Considerable controversy seems to exist over the extent and nature of information that should be provided in design-build type contracts. Much of this controversy may relate to the types of owners, ranging from private industry to state and federal agencies that are implementing design-build. Philosophies for the development of geotechnical information ranges from no information to a thorough investigation approaching that needed for final design. Several recent projects, such as the Channel Tunnel in Europe, Whittier Tunnel in Alaska, Tren Urbano in Puerto Rico, and Sound Transit in Seattle have taken varying approaches to providing and interpreting geotechnical information for bidders. The pros and cons of these various methods are discussed and assessed.

The interaction of soluble salt particles in their saturated brines is of interest from both a fundamental and practical perspective. The state of dispersion/aggregation of alkali halide particles as determined by optical microscopy can now be described based on non-equilibrium electrokinetic measurements for alkali halides. These results indicate that the sign of the surface charge has a significant effect on the extent of particle dispersion/aggregation. Atomic force microscopy (AFM) is now being used to directly measure the interaction forces responsible for the stability of these alkali halide aggregates observed in optical microscopy studies. These experimental results can be explained based on the interfacial polar interaction theory. In this regard the nature of such particle interaction forces at high ionic strengths are examined to improve our understanding of these systems.

Mineral property valuations to be used for Canadian securities regulatory purposes must comply with CIMVal1. The technical basis for a CIMVal report is the same as that required for a technical report that complies with NI 43-1012. NI 43-101 describes the content to be covered in a technical report, while also covering other requirements, one of which is that the report should be based on a property visit. CIMVal is based on five tenets that the valuator must follow: ? Materiality. ? Independence. ? Transparency. ? Competence. ? Reasonableness. Upon its adoption by CIM Council in 2003, it was hoped that the new CIMVal code would be adopted without change by the several Canadian regulators.

Mechanical sorting of "poor" rock accumulated from past native copper mining operations has been under study at the Michigan Tech's Institute of Mineral Research for several years. Prior to this work, the poor rock dumps totaling approximately 9 million tons containing an estimated 35-70 million pounds of copper (1) have been considered mainly as a local source of road aggregate used from time to time and consequently of minor value. An electro¬mechanical sorting machine developed by International Sorting Systems Corporation of Santa Barbara, California has been tested for preconcentration of the waste rock before conventional milling (2,3). The ISSC machine has possibilities for underground preconcentration of crushed mine-run native copper ores. The objective of the study described here was to provide information about limi¬tations on sortability due to characteristics of the ore and present crushing practices. When the native copper mines were in operation prior to termination in 1969, two types of ore were produced, amygdaloidal and conglomeritic. In the first type copper occurs in vesicles left by gas bubbles entrapped during rapid cooling of the tops of lava flows. The conglomeritic ore beds consist of rounded pebbles and fragments cemented together by calcite, epidote, chlorite, and feldspar; the copper occurs around pebbles, in cracks, and sometimes as partial or total re¬placements of pebbles. The copper in the conglomeritic ore usually is in finer grain sizes than that in the amygdaloidal ore, and large (plus 4 inch) copper masses are virtually absent.

It has become apparent in recent years to everyone intimately concerned with the future of the American fuels industries that the growth in demand for energy has become a topic receiving considerable attention, and that investigators are leaning more and more toward a mathematical approach to deduce what pattern that growth will follow. Though coal has been included by necessity In all-studies of future energy markets, it has not been the subject of mathematical analysis or description as frequently as has been total energy or some of the other fuels, particularly petroleum, It is the intent in this particular paper, to subject bituminous coal consumption to a preliminary mathematical scrutiny which can lead to a more logical estimation of the general level of bituminous coal consumption for the next decade, as well as formulating an approach toward describing how coal consumption may vary as the result of the annual variations in activity in the United States, economy, The approach utilized is more sophisticated than the mere projection of the historical trend of bituminous coal consumption. Such a projection would lead to a continuation of the recent decline, indicating that coal consumption would reach zero some thirty years from now. On the other hand, the mathematical analysis described here is a relatively simple, straightforward approach and- is not intended to represent the-ultimate in mathematical economic analysis as now practiced, It is hoped that this will contribute to our knowledge of bituminous coal markets. Even more, it is hoped that it will help arouse a greater interestin utilizing mathematical and statistical analysis when studying the bituminous coal industry. - Since this is a preliminary study, comments and criticisms are anticipated.

It is estimated that the volume of low -level and intermediate level contaminants present in the soil at different DOE sites is of the order of several million cubic feet. The existing remediation scheme is containerization followed by burial in Land Disposal Facilities (LDF's) which is economically unattractive warranting the need to develop alternate remediation routes. One such route is the physical separation based volume reduction approach to removing a MINIMUM AMOUNT OF CLEAN SOIL with the radioactive particles, reducing the amount of material that requires disposal. The purpose of this study was to evaluate and test the feasibility of using physical beneficiation techniques for removal of contaminants from soil. The performance criterion was to recover at least 80% of the activity in 20% or less of the original contaminated soil volume. Four different radioactively contaminated (primarily uranium and plutonium) soils from DoE sites namely LANL, INEL, Fernald Plant 1 Storage Pad (ID-B) and Mound soils were tested using gravity, magnetic, gravo-magnetic, hydrocyclonic and flotation devices. The paper is divided into the two sections. The first section presents the overview of the Heavy Metals in Contaminated Soil Treatability Project conducted at the University of Nevada, Reno (UNR) describing the salient features of a state-of-the art Soil Washing Laboratory and the technology equipments used in the test program. The second section describes the soil characterization and typical volume reduction results obtained from the UNR tests. Among the physical separation processes, only flotation processes passed the performance criterion. For the LANL and INEL soils where the contamination was contained in coarse particle size, it was possible to recover more than 80% of the activity in less than 10-20% of the original volume of the soil thus rendering 80-90% of the soil "clean". For Fernald and Mound soils where contamination was of colloidal nature, flotation based processes showed encouraging results and are recommended for further studies.

The HSC Chemistry 6.0 contains 21 calculation modules and 11 databases for reaction, equilibrium, heat balance, heat transfer, petrological and simulation applications. Most of the calculation modules automatically utilize the same extensive thermochemical database which contains enthalpy (H), entropy (S) and heat capacity (C) data. Oil-field brines have been collected and analyzed from Jurassic and Cretaceous rocks in the Mississippi Salt Dome Basin, from Jurassic and Lower Cretaceous rocks, southwestern Arkansas, and from Ordovician and Silurian rocks, southern Michigan. All of these brines are genetically related to evaporites and appear to be brines expelled from halite-bearing rocks, presumably during compaction. The brines in rocks closest to the halite-bearing rocks are uniformly low in lead and zinc suggesting that the metals in metal-rich brines are not acquired within evaporite sequences. The metals in metal- rich brines in Mississippi and in Russia appear to be derived from red beds and may have been originally associated with ferric iron oxyhydroxides. Reduction of these compounds by migrating hydrocarbons appears to release lead and zinc to the associated brines accompanied by the fomation of authigenic ankerite.

The IOC Mining and Operations Departments expressed an interest in reducing the amount of oversize material (>1.0 m x 1.0 m x 1.0 m; 39 inches x 39 inches x 39 inches) being produced and its subsequent downstream effects including in-pit sorting and reduction, damage to mobile equipment, and significant delays in the loading pockets and the primary crushers. To achieve this goal an oversize reduction project was undertaken by the mine and to date has significantly improved upon baseline measures. One key approach used to reduce the amount of oversize was the implementation of thicker emulsion. The introduction of a thicker emulsion provided more resistance to the forces created by dynamic water and reduces the infiltration of the emulsion into the cracks and fissures of the rockmass. Reduced amounts of oversize and more consistent fragmentation throughout the muckpiles has been a result. Additionally, a significant reduction in nitrates leached into the mine water discharge has been realized. To determine the effectiveness of the oversize reduction project, IOC used a of first-of-kind technology to assess fragmentation presented to the shovel at the digging face. A Digital Vision System (DVS) was installed on one of the shovels to capture images that were stamped with GPS locations. A large population of digital images were analysed to produce a robust fragmentation distribution baseline that was used as one of the mine key performance indicators (KPI). Changes to blasting practice were subsequently measured against the baseline KPI to assess effectiveness.

The stable domestic supply of gallium, indium, and germanium has been identified as a critical need for the United States. Electric arc furnace dusts, processed to recover zinc, produce a residue that could be a potential source of these critical materials. An industrial zinc leach residue was characterized to determine its particle size, chemical composition, and predominant mineral phases. Heated, atmospheric, agitated leaching using sulfuric acid and hydrochloric acid was examined to determine the extractions of gallium, indium, and germanium as a function of concentration and temperature. Extractions of gallium were found to be similar to iron in all experiments. The maximum percentage of Ga, Ge, and In leached into solution were 71%, 63%, and 48%, respectively.

Often an in situ leach is the only practical economic method for copper recovery from small low grade oxide deposits. The decision to develop a copper property by an in-situ blast and leach is strongly dependent on ore grade, tonnage, hydrology, and the copper extraction and acid consumption rates. The inherent "leachability" of the ore will in part determine the desired amount of fracturing of the ore deposit by the blast in order to obtain a copper extraction rate that is economical. For the last several years Occidental Research Corporation (ORC), the corporate R&D for Occidental Petroleum has under-taken a modest effort to address the question of "how to best identify and determine the information necessary to predict and control the operation of an in-situ leach for the economic recovery of copper."

The liquid phase mixing in Western Research Centre (WRC) pilot plant flotation column with diameter of 0.76 m has been characterized using a salt tracer. The process variables studied were gas and liquid flow rates. The response of the column to a tracer pulse input was monitored at three axial and two radial locations. For all the experimental conditions investigated in the present study, radial and axial concentration gradients were not observed. It is thus concluded that the 2 tph flotation column is behaving as a well mixed tank. This finding is consistent with the observed poor recoveries of coarse fractions in the column flotation circuit. Based on the findings of this report, it is recommended that several schemes of reducing the backmixing be implemented and evaluated for their effectiveness in improving the column recoveries.

NFPA 502, Standard for Road Tunnels, Bridges and Other Limited Access Highways establishes minimum fire protection and fire life safety requirements for road tunnels, bridges and other roadways where access by emergency responders is physically limited. The 2008 edition of NFPA 502 represents the Technical Committee?s consensus of current best practice for fire protection and life safety requirements for road tunnels, bridges and similarly limited access highways. Research of national and international test programs, design guidelines and regulating standards was per-formed and considered in an effort to establish a singular, comprehensive document representing a recognized base threshold of fire safety in these type facilities. This paper provides an overview of the more significant revisions including the application of fixed fire suppression systems, guidance on tenable environment, protection of structure and dangerous goods transport.

The objective of the project was to optimize the ventilation parameters of a continuous miner underboom scrubber to further control. the amount of airborne dust discharged during mining, to further reduce the exposure of face personnel for an exhaust brattice ventilation system, and avoid recirculation of contaminants at the face. This research was performed in an underground coal mine in Utah. The tasks included preliminary face ventilation evaluation and optimization of the scrubber system to eliminate recirculation of the scrubber discharge air. Airflow tests were conducted on the currently used dust control system and the modified scrubber system. Tracer gas tests were performed to evaluate face ventilation effectiveness. Confirmatory tests of the scrubber system under actual operating conditions, modifications to the scrubber system, and a comparative evaluation of the scrubber system vs. the existing system were performed. This paper presents the results of the airflow pattern tests and the respirable dust levels in the modified scrubber system and the existing system. The optimized face ventilation parameters and the developed operating guidelines may provide the benefits of dust reduction, better face ventilation, and improved visibility.

"Mining makes civilization possible. It also creates socio-environmental liabilities forcing us to ask how much more of this mining can our planet support. It is clear that the future of mining differs from mining in the future. The laws of nature are being compromised by mining. This paper studies the problems at the core of the mining business which need to be addressed. What kind of mining will serve our existence with nature on this planet? What kind of mining perspectives are we able to formulate without having negative effects for future generations? Is mining technologically sustainable? The values of predictions, imagination, and creativity must be integrated to define what mining should be. Those values should be in the technologies necessary to restoring equilibrium of nature (Geomimic) as well as in complete extraction of metals, better utilization of the mineral reserves, and design the usage of metals to recycle. The purpose of this research is to examine many views and perspectives for future generations and to accelerate the pace of innovation of having mining without socio-environmental liabilities by design and by understanding nature. INTRODUCTION The future of mining is being stifled by many antiquated and stagnant attitudes and policies by the industry and society as a whole. The time is now or never for real action and education against these attitudes and to upgrade them to meet the current needs of this planet if we are to survive. Doing this will prove that we understand and respect nature for us and our posterity. It will also show a positive assessment that the mining process can be reversed before the point of no return. And that is to say, only if reversibility is still an option. It may not be anymore but it’s worth a try. We need to use our imagination and engineering know-how to come up with new proposals to change the core of mining. It would entail re-engineering. There is a profound difference between the future of mining and mining in the future. The future of mining is the continuation and persistence of past practices in the industry and expecting new results. Mining in the future requires a paradigm shift for extraction through modern thinking about mining as it pertains nature. The new paradigm for mining in the future would restore equilibrium with nature. Always keep in mind the connection of mining to nature. What is the future of nature? To predict mining in the future we need to use past experiences in mining and our knowledge of modern science and engineering to formulate a prototype that will enhance mining while maintaining equilibrium with nature. Mining and protecting nature are not mutually exclusive. This new prototype has nothing to do with the level of bonding or insurance that the mining industry can legally provide. The goal of this paper is to contribute some new ideas to help transform the mining industry based on the laws of nature and its limitations. Using this new prototype we will develop the following 1. The risk assessment project examines the likelihood of inorganic contaminants from copper dump-leaching operations to contaminate domestic water supplies. The project examines contaminant transport by modeling contaminant movement from the base of a leach pile through the unsaturated zone and into the saturated zone. The modeling effort is unique in that it models infiltration, contaminant transport in the unsaturated and saturated zone combined with geochemical modeling of the unsaturated zone. The project incorporates probability theory to reflect the uncertainty of hydrogeologic parameters.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. The Tunnel and Reservoir Plan (TARP), commonly known as the Deep Tunnel Project, was developed by the Metropolitan Water Reclamation District of Greater Chicago as a two-phase solution to the problem of waterway pollution and basement flooding due to sewer system backups created by the combined sewer overflows. With only one contract left before completion of the Phase I tunnels—the 12.4 km(7.7 mi.) long Little Calumet leg—the pollution control phase of the 175.7 km(109.2 mi.) long system will be 93% complete, once the Torrence Avenue tunnel project comes to an end. This paper describes the Torrence Avenue tunnel project, currently under construction by the joint venture of Kenny (Sponsor) / Kiewit / Shea. Mining of the10.4 km (34,151 feet) long and 8.3 m (27'-4") diameter mainline tunnel was completed in a record thirty-one-weeks period and the concrete lining is nearing completion. Details on the complete muck handling system, numerous mining and concrete lining records will be given.

The sign of the surface charge for alkali halides in their saturated brines has been established from non equilibrium electrophoresis measurements and on this basis the flotation response of alkali halides was explained based on the adsorption of oppositely charged collector colloids by heterocoagulation. These surface charge results for alkali halides are generally as expected from simplified lattice ion hydration theory with some exceptions, specifically LiF, KCI, NaCl, KBr, RbBr, KI, and Rbl .The presence of natural oxygen defect states in the crystal lattice and the inaccuracies involved in the gaseous ion hydration free energy values used appear, in past, to be responsible for these deviations. The presence of natural oxygen defect states in KCI, KBr, RbBr, and Rbl as characterized by UV Nis absorption, was found to account for their anomalous surface charge. Further, other positively charged alkali halides, LiF, NaCl and KI, were found to be free of oxygen defect states. Nevertheless, oxygen defects can be created in these alkali halides to make them negatively charged and has been demonstrated for NaCl. Such negatively charged NaCl can be readily floated with positively charged amine collector colloids thus confirming the surface charge/collector colloid adsorption theory.
