Introduction In 1969, the US devalued the dollar. This action, over the ensuing four years, resulted in the deregulation of the price of gold. It also resulted in the rebirth of the US gold mining industry. The extreme inflation of the 1970s led to a dramatic increase in the price of precious metals. Consequently an increased interest in the exploration for and mining of gold has occurred. The enthusiasm began among the few existing producers who had survived on marginal profits during a prolonged period of fixed prices and constantly rising costs. Then came the newcomers. They saw the opportunity to enter an industry that historically had been characterized by small operations with low capital costs. It was not until the late 1970s that large mining companies recognized that investment in gold projects could generate cash flows that previously were associated only with world class deposits. Today, gold mining has tremendous appeal for the entire mining community, despite the dramatic price drop from 1980-81 levels. There are even major firms with no mining experience attempting to gain a foothold. But how easy is it to enter the US gold mining industry? What are the basic factors that influence the economics, and what are they likely to be for the remainder of the decade? How has the industry changed, and what is the composition of the active companies? An examination of the industry will help to answer these questions. US Gold Mining History The current gold rush is actually the fifth in the 208-year history of the US. The first recorded commercial mining of gold occurred in the Southeast in 1799. It produced from small, yet relatively rich placer deposits. The famous California gold rush of 1848 placed the US as a major producer with 62.2 t (2 million oz) of output by 1850. More than 93.3 t (3 million oz) was mined by 1853, equivalent to 63% of world production. But the richest placers were soon depleted. By the end of the Civil War, annual production had declined to well below 62.2 t (2 million oz). The government then relaxed prices and the industry again began to recover. The 1870-80s saw the great mines of the California Mother Lode and Grass Valley brought into production. This was followed by development of Nevada's Comstock, which later became one of the world's largest producers. Discovery of gold at Cripple Creek in 1892, coupled with technological advances in the use of large dredges in the California placers, resulted in significant production increases. And, with the expansion of the Homestake mine at Lead, SD, in 1898, US output again surpassed the 93.3-t (3 million-oz) level. By 1905, produc¬tion climbed to 124.4 t (4 million oz) with the addition of the Alaskan deposits, new output at Goldfields, NV, and the introduction of the cyanidation process. During World War I, the government forced the shutdown of gold mines. By 1920, total production had dropped to little more than 62.2 t (2 million oz). Many mines remained closed until the Great Depression. This, combined with the devaluation of the US dollar in 1934, resulted in a gold price increase to about $1.13/g ($35 per oz). Then began the fourth gold rush. By 1937, output had again surpassed 124.4 t (4 million oz). This was due to an increase in primary production and new byproduct production from base metal operations. Unlike the previous period of growth, however, this period was short-lived. The imposition of Executive Order L-208 in 1942 once again forced the shutdown of most mines. The mineral industry and individual processing plants are large consumers of energy. While energy conservation has received some attention in the present Federal Administration National Energy Strategy proposal it is obvious that the mineral industry should also continue to emphasize energy consumption reduction for important economic savings alone. As indicated by other studies, comminution is the largest single consumer of energy in the mineral processing plant (1.3% of total electrical energy consumption in the U.S.A.).1 Fine grinding is the largest portion of this amazing statistic. While substantial energy savings have been demonstrated by new machine developments and improved control methods, undoubtedly there are additional areas in comminution where substantial progress can be made. Some time ago, the U.S. Department of Energy published a report on "Comminution and Energy Consumption" by a committee composed of experts in the field of comminution from industry and academia. They identified the following potential for energy savings by specific areas? Classification device design 9-13% Comminution device design 3-16% Control 9% Grinding additive 3-6% Materials 3% It is apparent that the classification device had the first or second highest savings potential. Obviously, serious research consideration must be given to this technology area. A series of three papers have previously been written on the subject of two stage classification research work for ball mill operation by the authors. Accordingly, a brief review will be made. Previous Research Results on Two Stage Classification The hydrocyclone was selected as the type of classification equipment for this study as it represents by far the majority of the devices used in ball milling. While four different hydrocyclone circuits have been proposed by others,3 only two were considered in this work as illustrated in Figure 1. In this paper, electroleaching and electrobioleaching of ocean manganese nodules are discussed along with the role of galvanic interactions in bioleaching. Polarization studies using a manganese nodule slurry electrode system indicated that the maximum dissolution of iron and manganese due to electrochemical reduction occurred at negative DC potentials of -600 and -1,400 mV(SCE). Electroleaching and electrobioleaching of ocean manganese nodules in the presence of Acidithiobacillus ferrooxidans and Acidithiobacillus thiooxidans at the above negative applied DC potentials resulted insignificant dissolution of copper, nickel and cobalt in IMH2S04 and in sulfuric acid solution at pH 0.5 and 2.0. Mechanisms involved in electrobioleaching of ocean manganese nodules are discussed. Galvanic leaching of ocean manganese nodules in the presence of externally added pyrite and pyrolusite for enhancement of dissolution was also studied. Various electrochemical and biochemical parameters were optimized, and the electroleaching and galvanic processes thus developed are shown to yield almost complete dissolution of all metal values. This electrobioleaching process developed in the laboratory may be cost effective, energy efficient and environmentally friendly. Overseas coal trade has increased from 169 to 274 million metric tons (tonnes) between 1970 and 1983, representing a 3.8% average annual rate of growth. Metallurgical coal accounts for nearly 61% of the international coal market while steam coal's share is about 40%. By year-end 1983, the U.S. was the single largest coal exporter at 77 million tonnes, followed by Australia, 56 million tonnes; Poland, 35 million tonnes; South Africa, 28 million tonnes; USSR, 27 million tonnes; and Canada, 17 million tonnes. Coal exports can play a more significant role for one country than another country. For instance, in the U.S., coal exports accounted for only 9% of total coal demand in 1984 while in Australia, exports accounted for 53% of that country's total coal demand. Of all the major coal exporters, only U.S. exports accounted for less than 10% of total consumption in 1984. Japan is the largest importer of coal, 73.8 million tons in 1983. Although the majority of Japan's imports are metallurgical coal, steam coal imports into Japan increased seven-fold between 1978 and 1983, from 2 to 14 million tonnes. Australia is the leading exporter of both metallurgical and steam coal to Japan, accounting for 47% and 55% of Japan's coal imports, respectively. Since 1978, South Africa has developed into a major steam coal exporter to Japan, increasing its market share from 7.9% to 18.8%. The U.S., which was not even a player in Japan's steam coal market in 1978, has made inroads and accounts for 6.7% of Japan's steam coal imports. However, this translates into only one million tonnes. In the European coal market, for the most part, the U.S. is the leading supplier of metallurgical coal and South Africa is the major supplier of steam coal. The U.S. was not even a factor in the European steam coal market in 1978 and has made inroads during the last six years at the expense of Poland and South Africa. From 1978 to 1983, the U.S. has increased its market share in steam coal exports to France from 0.2 to 28%; Spain, 0 to 52%; Italy, 0 to 43.5%; Denmark, 0 to 19%; Germany, 0.5 to 16%; and the Netherlands, 0.6 to 45%, respectively. The use of coal (solid fuels) as a fuel to produce electricity has had increasing signficance for most of the countries analyzed between 1978 and 1983. The flip side to this is that oil has lost its share of this market during this time period. Of all the countries selected, only France reported a decline in coal's share of total electricity production. This is a reflection of France's ambitious nuclear program.

GENERAL DESCRIPTION Shortwall mining is one of the newest mining meth¬ods to be introduced into the world coal industry. The technique of shortwalling seems to have a number of origins, but it is generally agreed that it is an outgrowth of pillar-and-stall mining where timbering was employed as the primary means of roof support. In early opera¬tions the face was undercut by a shortwall cutter, hand¬bored, and blasted. The coal was loaded by hand or gathering arm loader. Australia, having experienced success with this method, advanced the technique through the use of mechanized roof supports in 1968. Although there were several attempts at shortwalling in the US, it was not until 1973 that Eastern Associated Coal Corp.'s Federal No. 1 mine successfully extracted a shortwall panel. Table 1 is a list of shortwall opera¬tions in the US as of April 1976. Shortwall mining is a method of mining in which a continuous miner cuts and loads from the short end of a rectangular pillar of coal while hydraulically powered self-advancing roof supports provide protective cover. Characteristics of a shortwall system include panel di¬mensions (Fig. 1) of 610 to 1219 m (2000 to 4000 ft) in length, face widths of 30 to 61 m (100 to 200 ft), straight-line ventilation, and production machinery, with the exception of roof supports, commonly used on con¬tinuous miner units. GENERAL REQUIREMENTS AND LIMITATIONS The justification for shortwalling is primarily eco¬nomic, i.e., increased production and recovery concur¬rent with savings in material and labor. The method also has a number of secondary benefits including the much needed progress it has stimulated in deep mine technology, the alternatives it presents to some of the problems resulting from the 1969 Coal Mine Health and Safety Act, and is perhaps a key to the solution of the enigmatic labor problems which plague the industry. The advantages of shortwall mining over continuous miner units include the following: a highly effective method of ventilation and dust control; a greater per¬centage of extraction (approximately 85%) ; fewer equipment moves, hence more efficient operating time; cost savings on materials such as roof bolts, rock dust, ventilation curtains, timbering materials, and the labor needed to supply, load, and transport these materials; a cyclical pattern of mining, each phase of which, i.e., development and retreat, lasts for approximately three months and appears to be psychologically motivating as well as highly productive; and improved safety. In addition to these positive aspects, a shortwall sys¬tem also has advantages over a longwall system, and these are listed as follows: the capital outlay for a shortwall system is one-third to one-fourth that for a longwall (1976 prices); the shortwall system utilizes equipment that is used on a continuous miner section, with the ex¬ception of the roof support system; there is a great deal of flexibility in areas with numerous gas wells and in areas where surface subsidence cannot be tolerated; the shortwall has reduced tailgate problems, since the tail¬gate entry serves as a return airway only; and the cyclical pattern of mining insures that the mining machinery pro¬duces coal even while the roof support system is being moved to another panel. There are several parameters which govern the se¬lection and use of a shortwall system. They are all of equal importance, and hence are not listed in any par¬ticular order. These are deposit size, seam height, seam inclination, roof and floor conditions, depth of over¬burden, subsidence and chain pillar extraction, man¬power, ventilation, and materials handling. Deposit Size Reserves available for shortwalling should be suffi¬cient for at least an eight to ten-year period, since this seems to be the effective life, without rebuilding, of a hydraulic roof support under average conditions. INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. INTRODUCTION Towards the end of the 1890s the attention of a prospector by the name of Thomas Cullinan was drawn to the occurrence of alluvial diamonds east of Pretoria. Persistent prospecting work by Cullinan led to the loca¬tion of the source of these diamonds-a kimberlite pipe on the Elandsfontein farm. Cullinan eventually acquired the property in 1902, and during an extensive evaluation program outlined the largest diamondiferous pipe in South Africa on which the Premier mine was established. Worldwide attention was drawn to this mine in 1905 when the Cullinan diamond, which weighed 3106 carats and is by far the largest gem diamond ever discovered, was recovered. Premier mine operated with varying success until 1932 when the worldwide depression forced it to close. In 1945 the mine was reopened and since then has been a major producer of gem and industrial diamonds. During the early 1950s exploratory drilling revealed that below the 370-m level the pipe had been completely cut off by a younger gabbro sill. This sill has created major mining and metallurgical problems but the existence of vast reserves of high grade ore below it justi¬fied the establishment of virtually a new mine below the sill. Detailed planning of below-the-sill mining is nearing completion and the development of the first mining block (the L1 block) is well advanced. A full discus¬sion of this block follows. GEOLOGY OF PREMIER MINE Pipe Morphology and Country-Rock Geology As can be seen in Fig. 1, Premier mine is an elon¬gated oval shape with a long axis of 900 m on the surface and a short axis of 450 m. The pipe has a surface area of 32 hectares which decreases progres¬sively with increasing depth, so that 500 m below the surface the area is reduced to 22 hectares. The contact between the kimberlite and the surrounding country rock is sharp, with an average angle of dip of 1.48 rad (85°). From the surface down to approximately 350 m, the country rock is a felsite which grades downwards into a norite. In general both rock types are hard and massive, the felsite in particular being poorly jointed. This characteristic combined with other factors results in an extremely stable open pit, and near-vertical side¬walls are currently being maintained. The norite in general is competent but is heavily jointed in some areas resulting in very blocky ground which creates localized tunnel support problems. In the southeastern area below the sill a zone of highly altered and very unstable norite, which has also created localized sup¬port and development difficulties, lies adjacent to the pipe contact. Kimberlite Geology The Premier pipe is a complex multiple intrusion which contains in the region of 15 separate types of kimberlite, most of which are volumetrically insignifi¬cant. On a simplified basis three major types can be identified which correspond to three separate phases of intrusion. They are: Brown Kimberlite: This represents the first phase of intrusion and now occupies the eastern part of the pipe. In plan the brown kimberlite has a crescentric shape resulting from the intrusive relationship with the younger gray kimberlite which lies to the west. The brown kimberlite increases in relative area with increas¬ing depth which is a favorable factor for future mining operations since this kimberlite is the richest area of the mine, having an average grade of 70 carats/ 100 t. Below the sill this rock disintegrates extremely rapidly when exposed to air or water, to form a fine gravel-like material. This characteristic is due to a high montmorilonite clay content. As is common with clay minerals of this type, water can be absorbed into the crystal lattice with a resultant increase in volume which causes the physical decomposition of the rock. The presence of this decomposing kimberlite was a major factor governing the choice of a mining method, as well as development and tunnel support techniques. Gray Kimberlite: This is the most abundant type and represents the second major phase of intrusion. The diamond content is variable depending on the amount of waste rock dilution, and in general the rock is stable and non-decomposing. At the time of formation of Premier, the surface rock type was Waterberg quartzite, a rock formation which has subsequently been removed from this area by erosion. The explosive extrusion of the gray kimberlite caused extensive brecciation of this rock and while the kimberlite was in a mobile state huge masses of quartz¬ite, amounting to tens of millions of tons, slumped into the pipe. This quartzite became concentrated in the central area of the mine and has been a major mining problem throughout the history of Premier since, due to the irregular distribution of the quartzite, effective selective mining has never been possible. The quartzite is therefore extracted with the ore and has a significant dilution effect on the overall grade. Black Kimberlite: In the western part of the pipe a circular, pluglike body of kimberlite is intruded into the gray kimberlite. This plug consists mainly of a hard, dark-colored rock known as black kimberlite, but also contains a number of minor kimberlite variet.ies as well as nonkimberlite carbonate dikes. The Gabbro Sill The sill averages 75 m in thickness and within the confines of the pipe consists of 52 million t of rock. On average the major dip is 0.34 rad (20°) to the northeast which is across the short axis of the pipe, the range of dip being from near horizontal up to 0.52 rad (30°). Due to the pronounced dip, the sill is encount¬ered over a vertical distance of 175 m with the highest upper contacts on the 355-m horizon and the lowest bottom contact on the 530-m horizon.

Rössing Uranium Limited has operated since 1976 a large open pit uranium mine and extraction plant at a remote site in the Namib desert, South West Africa/Namibia. The geology (Berning, I., et al. Economy Geology) and the technical aspects concerning mining, grade control and metallurgy have previously been described (Rössing Uranium, Mining Magazin and Whyllie, R.J.M. "Rössing Uranium reaches rated production", World Mining). The improvement of leach 'extraction has been reported in 1984 (Kesler, S.B. et. al. "Uranium extraction at Rössing") and the installation of a central process control system has been described (Kesler, S.B. et al. "The introduction of a central process system at Rössing"). At the beginning of 1983 a decision was made to develop a computer system for metallurgical plant optimisation which included mass and volumetric balances, analytical assays for up to 5 chemical elements and the costs for the major consumables. Within 10 months this computer system was developed and implemented. A large number of test runs were made and computer studies were undertaken. The metallurgical division now has a scientific tool for production; planning for actual comparison with plant results and for strategic investigations and decision making.

The significance of surface settlement over soft ground tunnels is well recognized. Cracked buildings, streets transformed into lakes, broken utility lines, to underpin or not to underpin--all are familiar problems. The basic causes of surface settlement are recognized. Possibly the most common and troublesome cause is "lost ground" during construction. Lost ground refers to removal of a larger volume of ground (Ve) than is eventually occupied by the final tunnel structure (Vt). A number of sources of lost ground in shield tunneling have been identified, as illustrated in Fig. 1. These include 1) face loss, 2) overcutting loss, 3) annular tail void loss, and 4) loss through the lining. The ground generally does not stand unsupported around the completed tunnel lining as illustrated in Fig. 1, but moves in to fill the lost volume, resulting in subsidence of the overlying ground surface as shown. As suggested in Fig. 1, lost ground and surface settlement associated with overcutting and the annular tail void tend to occur systematically along the tunnel length. This "systematic" lost volume is "limited" in the sense that it is restricted to an upper limit determined by the shield and lining geometry. Partially controlled face loss may sometimes contribute to this systematic loss. This lost volume is commonly a few percent of the nominal tunnel volume. The resulting surface settlement over the tunnel is commonly in the range of a few inches or less and develops over a period of hours to days. Although they may have a significant impact on surface facilities, systematic ground loss and settlement frequently have little adverse effect on tunneling progress.

INTRODUCTION AND SUMMARY Phosphate matrix beneficiation is the process of providing a mineral product suitable for downstream chemical processing to yield high analysis chemical fertil- zers. Extraneous contaminants, clays and gangue solids, are separated by screening and flotation. Reject materials always carry with them some phosphate mineral values, however. A continuing objective is minimizing phosphate losses discarded with tailings as a principle factor in maintaining beneficiation efficiency. The quest for efficiency, and improved productivity, during beneficiation is hampered by disturbances arising from among the following: o Natural variance of phosphate deposit compositions, o Minimal control over managing ore matrix supply to the plants, o Screening and flotation mechanical upsets and inefficiencies. Production personnel, in recognizing these factors, attempt corrections for changed process conditions. This response usually has limited effect. Efforts of product- ion personnel to correct for upsets of the process may often diminish efficiencies rather than improve them. Lack of prompt data for analysis of process streams is an important contributing cause of inefficient operation. Discussion in this paper examines methods for improved process control in Florida phosphate beneficiation with particular emphasis on use of on-stream analysis to aid gaining productivity. The Florida Institute of Phosphate Research has supported demonstration of on-stream analysis applicable to improved process control. Concurrently, work is proceeding world-wide in the phosphate industry toward practical on-line analysis technology. Table 1 summarizes viable methods for real-time analysis data as result of work by individual companies and research organizations. A recently completed investigation (sponsored by the Florida Institute of Phosphate Research) of beneficiation efficiency was carried out in two Florida beneficiation plants using a newly developed on-stream analyzer for phosphorus (1). BPL measurements were taken at frequent intervals over two to three weeks of routine operation. Grades are expressed in "BPL", with one BPL, or bone phosphate of lime unit, equal to 0.46 P^Y2^YO^Y5^Y. The time series of feed and tailing BPL data were evaluated by statistical procedures. Results show avoidable losses can be five per cent or greater of mineral values in feed. Use of modern process control methods in Florida phosphate mining began several years ago (2, 3). Benefits of stabilizing control used in one of the two plants where data were collected for the investigation, in comparison to manual control in the other, are outlined. Process control technology developments reported from European and South African phosphate mining operations are also noted (4, 5). It is now well accepted that advanced control techniques can increase beneficiation productivity by better management of losses. Contract 75-124-211 extends along the Chicago River from Roosevelt Road on the south to Ogden Avenue on the north. In addition a branch tunnel runs east from approximately mid-project ending near Lake Michigan. The contract was bid on December 14, 1977 with three joint-ventures submitting bids. Of these the joint venture of J.F. Shea Co., Inc. Walnut, California, (Sponsor), Peter Kiewit Sons' Co., Omaha, Nebraska and Shea Company and Associates, Walnut, California was low with a bid of $101,976,680.00. The MSD awarded the job to the Joint-Venture on January 5, 1978 with a scheduled completion date of January 23, 1983. The project consists of the following major items of work: (1.) A 25'-0" minimum diameter Construction Shaft, 220 feet deep (2.) 13,726 Linear Feet of 30'-0" Concrete lined Tunnel in rock (3.) 6,648 Linear Feet of 13'-0" Concrete lined Tunnel in rock (4.) Seventeen concrete lined Drop Shafts varying in finished diameter from 4'-0" to 12'-0", and each approximately 250 feet deep with chambers and connections to the tunnels varying from 100 to 1300 feet in length.

"Key project participants, including owners, engineers, and contractors continually seek for sound and structured decision analysis on how to select the best contracting method for successful project delivery. In addition to being burdened with technical challenges, lack of resources, budget shortcomings, regulatory requirements, and bureaucratic and politically mandated obstacles, the project participants need a reliable decision analysis model on the best project delivery method. The pendulum of choice for contracting continually swings back and forth between traditional design-bid-build and alternative delivery options such as design-build, progressive design-build, construction manager at risk, and public-private-partnership. For large tunnel projects, the decision process is further complicated due to contract packaging options as well as risks in underground construction. Contracting strategies for large tunnels require thorough consideration of performance, risk, quality, operability, cost and schedule. This paper compiles an array of decision making criteria and tools for an unbiased and balanced evaluation and ranking system in the procurement of large tunneling projects. INTRODUCTION Successful project delivery hinges upon meeting the owners’ expectations and key performance indicators. Large tunneling programs benefit from a thorough understanding and successful implementation of project delivery options by key project participants including the owners, engineers and contractors. The key to success is a collaborative advancement of project as the key project participants knowledgably address the applicable management, performance, risk, quality, cost, operability and schedule considerations throughout a project realization cycle. PROJECT REALIZATION CYCLE All projects have customary planning, design, construction, commissioning and operation phases that may seem to be sequential but in reality that are well integrated and dependent on one another. A glitch in any phase of a project realization cycle could hinder a successful outcome and none of the project partners are immune to consequences whenever and wherever they may surface."

On the basis of tonnage, the sand and gravel industry is the second largest nonfuel mineral industry in the United States. In 1990, the production of sand and gravel was 927 Mt valued at $3.4 billion. California, which leads the nation with more than 126 Mt, together with Texas, Washington, Michigan, and Ohio, account for 36% of the total production in the nation (Table 1). In commercial usage, sand applies to rock or mineral fragments ranging in size from particles retained on a No. 200 Sieve (0.074 mm openings) to those passing a No. 4 Sieve (4.76 mm openings). Gravel consists of rock or mineral fragments larger than 4.76 mm, ranging up to 88.9 mm maximum size. The construction industry consumes 97% of the sand and gravel produced; the remainder is sand used for specialized products such as glass (see chapter on Industrial Sand and Sandstone and Glass Raw Materials). Utilization The building industry uses sand and gravel chiefly as aggregate in portland cement concrete, mortar, and plaster; the paving industry uses sand and gravel in both asphaltic mixtures and portland cement concrete. Aggregate is commonly designated as the inert fragmental material that is bound into a conglomerate mass by a cementing material such as portland cement, asphalt, or gypsum plaster. Sand and gravel is also used as construction fill, road base and subbase, and decorative material. Portland Cement Concrete Aggregates: Portland cement concrete consists of sand and gravel surrounded and held together by hardened portland cement paste. Concrete mixes commonly contain 15 to 20% water, 7 to 14% cement, and66 to 78% aggregate. Sand and gravel used as concrete aggregate have to meet many requirements (Goldman and Reining, 1983). Premature deterioration of concrete has been traced in many instances to the use of unsuitable aggregates. Asphaltic Aggregate: Asphaltic mixtures used predominantly for paving consist of combinations of sand, gravel, and mineral filler (material finer than 0.076 mm), uniformly coated and mixed with asphalt produced in the refining of petroleum. Sand and gravel used as asphaltic aggregate must meet the same general physical requirements as materials used for portland cement aggregate. GEOLOGY General Requirements of Aggregates Construction aggregate has many requirements that are difficult to meet if only unprocessed material from natural deposits is used. Suitable material is composed of clean, uncoated, properly shaped particles that are sound and durable. Soundness and durability are terms used to denote the ability of aggregates to retain a uniform physical and chemical state over a long period of time so as not to disintegrate when exposed to weathering and other destructive processes. Individual particles must be tough and firm, possessing the strength to resist physical stresses and chemical and physical changes, that may cause swelling, cracking, softening, and leaching. The aggregate should not be contaminated by excessive clayey material, silt, mica, organic matter, chemical salts, and surface coatings. Physical Properties: The quality of aggregate depends upon its physical and chemical properties. These, in turn, may be inherent mineralogical and textural features of the rock or may be the effects of later changes such as tectonics, mechanical or chemical weathering, or incrustations. The physical properties most significant for concrete use are: 1) abundance and nature of fractures and pores, 2) particle shape and surface texture, and 3) volume changes which may occur because of freezing and thawing or wetting and drying. An aggregate is considered to be physically sound if it is adequately strong and capable of resisting the agencies of weathering without disruption or decomposition. Minerals or rock particles that are physically weak, extremely water absorptive, and easily cleavable are susceptible to breakdown. The use of such materials in concrete reduces strength or leads to early deterioration by promoting weak bond between cement and aggregate, or by inducing cracking, spalling, or popouts. Severely weathered, soft, micaceous, or porous materials may cause localized stresses to develop in concrete by swelling and shrinking during wetting and drying or freezing and thawing cycles. Physical Suitability of the Various Rock Types. Sedimentary rocks have a wide range in physical and chemical qualities. Sand- stones and limestones, if hard and dense, are ordinarily satisfactory, but many sandstones are friable and excessively porous and commonly are clay-bearing. Shales generally make poor aggregate material, being soft, weak, and absorptive. Most igneous rocks are satisfactory, being normally hard, tough, and dense. Tuffs and certain flow rocks may be extremely porous and have high water absorption and low strength. Metamorphic rocks differ in character. Most quartzites are massive, tough, and dense. Fine-grained marbles are usually durable, but coarse-grained marbles have low abrasion resistance. Gneisses are ordinarily very tough and durable. Some schists contain micaceous minerals that are undesirable because they are soft, laminated, and absorptive. Micaceous minerals are susceptible to splitting along cleavage planes and thereby impair particle strength and durability. Some schists and slates in particular are thinly laminated and tend to assume flat slabby shapes that lack strength-and do not pack well. Any or all of these rock types may be rendered undesirable because of harmful exterior coatings. Weathering processes, particularly the action of ground waters, deposit these coatings. The most common coatings are calcium carbonate, clay, silt, opal, chalcedony, iron oxide, manganese oxide, and gypsum. Particles with these coatings are undesirable as aggregates because the bond between particle and coating may be weak, and decreasing the strength of the aggregate-cement bond.

INTRODUCTION Radon, thoron and their airborne daughter products may result in a significant biological hazard when they are concentrated in enclosed places such as mines, houses and caves. High concentrations of radon and its particulate daughter have long, been known to be a causative agent for lung cancer to uranium miner: (Archer 1973). More recently increasing concern has been expressed on the possible health hazards associated with long term exposures over large population groups to low levels of radon daughters (Cohen 1980, Stranden 1980). Due to its peculiar geological features, Italy has various natural environments where the content of uranium and thorium in the soil may increase underground radioactivity. The presence in Italy of many underground waters rich in radon may be considered a further important source of radon in underground mines. A preliminary survey of the radon and radon daughter air concentrations in italian underground mines was started in 1971 (Bottino 1973). Furthermore many studies (Sciocchetti 1978, Sciocchetti 1980, Clemente 1980) have been performed during the last ten year to characterize the natural radiation environment in Italy. It has been also demonstrated that 21OPb/21OPo skeletal burden in spa workers and non-uranium miners can be heavily increased by the exposure (short or/and prolonged) to high levels of radon daughter air concentration (Clemente 1980). All these studies have been of great help to put in the right prospective the radiation hazards linked to the underground working activity in non-uranium italian mines. Two main actions have been prosecuted from 1971 until today in order to evaluate in greater detail such radiation hazards and then, when needed, to obtain their reduction to levels which may be considered acceptable. The two actions may schematically described as the following: - Measurement of the radon and daughter (and thoron and daughter when needed) concentrations in most of the italian non-uranium mines. The assessment of the radiation hazards linked to both the annual average lung exposure and the 210 Pb - 210 Po annual average dose to the skeleton is then performed for each considered mine by taking into account the main parameters characteristic of the mine. - Set up of a national regulatory recommendation on the permissible limits for the radiation exposure of workers due to underground mining activity. Such recommendation have been established in 1978 and have been designed in order to implement a national radiation protection practice during the underground mining activity. In this paper a summary description of the results obtained during the execution of these two actions will be given. MATERIAL AND METHODS Measurement of Radon, Thoron and their Daughter Products The excution of the planned survey requires the availability of specific techniques and instruments for measuring the different parameters characterizing the radon, thoron and their daughter exposure in mines. A reference laboratory was set up for the development and the standardization of the measurement procedures. Measurements of radon, thoron and daughter concentrations are performed by various methods: instanteneous or grab sampling methods and continuous read out monitors. The radon concentration is usually measured by a modified version of the two filter method. Mine air is drawn into a polyethylene bag and the sample is there after injected into a two filter tube; after sampling the exit filter is counted by the alpha spectrometric technique. The measurements is completed in a total time of less than 25 minutes at a sensitivity level as low as 3.7 Bq/m3 for a tube volume of 15 1. The measurement of radon and thoron daughter concentration and of the relevant potential alpha energy concentration is performed by means of a portable spectrometric apparatus which was developed at our laboratory (Sciocchetti 1981). The device allows multiple operating modes: instantaneous or brief sampling period and automatic cycles; computer data processing is then provided. The methyl stretching vibrations for a series of normal and iso xanthates were determined using an infrared spectrophotometer, and the results were compared with the published information on the corresponding alcohols. The frequency shifts of methyl stretching vibrations may be attributed to the inductive effect of polar groups. The hydrogens in the shorter chain alkyl groups are somewhat polar and can be expected to interact with water molecules by hydrogen bonding. Contact angle, surface tension lowering, and solubility appear to be related to the induced polarity of the alkyl groups.

Building on the research results and knowledge obtained from the ongoing National Institute for Occupational Safety and Health (NIOSH) Gas Well Stability Research, researchers from the NIOSH provided detailed analyses on potential longwall mining and gas well casing interactions at an unconventional shale gas well pad in a West Virginia longwall mine. Following the recommendations from recent research findings, the 5-1/2-inch production casings in all five wells were left uncemented from 4,200 feet below the surface to the surface. Prior to the first longwall panel excavation, NIOSH researchers conducted sophisticated three-dimensional numerical modeling to predict longwall-induced deformations and gas well casing stresses, which were compared with post-first panel and post-second panel mining 40-arm caliper surveys. The pre-mining predictions and comparisons with post-mining 40-arm caliper surveys were presented to all parties involved, including the coal and gas operators, Mine Safety and Health Administration (MSHA), Pennsylvania Department of Environmental Protection (PADEP), and West Virginia Department of Mines (WVDOM), prior to the re-entry operation on December 13, 2022. To date, the re-entry operation is a resounding success.

In addition to coalbed thickness and basic coal quality data, coal drill cores can produce design data for coal beneficiation processes. To generate design data, a coal drill core should be reduced from its original cylindrical form to a particle size distribution and composition that represents (with the possible exception of top size) a raw coal process stream. Reducing a coal core with a crushing machine rarely accomplishes this representation. This investigation employs drop-shatter impact breakage followed by dry batch tumbling in a steel cylinder rotated about its transverse axis to characterize the core in terms of first-order and zeroth-order break- age rate constants, which are indices of the propensity of the coal to degrade during handling. To reduce composition variables and conserve difficult-to-obtain coal cores, the initial drop-shatter and dry-tumbling tests were done with synthetic cores. Then, cores from three coal beds, Illinois No. 6, Upper Freeport and Pocahontas No. 5, were tested. Comparison of a crushed drill core and a drill core prepared by drop-shatter and tumbling indicated that the size distribution and size fraction composition of the drop-shattered/tumbled core more closely resembled the plant feed.

"INTRODUCTION Successful management of megaprojects, meaning delivery within budget, on time and according to expectations, is a fundamental requirement. Many projects have been successful, some have not. This paper reviews megaprojects1, drawn from the author’s projects over the last 50 years, with “lessons-learned” and a summary of recommendations that, if implemented, would improve megaproject management and delivery. Characteristics of these projects are summarized – including outcomes related to key factors such as politics, management, organizational structure, contracting methods, cost estimates, risk and other elements. The projects include the Washington D.C. Metro, Boston Southwest Corridor, LA Metro, Toronto Rapid Transit Expansion Program, BART San Francisco, MARTA Atlanta, London Underground and the Washington State Highway megaprojects – including the SR520 Floating Bridge and the Alaskan Way tunnel. Other projects that illustrate successful, innovative management and contracting methods include the Madrid Metro (low-cost delivery), the Sydney Northside Storage tunnel (outturn cost, alliancing) and the Lake Mead tunnel (working in partnership, risk management). KEY ISSUES A characteristic of megaprojects is that their complexity increases exponentially with size (Reilly 2010, Galloway et al. 2012). These projects are very visible politically, have many stakeholders who must be satisfied and generally span many years and political election cycles. To be successful they must meet expectations, function efficiently, and be delivered under, at or close to budget and schedule. There is a widely-based perception that large, complex projects are always delivered late, over budget and with problems. Specific examples include projects such as Tren Urbano in Puerto Rico – $1.28 billion over initial budget (+133%), the Silver Line Transitway Project in Boston – $286 million over budget (+90%), the London Jubilee Line Transit Project – 2 years late and £1.4 billion (+67%) over budget, the Channel Tunnel Rail Project – £3.7 billion (+80%) over budget, Denmark’s Great Belt Link rail and road link (54% over budget), the 2003 Woodrow Wilson bridge tender in Virginia (72% over estimate) and Boston’s Central Artery Project – several billion (perhaps 100%) over what would have been a realistic initial budget and years late (Reilly 2001c, 2004a; Salvucci 2003)."
