"The Lower and Middle River Des Peres (LMRDP) CSO Storage Tunnel is the largest single component of Metropolitan St. Louis Sewer District’s (MSD) CSO control system improvements planned to meet consent decree requirements for MSD’s Lemay Service Area. The 13.7-km (8.5-mile) long, deep, hard rock tunnel will have a finished diameter of 9.1 m (30 ft). Beginning at the Lemay Wastewater Treatment Plant (WWTP), the alignment follows the channelized River Des Peres to the outfall of the existing Forest Park tubes, as indicated in Fig. 1.The project includes three construction shafts, 34 intakes and a deep, cavern-style pump station located adjacent to the WWTP. The tunnel will be driven from the Defense Mapping shaft to the Macklind shaft. Another shaft is located near the midpoint at the tunnel in River Des Peres Park.The Forest Park intake, located at the upstream end of the tunnel just beyond the Macklind shaft, is a large, tangential vortex intake structure. With a peak flow rate of 170 m3/s (6,000 cfs), it will have a 6.1-m (20-ft) diameter dropshaft to transfer flow into the tunnel.The project includes another three large tangential vortex-flow intake structures with peak flow rates ranging from 28 to 44.5 m3/s (990 to 1,570 cfs). These large intakes are located at points where three large sewers (formerly creeks) enter the River Des Peres. Dropshaft diameters for these intakes range from 3 to 3.7 m (10 to 12 ft) in diameter. The 30 remaining intakes are smaller tangential vortex-style, with dropshafts in the range of 0.8 to 1.7 m (30 to 66 in.) in diameter.Each intake structure drops flow into a deaeration chamber constructed adjacent to the tunnel at tunnel depth. Intake tunnels transfer flow from the deaeration chambers to the main tunnel. Most of the intake tunnels are short. However, two are long. The Glaise Creek tunnel will extend 762 m (2,500 ft) from the main tunnel to the Alaska Park intake, while the Rock Creek tunnel will extend 823 m (2,700 ft) from the main tunnel to the Rock Creek intake. The dewatering pump station, located at the downstream end of the tunnel, will be built inside a large, horseshoe-shaped cavern with two access shafts. Excavation of the cavern and its access shafts will be performed by the tunnel contractor. Build-out of the dewatering pump station will be performed under separate contract."

Method of tunnel excavation is generally classified such as full-face excavation, bench-cut excavation, diaphragm with center pillar excavation, center drift advancing excavation and so on. These excavation methods should be selected properly in terms of ground condition, the area of tunnel section, the arrangement of construction. Center drift advancing excavation method in mountain tunnel construction, is often applied under quite weak ground condition, prior to the main tunnel widening excavation. Recently, the advancing drift is for the excavation of extreme larger section in main tunnel to confirm the stability of face. In addition, we make advancing deformation occur in drift when the construction was done in poor ground like squeezing and swelling ground, and the force occurred in main tunnel was expected to reduce by the effect of ‘dodging’ for support structure. Mechanical relation between drift and main tunnel has been mainly grasped on past experiences in Japan. However, the characteristic of tunnel enlargement was partially discussed by using the three dimensional analysis and the result was grasped by past experiences on the basis of each tunnel construction. It is considered that the natural ground stress is normally released as the advance displacement, but it was released after the main tunnel widening, causing a displacement and deformation increase. Up to now, the construction practice has shown the reduced displacement during the main tunnel widening excavation by the drift, and the numerical analysis agreed with above observation. However, there is no report found that the displacement and deformation at the time of widening excavation of the main tunnel become larger in case of a drift application. In Kyusyu area, western part of Japan, the northern part of Yoshinomoto tunnel was applied an advancing bench-cutting method for a center drift for the purpose of obtaining the geological information for support selection of the main tunnel in widening excavation. The shape of center drift was a perfect circle with a diameter of 4.0 m or 6.0 m and the same temporary support regardless of the geological situation. As a result, the displacement and deformation of the main tunnel after widening excavation were larger than the section where the center drift was not applied. Furthermore, the displacement and deformation of the main tunnel after its widening excavation was considered larger in the section where the cross-section of the center drift with 4.0 m diameter was applied than one with 6.0 m. Therefore, the center drift with a high rigidity support structure had the effect of suppressing the advancing deformation prior to the main tunnel widening excavation.

The need to modernise and increase the safety provision of older road tunnels raises challenges in maintaining the operation of the tunnel during such improvement works. The Mersey Kingsway twin road tunnels located in Liverpool UK, constructed in the late 1960s, have had three new cross passages constructed to allow emergency evacuation from one tunnel to the other tunnel and provide safer access for emergency services. The 3200m long road tunnels are lined with an unusual reinforced concrete steel-faced segmental lining with a paint finish. Construction of the cross passages occurred during night possessions with the tunnels returned to normal operation during the daytime. Constructed through water bearing sandstone and lined with precast concrete segments, the passages required advance ground treatment and support works. This paper presents the historical background to the Mersey Tunnels and describes the procurement strategy, design and construction approach adopted for these important safety improvements.

The network of freight tunnels in Chicago consists of about 62 miles of horseshoeshaped tunnels constructed typically less than 50 feet below ground surface. These tunnels serve as repositories of much infrastructure and should remain serviceable. The tunnels are often impacted by adjacent excavations and the question arises as to the existing state of stress in the final liner. This paper discusses construction of these tunnels and presents the results of finite element analyses which were used to obtain ranges for axial forces and bending moments that have developed in the final liner of the freight tunnels since their construction.

Long tunnels with only one access shaft pose many program problems for logistics, combine these with the requirement to drive directly out under the seabed for 10.2 km, and the program issues become even more challenging. The Musaimeer outfall tunnel was one such tunnel and to meet and eventually improve on the planned completion date required a complex and extensive management of all tunnel logistics required to support consistent tunneling for a two-year period. This technical paper will discuss the management issues and solutions implemented to meet the challenges of the Outfall tunnel construction.

The Melbourne City Link Tunnels have been constructed through a BOOT process, the largest undertaking in Australia to date. Tolling commenced on the 1.6 kilometer Domain tunnel in April 2000, and the 3.4 kilometer Burnley tunnel December 2000. The project was delivered by design construct contracting and under ISO 9000. There were a number of major challenges in completing the tunnels, including much higher than expected groundwater infiltration, hydrostatic pressures greater than 6 bar, and unique design and construction applications required to prepare the tunnels for service. This paper covers the end play and final delivery of the tunnels.

Completion of the H-3 Highway Tunnel Project was a critical element in opening this award winning project. The exploratory tunnel was completed as a maintenance tunnel and included difficult shafts extending into the main tunnel cross passages. The project also involved a major addition to the traffic operations center including a deep excavation in close proximity to the tunnel portal structures. The projects also included various completions and improvements to the main tunnels, such as paving, drainage, maintenance, and a variety of critical life-safety issues, such as radio systems, telephones, etc. The highway opened in December 1997.

In the wake of the collapse of the ceiling panels in the I-90 section of the Central Artery/Tunnel (CA/T) Project in 2006, the long term performance of tunnels became the focus of the tunneling industry. At the time of the accident, the tunnel had been open to traffic for about 10 years. This paper will discuss design methods and considerations to improve the long term performance and durability of a tunnel. The major problems found during the inspection of several tunnels will also be presented and the causes for these problems will be discussed.

"Within the framework of the European project NeTTUN, the Laboratory of Civil Engineering and Building Sciences of ENTPE in Lyon (France) is in charge of a large experimental campaign to investigate the impact of tunneling on neighbouring piled structures. For this study, an original reduced-scale (around 1:10) physical model of EPBS is used. This ""1g"" laboratory model is able to reproduce the main features of the excavation method. For this new experimental program, the miniature EPBS advances inside a large tank filled with a model soil (dry sand), in which instrumented piles were pre-installed. In this paper, the authors describe briefly the original 3D device and present results concerning the impact of tunneling on a single pile located above the tunnel. Different tunneling face pressure are studied in connection with the practice. Machine parameters, pile solicitations and stress-strain behavior of the soil mass monitored under real time conditions are discussed. INTRODUCTION When tunnels are constructed in urban areas, they often come close to pre-existing structures, such as pile foundations. Perturbations of tunnel construction on these neighbouring structures must be considered during design and construction of the tunnel. Ground movements due to tunnelling may induce bending moments, lateral and vertical loads, settlements and lateral deflections in the piles, which may lead to structural damage or failure of the piles or the supported structure. The interaction between piles and a tunnel in construction is a complex three dimensional problem. To date, several experimental approaches have been carried out to analyse the effects of tunnelling on piled foundations (Bezuijen et al., 1994, Loganathan et al., 2000, Jacobsz et al. 2004, Lee and Basset, 2006, Marshall and Mair, 2011, ). These different studies carried out in the laboratory on 1 g or centrifuged models aim at a better understanding of tunnel - piles interaction and a quantification of the influence of each dominating parameter on the structural responses. Parameters like foundation type (single pile, group of piles) and geometry, relative tunnel – pile position, volume loss induced by tunnelling, ground characteristics, pile loading history were considered. However, most of these experiments were carried out under plane strain conditions by modelling the volume loss due to tunnel excavation by decreasing the tunnel diameter or the radial support pressure. As a result, these models do not adequately account for the variations of settlements both in the longitudinal and the transverse direction, which can induce significant flexional and torsional effects on the structures. These effects are particularly critical and detrimental in the case of historical monuments."

The Tunnel and Reservoir Plan (TARP) is the largest tunneling program in the history of the metropolitan Chicago area (Figure 1). Between September 1976 and September 1977, rock tunnel contracts having an estimated cost of approximately $420 million will be advertised. During the past six months, the Metropolitan Sanitary District of Greater Chicago (MSDGC) has awarded contracts for 16.5 miles of rock tunnels in diam of from 9 ft to 30 ft having a total bid price of $120,261,750. RECENT CONTRACT AWARDS Addison-Wilmette Tunnel $63,140,480 Upper Des Plaines #20 Tunnel 35,749,664 Upper Des Plaines #21 Tunnel 21,371,607 Addison-Wilmette Tunnel The first contract was advertised in September 1975. This contract, described as the Addison-Wilmette Tunnel, runs from Wilmette Harbor at Lake Michigan under the North Shore Channel to Addison Street in the City of Chicago, a distance of 10 miles. The contract calls for constructing approximately 27,750 linear ft of 30 ft ID and 24,020 linear ft of 22 ft ID unlined rock tunnels, excavation of two construction shafts, and the excavation of 32 drop shafts of various diam. Two hundred ninety-three companies were notified of this contract being advertised, 70 companies took out contract specifications and 3 companies ultimately submitted bids. INTRODUCTION The use of precast concrete tunnel liners as the initial and final tunnel lining for transit systems has been a major consideration of designers for over three decades. The obvious benefit of building a tunnel that requires only a single pass in constructing the structural lining can provide the opportunity of saving both time and cost. This technique has had worldwide application in transit systems in London, Munich, Hong Kong, Toronto to name a few. In the United States precast liners were evaluated for use on the BART System in San Francisco in the early 1960's but did not provide sufficient confidence in the sealing capabilities available at that time. In 1976 it was decided to call for bids on the Lexington Market Tunnels in Baltimore with a precast concrete liner alternative for one of the tunnel drives. This option was selected by the owner and UMTA to provide a study evaluation for the benefit of the industry. HISTORY In 1983 Washington Metropolitan Area Transit Authority began calling for a series of bids on soft ground tunnels on the Green Line, which included the option of using precast concrete tunnel liners first as an alternative to fabricated steel tunnel liners. The Toulon Tunnel project is a key component of the highway corridor on the French Riviera between Marseille and Nice and is a fundamental transportation infrastructure for the region. The first design studies started in the 1960s. The tunnel project is comprised of two separate tunnels: south and north. The north tunnel was built between 1992 and 2002 after 10 years of difficult construction. On March 15, 1996, for example, a collapse of the tunnel in the Marchand area generated a sinkhole in the city center, causing a 20-month delay. The south tunnel alignment runs parallel to the north tunnel below Toulon?s historical downtown at a depth of 20 to 40 m (65 to 131 ft) with some areas with less than 10 m (32 ft) of cover. The risk management program was studied to be a state of the art program in urban tunneling construction.

The substantial investment in tunnels anticipated in the next twenty years has focused new attention on the economics of tunnel construction itself and on some costly problems associated with underground work: the uncertain geologic conditions, the performance and adaptability of men and equipment, and the need for quicker, more efficient excavation methods. There also exists a need to develop better ways of estimating tunnel construction. Inaccuracies in current bid estimates stem from a number of causes, among them (1) the effects of geologic conditions, which are not adequately known prior to construction, (2) the dependence of actual cost on the construction method used and on the interactions among the operations occurring underground, and (3) the reliability of tunneling equipment. Inability to estimate final costs for conventional tunneling more accurately has in turn caused difficulty in gauging the costs and benefits attributable to new tunneling technologies either under development or for which R&D programs are planned. ATTRIBUTES OF THE TUNNEL COST MODEL This paper presents a computer based Tunnel Cost Model (TCM) which quantitatively assesses the uncertainties inherent in underground work, and is detailed enough to aid in preparing estimates or bids. The Wolf Creek Upper Narrows Tunnel (Upper Narrows Tunnel) is one of the first major highway tunnel in the United States implementing the use of spray-on membrane for purposes of constructing a double-shell drainage solution between an initial shotcrete lining and a final cast-in-place concrete lining (Figure 1). In the case of the Upper Narrows Tunnel the primary membrane is constructed with a spray-on product manufactured by Degussa, namely Masterseal® 340 FA (MS 340) that has been utilized previously in other tunnel projects. Shotcrete-like in application, but differing in physical properties, MS 340 is now outdated, and is succeeded by Masterseal® 345 (MS 345), a nearly identical product, with improvements in material properties. Tunnel project histories utilizing either MS 340 or MS 345 are discussed and summarized with regard to the respective motives for prompting spray-on membrane selection and the realized benefits resulting from spray-on membrane construction. With an emphasis on the Upper Narrows Tunnel, project summaries discuss details of the aspects of design for spray-on membrane construction methodology as opposed to conventional sheet membrane construction methodologies. It is anticipated that experience gained during the construction of the Upper Narrows Tunnel with respect to other tunnel projects that have utilized spray-on membrane will be of use for future tunnels employing spray-on membrane in drainage solutions.

Hong Kong is an intensively developed region and has the highest vehicle densities in the world. In 2000 there were 6.6 million people and 580,000 vehicles using 1,890 km of road covering the 1084 km 2 territory. The high vehicle and population densities together with the difficult terrain have seen road tunnels emerge as key components both in the current and future road transportation network. Currently there are eleven operating highway tunnels in Hong Kong, seven government owned and the remaining four “build, operate and transfer” franchises, see Figure 1. The very first tunnel was the dual two Lions Rock Tunnel completed in 1967and the latest the dual 3 lane Tai Lam Tunnel opened in mid 1998. Figure 2 shows the alignment and statistics for all 11 Hong Kong tunnels. Looking ahead, Hong Kong has embarked on the study and design of the next generation of major highways and as many as a further seven tunnels are currently under feasibility study or detailed design. This seems an opportune year to produce a broad appreciation of the fire strategy, life safety and ventilation practices in Hong Kong not only for the existing tunnels but the new standards and requirements for the next generation of Hong Kong tunnels. This paper provides an overview of the fire strategy, life safety and ventilation of Hong Kong’s existing and planned tunnels. The paper pays particular attention to the areas where the unique conditions and requirements in Hong Kong impacts on tunnel and systems design and the solutions adopted to overcome these challenges.

This report refers to the Chicago Deep Tunnel Contract 13A, which was the first contract let in the City of Chicago requiring the construction of deep drop shafts for the transportation of high level sewage to the deep tunnel system. The basic contract required the contractor to construct certain drop shafts designed to deliver surface and high level sewage to the deep tunnel system approximately two hundred feet below. The design of the drop shafts was in a degree affected by their proximity to the existing deep tunnel. The tunnel, approximately three and one-half miles long, was to have five shafts dropping sewage at five locations. Four of the drops were approximately one-half mile apart and spaced from the dead end of the tunnel. One shaft divided the remaining two miles from the existing work shaft at the southeast end of the tunnel wherein a 220' deep pumping station was to be built. The existing tunnel had been built some time previously and all dewatering had stopped, allowing the tunnel and main shaft to fill with water. According to the plans, the drop shafts were all between fifty and ninety feet north or south of tunnel center line, and located in heavily built-up residential and industrial property. "Tunnel face instability is one of the most common issues in EPB tunneling. The evaluation of an ideal face support pressure is a critical element in the design and construction phases of EPB tunneling. In this study, measured tunnel face pressures in three EPB tunneling projects (University Link U230 and U220 projects and the Northgate Link Extension N125 Project) for Sound Transit in Seattle, WA are compared with the calculated analytical methods. This comparison shows that the analytical methods generally overestimate the required tunnel face support. The best practice for managing the face pressure in EPB tunneling operation is discussed based on the experience gained through these projects. Furthermore, the algorithm that is developed for identifying ground loss in these projects is addressed. INTRODUCTION Earth pressure balanced tunneling relies on using muck within the chamber to support the face. Muck is pressurized by controlling the advance rate of the tunnel boring machine and the speed of the screw conveyor. Target face pressure is typically calculated by using the geotechnical assumptions in the geotechnical baseline report. The concept behind EPB tunneling is that the application of sufficient face support pressure will prevent tunnel face instability and the resultant over excavation. Tunnel face instabilities caused by a lack of sufficient face support can lead to ground loss and surface settlement (Anagnostou & Kovári 1996, Kirsch 2010). A certain support pressure must be achieved to counteract water and earth pressure with an adequate factor of safety. While the water pressure can be predicted accurately, the determination of the resultant earth pressure on the face is less precise. This becomes manifested in the relatively high partial safety factors on the earth pressure."

Tunneling requirements are presenting designers with greater challenges. The design and construction of the 2000-ft long unidirectional twin highway tunnels for the approach to one of two bridges of the Louisville-Southern Indiana Ohio River Bridges (LSIORB) Project is no exception. Excavation under low cover, beneath an historic site, with each tunnel of 70-feet wide and 50-feet high dimensions will set precedents for US highway tunnel excavation size. To investigate ground conditions to supplement final design of the highway tunnels, an exploratory tunnel excavated through karstic limestone and shale will be located within the confines of the proposed final alignment. With the LSIORB Project, Jefferson County, Kentucky and Clark County, Indiana will have improved cross-river mobility between them. The Indiana Department of Transportation (INDOT) and the Kentucky Transportation Cabinet (KYTC) are developing the LSIORB Project jointly, in coordination with the Federal Highway Administration (FHWA). Section 4, one of six sections, as shown in Figure 1 is the East End Kentucky Approach and Connections to I-265. Key elements of Section 4 are the twin three-lane highway tunnels under the historic Drumanard Estate. The property is located on the north side of US Highway 42 (US 42) at the intersection with the Gene Snyder Freeway (also KY841) as shown in Figure 2. One aspect of the project consists of the excavation of an Exploratory Tunnel along the southbound alignment tunnel. At the time of preparation of this paper, KYTC has not awarded the Exploratory Tunnel Contract. This paper will focus on the planned geotechnical investigation program that will occur during excavation of the exploratory tunnel and how the design of the twin highway tunnels will incorporate the findings to achieve an innovative and efficient configuration.

Tunnel excavation while mining is not often performed in North America primarily due to access constraints in both operations. Referencing European approaches for long distance tunneling, the Devil?s Slide Tunnel project has applied innovation and technology to provide the ability to overcome this unique challenge. The Devil?s Slide Tunnel requires the construction of twin bore tunnels excavated based on sequential excavation method (SEM) construction methods using New Austrian Tunneling Methods (NATM) principles. The twin tunnels are approximately 9 m (30 ft) in diameter and 1,250 m (4,100 linear ft) in length. The purpose of this project is to reroute Route 1 from around the Devil?s Slide through the San Pedro Mountains crossing from Montara, CA along the south and into Pacifica, CA in the north. The Caltrans project was awarded in December 2006 for a total of $272,366,000. The job is an A+B job, thus the estimate scheme of final lining while tunnel excavation is important to save time. A+B is a method of rewarding a contractor for completing a project as quickly as possible. By providing a cost each working day, the contract combines the cost to perform the work (A) with the cost of impact to the public (B) to provide the lowest cost to the public. Concurrent mining while lining is achieved through a series of gantries and a set of tunnel forms allowing the pass-through of the excavation equipment. The tunnel lining operation passes through several phases of work that are dependent upon the progress of the tunnel excavation process. This involves unique milestones, such as the evolution of the ventilation system, development of an enlarged cross passage to allow equipment to access each tunnel from within the tunnel and, finally, the installation of an invert prior to arch lining that limits the continuity of the final lining operation.

"INTRODUCTIONThe Laboratoire Souterrain de Modane (LSM) is an underground research laboratory located in the Western Alps on the French – Italian border. It is located in the middle of the 13km long Fréjus highway tunnel that links Modane (France) to Bardonecchia (Italy) in correspondence of the highest overburden of 1800m. The LSM current activity is mainly based on the investigations about the dark matter and requires very sensitive instrumentation which shall be protected from cosmic rays. To comply with the new legislation about safety in tunnels, the highway tunnels owners agreed in 2007 the construction of a parallel safety tunnel, at an average distance of 50m from the existing tunnel and the laboratory owner CNRS (Centre National de recherche scientifique) also decided to extend the existing laboratory with the construction of a new 17000 m3 cavern allowing the installation of wider and more powerful instruments that could increase chances of success of research. Preliminary studies stated that, considering both geological and functional issues, the most appropriate location for the new laboratory shall be in between the two tunnels and parallel to the existing laboratory (see Figure 1).Hence, the CNRS asked Systra, already in charge of the works supervision of the safety tunnel, to realize the design of the new cavern. The laboratory extension includes the construction of a 40 m long cavern with 300 m² cross section and two smaller tunnels connecting the safety tunnel and the existing laboratory to the new cavern. The minimum distance between the front face of the new LSM and the highway tunnel is about 25 m.The French and the Italian authorities, responsible of the exploitation of the Fréjus highway tunnel, asked the CNRS to develop an accurate study indicating that the construction of the laboratory extension would not have any negative impact on the existing structures of the highway tunnel. The main results of the developed study by Systra are summarized hereafter. The construction works should begin prior to the end of the construction works of the Fréjus safety tunnel in 2018."
