Mining equipment, like all other equipment, is subject to failure. Since most failures occur at random and are unexpected, corrective maintenance is usually more expensive and causes more down-time than preventive maintenance. In order to reduce the number of failures and thereby increase the availability of an equipment or system, preventive maintenance can be scheduled at predetermined points of time. The preventive maintenance scheduling policies presented in this paper utilize reliability and probability theories. They can be applied to various production bottlenecks where high cost equipment precludes having sufficient quantities of stand-by units.

As part of the Unconventional Gas Program at the Lawrence Livermore National Laboratory, we are developing a model that allows for time-dependent tracking of the fluid front and flow pressures during the quasi-static or dynamic fracturing of jointed rocks. Application of the model is directed towards both short fast fractures (as in tailored pulse loading) and long hydraulically induced fractures (massive hydraulic fracturing). The thrust of this research is to determine crack extension characteristics due to specific joint systems and fluid properties and to correlate pumping records with crack behavior in jointed systems.

Solutions to typical leaky ventilation circuits such as multiple entry headings and ventilation tube or brattice face ventilation are obtained using the discrete continuous simulation language SLAM II. While the continuous aspect of the language allows exact numerical solution of leaky systems, the particular discrete-continuous interface of this language is easily adapted to space varying geometry and flow parameters encountered in mine ventilation. The ease with which this simulation system is adapted to ventilation problems and the availability on personal computers encourage its wider application in the field.

"Environmental audit" is a phrase that can raise the blood pressure of otherwise cool and calm corporate personnel. There is widespread concern that any organized effort to find environmental problems will do so and may result in the imposition of substantial liability against the business that engages in such activities. However, such audits can reduce rather than enhance possible liability. Relevant issues include: the role of the attorney in the process, liability risks associated with environmental audits, steps to maximize confidentiality of audit results, reporting requirements and use of audit results in a proactive manner.

This paper presents the results of a column flotation study on a fine feed sample of Florida phosphate. A central composite design was used to study the main and interaction effects of parameters affecting column efficiency. The statistical design is also used to determine the optimum conditions. The results indicate that, depending on the experimental conditions, it is possible to produce a high-grade concentrate with a high recovery. A 15ppm concentration of nonionic frother was found sufficient to maximize the recovery at pH of 9.5.

Traverse anemometry is still widely used today. In this paper an investigation of the influence of three factors which are believed to contribute to the resulting error of the method, is reported. They are the shape of the traversing path, the size of the vane anemometers and the air velocity pattern. These factors are experimentally studied on a test facility developed specially for this purpose. Taking into account the results of 576 measurement sessions, as well as published information, some preliminary conclusions are drawn, and additional questions are raised.

"INTRODUCTION Shield tunnelling is often used in constructing underground infrastructure in cities due to the ability to limit settlements and damage to existing buildings. However, in an urban environment with soft overburden and buildings on pile foundations such as the North-South Line project in Amsterdam, there is a tendency to design the tunnel well below the surface and below the pile tip level in order to reduce interaction between tunnelling process and piles. This results in deep tunnels and deep station boxes. When the tunnels are located close to the surface and above the pile tip level, this would reduce the required depth of the station boxes and the construction cost. Moreover, other benefits of shallow tunnels are the low operational cost in the long-term and shorter traveling time from the surface to the platforms. Still, the tunnels should be constructed in such a manner that existing buildings are not structurally damaged, which results in a minimum required distance between tunnelling process and existing buildings. In this paper, the extent of the area that is influenced by tunnelling will be investigated in order to determine the limit distance from tunnelling to existing foundations without inducing too large building deformation. From analysing empirical data of many shield tunnels, Peck (1969) firstly presented the settlement trough on the surface induced by tunnelling in soft soil as a Gaussian distribution. This is also confirmed by other authors (Cording and Hansmire, 1975; Mair et al., 1993; Ahmed and Iskander, 2010). In this study, the Gaussian curve is used to investigate the ground movement when tunnelling in order to find the effects on existing structures. Based on the results from centrifuge test and empirical data, Mair et al. (1993) showed that the subsurface settlement profile distributes as the Gaussian curve also. The width of settlement trough at the depth z depends on the depth of the tunnel z0 and a coefficient K depending on depth. Other studies by Moh et al. (1996), Grant and Taylor (2000) and Jacobsz (2003) based on Mair et al. (1993) proposed a limited change of K in various kinds of soil."

The recent recession has severely impacted the performance and results of virtually all of our natural resource companies. The depressing climate continues to linger and recovery maybe sometime away. Problems remain for resource companies in the steel and petroleum industries as well as the mining business. In February, at the AIME Annual Meeting in New York, an All-Institute session presented a variety of views on the situation. A. T. Yu, chairman of ORBA Corp., Mountain Lakes, NJ, organized presentations by top management personnel of four natural resource companies. This well attended session heard management strategems for the present and views for the future. A compilation and synthesis of these presentations, gathered by Dr. Yu, are presented here for ME readers. Leading off will be William A. Griffith, president and chief executive officer of Hecla Mining Co., Wallace, ID. Other speakers presented here include Wilfred P. Schmoe, executive vice president of Du Pont Co., Wilmington, DE; Frank W. Luerssen, chairman and chief executive officer of Inland Steel Co., Chicago, IL; and Adam H. Zimmerman, president and chief operating officer of Noranda Mines Ltd., Toronto, Ontario. First, then Griffith's remarks. Introduction The key to successfully managing a natural resource company in austere times is good management in good times. In other words, position the company during prosperous times to survive the times when the well dries up. Although we know how to manage properly, for various reasons we sometimes do not do it. We forget the lessons of history. We allow ourselves to be carried away by our egos. We fail to position our companies properly in good times. As a result, in bad times we find ourselves in deep trouble. We need constant reeducation in the things we already know. In the natural resource industries, proper positioning in good times involves becoming a low-cost producer, retaining the flexibility to pull in our horns, developing a lean and effective organization, and maintaining a healthy balance sheet. Nothing improves the chance of survival during austere times as much as being able to produce at a lower cost than your competitors. In our business, that means having low-cost mines - low cost because the ore bodies are high grade or favorably located, and because they are efficiently operated. It also means recognizing the competition. The key numbers are the cost to produce an ounce of silver or gold. Nothing else really counts. And our competition is every other precious metal mine in the world. Flexibility is important when one gets stuck with a high-cost operation, often because things do not work out as we expect. It is important to be able to shut down an operation quickly and easily, without high holding costs, and without disrupting the corporate organization. A lean and mean, effective organization of competent people is vital during bad times. A company will not have that if it is not developed and maintained during good times. In no Confederation of Independent States (CIS) country does the mining sector play quite so commanding a role as in the mountainous Central Asian republic of Kyrgyzstan. Its president, Askar Akayev, says he would like to develop his country into "a Central Asian Switzerland." However, in Switzerland, the gold is largely under the street along Zurich's renowned Bahnhofstrasse. In Kyrgyzstan, though, the gold is still in the mountains. Accordingly, Kyrgyzstan's recent adoption of a comprehensive new mining law has attracted widespread attention. Akayev recently completed a tour of the United States. His visit drew large crowds from the business community at events staged in New York and Washington, DC. The success can be attributed as much to the attractiveness of Kyrgyzstan's min¬ing sector as to the personal charms of the nation's president. Led by a half-billion-dollar investment by Canada's uranium giant Cameco, the mining sector is leading Kyrgyzstan's economic revival. And Bishkek is beginning to show some of the same signs of a "boom town" that already mark its Kazak neighbor, Almaty. Mercedes and BMWs already outnumber the Volgas on Bishkek's major traffic arteries. After nearly two years of debates involving government advisors and a final round of deliberation in Parliament, Kyrgyzstan finally adopted its second mining law. This followed quickly in the wake of measures enacted in neighboring Kazakstan and proposed in Russia. Kyrgyzstan's new law replaces the 1992 law "On Mineral Resources." It was one of the first enactments of an independent Kyrgyzstan. The 1992 law made a major contribution to the introduction of free-market economics in the country by ending the state monopoly over mineral exploration and development. It also laid the groundwork for an independent mining industry. According to Kyrgyz government reports, Kyrgyzstan has about 270 commercially viable deposits of almost 40 types of mineral resources. These include oil, gas, coal, precious-, nonferrous-, ferrous-, rare- and basemetals. However, the nation's key draw is gold. Since enactment of the first law, the government has issued more than 100 licenses for geological prospecting for and development of established deposits of gold.

The success of any industrial mineral project requires an accurate forecast of the demand for the material. This paper develops a general method of evaluating these needs and applies it to the case of graphite. The basic method is to explain graphite consumption in each of its major uses by the output and manufacturing technology of the using industry. Once these underlying factors are determined, they can be projected to establish future requirements. This demand forecast is critical to the evaluation of a new source of supply, such as the graphite resources of upper Michigan.

From mid-1976 to early 1978, a 5.64 m diameter tunnel, 2491 m long, was excavated by a modified Robbins full-face TBM under shallow cover in highly stressed sedimentary rock in Rochester, NY. In-situ stress measurements were made, and tunnel behavior was monitored with MPBXs, inclinometers, tape extensometers, and instrumented steel ribs. Detailed geologic mapping was also done. In this paper, the as-monitored tunnel behavior is described, and the TBM performance is evaluated from field records. Recommendations are also made for future tunneling in similar geologic environments.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. "It is well known that tunnelling involves a high degree of risk. Conventional risk management only evaluates risks and chooses mitigation measures before the start of a project. However, mitigation measures also introduce risks, which are ignored in the conventional risk control process when choosing different measures. The Multiphase Risk Management Method (MRMM) takes the risk of mitigation measures and dynamic risk control into consideration. This paper introduces this new method and provides a flow chart for better understanding. A case study of the MRMM is given based on Ningbo Metro Line 3, the first quasi rectangle shield tunnel in China. INTRODUCTION Tunnelling itself is generally complex and involves a high degree of uncertainty (Huang, 2006; Thompson and Thompson, 2006). In recent years, several metro tunnel projects in China have been involved in accidents (Wang, 2006; Gong and Zhang, 2012).As a result, Chinese tunnel engineers are paying more and more attention to risk management in tunnel projects (Xiao-lin and Ping et al., 2009; Zhong and Jia et al., 2014), and scholars around the world have put forward many management processes. Existing risk management mainly focuses on a particular stage of a tunneling project. Tunnel engineers or other project parties usually carry out risk assessment and set up schemes or choose mitigation measures before a project begins. The risk from this initial risk assessment may be defined as the initial risk (Bai and Dai et al., 2013). This kind of managing process has been widely used for its simplicity and comprehensibility. However, this static theory cannot properly reveal the dynamic character of the risk during tunnelling. In addition, to reduce the risk from unacceptable level to acceptable level also calls for optimum measures. Therefore, the multiphase risk management method was proposed (Bai and Dai et al., 2013). The purpose of this paper is to introduce and develop the MRMM, and to provide a brief flow chart to illustrate the risk management process based on it. Finally, an example of the first quasi rectangle shield tunnel in China in Ningbo Metro Line 3 is illustrated. It analyzes the initial and secondary risk and sets up a risk control system."

Some of you will recall from the last Randol conference held in Cairns, Australia in April 1991 that I shot my mouth off when I declared that I believe that these conferences are covering only a small slice of the overall mining industry pie because the major emphasis is on ore processing. The attendees at these conferences to date have been composed principally of metallurgists, which naturally leads to a preponderance of papers on this important feature, but it is only one of the areas of the mining business.

In CIP, CIL, and Heap Leach gold recovery operations, a sub-optimal activated carbon performance invariably causes a significant loss of revenues. In this paper it is shown, how dedicated analyses of carbon samples can be used as a guide in plant performance optimiza­tion. Firstly, a brief outline is given of the most important methods of analyses, including the specialized methods not normally used by mining operations, but provided by carbon manufacturers. Then, a number of practical cases are discussed in which carbon sample analyses provided insight which allowed significant improvements.

There are many potential pitfalls in the commercialization of innovative technology, and the failures often are remembered longer than the successes, thereby serving as deterrents to subsequent attempts. Given the dependence of the mineral industry's future on effective innovation, it is essential that we understand the causes of failure. Case histories are presented and the out- comes are analyzed in terms of the driving forces for innovation and the steps taken during development. Industry's current attitude toward and capacity for technological innovation are discussed, and a methodology is suggested for predicting successful innovation.

The industrial diamond review arrived too late for the June issue. Since the economy is showing a resurgence of strength, diamond tool consumption is similarly on the rise. Tool makers indicate that sales are picking up. They expect that 1994 will see about an 8% increase. Fabricators expect this positive trend to continue through 1995. In the industrial sector, sales of grinding wheels, honing stones, cutting tools and the like are expected to grow 5% and 8% during the next year. Users still are buying only those products necessary for "just-in-time" production cycles.

In the fresh application of a frother, collector, or the change of any particular reagent, the interaction caused by this change is often overlooked since we attempt to solve a problem or improve a situation with use of a particular reagent without regard for the Interactions or side effects. When a particular reagent is added to a flotation circuit or substituted for another reagent, a series of chemical reactions occurs which. In turn, will create different physical responses. This discussion will provide a series of examples which have actually been experienced by the author.

When driving a shallow soft ground bore, the appearance of surface craters along the tunnel alinement indicates trouble, particularly when a major highway is intersected. During the excavation of a 3.7 m diam tunnel in Seattle, Washington a chemical grouting program was implemented to stabilize soil conditions sufficiently to allow advancement of the mole without loss of ground. Unanticipated mixed face conditions consisting of saturated running sand and some boulder pockets bedded on top of dense glacial till created excavation difficulties. A discussion of problems and corrective measures is presented.

The U.S. Environmental Protection Agency recently recognized Newmont and other mining companies, along with the Nevada Division of Environmental Protection for their voluntary work in reducing mercury air emissions. One example of this voluntary effort is the installation of a reactive scrubber to capture mercury vapor from the exhaust of a carbon regeneration kiln at Newmont’s Twin Creeks Mine. After considering the available technologies, a proprietary reactive scrubber, developed by ADA Technologies, Inc., was selected and is currently being commissioned. Mercury removal rates greater than 90% have been documented.
