C. E. SIMS*—This is a most interesting and important paper. It is important from two standpoints. First, it has as-spects of being highly accurate and therefore extremely useful to the operating man in showing how far he can go in oxidizing carbon from a steel bath while retaining chromium and the effect of temperature on this limit. Fig 5 is undoubtedly the highlight of the paper, and in checking it against available data, it seems capable of predicting actual results. The other important aspect is the apparently significant fact that reactions within a steel bath, such as between carbon and an oxide, are homogeneous reactions which do not require equilibrium with an external phase. In this case, it seems obvious that the reaction and the equilibrium established were between dissolved carbon (or carbide) and dissolved CrO. The classic reaction which requires equilibrium with solid Cr2O3, did not fit the data. It was recognition of this principle that made Fig 5 possible. G. R. FITTERER*—It might be in assuming the CrO is dissolved in the metal that you are actually approaching the correct factor for activity. If that is true and if the percentages that were used represent an equilibrium constant, this would mean, in effect, that the minimum temperature at which chromium would be reduced by an equivalent percentage of carbon would be about 2400°F from your equation. I believe that is in line with my experience particularly if you deal only with low percentages. J. CHIPMAN†—The author in discussing the equilibrium of the reaction offers two choices of explanation. One postulates an effect of chromium on the activity coefficient of carbon; it would require perhaps more data than are available to us at the present time to test this thoroughly. The other postulate which he offers is a reaction with CrO. This explanation is consistent with physical and chemical principles provided that a solid phase CrO is present, and that is essentially what he is postulating. If that oxide were present one would expect and, I think, almost require the kind of results that he obtained. The weakness of that postulate lies in the lack of confirmatory evidence regarding the presence of solid CrO as such. This should offer an interesting subject for further study. It seems a pity that the theoretical arguments revolving around CrO should have obscured for a moment the very real excellence of this paper. E. CARTER*—I think there is a problem that presents itself in practical application where the metal temperature is from 3200 to 3300 and the temperature desired in pouring is considerably less. B. M. LARSEN†—I get the impression from some of the work that was done earlier that there is probably a localized zone of high temperature at the slag metal interface which effects the removal of the carbon. Without that I wonder if the effect is possible to have a localized superheat and an equilibrium there favorable to low carbon content and

THE 70-mile serpentine belt of eastern Quebec, producing 70 pct of the world's chrysotile, has 11 operating mines, two of which are underground, eight are open-pit, and one is both open-pit and underground. The combined operation, the Jeffrey mine, of the Canadian Johns-Manville Co., Ltd. is the largest producer in the group. Haulage All four of the separate operations falling under transportation at the Johns-Manville Jeffery Mine at Asbestos, P. Q., is handled by the company owned Asbestos and Danville Railway. A variety of equipment is operated over the 25 miles standard gage railway. Included in the scope of transportation are: 1-Hauling mill rock to the mill. 2-Hauling stripping and waste rock to the waste dump. 3-Hauling mill tailings to the tailings dump. 4-Hauling supplies from, and finished products to Danville. Main line tracks are permanent, but those within the pit and on the dumps have to be relocated constantly to follow the mining face and dump edges. Tracks within rock areas in the mine are laid on steel ties and can be moved by a bulldozer. Standard mechanical track shifters move tracks in dirt areas in the mine and on the dumps. Train-movements, both within the mine and over the out-lying tracks are controlled by a dispatcher located at the southwest rim of the pit. Steam locomotives haul all stripping, waste rock, and ore from the mine to the gathering yard at the northwest rim of the pit. Normally, two trains per operating shovel are used, with adjustment for optimum loading. In the event of shovel loading on the bottom level or in good stripping, service may be increased to three or four trains per shovel. From the gathering yard a 100 ton diesel-electric locomotive hauls the mill rock to the mill slips, a distance of about three miles. Electric or steam locomotives haul the waste rock and stripping to the waste dump located about two and one-half miles from the mine. Stripping cars are sprayed with a chloride solution and "gravelled" to prevent wet stripping from freezing in the cars during the cold months. Engineers who are in charge of industrial operations, and their number is legion, sense as much as anyone the present feeling of unrest in the' country and more than anyone else realize the present inefficiency of labor. Undoubtedly the two phenomena are closely correlated and no doubt are due to a multitude of causes which it will be impossible to enumerate. From my experience in mining I estimate that the present efficiency of labor is only about two-thirds of what it was under pre-war conditions. In the mining industry, at least, we have not a large surplus of men looking for work and usually under these conditions men are rather more independent and will not work as efficiently and faithfully as if they felt there were plenty of men ready to take their places. Wages in metal mining have advanced more than the increased cost of normal and sane living. The result is that the men often work fewer days in a month and do not seem to have very much interest in their work while actually engaged in it. Then again, they have been listening to the more or less vague propaganda of the I. W. W. and the radical wing of the socialists, who are harping on the fact that the distribution of newly created wealth is unfair and that the laborer really is not working for himself or his fellow laborers but is carrying on his exertions for the benefit of a small and lim-ited class of exploiters. A continued harping on this view is bound to influence the judgment of even a conservative workman who is not a student of economics and who hears little or nothing upon the other side. I am a great believer in the common sense of the American people and in the long run I do not think that they will be carried away by unsafe doctrines. The trouble with so many of these propagandists of industrial in-equality is that they do not differentiate between production and dis-tribution. Even if we admit that distribution is unfair, unless goods are produced there will be nothing to distribute. A great many unthinking people seem to feel that wages are paid out of a pot which is inexhaustible and do not realize that eventually what comes out of the pot can never exceed what is put into it. The workman is not paid in money but is paid in goods, money as we all know being used simply as a measure of value and a medium of exchange, and that all that can be used to pay the laborer is what he produces.

Prime topics of conversation these days are the new concepts of rail haulage for bulk items such as iron ore, potash and coal. We have heard such ideas as the "integral train" and the "unit train" discussed frequently during the past two years at various AIME meetings, and progress reports have kept up a steady appearance in the technical press and in local newspapers. While no railroad has a complete "unit train" in service at this moment, one has 50 fast-discharge cars under construction and the Pennsylvania Railroad has experimented with radio-controlled motive power distributed at intervals throughout the train. To a great extent, however, the promise for greater efficiency and lower costs held out to industry by these new haulage methods is dependent not on greater speed or larger cars or more dedicated equipment alone but, rather, on the utilization of modern practices in the loading and unloading of rail cars. It is the purpose here to examine these two key steps and the up-to-date procedures and equipment they entail.

P. Coheur and L. Habraken—We read this paper with great interest and are glad to congratulate the authors for their valuable work, supplying an important contribution to the mechanism of tempering on the carbides in vanadium steels. We are in a good position to appreciate this work since we have been studying, for more than a year, Cr-Mo steels of a composition similar, but less highly alloyed (namely 0.1 pct C, 3 pct Cr, 1 pct Mo). Our results are quite in concordance with the authors', however, we wish to point out that it is very interesting to use equally the electron microscope in order to observe the variations of microstructure in steels. We have studied simultaneouslv the evolution of the carbides in situ with the electron microscope, and, after extraction, again with the electron microscope, and then with X-rays. The first results which we have obtained have been communicated at the Congress of Delft (July 1949) and at the "Journbes de la Metallurgie" in Paris (October 1949). These may be summarized as follows: After tempering with varying either the tempering temperatures or the tempering times, the carbides show two evolutions. The first one is connected to the carbides existing in the steels, principally in the boundaries of the grains. For some groups of steels these carbides may coalesce and for other groups they may

THE technical material in hand and the plans under way for the 141st meeting of the Institute clearly indicate a well-rounded program of unusual excellence. The meeting will be held in the Engineering Societies Building, Feb. 15 to 18, and while it is too early to announce definitely the time of the various sessions much of the detail has been organized up to that point. Every group in the Institute membership will find much of special interest, and several features should prove generally attractive. The various committees in charge of the lighter side of the meeting are hard at work to emulate the standard established last February In this connection and in this paragraph it will suffice to say-there will be a Smoker-dinner! The Committee on Mining Methods plans two sessions for which these papers are in prospect:

Geologically the Indian coals belong to Gondwana formations. Being of drift origin, these coals contain high percentage of mineral matter distributed in finely disseminated form. Indian coal-preparation plants process prime coking and medium coking coals for use in steel plants. Limited resources of good quality coking coals (Table 1) could not keep pace with the rapid developments of the iron and steel industry in India. This resulted in the introduction of coal-preparation technology and the establishment of washeries in India in the last 30 years or so. The first four washeries were set up during the early fifties at West-Bokaro, Jamadoba, Lodna and Kargali. Next came the first non-coking coal washery at Nowrozabad set up by the Associated Cement Company. In 1961, following the recommendation of Central Coal Washeries Committee (1953-54), Hindustan Steel Ltd. had set up five central washeries at appropriate locations, viz Durgapur, Dugda (2 washeries), Patherdih and Bhojudih, so that the raw coal feed having similar washability characteristics can conveniently come from a number of collieries to a particular washery. Subsequently, to meet the increasing demand of metallurgical coal by steel plants, two more central washeries (at Durgapur and Chasnala) and three pit-head washeries (at Kathara, Swang and Gidi) were installed by 1970. The prime objective of washing Indian coking coal is essentially to reduce the ash content. All the washeries in India, taken together have an installed capacity of about 26 million tons of raw coal input per annum. Details of these washeries in respect of their annual capacity, main washing systems adopted and the nature and size of the products are given in Table 2. It can be observed from this table that (1) bulk of the coal is processed in units like jigs HM baths and HM cyclones; (2) only two of the washeries have cleaning circuits for treatment of fines.

The problem of the crippled soldier in industry is not a problem of war work only; it is a problem of industrial development. As individuals, each one of you is seeking to provide our maimed heroes with such teaching as will render them, in the shortest possible amount of time, productive and satisfied members of the community. As individuals you are interested in the organizations that are preparing to receive these men, to train them and to place them at that work for which they are best fitted. As an organization, it is now your duty to take up the industrial end of the problem, to investigate existing conditions in the industries, to discover where the opportunities for employment lie, and so readjust industrial practice that the cripples may be utilized to their own and the community's good with the least shock to themselves or to the industries, and with the greatest amount of permanent benefit to all concerned. We have divided industrial opportunities suitable for cripples, roughly, into three classes. First, such as already exist in the industries, which can be set aside for cripples only, present occupants being transferred to other work for which they can be fitted but which is not suitable for cripple work; second, opportunities in the industrial world that, through changes in the working equipment or tools, or through appliances attached to the cripple himself, can make the cripple a competitor of the sound worker; third, opportunities not existing at present in the industries, but which could be introduced for the good of the community without placing the cripples into competition with any existing class of workers. As typical of the first type of occupations for cripples, we have mentioned that of store-keeper, of the second type that of typist,2 and of the third type that of dental nurse.3 The last occupation can be so arranged as to take from the overworked dentist the work of cleaning teeth; and

Gas-oil relative permeability ratio is an important relationship in oil reservoir predictive calculations. A correlation has been developed from 107 gas-flood k/k tests on Venezuelan core samples. The correlating parameter is based on restored-state water saturation tests and' is applicable to both consolidated and poorly consolidated sandstone reservoirs. Data of the correlation show that there are no distinguishah1e differences between the mass-data groupings for the two c1assifications A procedure is recommended for running .sufficient relative. permeability analyses to compute a geometric mean of the sample group. The geometric mean is more representative of the total core, and probably the entire reservoir. For example, while only one in four of the k,,/k,., test curves agreed closely with the resultant correlation of this report, the geometric mean curves of the 16 suites (three samples or more). showed good agreetment ill three cases out of four. INTRODUCTION The gas-oil relative permeability ratio is an important, fundamental relationship in most oil reservoir predictive calculations. Predictive calculations are made to estimate future reservoir production characteristics and ultimate oil recovery. The k1,/k2, relationship is specifically needed to relate the surface gas-oil ratio to the reservoir oil and gas saturation, and to calculate the relative movement of these phases within the reservoir whenever some of the more complex driving mechanisms are present. Laboratory k1/k2, tests are not generally run as a routine analysis. Consequently, k1/k2 data often are not available when needed because the cost of laboratory work could not be justified or the need for such data had not been properly anticipated. When laboratory k1/k2, data are available, they are often very difficult to interpret. For example, wide divergence is sometimes shown in a family of k1,/k1, tests representative of the producing horizon in a single well. With these considerations in mind, a study was made to determine if a relationship might exist between the k1,/k2, curve and some other simple laboratory test criteria. The most probable k1/k2, curve correlation for Venezuela described in this paper is the result of the investigation. The presented correlation defines the most probable gas-flood k,,/k,, curve through the medium of air-water capillary displacement and centrifuge water saturation tests. The laboratory procedures of these tests are. relatively simple, and inexpensive; test data should be. widely available- from routine analysis. DATA AVAILABLE, LABORATORY METHODS The report correlation utilized 107 gas-Hood k1/k2, tests run on sandstone cores of Venezuelan reservoirs. Table 1 is a general tabulation of data pertinent to the tests, while Table 2 summarizes the data. Thetests include 96 from Western Venezuela and 11 from Eastern Venezuela. Eighty-two- of the 107 test samples were sandstones that varied from poorly consolidated to-unconsolidated; 25 were consolidated. The average sample porosity was 26.7 per cent and the average permeability was 1,121 md; these values typify the better sandstone reservoirs of' Venezuela. The Welge gas-flood technique,' based on fundamental Buckley-Leverett frontal displacement theory, was introduced in about 1952 and is widely accepted in the industry. The laboratory procedure is relatively simple, rapid, and can be performed on small core samples. While there have been some minor variations in sample preparation and laboratory procedure in the tests used for the correlation, these tests can be generally summarized as follows. The core sample was first sol vent-extracted and dried. Connate-water saturation was restored by the oil-flushing or evaporation-blow down methods. At the beginning of gas flood the hydrocarbon pore volume was completeiy saturated with the test oil phase. Unsteady-state gas-oil displacement then began with the injection of nitrogen or helium. while the displaced oil and gas phases were incrementally metered at the out-flow face. From the test data, the k,,/k,, curve was calculated by the Welge method.' The individual oil and gas relative permeabilities were also calculated." CORRELATING PROCEDURES In attempting to establish a basis of correlation, we found that broad mid-range sections of 105 of the 107 k,,/k,, test curves could be closely duplicated by a straight line. Only two curves did not show a degree of linearity in this region. Correlation-curve definition parameters were subsequently developed from this observation of consistent mid-range linearity. Possible correlating variables were limited to the physical properties measured on core samples that (1) were widely available as common test data and (2) could be easily and cheaply obtained through future laboratory work. Water is a most remarkable substance, essential for life of all kinds. As well as needing water to survive, man has always used it for agriculture, transportation, recreation, and many other things. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created. However, with our growing population and an ever-increasing demand for goods and services, the public, industry, and government at all levels have become acutely aware of the need to manage the nation's water resources more efficiently. Abundant energy from many sources has helped this nation to become the greatest industrial nation in the world. Coal has contributed a major portion of this energy, generating electricity, running railroads, and maintaining national security during wartime. The result has been the highest standard of living in the world and a time of widespread economic prosperity. The use of water in coal mining is somewhat different from its use in most industries. With the exception of water used in cleaning plants, for underground dust control, and for fire protection, most of the water en- countered in coal mining operations serves no useful purpose. In other words, it is an undesirable element and must be removed, otherwise it will interfere with operations, cause potential water quality problems, and may even stop operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface or to drainage control facilities constructed for the operation. Ditches were often used to collect and drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. PERHAPS the most extraordinary thing about business, the trade and production of the country as a whole, is its amazing continuity and growth, its momentum and energy. It goes on year after year, growing steadily, almost without breaks, in spite of every kind of disturbance. We have been grossly deceived into the idea that business is highly variable. We have taken a few things like pig iron, and the like, constructional activity broadly, and imagined that these are a trustworthy measure of trade. Actually they are the worst that we could find. They do not apply to more than 10 per cent or, at the most, possibly 15 per cent of the total of the country's industrial activity. The other 85 or 90 per cent, or even more, goes on growing surely and steadily just like the growth of population and the steady advance in technique, invention, discovery, and improved methods of production Let me give you what seems to me one of the most remarkable examples of this amazing momentum and regularity. You know that 90 per cent or more of the business of the country is done 'by means of checks. About seven-eighths of the total of all checks drawn are reported regularly every week in the newspapers. Let us follow these reports from week to week, just as they come, and plot them up against the correspond- ing weeks of last year, and the year before, and the gear before that, as far back as you would like to go. Take especially the figures for 140 selected cities out- side of New York.

The topography is made up of gently rolling hills densely wooded with second-growth maple, birch, and hemlock. Drainage is north and west to the St. Lawrence River.

Samples of iron containing nitrogen or carbon have been given treatments similar to those used in cold-work peak (CWP) measurements and examined by transmission electron microscopy. It was observed that the unusual and nonreproducible behavior of the carbon CWP can be explained by a strong tendency for carbon to form grain boundary precipitates at temperatures below those used for CWP measurements. These precipitates dissolved at the temperatures used in the CWP measurements. There was no evidence for nitrogen precipitation at grain boundaries. There was no indication of precipitation along dislocations in either carburized or nitrided samples given treatments similar to those of CWP measurements. Although it is possible that subelectron-microscopic clustering had occurred, this observation supports the theories of the CWP that are based on continuous atmospheres rather than on individual precipitates. In an earlier paper,' the present authors developed a new distribution function to predict the occupation of sites for interstitial impurity atoms around a dislocation. When this distribution was applied to the case of carbon and nitrogen in iron, it predicted that, if the temperature dependence of the concentration of solute atoms in the matrix was controlled by the presence of equilibrium carbide or nitride precipitates, the tendency for nitrogen to segregate to dislocations would be greater than that for carbon even though their binding energies to dislocations are identical. The cold-work internal-friction peak (CWP) is considered by most authors to be produced by the interaction of interstitial impurities with dislocations. Many investigators have studied the CWP in iron containing carbon and nitrogen and have observed a significant difference between its behavior in the two cases. In this paper a series of experiments will be reported that were initiated to determine whether the application of the new distribution function would explain the observed differences between the carbon and nitrogen CWP. Although it was found that the distribution function, pev se, did not explain the differences, the differences became clear, and some insight into the mechanism of the CWP was realized. Before reporting the present experiments, the literature pertaining to the differences between the carbon and nitrogen CWP in iron and the various mechanisms proposed for the CWP will be reviewed. LITERATURE REVIEW Snoek2 first observed the CWP in iron specimens containing nitrogen, but also reported a weak and unreliable peak in carburized samples. Later, Ke3 established that the CWP height was proportional to the degree of deformation. The presence of nitrogen alone would produce a peak of the same size as found in a sample containing both nitrogen and carbon, and KG concluded that the CWP was caused by nitrogen. In a discussion of G's paper it was reported that Dijkstra had investigated the CWP in samples that contained only carbon. He found it to be much smaller than the nitrogen peak and "unstable". KG et al.4 charged specimens of iron with both carbon and nitrogen. They observed that the carbon CWP was much smaller than that observed in nitrided samples, but that aging at 300°C caused the carbon peak to increase. A similar treatment produced no change in a nitrogen peak. Annealing at higher temperatures caused the height of the CWP in both the nitrogen and carbon samples to decrease. This behavior was also observed by Kamber et al. 5 who found that the activation energy for the annealing of the CWP was identical with the activation energy for the self-diffusion of iron. They concluded that the annihilation of dislocations by climb caused the reduction in the CWP height. Kamber et al. studied the "unstable" carbon peak in detail. They measured both the Snoek and CWP during various aging treatments. In carburized samples, aging at 100°C caused the Snoek peak to disappear, although the CWP peak remained small. However, a subsequent treatment for 5 hr at 240°C caused the CWP to reach a maximum. They proposed that an additional location for the carbon, other than whatever site produced the CWP, is present. In nitrided samples the CWP was completely developed as soon as a measurement was made; additional sites are not present. No explanation of either the additional site or the difference in the behavior of carbon and nitrogen was offered. petarra5 performed a systematic study of the effect of composition on the CWP. Using three kinds of "pure" iron, he showed that there was a residual CWP when the carbon and nitrogen concentrations had been reduced to less than that detectable by Snoek-peak measurements. He observed the same general annealing behavior and composition dependence as previous investigators, with the following exceptions. On first measuring the carbon CWP, it was found to be identical with the residual peak, and essentially independent of the carbon content. If the CWP was measured a second time in the same sample, it increased in size, but was still only about one-fourth the size of a CWP in a sample of the same iron nitrided to the same composition. Tungsten wires were examined by transmission electron microscopy after drawing and after high-temperature annealing. Drawn wire consists of highly elongated grains called fibers, whose long axis is parallel to [110]. Each fiber is ribbon-shaped, with the wide dimension of the ribbon parallel to (001) and the narrow dimension parallel to (110). Furthermore, most fibers are bent about [I10] and twisted along their length. The fibers are divided into cells, which in some cases contain a platelet substructure lying on (110) planes. The misorien-tations of these platelets accumulate to allow the macroscopic twist of the fibers. During annealing, several competing reactions occur, starting at different temperatures and progressing at different rates. Among these processes are fiber-boz~ndary migration, polygonization, dislocation rearrangement, and possibly impurity segregation. The fiber-boundary migration accompanied by the formation of transverse boundaries during polygonization leads to an equiaxed grain structure although recrystal-lization does not occur. There is a relationship between the flow stress of the wires and their average subgrain width in the form sy = s0 + kyd-1/2 . Also, there appears to be a relatio'nship between wire ductility and the formation of transverse boundaries during annealing at about 800°C. THERE have been many investigations of the structures and properties of tungsten wires1-4 due to their commercial importance for use as lamp filaments. The structural studies have so far been limited to optical microscope and replica electron-microscope studies. due to the difficulty of .-me- paring from wires thin foils which can be examined by transmission electron microscopy. However, this difficulty has been recently overcome,5 and it is now possible to examine tungsten wires by transmission electron microscopy as well as by other techniques. In this paper, the structure of drawn tungsten wire is described, as are the changes in the structure during high-temperature annealing. Some discussion of the relationship between structures and properties is also given. EXPERIMENTAL MATERIALS AND PROCEDURES Commercial 0.030-in.-diam doped tungsten wires drawn at progressively decreasing temperatures between about 1400° and about 800°C were examined. The composition, mechanical properties, and optical microstructures are described in detail elsewhere.' All experimental materials were vacuum-annealed for 10 ot 30 min at temperatures at 100°C intervals between 700° and 2000°C. Specimens were thinned for examination in the Siemens Elmiskop I electron microscope by the method of Meieran and Thomas.5 STRUCTURE OF AS-DRAWN WIRE The optical microstructure of as-drawn tungsten wire has been described by Peck and Thomas.7 They observed that wire in longitudinal section consists of highly elongated grains called fibers whose width varies between 1 and 10 µ, while in transverse section the fibers appear to be elliptical in cross section and bent about their common [110] wire axis. They explained this unusual appearance as being due to the drawing of a bcc material with a [110] texture, and predicted that the wide and narrow planes of the fiber cross section would be parallel to (001) and (110), respectively. The fibers apparently bend about the [110] axis during drawing to maintain grain boundary continuity during drawing. Transmission electron microscopy offers a way of checking these predictions as well as providing a more detailed picture of the wire structure. Figs. 1, 2, and 3 are typical electron micrographs of

Fording Coal Limited's mine in the Rocky Mountains near Elkford, B.C. has produced 21.8 million clean tonnes of metallurgical coal from 1971 to 1980, inclusive. This production has come from several pit areas and required the removal of 149.1 million bank cubic meters of waste rock and overburden by truck-shovel and dragline operations. Waste dumps from 30m to 200m in height have been successfully constructed on natural slopes, generally between 10° and 26°. Design considerations for the dumps include foundation and soil conditions, natural slope angles and containment of weak overburden or rehandle materials. Dump control is maintained by monitoring the crest and the face of an active dump area. Crest movement is measured by extensometers locally termed "Spoil Monitors". When crest movement rates progressively increase above normal, dumping operations are temporarily relocated. Some unstable conditions and mass failures have occurred as the result of natural foundation slopes being in excess of 26°, failure of weak water saturated foundation soils or weak material being placed on the dump.

IN 1897 I published a proposed explanation t for the variation in color and specific gravity of Pennsylvania oils. A resume of this subject was also presented at the First International Petroleum Congress, in Paris, in 1900. Since that time much experimental work bearing upon this explanation has been carried on by myself, in the United States Geological Survey, and under my direction, by Dr. J. Elliott Gilpin, Marshall P. Cram, and 0. E. Bransky, at the Johns Hopkins University. The experimental results thus accumulated seem to throw considerable additional light upon the variations in color and specific gravity of petroleum, as found in different parts of the world, and also upon the variations in chemical composition. Therefore, it seems as if a, summary of the evidence thus obtained might be of value to those members of the Institute who are interested in the examination of oil-fields. The summary is here presented for that purpose. The phenomenon has often been observed in many oil-fields that oils of different color, specific gravity, and chemical composition may be found within short distances of each other. A conspicuous example of this is the occurrence at Jennings, Welsh, and Anse la Butte, La., of petroleum chemically somewhat similar to Russian petroleum; that is, characterized by the presence of naphthenes. Ore deposits in the Southern Appalachians are ( 1) sedimentary or syngenetic, ( 2) epigenetic, and ( 3) residual. In general, deposits characteristic of high temperature and pressure are found in the Blue Ridge and Piedmont provinces and those of low and intermediate temperature and pressure, including the sedimentary ores, are found in the Valley and Ridge and Appalachian Plateaus provinces. Residual deposits are present throughout the area. Recognition of several periods of intrusion and metamorphism in the Appalachians has changed former concepts which held that most mineralization was of late Paleozoic age in a zonal pattern including all four provinces. Many deposits probably are of early or midPaleozoic age. Similarly, recent studies in geomorphology indicate that the formation of residual deposits is a continuous process and not related to specific cycles of peneplanation.

At the beginning of a Henry M. Howe lecture it seems fitting to refer to Howe's great contributions to steel metallurgy, and particularly to the literature thereof. Most of my predecessors in this role have been able, from their association with him, to give direct testimony as to his great services; but although connected with him for years in a business way, I am less familiar with what might be called his academic side, except as it is embodied in his utterances, written and oral. Howe was adept in his genial way in extracting information in any line which, at the time, was of interest to him. In a technical lecture one expects as a rule new knowledge-—something about recent advances relating to the subject. On this occasion, however, I will ask you to go back with me to the primary department of steel lore, as the title of my lecture shows, to review the more fundamental features in that field for the purpose of seeking some gaps which we can fill and so give the subject renewed interest. In thus going back one must inevitably repeat many familiar facts, but that seems to be necessary in order to reach a clear understanding of the unrecorded matters. The full interpretation of a steel analysis is at present unattainable, though much progress toward that end has been made. The ultimate analysis, giving the percentages of the five commonly determined elements, does indeed usually give a fair idea of what the steel is, and is ordinarily enough, with knowledge of its history and physical condition, to enable it to be assigned to some purpose or use for which it is reasonably suitable. Rut discrepancies arise. Every maker and every User of steel knows, from at least occasional examples in his own experience, that the ultimate analysis is insufficient by itself to enable one to tell positively, from its interpretation, either the mechanical properties of the steel or its adaptability to the purpose for which it was made. Further, if, while having the specified composition, it is abnormal or unsatisfactory, why it is so. Good, bad and indifferent steels may have substantially the same ultimate analysis.

" -Charles Kettering INTRODUCTION Since the early 1970s, there has been no economic phenomenon that has been more widely discussed or experienced in the United States than inflation. Al- though its precise definition and measurement are elusive, inflation has had pro- found and extensive impacts on the manner in which nearly everyone lives. It is painfully obvious to consumers that inflation is characterized by a continuing up- ward spiral of prices. In a capital-intensive industry like mining, those increases can be positively breathtaking. An interesting example is shown in Table 1. Table I shows that on a unit basis, the equivalent 1980 capital cost of Cuajone was over six times the cost of the adjacent and quite similar Toquepala operation completed in 1959. Such sobering statistics weigh heavily on the minds of executives who are contemplating major investments in new mining facilities. In spite of its monumental presence, inflation has usually been either inadequately covered or totally ignored in textbooks on engineering economy. The reasons for this are not entirely clear, but a contributing factor is the inherent difficulty in accurately predicting inflation. However, under certain conditions, inflation may become the most important factor in a mining investment, and it can rarely be safely ignored in capital investment analyses. DEFINING AND MEASURING INFLATION Defining inflation and related terms is relatively easy. Its measurement, how- ever, is the source of almost endless debate in economic and political circles. How- ever, much of that debate is not relevant to the scope of this book, so that only those issues which impact directly on the capital investment decision are covered in this section. Inflation is the general decline in the value of money as measured by what it will buy. It is clear, then, that the rate of inflation varies with the particular currency under consideration as well as the type of goods and services being purchased. One would find, for example, that the general rate of inflation relative to German marks
