The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. Mineralogy and coproponents Sino Iron, International Minerals and Austeel are in the process of developing four world class magnetite iron ore mines with multiple open pits along a 25 km strike length of Brockman Iron Formation to the south of Cape Preston on the West Pilbara coast. The close proximity of the proposed pits raises some challenging project approvals and environmental management issues relating to the impacts of dewatering at individual projects and the cumulative impacts of progressive development on local and regional groundwater resources, which includes a large fresh water aquifer system in the Fortescue River alluvium.This paper presents an outline of the hydro-environmental impact assessment process adopted and the key result that the cumulative impacts of dewatering at all four projects on the local brackish groundwater system in the basement rocks is only marginally more than the impact of any one project on its own, and that the impact on the Fortescue River alluvium aquifer is negligible. The paper also presents an outline of the proposed integrated water management approach that will involve coordinated monitoring, ongoing impact assessment and management, and reporting programs for all projects.

India bestowed with 6000km of the coastal belt, contains some of the richest and largest placer deposits with a mixture of heavy minerals like ilmenite, rutile, leucoxene, zircon, monazite, sillimanite and garnet. Each of the minerals is having economic value due to its inherent characteristics for industrial use in fields of paints, metallurgy, refractory, abrasive and so on. The reserves of titanium bearing minerals (ilmenite, leucoxene, and rutile) in the country is around 378 million tonnes. More than 90% of the titanium based minerals produced worldwide are utilised for making value added products in the pigment industries. Approximately 8 million tonnes of monazite reserves are available in the country from which several rare earth elements like cerium, neodymium, lanthanum, yttrium etc. can be extracted for use in several industries. The country contains a deposit of about 20 million tonnes of zircon, which is used in foundries, refractories, ceramics and chemicals. India has a reserve of 107 million tonnes of garnet and 131 million tonnes of sillimanite required for the abrasive and refractory industries respectively. Keeping in view the multifarious uses, the beach sand minerals are being exploited to have the economic growth of the nation. Although the process adopted for the separations are simple, the equipment involved are specially designed because of the nature of the material of construction. Starting from the spirals to magnetic separators, all equipments are manufactured outside India, which is not only costly, but the availability also takes much time for fulfilling the import formalities. Unlike open cast mining, beach sand mining is a environment friendly mining because dredging is implemented to cut and pump the loose sand through a slurry pump causing less damage to the surface topography as both mining and backfilling takes place simultaneously. Therefore all out efforts are made to explore the beach sand placer deposits in an economic manner to emerge as a leader in the global mineral industries.

Reliable estimation of in situ stress is a major step in the analysis and design of underground excavations in rock, particularly for evaluating the stability of underground structures to prevent failure or collapse. In the last ten years, the Western Australian School of Mines (WASM) has studied and developed an AE stress measurement technique using orientated core named the WASM AE method. It allows the determination of a representative and detailed knowledge of the in situ stress field during the early stages of a project (such as mine feasibility studies), even in areas where development access is not yet available. The method has been used for in situ stress measurement at more than 80 mine sites worldwide with over 200 individual stress measurements carried out to date. This paper describes the sample collection, sample testing and reconciliation of results for very deep measurements carried out at the Craig-Onaping mine complex in Sudbury Canada. The results constitute the deepest measurements undertaken to date at the WA School of Mines and indicate that the main principal stress is horizontal and oriented parallel to a common regional sub trend in a NE/SW direction.

Microtunneling provides a necessary solution for multiple utility crossings associated with the New York Metropolitan Transportation Authority Capital Construction Company?s (MTACC) Eastside Access Project for the Long Island Rail Road. Construction of four TBM tunnels and their approach structures at the eastern end of the project in Sunnyside, Queens required significant modification and expansion of the railroad infrastructure at this location. Maintenance of railroad traffic during project construction is a principal requirement. As a consequence fourteen (14) utility crossing segments are being installed under active traffic by microtunneling methods. Microtunnels were installed in a variety of conditions including depths, types of soils and construction restraints.

The first International Conference on Ground Control in Mining opened with the topic of pillar design. Two classic papers were presented, one by Bieniwski and the other by Wilson. Unfortunately, the two methods were so radically different from each other that it was nearly impossible to reconcile them. Adding to the confusion were the many other pillar strength formulas (such as the Salamon-Munro, the Holland-Gaddy, and the Obert-Duvall, just to name a few) that were also available. Little wonder that discussions of pillar design in those days often ended with anguished cries of “but which formula is the right one?” The past 25 years have seen substantial progress in the science of coal pillar design. Indeed, one testament to the improvement is the relative scarcity of papers on the topic at recent Conferences. Two factors have been largely responsible for the progress that has been made. The first has been the collection of large data bases of actual case histories of pillar performance in a variety of settings, from shallow room-and-pillar mines through deep cover longwalls. These have made possible the development of empirical design procedures that are closely linked to real world experience. The second important factor is the development of sophisticated computer models that can accurately simulate pillar behavior and roof/pillar/floor interactions. Together, these two lines of research have led to a new understanding of pillar mechanics that identifies three modes of pillar failure: • Sudden, massive collapse, accompanied by airblast, for slender pillars (width/height<4) • Squeezing, or slow, non-violent failure, for most room and pillar applications (4<w/h<10) • Entry failure or bumps for deep cover and longwall applications (w/h>10) It is particularly satisfying that the insights gained from numerical models broadly support those obtained from the empirical studies. While far less controversial than in the past, pillar design problems continue to arise. One recent example is pillar design for highwall mining. NIOSH has just released a software package, called ARMPS-HWM, which employs a number of modern pillar design concepts. A thermodynamic model has been developed to predict the distribution behaviors of Cu, Fe, S, O, Pb, Zn, As, and heat balance in a lead blast furnace. The modeling results have been validated by the plant data of a lead smelter in Asia. The model can be used to predict for any set of controllable process parameters such as feed composition, smelting temperature, degree of oxygen enrichment and volume of oxygen-enriched air. The effects of the blast air, industrial oxygen, and coke charge on the distributions of Cu, Fe, S, O, Pb, Zn, As, and heat balance, and on the lead loss in slag have been presented and discussed.

Each year hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s implementation of an IoT-based intelligent machine monitoring system to improve safety during operation and maintenance at a concrete batch plant. INTRODUCTION Of the hundreds of machinery-related accidents occurring every year in the mining industry, incidents involving stationary machinery at surface mines continue to be amongst the most frequent [1]. A National Institute for Occupational Safety and Health (NIOSH) study showed that the majority of fatal accidents involving stationary machinery at surface mines occurred at sand and gravel (38%) and stone (26%) operations. Of these accidents, entanglement in conveyor components were the most common cause of fatal accidents (48%) [2]. The same study stated that one-third of these accidents involved improper lockout/tagout (LOTO) procedures as a contributing factor. The U.S. Mine Safety and Health Administration (MSHA) acknowledged this problem, stating in a recent request for information (RFI) [3]: “Since 2007, there have been 17 fatalities related to working near or around belt conveyors, of which 76 percent were related to miners becoming entangled in belt drives, belt rollers, and discharge points. Factors that contribute to entanglement hazards include inadequate or missing guards, inadequate or an insufficient number of crossovers in strategic locations, and/or inappropriate lock out/tag out procedures. Systems that can sense a miner's presence in hazardous locations; ensure that machine guards are properly secured in place; and/or ensure machines are properly locked out and tagged out during maintenance would reduce fatalities [3].” In response to this problem, NIOSH’s Spokane Mining Research Division (SMRD) is exploring the potential application of Internet of Things (IoT) technologies to provide cost-effective intelligent machine monitoring systems for improved worker safety [4, 5]. SMRD partnered with Central Pre-mix CRH Company (Central Pre-mix) to develop and install a proof-of-concept wireless IoT solution to monitor machinery and conveyors during operation and maintenance. The new euphoria in diamond exploration brings with it a need to understand the challenges that new projects can face in different stages of the development and risks that the commercial outcomes from the new projects fall short of expectations. In many cases, the problems are related to a poor understanding of the technical risks and a failure to adequately address them during the course of investigation. Failure to evaluate all disciplines to the same level of certainty could lead to a situation where the important issues are only identified late in the project development, resulting in costly delays and financial difficulties. The diamond projects located in Canadian Arctic, with its challenging environmental, geographical, social, political and geological contexts are especially sensitive to the high variability of the outcome. This presentation highlights some of the technical aspects that could be the leading sources of risk in diamond projects and could ultimately result in inappropriate mine designs, reducing the economic outcome.

"In 2002, Atlas Copco Rock Drills AB released the new rig control system (RCS) technology for all of its drill rig types. RCS opened the way for a new generation of computerized drill rigs based on modern, standard PC-computer technology. Drilling accuracy, information logging, reduction in manpower in some types, and serviceability have all taken a quantum leap forward when compared with previous generations of drill rigs. RCS is modularized and distributed by means of CAN-bus technology. This technology, which is well proven in automobile applications, forms the communication backbone of the rig. The modularity facilitates almost unlimited possibilities for the expansion and adaptation of drill rig functions."

Headrace Tunnels and parts of the Access Adit Tunnels of Kárahnjúkar Hydropower project, KAR-14, in Iceland will be excavated using three full-face Robbins Tunnel Boring Machines (TBM). TBM sizes range from 7.23 to 7.63 meters in diameter and the total headrace tunnel length is approximately 40 km. The crushed rock is transported on conveyor belts to disposal areas near each Adit. The estimated average excavation rate is approximately 25 meters per day per machine. Electricity will begin to flow in April 2007, and the project is scheduled for completion in 2009. This paper is divided into four sections. In the PROJECT OVERVIEW section, a short overview of the scope of the project is presented. In the GEOLOGY section, the geological condition along the tunnel drives is briefly introduced. The TBM DESIGN section discusses the various design criteria and the resulting machine specifications. The paper concludes in the TBM OPERATION section with a case history describing the tunneling operation from start-up to the time of the writing of this paper.

Flotation practice in Idaho is now about 13 years old. The advance has been steady during these 113 years. The operators have been alert to take advantage of the newest developments and they have themselves made a constant effort to improve their work. The metallurgical improvements are due to the development of (1) better equipment, (2) better reagents, and (3) better understanding and control of the process. During the eight years the writer has been in this district, there has been continuous experimentation by several companies to improve the ore dressing by flotation methods. Gravity concentration has fought hard to hold its place, and although it is true that gravity processes have been improved during this period, nevertheless, in several of the important mills of the district the few tables that managed to hang on have finally given way. On the straight-lead ores, tables and jigs are still used; and, due to better classification, their hold on this job has been strengthened. Ores of the District The ores of the district are of two general classes: (1) clean lead ores, such as those from the Bunker Hill and Hecla mines, and (2) complex lead-zinc ores. The general impression prevails that the clean lead ores, class 1, are simple and that it is easy to obtain high recoveries and good grade products. This, in a way, is a false impression; there is quite a high percentage of locked middling in these ores at 100 and&apos; 150-mesh sizes. Improved classification preparatory to table treatment of this type of ore has made it possible to segregate effectively a high-grade middling which is further comminuted and floated. The complex lead-zinc ores of the district, of which the ore from the Morning mine of the Federal Mining & Smelting Co. is a typical example, always have presented a difficult problem. It always has been comparatively easy to make a clean lead concentrate, but it never has been possible to concentrate sphalerite with a specific gravity of 4.10 from siderite of gravity 3.88. Also, a large percentage of the galena and sphalerite of this class of ore refuses to separate out until the crushing has been carried

THE title of this paper, I understand, was suggested by professional mining engineers as an opportunity for someone to pose problems rather than to offer solutions for them, but the paper will merely attempt to pose some of the production problems of the mineral aggregates industry in such manner as to create professional interest in their solution by the mining engineer, geologist, geochemist and the metallurgical engineer versed in mineral-dressing technique. DEFINITION OF MINERAL AGGREGATES "Mineral aggregates" may be defined as fragments of any rock or mineral used to supply bulk or volume or substance for a given purpose. For example, mineral aggregates are used in portland-cement concrete to provide bulk with the expenditure of the least feasible amount of cement binder. Mineral aggregates are used without portland cement or bituminous binder in highway and railway roadbeds to provide substance, to carry loads. Mineral aggregates are used in filters for water and sewage, to provide substance for the liquid to trickle through. These are only a few typical uses of mineral aggregates. For all these uses, strength, toughness, resistance to abrasion, and durability are usually prime requisites; so, while theoretically mineral aggregates may be of any mineral composition, what really is desired is a mineral composition as nearly inert under the conditions of use as anything of earthly origin can be. EXPLORATION AND POSSIBILITIES OF DEVELOPMENT The distribution of deposits of mineral aggregate is universal, since almost any part of the earth&apos;s crust can be used; even the top soil is sometimes used in stabilized surfacing for highways or airport runways. Nevertheless there is ample opportunity for exercise of the talents of the mining engineer and the geologist in finding the particular deposit that will be most economical to develop, keeping in mind such considerations as: (1) quality and mineralogical characteristics of the material; (2) size and permanency of the market; (3) final cost of opening and development of the deposit; (4) selection of location of plant; (5) methods and costs of distribution of the product in comparison with both present and possible future competition; (6) selection of the proper type of operating equipment; (7) estimation of probable waste products and their disposal. These are typical but there are other considerations also. Because profit margins are far smaller than in any comparable mining operation, it is all the more logical to assume that a higher degree of expert knowledge is desirable to make a success of a mineral-aggregates business. The production of a 40% Al-Ti alloy was successfully proven at the lab scale, using pure TiO2, aluminium, and lime. These tests were conducted in an induction furnace maintained at 1600?16250C. The introduction of rutile into the feed recipe resulted in an alloy containing between 0.35 and 1.10% Zr, depending on rutile to TiO2 ratio. DC arc production of the alloy was largely accomplished at 40 and then 200kW scale. These tests evaluated various metallurgical and operational factors including target slag composition, Ti-content in the alloy, co-feeding versus sequential, furnace bath depth, and rutile as part of the Ti containing feedstock. Overall, an alloy containing 24?33% Ti was consistently produced with co-feeding of the reactants and with lower taphole tapping. When rutile was added, the zirconium analysis in the alloy remained below 0.2%. The main impurity elements were iron, silicon, carbon, nitrogen, and oxygen.

"Electrolytic Manganese Residue (EMR) was used as the main material to prepare cementing material activator for the utilization of the residue from electrolytic manganese dioxide (EMD) or electrolytic metallic manganese (EMM) production. The effects of chemical activation, thermal activation and mechanical activation on retarding activity and excitation activity of EMR were investigated according to the setting time and activity index of EMR-slag cementing material. The results showed that the EMR exhibited good activating performance after being ball-milled for 18 min and then treated for 1-2 hours at temperature range of 350-450 ?. The optimal properties of cementing material activator were achieved at the weight percent ratio 30 : 3 : 5 of EMR/Ca(OH)2/cement clinker.IntroductionMany hazardous industrial solid wastes such as blast furnace slag, fly ash, steelmaking slag, chromic slag and electrolytic manganese residue [1] are generated n China and their amounts increases every year. The accumulation of the solid wastes during past years is very huge and they could be hardly recycled effectively as a sustainable resource. 2.35 billion tons of industrial solid wastes have been produced up to now [2]. It is estimated that they would exceed 3.3 billion tons by the end of 2015 [3]. On the other hand, the quick development of Chinese infrastructural construction needs more cementing materials. The production of traditional building materials consumes lots of natural resource such as clay and limestone and discharges at least 1 ton CO2 and other pollutants per ton clinker [4]. Therefore, it is necessary to develop new types of cementing materials instead of clinker [5,6]."

National Grid needs to maintain a connection between two existing electricity sub-stations (Beddington & Rowdown) in the Croydon (south London) area, and allow the replacement of two 275 kV cable circuits that are buried under roads. This is to be achieved using a single 400 kV cable circuit within a 10 km (6.25 mile) long, 3 m (9.8 ft) diameter high voltage cable tunnel which is being driven through water bearing Chalk, at depths ranging from 5 m (15 ft) to 80 m (262 ft), with four access shafts(12.5 m (41 ft) in diameter) ranging in depth from 10 m (31 ft) to 40 m (131 ft). The Chalk in this area acts as a source of public drinking water supply (PWS) and is protected by areas designated Groundwater Source Protection Zones. To minimise the groundwater risk the design and construction of the cable tunnel and shafts has paid particular attention to the construction materials used, including testing of these construction materials prior to use, developing construction methods (including the design of the Earth Pressure Balance TBM) and maintaining a groundwater monitoring & testing programme prior to and during construction to ensure the integrity of the Chalk aquifer is maintained as a drinking water source. This paper describes the tunnel &shaft design and construction in relation to these particular groundwater environmental issues which set new precedents for tunnel assessment, design and construction requirements in the United Kingdom.

Very few cases of Cast Blasting use in phosphate mining are reported. However, in open-cast coal mining, Cast Blasting is a common practice. And yet, the geological structure of both types of deposits is similar. Accordingly, advantages for phosphate open-cast mines are manifest, especially as future conditions of phosphate deposits fit quite well with the approach.

Large mining companies generally follow the distributed ownership corporate model, with a board of directors responsible for decisions that affect both shareholder value and stakeholders of the company. The board is simultaneously responsible for setting the culture and values of the corporation, which drive performance and priorities. Companies listed on the Johannesburg Securities Exchange (JSE) commit to sustainable development in various ways, either by virtue of implementing the King Code of Governance 2009 (King III) and/or through their own public reporting on social and environmental matters. Many mining companies make public statements regarding their support for environmental stewardship, ethical behaviour, and fair treatment of communities. It is a local, regional, and indeed, global phenomenon that companies fail to deliver on these statements. Research was carried out through the Institute of Directors of Southern Africa in 2007, and followed up in 2012, regarding directors? understanding of sustainable development issues, the relative priorities, what is needed for ?radical change? to effect sustainable development, and what enables or constrains the latter. Pertinent findings of both surveys are presented in this paper, and it is suggested that ?on-the-ground? performance may be indicative of the nature of leadership and decisions in the topmost ranks of the company. The results indicated that environmental concerns fall consistently below social issues. Financial capital ranked most important, and while environmental issues are recognized as being of strategic concern for the long-term, they ranked as being the lowest importance of all ?Five Capitals? (Financial, Manufactured, Social, Human, and Natural). Social capital ranked second lowest, with black economic empowerment being the only high-priority social issue. There is also evidence that certain companies within the mining sector fail to recognize their absolute dependence on natural resources. Much is made in academic and popular literature of the need for a new type of leadership for the radical shift to sustainable development: at company level this implies therefore a new type of director. The research found that only 14 per cent of directors felt that board decisions are consistent with their personal values; while intentions are strong to behave ethically and serve sustainable development, actions to give effect to these intentions lag significantly. Respondents indicated that the top impediments to courageous leadership for sustainable development related to personal issues of maintaining the image of being a director, fear of appearing weak, fear of being a lone voice, and bowing to board-colleague peer pressure.
