For the last four years, the Kilborn Group of Companies (Kilborn) has been involved in several major projects in the CIS. These projects include the Kumtor Project, the Kubaka Gold Project, the Kazgold Project, the Aginskoe Project and the Jerooy Project. These projects are all in various stages of detailed engineering and construction. In this paper, Kilborn will discuss our experience in the CIS and share some insight into project development in this geographic region.

Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

This study investigated the performance of citric acid as lixiviant for cathode material from end-of-life lithium-ion batteries (LIBs). Black mass containing 84.2 weight percent MNC (LiNi0.45Mn0.4Co0.15O2) and 15.8 weight percent LCO (LiCoO2) material was leached at solid-to-liquid ratios of 20, 50 and 100 g/L. Leaching with 1.5 M citric acid, 2 volume percent H2O2 and a solid-to-liquid ratio of 20 g/L at 95 °C extracted 90 percent Co, 95 percent Li, 94 percent Mn and 94 percent Ni within 20 min. At the highest solid-to-liquid ratio of 100 g/L with 1.5 M citric acid, 10 volume percent H2O2 and 95 °C, 84 percent Al, 84 percent Co, 87 percent Li, 86 percent Mn and 96 percent Ni were leached after 40 min, producing a leach solution containing 0.68 g/L Al, 20.0 g/L Co, 6.0 g/L Li, 13.6 g/L Mn and 19.3 g/L Ni. Using stepwise addition of H2O2, instead of initial bulk addition, did not significantly improve the leaching efficiency but did reduce the required leaching time. Temperature control of the reactor was also more manageable with stepwise addition of H2O2, and evolution of gas was less vigorous. It was observed that the leaching efficiencies of Co, Li and Mn decreased slightly at solid-to-liquid ratios of 50 and 100 g/L, while the leaching of Ni increased slightly. The solution leached at 20 g/L could be stored for six weeks without any spontaneous precipitation. However, solutions leached at 50 and 100 g/L showed changes in concentration after one month of storage, suggesting that processes that have a large material throughput and use high solid-to-liquid ratios around 100 g/L must ensure that the solutions are not stored for extended periods of time.

The City of Los Angeles capital improvement program includes the construction of a new 35-km interceptor sewer. This sewer will be built as a deep tunnel with finished diameters ranging from 2- to- 4 meters. The project will be constructed concurrently in two phases; an 18-km East-West and a 17-km North-South segment. The new sewer provides additional conveyance capacity for an existing deteriorating sewer that is scheduled for rehabilitation. Large sewage spills during the El Niño storms of 1998 resulted in a Cease and Desist Order that established an aggressive schedule for the completion of the project.

An upgrade to Vale?s existing Clarabelle dual-pinion, semiautogenous (SAG) mill was completed by the power and automation technology company, ABB. The mill is used to reduce the size of the ore at the company?s nickel and copper mines in the Sudbury area. The project was completed on time and on budget with an excellent safety record. Located in Ontario about 400 km (250 miles) north of Toronto, Vale?s Sudbury operations are primarily underground nickel sulfide mines, with integrated mining, milling, smelting and refining operations. One of the characteristics of Clarabelle Mill is to accept nickel-copper ore from various sources and companies and to produce a nickel-copper concentrate and copper concentrate for further processing. The size of the ore is further reduced in SAG mills, rod mills and ball mills, where all milling is done wet.

In order to filter small amounts of fine slimy solids the reversible cake-filtration process was developed. The filterable solids contents lion in feeds can range from less than 1 ppm up to about 5%. The relative advantages of this process, are usually the greatest in the range of 0.05% to 1.0% filterable solids. Filterable solids that average in particle size about 20 microns& are non-compressible are very easy for this filtration process. Some feeds have been all sub-micron in particle size. A 1/8 inch thick cake is considered to be very thick. The usual cake is between 13/2 and 1/16 inch thick. A new line of injection molded plastic filter plates were developed for use with the reversible cake filtration process. The first commercial sized installation of this system was made 3 years ago in the Wakefield Y.M.C.A. swimming pool. Over 70 filters ranging in size from one plate to 63 plates have been produced. In addition to the process advantages there are the low cost and corrosion resistance advantages of the plastic plates.

Potential air emission impacts to federal Class I areas from distant sources are receiving increasing scrutiny by federal land managers (FLMs). This paper provides summary results of the impact analyses conducted for FLMs and PSD permitting of a proposed expansion for a taconite processing facility. Results from air quality increment, acid deposition, mercury deposition, and visibility analyses for Class I areas located 50 to 162 km from the facility showed the project would meet the respective regulatory and guideline values for the specific analyses. During the course of the air quality analyses, potential new requirements from the FLMs’ Air Quality Related Values Workgroup (FLAG) efforts and USEPA’s Regional Haze Program were brought into the PSD discussions. The implications for these future guidelines and regulations as they may affect future expansions at other mineral processing facilities are also discussed.

The physical properties of clay-water systems depend on the complicated system of forces between the clay particles themselves, and between the clay particles and the ions in the liquid phase. The kind and distribution of ions in, on, and between the clay particles and the size and the shape of the particles are the basic factors determining the macroscopic behavior of clay-water systems. Understanding the system requires a knowledge of the nature of the clay particles, their size, structure, composition, and surface properties, and of the manner in which they interact with ions [and molecules] in the surrounding liquid [or other medium]. The validity of Professor Brindley's words (Brindley, 1958), written three decades ago in the context of making pottery, whitewares, and electrical porcelains, transcends time, and the basic message is perhaps all the more important in the considerably expanded use of ceramics for structural, thermal, tribological, electronic, and other applications. Silicon carbide, silicon nitride, and sialons have been studied in the last two decades for high- temperature structural and tribological applications, particularly for using in internal combustion engines. Titanates, zirconates and niobates of barium, strontium and lead, have high dielectric constants, and are extensively used in the formulations for making capacitors. Hexagonal ferrites (molecular formula MO.6Fe2O3) are in use for making permanent magnets for fabricating miniature motors, and for assembling loud speakers, particle accelerators etc. Cubic ferrites such as magnesium-zinc ferrite and nickel-zinc ferrite are used as transformer cores, and for other high-frequency applications. In this context, Richerson's recent book (Richerson, 1984) on the general scope of traditional and technical ceramics is a good starting point for an overview of contemporary ceramics technology. Glasses are a whole class of amorphous materials used widely as sintering aids, and for making glass-bonded ceramics and glass-ceramic composites. Composites are yet another burgeoning field where two or more particulate components are used for improving the performance of ceramics. For all these applications, the inorganic starting materials are almost always submicron and near-micron powders. Understanding the powders' physicochemical properties, and their surface chemical interactions with the surrounding liquid/gaseous medium is-necessary for making reliable ceramic parts at competitive prices. Even though ceramics science and engineering has attained its separate identity in universities and the industry, ceramists themselves would concede that ceramics science is a cross-disciplinary field, having incorporated and assimilated within itself many principles from several apparently disjointed disciplines. Principles of material science, graduate-level physics and chemistry, polymer science, surface and colloid chemistry, transport phenomena, particle technology, unit operations commonly used in chemical engineering and mineral processing, and statistics and applied mathematics are integral part of any ceramics curriculum in universities. Added to this is the fact that all bench-scale successes in making ceramic parts are to be scaled-up for larger throughput operations. Understanding and applying process engineering principles of comminution, classification, drying, calcination, etc. then becomes essential. CERAMIC FORMING: Despite the diversity of the materials and processes, conceptually, the steps involved in making ceramic parts have remained the same over several decades: The different components for making the pan (usually one or more powders plus other forming and sintering additives) are proportioned and mixed thoroughly, and the well-mixed formulations are consolidated into desirable shapes known as "green bodies." Usually binders such as wax, clay, organic polymers and surfactants, whether dispersed or dissolved in a suitable liquid are used during mixing the batch for giving strength for the green bodies. In the dried green state, the inorganic powders typically occupy only 55 to 60% of the bulk volume of the body, depending on the particle size distributions of the powders and the forming history, with mostly inter- particle voids accounting for the rest of the void volume. SINTERING: The formed bodies are then fired in high- temperatures kilns/furnaces during which the parts are exposed to a predetermined temperature profile, and "soaked" for a certain duration at the final high temperatures, typically between 1200 K and 1900 K, and then cooled to room temperature. The gaseous atmosphere in the furnace is controlled (oxidizing, reducing, or inert) when necessary. During the initial stages of firing, volatile liquids evaporate, and during the intermediate temperatures between 400 and 600 K, the the organic polymeric additives pyrolize and oxidize into water vapor, CO, C02, and other gases. The recovery of heavy minerals by gravity concentration during grinding is practised widely in the minerals industry. Studies have shown that the grade and recovery of the concentrate depends not only on the performance of the concentrator but also on the degree of liberation achieved in the mills and the scavenging action of the hydrocyclones closing the grinding circuit. In the current study, consideration is given to the development of mathematical models to quantify and unify the operations of comminution, liberation, classification and concentration. The models are based on test work done at production scale with gold ore.

Froth flotation has been shown to be an effective method for reducing Loss-on-Ignition (LOI) of ponded or landfilled fly ash. Reduction of LOI is required for many fly ashes, particularly those produced from low-No, burners, in order to meet ASTM requirements for use as a mineral admixture in Portland cement concrete. An additional ASTM requirement, fineness, is critical in determining end use applicability, and in many cases, classification of fly ash is necessary to produce an acceptable product. Hydraulic classification has been shown to be a simple, cost-effective method for classification of a variety of minerals including silica, phosphate, mica, coal, etc. and has shown to be similarly effective on fly ash. The combination of froth flotation and hydraulic classification facilitate the production of a high quality pozzolan that meets or exceeds ASTM specifications. This combination has been rigorously evaluated and results of pilot-scale testing are presented. Pilot scale testing was conducted on fly ash from two active utility storage ponds and demonstrated that high quality, consistent pozzolan could be produced using APT's Fast Float? Technology. Along with the pozzolan, additional production of aggregate for masonry mortar and a low sulfur, medium Btu fuel were also demonstrated. The Fast Float? process incorporates several simple unit processes to ensure pozzolan consistency; classification controls particle size distribution which is critical to achieving early strength, flotation controls the grade with respect to L.O.I. (Loss on Ignition) while dewatering controls the moisture content.

The combination of froth flotation and hydraulic classification can facilitate the production of a high-quality pozzolan that meets or exceeds ASTM specifications. This combination has been rigorously evaluated and results of pilot-scale testing are presented. Pilot-scale testing was conducted on fly ash from two active electric utility storage ponds. The tests demonstrated that a high-quality and consistent pozzolan could be produced using Advanced Pozzolan Technologies' Fast Float™ Process. Along with the pozzolan, the additional production of aggregate for masonry mortar and the production of a low sulfur, medium-Btu fuel were also demonstrated. The Fast Float™ Process incorporates several simple unit processes to ensure pozzolan consistency. Classification controls the particle size distribution, which is critical for achieving early strength;flotation controls the grade with respect to L.O.I.; and dewatering controls the moisture content.

The concept of classification in wet, closed circuit ball milling is expanded beyond the performance of the classifying equipment to include all aspects of the fines removal system of the grinding circuit. Design and operating parameters that effect fines removal are identified and discussed, and a quantitative index for circuit classification effectiveness is presented.

This paper by Mr. McIvor is yet another contribution to the eternal controversy surrounding the benefits, or otherwise, of high circulating loads in closed circuit grinding. Throughout the paper it is difficult to establish whether the author is referring to effects relating to the mill, classifier, or to the overall circuit. Table 1 is put forward as indicating the advantage of operating at high circulating loads. From the two (it would be interesting to see more) product sizing points provided in each case, the conclusions to be drawn are that cases one and two have very similar size analyses. The third case, however, indicates a much flatter curve, that is to say, higher fines production and a very wide spread of size ranges. If the objective of this circuit is to provide a closely sized product with minimum overground slimes to the downstream process, then it would appear to be the less "efficient" by far. No data is given for product pulp densities either. The term "efficiency" should never be used without a careful and clear definition. In this case, "efficiency" is used to express an apparent percentage reduction in operating work index (Bond) from the measured "standard" at 250% circulating load operation. The mineral industry and individual processing plants are large consumers of energy. While energy conservation has received some attention in the present Federal Administration National Energy Strategy proposal it is obvious that the mineral industry should also continue to emphasize energy consumption reduction for important economic savings alone. As indicated by other studies, comminution is the largest single consumer of energy in the mineral processing plant (1.3% of total electrical energy consumption in the U.S.A.).1 Fine grinding is the largest portion of this amazing statistic. While substantial energy savings have been demonstrated by new machine developments and improved control methods, undoubtedly there are additional areas in comminution where substantial progress can be made. Some time ago, the U.S. Department of Energy published a report on "Comminution and Energy Consumption" by a committee composed of experts in the field of comminution from industry and academia. They identified the following potential for energy savings by specific areas? Classification device design 9-13% Comminution device design 3-16% Control 9% Grinding additive 3-6% Materials 3% It is apparent that the classification device had the first or second highest savings potential. Obviously, serious research consideration must be given to this technology area. A series of three papers have previously been written on the subject of two stage classification research work for ball mill operation by the authors. Accordingly, a brief review will be made. Previous Research Results on Two Stage Classification The hydrocyclone was selected as the type of classification equipment for this study as it represents by far the majority of the devices used in ball milling. While four different hydrocyclone circuits have been proposed by others,3 only two were considered in this work as illustrated in Figure 1. The risk associated with mining induced seismicity and the related rock bursts has become one of the major threats to the safety and sustainability of mining at the Kiirunavaara mine. The causes of mining induced seismicity at the Kiirunavaara mine are very complex and have affected our understanding on the source mechanisms of seismicity and further the mitigation of the seismic risk. Detailed analysis of historical mining induced seismicity at the Kiirunavaara mine was conducted. The focus of this analysis was placed on the classification of large seismic events and the evaluation of the influential factors on the classified seismic events. 145 events with local magnitude larger than 1.5 that occurred between January 1, 2011 and March 31, 2021 were analyzed. For this analysis, seismic events located in the hanging wall were not included, as these have not been observed to cause large damages to the mine itself. It was found that the magnitude of the events had good correlation with the stress change in relation to the production location. The seismic events were classified as mining-front associated, ore-pass associated, mining-front and ore-pass associated and others, according to their hypocenter location. Most of the mining-front associated events, concentrated around the production levels and slightly above and below them, generally correlated with shear cracks, and most of them occurred when the ore flow between two production levels started. The numerical modelling showed that slip of the geological discontinuity, due to unclamping between hanging wall and footwall, could be the major causative mechanisms, which further supports this finding. The ore-pass associated events are located close to the ore passes. Large seismic events located between ore passes have the source mechanism of both fault-slip and non-shear, but events located at the outer side of ore passes were all fault-slip type. By checking with the ore pass scanning data, it was concluded that the most of the events located between ore passes could be pillar bursts. An elastic core concept has been then used to define a critical pillar width. The paper is not intended to be prescriptive but rather to initiate discussion of the possible classification of seismic events at the Kiirunavaara mine and to present new perspectives of the causes of the seismicity for improving the present seismic risk management.

Defining classes of ore using geostatistical methods that match historical classifications has presented problems in the past. A simplistic and practical approach to this problem is presented. An example of the approach is presented using a porphyry type system as a case study. The technique described uses area of drill hole influence and known conditions from similar deposits, or the production history of the deposit being studied. It provides a practical bridging mechanism for defining the class of ore on a block-by-block basis using .the error of estimation value developed during kreiging. The approach provides a filtering method that refocuses attention on the adequacy of drill hole spacing.

The ability to estimate that support is unnecessary for various dimensions of opening in certain rock mass environments is of particular relevance in the mining industry, where most excavations are not expected to remain open indefinitely. As Hoek1 observes: "the basic aim of any underground excavation design should be to utilize the rock itself as the principal structural material, creating as little disturbance as possible during the excavation process and adding as little as possible in the way of concrete or steel support". Approximately two hundred case records have been analysed for the purpose of determining the amount of permanent support normally used when a given span is excavated in known rock mass conditions Some thirty cases concerned unsupported openings. Excavations that can stand unsupported appear to have certain common characteristics as regards rock mass quality. However, the mechanical properties of the rock mass are not the only factors controlling the choice of design. The dimension of the opening (span or height) and the type of excavation are two important variables.

Introduction The availability of a thorough, simple-to-use roof fall classification system is desirable for several reasons. First, such a system would expedite the reporting of falls for the purposes of estimating material removal costs, analyzing damage levels, and complying with federal regulations to report falls in certain areas of the mine. Second, the classification system would allow the mining engineer to record falls routinely with little time and effort expended. This would encourage him to make observations concerning what type of roof support would work best in a given situation. Third, and probably most important, an adequate roof fall classification system is the first step toward developing a means of predicting the occurrence and extent of future falls. It was with these three reasons in mind that the following classification system was developed. The type of classification chosen reflects the background of the developer and the intended purposes of the system. Hylbert has proposed a geologic-based classification which groups falls as to structural and compositional origin. The need for similar systems is noted by Cox and by Ferm and Melton. Each of these researchers is confronted with a situation requiring a relationship between local geology and roof fall occurrence. Such a relationship would allow the prediction of the relative frequency of falls from a knowledge of local geologic features. The current research is aimed at fulfilling somewhat different requirements, as noted above. Fall geometry has been chosen as the basis of the classification system so fall type can be reported independent of local geological, environmental, and tectonic conditions.
