INTRODUCTION The entire scope of new facilities for Lake Mead Intake No. 3 includes a sub-merged intake structure, a deep tunnel beneath Lake Mead, a tunnel access shaft, Intake Pumping Station No. 3, and connections to an existing intake and water treat-ment facility, as shown in Figure 1. In March 2008 Vegas Tunnel Constructors (VTC), a joint venture of Impregilo SpA and SA Healy were awarded a $447m Design-Build contract by SNWA for a section of this work (Contract 070F 01 C1), including the 185 m deep tunnel access shaft, the 4.7 km long, 6.1 m diameter tunnel and the submerged intake. Arup, supported by Brierley Associates, is the Design Engineer for VTC. The scope of the work is shown in Figure 2. This paper will describe the design and construction on this contract, with a focus on the access shaft which is the most complete section of the work. The shaft is being sunk using drill-and-blast methods with the finallining placed as excavation proceeds. The shaft passes through a major fault zone, and extensive pre-excavation grouting for water control is required for much of the depth of the shaft.

"It is generally known that spontaneous combustion potential is a function of coal rank, with low-rank coals having high susceptibility to self-ignition and high-rank coals having low potential. To establish this functional relationship and use it as an engineering tool to identify the propensity of coal to self-heat, both rank and spontaneous combustion potential should be quantified. ASTM D388 is normally used to classify coals by rank, but this classification system can only serve a qualitative analysis. To classify coals by their potential for spontaneous combustion, the self-heating temperature (SHT) method originally developed by the U.S. Bureau of Mines (USBM) was used by Litton and Page (1994) to correlate coal rank with spontaneous combustion potential. In that method, the SHTs of coal determined by an adiabatic experiment are linked with proximate analysis results through a proposed concept known as the “moist fuel ratio.” This ratio is a function of moisture, volatile matter and fixed carbon, all of which have widely different content percentages in different ranks of coal and have strong relationships with coal rank. However, the method is highly empirical, and there is large standard deviation between experimental data and calculated results. The equation correlating the coal quality parameters to determine SHT should be improved with more experimental data.This paper reports on the development of a new system for predicting the spontaneous combustion potential of U.S. coals, based on coal composition data from the U.S. Geological Survey’s coal quality database. First, the user is provided with a quantified classification of coal rank. Second, based on experimental SHT data covering a wide range of ranks from lignite to low-volatile bituminous coal, the original USBM correlation for predicting SHT is improved for the respective rank of coal. The relationship between the rank and SHT of U.S. coals was developed and plotted. The plot diagram can be used for a quick estimate of the SHT of a U.S. coal and as a cost-effective tool for the initial risk assessment of a new mine development."

In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. The National Institute for Occupational Safety and Health (NIOSH) has developed a hand-held instrument that uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture. This instrument is called the Coal Dust Explosibility Meter (CDEM). In this study, NIOSH personnel accompanied Mine Safety and Health Administration (MSHA) inspectors on their routine band surveys in five and three underground coal mines in MSHA District 2 (PA) and District 11 (AL), respectively. While underground, NIOSH personnel and MSHA inspectors used the CDEM to assess the explosibilities of the dust samples. The values of percent incombustible content (% IC) determined by the CDEM agreed well with those obtained later by low temperature ashing (LTA) in both MSHA and NIOSH laboratories. Further, the meter identified some samples as potentially explosible that LTA analysis had found to possess sufficient rock dust for inerting. The CDEM provides more information on the hazards in the mine. Rapid identification of areas with explosible dust mixtures using the CDEM allows for immediate intervention rather than a wait of several weeks for laboratory analysis.

INTRODUCTION The state-of-the art in the area of soil-structure interaction is not sufficiently developed that one can accurately predict the earth load distribution on buried structures. This lack of knowledge has led to the use of high factors of safety in their design and conservative assumptions for the loading diagrams. As a step towards the improvement of the design methodology for buried structures, it is important to be able to apply new analytical techniques and monitor the performance data obtained on full-size buried structures. The performance data should preferably include: 1) the actual stress distribution on the buried structure, 2) stress distribution in the buried structure and surrounding soil media, 3) vertical and lateral movements in the soil adjacent to the buried structure, and 4) deflection of the buried structure. Brown (1967), Davis (1972), Krizek, et al (1974), Krizek and MacQuade (1978), and some few others have compared the performance of full-size culverts with finite element results. Despite all these efforts, a complete understanding of the soil-structure interaction problem has not yet been fully achieved. In an effort to make improvements in the existing design procedures for buried structures constructed in an open-cut, the Department of Environmental Services (DES), Washington, D.C., in conjunction with Howard University, undertook a detailed study of Section II of the Capitol Hill Relief Sewer (CHRS). Inclinometers were used to measure lateral movements of the excavation wall and the total normal interface stresses acting on the concrete sewer were obtained using glotzl total pressure cells. This paper describes the results of the field instrumentation program for acquisition of data, their comparison with the design assumptions, and the results of a series of post-construction finite element analyses of the CHRS project.

Wet-drum magnetic separators are used extensively for upgrading iron ore and for magnetite recovery in dense-medium circuits. In this study the performance of a continuous, laboratory wet-drum magnetic separator was evaluated with and without the application of ultrasonic energy when processing dense medium slurries. Test variables included magnetic-to-nonmagnetic ratio, solids concentration, and nonmagnetic materials. The results indicate that under certain conditions, the purity of the magnetic material increased after ultrasonic treatment.

Traditionally, mineral sands are evaluated by preparing several mineral products using a combination of heavy liquid-, magnetic-, and electrostatic methods. Whole-rock assays (WRA) are then conducted on ilmenite, rutile and zircon products in order to determine trace element contents, which may affect project feasibility. Combined methods can be time consuming, expensive and even outdated due to the use of banned and toxic chemicals such as clerici solution. Coupled with large field-sample quantities, these procedures can potentially introduce unacceptable sampling and related errors. Modern mineralogical analysis techniques can provide complete mineralogical inventories on a single THM product, reducing the amount of processing involved in satisfactory characterization of early exploration samples. A small exploration sample can be processed to produce a small THM concentrate using readily available gravity/density methods. In turn, the THM product is submitted for Whole Rock Analysis (WRA) and mineralogical inspection by X-ray diffraction (XRD), and microscopic evaluation. Modal mineralogy and textural data can be determined using optical methods, automated image analysis, and scanning electron microscope (SEM) based systems. Benefits of automation are reproducibility and the capability of rapidly analysing thousands of particles as opposed to manual optical methods. Automated systems include the use of Automated Digital Image Analysis (ADIS), and SEM-based systems such as the Mineral Liberation Analyser (MLA) and QemSCAN. For detailed mineral chemistry, microanalysis techniques ranging from electron microprobe (EMPA) to Secondary Ion Mass Spectrometry and Laser Ablation Mass-Induced Coupled Plasma-Mass Spectrometry (LAM-ICP-MS) are used. Examples of these automated and analytical methods are presented. ADIS at SGS-Lakefield Research uses optical characteristics to identify and measure mineral species in THM samples; rutile, pseudorutile, ilmenite and leucoxene can be distinguished. Analysis of a single THM product provides bulk modal mineralogy and grain size distribution of particles and the individual mineral grains. Textural information is also obtained detailing mineral associations as well as degree of alteration. Where textural and chemical resolution renders mineral identification ambiguous, SEM-based methods offer better resolution. Examples of this ambiguity are shown in this paper, which leads to QemSCAN as the preferred method where within-grain variability is concerned. Sampling and measurement strategies are followed to meet study objectives, providing a value-added framework for a sequential, cost-effective strategy, which will meet due diligence and bankable accreditation criteria. Studying a THM product by electron microprobe and LAMICP-MS may reveal potential fatal flaws related to mineral chemistry. Low detection limits in the range of 200 to 500ppm are possible using electron microprobe analysis for suitable matrixes (U, Th in zircon). For the detection of ultra low level elemental contaminants, LAM ICPMS is the most accurate method of evaluation. Elements including U, Th, La, Ce, Nb, and V in Ti-minerals can be determined down to 50 ppm.

Geologic resource assessments describe the location, general characteristics, and estimated volumes of resources, whether in-situ or technically recoverable. Such compilations are only an initial step in economic resource evaluation. Forecasts that assume that resources that exist in nature can be commercially produced as needed ignore economic constraints. This paper identifies, by example, the salient features of a geologic assessment that will assure its usefulness for economic analysis. These features are demonstrated with examples of coal resource assessments and coal bed gas assessments.

Good times make for happy miners. And the past few years have seen a lot of smiling mining engineers, geologists, metallurgists, corporate executives, analysts, investment bankers and shareholders. And nowhere was that more evident than at the 74th Prospectors and Developers Association of Canada’s (PDAC) annual meeting. The meeting, held in Toronto March 5-8, attracted a record 14,500 people. Of those, the PDAC said attendees came from an estimated 100 countries. And about 40 countries sent national delegations to the meeting. Argentina, for example, sent nearly 100 people. The PDAC meeting has always been a event where companies and individuals can get a look at numerous properties in all parts of the world that could potentially become major mines. And through the many receptions, hospitality suites and just sitting in the local restaurants and taverns, deals are usually made.

A mathematical model to represent the expansion and fragmentation of copper matte particles oxidized under flash converting conditions is presented. The model assumes that the particles are initially nonporous, have a constant mass prior to fragmentation and travel at a constant velocity throughout the reaction chamber. The model requires the specification of the following five parameters: the particle expansion rate, a fragmentation diameter factor, a fragmentation size distribution parameter and the fractions of the finest and the coarsest particles in the feed that undergo fragmentation. The model predictions show good agreement with the experimental data collected in a laboratory furnace over a wide range of experimental conditions. The evolution of the size distribution of the particles along the reactor length was computed, and the model parameters were correlated with the experimental operating variables. Model predictions indicate that particle residence time is an important factor in the generation of dust. The presence of two maxima in the particle density function may be attributed to turbulent conditions prevailing in the furnace, which cause particles to follow different trajectories within the furnace even if they are injected at the same location.

In order to reach a large, untapped reserve of high-quality coal, D8 Cloverlick mine proposed to mine a corridor nearly 2,000 ft deep beneath the Benham Spur of Black Mountain, Kentucky’s highest peak. D8 Cloverlick mine was extracting the Owl seam, but the corridor’s route lay approximately 70 ft above century-old mine workings in the C–(Darby) seam. Adding to the concern, three serious coal bursts had recently occurred in nearby Owl seam workings.

D.A. Dahlstrom In the paper, a comparison was made between flowsheets using the screen bowl centrifuge and disc filters, respectively, as the primary dewatering device. The authors very effectively show that by raising feed temperature, mechanical dewatering is enhanced through reduced viscosity of the water. When a final coal moisture of 10% is required, the net effect of heating the feed is a reduction in thermal requirements because of the lower evaporated load on the dryer. The flowsheet comparison on this, however, was not completely correct. Disc filters do not generally utilize enhanced mechanical dewatering through increased temperature. Horizontal belt filters, through the optimal use of steam heating of the filter cake, have shown significant cost reductions over disc filters where steam is not used. In addition, the authors forgot to mention that there is a certain fraction of the feed that is so fine that it cannot be recovered by the centrifuge economically. That is the function of the filtration device shown in Fig. 4. In subbituminous pipeline coals, this fraction represents more than 10% of the feed. Even after flocculation and belt pressing, the moisture content in the fine fraction is 30%-40. Recent tests on a subbituminous pipeline coal slurry, compared an Eimco-Extractor horizontal belt filter with the screen bowl centrifuge flowsheet shown in Fig. 4. Mechanical dewatering was enhanced through the use of a steam dry zone after the initial dewatering zone. Vacuum pump horsepower was reduced by more than 50% through the use of condensors, and heat recovery was utilized to minimize thermal costs. Thermal drying to 10% moisture by weight was required in both flowsheets. The 0.5 wt% fines in the filtrate were flocculated and recycled to the filter, thus eliminating the belt press and solids mixers. When the three major operating costs (which normally account for 50%-75% of the coal operating costs) of steam, electricity, and flocculants at current prices were calculated, the flowsheets utilizing the Eimco-Extractor had cost savings vs the centrifuge flowsheet of 89¢/t (81o; per st) of surface dry coal. This advantage increases with increasing thermal and electricity prices. I congratulate the authors for the strides made with the screen bowl centrifuge. However, filtration flowsheets continue to be improved and their simplicity and low thermal and electrical requirements should not be so quickly dismissed. ? Reply by N.D. Policow From a technical standpoint, a number of extensive test programs have demonstrated that by raising the feed temperature, mechanical dewatering is enhanced whether it be centrifuges or filters performing the separation. Economic constraints usually become the over-riding issue. If an inexpensive source of thermal energy is available, i.e., waste steam, etc., the approach becomes commercially acceptable. For the specific case of coal slurry pipelines, since the dewatering plants will be located close to power generation stations, the preheating approach becomes especially attractive. The cost comparison shown in Fig. 7, which was prepared by a major West Coast engineering firm, contrasted screen bowl centrifuges and disc filters. In both alternatives, a thermal dryer was specified to produce a contract moisture of the final product. Sizing of the thermal dryer on the screen bowl alternative was substantially smaller than that of the filter, since the screen bowl was credited with a four to six percentage point decrease in product moisture compared to the disc. This comparison was made at ambient temperatures and reflected solely the mechanical dewatering capabilities of the two devices. No preheating of the feed was included in this particular comparison. Early generation screen bowl centrifuges operated under the principle of maximum bulk tonnage throughput. Second and third generation machines have followed the trends dictated by the coal industry calling for higher one-pass recoveries than previously demanded. The current generation of high-speed, long-bowl centrifuges permit recoveries of ultrafine solids directly comparable to commercial filter operation. On typical coal preparation plant feeds with nominal 600 E. an X 0 (28 mesh X 0) clean coal, recovery levels in excess of 99% are now obtained. The material that does escape the centrifuge and reports to the main effluent is typically -10 µm, high ash material. We have documented substantial beneficiation effects in screen bowl centrifuge performance with the cake product containing lower ash levels than the feed. On the referenced pipeline, coal tests performed on Western subbituminous coal, we found that the percentage of -10 µm material in the feed was six to eight times greater than normally encountered on eastern Appalachian seams. Our 45-t/h (50-stph) production centrifuge was never set up to maximize recovery. It was used as part of the two-stage dewatering circuit that had been chosen by designers of the proposed pipeline. Recoveries up to 95% were recorded. With field adjustments, that performance could most certainly have been improved. In contrast, manufacturers of the horizontal belt filter provided a small pilot-scale unit that operated on a side stream at the test facility. Numerous combinations of chemical additions were evaluated to determine those that had the best impact on filter performance. Whereas the screen bowl centrifuges operated without chemical addition, producing a dry, fluffy cake, the belt filter required two stages of chemical addition to attain satisfactory performance and high recovery levels. Environmental and economic costs related to equipment fuel consumption and carbon dioxide (CO2) emission present a substantial challenge to the mining industry. Haul trucks are an integral part of the overall surface mining system and they consume a substantial quantity of fuel. Consequently, they produce a significant amount of CO2. The objective of this research is to (i) establish a mathematical relationship among a truck?s fuel consumption, power and engine load factors and (ii) determine the amount of a truck?s CO2 emission and the associated cost that may arise from potential CO2 legislation. In order to achieve these objectives we have considered original equipment manufacturer (OEM) haul trucks, commonly used in surface mining operations. The research presented here may be used by mining professionals to help determine the cost and environmental burden of the trucks? application, and efficiently manage energy consumption.

The owners of large infrastructure projects are challenged on how to implement sound engineering and construction contracting strategies that address their prime expectations: a quality job, on time and within budget. With the increasing number of large engineering and construction projects worldwide, owners continue to search for alternative contracting strategies to address their risk, quality, sustainability (operability and performance), schedule, and budget concerns. Coupled with the shortage of resources, delays, political pressures, and other obstacles in procurement and negotiation processes, engineers and contractors are also looking for creative ways to optimize contract packaging strategies for efficient and successful project delivery. This paper compiles an array of decision making criteria and suggests a balanced evaluation, ranking and selection strategy in procurement of both engineering and construction services for large tunneling and other infrastructure projects. A number of owners? general preferences and viewpoints are discussed on large tunnel programs encompassing water and wastewater conveyance systems, pump stations and treatment facility upgrades. Contract packaging strategies and project phasing and segmenting alternatives for preliminary engineering, final design, construction management, and actual construction of facilities are featured for several large water and wastewater infrastructure projects. While the selection (and the relevant selection process and criteria) and performance of service providers, whether for engineering or construction, have profound effects on the outcome of any given project, this paper only examines strategies for con-tract packaging. More specifically, the authors evaluated case studies and developed a range of recommendations for packaging of large water and wastewater infrastructure projects with multiple components.

Particle motion in fluids is a subject of considerable practical importance to engineers working in fields such as hydraulics, river mechanics, chemical engineering and mineral processing. Many mathematical models have been proposed to predict the terminal settling velocities of particles in a fluid medium. The selection of an appropriate mathematical model has, therefore, become a challenging task for practicing engineers. This paper reports on an attempt to identify some of the useful models found in the literature for predicting particle-settling velocities in a fluid under free- and hindered-settling conditions. From this study, it was concluded that there is no well-accepted model validated by experimental data available for predicting particle hindered-settling velocities in a suspension of polydisperse and polydens particles. Collective efforts should, therefore, be made towards developing a hindered-settling model, as this is an absolute prerequisite for many model structures in mineral processing and other engineering disciplines.

King County (Seattle, WA) is on a monumental task of building the new Brightwater System complete with a new treatment plant, three main conveyance tunnels, a new outfall into Puget Sound and other ancillary works. This paper will describe the first conveyance tunnel, Brightwater East currently under construction by the Joint Venture of Kenny (Sponsor) / Shea / Traylor that is scheduled for completion in early 2010. The project located in Bothell, WA (north of Seattle) is in both King and Snohomish Counties. It was the first of the major tunnel projects that was scheduled by King County for the Brightwater System. The East Contract consists of the following major elements: 14,000 ft of 19'-2' EPBTBM mined tunnel using 16'-8' ID bolted, gasketed precast concrete segments for a primary liner; installing and encasing 14,200 ft each of 48', 66', 27', 84' in diameter steel pipes inside the tunnel along with three runs of fiberoptic cable; 2,430 ft of 72' in diameter microtunnel including three caisson shafts and associated structures; one Intercepting Structure (IS) shell to mine from that is 74 ft deep and 74 ft finished in diameter with 130 ft deep slurry diaphragm walls, tremie slab and final concrete wall lining; one Influent Pump Station shell (IPS) 83 ft deep, twin 77 ft inside diameter cells, with 160 ft deep slurry diaphragm walls, tremie slab, and final lining; two short 12 ft in diameter inter-shaft connector tunnels; one extraction shaft 40 ft deep by 40 ft wide and 140 ft long for connection to the new treatment plant piping.

Drill and blast planning is critical to successful mine production, both in timing and in results. However, typical planning, reporting, and information exchange usually involves large quantities of data collated in a discordant set of spreadsheets, databases, and reports. Collecting, analyzing, modeling, and distributing all data necessary for efficient drill and blast operations is time consuming and cumbersome. The benefits of improving the management of drilling and blasting processes are immense and result in improved fragmentation at a lower cost, improved shovel and truck productivity, and enhanced ore processing.

In 1990, a residential area above the North Outfall Sewer (NOS) tunnel constructed in 1924, experienced subsidence. After sewage was diverted into the North Outfall Replacement Sewer (NORS), soil probing from within the tunnel was conducted, soil-improvement options were developed, and a preferred grouting scheme was analyzed by numerical modeling to evaluate the stability of the 80-year+ old tunnel liner under grouting-induced loading conditions. This paper discusses the initial field investigation and the development and analysis of a grouting scheme originally intended to be implemented before relining of the tunnel. The scheme was later modified, and the new liner was installed before the final probing and grouting work was done.

Every two years, industry leaders and practitioners of tunneling and underground construction gather at the Rapid Excavation and Tunneling Conference (RETC) to learn from their peers about the most recent advances and breakthroughs in this unique fleld. Industry experts from around the world highlight their most recent projects and share real-world experiences. They also share with their colleagues new technologies and methodologies that attendees can take home to their respective projects. The 2013 RETC was held June 23-26 in Washing-ton, D.C., itself home to several major tunneling and underground construction projects. The conference is sponsored by SME. Attendance was 1,384 professionals. The accompanying exhibit hosted 159 companies in 188 booths. A few of the topics covered in the technical sessions dealt with caverns and large spans, contracting practices, tunnel linings, design and planning, geotechnical considerations and instrumentation. The conference was preceded by four short courses, all well attended. They were ?Grouting in Underground Construction,? ?Tunnel Lining Design,? ?Microtunneling Application? and ?Risk, Uncertainty and Hard Decisions.? In addition, a sold-out field trip to D.C. Water?s Blue Plains Tunnel took place following the conference. The Blue Plains Tunnel is part of the agency?s Clean Rivers Project. Also during the meeting, three students each received $5,000 scholarships from the UCA of SME, while another three students each received $2,500 scholarships from RETC (See page 53).
