The underground portion (about 10 km) of Tokyo Wan Aqua-Line consists of eight shield tunnels connected with Kawasaki Man-Made Island in between, at four underground locations. The connection work had to fulfill strict precision and safety requirements in the ground about 60 m below soft seabed, but was completed successfully in May 1997. This report describes the connection work in detail, featuring the method of investigating shield machines’ relative positions, ground freezing method and connection mechanism and procedures. It also mentions the present state of Tokyo Wan Aqua-Line that was put in service on December 18, 1997.

Introduction Engineering Health and Safety is concerned with the understanding of the complex interplay between the risk of injury with technological ,environmental, individual, organisational and legal factors. With this understanding, the design and decision making processes can be balanced with the other objectives of industry and employment to arrive at solutions which place appropriate controls on technology and other aspects of human activities to prevent disease and injury to personnel in the coal mining industry and the design of safe production machinery and ancillary equipment. Advances in the detection and diagnosis of causes of diseases and the need for engineering health and safety in the coal mining industry has increased the need for appropriate education and training. Hazards arise in many forms; exposure to toxic chemicals, escape of radio - active materials, explosion of pressure vessels, contact with moving machinery, exposure to dust, environmental dangers such as excessive noise, high temperatures and manual handling etc. As technology advances, these dangers become more complex and less clearly defined and less easily perceived. Consequently, the ways of controlling the dangers also become more complex and wide ranging. The need to educate and train people in coal mining applications of engineering health and safety has been enhanced over the last five years and courses should be established to fulfil the need for competent people to deal with the problems which modern coal mining technology creates together with the legislation that governs engineering health and safety and to carry out research and development work in the coal mining industry. Industrial Involvement The engineering health and safety experts must be prepared to take a more active part in monitoring conditions that exist in the mining industry, and not design from information obtained from the mechanical, electrical and hydraulic expertise and off-the-shelf components from other industries. Surveying and control of the operating environment must be essentially the concern of the engineering health and safety experts and, whilst it is not possible to create a perfect environment for each machine, every effort must be made to minimise failures and hence plan for designs which will maximise

Alunorte is a metallurgical-grade alumina refinery located in northern Brazil. This plant which was designed to produce 1.1 million mtpy of calcined alumina, started operation in July 1995. A process information system was installed before refinery start-up. It has been a main factor in process improvements, which resulted in an increase in production from 1.1 to 1.5 million mtpy. This system has been particularly useful for analyzing data and allowing retrieval of data by process engineers. This paper describes how a quality monitoring system to evaluate all aspects and stages of production, as well as alumina silo level and blending percentage, was developed. This system was designed to give support to ISO 9002 certification, which happened in December 1998. The quality monitoring system was developed using Microsoft Excel 7.0 and makes extensive use of VBA macro. The primary users of the system are shift foremen, managers and engineers, who use it to track the process and avoid variations in alumina quality.

The Red River is located within the Sangre De Cristo Mountain Range in northern New Mexico. An approximate 12-mile segment of the river from the town of Red River to the village of Questa (Questa) includes several hydrothermal alteration zones. Alteration ?scars? formed as a result of rapid chemical weathering and physical erosion of pyrite-rich hydrothermally altered rocks. Storm water runoff from the scar drainages contributes metal-laden, acidic water to the river and creates a visible plume of discolored water in the river. Acidic runoff reduces the river pH from 7 to the mid 3s for at least 2 hours during large storms and the low pH water continues downstream. Runoff from scar drainages increases some metal concentrations in the river from below chronic ecological criteria to as much as two orders of magnitude greater than acute ecological criteria, and results in acutely toxic conditions for macro-invertebrates. A general improvement in the river?s water quality occurs downstream due to dilution from tributary inflow from non-mineralized watersheds, the natural buffering capacity of the river, and storm water controls at the Chevron Mining Inc. Increasing public pressure and demands from various tiers of government have generated a legislative maze of statutory and administrative requirements facing industries involved in mineral extraction and processing. Each tier, of government has asserted concurrent jurisdiction and threats of harsh measures if industry does not satisfy all requirements. In the field of water pollution control, federal requirements have increased, carrying with them increasing techniques of enforcement - ranging from injunctions through criminal penalties. Federal laws have required that states formulate water quality standards as an adjunct to federal regulation. Florida has reacted with the Water Pollution Control Act of 1967. This act incorporates state water quality standards and permit requirements for any installation constituting a potential source of pollution, and provides for civil sanctions as well as injunctive relief. The federal government has utilized an 1899 law to require a permit for discharges into navigable waterbodies - a term which has been judicially defined to include any watercourse capable, after reasonable improvement, for use in the transportation of waterborne traffic. Failure to secure these permits can result in the issuance of an injunction or civil or criminal penalties. The Corps of Engineers will not issue these permits without the approval of the discharge by state, local and other federal agencies. Air pollution similarly is regulated by a multi-tiered network of laws and administrative standards. Federal regulation has increased from early research support in the 1950's through the development of Air Quality Standards and their enforcement by large fines, injunctions, administrative conferences and public hearings. Florida regulation, under the Florida Air Pollution Control Act of 1967, parallels federal law but grants concurrent regulations, requirements and enforcement tools to local and state agencies. Although previous state regulation was minimal, consisting only of three acts passed in 189 1, 1899, and 1911, in the future the mining industry will have to contend with this increasing network of ecological requirements. It is recommended that the industry take the initiative by involving Florida in the Interstate Mining Compact, as well as seeking the passage of a state reclamation law funded by a severance tax.

The effect of coatings on the incendive properties of aluminum alloy 6061-T651 in air-6.4%CH4 was studied for collisions between rusted steel and both uncoated and coated projectiles with incident energies as high as 300 J (220 ft-lb) and velocities as high as 200 m/s (660 fps). These conditions were intended to simulate the rough handling of equipment in coal mines. The ignition probability using uncoated alloy projectiles increased with increasing relative humidity and appeared to be influenced by atmospheric ozone content. The incendive properties of both the uncoated and coated alloy depended on the type of rust used, but the dependence of the coated alloy was very different from that of the uncoated alloy. A number of coatings developed in the last 25 years were found to offer protection from ignition and to remain largely intact for occasional collisions or collisions randomly distributed over the coating surface, but probably not for repetitive collisions at any given point on the coating. These protective coatings utilize a hard anodized aluminum alloy surface coated with one or more layers followed by heat treatment of the coating. Coatings containing Teflon and MoS2 and thicker than 50 µm (2 mils) appear to be most effective.

INTRODUCTION Primarily because of mining at greater depth, an increasing number of coal mines in the United States experience floor heave problems. In many instances, the floor heaves at a slow rate without causing health and safety related problems; only additional roadway maintenance and coal handling equipment are required. However, when rapid, massive heaving occurs, the safety of mine personnel in the vicinity is jeopardized. Extensive floor heave causes a redistribution of stress around the mine opening and can cause additional ground control problems. This paper presents an analysis of rapid floor heave in a deep western coal mine. The analysis is based on field measurements, laboratory data, and beam design theory. Factors affecting floor heave, such as mining-induced stress, mine opening size, entry orientation, mine geology, rock physical properties, and gas pressure, are considered. Examination of floor heave in the mine indicates that heaving is primarily caused by deformation of a soft floor member that is subjected to high mining-induced stress. Theoretical analysis of in situ floor stresses resulting from overburden loading indicates that floor failure will occur. The analysis is confirmed by visual observations of floor heave in the mine. Recommendations for mine layout and opening design to control rapid, massive floor heave under these conditions are also presented. MINE-FLOOR-FOUNDATION THEORY The floor stratum in a coal mine acts as a foundation to support coal pillars and artificial supports, thereby providing support to the mine roof. The overburden load, transferred through pillars and other supports, applies tremendous stress to the floor. Soil mechanics theories provide solutions for foundation design problems that apply to the mine floor. Based on foundation theory, vertical load on pillars causes high shear stress zones in the floor. If the floor is relatively weak, it may fail and dislocate upward into the mine opening. Strong roof strata that do not readily fail transmit most of the overburden load through pillars to the floor. Heaving may result, depending on the thickness and physical properties of the floor

Mine information is often multi-disciplinary, dynamic and spatially complex. Different departments use the same data in many different ways, information changes over time and mines change their shape continuously. Earthworks InTouch is a radical VR-based system developed by AIMS Solutions and marketed by Earthworks, which provides a rapid and intuitive interface to a wide range of mine information. VR is used to provide an interactive and visually accurate, dynamic 3D model of the mine workings and equipment operating in the mine. Individual objects in the mine can be linked to external applications that provide up-to-date and context sensitive information. Equipment movement can be simulated or tied in to real-time survey from GPS systems for example or excavator productivity data can be extracted from a production database. The paper will highlight the major advantages of using such a VR interface to access valuable and time sensitive information.

Cortez Gold Mines is located about 75 miles southwest of Elko, NV. Activity in the mining district dates from 1862. The current operation developed from a 1963 joint venture of Webb Resources, The Bunker Hill Company, Vernon F. Taylor, Jr., and American Exploration & Mining Co. Three years later, the USGS discovered gold on the property following a regional geochemical survey. Drilling in 1966 and 1967 identified 3.4 million st of oxide ore grading 0.28 oz Au/st, and a 1700 st/day countercurrent decantation mill was commissioned in 1969. Heap leaching started in 1971 on low grade ore and continues to the present. The mill was shut down in 1976 following exhaustion of known oxide reserves. Mobile equipment was sold and the proceeds committed to local exploration. In 1980, a new plan of operations was developed starting with existing low grade and newly discovered mill ore. The mill resumed operations in 1981 and has been operating to date. A series of metallurgical innovations, culminating in the commissioning of a new fluid bed roaster in the summer of 1990, has enabled treatment of a series of increasingly refractory ores. Current partners in the venture are Kennecott Corporation, Vernon F. Taylor, Jr., and Placer Dome U.S. Inc., manager of the operation. Idaho Mining Corp. holds a 7.5% carried interest.

Up to now, the hands-on approach to construction has been stressed. This chapter reviews the basic tools available for construction design and monitoring of a construction project. It is divided into three discussions, all under the general title of computer aids, since the trend for using these tools-is via the computer. In the context of our discussions, the focus for computer aids will be on the use of evaluation and analysis techniques for coal mine construction applications, including mainframe programs, CPM techniques, as well as mini and microcomputer applications. Although the presentation of material in this chapter may be detailed at times, by no means does it cover the entire field of computer applications for design or project scheduling and monitoring. It is only an attempt to illustrate the possibilities that are available to construction and mine engineers. Interested persons can pursue computer applications for coal mining by reviewing Computer Methods for the 80's. by Alfred Weiss, editor, published by SME-AIME.

The microseismic method of detecting instability and high-stress zones in underground mines was first developed in this country by the US Bureau of Mines in the early 1940's (Obert and Duvall, 1957). Early laboratory experiments showed that when competent rocks are stressed in a testing machine, the rock noise rate (number of rock noises per unit time) increases with increasing applied stress. This increase is more pronounced as the ultimate strength of the rock is approached. Subsequent testing of rock noises in underground mines confirmed this laboratory experience and much effort has been directed in recent years to make use of this property to develop a practical method of predicting rock failure. Investigations conducted in the Coeur d'Alene district mines have pointed out a definite relationship between the stress buildup in a rock mass caused by mining activity and the emission of audible and subaudible seismic activity (microseisms). In 1968, a concentrated joint effort by USBM Denver Mining Research Center and American Smelting and Refining Co. at Asarco's Galena mine was undertaken to verify several theories regarding the generation of microseisms (Blake, 1971; Blake, Leighton, and Duvall, 1974; and Kovacs, 1973). Findings indicate that (1) rocks under stress emit detectable seismic energy; (2) the energy source can be located using a triangulation method involving travel time differences to various receiving stations; (3) the rate of release of seismic energy increases with increasing stress; and (4) this increase in noise generally precedes a major rock failure (rock burst).

Cyprus Pima is a medium-sized open-pit copper mine located 35 km (22 miles) south of Tucson, AZ. The ore body was discovered using geophysical prospecting methods in 1953 and was originally worked as a small underground mine followed by small open-pit operations. As mining equipment grew larger and the economic ore grade dropped, the operation grew in size, through four expansions, to the present 50 500 tpd (56 500 stpd) milling rate. The remaining stripping ratio is about 2.5 to 1. Mining equipment includes 11 electric shovels ranging in size from 6 to 15 m3 (8 to 20 cu yd) and 42 diesel-electric haulage trucks ranging in size from 89 to 223 t (100 to 250 st). Mine planning is performed at Cyprus Pima to serve several functions. The most important is to plan ahead, one year at a time, to predict the ore grade and stripping requirements on a month-by-month schedule. This yearly plan is necessary for budget preparation and is revised once each quarter to incorporate variations in actual production experienced during the preceding quarter.

Longwall mining is considered to be the most efficient underground coal-mining technique in terms of coal extraction ratio, production rate and safety standards. Due to the increasing demand for higher coal production, the recent trends have been to use wider panels and to maintain a faster face movement. For these reasons, longwall mining can result in unexpected roof falls, excessive face convergence, shield damage and numerous maintenance problems, which can cause sudden interruption of coal production as well as serious safety hazards. Recent work at the University of Alabama has been dedicated to the development of a longwall strata-control and maintenance system that can integrate real-time shield monitoring, data presentation, analysis, forecasting and warning modules. This integrated system has been called LoSCoMS. The main objective of the system is to provide minute-by-minute stability and maintenance information such as the following: high-load, low-setting pressure, leg leakage, etc.; the analysis of various mining and geological parameters to determine past and present roof characteristics; and the forecasting of loading patterns for the following mining cycles, the next periodic weighting, etc. By using this unique system, mine operations personnel are well aware of past, present and future roof-loading patterns at the longwall face and, thus, proper safety measures can be taken ahead of time.

The US economy grew steadily in 1989, reaching an annual rate of $5.3 trillion in the last quarter (US trillion=1012 ). The value of domestically processed, mineral-based materials rose 5% to $315 billion (US billion=109). The value of metals produced from US ores rose 14% to $11.6 billion, while industrial minerals rose 2% to $20.2 billion. Recycled scrap was valued at $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were $2.31 and $3.56/kg ($1.05 and $1.62 per lb) for copper, $1.58 and $2.57/kg (72 and $1.17 per lb) for aluminum, 77 and 97 cents/kg (35 cents and 44 cents per lb) for lead, and $1.58 and $2.09/kg (72 cents and 95 cents per lb) for zinc. Many mining and metal companies reported reasonable profits. Consumer demand strongly affects mining because the US economy is saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. 250 million US citizens already possess 172 million licensed motor vehicles and 100 million dwelling units. New car production fell 4% to 6.8 million units, while truck and bus production fell 1 % to four million units. New housing starts fell 9% to 1.4 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. Imports of crude and refined petroleum costing $50 billion exceeded domestic crude oil production. President Bush expressed "strong concerns about this country becoming further dependent on foreign oil." And the Department of Energy held a series of hearings around the country to develop ideas for a "national energy strategy."

A prolonged grinding of sulphide ores in steel mills appears harmful to flotation recovery and selectivity whenever xanthates are used as collectors. Particles finer than about 10um show a pronounced decrease in floatability. A supposition was made that the cause of the reduction in floatability of ground sulphides is the presence of metallic iron abraded during grinding and deposited on the ground particles. Electro- chemical measurements were made of mixed potentials developed by different sulphide-mineral electrodes (galena, chalcopyrite, pyrite, marmatite, pyrrhotite) in xanthate solutions, without a direct con- tact or in contact with a metallic iron electrode. These measurements showed that without a galvanic contact between the sulphide and the iron, the values of mixed potentials were in the vicinity of the xanthate/dixanthogen redax potential. When contact with iron was established, the mixed potentials shifted towards the more negative reducing or cathodic values, The shift was greater the higher was the ratio of the surface areas: iron electrode to sulphide electrode. Further, the shift in mixed potentials was greater the more reducing were the conditions on the sulphide electrode. Chemical analysis of reaction products produced on the surfaces of sulphides and in the bulk solution showed that less thiosulphate was formed in all of the sulphide-xanthate systems and that more elemental sulphur was detect-

The paper begins by describing an underhand cut-and-fill mining concept for a 50m thick, generally tabular though irregularly shaped orebody dipping at 30 degrees and occurring at a depth of between 2300 and 2700m in the Sudbury Basin. From this, the broad design requirements of a fill system are stated. Two and three-dimensional numerical models are then described which were built to evaluate the theoretical benefits of different types of fill reinforcement. Included in this evaluation are the effects of span, fill strength, fill tightness, as well as static and dynamic loading types. Results, supported by large-scale physical models, are presented to show the significance of reinforcement on stable, undermined fill performance. Finally the paper describes work which has been done to evaluate the suitability of so-called silicated cemented backfill. This system is, in principal, attractive for deep mining applications since transportation is in the "safe" hydraulic regime, while fill water run-off, segregation and shrinkage effects are potentially eliminated in the stopes. The results from various surface and underground trial pours are reported which substantiate the proposed use of this type of backfill at depth.

The use of high-resolution seismic surveys in coal exploration and mine development is becoming established as a standard technique in the industry. Their most significant contribution is in the effectiveness of reducing the number of core holes needed to understand the complex geological nature of coal by identifying geologic faults and mapping coal seam continuity and relative coal thickness. With these goals in mind, a high-resolution seismic survey was conducted in 1980 in the Wasatch Plateau coalfield of Utah. As a result of the success of this initial survey, numerous additional surveys have been performed over the past six years.. The interpretations of these subsequent surveys have led to the location of faults, fluvial channel sandstones, and coal thickness trends. This paper presents a review of high-resolution seismic technology as applied to coal exploration followed by three case histories, two of which illustrate the utility of the technique related to coal thickness determination and faulting and one that serves as an example of pitfalls in interpretation.

Slurry system are the principal method for storage and transportation of solids within and between concentration operations In a mineral processing plant. A slurry 1s a mixture of solid particles In water, or a chemical solution, that behaves like a liquid. The design of slurry transportation systems is generally analagous to pumping and piping water, but with a few notable exceptions: • The interaction of particle on particle affects slurry transport. • Particles often interact with the fluid, particularly when chemicals have been added to the system. • Particles have a frustrating tendency to settle from the slurry suspension, especially into locations not considered In the design. • Solids have an affinity for wetted surf aces and tend to wear them away. Slurry transportation systems Include a number of separate components, each requiring special design considerations. A systematic evaluation of each component of a slurry transfer system will help overlooking the small details that could cause operational headaches. Most slurry transport systems include: • A receiving sump or tank that provides for mixing and/or momentary storage of slurry. • A driving force.. by a pump, atmospheric pressure or gravity. • A suitable conduit for transportation.. pipes or launders. • A delivery objective.. another sump or process vessel, or distribution system to several process points. • A control strategy and design to regulate the transfer operation. Some basic terms used in cost management and accounting include: - Cost. A sacrifice made to acquire goods or services, measured by the price paid. Technically, the sacrifice is called a cost until the benefits from the goods or services have expired, at which time the sacrifice is called an expense. In this text, the terms "cost" and "expense" are used interchangeably. - Revenue. An increase in the value of the firm resulting from the sales of goods and services. - Income. The excess of revenues over costs for a specified period. The term is often used with modifiers to indicate specific quantities on an income statement (e.g., pretax income; net income). - Activity. A measure of production work. Traditionally, physical production volume (tons of ore or units of product) has been used as the measure of activity. Other measures include direct labor hours, equipment operating hours, and quantity of materials or supplies consumed. - Responsibility center. A segment of an organization that is responsible for a specified set of activities. In mining, individual operating divisions can be treated as responsibility centers, known as profit or cost centers. Departments within a division are generally treated as cost centers. - Cost center. A portion of an organization having responsibility for achieving specified levels of cost. - Profit center. A portion of an organization having responsibility for achieving specified levels of profit (revenues and costs).

Within the national and international strategy of the German based construction company HOCHTIEF, the majority of its business units is equipped with the comprehensive software package ARISTOTELES. This software is a powerful business information system for all accounting and controlling related processes in medium-sized and large construction and other related companies. Due to the complexity of the software, time constraints, and limited financial resources an implementation of this software package requires thorough project management. In this paper the relevant elements of project management are outlined based on practical experiences gained during this international IT - implementation project. Special emphasis is directed to the identification and management of potential risks. In this case particular acknowledgement was given to the multinational nature of the project and modernization of the business. This includes thorough reorganization of the company, significant changes of job requirements, and substantial trainings for its employees. At the same time key success factors like knowledge transfer, adoption of Czech legal requirements, commitment of management, networked thinking, and integrated project planning come into play. The costs for implementation had to be carefully evaluated because the software was implemented in a country with a considerably low cost I price level. All these impacts to the business had to be managed within the scope of transformation of business and political environment from socialist to market driven economy.
