The JORC Code, which has been in existence as a Code incorporated in the listing rules of the Australian Stock Exchange and New Zealand Stock Exchange since 1989 and 1992 respectively, has been revised and will be re-released in 2003. This revision followed a call for submissions in December 2001, the publication of an exposure draft in late-2002 and an exposure period during which a large number of constructive comments were received. These comments were reviewed and a further exposure draft released as part of the current exposure draft of the ASX listing rules. It is anticipated that the final Code will be incorporated into the stock exchanges listing rules in late-2003. The 1999 JORC Code has been the standard on which other reporting Codes have been based, each of which has contained refinements. Three in particular, the Reporting Code from the United Kingdom/Ireland/Western Europe, the new Canadian Reporting standards and the SAMREC Code from South Africa, influenced JORC in the preparation of the 2003 JORC Code. Whilst there are differences between the 1999 Code and the 2003 Code, these changes are mainly in the guidelines. The Code definitions, which are largely in accord with agreed international definitions, remain substantially unchanged. The two main changes in the 2003 Code are the requirement for a Competent Person to be responsible for the documentation relating to the reporting of Exploration Results, and the introduction of æRecognised Overseas Professional OrganisationsÆ as overseas organisations to which Competent Persons may belong. Other changes include: clarification of the reporting of exploration targets or potential; the rearrangement of the diamond reporting clauses; the introduction of guidelines for the reporting of Industrial Minerals; modification of the coal clauses and recognition of the new Coal Guidelines; and the introduction of a guideline encouraging the discussion of relative accuracy and confidence in resource/reserve estimates. Other lesser changes to the Code are listed and discussed briefly. The release of the 2003 JORC Code maintains the standard set by JORC as a world leader in the development of mineral reporting Codes and their adoption by industry.

There are a number of methodologies which can be used for the preparation of environ- mental impact statements. Selection of a method depends upon the type of project and the environmental characteristics of the area where it is to be built. Most methods are satisfactory for assessing impacts on the physical environment but less so for the biological. Major problems may arise in deal ing with sociological issues because value judgements are involved. Several methods of approaching problems of this nature have been tried with some limited success.

Two tunnel tubes, each 6.6 km long, will be driven using the shield tunnelling method. The difficult ground conditions and a water pressure of up to 6.5 bar make great demands on the design. The initial sloping blocks at the [nine are located in the upper part of the Footwall Lead lode, and the Hangingwall Lead and Glenholme Breccia lodes. This paper discusses the geological investigations, interpretation and modelling that was undertaken for the Footwall Lead lode production block at Cannington Mine, as well as providing a basic geological introduction to the Cannington deposit.

Management requires up-to-date information on the activities of an enterprise in order to maintain control and to assist in decision-making and planning. In today's environment it is essential that this information is immediately available and in an easily assimilated format. If this is not the case, management is forced to make decisions based on intuition and past experience. At Mt Newman Mining Co, a computer application has been developed and implemented with the objective of providing this type of information to management. The Key Parameter Reporting System (as the application is known) allows for daily (constant) on-line capture of selected production statistics, safety statistics and free format textual comments relating to topics such as industrial relations, major maintenance and other pertinent news. Information can be retrieved,'and displayed or printed in either a tabular or graphical format. All senior managers have colour visual display units in their offices for immediate access to the system. Access to selected sensitive information is controlled. All company staff are able to retrieve unsecured information from the system via visual display units installed in all company Locations.

Access to secure and reliable water resources is fundamental to the minerals industry. In recognition of that requirement, and cognisant of extensive contemporary public water debate and reform initiatives in Australia, the Minerals Council of Australia (MCA) approached the Ministerial Council on Mineral and Petroleum Resources (MCMPR) proposing the establishment of a Joint Working Group to prepare a framework of strategic principles to ensure responsible water management at a site and corporate level, manage risks and identify opportunities. The Framework provides high-level guidance on issues that should be addressed in water decision making across Australia in relation to mining and associated processing operations. It identifies principles and objectives for adoption in four areas, viz: valuing water, strategic water planning, implementation, and engaging stakeholders. Given the high level nature of the Framework, and its national application, it does not seek to replicate detailed guidelines already widely available in each state and territory on operational water management practices and associated regulatory issues at mine sites. The Framework includes a series of case studies from across Australia that demonstrate where strategic thinking, wise water management and close consultation with stakeholders has delivered better water use, more profitable operations and excellent community/stakeholder relationships. The Framework was formally launched on behalf of MCMPR by the Western Australian Minister for Resources at the MCAÆs Sustainable Development Conference in Perth in October 2006. Gold recovery by catalytic copper ammonium thiosulphate solution has been studied. Such a process strategy is very attractive for leaching certain difficult-to-treat ores and presents lessened lixiviant toxicity compared to cyanide. Newmont Gold Company has evaluated the ammonium thiosulphate heap leach process for gold recovery from low-grade carbonaceous sulphidic refractory ores following biooxidation. The ammonium thiosulphate leach process has been studied in laboratory, pilot plant and demonstration scale. Satisfactory test results support the continuation of process development. However, the thiosulphate leach chemistry was found to be very complex. Maximum control of the stability of the leaching system is a key factor for success, especially for the heap leach process. Important solution chemistry is discussed in this paper.

Some Western Australian underground mines are challenged by very high stress gradients. This environment frequently results in poor induced ground conditions and damaging seismic activity. In some cases, rockbursting or squeezing ground has been observed as shallow as 250 m below surface. Very few mines operating at depths greater than 500 m experience no stress-related issues. As a general result of this difficult environment, there are a growing number of mines that are now challenged or have been closed by induced geotechnical problems. Often, the up-front savings or perceived advantage of an inappropriate mine plan may be entirely lost to the real cost of managing the hazards, or a write-down of reserves resulting from access difficulties will diminish the economic position of the mine. From an engineering perspective, it is best if stress-related hazards can be proactively minimised, because reactive measures offer less improvement in risk exposure. In this paper, some examples of sequencing techniques for managing difficult environments are contrasted with examples from mines where developing hazards have adversely affected production or the economic viability of the project.

INTRODUCTION The association of methane with coal has been known almost since coal was first mined and in general it has been considered the curse of underground coal mining. Historically, most of the effort to handle this methane has been directed at diluting it to a safe level and preventing an explosive mixture of methane and oxygen from forming in any part of the mine. This is generally achieved by in-mine activites. This approach has two principal drawbacks, the severity of which are dependent on local conditions. The first is that the activity associated with the handling of the methane is undertaken in the mine and there- fore competes with the mining activity for the limited space available. The second drawback is that the whole methane handling activity is generally a cost to the coal because methane is so diluted that it cannot be used. SustainabilityÆs imperative of economic development in tandem with social advancement and environmental protection is widely accepted, but much debate remains about the practical implications for the minerals processing technologies and practices for the future. Experience in other industry sectors however suggests that sustainability can be a value-adding framework for innovation in processing technologies, business models and management systems. This position paper explores how sustainability can drive innovation in minerals processing, by reviewing pertinent ideas and experiences gained in non-minerals sectors. Sustainable innovations can generally be broadly ranked from incremental to transformative, with each category having its own typical improvement potential, timescale and technological and operational challenges. This leads to a æmud mapÆ for sustainable innovation in minerals processing with three distinct tracks: eco-efficient operations; sustainable plant design and sustainable processing. Competing models for the sustainable innovation process through either forecasting or back-casting, have in common the strong reliance on vision, perspective and competency, which in turn highlights the importance of sustainability frameworks. Such sustainability frameworks provide normative goals and option elicitation prompts to assist with the analysis of current processes and scoping of more sustainable alternatives. A comparative analysis of five prominent environmental sustainability frameworks revealed three cross cutting sustainability themes that challenge current resource processing technologies and practices. These are: fate of materials (zero dissipation of materials); compatibility of materials and processes; and materials intensity of industrial products and processes. Although the sustainability concepts presented in this paper have not been extensively road tested in the minerals processing industry, there is ample evidence that recent initiatives in the Australian resource sector illustrate the applicability of the proposed framework. It is therefore argued that more in-depth assessment of sustainable innovation concepts would be a valuable contribution to the sustainable resource processing theory and practice.

Definition of the optimum open pit, whether an intermediate phase or final design, will be sensitive to many factors. The most basic will include geological and mining constraints, mining and processing costs, pit slopes and product prices. The application of the three dimensional Lerchs-Grossmann pit optimization procedure to this task is described for a range of gold deposits. A new approach to the modelling and manipulation of the geological model enables complex geological environments to be assessed, and sensitivity analyses to be developed. Comparisons with manually developed pit designs have been made to validate the results. The computer implementation is simple to use and can be adapted by non-computer professionals at mine Sites.

Structure is an important control in the localisation of gold mineralisation in epithermal systems. There has been, however, only limited investigation of the structural elements involved; such a study is currently directed at the gold deposits of the Coromandel Volcanic Zone (CVZ). Here, mineralised veining and brecciation ranges up to tens of metres in thickness. Dips of veins are mostly steep, but not vertical, and there is a significant number of low angle veins.The structural control of epithermal deposits may be considered on four scales. At the mega-tectonic scale, pre-volcanism fault patterns mostly relate to separation of the New Zealand micro-continent from Gondwana. The major structural controls on mineralisation at this scale, however, are associated with the volcanic arc processes responsible for the CVZ. Post-mineralisation faulting are linked to the Hauraki Rift and the Colville Ridge-Havre Trough system. Regional scale faults controlling the distribution of gold deposits are the product of these tectonic events; much of the faulting may relate to rifting and calderas, but further work is required to demonstrate this. Detailed study is also needed on vein systems at the prospect scale to validate models of brittle deformation responsible for such systems. Evidence that a variety of structural mechanisms dominated in different deposits is found at the vein scale, with Coromandel gold deposits being classified according to their different styles of vein-fill texture.

Ranger Uranium Mines (RUM) operates an open cut located in the Top End of the North- ern Territory. Strict environmental controls govern all operations and the water management requirements have the greatest impact on mine planning. The two main goals of planning are to provide mill feed and to mine sufficient suitable quality waste rock for ongoing con- struction of the tailings dam. Early planning concentrated on staged development of the pit to provide access to as much ore as possible for a given amount of development. All waste was considered to be suitable construction material. Grade control of crusher feed was the main problem in planning, as wide vari- ations occur in ore grade over relatively short distances. Water management for the site ope- rates a no release' system for contaminated waters. Design storage has proven inadequate, and the open cut has been used as the extra storage. As construction of future stages of the tailings dam requires non-mineralised rock materials which meet specific quality criteria, the mine has had to re-examine long term plan- ning and pit development strategies. This has entailed the collection of much data not re- quired under normal mining conditions, such as the assaying of waste drill core. Severe development difficulties were experienced soon after in-seam mining commenced at Appin Colliery in'1962. Thirteen years later no significant pro- gress had been made in overcoming some aspects of this development problem. Some success had been achieved in destressing roadways both in development and pillar extraction. Longwall retreat mining had shown promise of being highly productive but at an extremely high cost in terms of development requirements both in number of roadways and intensity of support in those roadways. No real advance was made in the problem of driving the first heading of a group of headings under conditions of apparently high stress in directions other than the preferred mining directions, although failure of the roof in this heading did seem to give easier work in the subsequent headings driven particularly if they were driven on narrow centres.

The history of potential large scale development at Stawell in northwestern Victoria dates back to 1914, when Great Boulder Mines Limited, of Kalgoorlie, Western Australia, took up options on some of the major mines in the Stawell Goldfield. Despite this and other attempts by various groups over the next thirty years, mining activity on the field gradually dwindled to the retreatment of old mill tailings.A static price for gold and indifferent drilling results prevented a major effort towards reopening the field until the late 1970's. A renewed exploration effort led to the discovery of sufficient reserves to justify installation of a carbon-in-leach gold treatment plant.

Open cut mining in Australia is facing the greatest challenge in its history in attempting to compete not only with other operations internationally, but also with underground operations domestically. Most flat dip and shallow depth surface-mineable coal reserves have been depleted during the last two decades and new open cut operations must extract deeper coal deposits. As open cut coal mines move into deeper areas and the stripping ratios increase, the relative cost of overburden removal also increases. It therefore becomes even more important to design the mine around the optimum overburden removal scheme. The deeper mines are usually multi-seam operations with a more complex geology and with more geotechnical and hydrological problems. Deeper mines are subjected to greater problems requiring more detailed mine planning and design, such as selection of the optimum mining method and pit layout. In planning and design of such operations, the number of alternative methods which need to be considered is consequently greater.Dragline productivity and its stripping capabilities are directly affected by the selection of digging method, strip layout and pit geometry. Every mine has a unique combination of geological conditions. The operating methods that work well at one mine may not necessarily work at another site. Selection of an optimal stripping method, strip layout and pit geometry for a given dragline must be considered with respect to the geological conditions of the mine. With increasing geological complexity of Australian strip mines, it is becoming more important to use sophisticated techniques such as computerised mine planning methods to assist in optimising dragline operations.

This paper deals briefly with three of the more controversial aspects of the geology of the Mount Isa ore deposits namely the geologic structures, the method of ore deposition and the origin of the ore.In the section on geologic structures, an outline is first given of the purely tectonic deformation advocated by the early authors. The current interpretation, which differs in the proposed order of events and causal forces, is then discussed. Other concepts, which attribute all or part of the deformation to sedimentary features or preconsolidation movement, are outlined ilnd commented on.The remaining two sections deal mainly with the better known lead-zinc orebodies. In the first of these a brief description and criticism is given of the early interpretation which was based on the deposition of successive waves of mineralisation which replacedindividual beds in the shales. The current ideas, which visualise emplacement of the ore between the beds rather than replacement of them, is then discussed. The final section develops the case for a sedimentary origin of the lead-zinc ores and broadly outlines the author's ideas concerning the evolution of the Mount Isa ore deposits.INTRODUCTIONAny consideration of the geology of Mount Isa must begin with the work of Blanchard and continue with that of Hall. Individually, or as co-authors, they published various papers on the geology of Mount Isa. Of these, the best known is their "Rock Deformation and Mineralisation at Mount Isa" (1941) which gave a comprehensive account of all aspects of Mount Isa geology.It is necessary to appreciate the limits set on geological knowledge of the mine and environs in 1941 by the extent of mine development and regional geologic studies. A thousand writers have harped upon the wondrous nature of the inventive faculty. They realise that man is a creator, and that capital and labour alike are, and will always be impotent without machinery and processes that is invention. What Bacon has said is echoed by them all, "the introduction of new inventions seemeth to be the very chiefest of human actions. The benefit of new inventions may extend to all mankind-they make all men happy without injury to 'any' they are new creations and imitations of God's own works." My remarks will occupy another field I will refer to some of those features of the Patent Laws of different countries, which prevent the use of new inventions, oppress the development or inventive' genius, and diminish human happiness and progress' Wherever Patent Laws are framed and administered upon wrong principles, these results are inevitably found. A concise, complete, common-sense comparison of the chief Patent Laws of the world cannot easily be found but to avoid seeing scrappy, misleading references to Patent Law in the press particularly the English-would be equally difficult. Writers who are considered authorities so frequently make minor issues prominent and so uniformly fail to give weight to fundamental principles that the effect on the public is to mislead.
