This paper describes how the author projected the economic benefits of a proposed coal liquefaction project based in Pennsylvania. These benefits were assessed in a successful effort to garner government support for the project. The projections considered such issues as increases in employment, wages, and tax receipts to state and local government, plus other less-obvious benefits, such as site remediation. The paper explains how sponsors of similar projects can use economic projections in making meaningful and compelling presentations to federal, state and local authorities.

Growing Greener is the single largest investment of state funds in Pennsylvania’s history, allocated to address the Commonwealth’s critical environmental concerns. Signed into law by Governor Tom Ridge on December 15, 1999, Growing Greener will enable the Department of Environmental Protection (DEP) to appropriate nearly $240 million over five years, to watershed restoration and protection, abandoned mine reclamation, and oil and gas well plugging projects. DEP has utilized these allocations in some remarkably innovative ways, as it: involves the cooperation of several state agencies, local governments, and grassroots organizations to address environmental concerns of the Commonwealth, provides funds directly to watershed groups based on locally determined decisions for local watersheds and offers a user friendly process. In three years, over $130 million in watershed restoration and improvement projects have been initiated.

Optimization of blast fragmentation in underground hardrock mining requires analysis of its effects on loading and haulage equipment, together with the downstream materials handling system, with the objective of minimizing total mine operating costs. A methodology is reported which has been developed to quantify the actual fragmentation and equipment performance in the field. This is data which has seldom been practicable to capture nor received serious attention in mines. Based upon the experience gained in underground studies, a prototype standard is proposed which aims to summarize the pertinent data, collection and analysis for fragmentation assessment. This relates to parameters of direct measure, such as mean size and distribution, as well as muckpile and work environment. The paper concludes by defining the impact of fragmentation on the loading and downstream handling system.

When does a project with questionable viability, warrant further investment? There are cases in which projects, which evaluate to a negative mean probable value, are worth investing in. There are also cases in which projects that evaluate to a positive mean probable value, should not be invested in. The author will present a model for ?project-control?which includes an adaptation of a well know grade-control concept. Comments on Resources and Reserves ?Resource and Reserve estimates are based on positive information (43-101). ?Reserve and Resource confidence qualitatively assessed. ?U.S. Geological Survey (USGS) recognizes Undiscovered Resources (U.S. Geological Survey 2003).

Soil erosion is strongly related to soil hydraulic properties. Understanding how surface coal mining impacts those properties is important in developing effective management practices to control erosion during reclamation. Soils from undisturbed areas, roughly graded mine spoil, replaced topsoil before seeding, and revegetated areas at the Rosebud Mine in Eastern Montana were evaluated to determine impacts on soil hydraulic properties. Field and laboratory studies were conducted to determine soil hydraulic properties, including particle-size distribution, organic matter content, and saturated hydraulic conductivity. WEPP simulations and risk analyses were performed on the soil hydraulic property data to determine the impacts of changes on soil erosion. The hydraulic properties of the soils in each representative area have significant differences due to the mining and reclamation practices at the mine. WEPP simulations show that the potential for soil erosion increases due to mining activities disturbing the soil. WEPP simulations also indicate that the potential for erosion may return to pre-mining levels over time with effective revegetation practices.

The inclination of any pit wall composed of stacks of benches is limited by the overall quality and structural complexity of the rock mass in which the slope is situated. For a bench stack angle that satisfies the stability criteria, various combinations of bench height, bench face angle and berm width can be used in the slope design. The bench face angle and berm width geometries must be chosen to fit the bench stack angle but must provide a berm that will be capable of catching the volume of failed wedge material from the bench faces above. Other considerations for bench height and berm width are equipment size, ore selectivity and blasting design. This paper studies the effects of different slope configurations on slope performance as it relates to wedge stability, volume of rock safely contained on berms, and rockfall. Optimisation of the geometry is carried out based on the need to minimise the volume of failed material which limits the effectiveness of the berm. This will reduce the number of rocks that can continue to fall further, reaching geotechnical safety berms or pit ramps, that put safety of personnel and equipment at risk. For general study it is most effective to investigate and compare the performances of each of a wide range of geometrical combinations of bench height, bench face angles and berm widths that fit a variety of different bench stack angles. These analyses were conducted for a predetermined bench stack height and three different bench stack angles.

Energy and the conversion of potential energy into alternate forms is becoming a topic of household conversation for a larger segment of the world's population as mankind's desire for products derived from the vast array of technological developments continues to expand. The world's use of steel and the high energy consumption related to the production of steel promotes an awareness of the limitations of existing technology and a search for more economical alternates. Terminology such as (BF) Blast Furnace, (BOP) Basic Oxygen Furnace, (EAF) Electric ARC Furnace, (DR) Direct Reduction, (DRI) Direct Reduced Iron and (FC) form coke is becoming commonplace as alternates are being sought to alleviate the energy crunch. Coke production by various methods was developed as early as the seventeenth century in Europe to replace the disappearing hardwood forests that supplied the initial blast furnace fuel in the form of charcoal. In 1880, the Semet Solvay by-product coke oven design was introduced to the United States at Syracuse, New York, to supply coke for use in the production of soda ash, coke oven gas and its by products as the primary source of many organic processes. Although the Semet Solvay coke oven has not been marketed for decades, these coke oven batteries are in use today producing metallurgical coke, coke oven gas, and related by-products.

Detailed descriptions by operating area of the Kidd copper smelter are presented, together with accounts of complement staffing, training, and preparation activities for smelter start-up in June 1981. Concentrate tonnages smelted in the first twelve months of operation were constrained by the capacity of the furnace off-gas system. However, modifications designed and introduced over that period, plus sustained efforts by operations and maintenance personnel have resulted in stepwise improvements in smelter performance.. Consistent operation at design feed rates has been well demonstrated over the third and fourth smelter campaigns and efforts continue on further improving the continuous smelter on-line times and increasing campaign life. In November 1982., following a seventeen month preproduction period, the Kidd smelter attained full operating status.

Occupational exposure to hand-arm vibration through the use of powered hand tools can result in reductions in tactile sensitivity, grip strength and manual dexterity. In fact, even acute exposures to vibration cause shifts in vibrotactile thresholds in exposed fingers (2,4,5). Although reductions in tactile sensitivity after acute vibration exposures are transient, cellular changes associated with this shift in sensitivity could lead to the more permanent reductions in tactile sensitivity that are a common symptom of hand-arm vibration syndrome (HAVS). Methods Animals. Male Sprague Dawley rats (6 weeks of age) were used for all experiments. Animals were housed in AAALAC accredited facilities, and all procedures were approved by the NIOSH Animal Care and Use Committee and were in compliance with the CDC guideline for care and use of laboratory animals. Vibration exposures were performed by restraining rats in a Broome-style restrainer, and securing their tails to the vibration platform using 6 mm wide straps that were placed over the tail every 3 cm. Restraint control animals were treated in an identical manner except that the tail platform was set on isolation blocks instead of a shaker. Tail temperature and current perception thresholds (CPTs). Rats were exposed to 4 h of tail vibration (125 Hz, 49 m/s2), or restraint. Tail temperature was collected prior to and immediately following the exposure using an infra-red camera. Sensory neuron function was assessed by measuring CPTs with a Neurometer (Neurotron, Baltimore, MD). Transcutaneous nerve stimulation was applied to the C10 region of the tail. Three frequencies were used to test specific fiber types (5 Hz – C, 250 Hz - Ad, and 2000 Hz – Aß). The intensity of the stimulus was automatically increased in small increments until the rat flicked its tail. Tests at each frequency were repeated until the animals displayed 2 responses that were within 2 CPT (or 0.02 mA) of each other (2-4 tests/animal). CPT tests were performed prior to the exposure, immediately following the exposure, and 24 h after the exposure. Data Analyses. Temperatures were analyzed using a one-way ANOVA with animal as a random variable. ANCOVAS were used to analyze the CPTs at each frequency. Temperature at the time of the CPT test was used as a covariate, and animal was used as a random variable Results Tail temperatures declined between pre and post exposure (F(1,25) = 62.85, p < 0.001; mean ± sem pre 25.96°C ± 0.42, post 20.71°C ± 0.77), but were back to baseline levels by 24 h after the exposure in both groups of rats. The ANCOVAs demonstrated that exposure to a single bout of vibration did not alter sensitivity of C (5Hz) or Ad (250 Hz) fibers to stimulation.

This article presents the analysis of ventilation systems used in dead-end headings, while being drilled, in coal mines. Special emphasis is put on methane and dust hazard. Mathematical model for distribution of methane concentration in a heading is given as well. This model takes into consideration sources of methane emission and change in air flow rate due to leaks in a duct line. Solving equations presented in this article enabled giving dependencies describing distribution of concentration along the heading. On the basis of these dependencies there is a possibility of determining places with higher methane concentration and ways of combating this hazard. Determining the distribution of methane concentration in dead-end headings ventilated by a separate ventilation system is of great importance as far as work safety conditions are concerned. The information obtained may be of use when finding proper places for installing methane sensors. Three kinds of separate ventilation systems were distinguished: forcing, exhaust and overlap. The development in construction of fans and spare parts of a duct line enables using both forcing and exhaust ventilation systems in headings developed by continuous miners, with length above 1000 m, in the conditions of methane, temperature and health-detriment dust hazards.

Residual stresses observed in rocks often result from non-compatible initial strains. These stresses can be determined when the incompatibility tensor associated with the initial strain tensor is known. The residual stresses in a cylindrical rock sample can be computed the sample is considered small enough for its incompatibility tensor to be constant. An overview is given of two new developments in mine atmospheric monitoring. A new personal dust monitor (PDM) that gives real-time respirable dust readings is discussed. The unit is mounted within the minerÆs cap lamp battery and internally measures the true particle mass of dust collected on its filter. Samples are available for later mineralogical analysis and results do not exhibit the same sensitivity to water spray as optically-based measurement approaches. The technique achieves microgram-level mass resolution even in the hostile mine environment and reports dust loading data on a continuous basis. The monitor has been evaluated under an Australian Coal Association Research Program (ACARP) grant and is being adopted for statutory mine respirable dust determinations in the United States (US). The monitor has particular application for determining location of high dust sources. It can evaluate the efficiency of engineering means of suppression and other approaches to reducing dust levels. It has been recognised that the PDMÆs unique measurement approach has application to allow real-time atmospheric diesel particulate matter (DPM) monitoring. The industry has no real-time atmospheric DPM monitor at present. Recent surveys in New South Wales and Queensland show significant numbers of miners continue to face full shift DPM exposures in excess of internationally accepted levels. Real-time DPM monitoring will allow the industry to pinpoint high exposure zones where a number of trucks and other vehicles work in areas of poor ventilation. Knowledge of high DPM concentration zones allows efficient modification of work practices to reduce underground minersÆ exposure. Approaches to uses of the DPM form of the monitor and the design of tag boards are discussed. Some outcomes from mine tests with both these new instruments are given.

The primary objective of this program was to determine the toxic fume and fire hazard of materials used in the construction of mine stoppings and in the sealing and reinforcing of mine ribs and roofs. The materials investigated were: silicone, phenolic, and isocyanate-based rigid foams, as well as epoxy and acrylate mine sealants. Of the rigid foams tested, the X-156 urethane foam presented the greatest toxic hazard based on toxic load values hydrogen chloride was the main toxic species evolved by this foam. In &apos;lone of the isocyanate-based compositions was hydrogen cyanide the major component, but its contribution increased with temperature. The FS-24 urethane and Celotex Max-Seal isocyanurate foams had the lowest toxic load values, although these two foams have different applications for in-mine use. Of the two mine sealants tested, the latex /acrylic coating presented the greater toxic hazard with acetic acid being the main toxic species evolved.

The arena for dispute settlement outside of the courts is increasing day by day - contracts, especially construction and civil engineering contracts, are written containing arbitration clauses for settling disputes - the very drafting of standard forms of contract, do in some instances by their very construction, create an ambiguity as to intent and provide a breeding ground for dispute. I come from a land far across the sea - the most southern land before the South Pole. Being a young country, 150 years old, we are still progressing - being far removed from the trouble free zones of the world and nuclear free we enjoy a lifestyle second to none.

Colin Maynard Spence was born in November 1921, and was educated at the Durban Preparatory and High Schools, in both of which he was a Dux Scholar. The reverse cationic flotation is the most widely utilized flotation method for concentrating iron ore. In such a process quartz is often floated with ether amines (R?O(CH2)3?NH2) partially neutralized with acetic acid. However, it is well known that the cationic flotation of hematite does not work well if a certain amount of slime is present in ore slurry. To improve flotation performance, starch is often added to the flotation feed to selectively flocculate and depress the iron minerals and sodium silicate is used to disperse the silica gangue. The present study was conducted to improve the flotation efficiency of iron ore flotation by use of a new type of depressant for clay and iron minerals, i.e., GP clay binder. It is postulated that the GP clay binder minimizes slime adsorption on quartz and hematite particles by agglomerating clay particles to reduce their surface area. It is further theorized that the clay binder helps depress hematite flotation due to its unique chelating ability to iron ion. The results from this study clearly show that the GP clay binder is an effective depressant in iron ore flotation. When it was used as a substitute for corn starch, it increased concentrate grade from 60.78% to 67.67% and increased iron recovery from 71.96% to 72.90%. The combined use of GP clay binder with corn starch produced even better flotation performance, increasing concentrate grade to 67.08% and iron recovery to 78.15% simultaneously. "INTRODUCTION This report deals with a comparatively simple application of some of the engineering principles involved in the evaluation, installation, and operation of air- or gas-injection projects and well-clean-out and repair methods to increase the producing rates of oil wells in partly depleted pools during the war. The methods suggested for developing gas-injection projects take into consideration that in general no new wells will be drilled because of wartime restrictions of equipment and manpower and that only existing wells and second-hand machinery will be used. Because air will be employed as the injection medium in secondary-recovery operations where natural gas is scarce and expensive, the disadvantages and hazards accompanying, its use are discussed. Engineering techniques recognized as best modern practice are discussed in relation to the effect of simple air-injection development of properties on postwar operations and Probable ultimate recovery of oil. The report is an introduction to where, when, why, and how an air-injection project should be installed and operated; it is not intended to be an engineering manual for technical guidance in the selection, development, and operation of simulative methods of oil recovery.The report is intended mainly for these thousands of operators in the Appalachian region owning a few wells prodding small quantities or oil daily. Many such operators are anxious to increase their production rates by simulative means and to rehabilitate their wells so that they will produce more oil to help win the war but, in general, are unfamiliar with secondary-recovery operations and cannot afford to hire technical assistance."

When modeling predictive pit lake chemistry, groundwater chemistry is integrated with the affected portions of the wall rock and chemistry of the lake in a complex series of mixing. Fractions of the solutions impinge upon fresh, unaltered or fractured and oxidized zones of the wall containing sulfide materials and/or soluble metal/metalloid salts. Changing conditions over the short term (biannually) and long term (decades) can drive reactions allowing for dissolution or precipitation of acid rock drainage and metal leaching (ARD/ML) constituents. Local zonal variations can result in a portion of the pit releasing materials into solution; whereas other portions of the lake might favor the formation of colloids or precipitants. The proportions and character of groundwater can drive the chemistry of the pit lake provided sufficient buffering capacity is available to temper the generation of ARD in the system. For sulfide-rich systems, reduction of oxygen by rapid inundation and consumption by sulfides is key to reducing the ARD/ML. This paper presents several models of a sulfide-rich wall rock system using a range of groundwater chemistries to show these constraints.

The trend of American construction toward permanence and longevity is noticeable in the more recent coal plant installations; also, the policy of many coal operators has changed from seeking to obtain the desired tonnage from several plants of small capacities to designing a single installation to produce the whole amount. The mine openings and plant of the Nemacolin mine of The Buckeye Coal Co., are located on the Greene County side of the Monongahela River, 73 miles south of Pittsburgh. The map (Fig. 1) shows the general location, also the Lambert syncline. This syncline partly accounts for the selection of the site; the other reasons were the possibilities of rail and river shipments. Two shafts and a slope were sunk to the coal, work starting on all three in the second half of the year 1917. The air shaft was sunk to a depth of 243 ft. and completed in February, 1918; the slope was completed in November, and the skip shaft was stopped at a depth of 21 ft. below the coal, then the concrete lining was stopped 8 ft. above the coal August, 1918. Work on the skip shaft was resumed May, 1923, and sunk to a depth of 60 ft. below the coal by September, but it was not until May, 1924, that the lining was poured. Max. Min. The surface plan shows the relative positions of the openings. Coal was first hoisted from the air shaft May 7, 1918, and entry driving was continued; but the coal had to be stored, as the railroad had not been extended from Crucible to Nemacolin. As soon as the slope was driven to the coal and the linings concreted, the entries were driven along projected lines to connect with those advancing from the air shaft, and skip shaft. As soon as the underground connections had been made between the two shafts, the hoisting by buckets was inaugurated at the skip shaft and construction on the fan at the air shaft started.
