Acid-Base Accounting (ABA) is an analytical procedure that provides values to help assess the acid-producing and acid-neutralizing potential of overburden rocks prior to coal mining and other large-scale excavations. This procedure was developed by West Virginia University scientists during the 1960s. After the passage of laws requiring an assessment of surface mining on water quality, ABA became a preferred method to predict post-mining water quality,and permitting decisions for surface mines are largely based on thevalues determined by ABA. In order to predict the post-mining water quality, the amount of acid-producing rock is compared to the amount of acid-neutralizing rock, and a prediction of the water quality at the site (whether acid or alkaline) is obtained. We gathered geologic and geographic data for 56 mined sites in West Virginia, which allowed us to estimate total overburden amounts, and values for maximum potential acidity (MPA), neutralization potential (NP), net neutralization potential (NNP), and NP/MPA ratios for each site based on ABA. These values were correlated to post-mining water quality from springs or seeps on the mined property. Overburden mass was determined by three methods, with the method used by Pennsylvania researchers showing the most accurate results to actual overburden mass. A poor relationship existed between MPA and post-mining water quality, NP was intermediate, and NNP and the NP/MPA ratio showed the best prediction accuracy. In this study, NNP and the NP/MPA ratio gave identical water quality prediction results. Therefore using NP/MPA ratios, values were separated into categories: <1 should produce acid drainage, between 1 and 2 can produce either acid or alkaline water conditions, and >2 should produce alkaline water. On our 56 surface mined sites, NP/MPA ratios varied from 0.1 to 31, and six sites (11%) did not fit the expected pattern using this category approach. Two of eight sites with ratios <1 did not produce acid drainage as predicted (the drainage was neutral), and four of 40 sites with a ratio >2 produced acid drainage when they should not have. These latter four sites were either mined very slowly, had non-representative ABA data, received water from an adjacent underground mine, or had a surface mining practice that degraded the water. In general, an NP/MPA ratio of <1 produced acid or neutral drainage sites, between 1 and 2 produced mostly alkaline drainage sites, while NP/MPA ratios of >2 produced alkaline drainage with a few exceptions. ABA is a good tool to assess overburden quality before surface mining and to predict post-mining drainage quality after mining. The interpretation from ABA values was correct in 50 out of 52 cases (96%), excluding the four anomalous sites, which had acid water for reasons other than overburden quality.

INTRODUCTION The tailing dam is part of the SOHIO L-Bar Uranium Mine and Mill located about 70.8 kilometers (44 miles) west of Albuquerque in northwestern New Mexico. The dam location is shown on Figure 1. The tailing dam is one of the last upstream method dams permitted in the industry. Design and construction aspects of the project, as well as operation and maintenance considerations, are reviewed herein. Since initial construction, SOHIO Western Mining Company and Woodward-Clyde Consultants have developed several modifications and improvements in the dam&apos;s operating and monitoring procedures. This work has been done in coordination with the New Mexico State Engineer&apos;s Office and in accordance with recommendations in a report done for the Corps of Engineer&apos;s Phase I Dam Inspection Report. Modifications and improvements described should be of particular interest to owners and operators of other tailing dams utilizing the upstream method of deposition. The tailing facility was designed for a 10-year life to provide an ultimate storage capacity of 6 1/2 billion kilograms (7 1/2 million short tons) in an area of about 180 acres. A plan view of the tailing dam is shown on Figure 2. The tailing consists of approximately 75% sand size material and 25% fines (material passing the No. 200 sieve). The tailing dam includes a small earth starter dam with raises of the dam accomplished using tailing deposited by upstream method techniques. The starter dam is a homogeneous embankment about 610 meters (2000 feet) long, a maximum height of 12 meters (40 feet) and 2 1/2:1 (horizontal to vertical) upstream and downstream slopes. The starter dam contains an internal drainage system which includes a near vertical chimney drain connected to horizontal finger drains. Hsikwangshan mine is located at Lengshuijiang city of Hunan Province. It is a stibnite deposit. The orebody is gently inclined; its ore run is about 3 km in length and extends about 1.2 km along the direction of dip. The thickness of the ore body is non-uniform and varies from 1.5 to 20 m. The orebody is mined by room and pillar and cementation filling. The nine levels at the ore top have been mined out. At present, the mining operations are at the eleventh level. The mine ventilation system consist of three main fans which are installed in different shafts and are ventilated in parallel. The main fans can be connected to each other through comprehensive return air drifts. Two of the fans are located underground and the other on the surface. The general configuration of the ventilation system is shown in Figure 1. Because the operating areas are scattered and vary frequently as well, it is difficult to bring about air flow control. If the air flow cannot be varied with the variation of production in time, the air quantities are not sufficient in some areas and are excessive in others. However, it is also a problem to coordinate the three main fans with one another to obtain the optimum economic cost of operation. In order to make the air delivery fit the variation of production continuously to satisfy the ventilation requirement of the working faces and to reduce power consumption, we have made a great effort over five years to install an automatic control system for mine ventilation at the Hsikawangshan mine. The key part of this system is a microcomputer. The whole system consists of a console, which is located at the surface; the circuit network that is provided for signal transmission; air doors and ventilators at the working face; the scale air doors which are installed at the main branch airways; main fans and their speed regulating devices, as well as the sensors used for observing pressure, air quantities, temperature and the concentration of carbon monoxide, etc. This system can continuously telemeter the air quantities and carbon monoxide concentration in the main branch airways, air pressure, air quantities, electric current, the temperature of the bearings of the main fans, etc. According to the production air requirements, the system controls the ventilators or air doors which are located at the working faces and regulates the air quantity in the main branch airways. It can also choose the optimum mode of operation automatically, and regulate the rotating speed of the main fans to guarantee the least total power consumption while satisfying the total air quantity requirements. If abnormality of the observed results is discovered, the audible and flashing light alarm signal starts up automatically. The operating mode of ventilation equipment also feeds back to the control room and displays on the console. The configuration of control the system is shown in Figure 2.

Pulmonary responses to coal mine dust exposure were investigated by analysis of bronchoalveolar lavage specimens from non-smoking coal miners (n-12, mean age-43 ± 2 years, mean underground exposure-17 ± 2 years) and from non-smoking normal volunteers (n-18, mean age-43 ± 2 years). Spirometric and diffusion capacity indices were monitored as part of a physical exam. Lavage was performed in a subsegment of the right middle lobe by instillation of 200 ml of warmed saline solution in 50 ml aliquots and recovery by gentle suction. Specimens were centrifuged at 500g for 5 minutes at 2°C. Total and differential cell counts were recorded. Secretion of oxidants measured by chemiluminescence, surface morphology (spreading and ruffling), and lymphocyte parameters were determined. Lavage fluid was analyzed for the presence and quantity of acute phase reactants and immunoglobulins. Pulmonary function measurements as well as recovered lavage volume, total lavagable cells, and differential cell counts were similar in both miners and controls. Both resting and phorbol myristate acetate-stimulated chemiluminescence were also similar in miners and controls. In contrast, particle-stimulated chemiluminescence was significantly decreased in the alveolar macrophages from the miners (48% of control values). Morphometric analysis of scanning electron micrographs indicate that phagocyte surface spreading was similar in miners and controls. However, surface ruffling was 127% greater in the miners compared to controls. Lymphocyte subpopulations were similar in miners and controls. Protein analysis of the lavage fluid revealed lower total protein content in the lavage fluid of miners. However, the concentration of albumin, IgG, and IgA were similar in miners and controls. We conclude that most indices were normal in underground miners working under the current dust standard of 2 mg/m3. The decrease in particlestimulated chemiluminescence and the increase in surface ruffling in miners may suggest the beginnings of particle overload and activation of the macrophages. In addition, a decrease in total protein was noted in lavage fluid from miners.

Twelve linear test foundations were constructed over an advancing longwall panel in southern Illinois, six were located along the centerline, and six in the maximum tension zone. One footing in each set was a control foundation constructed according to conventional practice. It suffered severe damage. Footings with reinforcing bare and post-tensioning had much smaller elongations, with the post-tensioning preventing cracking of the footing. Footing-soil interface treatments of plastic-on-sand and plastic-on-soil served to reduce damage. The addition of steel fibers to the footing had about the same effect as an interface treatment. Sill plate construction (butt-jointed versus lap-jointed) appeared to significantly affect the behavior.

This chrysotile asbestos ore body is located near the northern tip of the Province of Quebec, Canada. It is some 1818 km (1130 miles) north of Montreal, 480 km (300 miles) north of the tree line, and is situated within the zone of continuous permafrost. The open pit ore zone is approximately 0.4 km (1% mile) in length, some 61 m (2OO ft) in width and plunges at 25o to 30 o below surface to a vertical depth of at least 610 m (2000 ft). The ore body was originally evaluated by programs of surface mapping, diamond drilling, and bulk sampling. The fiber is semicrude, possesses excellent strength, and good fiber length distribution. GEOLOGICAL SETTING, LOCATION, AND DISCOVERY The chrysotile asbestos mineralization at the Asbestos Hill mine occurs in serpentinized ultrabasic rocks of Precambrian age. These intrusive rocks are found in older volcanic sedimentary rocks known as the Cape Smith-Wakeham Bay belt and are shown in Fig. 1. The rocks comprising this belt overlie older basement rocks composed of granite and granite gneiss. This belt has a width of 32 to 64 km (20 to 40 miles), and trends in a general east- west direction, a distance of about 370 km (230 miles) from Wakeham Bay on the east coast of the Ungava Peninsula to Cape Smith, located on the east side of Hudson Bay. Two sequences of rock have been recognized in this belt. The lower (oldest) rocks are known as the Povungnituk group, and consist principally of massive lavas and sediments. The upper (younger) rocks are known as the Chukotat group, and are composed of pillowed lavas with interbedded sedimentary rocks. Sills of ultrabasic rocks exist in both younger and older rocks, but are more often found in the Povungnituk group. Concentrations of chrysotile asbestos, as well as nickel and copper minerals are found at or near the base of ultrabasic sills, and are most common where a change in dip occurs. The mine is situated about 1818 km (1130 miles) north of Montreal, approximately 1126 km (700 miles) north of the start of continuous permafrost, and about 482 km (300 miles) north of the tree line. The depth of permafrost at the mine site has been calculated to be approximately 549 m (1800 ft). This rich deposit of asbestos was discovered in 1957 during extensive exploration for nickel in the Ungava nickel belt. During that year, traverses conducted by Murray Watts spotted interesting looking ultrabasic rocks, and followup ground examination disclosed rich surface showings of asbestos mineralization near the present open pit. In May 1998, Hanson Aggregates Midwest, as an outcome of mine planning, offered a 10-acre tract of land containing the famed fossil-bearing Silica formation, to the City of Sylvania, OH. in the form of a 99-year lease agreement. The Olander Park System, and Ohio code park operating within Sylvania Township, was then approved by Hanson and the City to manage and fund the park. All parties signed the lease in August of 1999. In November 2001, local residents voted to fund the park by a margin of 2 to 1. The park will consist of a shallow (approx. 20 ft.) former cement production quarry that is 700 ft. long by 300 ft. wide. Hanson’s motivation and vision for the park was fivefold: 1) the site was located away from long-term reserve access; 2) it would serve nicely as buffer property for the active quarry; 3) it had become an area of illegal dumping by locals in the past; 4) trespassing and safety issues would be limited by allowing supervised usage; and 5) the shallow outcropping contains the world famous, fossil-bearing Silica shale. Hanson will supply shale to the park perpetually via stripping activities in the process of uncovering quality construction aggregate limestone and dolomite reserves. Thousands of enthusiastic fossil hunters have already combed throughout the shale in their quest for “treasures”. The park’s master plan also features nature trails, picnic areas, a fossil-themed play area, amphitheater, visitor’s center and gift shop. Given the natural and people resources that Sylvania Fossil Park will have to offer, Hanson is confident that it will become the premier invertebrate fossil hunting site in the United States. It will also remain a solid community relations vehicle for years to come.

With the current trends towards the concentration of extraction to fewer but higher production units in deeper seams, often of higher coal rank, the role of methane drainage ranges has become critical. As mines exploit seams at greater depth and more remote locations there has been a need to extend the lengths of methane drainage ranges and to increase the capacity of the surface pumps. This trend has highlighted the need to effectively simulate the operation of a methane drainage range in order to produce the optimum design and operation of a safe and economic system. This paper describes the development of such an analytical tool. The application of this computer model is illustrated by the analysis of the operation of the drainage system of an extensive mine. The paper concludes by considering the development of a [Knowlege Based or Decision Support System] which will assist the ventilation engineer in assessing the current performance of an existing drainage range and will suggest possible remedial modifications or design strategies which may improve the system performance. INTRODUCTION In order to maintain the general body methane levels to below predetermined statutory threshold limit values (TLV&apos;s) on major longwall production units there are, for a given production rate, two major complementary control devices which may be employed by the ventilation engineer. These are the combined design and application of a competent mine ventilation and methane drainage system. The methane drainage system should be designed so as to maximise the capture of the methane (firedamp) from the seam being mined and the strata gas liberated in the vicinity of the extraction zone from gas bearing seams or other reservoirs of gas situated at above or below the mining horizon. The design fresh air quantity entering the face should ensure that under normal operating conditions the methane entering in the vicinity of the face is rapidly dispersed and dilute to well below statutory TLV&apos;s. The drainage system must therefore be designed to maximise the capture of the methane gas liberated to minimise the amount of gas which enters the ventilation airstream. GAS DRAINAGE The inherent dangers of methane emissions in mine workings have been a problem of concern to mining engineers for many years. To alleviate the risk, methane drainage has been employed for some years to capture the gas before it becomes a hazard to the operation of the mine. The method of drainage employed will be dependent on a number of factors which include the longwall mining method and production cycle employed, the characteristics of the coal seam being extracted and those of the adjacent gas bearing strata. The Columbia Slough Consolidation Conduit Project is a 12 ft. 0 in. inside diameter—15 ft. 4 in. excavated diameter tunnel, 8,300 lf. in length. The tunnel is divided in two parts a 4,460 lf. reach to the West and a 3,770 lf. reach to the East separated by a flow regulation structure in the middle. The project was built for the City of Portland, Oregon Bureau of Environmental Services (BES) by the Frank Coluccio Construction Company (FCCC) Seattle, Washington under a $22,600,000.00 contract starting in 1998 and completing the contract in 2000 at a total cost to the City of $25,448,000. An increase of 12.6% from the original contract. The tunnel was constructed in an alluvial sediment that ranges up to 1,500 feet thick. The sediment varies from ?ne silty sand and sandy silt (SM-ML) to coarse sand and gravel (GP-GM) with varying quantities of cobbles and boulders. Most of the tunnel was constructed above the water table although one reach of almost 1,000 lf. had water to above the tunnel crown. The contractor, FCCC, used a Lovat 15 ft. 3 in.900 hp shielded TBM with multiple doors (4) of variable opening to excavate and support the tunnel. Tunnel supports were 5 in. WF 16 lbs. per foot at 4 ft. spacing and4 in. Douglas Fir lagging. Tunnel excavation was worked in 10 hour shifts with additional equipment maintenance and repair on the off time. The original Geotechnical Design Summary Report (GDSR) established a baseline for contractual purposes of slightly over 5 boulders (between 12 in. and48 in.) per foot of tunnel. (Table 1) At the pre-bid conference, three test pits were excavated to approximately tunnel invert, one at each end of the project and one in the middle near the flow regulation structure. The test pits encountered a few boulders but did not seem to support the five boulders per foot (varied from one boulder per foot of tunnel to eight b/lf.). Subsequent to the pre-bid meeting and the test pits, BES issued any addenda which changed the baseline boulder quantity in the GDSR to 1.7 boulders per foot of tunnel (varied from0.2 to 3.5 boulders per foot) a reduction of 67% from the original baseline. It is interesting to note the two separate tunnel reaches and how they were evaluated in the GDSR. Originally the Eastern portion of the work was projected at5.08 boulders per foot of tunnel and the Western portion at 5.30 boulders per foot of tunnel for a variance of less than 5%. In the revised quantity the Eastern portion was projected at 2.01 boulders per foot of tunnel and the Western portion at 1.42 boulders

Mine managers rely on their experience, section foreman&apos;s daily reports and occasional time studies to make important production, maintenance and forecasting decisions. This information is often subjective and imprecise, consumes expensive engineers time, is often biased and is restricted to short time periods. Managers need better information. Furthermore, if a recently purchased machine is being evaluated, a large increase (>10%) in productivity may be obvious, but small increases are usually masked by other variables. In today&apos;s highly competitive markets, cumulative small changes are important, especially since managers have already exhausted most available, obvious avenues of improvement. A technique to separate these charges from effects of other variables and to quantify the target effect is necessary. CSM researchers are addressing this need by developing an intelligent decision support system (IDSS). It provides key production and maintenance information to support management decisions by recognizing patterns in mining machine sensor data and representing knowledge about mine management, operations, layout and equipment. A continuous miner section at Western Fuels-Utah Inc.&apos;s Deserado Mine in Rangely, CO is the test facility for the research. Power transducers located in the sections load center provide kilowatt versus time data from continuous section equipment. The IDSS pattern recognition algorithms classify the kilowatt versus time patterns into individual machine operating modes. It produces an output similar to a typical industrial engineering time study but continuously, automatically and without an engineer in the section. It is relatively easy for a time-study engineer to identify the stop and end points of a cycle element and classify it by looking at the machine and glancing at a stop watch. The problem is that monitoring system hardware and software do not have these unique capabilities. Consequently, IDSS algorithms must automatically define the begin and end points of machine tasks and identify the task by recognizing patterns in kilowatt versus time data. However, many mines have file drawers of time-study type data that are not very useful. So, IDSS contains the knowledge representation subsystem (IDSS/KRS) to produce short reports containing only key information. This is difficult because mine environments continually change and information requirements differ for each management level. Consequently, IDSS/KRS must learn and adapt to new conditions in a dynamic mining environment. Western Fuels-Utah owns and operates the Deserado Mine, located about 19 km (12 miles) northeast of Rangely, CO (Upadhyay, 1988; King and Eros, 1988). One longwall and two continuous miner sections produce about 900 kt (1 million st) of coal annually for the Deseret Generation and Transmission Cooperative&apos;s 4000 MW power plant located near Bonanza, UT. Three mine monitoring systems control the underground mine, the preparation plant and the unit train load out. Pattern recognition IDSS/PRS produces a listing of begin and end times for each machine operating event as shown is Table 1.

In coal-bearing formations, seams are often bounded by sedimentary layers of mudstone, claystone or shale. When the electrical conductivity of the surrounding sediment layers is greater than the conductivity of the seam, a natural parallel plate waveguide forms in the strata. For frequencies below the AM broadcast band, the waveguide can be used for the transmission of electromagnetic (EM) waves. In a uniform seam, the primary wave travels in the coal layer along paths between a radiating antenna and a distant receiving antenna. The travel distance increases with seam height and the conductivity of the surrounding sediment layers. The distance decreases with increased coal conductivity. In Cretaceous western bituminous coal, the distance may exceed 549 m (1800 ft). Anomalous geologic disturbance zones such as faults, shear zones, paleochannels, sills and dikes significantly alter the values of EM wave propagation constants (attenuation and phase) expected in a uniform seam. In the neighborhood of an anomaly, EM wave energy is scattered (reflected and diffracted). Scattering creates secondary waves in the seam wave guide. A receiving antenna at a remote location in the coal seam can be used to measure the magnitude and phase of the EM wave at the end of the path. The measured data can be processed to determine the average value of the propagation constants along each path. Paths with anomalous propagation constants are used to locate and image geologic disturbance zones. Radio Imaging Method (RIM) instrumentation, survey procedures and data processing (tomography) algorithms have been developed to image geologic structure in advance of mining. The survey is conducted between gate roads of a longwall panel. Data processing constructs contours of constant attenuation rate (phase constant) across the plan view of the panel. In anomalous zones, the contours rapidly change with distance. The shape of the contour lines generates a visual image of the anomaly and suggests the type of anomalous condition to be expected in the coal seam. This paper briefly discusses the depositional environment and the formation of the imperfect waveguide in coal-bearing strata. The linkage between sedimentary geology and EM wave theory establishes an understanding of how the propagation constants depend on the anomalous geologic conditions. A case study compares in-mine geologic mapping with the tomographic image of a longwall panel.

Recently, in the United States, questions of possible deleterious synergistic health effects of the gaseous and particulate components in the diesel exhaust and mineral and coal dust have been the impetus for extensive research by several agencies. At the present time, diesel engines are tested and approved for use in gassy and non-gassy underground metal and non-metal mines under Parts 31, 32, and 36 of Title30 of the Code of Federal Regulations. Diesel-powered equipment for use in underground coal mines, though not explicitly addressed in the law, is administered under Parts 32 and 36 of Title 30, with Part 36 being applied in the case of equipment working inby the last open crosscut or in the return airways. Operation of diesel equipment in underground mines has the potential for serious health and safety hazards from the gases, vapors, and particulates in the exhaust. Therefore, various countries have rules and regulations for the safe deployment of diesel equipment. The applicable laws and regulations from several countries who have long experience with diesel-powered equipment in their mines are reviewed. Four major areas have been addressed: (1) testing and approval procedures of diesel engines, (2) ambient mine air quality specifications, (3) frequency of sampling and location of samples, and (4) air quality specifications in splits where diesel-powered equipment are operated. The review indicates that most regulations generally consider four possible hazards: (1) toxic components in the engine exhaust, (2) ignition of flammable atmospheres by the engine or electrical equipment, (3) fire hazards presented by the engine fuel oil and by combustible material that might come in contact with the equipment, and (4) mechanical hazards. There is a remarkable similarity in the laws with regard to engine design, testing and approval procedures. However, the aspects with regard to mine air quality and quantity are quite variable-- from a general statement to very specific standards for many different diesel exhaust constituents. However, the laws with regard to synergistic effects of diesel exhaust components and other mine air contaminants are an exception.

"Sociotechnical systems are everywhere in the modern industrial world. Sociotechnical systems describe how humans interact with technology throughout a variety of processes. These systems are prevalent in modern industrial settings, such as operating mines. Safety and health management systems (SHMSs) are complex sociotechnical structures designed with the aim of managing and reducing occupational risk. U.S. mining companies are voluntarily adopting SHMSs to supplement regulatory safety compliance efforts. Like all complex sociotechnical systems there are a wide variety of approaches and adoption philosophies around a SHMS. Many SHMSs suffer from high levels of redundancies, which manifest themselves in diverse ways: duplicate processes, forms, permits, and tracking mechanisms. These redundancies have severe impacts on the overall system and absorb critical culture and leadership “energy”. A recent study initiated by the University of Utah and sponsored by the Alpha Foundation is investigating the effectiveness of SHMSs across 15 different U.S. mining sites. A large amount of data has been captured to help characterize elements of SHMSs and correlate their impacts on safety outcomes. Many variables were assessed in the study. Those of importance to this paper are the variables describing the robustness of the sociotechnical aspects of the SHMS. Two such variables are the overall integration of the SHMS within the whole system and how data is managed. Data management in this context deals with the approach to capturing, analyzing, and acting on data within the system. As well, systems are integrated around controlled, data-sharing mechanisms. It has been found that wide variety of approaches has been taken to integrate the SHMS within the governing management philosophy at a given site. A series of case studies is presented that develop some specific best practices for proper data management and integration of SHMSs.Introduction and Project Background Managing occupational health and safety can be done in many different ways, and with many different approaches, but is often based on the host country’s regulatory and industrial culture. However, many companies have extended their effort beyond the regulatory requirements of their host nation and have implemented Safety and Health Management Systems. The goal of these efforts is to reduce and eliminate occupational risk. Many health and safety practitioners have a hard time justifying various elements of health and safety management. There is a lack of institutional knowledge that measures and assesses the effectiveness of these Safety and Health Management System (SHMS) elements. To better understand the effectiveness of SHMSs the Alpha Foundation has funded a research project with the University of Utah. The title of the project is “Characterization and Effectiveness of Safety and Health Management Systems in the U.S. Mining Industry.” The research team will assess the SHMSs of 15 United States mine sites. The outcome of the project will be a method to characterize the strength of the SHMS elements, assess a culture and leadership index, and finally establish correlations between elemental risk and safety outcomes. The study is currently in progress. However, many important outcomes have already been observed, particularly on the data management practices within an SHMS."

INTRODUCTION Although sampling techniques used by the mineral industry continue to improve, sampling is still an area which is often neglected. Frequently, sampling and sample preparation requirements are left to personnel who do not fully appreciate the significance and importance of sampling. Consequently, plant evaluations are often based on seriously biased samples, leading to mass balance problems and incorrect assessments of plant performance. The basic rule for correct sampling is that each particle of ore or concentrate must have an equal probability of being collected and becoming part of the final sample for analysis. If this is not the case, bias is easily introduced and the sample is not representative. For example, when ore is travelling on a conveyor belt, the lumps may come to the surface. Consequently, a grab sample taken from the top layers only will contain a greater proportion of lumps, i.e., the sample is biased. There seems little point in making major investments in precise analytical equipment, if the sample provided to the analytical laboratory is not representative in the first place. This paper describes the sources of plant sampling errors, reviews the methods of estimating their variance, presents some worked examples, and provides some practical advice for reducing sampling errors and their variance. SAMPLING BASICS It is generally accepted that the discharge point of an ore or concentrate stream is the most suitable sampling location. The stream can be intersected at regular intervals, and representative samples, referred to as increments, can be obtained by taking a complete cross-section of the ore stream. On the other hand, sampling devices that take part of the stream on an intermittent or continuous basis, e.g., a bleed from a pipe, may introduce serious bias, and should be avoided at all cost. Increments may be taken at completely random times or tonnages during the sampling operation, in which case it is called "random sampling". However, as shown below, random sampling results in the largest sampling variance, so it is preferable to divide the ore or concentrate stream up into strata of equal time or mass and take one increment from each stratum. This operation is called stratified sampling and may be either systematic sampling, in which increments are taken at the same point in each stratum, or stratified random sampling in which the increments are taken at random within each stratum. Systematic sampling results in the smallest sampling variance, provided periodic variations in quality or quantity are not present which may coincide with, or approximate to, any multiples of the proposed sampling interval. In such cases, it is strongly recommended that stratified random sampling within fixed time or mass intervals be carried out.

INTRODUCTION Interest in the recovery of methane from coalbeds has increased rapidly over recent years, because of its potential as an energy resource and to alleviate pollution and safety problems. The resource base of coalbed methane in the United States has been estimated at 11.2 Gm3, roughly equivalent to 20 years consumption (Mroz et al., 1983; Kuuskraa and Brandenburg, 1989). Methane contributes to the adverse environmental impacts of global warming, tropospheric ozone formation (smog), and potentially stratospheric ozone destruction. Association of methane with coal has always presented a safety problem in mines due to the potential for explosions. The rate of release of methane depends on the amount adsorbed by the coal, the adsorption isotherm for the coal, and the size of the coal particles. Mining operations can affect the particle size distribution and the production of fines and therefore the rate of release. The time the mined coal remains in the mine may also be important in determining total emissions. The methane content of some Utah coals was determined in this study. The methane content of the coals is compared with the chemical and physical properties of the coals and the properties of the seam and neighboring strata. Correlations are developed to better understand the formation and retention of methane by these coal seams. METHANE FORMATION IN COALBEDS Three mechanisms for methane formation may be considered: (1) nonbiogenic formation, (2) formation by anaerobic bacteria during plant material deposition and the early stages of diagenesis, and (3) formation from pyrolysis of coal material during coal maturation. Nonbiogenic formation by thermal processes involving carbon- and hydrogen-containing compounds has been proposed as a mechanism for methane formation in the earth. It is not likely to be of importance where other fossil fuel materials are present. Coal would not survive the temperatures required and hence the methane would need to migrate and be trapped by the coal seam. This mechanism is unlikely for coalbed methane. Formation of methane by anaerobic bacteria undoubtedly occurs during coalification, but the methane may not be trapped until the pore system of the coal is developed, and would likely be displaced by methane formed during further coalification. Methane formed by maturation of the coal material as it progresses from peat to coals of various rank is the most probable mechanism for the formation of coalbed methane. Most of the methane is adsorbed onto the walls of microvoids in coal. It has been estimated that the surface area of one kilogram of coal is between 20,000 m2 to 200,000 m2. Surface area measurements depend on the coal and also on the method of measurement. At 20 atmospheres, in some coals, the adsorbed methane is 10 times greater than methane as a free gas. At 100 atmospheres the adsorbed gas can be as densely packed as a liquid. The volume of methane gas held in coal depends on the volume of gas that exists as a free gas and the adsorbed gas capacity. The volume of free gas in the coal can be calculated from the kinetic theory of gases (methane can be assumed to be an ideal gas because errors would not be greater than 1 % for normal mining pressures). Langmuir (1916) derived an equation for the adsorption of gases on uniform surfaces and this is applied to the adsorption of methane on coal:

Boling Dome. a piercement salt dome in the Texas Gulf Coast basin is (was) the single largest deposit of native sulfur in the Western world. Total sulfur production has been over 81.000,000 long tons and the mine is still in production. Data from over 60 years of operation and 8.000+ wells reveal a salt dome rich in history as well as minerals. Sulfur mineralization and production correlate well with caprock structure and morphology. The occurrence of Mississippi Valley-type deposits in fracture zones is notable in some areas and may warrant additional study. DISCOVERY AND PRODUCTION HISTORY Boling Dome is located in the south- east corner of Wharton County, Texas, 60 miles south-west of Houston. It is a piercement type dome in the Houston diapir province. It was discovered in 1922 when the county surveyor noticed sour gas seeps along the San Bernard River (Haynes. 1942). Several companies including Gulf Production Company. Humble, Texas Company, Sun and others quickly began drilling for oil and gas. Traces of native sulfur were reported in cuttings from many wells penetrating the caprock, but the first commercial quantities of sulfur were not found until Gulf Production&apos;s E.M. Chase 3 and 4 wells were drilled in 1927. Texas Gulf Sulphur, then mining sulfur at Gulf Dome in Matagorda County, secured the sulfur rights from Gulf for $3 million in cash and half of the profits after expenses for development and construction of plant and townsite were met (Haynes, 1942). The drilling results from 200 or so Wells revealed a massive deposit destined to become the largest single source of native sulfur in North America. Original reserves were estimated at just over 46 million long tons and were increased in later years. Production by the Frasch method was begun by Union Sulphur in 1928, and continued by Texas Gulf Sulphur Co. in 1929, and Duval Sulphur Co. and the Baker Williams Co. in 1935. Union produced 8,009 long tons, Duval produced 571,123 long tons, and Baker Williams produced 1,453 long tons. Through its deal with Gulf, Texasgulf acquired the largest and best mineralized portion of the dome and has produced 88,544,466 long tons through 1990, and production is planned for several more years. That amount of sulfur is equivalent to a cube measuring 1,152 feet on each side, or a sulfur highway 1 foot thick, 20 feet wide and 14,479 miles long. Peak production averaged 8,376 ltpd in 1948. A price war between North American sulfur producers and Mexican sulfur producers in 1956, followed by the recession of 1957 and 1958 (Haynes, 1959) coupled with a rapid increase in mining depth to below 700 feet began a gradual production decline that was never reversed (Figures 1 and 2).

California was a major talc-producing State until the late 1980s when production from the deposits in the Death Valley area ceased because of a number of factors which included pressure to discontinue mining in and around Death Valley National Monument, and health concerns affecting markets for tremolitic talc. The states of Montana and Texas now account for slightly more than half of U.S. talc production. Deposits in an area encompassing southern Death Valley and extending east into the Kingston Range were formed by contact metamorphism of carbonate beds in the Precambrian Crystal Spring Formation next to Precambrian diabase sills. These deposits contain ore ranging from high-purity, fine-grained talc to platy, tremolitic talc with high brightness. Deposits of tremolitic talc and talc schist in the Silver Lake District in San Bernardino County resulted from metamorphism of Precambrian carbonate beds intruded by granitic plutons. Northeast in Esmeralda County, Nevada hydrothermal alteration related to Late Jurassic plutons caused talc replacement of Precambrian to Early Cambrian dolomite. A hydrothermal origin is also indicated for talc deposits in the lnyo Range just north of the Death Valley District where bodies of unusually pure talc occur in Paleozoic lime- stone near Jurassic granitic plutons. Talc is now mined from a deposit in the foothills of the Sierra Nevada Range southeast of Sacramento where quartz-mica schist of the Permian Calaveras Formation has been hydrothermally altered to talc. Replacement of magnesite of the Precambrian Allamoore Formation produced talc deposits mined in the Allamoore District of west Texas. This dark-gray talc of low iron content with carbon- aceous material and dolomite is ideally suited for use in ceramics where it makes a white product when fired. Small bodies of platy light-pink to white talc suitable for use as an extender in paint are also mined in this district. In the Llano District of central Texas talc has replaced impure carbonate rocks and serpentinite. All Montana talc production is from deposits in the southwestern part of the State that formed by Precambrian hydrothermal alteration of dolomitic marble. This alteration produced material with high purity that ranges from very fine-grained, massive talc to coarser grained, foliated talc. Markets include pitch control in paper, paint, cosmetics, ceramics, rubber and plastics. In southwestern and northeastern Oregon, talc has replaced serpentinite in the vicinity of Mesozoic plutons. Soapstone for carving is mined from a southwestern Oregon deposit. Deposits of similar origin occur in central and northwestern Washington.

INTRODUCTION Volatile markets and pricing, increasing imports, constraining but effective laws related to the environment, health and safety and price controls lead to concerns which generated pious laws stating non-fuel policy and authorizing studies but resulting in ineffective implementation. Several commissions, reports by the Secretary of Interior and even the President have led to many recommendations but little or no action. No single comprehensive policy could solve problems which are diverse, commodity specific and not categorizable (Landsberg 1982, 1983). Thirteen laws administered by 27 agencies regulate or affect minerals and materials. Political instability created by communist regimes in Southern and Central Africa jeopardized sources of critical imported materials. This situation led to a Resource War mentality. It was feared that the U.S.S.R. was seeking to control this area and exclude the United States from resources (Vogely, 1980). The success of the Organization of Petroleum Exporting Countries with a petroleum cartel led to fears of an Organization of Minerals Exporting Countries which might create more cartels and/or make the existing ones more effective. Economic needs of developing countries required export to maintain employment and balance of payments have led to world surpluses, weak markets, low prices, and large loans from the World Bank which have under- mined U.S. industry (Landsberg, 1982a). Un- cooperative environmental laws, obsolete facilities and non-competitive costs have led to shipping U .S. ores to other countries for processing into ingot and bars which are imported back to the United States. Yet massive internal turmoil has interrupted supplies, and led to un- certain availability and higher prices. This situation could happen again. Included in this category of critical materials with uncertain sources are metals required in the manufacture of military aircraft, which has led to concern regarding the defense industry base (Morgan 1983). Remedies have been proposed which include: updated stock piles, material substitution, international cooperation and coordination, foreign policy aimed at resolving racial and national stresses in South and Central Africa, relaxing U.S. environmental and public land regulations and action under the Defense Production Act (Goth 1982). The President&apos;s report (1983) to Congress has stated a national materials policy which recognizes: that materials play a critical role in our economy, defense, and standard of living; that public lands contain a vast untapped mineral wealth; that the role of government is to identify mineral issues and act on them; and that there is a need for long term high potential pay off research (Bureau of Mines 1983). There is a serious question as to whether or not a comprehensive national mining, minerals, and materials policy is feasible let alone necessary. One solution is to abandon the attempt at comprehensiveness and to target specific is- sues with realistic policies (Comptroller General 1979). In the following sections, the major studies of the 1970s will be reviewed, major issues yet to be faced will be identified, the principles involved in these resolutions will be reviewed,

In order to improve the thermal environment in deep coal mines, two principles can be applied: firstly, the reduction of heat flow into the air stream, and secondly, cooling of the air current. First of all one should try to minimize the heat-flow rate into the air stream underground by the mining method itself. German coal mines prefer the caving system of advance longwall mining simultaneously on several levels with ascensional ventilation. The effects of descensional ventilation and different face ventilation layouts on the thermal environment are discussed, besides the effects of pneumatic and hydraulic stowing. Application of all mentioned possibilities together instead of today&apos;s common mining method would reduce the Basis Effective Temperature considerably. In the future, hydraulic haulage of the raw coal underground substituting belt conveying may be a mean to improve the thermal environment further on. If the working depth of a coal mine exceeds about 1 000 m, cooling of the air stream under-ground will be necessary in addition to the above- mentioned measures. Generally, in German coal mines different types of indirect-contact air coolers located nearby the face are used. Besides such so-called cooling coils, large-capacity spray coolers are used because they work more efficiently if a great cooling duty is demanded. Common designs of both air cooler types and their possible utilizations are demonstrated. Deep coal mines in the Federal Republic of Germany need up to 30 MW of total cooling capacity. Mostly, the needed chilled water is cooled by large-capacity refrigeration plants placed on surface, underground or in combination of the above locations nearby the shaft. Due to the increasing underground cooling demand, the distribution of the chilled water and the control of the air coolers become more important. The conception of a control system is discussed, which is based on the control of the single air coolers. All air coolers of a mine are controlled so as to optimize the supply water-flow rate with regard to the demanded cooling duty of the coolers. On the next upper level of the control system the whole chilled water network and finally the refrigeration plant is regulated. Present research work deals with the use of ice for cooling mines. There are some unsolved problems in this new cooling concept. Some aspects of making, transporting and storing ice are described. The use of ice may probably reduce the cooling costs of German collieries, which are at present approximately 4 DM per ton of saleable coal.

En este caso el término autógeno incluye: semi-autógeno, molinos de pebbles secundarios y molino de bolos (trozos), así como los sistemas de molienda autógena total. También se han incluido las alternativas por vía húmeda y seca. Antes de programar el ensayo debe decidirse cuantas muestras brutas son requeridas para calcular propiamente las posibilidades de molienda autógena del depósito. También ha de tomarse la decisión, de como y donde deben tomarse las muestras, por ejemplo: planta piloto situada en el sitio de localización de la planta o en otro lugar establecido; molienda en húmedo y/o en seco....etc. En el mismo programa del ensayo se obtendrán ciertos datos fundamentales. Los ensayos deberán incluir un trabajo suficiente. para determinar cuál de las moliendas, totalmente autógena o semi-autógena, debe utilizarse; y qué tipo produce la máxima eficacia en la potencia consumida. También, los otros datos pertinentes deben ser recolectados, como por ejemplo: potencias, tonelajes, alimentación, carga, tamaño del producto, carga circulante, etc. Si es necesaria una molienda secundaria para obtener el tamano final, la decisión de qué molienda debe emplearse (molino de pebbles o molino de bolas) puede requerirse un ensayo de trabajo adicional. Finalmente, la concentración del mineral puede jugar un papel importante en la selección del circuito y debería ser una parte del ensayo final una vez que se ha establecido la molienda. Para determinar qué tipo de molinos pueden satisfacer los requerimientos establecidos por la planta piloto, debe tomarse una escala para ciertos datos como: potencia del molino, consumo de acero, simple o doble etapa de molienda, tipo de molino secundario.
