In the course of the last decade, the concept of sustainability has turned from a catchword into a vision - a vision to which politics and industry feel increasingly committed. In terms of the energy industry, the key criteria for sustainable development are supply security, economic efficiency and social responsibility. Coal is able to meet all these criteria if it is produced in conformity with high safety standards through the use of modern mining technology and converted into electricity with the aid of environmentally friendly methods. Among the fossil energy resources, coal will, according to the vast majority of global energy scenarios, continue to be the most important input energy in power generation for the foreseeable future. Coal is therefore today, and will in future continue to be, an important element in ensuring sustainable energy and raw material supply, worldwide, in Europe and also in Germany.

Improvements in cost efficiency, noise control, environmental design and ergonomics ? the mining and construction industries are facing demands on many fronts. The international manufacturers of construction machinery are responding to these challenges, and they will be presenting their innovations in all these fields at bauma 2013. bauma, the international trade fair for mining and construction machinery, mining vehicles, and building material machines, takes place from April 15 to 21, 2013 at the Messe Munchen exhibition center in Munich, Germany. The last bauma, in 2010, attracted 3,256 exhibitors from 53 countries, and more than 420,000 visitors from more than 200 nations. Covering a total of 555,000 m2 (5.97 million sq ft) of exhibition space, bauma is one of the largest trade shows in the world. This year?s fair is expected to surpass the 2010 figures. Here are some examples of the new developments visitors can expect to see at the show.

Research objectives included 1) determine relationships if any between spectral response of soil and soil textural groups, Unified Soil Classification subgroups and selected landforms and 2) develop computer assisted techniques for engineering soils mapping of remotely sensed data. The sire in northeastern Kansas, 1.6 Km by 43 Km (1.0 mi by 27 mi), contained glacial and alluvial soils. Multispectral scanner data (0.40 to 1.80 pm) collected at 915 meters altitude (3,000 feet) were analyzed using two distinct computer techniques: the nonsupervised approach involving delineation of soil training areas directly by computer and the supervised approach entailing training area selection manually by the researcher. Computer classification of surface materials follows both methods. Non supervised analysis results failed to show a consistant relation- ship between landform type and soil spectral class. Landforms correlating well displayed either unusually bright or unusually dark spectral signatures. Supervised analysis results showed a strong relationship between soil texture and soil spectral class. A moderately strong tie was shown between engineering soils groups (ML, CL, CH and OH) and their respective spectral classes, and a weak association between landform type and soil spectral class. An analysis procedure for engineering soils mapping by computer of remotely sensed data was developed. 1. Locate cultural features by visual examination of imagery. 2. Produce generalized bare soil-vegetation- water map using nonsupervised technique. 3. Outline significant soil fields for computer training using supervised approach. 4. Computer-classify entire area based on these soil fields.

Many of the deeper ore reserves in current gold operations as well as new gold deposits consist of refractory ore types. As process development for these mineralizations remains time-consuming and costly, minimization of exploratory testwork and the early identification of feasible process routes is critical. Since most of the processing parameters are related to the mineralogy of the ore (Marsden & House, 1992), thorough mineralogical analyses during exploration and development phases have become a technical and economical requirement. The determination of mineralogy-related processing parameters and especially the gold mineralogy is even more important for these ore types because refractory gold ores consist of many transitions from partially leachable to totally refractory. In addition to sulfide and gangue encapsulation, various other refractory conditions may exist. Together with accessory mineralogical detriments (e.g., alteration/ slimes, reagent consumers, scale formation, mineral preg robbing) they may complicate process selection and hamper optimal plant operation.

Productivity is a fascinating concept. Like motherhood or apple pie, we know it as a good thing. Just what it means is not so clear. To a coal miner we assume it means tons of coal hauled from the mine. To the company president it means profit after capital, labor, and other costs have also been reckoned. To the government economist it means output in a balance of payments. What does it mean to the biologist, and can reclamation really be productive? In this paper we discuss productivity from a biological viewpoint, give some yield data for various types of reclamation plantings, and discuss how our demand for or acceptance of differing kinds of productivity is tied up in bigger questions of land use, environmental stability, and resource allocation.

The paper gives a comprehensive review of the design considerations which determined the choice of the milling plant, a description of the plant and comment on the operating experience to date. Operating experience will include inter alia a description of the mill liners installed with subsequent changes due to wear patterns, the mill inlet sealing arrangement, steel ball addition, mill outlet sump design, cyclone feed pump liner wear patterns and comment on the efficiency of the linear screens for wood chip and tramp removal. Finally a view on future trends in South African milling practice with respect to type and size of plant.

The Trolleyphone was the first successful application of carrier current techniques to a DC power distribution system to provide voice communication between fixed points and moving locomotives and traveling cranes, This was a significant breakthrough because this not only in itself provided a useful new tool for industry, but the knowledge gained in the transmission of voice communication is paving the way for many other things, chiefly, remote control and indication systems which promise to have a far reaching effect during the upcoming age of automation. Once it has been established that we can communicate between men who operate machines, the next step will be to operate the machines themselves.

The Doan Valley Storage Tunnel Project in Cleveland Ohio was constructed to control Combined Sewer Overflows (CSOs). It is a complex system of three tunnels ranging from 8.5 to 18 feet in diameter with a total length of about 2.3 miles that was put into operation in mid-2021. The project lies within and below the cultural, educational, and medical hub of Cleveland, which presented unique design and construction challenges. This paper provides a case history of the design and construction, with particular attention given to lessons learned in devising a large tunnel system that can carry both dry and wet weather flows constructed in rock with limited cover, within a flood plain area and vibrant urban center

Photogrammetry and laser scanning has been employed at a number of Newmont mine sites to mitigate risks associated with conventional structural mapping, determining the geometry of voids from old underground workings, and generating topography in areas of slope instability. Laser scanning has also been used to evaluate as-built pit slope configurations with respect to design assumptions, operational practices, and rock fall potential. Recently, remote sensing applications carried on an unmanned aerial vehicle (UAV) were used to generate base topography at some Newmont sites. UAV are generally more convenient and less expensive and can be utilized in areas where cloud cover prevents manned aerial photography missions. This paper discusses these applications, and provides commentary on their benefits and limitations based on recent experience.

Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. "Tunnels are built with a design life expectancy of over 100 years. One key component of such a design is the waterproofing system, which must reliably fulfil its function during the whole service lifetime of the tunnel structure. This paper deals with the determination of test criteria for the durability assessment of geosynthetic products in tunnel sealing systems. Hereby the understanding of the individual aging processes is crucial along with the long-term experience with these materials to ensure the transfer of the laboratory results and performance to site practice (test calibration) and vice versa. To verify the results of the new test procedure the material properties of geosynthetic products samples removed from older tunnels are investigated. Based on the presented results of the still ongoing research programs some preliminary conclusion regarding the updating of regulations for tunnel sealing systems are given. INTRODUCTION Watertightness is directly related to the durability and serviceability of the concrete lining. Therefore, modern traffic tunnels and shafts (Figure 1) are generally protected against mountain/ground water and water penetrating through rock fissures by a sealing system, for example with a loose-laid polymeric sheet membrane. Hereby the waterproofing sealing systems must be reliably fulfilling their function during the whole service life of the tunnel structure, regularly of more than 100 years. In consequence, the quality and lifetime performance of the waterproofing materials—beside the correct professional and careful installation in a tunnel infrastructure, is of great importance. The challenge for the industry, owners, operators and designers is ultimately the development of qualification testing and requirements (acceptance criteria) for products to ensure the design lifetime performance. Hereby the qualification procedure is seen as a routine integrated in standards, norms or guidelines, wherein test procedures should cover typical environments for the specific application fields. Polymeric synthetic raw materials are increasingly used in products with long service lifetimes (e.g. in injections, gaskets, waterbars, spray-applied and sheet waterproofing membranes). During service they are subjected to chemical (e.g. oxidation processes) and physical (e.g. changes in morphology) influences from the environment, which affect their mechanical properties—and they age. Hereby organic materials are more affected than inorganic materials. Also, polymers show strongly temperature-dependent properties compared with other construction materials. However, their long-term aging behavior is not given per se and has to be explored extensively by suitable tests, which simulate—under accelerated processes—real exposures and loads. Hereby the understanding of the individual aging processes is crucial along with the long-term experience with these materials to ensure the transfer of the laboratory results and performance to site practice (test calibration) and vice versa."

The Tunnel and Reservoir Plan (TARP), commonly known as the Deep Tunnel Project, was developed by the Metropolitan Water Reclamation District of Greater Chicago as a two-phase solution to the problem of waterway pollution and basement flooding due to sewer system backups created by the combined sewer overflows. With only one contract left before completion of the Phase I tunnels—the 12.4 km(7.7 mi.) long Little Calumet leg—the pollution control phase of the 175.7 km(109.2 mi.) long system will be 93% complete, once the Torrence Avenue tunnel project comes to an end. This paper describes the Torrence Avenue tunnel project, currently under construction by the joint venture of Kenny (Sponsor) / Kiewit / Shea. Mining of the10.4 km (34,151 feet) long and 8.3 m (27'-4") diameter mainline tunnel was completed in a record thirty-one-weeks period and the concrete lining is nearing completion. Details on the complete muck handling system, numerous mining and concrete lining records will be given.

This paper presents an innovative ground support solution developed to construct a tunnel cross-passage for the MUNI Metro Turnback (MMT) Project. A “soft center” jet grouting approach was designed to provide solid ground support while maintaining a soft center to allow for hand-mining of a 2.44 m (8 ft.) wide, 3.66 m (12 ft.) tall and 4.6 m (15 ft.) long cross-passage through soft Bay Mud. Prohibitive costs and schedule impacts associated with mining under compressed air (at the time being used for main tunnel construction) were the catalysts to search for alternative methods for cross-passage construction. Limited surface disruption, relatively low costs, ease of subsequent excavation, nominal schedule impacts and proven local success of jet grouting were key factors in selecting and designing this method of ground support.

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Rock strata, natural and mining-induced stresses, and structural features can combine to create dangerous instabilities in or around longwall panels. Rock noises and properties variations associated with local stress systems can be used to characterize developing instabilities. Through a learning process at a particular mine, guidelines can be developed to allow the determination of relative risk and timing of a potentially disastrous instability. Once a dangerous instability has been identified, operational modifications can be employed to get through the instability, or active measures such as destressing can be used to mitigate the instability. This paper will discuss how an integrated monitoring system and associated data processing can be used to develop a hazard prediction capability for a longwall mine.

Environmental conflict management approaches and procedures have been used to successfully address and resolve a variety of issues, problems, and conflicts related to the extraction of natural resources. Companies in the mining industry have been involved in a range of controversies over planning, siting, permitting, environmental, and enforcement issues. Through the use of conflict resolution case studies, this paper will present approaches and procedures that can help companies and other involved parties to successfully manage and resolve differences in a mutually acceptable manner.

Around the beginning of the 20th Century, annual aggregate production in the United States amounted to about 50 million short tons. Today annual aggregate production is nearly 2.5 billion tons. Over a third of the States in the country produce more aggregate than the Nation did at the turn of the century. I would like to describe some of the historical events that allowed this nearly 50 fold increase in aggregate production. You might wonder why I want to talk about history. Some of our best ideas lie buried in the past, waiting to be rediscovered in the present. Almost every issue that the aggregate industry experiences today has been recognized for at least a decade; many of those issues have been recognized for a half a century; and a few of them have been recognized for nearly a century. The main reason for this article is to save the past from the forgetful indifference of the present-to faithfully preserve the past, to illustrate the insights of our predecessors, and to demonstrate how little of what we know today is really new.

The U.S. is officially represented in ITA by UCA of SME. (Part one is in T&UC, June 2007, pp 39-42) Tunnel advances in 1960s and 1970s The 1960s and 1970s were active and productive times for the U.S. tunneling industry. During that time, federal programs, sponsored by the Federal Railroad Administration (FRA), the Office of High Speed Ground Transportation (OHSGT) and the Advanced Research Projects Administration (ARPA), stimulated tunnel research and development. Also, the American Society of Civil Engineers (ASCE) and SME collaborated to create the Underground Construction Research Council (UCRC) and the Rapid Excavation and Tunneling Conference (RETC) series.

With the revolutionary progress in information and computer technologies, applying the latest information technologies in metallurgical complexes has become a serious challenge to both a major opportunity and a serious challenge to both management and technical teams. The emerging component and object technologies are changing the way everyone can beneficially use their computer and networks to add to their corporate bottom lines. Most mining and metallurgical plants use predictive maintenance policies based on statistical analysis and special techniques, like vibration analysis and oil and lube analysis for critical equipment. Process control strategies are installed in several metallurgical sites. All process equipment and control strategies require maintenance from local personnel at the mine. Integrated use of existing and emerging technologies is making it possible to implement an overall process effectiveness control index. This index is based on key indices such as losses due to plant availability, performance efficiency and rate of quality. The availability of real time and process history to identify the most critical part of the processing system from mechanical integrity is highlighted. An emerging plant integration paradigm is described to simplify the implementation of business enterprise resources management and distributed plant management systems.

The valuation of known mineral re-serves entails the economic evaluation of the mining enterprise and the valuation of other assets employed, including mining and processing plant and intangible assets. A case study approach analyzes two reserve situations: ownership of reserves (phosphate rock), and leasing of reserve lands (kaolin). The appraisal of the physical property is outlined, along with the economic analysis of the operation. The discounted net cash flow approach is used to value the enterprise, leading to value of the reserves after correlation with other assets employed.
