It appears that the tunneling trade is merging into its own renaissance for the decade of the 1970s', and most likely on past the year 2001. Federal interest in underground excavation, and more specifically, rapid excavation expertise has been on the upswing since the latter part of the 1960's, mainly due to the pressing national needs for more raw materials based on the rise for material goods and the projective gloom of possible power shortages. On the pure tunneling side the national needs encompass, in the mainstream of priorities, rapid transportation and water supply excavation as the two top contenders. For instance, the estimates for tunnel mileage for the period 1968-1975 are:(1) Subways---85 miles Urban Highways--- 123 miles Intercity Highways---210 miles Water Supply Routes---528 miles at a total of 946 miles of tunnels. The estimated cumulative underground excavation demand in dollar amounts for the period 1970-1989 are:(1) Construction Oriented Demand--- $35 billions Mining Oriented Demand---$34 billions (which includes the coal-oriented demand on the order of 26 billions.

INTRODUCTION This paper summarizes an investigation conducted to determine the relationship, if any, between reported occurrences of abnormal levels of carbon dioxide (C02) gas and the construction of a 2.44meter diameter main sewer tunnel under South Eighty-Fourth Street, West Allis, Milwaukee, Wisconsin. Specific objectives of the study were to determine: (1) the sources of C02, (2) the significance of each C02 source, (3) how C02 could move to areas where it was reported to occur in abnormal concentrations, and (4) what actions could be implemented to eliminate elevated C02 levels associated with the tunneling operation. To accomplish study objectives, expertise from several scientific and engineering disciplines was required including chemistry, geochemistry, microbiology, hydraulics, and hydrology. Pertinent documents were reviewed and field data pertaining to each aspect of the study were collected as required and examined to evaluate existing conditions. Background On or about February 1, 1971, gas with a composition different from normal atmospheric air was reported to enter basements and wells of residences in the vicinity of South Eighty-Fourth Street, West Allis, Wisconsin. Examination of the gas composition revealed that it possessed an elevated concentration of C02 and a depleted concentration of oxygen (02). Public health officials who investigated the appearance of the objectionable gas concluded within reasonable certainty that the elevated C02 concentrations were associated with the tunnel construction under Eighty-Fourth Street.

In order to continue improving the quality of telecommunication services to meet the expectations of the people and to increase reliability in the case of emergency such as disasters, Nippon Telegraph and Telephone Public Corporation (NTT) is now constructing cable tunnels which connect main urban telephone offices. However, almost all the large cities in Japan are built in river deltas, so that their chief underground features are low strength fluvial deposit and a high ground water level. In this saturated soft ground, the ground surface at an installation site has occasionally subsided through deep excavations for cable tunneling construction. As these settlements have sometimes caused accidents, especially in densely populated large cities, NTT has made much effort to avoid such accidents. These accidents have occured mainly in flexible sheeting due to its inward movement. Therefore, after the investigation into forecast method of sheeting deflection with accuracy, NTT has reserched a system which forecasts ground surface settlements. This paper describes an outline of the ground settlement forecast system and practical example on the site.

Roadheaders offer a unique capability and flexibility for the excavation of soft to medium strength rock formations, therefore, are very attractive in underground mining and tunneling operations. This paper reviews the importance, technological developments and application limits of roadheaders based on the case histories, which are compiled in a database including different roadheaders in various geological conditions. The paper also discusses the database and empirical performance prediction studies regarding instantaneous cutting rates and bit consumption rates.

Interferometric Synthetic Aperture Radar (InSAR) has played an integral role in many large scale tunneling projects globally. Until recently, it has been regarded as a complementary monitoring tool. On the Los Angeles Metro Purple Line Phase 1, InSAR was proposed as a primary means to replace weekly and bi-weekly surface monitoring requirements on surrounding critical infrastructure. This paper will summarize the statistical analysis approach engaged in order to compare and contrast a year of historical InSAR data to known geodetic survey data, in order to utilize InSAR as an operational monitoring tool on this project.

No one involved in the contruction business wants litigation, except maybe some lawyers. Contractors rarely resort to litigation unless they have sustained econmic wounds that are serious or mortal. The major cause of serious contractor losses occur because of sub-surface conditions which cannot be defined with certainty in any practicable way except as shown during construction and prove during construction to be substantially worse and more expensive to cope with than anticipated during bidding. Building, Dam and Highway contractors are generally close in their estimates of cost after they get foundations excavated and are building above ground. Their main risk in bidding is the cost of getting out of the ground compared to their estimate. So maybe 10%, 20% or even 30% of their project represent high risk underground work. The tunneling and underground contractor is dealing with high risk work for virtually 100% of his project. He appreciates this risk and is willing to assume it up to a bearable limit. His costs are highly sensitive to relatively small variations of the ground in underground work. His work is unique in other respects. As contrasted with other types of construction where loads develop as construction progresses and do not reach ultimate until the project becomes operative, tunnel and underground construction requires the immediate structural support of ultimate loads that are there when he digs or very soon thereafter. INTRODUCTION Only in recent years have the environmental hazards associated with mining and tunneling operations been fully acknowledged and determined remedial action undertaken. The nature of these excavation operations leads to a wide diversity of hazards spanning mechanical, electrical, chemical, environmental, and physiological. The most insidious of these are unquestionably the environmental ones which have the greatest long-term effect and are the most difficult to pinpoint and monitor. It is the atmospheric contaminants that lead to a significantly greater illness and mortality rate among miners. Dust is the most prevalent, hence most important of the atmospheric contaminants. Respirable particles lead to diseases characteristic of many mining operations: coal workers pneumoconiosis, asbestiosis, silicosis, talcosis, anthrocosis, etc. But toxic and suffocating gases can be equally insidious and the most innocuous pollutant, methane, leads to the most imminently disastrous results of all - explosion and fire. This means that truly effective monitoring of the environmental hazards in tunneling cannot be limited to a few simple standard check measurements. It must include the most precise measurements we can make for specific, documented hazards and even for factors, such as noise and heat stress, not immediately obvious as hazards. The Federal Metal and Nonmetallic Mine Safety Act and more recent Occupational Safety and Health Administration standards are clearly designed to match such effective monitoring. The Washington, DC Water and Sewer Authority (WASA) has implemented facility planning for the Anacostia River Projects portion of a program to bring its Combined Sewer System (CSO) into compliance with federal water quality regulations by 2025. The program includes approximately 19 kilometers (12 miles) of deep CSO storage/conveyance and flood relief soft ground tunnels, construction, vortex drop, overflow, maintenance and air release shafts, as well as near surface diversion structures and conveyances. The Project encompasses major technical and non-technical challenges including completion under a federal consent decree schedule, construction within the confines of heavily developed urban areas, difficult ground conditions, major infrastructure crossings, and close coordination with several major public agencies. This paper discusses the planning stage considerations related to the geotechnical investigation program, discusses obstructions that influenced alignment selection, and provides two examples of preliminary estimates of settlement induced ground movement due to the tunnel and shaft construction.

I am sure it is obvious to all of you that a complete program of casualty and property insurance is as necessary for any tunneling contractor as it is for anyone else involved in trade in the United States today. Going beyond those general undefined terms, there are many areas that need specific attention, particularly for contractors, regardless of size. WORKERS' COMPENSATION Workers' Compensation is mandatory in all states and the District of Columbia. In most of the states, private insurance provides this coverage. In a few states, the state operates Workers' Compensation funds, some of which are competitive with the private sector and others are operated on a monopolistic basis. Under a monopolistic setup, you have no choice, you must buy coverage from the state. Self insurance of the Workers' Compensation risk is also an alternative in most jurisdictions. With a contractor operating only in the U.S., the coverage extensions are few in number. If your work brings you anywhere near navigable waterways or land extensions thereof, you should have both U. S. Longshoreman and Harborworkers' coverage, as well as Employer's Liability coverage for the master or members of the crew of a vessel.

Due to the transport mechanics of the depositional environment, glacial soils display a very wide range of grain sizes and behavior. Several nonstandard drilling, sampling, and analytical techniques are therefore required to characterize the subsurface. The paper summarizes the geotechnical investigation for the design of a large project in glacial geology, which will include both large and small diameter pressure balance tunneling. The paper focuses on the challenges presented by the glacial environment and the techniques required to identify and characterize it for design and contract document preparation.

CITY OF EDMONTON Rate of Growth The City of Edmonton has been classed by some economists as being the most progressive City in Canada since the early 50's. The high rise buildings that are changing Edmonton's skyline, the rapidly expanding sewer and water network, and the proposed rapid transit system all indicate the requirements of an ever expanding City. Edmonton, the core of Canada's Energy Empire is the country's seventh largest metropolitan area. Bisected by the 22 mile long park of its magnificent river valley, it sits in the midst of the 50,000 sq miles of riches that have created it. Underneath the City, however, extending down for thousands of feet and encircling it for a radius of scores of miles, lies a fabulous store of petroleum wealth. By the early 1940's, based upon the needs of the farming areas, accompanied by some small exploitation of coal and timber, Edmonton grew to 100,000 people. Then in a short space of 20 years Edmonton shot up to be a city of 450,000. Figure 1 (Slide No. 1) indicates the population growth in the City of Edmonton and the Census Metropolitan Area from 1906 to 1971.

"A paper called “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” was presented at the North American Tunneling 2006 conference (Holzhäuser et.al 2006). It summarized global experience with earth pressure balance (EPB) and slurry shield tunneling on nine projects that encountered groundwater heads ranging from 6 to 11 bar. Since then, additional projects have been completed with groundwater heads ranging from 7 to 15 bar. Of these, the high pressure tunneling experience on the Lake Mead Intake No. 3 project in Nevada and on the Eurasia Tunnel (Istanbul Strait Crossing) had the greatest lengths of tunneling at face pressure over 7 bar. Experience with sustained pressurized face tunneling at groundwater heads over 7 bar and risk management observations are the focus of this paper. INTRODUCTION High groundwater head, particularly at 7 bar or more, is a major challenge when tunnelling in high permeability ground and on drives long enough to require cutter changes. It has a strong impact on design and operation of Tunnel Boring Machines (TBMs) in order to protect the main bearing from contamination, prevent excessive groundwater inflow, ensure face stability and enable access to the cutterhead and excavation chamber for maintenance. During the past 20 years, TBM manufacturers and suppliers have made tremendous improvements that allow tunneling at groundwater pressures to 17 bar or more. The most significant risk with high pressure tunneling is generally that of excavation chamber access and potentially the cutterhead for cutter changes, cutterhead repairs and TBM maintenance. Hyperbaric interventions are possible and safety variances have been approved for saturation dive interventions at pressures as high as 17 bar (Lake Mead Intake No. 3). While high pressure hyperbaric intervention equipment is available and safety approvals can be obtained at many locations, few contractors consider the cost and risk of hyperbaric interventions over 7 bar to be acceptable as the primary means of excavation chamber access. Experience with high pressure tunneling prior to 2006 was summarized in a paper entitled “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” (Holzhäuser et.al 2006). That paper provided information on 9 projects: South Bay Ocean Outfall, San Diego; Channel Tunnel (French Side), France; Storebaelt Tunnel, Denmark; 4th Elbe Tunnel, Germany; Wesertunnel, Germany; Westerschelde Tunnel, Netherlands; St. Petersburg Red Line, Russia; Nara Prefecture Water Conveyance Tunnel, Japan; and Tokyo Wan Aqua Line Tunnel, Japan – see Table 1."

This paper describes high speed tunneling by drilling and blasting in a heavily populated urban area. The project consists primarily of mining 2500 m (8237 ft.) of tunnel through mica schist, excavating three shafts approximately 200 m (650 ft.) each and concreting lining 5300 m (17,400 ft.) of 7.34 m (24 ft.) inside diameter tunnel. The techniques developed and equipment utilized to ensure a high rate of tunneling advance are described. Extensive planning and good communications were especially essential in maintaining production on this project since tunnel mining, tunnel concreting, and shaft excavation all proceeded simultaneously from one common work shaft and a single heading.

"By the time the latest expansion of the Washington Metropolitan Area Transit Authority (WMATA) system, known locally as Metro and which opened in 1976, is completed in 2020, the system will serve 97 stations and operate on 188 km (117 miles) of track on six interconnecting lines. Metro provides a critical transportation link to a population of approximately six million people within a 3,900-km2 (1,500-sq-mile) Washington Metropolitan area and has allowed job growth to expand to all corners of the region. In the 1950s and 1960s, when the system was first conceived and construction began, most jobs were centered in downtown Washington, and most of the workforce commuted by bus or car. Today, transit-oriented development has increased residential, commercial and government facilities near most of the existing 91 stations increasing the importance of the Metro system as a critical transportation link for the region. According to recent American Public Transportation Association (APTA) data, Metro is the second busiest transit system in the United States (after New York City’s transit system).During the nearly 50 years of construction on the Washington Metro system, technology improvements and lessons learned from the global tunneling industry were implemented. Portions of this background and history have been adapted from other work by the authors Roach et al. (2017) and expanded for use herein. For soil tunnels, these improvements included the change from a “two-pass” tunnel lining with a typical initial lining of steel ribs with wood lagging or segmental precast lining erected within the tunnel shield followed by a final lining of cast-in-place concrete to a one-pass lining system of pre-cast concrete gasketed segmental lining. Soil tunnels were originally excavated using open-face tunnel shields, but changed over time. By the late 1980s, tunneling using closed, pressurizedface tunnel boring machines (TBMs) using a one-pass tunnel lining consisting of segmental precast concrete permitted tunneling in a wider range of soil conditions with much less risk of damaging overlying utilities or structures, greater safety for tunnel construction personnel and without the need to dewater the soils. However, due to concerns about conditioning clays with earth pressure balance (EPB) TBMs, open face machines were still favored by contractors for their better advance rates, lower cost and ability to deal with boulders that were occasionally encountered in the Coastal Plain Terrace Deposits."

Tunnel boring machines (TBMs) have been used for the construction of various tunnels for mining projects for the purpose of access, conveyance of ore and waste, drainage, exploration, water supply and water diversion. Several mining projects have seen the successful and economic beneficial use of TBMs, and there is an increasing awareness of the benefits of TBMs for mining projects. Key technical considerations for the use of TBMs for the construction of tunnels for mining projects include geological issues (rock type, rock alteration, rock strength, rock abrasivity, durability, ground water in flows), depth of cover and the potential for overstressing/rockbursts, site access and terrain, portal locations, TBM constraints, minimum tunnel size, tunnel support requirements, contractor and labor experience, and project schedule demands. TBMs offer key project schedule benefits with high rates of progress, which is a unique economic advantage recognized for mining projects where timing is of the essence in order to advance mining development and achieve early startup for operations. A thorough evaluation of the anticipated ground conditions should be performed as part of the decision to adopt a TBM for a mining project. Minimum specifications for TBMs are necessary in order to prevent the incorrect type of TBM from being used. Appropriate geotechnical investigations are necessary in order to provide key information on the anticipated subsurface conditions for careful planning and design of the proposed tunnel alignment. The overall site and geological conditions associated with some projects may suggest that it is not appropriate to use TBMs for some mining projects due to a perceived higher risk. Tunnels are frequently specified by owners to be designed to a structural code, often a bridge code. In the USA, AASHTO have created a tunnel code, based on structural principles, the AASHTO LRFD Tunnel Design Specification. The Load Resistance Factor Design method (LRFD) described in the AASHTO title is an approximation to the probabilistic design of structures, based on the independence of load and resistance. This methodology is well known to be problematic in geotechnical design, but it is widely used. The paper considers the difficulties of this approach and describes alternative approaches that would result in more appropriate designs for tunnels.

Key elements to the successful excavation and support of the Forest Glen Station and Tunnels for the Washington Area Metropolitan Transit Authority are discussed. Excavations encompassed a twin-vault station; 2339.3 m (7675 feet) of conventional drill and shoot tunnel; and 810.8 m (2660 feet) of mixed faced tunnel. The use of dewatering, boom type continuous miner and shotcrete in the mixed faced tunnel, along with hydraulic drills, bolts, and shotcrete in the rock tunnels and station proved to be effective methods.

A 4.8 m (16 ft) diameter hard rock tunnel was driven through granite bedrock to create the 1.7 kilometer (1.1 mile) long Hampton McCloy Retention Tunnel for the city of Richmond, Virginia. During the work the tunnel encountered narrow seams of partially decomposed granite that were not self supporting and could be dealt with using ribs and lagging. However, as the tunnel approached the receiving shaft, it encountered a large seam of highly decomposed rock, alluvial deposits and running sand which resulted in soil loss into the machine. As a result of this condition, a jet grouting program was quickly developed to allow the tunneling to continue. This paper will describe the manner in which jet grouting was used to solidify and stabilize the decomposed bedrock, alluvial soils, and running sand to allow the TBM to continue tunneling.

This Tunnel Connection project will include construction of two short tunnels to connect the existing subway tunnels (Red and Blue lines) in the northern loop area of downtown Chicago through a new station. The Southeast Tunnel will connect the Red Line to the new station below the intersection of State and Washington Streets and the Northwest Tunnel will connect the Blue Line to the new station below the intersection of Dearborn and Randolph Streets. The connection tunnels are located in a very dense urban area of downtown Chicago and under several important historical buildings. Both tunnels are curved at the intersections and located at a depth of about 7.5 m below ground surface in saturated soft clay with an average undrained shear strength of approximately 25 kPa. The design calls for minimizing surface disruption and ground displacement while maintaining normal operation of the existing subways during the construction of the connections tunnels. This paper presents mining and cut and cover tunneling alternatives for the project.
