The Mining Regulatory Affairs review arrived in time for the May issue. The Managing Editor inadvertently buried it in one of his paper piles. Regulatory developments at the federal level involving the minerals industry solid waste disposal under the Resources Conservation and Recovery Act (RCRA) remained at the forefront of concern. The Environmental Protection Agency (EPA) received public comments on two major documents. One was a strawman draft rule covering wastes from mining and beneficiation. The other was a report to congress covering selected mineral processing wastes. The regulation of minerals industry waste management is moving forward on parallel paths. Mining and beneficiation waste is somewhat further advanced.

Houston International Minerals Borealis Project is an open pit heap leach operation. The operation uses open pit mining, two stage crushing, agglomeration, heap leaching, zinc precipitation and induction refining to produce approximately 50,000 ounces of gold per year. Due to the ore being extremely ameanable to heap leach processing techniques, low manpower requirements and efficient management, the operation is one of the lowest cost gold producing operations in the United States.

Copper and nickel are extracted from their elemental state, complex sulfides, ores, and other materials such as scrap by leaching them with a solution containing halogen salts - bromine/bromide, and/or iodide/iodine, oxygen and sodium or potassium nitrate. This US patented process is extremely effective yielding 98% recovery in15 minutes for the treatment of chalcopyrite and pentlandite in an autoclave at a temperature of 100°C - 150°C.

This report describes actions taken to control silica dust at the Yucca Mountain Exploratory Studies Facility (ESF), a tunnel located in Southern Nevada that is part of a scientific program to determine site suitability for a potential nuclear waste repository. The rock is a volcanic tuff containing significant percentages of both quartz and cristobalite. Water use for dust control was limited because of scientific test requirements. A major dust reduction was achieved with an intermediate air cleaning station located on a rear deck of the TBM trailing gear.

Beside these possibilities other positive effects on the downstream units operations require also intense testwork. Basic interdependencies of the operational parameters gained at the testwork and their influence on the upscaling procedure are described.

Introduction The recovery of precious metals from ore can generally be accomplished using either gravity concentration, flotation, and/or hydrometallurgical (leaching) techniques. The objective of this paper is to show why gravity concentration can be an important part of recovery systems which employ leaching as the primary unit operation. The small miner and small mine have an important role to play in the finding, developing and production of our mineral resources. "Help, not hinder" must be our byword. We must push in every way we can devise to change the adversary position of government and environmental movements. We need the small mines and they must be encouraged, not hindered. Technically excellent and adequate equipment is available, and needed information is also available to the small operation. Environmental questions and problems must be fully considered regardless of the size of a mining operation.

Heap leaching of precious metal ores using the cyanide process is extensively used in the Western U.S.A. for extracting gold. Consequently, the impact of cyanide in the spent heap is closely examined by environmental agencies and permitting authorities. Currently, many states require that all decomnissioned heaps be detoxified before abandonment. This paper describes a case study for detoxification of spent heaps at the ACH-Dayton Project using hydrogen peroxide. The chemistry of cyanide detoxification by hydrogen peroxide, together with simplicity of a detoxification operation, is discussed.

The April 13, 1992, flooding in the freight tunnel network under the city of Chicago had a profound effect on the nearby Chicago Transit Authority (CTA) subway service. This paper provides an overview of the evaluation techniques, mitigation measures, and water control efforts used to maintain the integrity of the subway tubes. Specific topics discussed include visual inspections, inflow monitoring, structure and soil testing and sampling techniques, and the development and implementation of chemical and cementitious grouting programs.

The "FIRST AUTOMATIC SHOTCRETE TECHNIQUE" (F.A.S.T.) system, provides safe, efficient methods of remotely lining, shafts/raises. Two systems are available; one system will be used to shotcrete a 3.04m (10-ft.) diameter ventilation raise at a mine in Mexico; the other system incorporating remote control and sensing devices will to used to shotcrete ventilation raises from 2.75-4.9m (9-16 ft.) in diameter. This paper describes development of the system, from idea to field use.

The paper will provide a brief review of the latest alternatives to SAG mills. Included in this review will be a discussion of the comparable benefits of each technology. The Sustainable Minerals Roundtable was established in 1999 to develop a set of national level indicators to measure the contributions of mineral and energy systems to sustainable development in the USA. The U.S. Forest Service and the U.S. Geological Survey are sponsors of the Sustainable Minerals Roundtable, with meetings convened by the University of Nevada, Reno. Eighteen meetings have been held in various regions of the United States to receive input from different communities of interest. Indicators are being prepared under four criteria: legal and institutional, productive capacity, environmental impact, and socio-economic. This paper reviews the process followed by the Sustainable Minerals Roundtable, and presents the priority indicators.

On account of geological characteristics, Brazil is a country of large deposits of high quality kaolin, with the larger ones being located in its northern region. In the last years, kaolin beneficiation and production area is receiving great investments, aiming at a high quality kaolin production to be used in the paper industry, mainly intended for the foreign market. After the conclusion of expan- sion programs and with the advent of new production areas, Brazil is very soon expected to come in second place in the kaolin world production ranking.

Conveyor equipment beyond its prime chronically suffers from a lack of understanding in today's plant environment regularly delivers more material than original designers ever expected. A case in point is a belt conveyor in a major hard rock mine/milling operation asking to bring the unit up to current standards while eliminating spillage and reducing airborne dust. The challenge was to keep the system going by revamping the system while keeping the same footprint and allowing for higher production rate. Thirty years of daily maintenance and dust collection costs have virtually disappeared by the end of this challenging upgrade.

Key elements to the successful excavation and support of the Forest Glen Station and Tunnels for the Washington Area Metropolitan Transit Authority are discussed. Excavations encompassed a twin-vault station; 2339.3 m (7675 feet) of conventional drill and shoot tunnel; and 810.8 m (2660 feet) of mixed faced tunnel. The use of dewatering, boom type continuous miner and shotcrete in the mixed faced tunnel, along with hydraulic drills, bolts, and shotcrete in the rock tunnels and station proved to be effective methods.

New compound classes previously unknown in flotation practice of non-sulphide ore beneficiation have been developed. The presented study results consider amine salts of alkyl sulphate and alkyl benzene sulphonic acid used as primary collectors, N-methyl amides of alkyl phosphoric acids - as auxiliary modifying collectors and pentaerythritole ethers of tall oil - as flotation accelerators. These reagents synthesized from accessible raw material are almost ready for commercial production. Efficiency of the new reagents for various non-sulphide ores has been demonstrated in a series of flotation tests.

The lignite surface mines of Ptolemais basin operate according to special environmental terms regarding the concentrations of heavy metals and trace elements in water discharges. Based ?n the results of lab analyses and in-situ measurements conducted so far it is concluded that the concentrations of heavy - toxic metals and other trace elements are low or negligible. The deviations from the upper concentration limits specified by laws and regulations are rare and non-systematic both on their spatial or temporal distribution. The same results prove also the relation between water quality and type and nature of the sediments forming the Ptolemais basin and the carbonated and metamorphic rocks forming the surrounding mountain areas.
