On April 21, 1980 the Oil, Chemical and Atomic Workers Union (OCAW) submitted a petition urging the revision of the Mine Safety and Health Administration (MSHA) permissible exposure limit to radon daughters in underground mines. This petition asks for: 1. Annual worker exposure to be lowered from the current 4 WLM/year to 0.7 WLM/year; 2. Full economic protection for workers whose exposure exceeds the proposed 0.7 WLM/ year; and 3. The primary means of lowering workers' radiation exposures shall be environmental controls. I will present the scientific rationale for the lower standard requested in our petition to the Department of Labor. [1. Radiation Exposures to Uranium Miners] Two types of radiation exposures are present in the environment of uranium mines: A. [External Exposure] to gamma sources which until 1978 was considered as negligible compared with internal alpha radiation. R. E. Utting (1), in an investigation of three Canadian uranium mines, found levels of exposures adding to an annual dose equivalent of 3 rems (30 mSv)/year. He concluded that gamma dosages may be a major fraction of the maximum permissible dose for many individual miners. The U.S. experience has shown that there is significant gamma exposure in U.S. uranium mines and, therefore, it could contribute to the total radiation exposure to the lungs in combination with internal alpha radiation. Before ventilation improvements in uranium mines, the contribution of external radiation to total lung dosage was relatively small. After improvements in ventilation, the reduction in internal radiation exposure appears to be in 1980 as low as 1/10 of the 1950 dosages. However, ventilation improvements do not affect external gamma radiation. Gamma radiation remains at the same 1950's level, and it represents today a higher proportion of the total radiation burden to the miner's lungs. MSHA regulations (57.5-47) state that if gamma exposure is below 2.0 milliroentgens per hour, then workers are not required to wear gamma dosimeters and cummulative gamma radiation records need not be kept. Assuming an exposure of 1.9 milliroentgens per hour per 173 hours/month for 12 months,a miner would accumulate a dose from external radiation of 3.9 rems/ year. This dosage would, of course, go unrecorded. MSHA, therefore, should consider a downward revision of the external radiation permissible exposure limit of 2.0 milliroentgens/hour. MSHA should make clear that this exposure level, when added to the internal exposure, does not make for sound health physics -even though the measured current levels do not approach 2.0 milliroentgens/hour. B. [Internal Exposure] to alpha radiation is still the larger contributor to lung irradiation in uranium miners. The target organ is still the lung. The parameters to be considered in determining the biological radiation load appear in Table I for radon daughters present in the upper respiratory tract (URT). It was shown previously that chalcopyrite could be floated without using a collector when the ore samples were treated with small amounts of sodium sulfide (Na2S). The role of this reducing agent was considered to be one of a cleaning agent to remove the hydrophilic surface oxidation products. It was later found, however, that the collectorless flotation could be obtained only under slightly oxidizing conditions. This might suggest that collectorless flotation is not due to the clean surface but to the elemental sulfur which may be present as an incipient oxidation product. Therefore, a search for the presence of elemental sulfur has been made by means of ESCA, mass spectrometry, and solvent extraction followed by W spectrophotometric analysis. On the basis of these results, the mechanisms of collectorless flotation are discussed.

Passage of the Public Utilities Regulatory Policy Act ("PURPA") in I 978 created an entirely new industry that is referred to today as the Independent Power Producers ("IPP"). Requirements of project owners, environmental compliance, project design, the financial community and most of all, the need to be a low-cost producer presented a unique situation for the sourcing and the utilization of fuels. Depending on the specific type of project being developed, (e.g. coal-fired, wood/biomass, natural gas, petroleum coke or a blend of several fuel types) and the type of boiler design, it is important to acquire fuels that will optimize both the project's operating efficiency and flexibility. This paper will focus on the acquisition of fuel for coal-fired projects, but will describe the necessary steps in the sourcing, contracting for, and the utilization of fuels and transportation resources in the IPP industry today.

Little precise information is available on the effect of mining on the surface topography. It is often assumed that after mining the surface will simply sink. This is not an infallible conclusion as is well illustrated in two of the three examples herein. This paper describes the results of an attempt to precisely measure the surface movement in the area around coal pillars left in place for three oil wells in a completely mined and caved area at the Harwick Mine of the Duquesne Light Company. The dates when the various measurements were made are shown on the data sheets and indicate the rate of surface movement. These oil wells are identified as wells Nos. 2, 3, and 6. This mine property is located on the north side of the Allegheny River at Cheswick, Pennsylvania, and extends in a northerly and westerly direction about five miles. The three well pillars are situated on the westerly side of the Bessemer and Lake Erie Railroad some 2,000 feet from Rural Ridge, Pennsylvania (Fig, 1).

Canada's gypsum industry began more than 200 years ago in the Maritime provinces when farmers attempted to supplement their incomes by selling "land plaster" to traders bound for the United States. Rising from such humble beginnings, gypsum now contributes significantly to the economies of nine of Canada's 10 provinces. Thirteen open-pit and three underground mines produced a total of 8.4 Mt (9.3 million st) of crude gypsum, and 17 processing plants manufactured 2.5 Mt (2.8 million st) of finished products in 1985. Recent economic growth in North America has resulted in steady increases in gypsum production. However, competition from foreign producers and by-product gypsum pose a growing threat to Canada's gypsum mining industry.

This paper will deal with some of the considerations which, were involved in the design and construction of the uranium mills in the Elliot Lake area . These plants, eleven in number, range from 1500 to 6500 tons per day milling capacity. Most references are with respect to the seven plants in the Rio Tinto Group which have a combined milling capacity in excess of 20,000 tons per day. In dealing with such abroad subject as mill design, one has the choice, of covering a few specific problems in great detail, or else attempting to cover many subjects superficially and briefly. In preparing this presentation, an attempt has been made to compromise on these extremes, and to select some interesting illustrations which are of general interest in the field of mill design, and of value to persons concerned with mill design broadly, beyond the field of uranium mills.

British Petroleum (BP, 2005), indicates that world reserves for oil to be 1198 billion barrels, for natural gas the equivalent of 1156 billion barrels of oil and for coal the equivalent of 3219 billion barrels of oil. If we take into consideration the mean aver-age annual increase in demand of the last three years for oil, 2.6%, for natural gas, 3.9%, and for coal, 6.6%, then their respective reserves? lifespan are calculated to be 27, 34 and 38 years. Without taking into account their annual increase in demand, lifespan increases to 38, 67 and 161 years respectively. Since zero increase or perpetual increase in energy demands on finite resources is unrealistic the selection of the most suitable energy commodity for power generation rests upon the law of supply and demand of each commodity. This defines its price hence its selection for the production of cheap electricity. When the ratio of supply to demand is less than one, peak production is achieved. Any further increase in demand results in price increase to quench its demand. The Association for Oil and Gas Peak (ASPO) has calculated that when oil demand exceeds 84 million barrels/day, Peak Oil Production will be attained thus prices will start to increase in order to even demand with supply. Correspondingly, Gas Peak Production is expected to take place when demand exceeds 9.1 or 10.2 billion cubic meters/day. Peak Oil production has been calculated to take place in the current year, 2006, while Gas Peak production is estimated to take place between 2020 and 2025 provided that gas will not cover the energy deficit created from the lack of oil otherwise Gas Peak production could arrive as early as 2010. The use of coal for power generation is considered a better alternative than oil and gas if new combustion technologies with an energy efficiency of 43%, Germany, and 47%, Denmark, are adopted. These not only extend the lifespan of coal reserves but reduce also CO2 emissions by 25% and 31%, respectively. In the very near future CO2 sequestration and fixation in deep geological strata will eliminate its emissions thus rendering the use of coal the cheapest feedstock for power generation.

2013 has seen metals, industrial minerals, and coal all reduce in price due to market and geo-political factors. Many companies are taking write-downs to recalibrate their reserves and have enacted focused cost reduction programs. The public domain includes statements where companies have operating cost reduction goals in the $500 million range. Zero-base staffing & budget analysis is a means to achieve optimal employment and cost levels for a given level of production. The method involves measuring the work to be done similar to Lean. Lean is a method to review each step of production and remove anything that doesn?t add value or is necessary to complete finished goods. Zero-base methodology has been applied to mines worldwide producing realistic and sustainable levels of staffing and costs based on the quantity of work. The objective of this paper is to provide the framework of zero-basing with examples of application.

The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents [ ] analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2011 as compiled by the USGS and 3) regional events including economic, social and political conditions that affected exploration activities, which were derived from published sources and unpublished discussions with USGS and industry specialists.

"The Ohio River Bridge East End Crossing Tunnel requires a 75-year service life of its cast-in-place reinforced concrete lining. This twin-tube 3-lane (each tube) highway tunnel is about 55-ft wide and 30-ft high. Since unified tunnel service life prediction methodology does not exist in the US, challenges occurred during the design-build phase of this project. These challenges include the methodologies in determining the reinforced concrete’s degradation mode, the lining’s surface chloride concentration level, the reinforcing steel’s critical chloride threshold value for corrosion, how to verify the concrete’s diffusion coefficient, and the durability impact from concrete crack width. This paper presents a methodology in verifying the proposed concrete mix can achieve the service life requirements. This methodology can be adopted for service life prediction for future tunnels to be built in the US. INTRODUCTION The Ohio River Bridge East End Crossing (ORBEE) Tunnel is part of a Public Private Partnership project, which connects transportation network between Louisville, Kentucky and southern Indiana. Located in Louisville, Kentucky, the twin-tube highway tunnel provides northbound and southbound lanes of the Kentucky approach to a new bridge across the Ohio River. Tunnel lengths are approximately 1,675-ft and 1,685 for the northbound tube and the southbound tube, respectively. Connected by two cross-passages, both tubes have a roadway width of 40-ft, for 3-lane traffic, and a vertical clearance of 26.5-ft.The tunnel was constructed by drill and blast method with shotcrete and rock dowels as initial ground supports. The final tunnel lining system includes: •,Nominal 16” cast-in-place reinforced concrete lining, with 2” and 3” concrete covers over reinforcing steel for its extrados and intrados, respectively. •,20” cast-in-place reinforced concrete invert slab, with 4” and 3” concrete covers over reinforcing steel on its top face and bottom face, respectively. •,PVC waterproofing system around tunnel perimeter, excluding invert slab. •,Perforated PVC groundwater collection pipes on both sides of the tubes and one below the invert slab of each tube."

A safety climate case study was carried out at a surface metal mine where investigators administered the Liberty Mutual Short Scale Safety Climate Survey to 365–368 miners to measure safety climate in consecutive years. Following the baseline safety climate survey in 2019, Foundations for Safety Leadership (FSL) training was conducted with 81 middle to upper management employees at the mine site. Investigators found statistically significant differences in the pre vs. posttraining FSL assessment scores of the middle to upper management employees who attended the training. The follow-up safety climate evaluation was compared to baseline scores and revealed no significant improvement. The overall baseline company safety climate score of 76.38 increased minimally to 76.50 (p-value = 0.616). Investigators also evaluated differences in safety climate between the company’s three major divisions (operations, maintenance, and administration). Both years administration had the highest mean score and operations had the lowest mean score. The authors attributed the statistically significant differences found among the three major divisions to various dissimilarities in their work environments.

Linear circuit analysis (LCA) is a fundamental tool which has been used to evaluate mineral separation circuits during the preliminary design phase. Traditionally, the LCA methodology uses the analytic circuit solution to determine the relative slope of the circuit?s partition curve. This value is then used as an indicative performance measure suitable for the comparison and ranking of alternative circuit configurations. Unfortunately, the partition curve slope only reflects the separation potential of middling material. In most mineral systems, this material represents a small portion of the initial feed (due to liberation) as well as a small portion of the revenue potential (due to the incremental value). Respecting these limitations, the authors have developed new separation performance indicators which may be derived from the analytical circuit solution and used in LCA problems. These indicators inherently reflect the separation potential of pure material, providing a better indication of lost revenue due to misplaced material. The complete methodology has been integrated with prior software to produce the Heuristic Optimizer for Resource Separation Economics (HORSE).

The iron ore beneficiation plant at Serra-Azul Mines of ArcelorMittal, Brazil operates at a rated capacity of 3.2 million tons per year. The ore is concentrated using magnetic separation, jigging, hydrocyclones and spiral concentrators. The tailings from the process plant are generated from classifier overflow of 135 tons per hour dry solids and thickener underflow of 48 tons per hour dry solids. A systematic experimental program was carried out using Multi-gravity separator (MGS), and wet high-intensity magnetic separator (WHIMS) for recovering the iron values from both of the tailing streams while minimizing the total quantity of tailings to be discarded. The classifier overflow contained 32.3 percent iron, 49.9 percent silica and 2.18 percent alumina and was 45 percent finer than 45 microns in size. The thickener underflow sample contained 47.3 percent iron, 27.6 percent silica and 2.49 percent alumina and was 16 percent finer than 45 microns in size. Separation results on the classifier overflow sample with the MGS indicated that a concentrate containing 62.1 percent of iron, 10.8 percent silica and 0.36 percent alumina can be achieved with a weight recovery of 24.5 percent. The results with WHIMS at 6500 Gauss indicated that concentrate containing 62.6 percent iron, 8.3 percent silica, and 0.65 percent alumina can be achieved at a weight recovery of 34.7 percent. 4.7 percent. WHIMS studies at 6500 Gauss on thickener underflow sample indicated that a concentrate containing 61.4 percent iron, 8.8 percent silica, and 1.74 percent alumina can be achieved at a weight recovery of 57.2 percent. Based on these results, and further in-house test works, a WHIMS installation was adopted for the recovery of iron values from the tailings in the operating plant at ArcelorMittal Serra Azul Mines, Brazil.

Large is the applicable adjective here. The largest hydraulic shovel in the world, the largest copper mine in the world, the largest copper producing company in the world. The O&K RH 300 hydraulic excavator has been put into service to move overburden and mine ore at the Chuquicamata open pit mine of the Chilean state copper mining company, Corporation Nacional de Corbre de Chile (Codelco). A large shovel: Equipped with a 26-m3 (34-yd') rock shovel, the RH 300 is able to fill a 170-t (187-st) truck in three passes with cycle times of 30 seconds. A large mine: At present, the Chuquicamata pit is 4 km (2.5 miles) long, 2 km (1.2 miles) wide, and 520 m (1700 ft) deep from rim to bottom bench. The current 450 kt/d (496,000 stpd) of material mined will increase to 600 kt/d (661,000 stpd) when the expanded production rate is reached in 1989. (Chuqui Expansion details, p. 20). A large mining company: Codelco's total output from its two open pit and three underground copper mines is more than 1.1 Mt/a (1.2 million stpy) of copper. This makes Codelco by far the largest copper producer in the world. It accounts for about 15% of the Western World's copper requirements. Chuquicamata is located in the hot and arid Atacama desert of northern Chile. The mine is located 240 km (150 miles) northeast of the port city of Antofagasta. Mine elevation is 2700 m (8850 ft). Chuquicamata's known reserves of oxide and sulfide ores amount to more than 450 Mt (496 million st) of contained copper. There are also reserves of more then 1.4 Mt (1.5 million st) of contained molybdenum. Originally, Chuquicamata was a rail pit. The shovels loaded rail cars hauled by locis on tracks along the benches. During the 1970s, the rail transport was replaced by truck haulage. Crushing and conveying rock waste in the pit is the latest step in the continuing evolution of more productive and economical methods of materials movement. In 1990, the in-pit crushing plant will be in operation. The waste will be mainly transported out of the pit on belt conveyors rather than trucks. The system will incorporate a 9.6-kt/h (10,600-stph) semi-portable crushing station, a 14-km (8.7-mile) conveyor using 1.8 m (6 ft) wide heavy duty belts, and a tripper-spreader to stack the waste dumps. Since Chuqui went into production in 1915, more than 2.5 Gt (2.8 billion st) of material has been excavated. This includes nearly 1.7 Gt (1.9 billion st) of ore from which some 16.4 Mt (18 million st) of copper has been recovered. The Chuquicamata porphyry type ore body is an altered and fractured intrusive granodiorite or quartz-monzonite porphyry that carries the mineralization. The action of ground water on primary sulfide minerals in geo¬logic time has created oxide ores and a zone of secondary enrich¬ment. The oxides occur above the sulfide zone and are also mixed with the upper parts of the latter. At Chuquicamata, the current grade of 1.5% copper is expected to decline to about 1% by 1995. The Missouri University of Science and Technology?s (Missouri S&T) Experimental Mine is a teaching and research facility which has been excavated in limestone by mining engineering students over almost 100 years. The mine is currently being extended to a second level. Available fans for ventilation are two surface fans of 24 kW and two underground booster fans of 12 kW. The design of a ventilation network in conjunction with multi surface fans and booster fans entails a complex procedure. Ventsim Visual software modeling has been used for network analysis to determine the optimum surface and booster fans locations, blade settings, and speeds. Both natural and mechanical induced ventilation pressures have been taken into account. Three working faces on each level have been designated as target points that minimum air quantities are required. The model has been calibrated against a pressure and quantity survey. Design of ductwork, door/stopping positions and different fans characteristics have been examined. The optimum flow rate at identified working faces, efficiency and minimum energy losses and annual network power cost determine the best scenario. The optimum design has been determined for the ventilation network for the next 100 years. The optimum flow rate across working faces is the key criterion selected.

Digital transformation (DT) is the process by which entities adapt themselves to modern technology. As digital technology becomes more prevalent (automation, cameras, sensors, touchscreens, artificial intelligence, etc.), there will be increased pressure on companies to leverage it for additional gains. For many companies in the mining industry, this will involve overcoming a steep learning curve. Furthermore, as the long-term success of the mining industry is dependent on a labor force with new skills (data management, analytics, digital literacy, etc.), new curriculum will need to be appended to the mining engineering discipline. This paper considers the mining industry’s need for DT. Then, it presents a three-part review of the foundational components of the DT process–ubiquitous data, connectivity, and decision making. Finally, it provides a discussion on the future of DT in mining as well as a research direction, which identifies the need of academia to provide support for mining companies in the form of both research and the education of digitally literate, dynamically capable mining engineers into the coming decades.

The program of study of pellet binder materials was begun by the ORF in 1963 to examine various Canadian materials as substitutes for bentonite which is imported in large tonnages (199,270 tons in 1969) from the U.S.A. for Canadian pellet plant operations. Most of the raw bentonite used in Canada originates in Wyoming, North Dakota and more recently Greece, resulting in relatively high transportation costs to pellet producers. Some Canadian bentonites available in Western Canada (Alberta) can be beneficiated for uses as pellet binders but could not compete in cost with U.S. sources due to the cost of beneficiation and the higher rail transport charges to Eastern Canada. It is difficult to find a substitute for bentonite, and many materials have been investigated by research groups but, so far, no economic substitute is in use. However, some success is apparent in studies of low cost materials such as clays, sea weed, peat moss and low grade coal, The work done by the ORF over several years has covered systematic test¬ing of Ontario clays, lignite, some types of tree bark, waste sulphite liquors of various kinds, and peat moss as binders for iron ore pellets. The major effort has been concentrated on peat moss and has included a study of the influence of different additives. Since analysis of peat moss for humic acid is difficult and time consuming, a certain amount of time was devoted to development of improved methods, the most useful of which was a spectrophotometric method based on extraction of peat by sodium pyrophosphate for determination of humic substances. In the present paper, only the most recent work concerning the use of peat moss with suitable additives is discussed in detail, since it is the most conclusive and best documented portion of the program.

"The Sanitation Districts of Los Angeles County is planning to construct a new, approximately 7-mile-long (11.3 km) effluent outfall tunnel to be excavated by TBM and lined with precast concrete segments. Anticipated net operating pressures within the tunnel are expected to approach 3 bar. To counteract joint opening and exfiltration leakage, an approach has been investigated to post-tension the precast concrete tunnel lining with steel tendons. The tunnel alignment crosses several seismically active fault zones, at which installation of steel pipe is proposed as a secondary inner lining to mitigate potential offset displacements. This paper discusses the tunnel lining design approach and methods used to address these unique challenges.INTRODUCTION The Sanitation Districts of Los Angeles County (Sanitation Districts) is planning to construct a new 18-foot-diameter (5.5 m), approximately 7-mile-long (11.3 km) tunnel from the Joint Water Pollution Control Plant (JWPCP), located in the City of Carson, to the existing White Point outfall manifold structure at Royal Palms State Beach (RPSB) (Figure 1). The project is part of the Sanitation Districts’ Clearwater Program, which will improve overall system reliability through the repair and replacement of the existing aging infrastructure. The existing system includes two 6-mile-long (9.7 km) tunnels, 8- and 12-feet in diameter (2.4 and 3.7 m), and four ocean outfall pipes with a maximum capacity of approximately 675 million gal/day (MGD) (2.6 billion L/day). Addition of the new parallel tunnel will increase overall capacity to accommodate peak wet weather wastewater flows of up to 1,262 MGD (4.8 billion L/day) and will allow inspection and repair of the existing tunnels. The new outfall tunnel will be excavated using a pressurized face tunnel boring machine (TBM). Shafts at the north (JWPCP Shaft) and south (RPSB Shaft) ends of the proposed alignment will connect the tunnel to the existing wastewater treatment plant and existing ocean outfalls manifold and during construction act as launch and receiving shafts for the TBM. The tunnel will be excavated from north to south as a single heading."

The areas are identified where the techniques of operations research have been applied in the petroleum industry. Particular emphasis is given to the linear program models that have been used for solving management problems. Of the entire gamut of applications for linear programming, attention is focused on the models that represent underground reservoirs. Such models could be used to help schedule drilling rig operations and to schedule oil production. A framework is established for placing the model for underground reservoirs in the proper perspective along with the models which represent other facets of the oil business. One of the remarkable phenomena of this century is the rapid growth in the size and' complexity of human organizations. The mere size of modern business means that administrative decisions can affect vast quantities of capital and large number of people. Mistakes can be tremendously costly, and a single wrong decision can require years for rectification. Moreover, the pace of modern business is such that decisions are required more rapidly than ever before; the mere postponement of action can give a decided advantage to a competitor. It is not surprising that the increase in difficulty of decision making has been followed by efforts to put this activity on a more objective basis. The growing science of operations research, which relies heavily on the methods that have proved so successful in the physical sciences, is one aspect of these efforts.

Business Process Improvement (“BPI”) Change to Survive “It is not the strongest of species that survive, nor the most intelligent, but the one most responsive to change.” [Charles Darwin] “If you want to understand something, try to change it.” [Kurt Lewin, social scientist] Many companies have tried one or more process management initiatives. Each effort may help develop a culture that is more receptive to change. Executive Management needs to be unwavering in support of change with systems and structures, staffing, development of people, measures, with incentives and rewards. General Electric developed principles for quality change management that are necessary for effective, continuing Business Process Improvement (BPI). Change Acceleration Process (“CAP”) One of the tools General Electric developed has been used successfully by companies around the world in a wide variety of industries. This tool, named Change Acceleration Process (“CAP”), is designed to improve acceptance of change. Acceptance is the method by which the creative energies of the workforce can be fully tapped. Over time, every employee receives CAP training at least once, and in many instances three (3) or four (4) times, and will work on one or more High Performance Teams. Thus, BPI can achieve and maintain its goals.
