per barrel during part of May and June, until by the end of September 36" gravity crude had reached $1 per barrel and continued at this price the remainder of the year. Price stability, for a period greater than in previous years, has brought renewed confidence to those producing oil and has led to renewed interest and increased purchases of Kansas leases. Drilling was confined chiefly to the number of wells necessary to protect from offset and other drainage in the field and to meet the requirements of expiring lease contract deeper areas in Mid-Continent, are an added inducement to exploration. The renewal of interest in the search for new fields in Kansas is already apparent and 1934 will probably see more wildcatting than for several years. This is due both to the expiration of leases on large blocks and to actual demand of the industry for new fields. Exploration for favorable areas is being actively conducted by the various methods of surface, subsurface and core drilling and geophysical work. Much of western Kansas cannot be mapped by surface study and geophysical exploration has been of considerable assistance and has led to a large use of the seismograph. Several companies are conducting seismograph surveys and leasing on findings already secured. Development under the more favorable conditions of 1933 can be readily seen by the comparison of the following reports for the last weeks of December in the respective years.

Still the world&apos;s largest producer, consumer and importer/exporter of minerals, the United States has, in recent years, become more and more aware of the many diverse forces that increasingly affect its ability to maintain free access to and trade in minerals, both domestically and abroad. The nation&apos;s growing dependence upon foreign sources of minerals in the face of mounting competition is causing many changes, not only in the mineral industries, but in national attitudes and policies as well. This paper examines the position of the United States in the world mineral economy relative to the significant trends that have and are developing. It attempts to define and evaluate the major present and future impact of these trends and to anticipate the probable effects upon the U.S. and its mineral economy.

Report of President The important fact of the year 1916 is that on July 25 contracts were executed by which the American Society of Civil Engineers because an additional Founder Society and arranged to make its permanent home in our building. The contracts provide for the construction of three additional stories to the building, the American Society to pay the cost tip to $250,000, this being considered equivalent to what each other Founder Society had contributed, the American Society to participate in the original Carnegie gift and have an equal share in the property with each other Founder society. The construction of the addition to the building is under way, $62,525.04 having been expended thereon in 1916. It has been found that, clue to war conditions and the advanced price of materials, the cost of the addition will be $300,000. The founder societies have been requested to assume the extra $50,000, one quarter each. This work is in charge of a Building Committee consisting of H. H. Barnes, Jr., Chairman, E. G. Spilsbury, Charles Warren Hunt and Charles F. Rand. At the request of the Founder Societies, important alterations were made in the lecture halls on the fifth floor of the building to make the same suitable for social functions of the societies. The cost, $6,642.08, was advanced by the United Engineering Society but is to be paid eventually by the Founders. The Library of the civil Engineers is being merged with the Library of the United Engineering. Society and the other founder societies. At the present time the membership of the four founder societies is 29,000 and of associate societies 23,000, so that a total of 52,000 engineers now have their headquarters in our building. The value of the real estate now owned by this Society is $1,647,171.16. This sum will be increased at the end of 1917 by the amount of the cost of the addition to the building.

A FEATURE of the International Geological Congress to be held at Pretoria, South Africa, in the summer of 1929,. will be a symposium on the gold resources of the world. In this connection the U. S. Geological Survey and Bureau of Mines have been asked to prepare a report, showing production in the United States, describing the geology of its principal gold- producing districts, and estimating reserves (a) assuming a continuation of presen6economic conditions, and (b) assuming lower costs. This report will not be completed before April 1, but data thus far assembled are here presented with the hope of profiting by discussion and by information from those well informed on any of the important gold-producing districts. Gold production in the United States rose to a maximum exceeding $100,000,000 in 1915 and then rapidly declined to about $52,000,000 in 1920. Since then it has fluctuated, but on the whole slightly declined. Reviews of the eight leading states afford the following tentative conclusions :

A tutorial account of the tunnel effect between metal electrodes separated by a thin insulating film is presented. Energy diagrams of metal-insulator -metal sandwiches are briefly discussed, and the isothermal and thermal J-V characteristics for symmetric and asymmetric tunnel junctions are derived from a generalized expression. Experimental data from tunnel junctions are presented, and it is shown how, correlation between theory and experiment permits a determination of some of the oxide properties. Finally, the barrier heights in AT-Al2O3-A1 junctions determined by various inr3estigators are discussed. The object of this paper is to give a tutorial account of the electric-tunnel effect between metal electrodes separated by a thin insulating film and to illustrate its utility in the study of metal-oxide interfaces. This paper will emphasize the theoretical aspects of the electric-tunnel effect: however, a brief account of the more recent experimental work will be presented. A more comprehensive experimental study of the tunnel effect will be presented in the following paper by Drs. Pollack and Morris, see p. 497. We will open with a discussion of the energy diagrams for metal-insulator-metal junctions and what we mean by the electric-tunnel effect. Following this is an account of the theoretical studies of Sommerfeld and Bethe, and Holm, and the recently reported calculations on symmetric and asymmetric junctions using the generalized formula. The theoretical presentation is concluded with calculations on the temperature dependence of the tunnel J-V characteristic. In the experimental section, it is shown how barrier heights and thicknesses are determined by comparing the experimental data with the theory. Finally, the results of various investigators on the determination of the barrier heights in Al-Al2O,-A1 systems are discussed. I) POTENTIAL BARRIERS BETWEEN CLOSELY SPACED ELECTRODES Since it is necessary to supply energy to a metal in order to observe electron emission from its surface, it is evident that the potential energy of an electron within a metal is lower than that of an electron at rest outside the metal. It follows, then, that the electron must undergo a change in potential as it crosses the metal-vacuum interface. In the Sommerfeld1 free-electron theory of metals it is assumed that the free electrons, the electrons responsible for the electrical characteristics of metals, move in a constant potential environment in the metal, and are contained within the metal by a potential barrier at the metal-vacuum interface. It will be evident that the idea of a constant potential environment is a very idealized model, since the potential energy of an electron is influenced by all of the atoms and the other electrons within the metal; however, its use is justified by the many excellent results it gives.2 Fig. l (a) is the energy diagram of the model envisaged by Sommerfeld; the metal is represented by a potential-energy well of depth V,; the vacuum level represents the energy of an electron at rest outside the metal. At 0°K the electrons, which exist in pairs in discrete energy levels, fill up the well to an energy ?, the Fermi level. The distance, Vo - ?, from the Fermi level to the vacuum level is known as the work function of the metal, and represents the minimum energy required to free electrons from the interior of the metal at 0°K.

THE technical- advantages of adding oxygen to air and producer gas, or using it as a reactive agent, producing 400 B.t.u. gas instead of. the present 150 B.t.u., with higher flame temperatures and a reducing flame possible, with a smaller volume of gases passing through a furnace, will result in quicker melting, sharp working, and the production of a higher quality steel. Probably electric-furnace quality steel can be produced in an open-hearth furnace using oxygen. A modern, standard, 100-ton open-hearth furnace, with all equipment, costs from $350,000 to $500,000; there are about 1000 open-hearth furnaces in this country. When considering the use of oxygen in the open-hearth furnace, it is necessary to study: (1) The use of oxygen in the present furnaces, such that modification of existing furnaces and equipment cost the minimum, although the full advantages of oxygen are not thus obtainable. (2) The use of oxygen in a furnace designed for its use, producing quality and quantity steel at the lowest possible cost. This entails the junking of approximately one-half the value in existing equipment-writing off $250,000,000. The basis of such an estimate is the present cost of manufacturing open-hearth steel. Objection may be taken to some of the unit prices here given, but while some companies obtain their ores for much less, the prices quoted are -market price. They are used to show the maximum economy obtained by oxygen at that point.

The Library of the above-named Societies is open from 9 A.M. to 9 P.M. on all week-clays, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining-maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining-reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.
